Three lithotypes of Phalen coal from Cape Breton County, Nova Scotia, Canada, were subjected to a modified Hardgrove grindability index (HGI) test. The testing scheme differed from conventional (ASTM D-409) Hardgrove testing by, in one case, repeating the test three times prior to removing the -200-mesh fine coal from the Hardgrove mill, and, in a second test, removing fines after each of three successive Hardgrove tests. Only the first stage of the latter testing scheme actually conforms to the standard HGI test. All processed samples were analyzed petrographically by a combined maceral/microlithotype analysis. The increase in the percentage of coal ground to -200 mesh increases through the 60- to 180-mesh fractions for each of the lithotypes for the following two apparent reasons. First, with progressive grinding, more of the oversize material is close to 200 mesh (75 µm), creating a "pool" of particles ready to be ground to -200 mesh, and, second, the removal of fines from the system at each step eases the grinding at the successive step. The fines retained system shows the influence of buffering of further grinding by the particles retained in the grinding mill. The Phalen lithotypes and the series of Central Appalachian coals, evaluated previously by Hower and Wild (1994), differ in that an increase in vitrite and a decrease in trimacerite is observed in successive -200-mesh fractions in two of the Phalen lithotypes. This is the opposite of the trend observed in the slightly lower-rank Central Appalachian coals.

A new method developed for the estimation of the activity of Ht in mixed sulfate solutions is described and examples of application of this method to the system H2SO4-ZnSO4-FeSO4-Fe2(SO4)3 from 298 to 473 K are offered. The method makes use of an "extended Debye-Hiickel" type of equation that was originally put forth by Das for pure H2SO4 solutions at ambient temperature. The treatment of mixed sulfate solutions was made possible by combining that equation of Das with a speciation algorithm which calculates the abundance of all species formed. The developed method, which also takes into account ionic strength and temperature effects, was used to generate hydrogen ion activity and speciation data for all possible acid/metal sulfate pairs of the system H2SO4-ZnSO4-FeSO4-Fe2(SO4)3. Finally, under the light of the reported data, specific examples of hydrometallurgical reaction systems are analyzed in terms of thermodynamics or kinetics. In particular, the systems discussed are: hydrometallurgical precipitation of hematite, solvent extraction of Fe(III), acid leaching of zinc ferrite, and oxidation of Fe(II) to Fe(III) by O2(aq).

An airborne dust cloud is an ensemble of particles of varied size, density, shape and states of aggregation. An understanding and quantifying of the dispersion and deposition of the dust generated in mines is essential to the development of measures for reducing worker exposure to dust. In coal mining, the major portion of the dust is generated during the cutting of coal using a shearer or a continuous miner. The major phenomenon affecting ambient concentration is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian and eddy diffusion and inertial impaction. The three major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. The mechanisms determining particle deposition are size dependent. From a review of the literature, there appears to be a knowledge gap in the understanding of the deposition phenomena in mine airways. In order to obtain a better understanding of the deposition of dust for various particle sizes, and to develop a set of data for evaluating predictive mathematical models for dust-flow in mines, a series of dust flow experiments was performed under controlled conditions in mine airways. It appears that the deposition data generally follow the theoretical behavior of dust based on the combined effect of diffusional and gravitational deposition. In this paper, the findings of the study on the deposition of dust in mine airways and its dependence on size, velocity and concentration are discussed. A set of deposition equations that could be used to determine the approximate deposition at various points in a mine airway are presented.

The extensive use of heavy-duty diesel engines in underground mines has raised concerns about the potential adverse health effects to miners exposed to diesel particulate matter (DPM) which contains mutagenic and carcinogenic organic compounds. The purpose of this study was to compare the levels of DPM, biological activity, and polynuclear aromatic hydrocarbons (PAH) attributable to diesel engines in underground coal mines and similar data collected in engine laboratory facilities to assess whether laboratory data could be used to predict in-mine levels of diesel emissions. Mean in-mine DPM and SOF concentrations varied from 0.90 to 1.9 mg/m3 and 0.08 to 0.40 mg/m3, respectively. DPM-associated mutagenicity (mean) levels at two of the mines varied from 400 to 970 revertants/m3. Concentations of three PAH differed by up to four-fold between two of the mines, largely reflecting differences in DPM and SOF levels. The laboratory raw exhaust data were divided by 100 to obtain expected or predicted values for in-mine concentrations. The predicted DPM, SOF, mutagenicity, and PAH values based on laboratory samples were not significantly different from many of the in-mine values. Using a potential in-mine dilution ratio range of 20 to 200:1, virtually all in-mine data fell within the predicted range. Therefore, an estimate of in-mine concentrations can be determined by evaluating laboratory data. This will allow for extrapolations from laboratory tests with particulate emission control devices to assess potential health-related benefits due to their in-mine use.

