Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

The Ciénega project, now under construction by Peñoles group, is located in the mountains of northwest Durango, Mexico. The gold and silver deposits are found in a 4-km (2.5mile) long system of veins. An underground operation will be built. The planned 1 kt/ d (1100 stpd) process plant will contain a countercurrent cyanide circuit for oxide ore and a flotation circuit for sulfide ore. Considerable resources have been devoted to the development of infrastructure in the isolated location, as well as for the mitigation of environmental impacts. Startup is scheduled for the third quarter of 1994. Ciénega’s ore bodies consist of quartz veins containing gold, silver, lead and zinc values. The vein thicknesses vary from 2 to 10 m (6.5 to 33 ft) with a northwest trend and nearby vertical dip. Veins are hosted in Tertiary volcanic rocks. The district has intermittently been explored since 1971 by Penoles. After the third series of diamond drilling and direct development work on vein, Peñoles decided to begin project construction.

The paper summarizes an investigation into the applicability of mechanical excavation to oil shale mining; identifies available machine types that are best suited to various aspects of the mining operation; presents preliminary comments on the configuration of an "IDEAL" oil shale mining machine; and establishes the background information necessary for conceptualizing and evaluating new mining methods using mechanical excavation equipment. Conclusions are also presented as to the best currently available systems, as well as potential future systems.

Tracer gases are an effective method for assessment of mine ventilation systems, but their dispersion characteristics can differ substantially as ventilation parameters, such as flow path and velocity, vary. This research utilizes Computational Fluid Dynamics (CFD) to model a simplified full scale model mine, details a sensitivity study examining mesh size for an underground coal mine simulation, and examines gas dispersion parameters to determine the optimal model methods for simulation of tracer gases in underground coal mines. These models can be used to determine how a given tracer gas profile might be generated in a mine or areas of a mine that are not accessible, for example, immediately following a mine disaster. Accurate simulation scenarios can allow for the remote determination of the status of the ventilation network, but the sensitivity of the simulation at mine scale must be carefully examined.

This paper presents the metallurgical results of column and stockpile leach tests with forced aeration to determine the usefulness of this process in the operational leaching at Sociedad Minera Cerro Verde S.A.A. The evolution of the aeration system is presented and also an innovative solution developed to overcome forced aeration’s main problem, which is the early obstruction of the aeration pipes located at the base of the stockpile, causing a decrease in air and oxygen levels and therefore a reduction in the metallurgical benefits.

Gold ores containing high levels of cyanide-leachable copper minerals, such as covellite, chalcocite, bornite, malachite, azurite, and cuprite have traditionally been difficult to treat economically. A novel hydrometallurgical process for efficient treatment of cyanidation effluents obtained by leaching high copper gold ores (or concentrates) based on the use of Cherokee Chemical organo-sulfur reagents (OSR-A, OSR-B and OSR-C) is described. The process may be modified to selectively precipitate silver, or completely recover silver, copper and zinc, as well as regenerate significant amounts of cyanide. For example, data obtained demonstrate that 100 % of silver and zinc, and 98 % of copper were removed from the solution, while 80 % of cyanide was recovered. The treated barren solutions exhibit enhanced gold and silver leaching kinetics compared to the untreated controls.

The use of membranes in wastewater systems has increased rapidly in recent years. Microporous or semi-permeable barriers augment conventional chemical or biological processes to meet stringent treatment targets. These developments enable elegant solutions to wastewater discharge challenges and extend the scope of water recycle redressing the overall water balance and operational economics Wastewater treatment processes are discussed by reference to the spectrum of waterborne contaminants and the respective membrane separation capabilities. The role chemical pre-treatment to enable physical separation of metals with micro-filtration (MF) is described and how integration of MF with reverse osmosis (RO) is used to control a broader range of dissolved contaminants Membrane configurations are considered apropos function, operational economics and sustainability. These features are exemplified with case studies. Firstly, MF alone following chemical precipitation for the removal of heavy metals, then MF onto two stages RO of different configurations for TDS reduction and waste volume minimisation and finally an open channel RO alone for the reduction of inorganic COD from a leach stream.

