INTRODUCTION The Milwaukee, Wisconsin Metropolitan Area provides an ideal opportunity to review the advancement of the art and science of mixed face tunneling in the past 65 years. Although there were earlier tunnel projects in the Milwaukee area, by other agencies, the majority of those driven in the Twentieth Century have been done under contract with the Milwaukee Metropolitan Sewerage District through the agency of the Sewerage Commission of the City of Milwaukee and the Metropolitan Sewerage Commission of the County of Milwaukee. Legal Description of District The Milwaukee Metropolitan Sewerage District was created by the Wisconsin Legislature in 1921 together with the Metropolitan Sewerage Commission of the County of Milwaukee. This concept of subregional wastewater control was an outgrowth of an investigation and report from a commission appointed by the Common Council of the City of Milwaukee in 1909 to study final sewage disposal for the City. In 1911 that Commission, comprised of J. W. Alvord, George C. Whipple and Harrison P. Eddy, recommended that the City construct a water filtration plant, construct a Menomonee River flushing works, expand the intercepting sewer system and, after a thorough study of the then existing and developing methods of sewage treatment, construct a sewage treatment plant. In response to those recommendations, the Wisconsin Legislature, in Chapter 608 of the Laws of 1913, created the Sewerage Commission of the City of Milwaukee. Recognizing that the improvement of surface water quality would require action on a watershed basis, the Legislature, in Chapters 554 and 590. of the Laws of 1921, created the

INTRODUCTION Underground drill and blast excavation is usually accomplished with small diameter holes loaded with high energy explosives. The detonation pressures are extremely high and an extensive amount of energy is dissipated in the process; however, very little of this energy is used to create the specified fracture planes required for excavation. The available energy is expended in producing radially outgoing stress waves, in crushing the adjacent rock, and in producing a dense, randomly oriented radial crack pattern about the holes. This causes several undesirable effects: 1. Overbreak at the perimeter, which results in more muck to remove and extra concrete or shotcrete to fill the voids. 2. Damage to or loosening of the remaining rock at the perimeter which may result in the need for additional support measures. 3. Ground vibrations and/or airblast, which could result in damage to nearby structures and complaints by people living or working in the area. Several steps may be taken to minimize these effects. Where control of the perimeter is desired, smooth blasting techniques are generally employed in which the spacing and burden of perimeter holes are reduced and lighter, decoupled charges are used. Where vibration damage to structures is feared, control is generally exercised by limiting the charge weight per delay period so that the ground vibrations at the nearest structure do not exceed a peak particle velocity of two inches per second. Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau’s responsibilities to the winds. There is no doubt in my wind,” said Lindsay Norman, acting director of the Bureau of Mines (see box), “that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business.” The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau’s mission. Devastating,too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. “When the troops are in the trenches and are being shot at,” Norman said, “they need a leader—hopefully, a permanent one— that can get them advancing. This is something the Bureau did not consistently have in the 1970s.” In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman’s appointment as acting director, he has spent considerable time on the road explaining his agency’s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions.

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

A long recognized goal in high speed tunneling and mining has been the development of a continuous drill and blast excavation capability. Both the advance rate and the economy of drill and blast tunneling can be significantly improved if the conventional cyclic process can be carried out continuously. Obviously, any continuous drill and blast tunneling machine must be an "all function" device, performing drilling, explosive loading, initiation, mucking, ventilation, roof support (if necessary), and perhaps other functions, essentially simultaneously, while remaining at the face throughout. Furthermore, such a machine must do all these things under remote control. THE SPIRAL BLAST PATTERN Several continuous drill and blast tunneling concepts have been proposed. Of these the Rapidex spiral blast pattern, taking advantage of a partially self-shielding geometry, seems to require the least shielding and hence offers the maximum access for mucking, although from the outset it was clear that remote mucking would present a major design challenge. The Rapidex continuous spiral blast concept uses an unusual blasting pattern that, under the geological conditions tested, has proven to be an effective and efficient means of fragmentation. The concept has a self-shielding characteristic which permits a lightly shielded machine to remain at the face during blasting. The pattern produces a spirally proceeding tunnel face, much like one turn of an auger. The leading portion of the spiral surface is connected to the trailing portion by an axially extending plane surface or bench. The ideal geometry is illustrated in Figure 1 for a horseshoe tunnel section.

Ventilation conditions in working environments are usually studied by anemometry or, in complex cases, b using special tracer gases such as SF6 and 85Kr. in conjunction with chromatographic and radioactivity techniques, respectively. In some working environments, such as underground uranium mines, however, use can be made of the natural radioactivity environment (e.g.. 222rn. 220rn, and their progeny) to investigate mine ventilation conditions of practical interest. Theoretical studies and experimental data in several underground uranium mines and mine locations show that certain thoron progeny to radon progeny concentration ratios are very good indicators of ventilation conditions. Furthermore, the growth and decay of radon progeny and thoron progeny provide valuable information on mine air residence and clearance times. Some specific examples have been analyzed, such as bacterially-assisted uranium leaching operations in a partially enclosed stope, and the effect on the underground environment of turning ventilation fans on and off for a period of time. Air residence times and other variables of interest, determined from the mine radioactivity environment, were compared with more traditional techniques, such as anemometry and tracer gas chromatography. These studies were also extended to a wet non-uranium mine which exhibited relatively high concentrations of radon and its progeny.

