Coal mine infrastructure is rarely designed solely on the basis of ventilating the underground workings. Instead the optimization of a mining sequence, the minimization of coal quality variation, reduction of coal losses by adapting to property boundaries and geologic structure (seam inclination, roof conditions, coal thickness, etc.) or other similar considerations have formed the objective for mine plant design and layout. Infrastructure development may also reflect a desire to maximize production early in the life of the mine or to permit flexibility in mining according to market conditions. Requirements for coal mine ventilation, established by the 1969 Coal Mine Health and Safety Act, have mandated changes in the traditional concepts of mine plant design in the United States. Mines, in operation prior to the passage of the Act have experienced severe limitations when attempting to adapt the existing mine infrastructure to meet the requirements of the law. In addition the increased quantities of air required, velocity limitations on trolley haulage and belt lines, the establishment of separate intake escapeways and gob area ventilation have com- pounded the inherent complexity in planning mine ventilation systems. Past practices in mine ventilation planning and design are no longer adequate. Given the complexity of today's ventilation systems, effective planning and design approaches are required. As such, the interrelationship between the overall coal mine plant design and ventilation system design is examined. An approach to ventilation system design constrained by global considerations of mine plant design, is presented. The proposed approach is, however, applicable to the design of new mine ventilation systems as well as to the modification of existing systems.

INTRODUCTION Social awareness of the detrimental impact of man-made wastes on our environment has grown considerably during the last two decades. Increased public and institutional concerns have resulted in the implementation of a wide variety of regulatory controls of disposal of wastes. These regulations have often reflected significant conservatism in expecting guaranteed elimination of pollution risks. This sort of expectation assumed a state of knowledge which was not readily available to the major producers of wastes. The mining industry, in particular, has been affected by such regulations in terms of excessive costs and loss of benefit. As a result, investigations are in progress (1) to generate newer methods for satisfactory stabilization of mine and mill wastes and (2) to apply the available technology to achieve the standards set by the regulatory agencies at reasonable costs. This paper presents a conceptual scheme for stabilization of mill wastes by suitable management of operations and accelerated consolidation of tailings slurries. The main discussion in this paper is aimed at the ability of the proposed scheme to address the major considerations in effective disposal. Comparison in both cost and effectiveness are also made between the proposed scheme and various other currently used disposal concepts. MAJOR CONSIDERATIONS IN EFFECTIVE DISPOSAL The primary objective of an effective tailings disposal scheme is to provide containment of the contaminants in such a manner that the undesirable impact of the wastes on the three basic elements of our environment--land, air, and water-would be minimal. Bearing the above objective in mind, one may justifiably list the major considerations in the choice of the disposal scheme in terms of its effects on land, air, and water (Bromwell, 1976) as follows: Effects on Land (1) whether the scheme makes optimal use of land.

Mining activities in the small historic mining camp of La Colorada in the state of Sonora, Mexico can be traced back to the mid eighteenth century when gold was discovered and exploited by Jesuit missionaries. Following one hundred and twenty six years of activity, the mines were shut down due to the Mexican revolution. Very little activity took place until 1989 when a company, Minera Las Cuevas, spent US $350,000.00 in mapping and sampling and diamond and reverse circulation drilling over a period of three years. During 1991 HRC Development Corporation entered into a joint venture agreement with Minerales de Sotula, S.A. de C.V. that allowed an earn in of 70% interest. Exploraciones Eldorado, S.A. de C.V. and it's parent company, Eldorado Corporation Ltd. were subsequently incorporated by HRC to hold the La Colorada project. Property evaluation ensued and a thirty thousand tonne Run of Mine test heap was leached from August of 1992 until May of 1993. Full scale commercial production commenced in late November, 1993 and the first gold/silver doré bar was poured early in January of 1994. Pre-production costs were a total of approximately four million dollars U.S. During the fall of 1994 a buyout of the venture partners' interest gave Eldorado one hundred percent ownership of the property. The first two years of mining have utilized a local contract mining fleet and have placed nearly two million tonnes of ore on a run of mine heap. Low cost ripping and dozing mining methods have been employed in conjunction with drip irrigation leaching. An initial pilot plant carbon adsorption circuit was supplemented with a Merrill Crowe recovery circuit in June of 1994 and was completely replaced with the construction of a second Merrill Crowe circuit in July of 1995. Approximately fifty thousand troy ounces of gold and over one hundred thirty thousand ounces of silver will have been poured by year end 1995. Ongoing, on site exploration continues to increase mineable reserves in the known deposits. A feasibility study is ongoing concurrent with the operations and will provide the basis for future elevated production levels. Exploraciones Eldorado continues to explore outward from the current operations and several anomalous outlying zones may play part to the long term economic growth of the company in Mexico.

Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

The U.S. Department of the Interior, Bureau of Mines, in cooperation with an American firm, has been contributing toward the creation of a new highwall mining system for extracting coal in active, unreclaimed contour strip mines in the United States. The prototype system features the computer-based, remote control, video operation of a thin-seam continuous miner. Haulage is accomplished remotely also with a 76-m (250-ft) long multiple-unit continuous haulage (MUCH) conveyor system on rubber-tire vehicles. One aspect of this multi-faceted effort has been to design a ventilation system for removing dust generated at the face during the extraction process. The remote mining system eliminates the need for personnel in the mined workings. Ventilation is required to remove visible dust from the area inby two video cameras. These cameras are located approximately 6 m (20 ft) from the face, one on either side of a modified Jeffrey 102HP continuous miner. Removing the dust from this area provides the remote operator with constant visual monitoring of coal extraction at the face and thus, insures the effective operation of the mining system. A ventilation system was designed for use in a mine opening with a maximum cross-sectional area of roughly 4 sq m (44 sq ft) excluding the mining machinery. This paper describes the ventilation system and discusses how it was developed in view of the constraints imposed by the mining equipment, mining conditions, and the extraction process.

Hanford Reservation, in the State of Washington, with its deep basalt formations, is one of the three sites recommended by the Department of Energy for detailed investigations in order to select the first nuclear waste repository in the United States. Information obtained from several deep bore-holes drilled at Hanford indicates that the underground facility can be developed in one of the major basalt flows belonging to the Grande Ronde Formation in the Columbia Plateau, at depths greater than 3200 ft. One of the main concerns in the underground repository design is the achievement of acceptable environmental conditions during the development and the operation of the repository. For this, ventilation and air-conditioning are of prime importance and should be fully addressed. Besides the factors that determine the airflow requirements to meet the personnel and equipment operation needs, there are two major concerns that impact on the ventilation system design: the temperature of the in situ virgin basalt rock and the influx of groundwater. These two factors are related by the fact that the groundwater has the same temperature as the rock itself and they both constitute main sources of heat underground. Current information indicates that the temperature of the virgin rock at a depth of around 990 m (3250 ft) is 52°C (12S°F). However, there are some indications that the rock temperature at the selected horizon might be higher. This paper addresses the impact of the virgin rock temperature on the ventilation system and air-cooling requirements. Graphs with heat loads and cooling required for different rock temperatures have been prepared for a given model and network, using computer techniques for simulating the climatic parameters.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M. Wegener, MEG).