Proper selection of large walking draglines, based on sound engineering principles and field experience, has not kept pace with the large capital expenditures needed to buy these stripping machines. The use of large walking draglines for stripping overburden in US surface coal mines grows steadily, but equipment selection continues to pose problems. An improper size, model, make, or spoil reach selected for a particular stripping application results in additional, unnecessary coal production costs. Large walking draglines are being used to dig deeper tar sands at the Syncrude operations near Fort McMurray in Northern Alberta, Canada. This application is compared with typical deep digging operations and dragline use prevalent at typical US strip mines.

The dramatic increase in molybdenum prices from the low of less than $2.50/lb in 1999 to more than $40/lb in 2005 has caught the attention of molybdenum mine owners and exploration project developers. Between 2005 and early 2007, prices pulled back and stabilized within a trading range of $25/lb to $30/lb. This 1,000 percent price increase has motivated most existing producers to expand production and is motivating those with molybdenum prospects to accelerate the development process for earliest possible production. It is still unknown how much new production will come from existing mines, how much production will be needed from new mines if demand continues to grow and how many potential new mines might be available to meet future demand. And of course, the billion dollar question is whether molybdenum prices will remain high, or will they fall back to the low levels seen during the 1980s and 1990s? This article attempts to answer these questions in a way that will help molybdenum project developers and financiers plan for the future.

Studies have linked long-term inhalation of diesel exhaust with adverse health effects such as cardiovascular disease, cardiopulmonary disease, and lung cancer. Diesel exhaust levels in underground mines can approach 100 times the environmental level and are therefore monitored closely in the mining industry. Elemental carbon (EC) (a product of diesel combustion commonly referred to as ?soot?) has proven to be a good indicator of diesel exhaust levels. The current procedure for measuring EC levels involves taking personal samples from a mine worker?s breathing zone and/or stationary samples in various parts of the mine and subsequently sending these samples to a lab for analysis by NIOSH 5040 method. Unfortunately, the whole process can take up to several weeks to complete. To address the problem of waiting weeks for results, NIOSH?s Pittsburgh Research Laboratory is developing a portable device for measuring levels of elemental carbon. This optical device takes a continuous sample of air in the surrounding environment and measures the absorbance of light passing through a filter that collects diesel exhaust particulates within the instrument. This technology can provide a near real time measurement of EC with accuracy within 10% error. The ability to take near real time measurements, combined with the instrument?s portability (currently small enough to be worn on a miner?s belt), makes this device extremely useful in the mining industry.

The aim of this joint work between the French Coal Board and the Paris School of Mines is to be able to practically model the behaviour of a transverse drum cutting rock with picks. First a theoretical approach leads to the concept of cutting curves, giving forces and torque against penetration per drum revolution. Then experimental evidence, from full scale and reduced scale testing, validated and confirmed the theoretical shape of the curves. Finally practical applications are given, to improve the design or use of a shearer (or continuous miner). A micro-computer program is being developed to predict the cutting performances of a machine in certain conditions.

In 1980, some US cars were designed and built to metric dimensions; wine and gas were sold by the liter; and the March of Dimes Walkathon was measured in kilometers. Although the US Congress has taken a ''soft" approach to metrication, and public resistance to the idea remains strong, the use of metric units is becoming more and more widespread. As the minerals industry becomes more international in scope, US mining companies are converting to the metric system-particularly those companies with business interests overseas.

An Atomic force microscope (AFM) was used to measure the surface forces between hydrophobic silica surfaces. The measurements were conducted in the presence and absence of Cu(II)species in solution to study the effects of the cation adsorption on the hydrophobic force. The results obtained in the absence of the Cu (II)species showed that the hydrophobic force does not change with pH, while the electrostatic repulsive force changes substantially with pH. In the presence of the Cu(II) species, the hydrophobic force begins to decrease at a pH where Cu2+ions are hydrolyzed, indicating that the first hydrolysis product (i.e., CuOH+ions) are the species adsorbing on the surface of the hydrophobic silica. The results of the surface force measurements were used to develop a model for the adsorption of the hydrolysis product of Cu(II) species on the hydrophobic silica.

