Gold with minor associated copper mineralization in the area of what is now the Bougainville porphyry copper deposit has been known since the 1920s and was probably known in German colonial times, pre- 19 14, although no records persist other than a reference by Stanley (1922) to copper specimens from Kieta that he saw in Rabaul. Stanley did not at the time believe that they came from Kieta. Gold was first discovered at Kupei by Jack Comb in 1929 and the Kieta Goldfield was proclaimed in May 1930. In December 1932, the Tapu Reward Claim at Moroni - the site of the Bougainville Copper concentrator, was pegged by C.W.M. Evans who prospected up river from the West Coast. The Pumkuna (Panguna) Reward Claim on the site of the subsequent porphyry copper deposit was granted in February 1934 to G.A. Myers. n May 193 1, the Kupei Reward Claim was transferred to Bou- gainville Gold Options NL and later reverted to Jack Comb and then the Bougainville Syndicate, as did the Pumkuna and Moroni claims. Most of the interested parties had come from the Edie Creek rush on the New Guinea mainland. In 1935, N.H. Fisher, the geologist in Rabaul for the New Guinea administration who later became director of the Australian Bureau of Mineral Resources in Canberra, reported on the three gold areas. Norm Fisher described the gold and copper mineralization and its habit in great detail and this report had a major influence on the events leading to the discovery in the 1960s. Gold production up to the Japanese invasion probably did not exceed $50,000 in value. Half a ton of copper-gold ore from Kupei was sent to O.T. Lempriere's in Sydney for assay in the early 1930s.

Production reporting is a natural computer application and is often one of the first applications implemented by new computer users. Automation of a manual reporting system is a good place for new computer users to gain computing experience because generation of basic reports - is fairly straightforward, and automation can often be justified easily on the basis of clerical cost savings. Computers are particularly well-suited for reporting applications which generally satisfy the criteria for effective computerization. Three characteristics must be present to effectively utilize a computerized system: 1) The potential application must be precisely definable. If an algorithm for data processing cannot be developed, data cannot be processed. 2) The operation to be performed must be repetitive. If a particular function is only going to be performed once, computerized systems development is probably not justified. 3) The volume of the data to be processed must be relatively large. If only a few items of data must be manipulated, manual methods are probably adequate. Although a computer can perform only a few functions (it can compute; it can make comparisons; it can rearrange data), it can perform these functions much faster and more accurately than a human being can. The ability to classify and reclassify data in a variety of ways and the ability to summarize data make the computer an ideal tool for production reporting. Production reports can be classified into three major categories, depending on their purpose. Reports can be used for (1) informative, (2) analytical, and (3) control purposes.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. The general consensus among tunnel men is that Mother Nature is much more likely to be murderous than motherly. Without attempting to make too much of

The measurement of acoustic impedance at frequencies up to 6,400 Hz has been proposed as a diagnostic tool to yield more detailed information about lung condition. A three generation branching system of plastic Y-tubes has been constructed. The impedance of the branched system is measured by an impedance tube using the two-microphone technique. The impedance spectrum is used to calculate the reflection coefficient spectrum, which is converted to an impulse response by an inverse FFT. The area function is extracted from the impulse response by the Ware-Aki algorithm. Measurements of acoustic impedance of the branched system were made for several different end conditions of the eight terminal outlets. The outlets were either blocked with modeling clay, plastic packing material, or aluminum blocks or were unblocked. Six measurements were made of each configuration. In general, the more outlets blocked, the larger the shift to the right of the impedance magnitude peaks for frequencies above 3000 Hz. The impedance magnitude peaks for the plastic packing material were shifted in frequency to the right relative to the peaks of the other system terminations. The impedance magnitude peaks for the clay and aluminum system terminations were significantly different in magnitude but not shifted in frequency. The area functions at the end of the branched system were significantly different (a > 99%) for most of the end conditions. Area functions for the modeled branched lung systems between the end of the impedance tube and the termination outlets of the branched system were similar but distinctively different for the various end conditions. These results indicate that the two-microphone technique can sense small changes in the terminating end conditions of a rigid system of branched tubes and thus may sense impedance changes due to lung disease in the conducting airways. INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. A multi-lift benching cut-and-fill mining method was adopted at Asamera Minerals (U. S.), Inc.'s Cannon Mine to balance the goals of high productivity and near 100 percent recovery with the need to minimize subsidence. High strength backfill was required to provide effective long-term overburden support and safe working conditions during the pillar recovery operations. Operational designs were evaluated using numerical modeling to predict global mine stability and backfill strength requirements. These models incorporated sequential mining of primary stopes, backfilling of primary stopes and recovery of pillars, and have been transferred to the mine operations group for use in evaluating different production sequences. The modeling has provided a better understanding of the structural response of the mine to excavation of the primary stopes and removal of the pillars. Predictions about the transfer of overburden weight to the abutments, pillars and cemented fill pillars have provided a criterion to evaluate mining plans and production sequence. Comparison of these predictions with actual mine structural performance has developed confidence in the design of the mining method and in the geomechanical design methods being employed. Primary mining of the B-North zone is nearly complete, and the stopes have been generally stable, as projected in the original design. Rock mass classification systems are core elements of tunneling and empirical mine design worldwide. The Bauxite division of S&B Industrial Minerals S.A. decided to implement a rock mass classification system in order to provide mining engineers and supervisors of the underground mines, with guidelines of stability performance and with a complementary tool for the selection of the appropriate tunnel support. The back analysis system employed is based on visual observation of especially selected underground mine sites, representative of all rock types. This fact combined with the failure or success of the already existing support system, constitute the fundamental part of the work undertaken. The paper is divided into three main parts. In the first part the classification methods of Q, RMR89 and GSI are presented and the advantages and disadvantages of each method in connection with underground mining are indicated. RMR89 and GSI are conclusively selected for use, the main criteria for the selection being, the simplicity in use and the competency of the support system suggested for each rock mass category. The second part points out the methodology for measurements, the practical difficulties encountered during this process and the guiding principles followed, in order to avoid these problems. In the third part, the final conclusion of this project is demonstrated and the different rock mass categories are presented with their relative support recommendations, as they were applied and tested in all phases of the bauxite mines? exploitation. The generated methodology is being implemented by the site mining engineers, for validation and potential improvement.