INTRODUCTION Urban tunneling in soil poses a unique set of problems to planners, designers and contractors. One of the important concerns is the impact of tunneling on the environment: not only the effects of noise, vibrations, construction traffic and surface traffic diversions, but also the effects of ground movements and dewatering on existing structures and facilities. Underpinning or other protection of structures often consume more than 10% of the total construction cost of an urban rapid transit tunnel, and another unknown percentage is expended on construction procedures designed to minimize these environmental effects. Ideally, many basic planning and design decisions should be based on reliable predictions of ground movements due to tunneling. Some of these decisions are: the choice of tunnel alignment and depth to minimize risks and effects of ground movements; selection of schemes to protect existing structures through soil improvement or underpinning, or outright acquisition and possible' demolition; relocation of utilities; selection of procedures for construction monitoring and project control; and the choice of construction and lining methods. To make rational decisions of this nature, the owner and his designers must perform analyses that will balance risks and costs of a variety of alternatives; but to make meaningful risk analyses, they must employ rational methods of predicting ground movements and their effects and must know the reliability of these predictions. Of course, the risk analyses also must consider politics, public relations, insurance and liabilities.

Underground coal mining systems have kept pace with developments that have occurred in other types of mining. A diversified group of machines are now available with high horsepower motors, built-in microprocessor technology, and numerous options to satisfy miners' needs in various geological environments. The results will be a greater degree of mechanization and recovery of coal from inclined seams, thins seams, and seams mined in lifts from shallow as well as deeper deposits. This article is based on a general suvey carried out by the authors to detemine the current status of mechaniztion and systems development in underground coal mining. It indicates that the next two decades will see increasing use of longwall mining, which has already reached a high degree of sophistication. Automation, remote control, and robotics are the key words of the future. Data transmission from underground to surface and over long distances will be almost routine. Many components of the high technology industry that are just being considered by the mining industry regarding equipment health and perform¬ance monitoring, quality control, application of expert systems, and computer networking will become a routine part of underground mining technology. Within the next 21 years, "manless" mining, first attempted about 25 years ago, will become a reality. References to any trade name are meant to aid understanding of the text and do not imply endorsement by the authors or their users. Current coal face developments Developments in underground mining equipment, its application, and associated technology have made phenomenal progress compared to those in other types of mining. Room-and-pillar systems, on one hand, and longwall mining, on the other, have sophisticated equipment at their disposal. Both of these systems have become highly productive, with output per manshift about 50% higher than that achieved a decade ago. Abstract - This paper examines the ventilation network problem from a view point of solving a system of B equations in B unknowns, where B is the number o f branches in the network. Based on Kirchhoff s current and voltage laws, the solution to the general ventilation network problem must satisfy B network equations. In this paper, the air quantities and control-device pressures are chosen as variables and are grouped into B dependent variables (unknowns) and B independent variables, resulting in a system of B equations in B unknowns. Based on whether their variables are dependent or independent, the network branches are classified into f our types: five d, non-fixed, p-fixed, and q fixed. The ventilation network problem may include all four types of branches. There are .some conditions under which the problem as defined in this manner does not have a unique solution. To have a unique solution, the Jocabian matrix of the equations m us! he nonsingular. It then follows that: • the number of branches with independent air quantities must be less than or equal to the number of chords with respect to a spanning tree; •the subnetwork of branches with independent air quantities must not contain any cutset; and •the suhnetwork of branches with dependent control-device pressures must not contain any cutset. These three conditions must be met regardless of the values for the variables. In addition to the problem formulation, a solution procedure applying the Newton (or Newton-Raphson) method is outlined and illustrated with an example problem.

INTRODUCTION To be effective and useful, monitoring of tunnel construction must be carefully planned throughout all steps. A vital and frequently overlooked step is a clear definition of the specific purposes of the instrumentation. Most tunnel construction monitoring has in the past been of benefit to research, the advancement of tunneling practice, wittingly or not. The development of monitoring instrumentation for the benefit of the project from which the data are recovered has very significant potential for risk and cost reduction of soft ground tunneling. A systematic approach to tunnel construction monitoring, from conception to full implementation, includes at least the following nine tasks or steps: Definition of benefits and purposes; design and project specification to draw full benefits; selection of monitoring parameters; selection of instruments and writing of specifications for procurement and installation; procurement and installation; reading and maintenance; data storage and retrieval; interpretation; implementation. Some of these steps are fairly easy and resolved through the use of established theories and technologies. The difficult ones are those that require the bending of minds, those that involve changes in the ways engineers design soft ground tunnels, the way owners pay for tunnels, and the construction is managed, inspected and controlled. Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

