Now you know why there is concern about mine illumination. You have some idea about how the human eye works and about the problems of glare, peripheral vision, and accommodation. And you know that lighting in a mine presents special problems because of the dark surroundings and low reflectance. This chapter describes what can be done to improve conditions. This chapter begins with a short discussion about Federal Standards on mine lighting -- what they are and what is being done to carry them out. The chapter then describes different types of lamps that can be used for mine lighting, and discusses their advantages and disadvantages. Finally, the chapter lists some things that you can do personally to improve lighting, or can point out to others so that improvements can be made. The Federal Government is doing its part to improve mine lighting by establishing regulations. Lamp manufacturers are constantly studying new lamps to provide better equipment. And your company will do its part to comply with regulations. Better lights may not be here yet, but they will be soon. But in the end, you are the one who will be using the lights, and you are in the best position to see the improvements. You are also in the best position to see and tell others where further improve¬ments can be made.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. Overexposure to airborne respirable crystalline silica dust can cause disabling or fatal respiratory disease, and mine worker exposure to silica dust continues to be an ongoing occupational health concern. Exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern. On surface coal mine drills, bailing air flushes the cuttings out of the drill hole. Conveyor belting material is typically used to fabricate a shroud around the drill deck in an effort to contain the drill dust so that it can be captured by a collector. Dust leakage from the drill shroud is usually the worst dust source problem on most drills. The focus of this work is drill shroud dust leakage and the relationships of various drill parameters on this leakage. Experimental data were obtained and used in combination with dimensional analysis to establish these relationships. In general, it is found that airborne respirable dust (ARD) concentrations vary in a direct relationship with shroud leakage area and in an inverse relationship with drill deck cross sectional area and shroud height. This work expands the testing and dimensional analysis previously reported for collector/bailing air flow ratios ranging from 2:1 to 4:1 to include ratios approaching 1:1. A semi empirical mathematical model has been developed and expanded to describe ARD generation on surface coal mine drills. Geometric parameters included are drill deck height and cross sectional area, shroud leakage associated with the deck shroud, and the operational parameters of bailing airflow and dust collector airflow. The relationships can be described by logarithmic functions and yield predictive ARD values, which fall in the range measured on operating drills for collector/bailing air flow ratios greater than 2. However, at values of collector/bailing air flow ratios of approximately 1.1, the amount of ARD shows minimal response, if any, to drill deck shroud improvements that do not result in near perfect seals. This is a condition that can occur in actual operation and is a substantially different result than previously expected and reported. Application of these results should provide mine operators with sufficient information to determine (1) the relative magnitude of their dust emissions, (2) where they should focus their efforts to reduce ARD emissions and (3) the improvement they could reasonably expect to achieve. Given that exposures of surface coal mine rock drillers to respirable crystalline silica are of particular concern, substantial reductions of airborne silica dust during drilling may be estimated and achieved through use of the analysis presented. GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

"Reports are sometimes heard of one ill effects of pneumatic tools on the hands of workmen. In consequence of such reports, Dr. Francis M. Barnes, Jr., M..D. of St. Louis, Missouri, was retained by the operators to make an investigation of conditions in the Bedford, Indiana, region, and the result of this investigation was published the Journal of the Missouri State Medical Association, Volume 16, February 1919. A brief review of this report may be of interest to all users of pneumatic tools, or operators of plants where such tools are employed.The investigation was made during December 1917, and involved an examination of general working conditions, and a careful physical examination of stoneworkers who had long used pneumatic tools. As the Bedford district is the most important structural limestone producing center in the country, the results of this investigation may be regarded as fairly conclusive as to the general effect of pneumatic tools on limestone workers."

