Performance of belt conveyors, service life of belts and mechanical elements can be radically improved if the automatic adjustment of the belt speed movement is made in such a way, that the unit load over the conveyor length be constant and close to the rated one under random input freight traffic. Such an adjustment is possible when the system of a controllable thyristor electric drive on the basis of induction squirrel cage motor is used. Computer-aided adjustment of the belt conveyor movement is effected via bicontour digital control of the main drive in order to redistribute loads when the loading of conveyor and contour of the control of tension drive are changed. The system envisages control and condition monitoring of the conveyor electromechanical system, as well as metering of electrical power and the amount of conveyor freight. The results of the simulation of speed control of the conveyor belt are given in the report. Mathematical model of the conveyor electromechanical system describes the movement of the belt with cargo and the tension drive. The input cargo traffic is assumed as stationary ergidic random process with the assigned characteristics. The solution of the problem of the synthesis of a closed-loop control system, the structure and parameters of adjustment, the conditions of asymptotic stability of the control back-up system and the condition of minimization of mean square error of shadowing are also given in the report. Microprocessor controller is used to realize the function of the adjustment unit. Under this control system standard mode of conveyor operation, different modes of start-up, operating mode with decreased speed when transporting people, service and emergency braking of a conveyor and some other modes are realized. The digital model of a conveyor as an instrument for decision making in case of emergency is used in those modes. MASTER TEXT Long-standing practice of belt conveyor operation in mines of Russia has proved their inefficient use with 40-70% capacity and 20-25% availability factor. It is associated with unreasonable power intensity and reduction of service life of mechanical components, and as a result, with the growth of total transportation costs. Low efficiency of conveyor application can be explained by the extremely irregular distribution of conveyor freight traffic. Usually, the width of a conveyor belt is identified in accordance with the possible maximum traffic value, engine power capacity for long-term operation under rated loads. However, actually a conveyor often runs without any load and its average load in most cases is lower than the rated one. The problem can be eliminated by way of the adjustment of the operational mode of a conveyor according to an actual input freight traffic via belt speed control providing for the conveyor regular linear load which is nearly equivalent to the rated one. Experimental research into freight traffic under working conditions of the operating underground and open-cast mines proves the fact that the actual freight traffic can be adequately presented through the model of stationary random function of time, for ex- ample, as a J (t) continuous random Gaussian process that is modulated with a G(t) elementary pulse flow:

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. In the past 30 years, there have been tremendous advancements in the uses and applications of column flotation. From their first use as final cleaners that could produce excellent grades at the cost of recoveries, columns are now being used in every stage of the flotation circuit as well as is SX-EW. Columns as roughers, final scavengers and even at the end of CIL circuits, are finding their way into the marketplace. Operational results of these new uses are presented. INTRODUCTION Flotation columns have been in use since the early 1950's in the U.S. (Hollingsworth, 1952) and the early 1960's in Canada (Trembley, Boutin, Wheeler, 1963). Application of column flotation has been somewhat diverse. In the early years, columns were used predominately for molybdenum cleaning in Canada and for phosphate flotation in the United States. Unfortunately, results met with skepticism and disdain as the columns were hard to operate, temperamental and although producing high grades, could not achieve acceptable recoveries. Since the inception of column flotation technology, the degree of knowledge for design and operation of columns has vastly improved. Despite improvements in the technology, there is still some reluctance by mineral producers to investigate the use of column flotation cells for processing stages other than cleaner flotation. This characterization is in part due to the proven advantage of flotation columns in reducing gangue entrainment in the froth product which results in higher grade products and/or fewer processing stages. Also, during the development of column technology, different types of spargers have been used with varying degrees of success. Furthermore, the general knowledge base of parameters affecting column flotation design and operation have advanced tremendously. Inefficient, or primitive, sparger design, coupled with the lack of column design and operating knowledge and experience, resulted in poor metallurgical and mechanical performance in many cases. Unfortunately, this lack of knowledge caused many column installations to be characterized as failures. The industry felt that columns could not achieve high recoveries, especially when dealing with coarse particles. Therefore, columns were characterized as cleaners, where low recoveries could be tolerated as recirculating loads rather than direct losses and froth cleaning advantages of the quiescent column flotation regime could be realized. Fortunately for the minerals industry, some producers have stood at the forefront of technology and allowed the column to be utilized for new applications. In the last decade, column flotation applications have expanded to virtually every mineral system and plant location throughout the world. The expanded application of columns has generated a new wave of interest for processing various streams. One of the most notable is in the use of columns as rougher cells. This is of particular interest to "green-field" plants and plants where expansions are taking place. Here, metallurgical superiority can be combined with maximum capital and operating cost advantages for a rapid return on investment. The superior results experienced to date, have generated a cohesive vision of the future in mineral processing where flotation columns function as single stage primary separation devices (roughers) with a single stage cleaner, if necessary. The advantages of column flotation go far beyond their original uses. We now have seen columns used as final tail scavengers, in SX-EW plants and even at the end of CIL circuits. Some of these cases will be reviewed. CASE STUDIES In an attempt to show the diversification of column flotation to many facets of the mineral processing plant, a variety of case studies will be discussed. Some of these were designed by the authors while others have been provided by plant sources. It is important to note that in each successful case, the columns were designed using the author's design and scale-up approach. Mineral exploration has evolved into a sophisticated science which uses powerful scientific tools to make mineral discoveries. In addition to their usefulness in performing mineral exploration, these scientific tools can assist the exploration geologist in assessing environmental conditions at exploration sites. During exploration, environmental data acquisition should focus on data collection efforts which can be easily integrated into exploration activities, and should provide information needed for pre-feasibility and preliminary engineering design studies. Environmental studies performed during exploration should also include an environmental liabilities audit and a fatal flaw analysis to assess whether there are any unresolvable environmental or regulatory issues affecting the project. Performing extensive environmental baseline studies during exploration and project evaluation is neither necessary nor recommended. This paper describes opportunities to integrate environmental data collection with mineral exploration activities. This paper also examines how political and communication issues can affect the outcome of permitting efforts, and recommends a strategy to improve the industry's ability to respond to political challenges and to communicate with the public. This strategy integrates technical and political issues, and implements programs to convince the public of the mining industry's technological achievements and its commitment to resource stewardship and environmental protection.