Roadheader machines have a specific place in modern tunnelling, not simply as a compromise between drill and blast techniques and full face machines, but as an economic and versatile form of mechanised tunnelling where the method of excavation is easily integrated with tunnelling operations. In the past, roadheaders have been subjected to misuses by engineers who failed to realise that, as in all mechanised tunnelling, a planned and systematic approach is essential if the full potential of these machines is to be gained. An increasing awareness of this, together with the introduction of the more powerful roadheader carrying their cutting potential into the hard range of rock is changing this situation and now makes the prospect of using roadheaders particularly attractive (1). The advantages gained by employing these machines can be considerable and Table 1 lists some of them. This table illustrates that from both cost, and installation points of view, the roadheader has considerable benefits over the full face machine. However, the principal advantage gained is in broken ground where heavy supports can be installed immediately at the tunnel face. In addition, access for planned maintenance and repairs to most working parts of the machine is at a premium and average machine utilisations of 40 - 60% can be expected. In comparison to drill and blast methods, up to 40% better progress can be regularly achieved, and the subsequent savings in overbreak costs alone would more than pay for the cost of a roadheader used to drive a 3km long tunnel. Yield pillars have been used for many years to help reduce stresses near mine openings and improve roof and floor stability. A yield pillar is often defined as a pillar that fails but retains residual strength. Stress transfer occurs through the roof and floor after the peak strength of the pillar is reached. High stresses are transferred from around the openings onto abutments that can be barrier pillars or unmined ground. This mechanism, often referred to as pressure arching, is possible as long as the width of yield pillar mining (panel width) is less than the critical width above which stresses cannot be carried by the overburden. Significant stress transfer also can occur due to small amounts of pillar and/or floor yielding before the peak strength is reached. This is accomplished in a quasi-elastic manner with little or no visible roof and pillar fracturing or floor heave. Long-term stability may be achieved when stresses and mechanical properties are favorable to prefailure yielding. This paper gives practical examples where improvements in stability and resource recovery were achieved with this mechanism. Yielding was assessed by comparing measured and calculated vertical pillar stresses. Results indicated that calculated stresses in the pillars were 25% to 40% higher than the measured stresses, demonstrating significant arching load transfer to the abutments. Prefailure yielding is probably often present but unintentional in both development and production areas. Better recognition and use of this mechanism should lead to design improvements, as mines become deeper.