The Bureau of Mines is collecting and analyzing representative samples of crude petroleum from all the producing fields in the United States , and the results are being published in a series of reports that are preliminary to the issue of a bulletin covering the entire survey . The bureau has recently completed a survey of crude oils from the Kansas district . In all 27 samples were collected and analyzed , under the direction of A. W. Ambrose , chief petroleum technologist of the Bureau. Valuable assistance was received through the cooperation of oil companies operating in the State , especially the Prairie Pipe Line Co. , and the Empire Pipe Line Co. The present report issued as Serial 2322 , on the Kansas crudes , forms the fifth of the series . Of the four previous papers , the first ( No. 2202 ) deals with crudes from the Eastern fields of the United States , the second ( No. 2235 ) with crudes from the Rocky Mountain district , the third ( No. 2290) gives additional data , cn viscosities and pour tests , for the crudes from these two fields , and the fourth ( No. 2293 ) covers the fields of northern Texas , northern Louisiana , and Arkansas . The details of the methods of collecting samples , making laboratory tests and interpreting results , have been discussed in these earlier reports . It has also been pointed out that the only adequate method of interpreting analyses of crude oils is to compare the individual reports with the analysis of some crude oil that is familiar to the operator . For this reason , no comprehensive discussion of the results of the Kansas survey is attempted, although some general statements may be made .

"Inhalation of crystalline silica is associated with a biphasic biologic response of acute cell injury and chronic pulmonary fibrosis. Dust induced cell membrane injury leading to the release of lysosomal enzymes and cell death has been implicated as the initial important biologic event triggering the fibrosis. However, it ls also possible other biologic reactions could alternatively, or in addition to these enzyme related cytotoxicity reactions, alter the normal functioning of cells. It is well known that phagocytic activation results in the production of oxygen radicals which are highly cytotoxic to cells. In healthy - lung, protection against the toxic effects of the normal balanced ·biologic reactions are provided by a number of defen1e systems including antioxidants. In disease or condition of overproduction of oxygen radicals, biochemical protection may be overwhelmed with resultant cellular injury.Our recent observations have shown that reactive oxygen radicals (ROR) are generated during grinding of crystalline silica. We hypothesized that these newly generated RORs may cause cell injury, lipid peroxidation, or even damage to macromolecules such as DHA. Biochemical aberrations caused by the inhalation of crystalline silica with ROR at occupational settings might overwhelm cellular and antioxidant defense systems of the lung leading to injury and subsequent fibrosis.To test this hypothesis, we have investigated the generation and decay of ROR produced by crystalline silica using electron spin resonance (ESR) and investigated its toxicity with conventional biologic tests at various time intervals after grinding. We also studied the decay of these newly generated RORs in buffer and the effect of antioxidants and scavengers in the abolition of cellular damages."

This field study evaluated a newer and older dozer at a construction site. Both dozers performed similar activities in the same location within the construction site. Two operators participated in this study. One operator used the older equipment and the other operator used the newer equipment. Jolting and jarring measurements were taken at the seat/operator interface and at the floor of the cab. The result of this field study indicates that the newer dozer was better than the older dozer.

Case 1: A driller-helper was pulling a winch cable toward a stack of drill steel when the cable contacted a 12,000-volt power line. The helper was killed, and the driller at the rig controls was severely injured. [ ] Case 2: A crew was preparing to remove a pump from a well when the hoist boom contacted a 4160-volt power line. The hoist operator was electrocuted. [ ]

