It is suggested that an increase in the production from thin coal seams in South Africa is necessary, and that a substantial amount of any increase will be mined by the bord-and-pillar method. For the purpose of this study, a thin coal seam was regarded as any seam 1,5 m thick or less to the minimum thickness at which mechanized equipment can operate in bord-and-pillar workings. The equipment being utilized in thin-seam bord-and-pillar layouts includes conventional equipment, load-hauldump cars (scoops), and drum-type and Fairchild-Wilcox continuous miners. Comparisons are made of these types of equipment for bord-and-pillar mining at various seam thicknesses within the thin-seam range. The evaluations involved production rates and the cost of extraction for South African conditions, use being made of an existing computer modelling technique in the generation of production rates. The indications are that, for seam thicknesses greater than 0,9 m, drum-type continuous miners utilizing continuous haulage are the most productive and cost-effective equipment at present operating in thin-seam bord-and- pillar workings. Where seams thinner than 0,9 m are to be exploited, Fairchild-Wilcox continuous miners, particularly the Mark 22, produce the most coal at the lowest cost.

The following notes have been compiled to assist authors in the preparation of papers for presentation to the Institute and for publication in the Journal. All papers must meet the standards set by the Council of the Institute, and for this purpose all papers are referred to at least two referees appointed by Council. STANDARDS FOR ACCEPTANCE To merit consideration papers should conform to the high standards which have been established for publication over many years. Papers on research should contain matter that is new, interpretations that are novel or of new significance and conclusions that cast a fresh light on old ideas. Descriptive papers should not be a repetition of well-known practices or ideas but should incorporate developments which would be of real interest to technical men and of benefit to the mining and metallurgical Industry. In some cases a well prepared review paper can be of value, and will be considered for publication. All papers and particularly research papers, no matter how technical the subject, should be written with the average reader of the Journal in mind, to ensure wide interest. The amount of textbook material included in a contribution should be the minimum essential to the argument. The length of a paper is not the criterion of its worth and it should be as brief and concise as possible, consistent with the lucid presentation of the subject. Only in very exceptional circumstances should a paper exceed 15 pages of the Journal (15 000 words, if there are no tables or diagrams). Six to ten pages is more normal. NOTE: Papers in the Journal are printed in 10 point type, which is larger than the 8 point type used on this page. For special publications Council may decide on page sizes smaller than A4 used for this Journal. The text should be typewritten, double-spaced, on one side only on A4 size paper, leaving a left-hand margin of 4 cm, and should be submitted in duplicate to facilitate the work of the referees and editors. LAYOUT AND STYLE Orthodox sequence Title and author's name, with author's degrees, titles, position. Synopsis. Index, only if paper is long and involved. Introduction, including a brief statement of conclusions. Development of the main substance. Conclusions. in more detail. Acknowledgements. References. Title: This should be as brief as possible, yet give a good idea of the subject and character of the paper. Style: Writing should conform to certain prescribed standards. The Institute is guided in its requirements by: Collins, F. H., Authors & Printers' Dictionary-Oxford University Press. Hart, H. Rules for Compositors and Readers. Humphrey Milford (familiarly known as the Oxford Rules). Fowler, H. W. & F. G. The King's English-Oxford University Press. General: A few well selected diagrams and illustrations are often more pertinent that an amorphous mass of text. Over-statement and dogmatism are jarring and have no place in technical writing. Avoid the use of the first person, be objective and do not include irrelevant or extraneous matter. Avoid unnecessary use of capitals and hyphens, while punctuation should be used sparingly and be governed by the needs of sense and diction. Sentences should be short, uninvolved and unambiguous. Paragraphs should also be short and serve to separate basic ideas into compact groups. Quotation marks should be of the 'single' type for quotations and "double" for quoted matter within quotations. Interpretations in the text should be marked off by parentheses ( ), whereas brackets [ ] are employed to enclose explanatory matter in the text. Words to be printed in italics should be underlined singly. For small capitals they are to be underlined DOUBLY and for