INTRODUCTION Designers of major public works projects in the past have displayed varying degrees of environmental consciousness, and tunnel designers in particular have always had to deal with certain environmental considerations - ventilation, lighting, aesthetics - as matters of primary design. Today, however, with a widening sector of the public becoming environmentally aware, tunnels are treated as elements of whole transportation systems, and are subject to increasing environmental scrutiny. The Route H-3 tunnels in Hawaii are examples of the time, care, and detail involved in a major rock tunnel project. Project Description The Route. Interstate Route H-3 is a proposed 10-mile highway crossing the Koolau Mountain Range on the island of Oahu, Hawaii, providing a direct connection between the Pearl Harbor area and the windward part of the island in the vicinity of Kaneohe. It is designed as a dual highway with provision to accommodate mass transit. As shown on Figure 1, the project includes two sets of twin bore tunnels (through the Main Koolau Range and through Red Hill), three highway sections of which two are through largely undeveloped mountain valleys (South Halawa and Moanalua), a viaduct, and three interchanges. From the Halawa Interchange to the Kaneohe Interchange, the proposed highway consists of two 3-lane roadways separated by a median where the highway is at grade. Starting up a fan or modifying its setting point either by rotational speed variations or blade angle changes, obviously results in new ventilation conditions in the network, which is, of course, the object of the operation. However, since transient phenomena may then occur, particularly in complex networks, there may be a need to simulate these situations prior to any action. This is all the more true, if we are dealing with a multiple interactive fan sys- tem. Simulations with a transient model have shown that the flow in certain airways could be temporarily reversed due to the pres- sure variations that reach both its ends with a different time lag. This phenomenon may cause dangerous situations to occur in cases of fire or outburst of methane. It is also true that the air flow could be reversed in secondary and less powerful fans, while still rotating in the normal direction. The study and the experimental investigation of the extension of the reverse flow characteristic is therefore justified from two points of view : • a numerical simulation model for transient flow conditions must be capable of handling temporary reversed flows, and thus have appropriate fan characteristic curves available over the entire operating domain; • while operating fans, reversed flows should be avoided or at least reduced. Therefore, the design of start-up procedures or real time control algorithms should take these phenomena into account. A particular interesting application is the operating of two fans in parallel. In order to investigate experimentally the characteristic curves of a fan under reversed flow conditions a small scale model was built. This facility was designed in such a manner that it was possible to carry out experiments concerning flow reversions and to try out sequential start-up procedures for two fans in parallel.

Introduction Very little attention normally is given by the experts, or the public at large, to the fact that the majority of the oil that has been or will be discovered within the U.S. remains in the ground. The inherent limitations of oil production through surface wells, either by primary or secondary techniques, will result in a total of over 300 billion bbl of oil left in the ground after completing production by standard petroleum techniques in currently producing or producible fields. This reserve represents some two-thirds of the original quantity of oil discovered in place. Recent work by a number of groups has shown that there is strong economic justification for extracting this remaining oil by mining and processing techniques. Table 1, taken from 1977 API reports, demonstrates the oil left in place at the end of the con¬ventional petroleum production cycle in then-known fields within the U.S. Possible targets for oil mining operations include (1) oil remaining in place in fields and pools that have reached economic depletion by current petroleum production methods and that are not amenable to economic recovery by conventional petroleum industry techniques; (2) oil-or bitumen-saturated rocks not normally considered by the industry to constitute producible reservoirs, such as shales and diatomites; and (3) asphalt- and bitumen-impregnated rocks. Economically Depleted Fields A more detailed examination of the depleted fields shows that estimates of oil remaining in place after primary, secondary, and nondestructive tertiary recovery can vary widely. There is significant evidence, however, that more than half the estimated original oil in place (OOIP) remains in the reservoir after all petroleum extraction techniques have been applied. If one compares the sum of past oil production and estimated remaining producible reserves with the API estimate of total discovered OOIP as of 1975, it becomes apparent that for the U.S. as a whole, 67% of the OOIP will remain in place at the end of the

The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

The Bureau of Mines evaluated the integrity of escapeways in a three entry underground coal mine. A center conveyor belt entry (secondary escapeway), was flanked by an intake (primary escapeway) and a return entry. Diesel equipment was used throughout the mine for material and personnel haulage. A carbon monoxide monitoring system, tied to a data recording computer on the surface, was deployed throughout the belt entry and at selected sites in the intake and return entries. Previously, the company had a fire of unknown origin in another mine, which prompted an interest in the performance of their escapeways. An initial, qua1itative evaluation was performed by burning approximately 14 kg of coal at the mouth of the intake entry. The first test was followed by a similar burn at the mouth of the belt entry. These initial trials showed a high quantity of leakage between entries. In several follow-up evaluations, simulated fires, using a tracer gas, were set in the intake and belt entries. Tracer gas concentrations were obtained in all entries at four different underground locations. The results of these tests showed that permanent stoppings could not guarantee isolated, contaminant-free escapeways.

