The H-3 Project is planning, design, and construction of a 10-mile (16 km)-long final segment of new highway that traverses the Koolau mountain range in Oahu. Interstate H-3 traverses North Halawa Valley on one side of the Koolau Mountains and Haiku Valley on the other side. The project includes a tunnel through the mountain range. The one-mile (1.6 km)-long twin-bore Trans-Koolau Tunnel will have two lanes in each direction. The total roadway width including shoulders in each bore will be 38 ft (11.6 m). The geologic and geohydrologic conditions along the alignment present a variety of tunneling problems. Geologic conditions consist of volcanic materials deposited generally in fairly thin basaltic layers. These volcanic materials generally weather down to "MH" soils which are compressible but relatively strong. Perched ground water that is recharged by heavy rainfall is present in the mountains. The paper presents results of initial geologic surveys and exploratory boring, and plans for exploratory tunneling and testing programs. A site specific classification method developed to characterize the weathered profile is presented.

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold loose or in concrete products to build roads, houses, buildings and other structures. Smaller quantities are used in agriculture, cement manufacture, and chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. Consumption has now reached 9 t (10 st) per person and continues to grow faster than population. The aggregates industry is the largest mining industry in the United States in terms of production by weight, by volume and by number of active operations. About 80 percent of the concrete pavement and more than 90 percent of the asphalt pavement is composed of aggregates.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Mining is a complex and intensive industry. Extracting raw material with different shapes, sizes, chemistry from the earth?s crust and transform them into a standardized and high quality final product is a big processing challenge - which involves energy and control on large scales. Not only is the physical work challenging, the mining industry today is facing unprecedented challenges: Decline of mineral grade and reserves, cost escalation for new developments and modernization, regulations, safety, lack of skilled people, and market uncertainty are the new constant. It is clear that process control and management of electrical power will be of increasing importance to the recovery rates the mine will achieve. The objective of this paper is to provide a quick vision about future trends and evolutions in technology related to these fields and their impact on Electrical Safety and Control of the mineral recovery. The paper will cover trends in safety, energy management and efficiency, communications of data, control room evolutions, plant integration, other control technologies, and we will examine how these technologies provide information and the benefits of aligned reporting systems to address current industry challenges. More than just the trends or breakthrough concepts, current technologies are available today that can be applied in the mineral recovery operations now to help overcome anticipated future challenges will be presented later in this document. Finally, a brief discussion to look at some real tools to help make real time changes to the process while maximizing recovery and optimizing cost.

The "Art" of Big Hole Drilling has been in a continual state of evolution at the Nevada Test Site since the start of underground testing in 1961. Emplacement holes for nuclear devices are still being drilled by the rotary drilling process, but almost all the hardware and systems have undergone many changes during the intervening years. The current design of bits, cutters, and other big hole drilling hardware results from contributions of manufacturers and Test Site personnel. The dual string, air lift, reverse circulation system was developed at the Test Site. Necessity was really the Mother of this invention, but this circulation system is worthy of consideration under almost any condition. Drill rigs for Big Hole drilling are usually adaptations of large Oil Well drill rigs with minor modifications required to handle the big bits and drilling assemblies. Steel remains the favorite shaft lining material, but a lot of thought is being given to concrete linings, especially precast concrete.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

The National Mining Hall of Fame will hold its 13thAnnual Induction Banquet during MINExpo International 2000 in Las Vegas, NV. The gala black-tie (optional) event will honor eight legendary leaders of the mining industry. The event will take place at the Las Vegas Hilton Hotel on Sunday, Oct. 8. The induction ceremonies will salute mining greats elected by the board of governors from a list of nominees submitted by mining industry partners and the public. The members of the Class of 2000 will join 151 other inductees enshrined in the Mining Hall of Fame in Leadville, CO. The evening will begin at 6 pm with a cash bar reception followed by the banquet and program at 7 pm. Keynoting the banquet program will be Harrison (Jack) Schmitt. He was the geologist/astronaut of the Apollo 17 mission to the moon in 1972 (see related story on page 26). And he is the only scientist to “kick rocks on the moon.” Schmitt is also a member of the Mining Hall’s board of governors. Schmitt was also the keynote speaker at the First Annual Induction Banquet in Denver, CO in 1988.