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

CANMET has developed a simple yet very effective tracer gas method to test the efficiency of stench gas emergency warning systems which can easily be performed by mine personnel. This test method uses sulphur hexafluoride (SF,) as a surrogate for such stench gases as ethyl mercaptan. The test has many advantages: it is non-disruptive to production because SF, is odourless, colourless; it is safe to use as it is inert and only a small volume, insufficient to reduce oxygen levels, is necessary to dope the air with a measurable concentration; and most importantly it provides definitive results to assess the adequacy of the warning system. Specific findings of these tests have included, over doping sections of the mine and subsequent production loss due to sickness, the warning being ignored, the injection period being too short, excessive dispersion, and inadequate notification times. The simple test protocol involves releasing a known volume of the SF, under similar circumstances to those of the stench gas, and then sampling for its presence downstream. These samples are collected in air-tight syringes which are then analyzed in a laboratory with a gas chromatograph. By direct proportion, between the size of the stench and tracer gas releases, it is possible to convert the SF, concentration into equivalent stench gas concentrations profiles. From these, it is possible to define, the initial arrival time of the gas, the time it takes to reach a "target" notification concentration, whether the gas peak will exceed TWAEV, STEV and CEV exposure limits, and the duration of the peak above these levels. Since 1993, this test protocol has been employed a total of eight times on four different Canadian mine properties and the results are being used to optimize the stench gas release system with respect to volume of gas used, duration of injection, and number of injection locations.

In order to assist better countermeasures for ventilation control in normal/abnormal condition of mine ventilation network in real time, branch relation table derived from a macroscopic characteristic of ventilation network is introduced in this study. The main results in this study are as follows; 1) One of macro characteristics of a ventilation network, as a relation between airflow rates in two branches chosen arbitrarily, is specified under the change of aerodynamic resistances in a branch. Airflow rate in a branch can be estimated by airflow rate in other branch changing aerodynamic resistance by using empirical formula. The empirical formula by computer simulation of the Horonai coal mine, Japan is considered to be a one-valued function with monotone or extremums. 2) A branch relation table shows the macro characteristics, mentioned above, of all the set of two-branch combinations in a network. Elements in the table give both information of control possibility range of airflow rate and total number of extremums in an empirical formula. 3) It is important that when aerodynamic resistance change in a branch is estimated by measuring airflow rates in two typical branches, the two branches should be chosen from branch combinations with monotonous relation in the branch relation table. 4) A flexible expert system to assist ventilation control in the specified branch in real time has been developed by using a branch relation table for a ventilation transfer diagram of the specified branch, such a coal face and an advancing face. A fuzzy reasoning is utilized in the recognition of the safety factor, methane concentration, in the system. And when conviction degree in recognition for methane concentration at the specified branch is too low, the system searches for other branch combinations in the branch relation table stored in the system, to use other ventilation transfer diagram of the specified branch. When a needed ventilation transfer diagram is not stored in the system, the expert system asks automatically the ventilation simulation from other computers linked to the main computer automatically. The system repeats consultation until conviction value of safety in the specified branch approached