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. The 1980s saw a revolution in gold extraction technology, paralleled only by the implementation of the cyanide leaching process in the late 1800s. This revolution was led by the widespread adoption of carbon adsorption processes for gold recovery, heap leaching of low-grade ores and development of a variety of oxidation processes to treat refractory ores. In the late 1980s, gold production in almost all regions of the world increased, with the notable exception of South Africa. This geographical variety is creating a greater diversity of challenges for gold metallurgists. This is due to a wider range of ore types, new and varied environmental regulations and legislation, and a requirement to select the most appropriate technology to suit local needs. North America has led this technological revolution in the gold industry and is responsible for commercialization of most of the major innovations: carbon-in-pulp, heap leaching, whole ore pressure oxidation and whole ore roasting. Process selection trends A general trend in precious metals extraction technology has been the treatment of ores with progressively lower grades. The lowest cost treatment, dump leaching of material at run-of-mine size, has been increasingly applied. ZortmanLandusky, in Montana, is successfully leaching material above a cutoff grade of 0.2 g/t (0.006 oz/st) at an average rate of about 28 kt/d (31,000 stpd). At this scale of operation and in the absence of any cyanide-consuming species in the ore, process operating costs for a ge¬neric run-of-mine leaching operation are estimated to be between 60 and 75 cents/ t (66 and 77 cents/st). One of the largest heap leach opera¬tions treating crushed ore is the Round Mountain Mine in Nevada. It processes about 45 kt/d (49,000 stpd) at an average grade of 1.1 g/t (0.032 oz/st) at a nomi¬nal crush size of 80% -19 mm (-0.7 in.). Round Mountain also treats lower grade ore above a 0.2 g/t (0.006 oz/st) cutoff by dump leaching at run-of-mine size.

The Colorado Geological Survey completed an inventory of environmental degradation associated with abandoned and inactive mines on National Forest System lands in Colorado. In the course of the inventory, areas with naturally occurring acid rock drainage were also noted. Approximately 18,000 abandoned mine- related features were inventoried, including about 900 features that are considered significant enough environmental problems to warrant further investigation. Water quality data, such as pH and conductivity were gathered at all features where water was present, such as draining adits, seepage at the toe of dumps and tailings, and standing water in shafts. Samples were taken where field tests indicated low pH andlor high conductivity, including several areas with naturally occurring acid rock drainage. Samples were analyzed for dissolved and total metals, and for selected anions. All mine locations and data collected by the field geologists were entered on field forms and, subsequently, into a computer database and GIS format. With the information provided by the inventory, the Forest Service, in cooperation with other agencies, has been able to prioritize abandoned mines for reclamation. In most cases, cleanup is approached on a watershed basis. Mines in priority watersheds have been selected for reclamation first. Watersheds where studies prerequisite to cleanup are occurring include the upper Anirnas River, Willow Creek (tributary to the upper Rio Grande), Chalk Creek (tributary to the upper Arkansas River), the Uncompahgre River, and the Alamosa River. During the inventory, evidence of naturally occurring water quality degradation was found in areas where little or no evidence of mining activity exists. These areas include the upper Alamosa River, the Middle Fork of Mineral Creek, Peekaboo Gulch, and Handcart Gulch. Water from these natural sources has been found to significantly exceed Colorado water quality standards for several metals.

Microtunneling has successfully completed both horizontal and vertical curves. This paper covers the historical development of curved microtunneling and a description of one microtunneling project. The completed microtunnel is used for electrical transmission in Japan. The crossing had several concerns including right of way, social disruption, obstructions, the cost of intermediate shafts, and political restrains. In order for this drive to meet all of the imposed restrictions, four horizontal curves and one vertical curve were planned and executed in accordance with the design. Iseki Poly-Tech of Tokyo, Japan designed and built the microtunneling machine to meet the project requirements. Curved microtunneling has been successfully used on fourteen projects in Japan. The reason for a curve has been that the project could not be rerouted, short straight drives could not be used to negotiate the curve, or the project’s social and environmental conditions required a curved tunnel. The following table (Table 1) includes summary information on 14 curved microtunnling projects that have been successfully completed in Japan. The first column is a reference number. Columns two through four include basic project information. The fifth column is the total project distance completed by microtunneling. The sixth column is the