Cable shovel requires continuous monitoring through excavation to achieve reliability, longevity and economic usage. The operating environment and the stress and deformation fields on the front-end assembly must continually be monitored to avoid random fatigue failure. In this paper, the authors advance frontiers of cable shovel reliability through real-time stress and deformation monitoring during excavation. Cable shovel boom stress and deformation analysis are developed using a combination of flexible and rigid body approach. A virtual prototype is developed to simulate the cable shovel excavation in oil sands and to examine the motion, stress and local deformation of the boom. A numerical example is used examine cable shovel boom durability using stress and deformation fields simulation. The results show that stress and deformation are large around the joint between the upper body and the boom. The simulation of the effect of material properties on boom deformation shows that the deformation is larger in hard formation than in soft formation. The study provides a solid foundation for further study of failure life analysis of the cable shovel components.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Most citizens take it for granted, but minerals produced in the mines of the western United States, including Colorado, are crucial to nation’s standard of living and quality of life, said Colorado’s Gov. Bill Owens in his welcoming remarks at the 106th National Western Mining Conference. The conference, which was organized by the Colorado Mining Association (CMA), was held Feb. 4-6, 2004, in Denver. Attendance was425, up substantially from last year’s meeting. The meeting included the CMA annual membership meeting as well as the CMA chairman’s and president’s reports. The meeting also included awards presentations in which companies were recognized for their efforts in pollution prevention, health and safety, and reclamation. The conference also included a tradeshow.

The innovative Soil-Cement Mixing Wall Technique, developed independently in Japan, consists of mixing in-place soils with cement grout using multi-axis augers and mixing paddles to construct overlapping soil-cement columns. The applications of overlapped soil-cement columns include cutoff walls for groundwater control and structural diaphragm walls for excavation support. The special features of this technique include water tightness, versatile strength design, and efficient installation in subsurface materials varying from clayey soils to cobbles or soft rocks. Through the introduction of two recent subway projects in Japan, this paper presents the design parameters, construction procedure, quality control and performance of soil-cement wall for excavation support and groundwater control.

Microorganisms are finding more use in the mineral industry, with extensive research efforts being reported in 1991. Most of these research efforts were presented in two major meetings, the SME Annual Meeting in Denver (February, 1991) and the Engineering Foundation Conference about Mineral Bioprocessing in Santa Barbara (June 1991). In addition, several articles were published in the IMM Transactions, Minerals and Metallurgical Processing and Water, Air. and Solid Pollution Journal. The literature can be categorized as: • Review articles presenting an overview of the activities in the use of biotechnology in mineral processing. • Research efforts into genetic manipulation of microorganisms to perform a specified job. • Studies in bioleaching of metals from different types of ores. • Biotreatment of wastes from the mineral industry including acidic mine waters, uranium tailings, cyanide destruction, etc. • Investigations into the role of microorganisms in the energy materials, such as oil, coal, tar sands, oil shales, etc. Smith (Mineral Bioprocessing Conference) presented a review of research efforts as well as practical applications of biotechnology in the mineral industry. In another article, Smith et al. (Minerals Engineering) emphasized that extensive fundamentals and applied research work should be pursued to explore the fundamentals, potential and practicality of the various possible uses of microorganisms in mineral engineering.

The Pacheco Pumping Plant is situated on the west end of San Luis Reservoir in western Merced County, California. It is designed to draw water from the reservoir and pump it into a 3,500,000 gallon regulating tank. The water then flows entirely by gravity to the Coyote Pump Station in Morgan Hill, a distance of 40 miles, where it is pumped into Anderson Reservoir. This water is used to recharge the depleted groundwater table in the Santa Clara Valley. Eventually, some of the water will be diverted to Hollister in San Benito County and to Watsonville and Santa Cruz in Santa Cruz County. The owner is the United States Bureau of Reclamation. The underground work consisted of a fifteen foot finished diameter surge shaft 250 feet deep to the crown of the pump chamber; a twenty foot finished diameter pump chamber which declined from the shaft at 14.2% for ninety feet and then ran horizontally for 180 feet; and twelve each five foot diameter steel lined intake shafts 240 feet deep which intersect the pump chamber in the horizontal section. (Figure 1) Upon completion of the pump chamber, the contractor had to dewater the existing tunnel under the reservoir, excavate the remaining fifteen foot plug, and concrete the transition. The low bidder for this contract was Underground - Continental-Heller at 414,456,000. Excavation of the open cut for the pumping plant and surge shaft began on April 14, 1983. This was performed using a Koehring 1066D backhoe, dozer, trucks, and two Cat 631 scrapers. The excavation was started at the surge shaft so that the grouting could begin