large capitals TREBLY. If there is any problem in producing formulae accurately by typewriter they should be inserted by handwriting in ink in the copy forwarded by authors. Abbreviations and symbols are laid down in British Standard 1991. Abbreviations are the same for the singular and plural, e.g. cm for centimetre and centimetres, kg for kilogram and kilograms. Percentages are written in the text as per cent; the symbol % is restricted to tables. A full stop after an abbreviation is only used if there is likely to be confusion of meaning. Metric System: The Systeme International d'Unites (S.I.) is to be used for expressing quantities. This is a coherent system of metric units derived from six basic units (metre, kilogramme, second, ampere, kelvin, and candela), from which are derived all other units, e.g. the unit of force is the newton (N) for kilogramme metre per second per second (kg m/s2). Always use the standard metric abbreviations. Commas must not be used for separating groups of digits. For ease of reading digits should be grouped in threes counting from the decimal point towards the left and the right. Illustrations: Drawings and diagrams are to be in black India ink and should be about 18 cm wide. When submitting graphical representations avoid a fine grid if possible. Curves should be in heavy line to stand out. Lettering too should be bold as a reduction in size is often involved in the printing process. (A single column is 8.5 cm wide.) Numbering of tables should be in Roman numerals: I, 11, etc. and figures in Arabic numerals: Fig. 1, Fig. 2, etc. (Always use the abbreviation for figure.) Photographs should be black and white glossy prints. As a guide to the printer the author should indicate by means of notes in the typescript where tables and figures, etc. are to appear in the text. Paragraphs: A decimal system of numbering paragraphs may be used when the paper is long and complicated and there is a need for frequent reference to other parts of the paper. Proof correction: Galley proofs are sent to authors for the correction of printers' errors and not for the purpose of making alterations and additions which may be expensive. Should an author make alterations which are considered excessive, he may be required to pay for them. Standard symbols as laid down in British Standard 1219C should be used. SYNOPSIS It is most important that the synopsis should provide a clear outline of the contents of the paper, the results obtained and the author's conclusions. It should be written concisely and in normal rather than abbreviated English and should not exceed 250 words. While the emphasis is on brevity this should not be laboured to the extent of leaving out important matter or impairing intelligibility. Summaries simplify the task of abstractors and therefore should present a balanced and complete picture. It is preferable to use standard rather than proprietary terms. FOOTNOTES AND REFERENCES Footnotes should be used only when they are indispensable. In the typescript they should appear immediately below the line to which they refer and not at the foot of the page. References should be indicated by super-script, thus. . .1 . . .2. Do not use the word Bibliography. When authors cite publications of other societies or technical and trade journals, titles should be abbreviated in accordance with the standards adopted by this Journal. GENERAL The Council will consider the publicatiol1 of technical notes taking up to three pages (maximum 3000 words). Written contributions are invited to the discussion of all papers published in the Journal. The editors, however, are empowered by the Council to edit all contributions. Once a paper or a note has been submitted to the Institute, that document becomes the property of the Institute, which then holds the copyright when it is published. The Institute asa body is, however, not responsible for the statements made or opinions expressed in any of its publications. The efficiency of high capacity SAG mills which consume large amounts of energy depends on the grinding and slurry discharge systems. A 9.7 m × 4.8 m SAG mill with radial pulp lifters is used at the Sarcheshmeh copper complex grinding circuit. The process audit indicated that the pulp discharge system was not efficient, judging by the amount of slurry flow back and carry over. These events limited the discharge rate and increased the wear rate of the lifters and grates. With the objective of finding a new design for pulp lifters, a 3D DEM software (KMPCDEM ©), along with the plant operational data and photographic evidence was used. The KMPCDEM © software was used to compare the efficiency of the radial and curved pulp lifter design based on the material flow. The slurry flow was analysed in terms of ease of discharge and lifter wear rate. It was found that changing the radial pulp lifters to curved pulp lifters could improve the discharge efficiency,and decrease wear rate of the pulp lifter in