The Automated Minerals Information System (AMIS) is an integrated data base system being developed to support the Bureau of Mines minerals information collection and analysis activities. The system facilitates cross-referencing and integration of domestic and foreign information from a variety of sources. The AMIS provides a central source of minerals information that is versatile and responsive to the needs of problem and policy analysts as well as supporting the needs of those involved in data collection and interpretation. As the AMIS becomes fully implemented, it will become an important tool in forecasting and assessing the impact of policy decisions that affect the supply and demand for minerals. The Bureau of Mines has long been the Federal Government's principal source of worldwide information on non-fuel minerals. Emphasis is placed on the analysis of mineral problems and policies as they affect the world's nonfuel mineral resources. To facilitate timely and accurate analysis, comprehensive data on 87 commodities are collected by various Bureau programs. Minerals information is made available through a number of periodic publications including the annual Minerals Yearbook and monthly Mineral Industry Surveys. These data collection and analysis activities have traditionally been supported by over 200 separate information processing systems. The Bureau of Mines has begun to implement a broad information strategy to provide a better response to the mineral problems and issues of the 1980's. The cornerstone of the Bureau of Mines information strategy is the development of the Automated Minerals Information System. When fully operational, we believe that the AMIS will provide the Bureau of Mines with the most comprehensive source of minerals information available anywhere in the world.

Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method's record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

The demand for rare earth elements for everyday technology and applications has initiated much research into the extraction and recovery of these rare earth elements. An otherwise unknown group of minerals, eudialyte is a zircon silicate consisting of rare earth oxides (REO), contained in a unique mineral structure and represented by a complex chemical formula. Research into extraction and recovery of rare earth elements involves various beneficiation and hydrometallurgical techniques. The goal of beneficiation being to efficiently liberate and upgrade the REO content, followed by hydrometallurgy to extract the desired elements. This overview will discuss previous research on treating eudialyte group minerals via different mineral processing and extraction techniques.

Mining systems with greater than a 20-foot face advance (deep cut) have become popular due to their increased productivity and safety. The face dust collection system used in many of the mines employing the deep cut systems, incorporates a machine mounted dust collector with either a blowing or exhausting line brattice and a remote control operated continuous miner. In order to characterize and quantify the parameters used to control dust with these systems, the Dust Division conducted studies on four mining sections using continuous miners with deep cut mining systems. On each section, the dust control system incorporated line brattice with a machine mounted dust collector. The remote control made it possible for the continuous mining machine to advance further while permitting the operator to remain under supported roof and away from dust generated during mining. The purpose of these studies was to evaluate the effectiveness of deep cut mining systems using dust collectors to control respirable dust exposure. This paper summarizes the results of the studies conducted. At each mine face workers were sampled to determine their full-shift dust exposure. Additionally, fixed point dust samples were collected at various locations to determine relative concentrations of dust generated from mining. Air quantities were measured at each working place to determine the amount of air delivered to the face area. Evaluations were made by comparing worker exposures to respirable dust samples taken at appropriate locations upstream and downstream of the coal faced being mined. An estimate of the amount of the respirable dust being generated at the face during mining and the amount of respirable dust being removed by the dust collectors was made by balancing the air quantities and the dust concentrations immediately upstream and downstream of the coal face. Results of the studies showed that the dust control systems, were effective for controlling workers exposure to respirable dust. Dust collector efficiencies were determined to be approximately 85 percent. While the dust collectors were effective in removing respirable dust, the success of the systems with line brattice greater than twenty feet from the face, was dependent on the use of the remote control which permitted the continuous miner operator to remain out of the high concentration dust cloud in the working face. Dilution from intake air, combined with the dust collector efficiency, maintained exposure of other section workers below applicable standards.

The primary purpose of the research summarized in this paper was to experimentally investigate the performance of numerous mine ventilation network iterative solution procedures under controlled conditions to determine which procedures were most favorable in terms of number of iterations and total computational speed. The solution methods investigated included: (1) the Newton-Raphson method, (2) the Hardy Cross method, (3) the linear theory method, and (4) the second-order approximation method. The first three of these methods have been widely used while the fourth was formulated by the authors to investigate its potential for ventilation network computation. In addition to the four solution procedures, three methods for selecting the branches in the meshes and three methods for ordering the meshes for computational purposes were also studied during the investigation. As a result of these various options, a total of 36 combinations of solution methods, mesh selection procedures, and mesh ordering schemes were studied. To investigate the performance characteristics of these combinations, an identical set of 180 randomly chosen ventilation networks was used in sets of 30 networks at six different levels of complexity. Here, the level of complexity is defined as a function of the size (number of branches) and the density (number of nodes compared with the number of branches) of the network. To eliminate variations in the solution times due to differences arising from the fans, a single fan with a fixed characteristic was utilized in all the experiments. This paper will deal only with the results for the four iterative methods used to achieve solutions to the mine ventilation networks. The minimum-resistance spanning tree method for mesh selection and random mesh ordering was used throughout the analysis. The conclusions will be based upon a detailed accounting of the efficiency of each method using the total time to achieve a solution to each problem and averaged over the total problem set. However, the number of iterations and the time to complete each iteration will be studied in order to better understand the solution procedures.