project’s microtunneling duration. The seventh column is the machine type and size. All of the machines listed are manufactured by Iseki Poly-Tech of Tokyo, Japan. The size is the internal concrete pipe diameter; all of the projects listed were completed with Japanese standard concrete pipe. The eighth column contains a general description of the soil. The soil type and blow counts are approximately equal to ASTM D 2487 standards. The ninth column lists the radius of the curve and the span distance or the distance microtunneled that included the curve. The radius of a vertical curve is denoted with a “VR”, a span with both a left and right hand curve is denoted with a “S”. Other significant first events are also noted in this column. The first curved microtunneling project was completed in 1982 using a conventional microtunneling machine with standard Japanese concrete pipe and a very long radius curve while maintaining grade for the gravity sewer. The second curved microtunneling project included multiple radii curves, all in the same direction, on a single drive. In 1989, on the fifth curved microtunneling project, a “S” curve was successfully negotiated. On the seventh curved microtunneling project, completed in1995, a tight radius curve was negotiated. In 1996, the eighth project included a vertical curve. The thirteenth curved microtunneling project, completed in 1997, was the first project to utilize a microtunneling machine specifically designed to negotiate curves. INTRODUCTION Due to the current depressed state of the mining industry, many mining companies have been forced to operate at less than maximum capacity. This paper will describe how the AMAX Henderson Molybdenum Mine and Mill near Empire and Parshall, Colorado respectively have utilized operations scheduling and budgeting to achieve production targets at minimum operating costs The AMAX Henderson Molybdenum Mine and Mill have been operating most recently at approximately sixty percent of maximum capacity. OPERATIONS SCHEDULING Production Targets. The production targets are tons, operating days, tons per opera- ting day, head grade, recovery, and pounds of molybdenum. One specific objective of operations scheduling is to meet the production target for pounds of molybdenum. Present market conditions dictate that production be adjusted to match sales of molybdenum. Over-production and creation of molybdenum inventories is unacceptable. In summary, the product ion target for pounds of molybdenum must be met, but not exceeded. Capacity. The AMAX Henderson Mill single stage open crushing circuit capacity is 48,000 dry short tons per day. The AMAX Henderson Mill single stage semi-autogenous primary grinding mill circuit capacity is 38,000 dry short tons per day. All other AMAX Henderson Mi 11 circuits such as rougher flotation, regrind, cleaner flotation, lead leach, filtering, drying and concentrate handling are sized to accommodate the 38,000 dry short tons per day and pro- ducts from same. The tailing delivery system is designed to accommodate tailing from a 38,000 dry short tons per day operation. Constraints. One mill production scheduling constraint is that the mill operating schedule must be the same as mine production, ore haulage and crushing. There is a total crushed ore stockpi1e storage capacity of 240,000 dry short tons. This breaks down to 60,000 dry short tons of crushed ore over the three reclaim pan feeders for each of the four primary grinding mill circuits. However, there is only approximately 10,000 dry short tons of live crushed ore available over the three reclaim pan feeders for each of the four primary grinding mill circuits. Background In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore, from a system's point of view, slurry transporta¬tion would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alterna¬tive examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasi¬biliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. l . The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then tempo¬rarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situ¬ations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe¬line, and personnel are needed. In a first phase (Fig. 2), a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. Anything to do with radioactive waste disposal in these days is regarded in a very negative light and with the thought that no possible good could come of anything connected with it. However, it should be remembered that the Austrian government's disposal of some tailings from the Joachimsthal mines resulted in what was probably the most important scientific discovery of this century. In 1898 the Austrian government agreed to give a Polish research assistant working at the School of Physics in Paris one ton of tailings to enable her to carry on her research. Her meagre stipend and the lack of a research grant did not allow her to purchase the ore which was relatively expensive. The uranium oxide in it being used to colour the famous Czechoslovakian glassware. As we all know, from this ton of ore Marie Curie by her own physical labours extracted one gram of radium. When she started this research she was pregnant with her first child. Nothing of course was known at the time about the biological effects of radiation. Very shortly, of course, the acute effects