Mooranbah North is a new greenfield project in Australia's Bowen Basin that is projected to produce 4 mtpa of hard coking coal from a single longwall. Located in Central Queensland in Australia's northeast, this is one of Australia's main coal producing regions. From the outset, Mooranbah North's approach to equipment selection has differed markedly from that usually taken in the mining industry, and the conveyor industry in particular. Until recently, no performance requirements have been placed on conveyor equipment suppliers. This arose from a practice of purchasing components in an ad-hoc manner from a variety of sources, and the mine then configuring the system. More recently, single source supply has been adopted as a means of obtaining some performance guarantee, usually expressed in terms of system availability. Unfortunately, the term "availability" has a multitude of definitions, particularly in the underground coal sector. A conveyor availability of 98% is a common goal but this rarely means the conveyor must operate 165 hours/week, 52 weeks/year. There are mines that have one maintenance shift for each production shift and claim availability of 100%. What is meant is that no down time is logged to the conveyor during the hours that it is wanted. This "generous" definition of availability would not be tolerated in many industries and nor should it. Unfortunately, a true definition of availability, such as is applied to steam turbines in the power generation industry, is not particularly helpful. Five day/ week operations would immediately face a 28% penalty against 7 day rosters, and there would be no sensible manner in which weekend maintenance could be incorporated into the availability formula. The approach adopted by Mooranbah North was to specify a period of "Failure Free Operation," which would be followed by a maintenance period. This

The base of the stone quarry still stands today, as imposing as any Mavan temple or Egyptian pyramid. For 80 years it has been a reminder to those who must sweat to earn a wage. There are no plaques to indicate its impressive history. Rather, it stands as a towering monument to the masons and stone cutters who built it-a testimony in stone to that most demanding and back-breaking of industries. Take your imagination back to the limestone quarries at Split Rock, near Syracuse, NY. The sound of an occasional steam drill and the mighty roar of a dynamite explosion herald progress. The ring and crash of a hundred sledge hammers are music in the calloused hands of the quarry men. It is a symphony of man against nature. Hundreds of sweat-soaked men break up the blue Onondaga limestone for the "sodi ash," the popular name for the quarry owner, the Solvay Process Co. Nearby, expert stone masons fit mammoth 454-kg (1,000-1b) blocks of cut stone into place, building the foundation for what may have been, back in 1902, the world's largest stone crusher. Consider for a moment, a modern stone quarry. The business is now essentially one of machine against nature. The shovels, drills, conveyors, and locomotives help make the quarry of today a profitable venture. Now consider the quarry of the early 20th Century. Anyway you look at it, a tougher, more demanding life would be difficult to imagine-12 hours a day, all kinds of weather, breaking up tons of rock that had been drilled, blasted, or pounded from the bowels of an uncooperative earth. Before proceeding, it might be prudent to briefly describe the history of the Split Rock quarries. Before the purchase of the quarry lands by the fledgling Solvay Process Co. in 1889, the quarries already had a reputation literally chiseled in stone. Most of the municipal buildings in Syracuse were made of it, as well as over half of the Erie Canal, including the engineering marvel of the time, the Montezuma Aqueduct. Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in a broad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. There were two principal programs: information and analysis, and research.

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. The project was completed in 1998.

The US Bureau of Mines' dictionary of mining terms defines productivity as "the efficiency with which economic resources (men, material, and machines) are employed to produce goods and services." Or, the relationship between the physical outputs and the physical inputs used to produce those outputs. As demand for mine materials dropped, mining companies and equipment manufacturers discovered that ratios between the inputs and the final products were disproportionate to the profits realized. Some companies are fighting for survival. The US, while still the most productive country in the world in absolute terms, is looking over its shoulder as other industrialized nations continue to exceed its yearly productive growth rate. According to John Belcher, Jr., of the American Productivity Center in Houston, TX, the US has seen a steady decrease in productivity growth since the mid-1960s. During the post World War II period, the US labor productivity growth rate was 3.2% annually. The slowdown began in 1965 and by the mid-1970s, the country's annual growth rate was 1%. By 1978, labor productivity growth ceased to gain at all and from 1978 to 1980 a 2% decline occurred. Solutions to the productivity decrease are increasing product prices or improving productivity. By increasing prices, though, the producer runs the risk of pricing himself out of the competitive market. To maintain an acceptable profit level, prices must increase proportionately higher than required to offset production cost increases, Belcher says. Many companies are turning to in-house productivity improvement programs as an answer to increased costs and declining profits. These programs are geared toward management commitment and employee awareness of what productivity means. Companies are finding ways of measuring productivity levels in financial reporting, budgeting, and planning. Organizational teams have been formed to coordinate activities and oversee product management, and improve productivity of materials and capital investments. This special issue of Mining Engineering examines productivity in the mining industry. First, there are articles about various, and different, factors that affect productivity in each of ME's five main readership areas - exploration, mining, processing, coal, and industrial minerals. There is also a look at mining industry productivity from the manufacturer's view. The next section of this special issue is devoted to some topics that affect all areas and sectors of mining: research, management practices, computers, maintenance, and energy management. Then follows case studies in exploration, coal, and iron and steel. These studies provide examples of practices and strategies used by companies and operations to boost productivity.