"Knowledge of the abrasion resistance of aggregates is important when using them for asphalt and concrete mixes and highway construction materials. In this study, the usability of natural building stone waste as aggregates for different engineering applications was investigated. To this end, test samples were obtained from a number of natural stone quarries and stone cutting factories. The abrasion tests were carried out on the test samples and results were compared between samples. The abrasion strength values were determined with both the Micro-Deval (MDe) and the Los Angeles (LA) abrasion test methods. A correlation coefficient was also determined between the LA and MDe tests results using an appropriate statistical model.Introduction The rapid consumption of natural resources has led researchers to work on the efficient utilization of such resources. To this end one can convert waste into useful raw materials, or determine alternative uses of the industrial waste materials. This has become increasingly important as storing or dumping waste may result in environmental problems. In addition, the use of industrial waste in a different application of the construction industry prevents rapid consumption of limited natural resources and can mitigate environmental problems related to raw material production, Industrial waste such as blast furnace slag, fly ash, building demolition material, marble waste and dismantled asphalt have been used as highway and concrete materials (Ahmed 1993, Ramaswamy and Aziz 1992, Schroeder 1994, Ceylan and Manca 2013, Holtz and Eighmy 2000, Hebhoub et al 2011). It is very important to analyze whether these aggregates are of the required quality in terms of their application and their economic life. This analysis can be carried out using various tests such as the Micro-Deval and the Los Angeles abrasion tests, sieve analysis, durability chemical resistance, peeling and adhesion, and freezing-thawing tests (Erdem et al 1996). Specifications for aggregates also include terms that define the grain shape, cleanliness and surface textures."

The decade of the 1980's saw "advanced materials" become a key factor among the industrialized nations, with the United States, Japan, and the European Economic Community being the major competitors. All three have identified communications technology, advanced materials, and biotechnology as the keys to future industrial leadership and the closing decade of the 20th Century is expected to be an era of rapid development and restructuring. The progress of EC'92, the effort to develop uniform standards and remove trade barriers in Europe; the determination of Japan to commercialize advanced structural ceramics, alloys, composites, and superconductors; and the emergence of less developed countries as major supplies of commodity materials pose enormous challenges to the position of the United States as an industrial and financial leader. A consensus is developing that the industries that are first to commercialize the large array of new structural materials and electronic, optical, and magnetic materials and devices will be those who determine the structure of national and world economics. Many technical, economic, legal, political, social, and cultural factors are important determinants in the race to commercialize new materials. Millions of words have been written about these factors and their interdependence; yet the sheer complexity of the problems, the rate at which changes are taking place, and the economic risks involved are so great that government policy makers and industrial decision makers find adequate understanding to be very difficult. Of the many factors involved in advanced materials, the Bureau of Mines has the statutory responsibility to provide information on where materials can be found and how they are mined, extracted, purified, combined, and recycled. It is obvious that minerals availability is essential to implementation of any new technology just as there can be no commodity metals industry if the ores are not available. Because "minerals availability" for commercialization of advanced materials and devices is more complex than for commodity materials and a new mix of materials and processes is emerging, the Information and Analysis Directorate of the Bureau of Mines is redirecting resources to provide reliable information for policy and decision making. The Office of Advanced Materials Coordination (OAMC) was established as a staff operation in July 1987 to assist the efforts of the divisions and branches. The key issues and problems were defined and the role of the Bureau was outlined (Sorrell, 1987, 1988). In February 1990, the functions of OAMC were transferred to the new Branch of Advanced Materials, a line organization parallel with the Branches of Ferrous, Nonferrous, and Industrial Minerals, and was given the responsibility for developing new methods to acquire, analyze, and disseminate information about new materials. The purpose of this paper is to provide definitions, a summary of major issues and problems, an overview of minerals and processing availability problems, and a perspective of the ways in which the mining and materials industries can help to ensure domestic availability of raw and processed materials.