such as skin burns were observed but it was some years before the chronic effects were noted. It is impossible to estimate to what cumulative amount of radiation that Marie, Pierre and their daughter Irene were exposed but it must have been enormous and it took its toll. Marie complained for many years of fatigue and exhaustion and at one point she was seriously ill with some kidney problem which was probably due to toxic effects of ingestion of uranium. She lived until she was 67, however, and died of leukemia. Her eldest child, Irene, who carried on her work, did not live as long; she died of leukemia at 57. The other daughter, Eve, related how her mother and she went on a skiing holiday not many years before her death, and how her mother at this time would swim 300 meters at a stretch. (Curie, 1937). This suppleness of limb could have been due to the anti-inflammatory action of radiation. Even today, patients in France with certain types of rheumatic conditions are treated with injections of radium, where other anti-inflammatory drugs such as aspirin or cortisone have not worked. INTRODUCTION The Northwestern University Rigid Block Model (NURBM) has been extended to explicitly model dilatant behavior of rock joints. By incorporating dilatancy, the resistance to shear displacement and slip, which previously was limited to simple Coulomb friction, along edge-to- edge contacts is now provided by contact roughness as well as frictional resistance. The explicit formulation is based on concepts presented by Plesha (1985) in which a plasticity-based phenomenological approach was used to model dilatant joint behavior. This approach has been modified to allow for joint closure upon reversal of shear deformation. After presenting a brief description of the new joint constitutive relationship, model behavior will be illustrated with two examples. The first involves a simple two-block model to simulate a cyclic direct shear test of a single joint. The second example involves simulation of a large cavern in a moderately jointed rock mass subjected to cyclic excitation. It will be shown that in- creasing joint roughness increases cavern stability by interlocking of adjacent blocks. JOINT CONSTITUTIVE RELATIONSHIP Within NURBM adjacent two-dimensional rigid blocks interact along their common edge-to-edge contact with contact forces transmitted at the contact midpoint. The contact constitutive relationship was originally restricted to a Coulomb friction yield criterion with no tensile stresses permitted along the smooth contact surfaces. The local coordinate system for any contact is described as shown in Figure 1 with the elastic stresses and displacements related by the linear- elastic constitutive law: [ ] The contact microstructure has been modeled as Patton-type saw-tooth surfaces such as shown in Figure 2. Sliding can be active along the right asperity with angle aR and length lR or along the left asperity with angle a and length lL. Based on the classical definition of optimization, flotation plants of today are far from being perfect, effective, or functional as possible. Though considerable efforts have been expanded in the optimization endeavor during the last decade, much more needs to be done in the future to optimize our flotation plants and operations. The major problem in designing an optimum flotation circuit is that the flotation process depends on the interaction of several physical and chemical parameters. In the past, there has been a tendency to only consider the effects of chemical factors such as flotation reagents: collectors, frothers, conditioning reagents, pH, etc. On the physical side, the emphasis has been limited to the liberation characteristics, grinding time, percent, solids in the pulp and flotation time. Its only recently that we are employing particle size analyses, on-stream analysis, oxidation reduction potential and the like, as operating controls. The design, operation and control of a mineral processing plant depends on costs incurred at all stages, from inception (testing for flowsheet development) through plant closure and beyond. To ensure that micro- and macro- engineering technology is transferred to operational levels, the academia, testing engineers, designers, operators, consultants and management must all get involved in the transformation process. Historically, in the 1950’s engineering empiricism was strengthened through micro-engineering based on fundamental and mechanism. Unique scientific apparatus such as zeta meter and infrasizer were used to test new hypotheses. With the advent of computers in the 60s and 70s, complex differential equations were solved to study and understand unit processes and to assess mechanism assumptions. Such efforts contributed to improved understanding of the unit operations such as comminution, flotation, thickening, filtration and the like. In the 80s and 90s with the availability of more sophisticated computer technology involving modeling procedures, advanced numerical methods, image analysis, nonlinear-curve-fitting and data adjustments, it was possible to test newly developed models under the production environments. These innovations are now available to develop simulator and sensors (such as particle size analyses) for macro-engineering purposes including plant design, automatic controls and optimization. Accordingly, it behooves the mining companies and plant operators to take advantage of these new developments to control a large number of physical and chemical parameters involved in the plant operation and optimization. This is especially important in light of declining head grades and increasing operating costs in the U.S. minerals industry if it wishes to maintain a competitive edge in the international marketplace. In regard to the future R & D activities in the field, in order to arrive at useful correlations in micro- engineering research, it is essential to consider a plant operation as an interactive engineering system representing the combined effects of physics and chemistry, equipment and operation. Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