The first of two initial 650-mw units of the Paradise Steam Station, located on the banks of the Green River in the south-central portion of the western Kentucky coal basin, is scheduled for operation in late fall of 1962. Location of the site is shown on the map of figure 1. This plant will be the eighth, large-capacity,, modern station built by TVA in a series starting with Johnsonville, operated first in 1951. During that period of 10 years,, unit sizes have increased from a capability of 125 mw to 500 mw at the recently completed Widows Creek Unit 7 addition and at Paradise to 650 mw. This new unit will take its place in a power system that serves an area of some 80,000; square miles with a present installed capacity of over 12,000 mw. Upon completion of the Paradise units and other additional hydro and steam units presently under construction, the system capacity will have reached over 15,000 mw. Projected load estimates indicate that this system will provide a margin' of slightly under 10 percent of dependable capacity above peak demand at that tire. One Paradise 650-mw unit at that time will represent approximately 4 percent of the total system installed capacity.

INTRODUCTION This work is a continuation of the preparatory study by Rustan and Stöckel 1979 (3) and (4) of the possibilities to introduce automatic mine ventilation in Swedish mines and construction works. The preparatory study has been financed by the Swedish Board of Technical Development. In the study it was recommended that an automatic step by step control of the fans near the working place due to diesel exhaust emission would be the best solution. A more advanced alternative would be to regulate the fresh air continuously in proportion to the contamination. The latter alternative has been studied by Boliden Mineral Co in the Udden mine. In this study it was found that the air supply could be regulated continuously but it was very important where the sensors feeling the contamination were placed. An intense study of the environment underground is now being planned by our division together with specialists from the National Board of Health and Safety, The Swedish Work Environment Fund, LKAB and the local Governmental Inspection of the Workers Safety. Different gases, radon, dust, airspeed, moisture temperature and pressure is planned to be measured continuously and correlation between the parameters is going to be established to decide the best measurement parameters for regulating the system. The best situation of sensors is also going to be studied. Despite this work hasn't been done yet this paper covers some of the problems which could be encounted with continuous regulation. In this report the environment has been studied during the test with step by step regulation of fans by radio. Diesel vehicles are the largest polluters under ground in Swedish mines and we have therefore suggested that the large diesel vehicles should regulate the fans. The goal of this study has therefore been to find how active diesel vehicles should be able to start and stop gallery fans at both intake and return air. In this paper different methods for activating fans are discussed. Then the best methods are chosen and tested in the mine. In this study we have found that changes of temperature is a cheap and effective method to start and stop cross cut fans in sublevel caving and radio signals seem to be an attractive system for start and stop of gallery fans. This work has been done in close collaboration between LKAB in Kiruna and the University of Luleå - Division of Electronics and Division of Mining and Rock Excavation. A reference group for the project has been established with ventilation experts from the mines, representatives for the local mine worker's unions and authorities from the local Governmental Inspection of the Workers Safety. VENTILATION SYSTEM STUDIED In the project the ventilation system at LKAB in Kiruna has been studied. The mining method used is sublevel caving with 9-13 m slice height. The air is heated winter time over ground by hot water heat exchanger. The main fans are pushing air down to a main distribution level along the 4000 m long and about 100 m wide orebody. From the distribution level, air is taken through shafts down to the sublevels, where it is pushed through the levels by local gallery fans on both intake and return side, see fig 1. The air ( ~ 8 m3/s) is moving freely through the gallery head. The cross cuts are ventilated with smaller fans, diameter 500 mm, and flexible duct, see fig 2. The aim of this study has been to study how to start and stop gallery- and cross fans and examine the environment when the fans are stopped . In Sweden there are no regulations telling that a minimum of air amount must be supplied. Instead the hygienic limits must be fullfilled.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. The present paper attempts to characterize the breakage properties of a brittle rock, quartz, at different size fractions when compressed at various loads in a confined piston die.  This is to understand the interaction between the various parameters affecting the breakage behavior of a brittle solid in a confined zone. Application of the results may lead to improving the energy efficiency in the size-reduction units, which use compression as the main stressing force.