The term clay is somewhat ambiguous unless specifically defined, because it is used in three ways: 1) as a diverse group of fine-grained minerals, 2) as a rock term, and 3) as a particle size term. As a rock term, clay is difficult to define because of the wide variety of materials that comprise it; therefore, the definition must be general. Clay is a natural, earthy, fine grained material comprised largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates comprised mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many definitions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic, e.g., halloysite and flint clay. As a particle size term, clay is used for the category that includes the smallest particles. The maximum size particles in the clay size grade are defined differently on various grade scales. Soil investigators and mineralogists generally use 2 pm. as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than approximately 4 pm. Some authorities find it convenient to use the term clay for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or argillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally understood by those who use it. Clay is an abundant natural raw material, and it has an amazing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial minerals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1988, 1989, and 1990 productions according to the US Bureau of Mines (Ampian, 1992). As industrial minerals, clays are a complex group that consists of several mineral commodities, each having somewhat different mineralogy, geologic occurrence, technology, and uses. In this section these commodities are organized as follows: 1) bentonite, 2) common clay, 3) hormites, and 4) kaolin. Fuller's earth is discussed in both the bentonite and hormite chapters. Fuller's earth is a term based on use, and both bentonites and hormites are sold as fuller's earth. The overlapping is particularly evident where both bentonite and non-bentonite fuller's earth are used for the same purposes or products, such as in drilling mud, bleaching or clarifying fats and oils, and carriers for insecticides and fertilizers. Kaolin, ball clay, halloysite, and refractory clays are grouped together because they consist mainly of minerals of the kaolin group. Mineral exploration has evolved into a sophisticated science which uses powerful scientific tools to make mineral discoveries. In addition to their usefulness in performing mineral exploration, these scientific tools can assist the exploration geologist in assessing environmental conditions at exploration sites. During exploration, environmental data acquisition should focus on data collection efforts which can be easily integrated into exploration activities, and should provide information needed for pre-feasibility and preliminary engineering design studies. Environmental studies performed during exploration should also include an environmental liabilities audit and a fatal flaw analysis to assess whether there are any unresolvable environmental or regulatory issues affecting the project. Performing extensive environmental baseline studies during exploration and project evaluation is neither necessary nor recommended. This paper describes opportunities to integrate environmental data collection with mineral exploration activities. This paper also examines how political and communication issues can affect the outcome of permitting efforts, and recommends a strategy to improve the industry's ability to respond to political challenges and to communicate with the public. This strategy integrates technical and political issues, and implements programs to convince the public of the mining industry's technological achievements and its commitment to resource stewardship and environmental protection.

The first of two initial 650-mw units of the Paradise Steam Station, located on the banks of the Green River in the south-central portion of the western Kentucky coal basin, is scheduled for operation in late fall of 1962. Location of the site is shown on the map of figure 1. This plant will be the eighth, large-capacity,, modern station built by TVA in a series starting with Johnsonville, operated first in 1951. During that period of 10 years,, unit sizes have increased from a capability of 125 mw to 500 mw at the recently completed Widows Creek Unit 7 addition and at Paradise to 650 mw. This new unit will take its place in a power system that serves an area of some 80,000; square miles with a present installed capacity of over 12,000 mw. Upon completion of the Paradise units and other additional hydro and steam units presently under construction, the system capacity will have reached over 15,000 mw. Projected load estimates indicate that this system will provide a margin' of slightly under 10 percent of dependable capacity above peak demand at that tire. One Paradise 650-mw unit at that time will represent approximately 4 percent of the total system installed capacity.