INTRODUCTION The purpose of this paper is to introduce the reader to basic control strategies for solid/liquid separation in mineral processing and to indicate some of the implementation difficulties to be encountered, without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with control systems and with dewatering processes, since exploration of these topics would require considerably more length. The paper is organized into three parts: first a general discussion on the need for control of dewatering processes and of the general criteria involved, next a more detailed elaboration on control strategies for the various unit operations, and finally a case study showing a specific approach towards such a project. Motivation & Objectives The justification for implementing any control system in an industrial plant is to improve operations and thereby to increase profitability. Without this motivation, the system will likely be perceived as unnecessary and will decline into disuse, an expensive and troublesome monument to someone's ill-conceived ideas. However, when a control strategy is correctly conceived, implemented and integrated into operations, it can provide significant advantages in operating ease and efficiency, and a handsome return on investment. In general terms, the objectives in establishing a control system are: • stabilization of process disturbances maintenance of product quality • maximization of throughput • dearer definition of process • protection of personnel and equipment A successful control strategy must address at least some of the above criteria. However, the most important requirement is a commitment on the part of plant personnel and management to start up, operate and maintain the system, and to upgrade it to reflect current process status and operational philosophy. Process Applications In this paper, control strategies will be explored for the most common methods of dewatering of mineral pulps. These unit operations include: drying, centrifuging, filtering and sedimentation. INTRODUCTION In the Polish coal mining industry, the Upper Silesian coal basin has an important position. It contributes over 98% of the total coal production of Poland which reached 193 mt in the year 1979. In view of the significant urbanized area in this region as well as the industrial potential, it is important to protect the surface by stowing the mined out underground workings. Approximately 18% of the total production is mined from longwall faces with stowing. However, caved longwall faces are most popular. In the upper Silesian coalfield, approximately 337 highly mechanized longwall faces are in operation. Out of these 337 faces, 301 longwall faces are caved. One of the main requirements for effective and safe coal extraction is a suitable method for strata control. We can divide the complex process of strata control into four steps: 1. Strata investigations 2. Selection of supports for roadways 3. Selection of supports for longwall 4. Rock bursts and other hazards protection STRATA INVESTIGATIONS Estimation of the structure and physico-mechanical properties of the rock mass surrounding the workings is an important constituent of strata control. These factors definitely influence the rock stability, support load, working conditions as well as the mining technology. Complex methods of strata investigations involve a set of indicators enabling the estimation of the stability of the roof rock, strength of the coal seam and load bearing capacity of the floor. The basis for the evaluation of roof stability for a coal seam is the classification according to the resistance to bed separation (1). The bed separation resistance is equal to the strength of the rock in tension perpendicular to the bedding plane. In order to properly classify a rock, it is indispensable to make continuous profiles of the bed separation resistance from the immediate roof up to a distance of three times the thickness of the coal seam. The profiles are developed by utilizing mine roof investigations with the hydraulic borehole penetrometer. (Fig. 1) The penetration resistance is determined by the critical pressure required to cause crushing of the rock by the penetrometer indentor (2). The classification of roof rocks and their ability to cave spontaneously during longwall mining is shown in [Fig. 2]. The measurement of the critical pressure also allows for the determination of the compressive strength of the rock, the index of workability and roof fissuration.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.