Mining provides a large part of the energy and raw materials that feed this Nation's economy. Copper pipe, concrete, and window glass serve as well known examples of the reliance on minerals in modern society. Less appreciated, but as important, are the hundreds of mined commodities that are an integral and necessary part of everyday products, ranging from medicines and computers to carpet and paper. Coal is a major portion of the country's energy mix today, as it will likely continue to be in a future hydrogen-based economy. The domestic mining industry also provides strategic minerals that are important for the Nation's security. The processes to recover these mineral commodities are among the most demanding and complex in an industrial society, and this inherently dangerous industry has historically had the highest risks of fatality and injury. The mining industry has been undergoing some trying and challenging times because of the recent mine disasters in the coal fields. These events have been alarming in light of the strong and encouraging safety record that has characterized mining in the United States for most of the past decade. While mining communities deal with their grief, mine operators, government regulators, and other safety personnel, set about trying to determine why these fatalities occurred. Subsequently, the mining industry is currently experiencing changes in legislation at an unusually rapid pace. The most recent regulatory changes are the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) and the temporary emergency standard for mine seals. The new mine safety laws call on the nation's mines to adopt certain procedures and safety technologies immediately, or as soon as they become commercially available. Putting all the provisions in place from these new laws is a major undertaking, and will necessitate strong collaborations and partnerships among mine operators, manufacturers, regulatory and research agencies, labor unions, and community groups. It is against this background that Prevention through Design (PtD) components for the Mining Sector are recommended.

"The manufacture of asbestos paper began commercially about 40 years age but its principal development has taken place during the past twenty-five years. The asbestos used by the ancients, termed amiantus by Pliny was used for winding sheets, tablecloths and other fabrics. It was probably chrysotile fiber and was a woven and not a felted product, and there¬fore is not to be confused with asbestos paper. There are, however, some early references to paper manufacture that are of interest. Pontoppidian, Bishop of Bergen, in his Natural History of Norway, published in 1750, refers to paper made from asbestos found in the parish of Waldens. He states that this paper did not burn when thrown in the fire, but the writing on it totally disappeared. This indicates that the primary ob¬ject was to obtain an indestructible writing paper. About 100 years later, further efforts were made with the same object in view. In 1853, a patent was issued for a process of making paper from a mixture of asbestos and alum. Many experiments were made to manufacture suitable asbestos printing paper. Some such papers contained only about one-third asbestos, the remainder being of combustible material. Such papers would burn, but would leave a white residue which retained its shape and preserved the written characters. On account of the difficulty of obtaining a smooth and even surface, and the tendency for the material to absorb ink like blotting paper, asbestos paper is not well adapted for writing or printing purposes. Other early uses of asbestos paper were for ornamental wall-paper and carpet linings. None of the uses mentioned above have developed to anything of importance in a practical way, but the manufacture of asbestos paper has become a very important industry, and it has found extensive uses in ways that were never dreamed of by the early investigators.It is recorded that the first sheet of asbestos paper made in America was manufactured in 1876 by John Roberts & Son Company, in a mill near Waltham, Mass. The material first used was a long-fibered amphibole asbestos from Italy. About three years later, Canadian fiber was introduced and proved to be very satisfactory. The shorter grades of fiber which would otherwise be wasted were used for the manufacture of paper and board. For several years, the product of this mill was sold through Rice Kendall of Boston, Mass. From 1881 to 1900, the H. W. Johns Company, of New York, took the entire product which was 30C to 700 tons per year. The latter company built their own asbestos paper mill at Brooklyn in 1900. Keasbey & Mattison Company, of Ambler, Pennsylvania, began to manufacture in 1897. Other early manufacturers were: the Asbestos Paper Company, at Baldwinsville, Mass„ and Mr. B. S. Binney, at Shirley, Mass. The number of manufacturers gradually increased until at present asbestos paper is manufactured by the following ten companies:"

