The Bureau of Mines made laboratory batch and small-scale continuous flotation tests of a sample of pegmatite rock from a deposit of the Lithium Corporation of America, Inc., near Kings Mountain, N.C., to determine the feasibility of producing commercial-grade spodumene concentrates. Various reagents and flotation procedures were tested to determine the optimum conditions for floating the spodumene and retarding the gangue minerals. The best results were obtained when sodium fluoride and lignin sulfonate were used as the pulp conditioner and oleic acid was used as the spodumene collector. The continuous flotation tests indicated that commercial-grade. spodumene concentrates analyzing 6.4 pct. Li2O could be produced with recovery of 77 pct. of the lithia in the ore.

This paper describes a focus of work presently being conducted at the Rock Mechanics Research Group at the University of British Columbia. The underhand method under consolidated fill ensures a high recovery under an engineered back that is comprised of cemented rock fill and/or cemented paste fill. This method of mining is generally necessary either due to a weak rock mass comprising the immediate back and/or high induced back stresses. A major concern in the design of sill mats is the loading and strengths associated with the overlying sill mat. This paper reviews past practice coupled with present observations and measurements from over ten (10) mines throughout North America. It outlines areas of concern in terms of design requirements.

The Bureau of Mines has developed a simple titration technique for determining the points of zero charge (PZC) on minerals. The technique consists of titrating a mineral slurry with the potassium salt of polyvinyl sulfuric acid (PVSK) in the presence of an indicatory dye and a positively charged polymer. Values obtained by this simple method are in good agreement with values found in the literature.

The high price of pollucite ore, its limited availability, and the need to provide stack removal of S02 present formidable obstacles to the use of pure cesium as a seeding material in MHD power generation. Cost estimates indicate that mixed potassium-cesium seeding is preferable to the use of either pure cesium or pure potassium. Cheaper electricity and higher open-cycle MHD operating efficiencies result from the use of mixed seed. Savings of $3,000,000 per year in power costs for a 1,000-MWE open-cycle MHD power-plant are envisioned if the mixed seeding technique is adopted.

At the main experiment station of the U. S. Bureau of Mines , situated in Pittsburgh, Pa . , three phases of its work in behalf of the safety of the coal miner are the establishment of permissible explosives for use in gaseous and dusty mines , the development of electrical equipment that can be used with safety in mines of this character , and improvement in the safety of mechanical devices used in and about the mines . Also That these efforts are beginning to have a cumulative effect in lives. saved is evident from the fatality statistics of the industry . Although nearly 80,000 more men are employed in coal mining than ten years ago and much more coal is mined , the fatalities each year are considerably less than ten years ago . the amount of coal mined in a year for each life lost has risen between 60,000 and 70,000 tons . In 1909 , the year before the Bureau was created , the production of coal for each life lost was 174,416 tons . In 1920 , the production for each life lost was 285,000 tons .

The U. S. Bureau of Mines conducted an investigation to determine the cause of the deterioration of Portland cement during storage and transportation , and to discover a means of preventing it . All available printed sources of information on this subject have been examined and a bibliography has been compiled . The subject has also been discussed with the leaders in the cement industry ; the present report is the result of their cooperation , and is based principally on information thus obtained . Deterioration of Portland cement during storage over any considerable period of time has long been noted ; closely related to it is deterioration of cement during transportation, which involves not only the time factor of storage but also exposure to varied climatic conditions . Deterioration in both cases is due to hydration of the cement by absorption of moisture from a humid atmosphere , or by exposure to actual rain-fall . After hydration cement possesses no cohesive power ; the degree of deterioration is directly proportional to the degree of hydration . The amount of deterioration of Portland cement during storage has been accurately determined in an investigation by the Structural Materials Research Laboratory , in cooperation with the Portland Cement Association . Cement stored in a shed in cloth sacks retained 80 per cent of its original strength after three months storage ; 71 per cent after six months ; 61 per cent after one year ; and 40 per cent after two years . The deterioration of Portland cement during storage and transportation was noted particularly in France during the World War . Information concerning cement used by the American Expeditionary Forces was furnished by Lt. Col. H. S. Spackman and Major E. C. Eckel , U. S. R. , who had charge of practically all matters concerning cement used by the A. E. F. The cement used by the A. E. F. came from the following sources : 42,000 tons was French , Swiss , and Spanish cements ; 120,000 tons was English cement ; 55,000 tons made in plants operated by the A.E.F .; 500 tons ( Not over) from America . Deterioration was most marked in cement from the first source .