The paper industry is an $80 billion/year business that is the largest consumer of industrial minerals. Paper industry generally refers to paper and paperboard products, including pulp mills. Grades and uses of paper and paperboard are very diverse, including such things as napkins, paper plates, corrugated boxes, magazines, newsprint, currency, and copier paper. Only about 40% of paper utilizes industrial minerals as fillers or coating materials. Minerals are used for both functional and economic reasons. Most often, minerals such as kaolin clay and calcium carbonate are used to improve print quality, brightness and opacity of paper. The minerals can be added as fillers into the paper in the wet end of the papermaking system, or can be applied as part of a coating to the paper. Coated papers are the highest quality paper, being used for magazines, advertising brochures and annual reports. Common uses for filled uncoated paper are books, copier paper, envelopes and many of the Sunday newspaper advertising inserts.

INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. The Bureau of Mines conducted research to measure the improvement provided by fine bubbles on the flotation of fine-sized particles (minus 20-um size) in an effort to improve flotation efficiency in our domestic minerals industry. The turbulent velocity distributions of the fluid within the flotation cell were measured as a function of time and position and used to increase the precision of a fine particle, turbulent flotation model. For the mineral system investigated, improved flotation response was obtained under laboratory conditions by using small bubbles and intense agitation. These results matched the model's predicted response.

With Utah Power & Light Mining Division's commitment to operate the safest and most productive mines possible, a decision was made to purchase and install mine-wide monitoring systems for use in the mines. After review of several different systems the Conspec Senturion 200 system was chosen. Three separate systems were ordered to fulfill the monitoring requirements of the six mines in operation: one system for the Deer Creek Mine one for the Wilberg/Cottonwood complex, and one for the Deseret, Beehive and Little Dove complex.

The basic ventilation equation of power equal a constant times quantity to the power three (P=constant x quantity3) makes it an extremely costly palliative as a long term measure. Provision of increased airflow is also limited by maximum tolerable levels of air velocity, the effect upon respirable dust and, in case of coal mines, spontaneous combustion. The paper high lights amelioration measures for climatic improvements at a lower cost. The paper has also shown a method for monitoring air pollution using laser technology.

Feasibility investigations for prospective gold mines too often neglect to consider ground water. Simple observations and tests during drilling exploration can provide useful data on probable water conditions. As the prospect becomes more serious, more detailed investigation of ground water and dewatering needs may be warranted. Ignoring ground-water conditions can lead to costly mistakes.

New and improved beneficiation techniques are available to allow the production of clay minerals of exceptionally high purity. This is particularly true for kaolins and smectites. Wet processing techniques include particle size separation, high intensity magnetic separation, chemical leaching ,flotation, and selective flocculation. The blending of clay minerals with other minerals provides opportunities to make special ceramic materials such as cordierite and other minerals that have very special ceramic properties including low heat expansion, high fired strength, low absorption, and other desired qualities.

A mechanism has been proposed for autogenous grinding that involves three distinct types of breakage: self impact breakage, media breakage and abrasion. Based on this analysis a mathematical model and an autogenous grinding simulator have been developed. Using pilot plant data fitted to the model, the simulator was tested and employed to examine both the scale-up problem and the effect of feed size distribution on performance.

Flotation tests were carried out on six coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease during flotation recovery with some improvement in the grade. The reduction in the recovery increased with increasing concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than the floatability of medium and high rank coals. The recovery-size curves of oxidized samples were similar in shape to the recovery-size curves of non-oxidized coals.