particular at the base of the pulp lifters. The simulation results showed that if curved lifters with a radius of 0.3×mill radius are used, the amount of slurry flow back and carry over will be negligible. It is predicted that by installing the curved pulp lifters, the capacity of the mill increases by 10% and the pulp lifter service life improves by at least 20%. Flotation reagents play a vital role in mineral flotation. In the past century, most studies focused on the modification of anion or cation collectors and the synergistic effect of mixed collectors, which have contributed to research. In this study, we reviewed brand-new reagents, metal-organic/inorganic complexes, with the functional group of metal ion, which are totally different from the traditional anion or cation collector and show absolute specificity for some minerals. For example, Pb-BHA complex collector was developed to realise the atmospheric flotation of scheelite due to the absolute specificity for calcium minerals. Calcium oleate collector was found to be the effective species in the flotation of calcium minerals, and has been employed to selectively separate fluorite from calcite. Selective adsorption of Al-Na2SiO3 polymer on calcite surfaces proved the self-assembly of H2SiO3 polymer using Al3+ had stronger selectively adsorption ability than Na2SiO3. Also that Fe3+-starch complex was a better depressant for iron minerals than caustic starch and contributed to a more efficient reverse flotation. In conclusion, metal ions are good templates for molecular assembly and can be used to control the structure of metal complexes and exhibit special properties, which provide possibilities for the design of new flotation agents. The grinding circuit can be one of the most important mineral processing circuits in plants. Along with the application of large-scale milling machines, the design and optimisation of the operation strategy for grinding circuits is more complicated. An in-house grinding process simulation tool was developed to mass balance, model fit and simulate crushing, grinding and classification circuits. An industrial grinding and classification circuit in a copper mine was modelled, and the modelling parameters were verified by a particular group of plant survey data. To justify the prediction ability of the fitted models, the model predictions under different operation conditions were compared with another group of plant survey data. Then the model predicted the effects on the circuit of changing operating conditions. Circuit analysis of the comminution process for water feed to a SAG mill, water feed to sump, the rolling speed of a SAG mill and the percentage of ball filling in a SAG mill was put into practise, based on the simulation results. The simulation results can be used to help plant operators understand the features of the comminution process and may help to build a knowledge library for process control. Conditional bias occurs when the expected value of the true grade conditional on the estimated grade is not equal to the estimated grade. It is a quantification of how the average of estimates differs from the true value. Conditional bias is present in all resource estimates due to the unavoidable properties of kriging, and indeed all linear estimation (regression) methods. In a mining resource estimation context, the degree of conditional bias is dependent on the spacing of the conditioning data; more data leads to the expectation of less conditional bias This paper discusses conditional bias from two perspectives: 1. 2. Estimates seeking to eliminate, as much as possible, conditional bias; and Estimates that accept a larger amount of conditional bias in resource models, in order to achieve a specific outcome. The problem of conditional bias in estimation can only be fully appreciated if the objective or purpose of a resource model is understood. There are instances where conditional bias should be avoided because it is not reasonable to make decisions using estimates that are known to be wrong in expected value; for example, when making a final decision in grade control with respect to the destination of the material. In most instances in the mining resource estimation context, however, the estimated values will not be “final estimates”, but “interim estimates”, meaning that in the future more data will be obtained, and the ”interim estimate” will then be updated. In this context, the most useful resource model is an interim model that is able to predict the final model estimates, despite not having all the data available that will be collected in the future. This is the objective, for example, of a recoverable “long-term” model developed prior to operating a mine, for example at the feasibility stage. It attempts to predict the ore that a processing plant will receive, well into the future. In such cases, it can be unequivocally demonstrated that conditional bias is not only unavoidable, it is a necessity.