"INTRODUCTIONMany of the facilities and much of the equipment available to the Generic Mineral Technology Center for Respirable Dust are highly specialized and therefore, unique to the universities associated with the Center as illustrated in FIGURES 30 through 39.For example, a sample bank of 1300 U.S. coal specimens housed in the Coal Research Section, Deike Building of The Pennsylvania State University has been characterized for physical, elemental, mineralogical and maceral compositions. The results of this research have been used to initiate a study of the relationship between pneumoconioses and coal properties. Selected samples from this bank have been used in animal (primate) studies at the Milton S. Hershey (Penn State) and West Virginia University Medical Centers. These laboratory facilities for research in the medical and biological disciplines is state-of-the-art and includes a primate colony where dust research is currently underway. The Materials Research Laboratory and the Rock Mechanics Laboratory at PSU, and the Mechanical Systems Design and Control Laboratory, the Rock Mechanics Laboratory and the Mine Electronic System Laboratory at WVU are equipped for fundamental research on dust generation and characterization. While the majority of respirable dust research projects fall into these two categories, dust generation and characterization and interaction of dust and lung, there are other laboratory facilities available to the Center which are unparalleled in the type of equipment and expert personnel that they contribute to the program. The Mine Particle Laboratory located at the University of Minnesota and the Diesel Engine Laboratory at Michigan Technological University are examples. They house equipment and instrumentation that is unique to these facilities. much of it having been developed specifically for dust research by the research scientists there. The dust collection equipment and the fine particles measurement, characterization and analysis apparatus are essential to research in the areas of dust collection, particle characterization and diesel particulates. In addition to university laboratories, the research facilities of the National Institute for Occupational Safety and Health (NIOSH) are available to the Center through its relationship With West Virginia University."

Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

The results from the sound level measurements, the dosimeter recordings and the time-activity studies on four different air-rotary rigs indicate a wide variation of operator noise exposure during hole development. These variations appear to be dependent on the cab design and the operator?s drilling behavior. Studies have documented that exposure to high sound levels for long periods of time can cause hearing loss. The results of this study help identify the loudest parts of the drilling cycle. Sound level measurements on the four rigs show that all the rigs generate sound levels that are 90 A-weighted decibels (dB(A)) and above within 6 feet around the rigs during drilling. It is easy to conclude that some type of noise protection, such as a cab, is needed to protect the operator from overexposure to noise for an eight-hour shift of uninterrupted drilling. However, even when rigs are outfitted with cabs, operators observed in this study are being exposed to sound levels above 90 dB(A) during some activities required to complete a drilling cycle. An evaluation and comparison of the four dosimeter recordings and time-activity studies during one drilling cycle may explain why variations in operator exposure occur. Table 1 summarizes the time-weighted average (TWA) and accumulated dose percentages for each of the four operators during the time needed to complete one typical hole cycle.

"Putting safety over , " using the accepted meaning of the word " Safety " as the elimination of personal injury , resolves itself into the prevention or disassociation of a combination of two distinct circumstances . Opportunity for accidents is afforded by conditions that are likely to cause injuries , but such injuries are effected only when the human body is placed in a position to be injured . As will be discussed later , in mining , as in most other industries , the degree of safety experienced depends upon the disassociation of these two circumstances , first , by making working conditions as free from hazards as possible , thus affording the minimum opportunity for accidents to occur , and secondly , the training of employees to recognize dangerous conditions and adopt measures to protect themselves and their fellow employees against injury . The responsibility for preventing accidents rests upon every person employed in an industry from the directing head down through the individual workers , and the safety of that industry will be proportionate to the extent that each member appreciates and accepts his individual responsibility . Hence , safety becomes decidedly a personal equation . Whether the personal equation will be so applied as to result in the greatest freedom from accidents , however , depends largely upon the initiative of those directing the industry . Putting safety over in a small mine presents the personal equation in a more intensified manner than the same endeavor in a large mine . Large mines , owing to their size and financial standing, can usually main ta in and support an effective safety organization with one or more directors who devote all their time to the supervision of safety work . Most small mines with a limited number of employees and limited capital can not afford and are not justified in supporting a paid safety organization , and must depend upon the close cooperation of their working force in maintaining safe working conditions . On the other hand , if proper supervision is exercised the small mine has in some respects advantages not afforded by the large mine . The limited workings in a small mine should afford less opportunities for dangerous conditions to arise and permits more frequent inspection of the entire mine . The small working force permits more latitude in the selection of employees known or believed to be either safe workers or amenable to safety educational work. Likewise , a small working force facilitates the carrying on of safety educational work and allows a closer personal contact between the superintendent and his employees .