In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

A study was made on six collapses that occurred during large-diameter tunnelling through weak sedimentary rocks and soil using SES methods in three stages?top heading, bench and invert. The collapsed lengths are between 20 m and 277 m. The collapses were re-mined using essentially the same tunnel-ling method with larger excavation profiles to accommodate the designed remedial measures consisting of ground treatment, pre-support and stronger initial support/outer lining required to carry higher ground loads acting in the collapsed lengths. The paper presents information on the collapses and the design and execution of the remedial measures.

The economic advantages of large diameter ball mills can be compromised by unexpected capacity limiting conditions. These arise because media rotational flow to ore axial flow ratios, and the number of mill revolutions that ore is subjected to during residence, are both inversely proportional to mill diameter. Because of this, mixing efficiency and grinding kinetics may decrease and become capacity limiting when mill diameters reach a critical range. There are two possible scale-up problems involved in the design and use of mineral processing machinery: • Selecting the size and operating conditions for available larger equipment, to insure that operating results will match those obtained with smaller units; or •Extending the size ranges of equipment beyond existing limits. Previous research at Columbia University into flotation machine hydrodynamics has demonstrated the importance in scale-up of internal flow relationships; these perform a similar role in grinding (Arbiter and Harris, 1980).

A comprehensive, harmonic and sustainable development has always been a real concern of state policy makers. To reach such development, regional planning is an approach which is widely applied. This paper deals with policies adopted by a given country with rich mineral deposits, in order to accomplish a mining growth as well as economic development in relatively poor regions. In this regards, first, some worldwide experiences belonging to China, with large scale mining operations and Nigeria with a small scale mining industry, are studied. The mining industry in Iran is then considered as a case study. The study continues by categorizing and prioritizing Iranian regions based on their mining potential and the degree of development, using statistical analysis and Taxonomy and AHP techniques. Results obtained serve to provide recommendations as to where capital investments in the mining industry would produce highest returns. The approach used, together with the practical policies suggested in this paper, can be used to adapt appropriate strategies for mining development in a way that contributes to regional development and a more effective income distribution.

The ventilation measurements by tracer gas method at Pongkor gold mine show that effective diffusion coefficient, E, at straight airways indicated a similar range of measured one by the laboratory experiments which can be estimated by Taylor equation. On the other hand, E of the curved airways in the mine was estimated as larger than that of the straight ones (1.5 to 32 times than that obtained by the Taylor equation and these have been compared with the data measured in Kushiro coal mine, Japan). The curved mine airways, with small curvature against airway radius and complex velocity profile, possibly give concentration ? time curves with long tailings, thus those airway conditions could make larger E. Laboratory experiments of gas diffusion by a pulsed injection of small amount gas, into straight and curved airways, have been conducted in order to investigate a range of E in mine airways. The plots of E against Reynolds number show that the present laboratory results of straight-long airways are almost close to one calculated by Taylor equation. On the other hand, the values of E measured at curved single-direction airways were smaller than that of the straight airways, which may be due to effects by secondary vortexes flow in the curved airways.

Canada is a world class producer and exporter of minerals and mineral products. Today's highly mechanized Canadian open pits use state-of-the-art equipment and support technology. They are taking advantage of larger equipment, including in pit crushing and conveying, truck dispatch systems and electronic management tools. Mine planning is computerized. Environmental issues are dealt with in all phases of planning, and equipment modifications are pursued to keep them functioning in the hostile Canadian north. In 1991, Canada's mineral production (excluding fuels but including coal) totaled $C 16.9 billion, a decline of 13.8% from the 1990 total of $C19.6 billion. It is a major producer of nickel, zinc, asbestos, potash, molybdenum and uranium. Canada is also an important source of copper and iron ore (Fig. 1).