Statistical summary of the mineral industry world production, exports and imports 1964-1969 Published by Her Majesty's Stationery Office, London, on behalf of the Institute of Geological Sciences (1971) The Statistical Summary contains a wealth of care fully garnered information on the production, exports and imports of the principal minerals and mineral products throughout the world for the period 1964-1969, and it should therefore be of particular interest to economic geologists and others concerned with marketing and selling minerals. In view of the intractable nature of the source data it is quite an achievement to have published figures for 1969 so expeditiously. On picking up the Summary this reviewer instinctively compared it with the Annual Yearbook published by the United States Department of the Interior. The Yearbooks have been issued annually since 1882, and today each consists of a set of three separate books containing five volumes. Apart from abundant statistics on the domestic and international mineral industries, the Yearbooks are known for their perspicacious reviews and articles on a host of different facets of the world's minerals industry. Physically the Summary is a much slimmer publication than the Yearbook, and it contains no commentary whatsoever other than occasional footnotes. The principal contents are a series of tables showing production, exports and imports of fifty-nine of the world's more important minerals and mineral products. Each table shows the weight of the material produced or traded, by countries, with figures for each of the six years in adjoining columns. In some cases (e.g. diamonds) values in British currency are quoted in addition to weights. Most of the data have been abstracted from national reports and returns, although in some instances estimates are quoted where national sources are silent--as for example the production of platinum in South Africa. One wonders in passing if any useful purpose is served by the continued suppression of this particular figure. The four South African producers must surely be able to estimate each other's production fairly accurately by now, and one imagines that the national export figures can likewise be synthesised. This reviewer has two minor criticisms of an otherwise praiseworthy publication. Firstly it seems an unnecessary anachronism to perpetuate the split between 'Commonwealth' and 'Other' countries-the split can have little practical significance today. Secondly, what is one to make of the statement that the 1966-1969 figures for exports from Rhodesia of chrome ore and copper, to take two examples only, are 'not available'? It seems improbable that no estimates of these figures have been made since the imposition of sanctions, and inevitably one suspects that the figures have been excluded on policy grounds. Hopefully this problem will have been solved when the next Summary is published. M.J.M. South Africa, land of Challenge by Maurice Tyack France Interpresse, 323 pages, price R18-00. Is South Africa God's richest acre? In its mineral wealth it certainly is, but what of the many other complex overlays of emotions, traditions and racial problems? South Africa, Land of Challenge, provides the background. This is reported to be the first comprehensive documentary work of its kind on South Africa. It is a handsome volume measuring 12ft by 9f', is illustrated by at least 600 photographs of South Africa, more than half of which are in colour, and contains 21 original maps and charts. The book covers the full spectrum of South Africa's very existence, its geography, pre-history, its customs, countryside, natural resources and its cities. The more controversial categories are thoroughly discussed, the people, their policies and politics. Mr Tyack is eminently qualified to write on South Africa, being the author of over 20 books on other African countries and having spent more than three years of research, in the field, in South African archives and also in various libraries and museums, in preparation for this book. The book claims to be free of any party political bias and appears to be an honest attempt at a factual survey. However, a work of this magnitude will undoubtedly leave an impression on the reader and the tone of this book is decidedly patriotic. This is a useful reference work on South Africa that most South Africans will be proud to own. J.P.H. Ergonomics and physical environmental factors This publication by I.L.O. of a symposium in Rome in September 1968 has much useful information for the mining industry in regard to the health and productivity of its labour force. The first subject dealt with is mechanical vibrations. From this section it is clear that men who drive, for many hours each day, vehicles which vibrate in the 6 Hz range are subject to serious physiological and psychological effects. The former may show as changes to the vertebral column (which has a resonance in the 4-5 Hz range). The circulatory system is adversely effected by values in the 6-10 Hz range and the vision is impaired at between 40-100 Hz. Less definite knowledge exists of the effects of vibration on the hand-arm system from mechanical drills etc, although Raynauds disease of the blood vessels of the hand and degenerative diseases of the elbow and shoulder joints occur in men using drills which vibrate, respectively, in the higher and low frequency ranges. INTRODUCTION Some years ago the authors proposed a modified procedure1 for carrying out micum index determinations2. The modifications consisted of using a drum of 50 cm internal length, i.e. half the length of the standard micum drum (a modification also adopted by the B.S.J.3), and the use of a + 25 mm coke instead of + 60 mm coke for the test. The proposed modified test and formulae for converting results obtained from it to standard micum test results and vice versa were based on the results obtained during the investigation of about 200 test cokes made in ovens of the South African Steel Industrial Corporation Limited (Iscor), the Fuel Research Institute co-operating with the experiments. Extensive testing of cokes has since been done at the Fuel Research Institute using both the standard and the modified procedures. The numerous test results obtained during this trial period fully support and strengthen the confidence originally expressed by the authors in the modified testing procedure. The scope of the modified micum