Bromine is the intermediate member of the halogen family of elements between iodine, a solid, and chlorine, a gas. The name is derived from the Greek bromos, meaning stench. Bromine is the only nonmetallic element that is liquid at room temperatures, with a melting point of -7.2°C and a boiling point of 58.78°C. Reddish brown in color, it dissolves easily in water to yield a red solution. Bromine volatilizes at ordinary temperatures to a red vapor that is very irritating to the eyes, nose, and throat. Density of the liquid is 3.12, and gas weighs 7.59 gpl in standard conditions. Because the element is highly active, it exists in nature only as bromide compounds. Bromine was discovered by Antoine Jerome Balard in seawater bitterns in 1825 and began to find commercial applications shortly thereafter in photography, medicine, and dyes. The first commercial production of bromine was in 1846 in Freeport, PA, followed by production in Germany in 1865. OCCURRENCE Bromine is widely distributed in nature, and compounds occur in solution in natural brines, in seawater, saline lakes, oil and gas well brines, and in evaporite chloride minerals. The concentration of bromine salts ranges from 60 to 65 ppm in seawater to several thousand ppm in oil well brines and saline lakes. The distribution of bromine in marine evaporite minerals and in the solutions from which they crystallized was determined many years ago by H.E. Boeke (1908). Theoretical aspects regarding the geochemistry of bromine have been published in numerous papers (Raup and Mite, 1969). Bromine occurs in solid solution in carnallite and sylvite associated in potash deposits, in halite in salt beds, salt in oil shales, and in trona deposits. Its presence is useful as a guide in geochemical exploration. The analysis of small amounts of bromides in the presence of large amounts of chlorides is discussed by W. Schwerdtner (1963). Manganese, iron, and iodine may interfere with the determination. Other analytical methods are discussed at length in literature (Stenger and Atchison, 1964).

Coal mine infrastructure is rarely designed solely on the basis of ventilating the underground workings. Instead the optimization of a mining sequence, the minimization of coal quality variation, reduction of coal losses by adapting to property boundaries and geologic structure (seam inclination, roof conditions, coal thickness, etc.) or other similar considerations have formed the objective for mine plant design and layout. Infrastructure development may also reflect a desire to maximize production early in the life of the mine or to permit flexibility in mining according to market conditions. Requirements for coal mine ventilation, established by the 1969 Coal Mine Health and Safety Act, have mandated changes in the traditional concepts of mine plant design in the United States. Mines, in operation prior to the passage of the Act have experienced severe limitations when attempting to adapt the existing mine infrastructure to meet the requirements of the law. In addition the increased quantities of air required, velocity limitations on trolley haulage and belt lines, the establishment of separate intake escapeways and gob area ventilation have com- pounded the inherent complexity in planning mine ventilation systems. Past practices in mine ventilation planning and design are no longer adequate. Given the complexity of today's ventilation systems, effective planning and design approaches are required. As such, the interrelationship between the overall coal mine plant design and ventilation system design is examined. An approach to ventilation system design constrained by global considerations of mine plant design, is presented. The proposed approach is, however, applicable to the design of new mine ventilation systems as well as to the modification of existing systems.

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

Mining activities in the small historic mining camp of La Colorada in the state of Sonora, Mexico can be traced back to the mid eighteenth century when gold was discovered and exploited by Jesuit missionaries. Following one hundred and twenty six years of activity, the mines were shut down due to the Mexican revolution. Very little activity took place until 1989 when a company, Minera Las Cuevas, spent US $350,000.00 in mapping and sampling and diamond and reverse circulation drilling over a period of three years. During 1991 HRC Development Corporation entered into a joint venture agreement with Minerales de Sotula, S.A. de C.V. that allowed an earn in of 70% interest. Exploraciones Eldorado, S.A. de C.V. and it's parent company, Eldorado Corporation Ltd. were subsequently incorporated by HRC to hold the La Colorada project. Property evaluation ensued and a thirty thousand tonne Run of Mine test heap was leached from August of 1992 until May of 1993. Full scale commercial production commenced in late November, 1993 and the first gold/silver doré bar was poured early in January of 1994. Pre-production costs were a total of approximately four million dollars U.S. During the fall of 1994 a buyout of the venture partners' interest gave Eldorado one hundred percent ownership of the property. The first two years of mining have utilized a local contract mining fleet and have placed nearly two million tonnes of ore on a run of mine heap. Low cost ripping and dozing mining methods have been employed in conjunction with drip irrigation leaching. An initial pilot plant carbon adsorption circuit was supplemented with a Merrill Crowe recovery circuit in June of 1994 and was completely replaced with the construction of a second Merrill Crowe circuit in July of 1995. Approximately fifty thousand troy ounces of gold and over one hundred thirty thousand ounces of silver will have been poured by year end 1995. Ongoing, on site exploration continues to increase mineable reserves in the known deposits. A feasibility study is ongoing concurrent with the operations and will provide the basis for future elevated production levels. Exploraciones Eldorado continues to explore outward from the current operations and several anomalous outlying zones may play part to the long term economic growth of the company in Mexico.

Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.