The term ball clay is applied to plastic sedimentary clays that have a high content of kaolinite and that possess white firing properties and high green strength (Mitchell and Stentiford, 1973). However, the name ball clay is not derived from any specific property of the clay. Instead, it comes from the original method of production in southwestern England (Scott, 1929). From open pits, the clay was cut into cubes with hand tools. The sides of the cubes were about 220 to 250 mm (9 to 10 in.) and weighed 14 to 16 kg (30 to 35 lb.). The eventual rounding of the corners with handling before sale gave rise to the term ball clay. Ball clays provide the workability and green strength required by the whiteware section of the world's ceramic industry. The main applications are in the sanitaryware, tile and tableware sectors. Each, though, requires particular technical properties in the ball clay component. The clay has to be as white firing as possible for all applications. However, for sanitary-ware, the rheological properties are most important. For tableware, fired whiteness and freedom from specking are the main criteria. Tiles need a reasonable green strength but the clay also needs to be cost-effective. The technical properties of the individual clays in any deposit depend on the clay mineral assemblage. This, in turn, depends on the geological formation of the deposits. Hence, it is the latter that largely determines the market sector for which the clay blends from a particular deposit are suited. Formation of ball clays Ball clays are formed from three main components - kaolinite, micaceous minerals and quartz - while carbonaceous material is also often present. The crystallinity of the kaolinite and mica varies. There are also occasional minor occurrences of feldspar, chlorite, montmorillonite andmixed. layer minerals. Marcasite, siderite and anatase also occur in small amounts. The properties of the clay depend on its mineralogical composition and its particle size distribution, particularly in the lowest size ranges. The original source rocks and the environment of deposition of the clay are the controlling factors. The importance of weathering processes in the formation of ball clays has long been recognized (Bristow, 1968). The diversity of source rocks produces considerable variation in the clay minerals formed. Therefore, each deposit is unique, with time-related variation within it. The greatest development of a weathering mantle takes place in a tropical climatic environment. Plant remains confirm that most ball clay deposits were formed under hot and wet conditions. Sedimentation of the clays had to be in fresh or low salinity water or clay minerals detrimental to whiteware manufacture would have been formed. Fresh water traps for the ball clay, sand and lignite sequences depended -on tectonic features, such as basin development along fault zones or lakes and lagoons on the edge of a large scale embayment. Performance of belt conveyors, service life of belts and mechanical elements can be radically improved if the automatic adjustment of the belt speed movement is made in such a way, that the unit load over the conveyor length be constant and close to the rated one under random input freight traffic. Such an adjustment is possible when the system of a controllable thyristor electric drive on the basis of induction squirrel cage motor is used. Computer-aided adjustment of the belt conveyor movement is effected via bicontour digital control of the main drive in order to redistribute loads when the loading of conveyor and contour of the control of tension drive are changed. The system envisages control and condition monitoring of the conveyor electromechanical system, as well as metering of electrical power and the amount of conveyor freight. The results of the simulation of speed control of the conveyor belt are given in the report. Mathematical model of the conveyor electromechanical system describes the movement of the belt with cargo and the tension drive. The input cargo traffic is assumed as stationary ergidic random process with the assigned characteristics. The solution of the problem of the synthesis of a closed-loop control system, the structure and parameters of adjustment, the conditions of asymptotic stability of the control back-up system and the condition of minimization of mean square error of shadowing are also given in the report. Microprocessor controller is used to realize the function of the adjustment unit. Under this control system standard mode of conveyor operation, different modes of start-up, operating mode with decreased speed when transporting people, service and emergency braking of a conveyor and some other modes are realized. The digital model of a conveyor as an instrument for decision making in case of emergency is used in those modes. MASTER TEXT Long-standing practice of belt conveyor operation in mines of Russia has proved their inefficient use with 40-70% capacity and 20-25% availability factor. It is associated with unreasonable power intensity and reduction of service life of mechanical components, and as a result, with the growth of total transportation costs. Low efficiency of conveyor application can be explained by the extremely irregular distribution of conveyor freight traffic. Usually, the width of a conveyor belt is identified in accordance with the possible maximum traffic value, engine power capacity for long-term operation under rated loads. However, actually a conveyor often runs without any load and its average load in most cases is lower than the rated one. The problem can be eliminated by way of the adjustment of the operational mode of a conveyor according to an actual input freight traffic via belt speed control providing for the conveyor regular linear load which is nearly equivalent to the rated one. Experimental research into freight traffic under working conditions of the operating underground and open-cast mines proves the fact that the actual freight traffic can be adequately presented through the model of stationary random function of time, for ex- ample, as a J (t) continuous random Gaussian process that is modulated with a G(t) elementary pulse flow:

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of