index determination has in the meantime been extended by applying the testing procedure also to test cokes made in the Institute's experimental coke ovens, and also in this case the modified procedure has proved its usefulness. A difficulty is that when comparing the characteristics of cokes made in the Institute's two experimental coke ovens with each other and with those of cokes made from similar blends in commercial coke ovens, for example those of Iscor, the index values obtained invariably do not check exactly due mainly to inherent differences between the different types of oven4. For instance, resistance to abrasion of a coke made in Iscor's ovens is always appreciably higher than that of a coke made from the same blend (and having a similar moisture content) in the experimental ovens. This makes direct comparisons and the prediction of quality to be expected from commercial products, based on experimental coke oven results, difficult. It may also be added that workers in Great Britain some years ago reported a similar experience5. In the authors' opinion the main reason for the discrepancy is the relatively low height of the experimental ovens resulting in a much lower static pressure on the charge during coking than that obtaining in a commercial oven. The difficulty was pointed out and briefly discussed in a publication4 which appeared at a time when the micum test for coke evaluation had only just been introduced at the Institute, so that only B.S. shatter and abrasion test results were available for discussion in the publication. Needless to say, the introduction of the micum test by no means solved nor even alleviated the problem. On numerous occasions during the past few years the Institute has had to conduct contract investigations in its experimental coke ovens on behalf of companies which invariably desired an indication of the quality of coke likely to be obtained from certain coals or blends when coked commercially, more particularly in Iscor's type of coke ovens. It was, therefore, essential to accumulate statistical data which would enabe the prediction to be readily made. Fortunately the compilation of comparative coke-quality index values for the three types of oven under consideration has become possible as a result of coking investigations conducted in co-operation with Iscor over a number of years. During this period Iscor, on numerous occasions, kindly made available to the Institute portions of coals and blends coked in the Corporation's coke ovens, thus enabling parallel coking tests to be carried out in the Institute's experimental ovens. In this way enough statistical data became available to establish relationships between coking results obtained in Iscor's ovens and results obtained on similar coal charges in the Institute's ovens. The most practical and acceptable method of overcoming the problems of finding a suitable and simple basis enabling direct comparison between the cokes of the different origins mentioned to be made, is the assignment of descriptive arbitrary quality ratings, as indicated below, to the cokes obtained, it being argued that the quality rating assigned to coke made from a given coal or blend in the different coke ovens under standardized conditions should be the same, irrespective of differences in the index values obtained when subjecting the cokes to the usual coke evaluation tests. The system, which should enable the sponsors of coking investigations in the Institute's experimental ovens to make their own interpretations of the results obtained, is explained below. ARBITRARY QUALITY CLASSIFICATION OF COKES The Ml0m index1 (percentage material smaller than 10 mm after the test) of a blast furnace coke is a measure of its tendency towards breeze formation during handling -a low value indicating a low tendency. This is generally of greater importance under ruling South African conditions, than the M'40 index1 (percentage material larger than 40 mm after the test), which can be regarded as a measure of resistance to shatter. In fact, if the M10m value of a coke as made in Iscor's ovens is higher than about 11, the tendency of the coke to form breeze during handling and in the blast furnace is relatively so high that hardly any notice need be taken of its M'40 value, even if this is comparatively high. For this reason, therefore, much more weight should normally be assigned to Ml0m indices in the quality evaluation of cokes made from South African coking coals and blends, as the coals

The science of soil mechanics is 100 years old, and rock mechanics is about 80 years old. While methods of analysis and design have been developed and have evolved over time, these are relatively young sciences. The rapid increases in computing power and new technologies have enabled more sophisticated modelling and monitoring. However, there are still many aspects of soil and rock mechanics that are not well understood. Geotechnical failures, which have major consequences, still occur. These consequences may include environmental damage, major production holdups and associated loss of revenue, damage to infrastructure, and loss of life. High-consequence events, which are rare, are more difficult to anticipate and to design for, because by their nature they involve extraordinary circumstances or conditions, often geological in nature. The risks are usually mitigated by conservative designs and monitoring. Detailed geotechnical investigations help us to understand the natural variability of soil and rock masses and identify unusual or unexpected conditions. Investigating and researching major geotechnical failures is essential to enable these unusual circumstances to be anticipated. In the past, severe unanticipated events may have been treated as natural events or ‘acts of God’. However, society now has much greater expectations and it is essential to have policies and procedures in place that enable appropriate management of these rare, high-consequence risks. A good example is the Global Industry Standard on Tailings Management (GISTM), which was introduced after the catastrophic dam collapse at Vale’s Corrego de Feijao mine in Brumadinho, Brazil. The address will explain the concepts of uncertainty and variability, and how they should be taken into account in geotechnical design. The challenges facing geotechnical engineers, mine owners, and managers will be discussed. referencing a number of real case studies.