The Cortez gold mine is located in Lander County, NR, about 130 km (80 miles) southwest of Elko. Cortez Gold Mines (CGM) is a joint venture between Placer Dome US Inc. (60% operator) and Kennecott Corp. (40%). The claims that supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka counties. These include the Cortez and Horse Canyon deposits, all operated by the joint venture. Other deposits outside the CGM claim area include Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain-Eureka Trend. History Mining in the Cortez district began in 1862 with the discovery of high-grade silver ores. Grades in the hundreds of ounces per ton occurred in an area 7 km (4.5 miles) southeast of the current CGM mill site. Underground mining through the Garrison and Arctic tunnels provided the bulk of the ore production between 1864 and 1895. To a lesser extent, the Mill Canyon area also supplied ore until 1930.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. INTRODUCTION The Premise Not much time has to be spent in a tunneling project to realize the tremendous interdependence that exists among the various unit operations. The research that is to be described attempts to examine one set of these linked operations, namely, the effect of cutters on muck handling properties. All too often research focuses on too minute an aspect of a problem for the results to be of much immediate, practical use. The goal of this research is to avoid this specificity. Apologies are tendered if this goal is missed. It is known that the mode of flow of bulk solids under the influence of gravity -- emptying a bin or hopper -- is dependent on several basic parameters. The size of the particles and the distribution of sizes (consist) determine whether the solids will first flow out of a given aperture; the cohesion of the solids will determine if flow will continue after the bin is opened; and the angle of internal friction determines the size of the flow regime (1,2,3). It is well understood that the latter two parameters affect the behavior of bulk material on a conveyor belt. Cohesion of material to a belt is always an undesired problem. Heaping of material on a belt depends on the material's internal friction. It is also known that varying the particle size, and the packing density of the material can affect the material's angle of internal friction (4,5). The need for onsite gas monitoring during, or following, a major incident at an underground coal mine has long been recognised. Recommendations from inquiries following Queensland mine disasters have included ?qualified persons and equipment for rapid analysis of gas samples be available in times of emergency? and that ?this may be accomplished by either mobile laboratories or laboratories established in each mining locality.? Following the Moura No. 2 disaster, the Queensland Government allocated funds to Simtars for a mobile laboratory to respond should such a disaster occur again in the future. This vehicle was commissioned in 1997 and has been used at many mine sites under a wide range of scenarios. Simtars, armed with over ten years of operational experience with this mobile laboratory, has taken an active role in the design and construction of a modernised replacement unit. With a twenty point tube bundle system and ultrafast gas chromatograph the result is, arguably, the best equipped mobile gas analysis laboratory for mine emergency response in the world. This paper outlines the features of the new laboratory, its capabilities and the philosophy behind the design and inclusions.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. The Pogo Mine, near Delta Junction, Alaska is a new 2500 STPD gold operation. The control system of the mine and milling operations are a hybrid of DCS (Distributed Control System) control and PLC (Programming Logic Controller) control. A DeltaV DCS system serves as the main control and operation platform while the PLCs operate a multitude of vendor specific packages. The communication backbone of the DCS system is a hybrid of star and ring fiber optic topology, which provides reliability and flexibility. The communication between the DCS and PLCs is typically facilitated by serial communication. This communication insures the integrity of the whole control system.

Discrete (digital) signal processing techniques are proving to be very valuable tools for miners using the block cave method. Waveform analysis of different measured signals associated with active mining provides valuable information on production dynamics and safe operation of the mine. For example, correlation of the 3D surface displacement velocity waveform and the production output waveform reveals a remarkably predictable time-varying physical process. Studying the geometrical and temporal relationship between these two signals opens a broad window through which new management techniques become apparent. In this paper we discuss the signal processing techniques used to study these relationships, as well as the related implications for mining. This research was carried out in association with the Chevron Mining underground molybdenum mine in Questa, New Mexico. Some of these new techniques will be integrated into the decision management process at the mine and will provide insight on ore production, draw control, and safe reclamation. The science of signal processing involves the analysis and interpretation of physical processes that vary with time. Two general categories of signals1 are recognized. A continuous signal is a waveform of varying amplitude that is continuous in time (such as a sine wave). A discrete signal is a sequence of quantized values. The independent time variable and amplitude are sampled periodically such that we only know the value and shape of the waveform at the sampling frequency. Displacements measured by a Global Positioning System (GPS) receiver are an example of this. Discrete signals may be studied in the time, frequency, autocorrelation, or wavelet domains. In this paper the amount of ore extracted from the mine and the measured surface displacements are analyzed in the time domain.