The selection of open-pit slope angles involves high-value decisions with small changes in slope angle, often representing significant changes in net present value. The existing methods used to define design acceptance criteria have evolved from factor of safety to probability of failure (P[F]) to risk consequence to risk frontiers, which represents current state of the art. Current design acceptance measures are based on references to published tables representing the experience and judgement of their authors, who did not specify the purpose of the measures contained therein. As the purpose of the published design acceptance criteria is not specified (i.e., definite stability, marginal stability, optimization, etc.), such tables cannot be used to achieve optimum slope angles that maximize profitability. This paper develops a design acceptance criterion that maximizes profitability by defining a formulation for optimum risk that balances expected risk and reward. The model developed is titled the Mining Risk Model (MRM), and is applied to open-pit slope angle selection through an equation for optimum probability of downside (P[D]O) that balances the upside or opportunity, the P[F], and the downside impact. This formulation for optimum risk is unique, as many authors have presented objective functions for their risk models that can be optimized, but none of the sources reviewed contained a formulation for optimum risk. The MRM is sufficiently flexible to allow the design performance measure that drives P[F], and hence P[D]O, to be selected based on the intended goal. Furthermore, the essential information that must be known to quantify optimum risk is defined. This allows users to determine what information to collect for optimum risk decisions. A further benefit of the MRM is that slope angle decisions and pit shells can be ranked to select the best option, and a threshold is provided that separates acceptable from unacceptable decisions. Finally, the workflow and information required to determine optimum risk are presented.

A study of the arrangements for pulp discharge on pebble mills, and their influence on mill performance by A. H. MOKKEN, B.Sc. (Eng.) (Rand) (Fellow), G. K. I. BLENDULF, M.Sc. (London) (Member) Although used for many years in the gold-mining industry, the conventional pan lifter at the discharge end of a pebble mill has hindered attempts at optimization of speed of rotation and pulp flow. A theoretical approach to flow patterns in pan lifters has pointed to limitations in the capacity of these lifters, with capacity decreasing as speed of rotation is increased. Complete elimination of the pan lifter by the adoption of peripheral or end discharge has resulted in a marked increase in pulp flow and an improvement in power utilization. Assays of the gold content of pulp discharged after a mill stoppage from mills fitted with pan lifters show values well in excess of the current milled grade, which indicates an accumulation of gold particles in the mill and, therefore, a longer retention period. The same could apply to other heavy minerals and metals present in the ore feed or worn off mill linings and metallic grinding media. Examples are osmiridium, fine iron and iron alloys, and copper and sulphide minerals. This phenomenon is attributed to the higher specific gravities of these metals and minerals, causing them to migrate towards the mill shell, from which position they are not readily removed by the lifters at the discharge end of the mill. The close association of gold particles with iron and sulphide minerals in the crevices of mill liners might be conducive to the formation of coatings on the gold. Assays of samples of milled pulp taken from a mill designed for end discharge show a lower accumulation of gold. The accumulation and nature of these gold particles are being studied at present. With increasing diameters of pebble (or autogenous) mills, peripheral or end discharge appears to be the preferred method of pulp removal.

Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

"Biological cementation of the Mandena heavy mineral sand deposit in Madagascar was causing difficulty in dredge mining and hence in planning and control of production rates. An investigation was initiated to better evaluate the geotechnical properties of the orebody by defining the distribution and geotechnical properties of the cemented strata, in order to generate a site-specific geotechnical model for the deposit. The geotechnical characterization was developed by an integrated approach using several ground investigation techniques such as piezocone (CPTu) testing, geotechnical drilling, standard penetration testing (SPT), as well as laboratory testing. The final outcomes of the investigation included a 3D geotechnical model showing the distribution and extent of the cemented areas, as well as the typical geotechnical parameter ranges associated with each of the defined geotechnical units. The interpretations developed were incorporated into the mine and production planning to ultimately optimize operational planning and control.IntroductionQIT Madagascar Minerals (QMM) is a heavy mineral sand mining operation at Mandena, near Fort Dauphin in Madagascar. During the final planning and commissioning stages of the project, the need to fully characterize the unusual geotechnical conditions was identified and a geotechnical investigation became necessary.Nature of the problemDuring the commissioning phase it was found that mining production was being hampered by biologically cemented/indurated layers encountered within the sands. Closer inspection of the indurated horizons in the dredging face revealed that these layers contain a high loading of bacteria and fungi. It appears that the bacteria produce an extracellular (outside the cell) polysaccharide (i.e. sugar and carbon salts), which form a gelling biofilm to trap nutrients. There are a number of different bacteria. The fungi, on the other hand, produce a network of fibrous strands that bind the sand grains together. Thus both bacteria and fungi probably contribute to the ‘apparent cohesive’ strength or binding of the indurated sand (Lynn, 2008)."

Some of the parameters affecting the elution of gold from freshly loaded activated carbon using pure water as an eluant were studied. The procedure involved pretreatment of the gold-loaded activated carbon with a strong reagent of sodium cyanide and sodium hydroxide, followed by elution of the gold with water. Gold-loaded carbon obtained from three different sources was studied. It was shown that the elution temperature was the most critical parameter, and column operation at I !OCC (gauge pressure of 50 to 100 kPa) is suggested. The effects of variations in the concentration of sodium cyanide required for the pretreatment of loaded carbon and of variations in elution flowrate were also investigated. Both these parameters were found to have only a marginal effect on the efficiency of gold elution. The investigation also indicated that gold-elution rates were affected to a considerable degree by the particle size of the carbon concerned. Higher elution flowrates could be used when carbons of finer particle size were eluted. A modified eluate-collection procedure was also developed during the course of the investigation. Oven-drying of the loaded carbon was shown to have little or no effect on the efficiency of the subsequent gold elution. The calcium and silica contents of the various carbon samples were also determined. It was immediately evident that the calcium content was very considerable in the case of loaded carbons originating from carbon-in-pulp operations. Calcium concentration was particularly high where air agitation had been employed in the carbon-contacting circuit. To some degree, the calcium build-up explains the serious carbon fouling taking place, resulting in a decreased efficiency of gold adsorption. The fouling problem was found to be less severe when mechanical agitation was used. No poisoning by calcium carbonate was observed where the pregnant solution had been acidified before it was contacted with the carbon.

Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

In May of 1980, a mine operated by Belmoral Mines Ltd experienced a failed crown pillar, resulting in the death of eight miners and putting sixteen others in harm?s way. The Ferderber mine was located in the Val d?Or region of the province of Quebec in Canada, and had been under development for 19 months and production for 9 months, since the opening of the portal. The crown pillar separating the 1?7 level from overlying overburden ultimately failed, permitting an estimated 1.5 million cubic feet of liquefied sediment to gain entry into the mine. This paper back-analyses the cave-in by applying decision error theory, in an examination of the organizational culture and the collective decisions contributing to the cave-in disaster. A case will be made for a greater understanding of mining methodology, geomechanics and risk assessment when operating in such challenging geologic conditions. Boundary condition and decision (BCD) analysis will be introduced as an innovative new method for the analysis of mine accidents and incidents. It will also be shown that BCD analysis can be applied to any event in an enterprise for which standards, norms or legislation exists. A cognitive profile will be presented that provides insight into the safety ethos existing within the Ferderber mine organization at the time of the tragedy.

BHPBilliton is a large (US$32bn market capitalization) diversified mining group. Significant organic growth is planned through the development of a number of mining, processing and oil and gas projects, totalling some US$5.2bn over the next three years. The investment standards underpin the capital approval process, and incorporate the requirements for range and risk analysis of key input variables, including mineral resources. Public reporting codes for mineral resources and ore reserves (such as JORC) stipulate deterministic reporting of estimates, but are generally silent on any requirement for range or risk assessment, although they acknowledge the risk and uncertainty in the production of resource estimates. In contrast, public reporting of petroleum reserves allow for the use of either deterministic or probabilistic estimation, and for the latter, mandate the level of confidence required for proven versus probable reserves. Conditional simulation techniques, popular in the petroleum industry, provide an ideal tool forrange and risk assessment of the range of outcomes of key resource parameters, such as tonnagesand grades. Examples of a diamond deposit and of a porphyry copper deposit are presented. The understanding and quantification of mineral resource risk through a technique such as conditional simulation provides quantified information on the potential upside or downside.