The Bureau of Labor Statistics (BLS) classifies hearing loss as a separate illness category. Hearing loss accounted for 11% of all illnesses in 2005 (U.S. Department of Labor Bureau of Labor Statistics, 2006a). According to occupational data for coal mining provided by the Mine Safety and Health Administration (MSHA) from 2000 to 2005, operators that exceeded 100% noise dosage were from only seven types of machines: auger miners, bulldozers, continuous mining machines, front end loaders, roof bolters, shuttle cars (electric) and trucks (Title 30 CFR Part 62, 2000-2005). Roof bolting machine operators rank second among all underground machine operators that exceed 100% noise dose. Data on health-related illnesses and disease in the mining industry are scarce, and information on rates and costs is not readily available. Substantial amounts of research are being directed to addressing these issues, including work at the National Institute for Occupational Safety and Health’s (NIOSH) mining health and safety laboratories in Spokane and Pitts-burgh. This paper briefly discusses the current status of some miner health-related issues, including those involving coal dust, silica dust, diesel particulate matter, asbestos, noise, lead, welding fumes, and skin disorders, as well as research and other activities aimed at protecting miners from occupational illnesses and disease.

Many different types of mobile equipment used in surface coal mining utilize enclosed cabs to protect equipment operators. The overburden removal process is extremely dusty and can cause excessive exposure to respirable dust, especially crystalline silica. After equipment is used for years, many components of the enclosure deteriorate and its effectiveness is greatly reduced. This report discusses a cooperative research study performed on an Ingersoll Rand DM45E surface drill, retrofitted with a new Sigma pressurization and filtration system. Respirable dust concentrations were substantially reduced from 0.64 mg/m3 during pre-testing to 0.05 mg/m3 during post-testing with the new system, representing a 92% reduction in dust levels in the drill cab. This new system appears to be a very well-built and sturdy device, well-suited for the mining industry.

Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. Maintaining ground stability in the gate roads, particularly the tailgate, has always been critical to the success of longwall mining, both in terms of safety and productivity. Several new support technologies have been developed in recent years to replace conventional wood and concrete cribbing for secondary roof support. Since their performance characteristics are unique, the best practices that have been developed with conventional wood cribbing may not be applicable for these alternative support technologies. Therefore, with so many options to consider and the importance of achieving adequate ground control at minimal cost, the trial and error approach to longwall gate road support is no longer prudent. This paper discusses a design methodology for standing secondary tailgate supports. This design technique requires in-mine measurements of tailgate support loading and convergence to establish a tailgate ground, reaction behavior based on the support and strata interaction. The methodology uses the performance characteristics generated in the National Institute of Occupational Safety and Health (MOSH) Mine Roof Simulator (MRS) to match the stiffness and load characteristics of various supports to the measured ground reaction behavior. It can be used to determine the appropriate -- application of alternative roof support systems or to design in- mine trials such that a fair and equitable comparison of different support systems can be made. A case study if the methodology at a western Pennsylvania mine site is presented in the paper, including a comparison of four alternative support technologies to conventional wood and concrete cribbing historically used at this particular mine.

The National Institute for Occupational Safety and Health (NIOSH) has recognized that Noise-Induced Hearing Loss (NIHL) is the most common occupational illness in the United States. The use of heavy equipment, the drilling of rock, and the confined work environment are some of the factors that contribute to high levels of noise exposure to workers in the mining industry. Every day 80% of the nation’s miners go to work in an environment where the time weighted average (TWA) exceeds 85 dBA. Moreover, 25% of the miners are exposed to a TWA noise level that exceeds 90 dBA, the Permissible Exposure Limit (PEL). Furthermore, a NIOSH analysis of a large sample of audiograms showed that at age 50 approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment. By contrast, only 10% of the non-occupational-noise exposed population has a hearing impairment at age 50 (Franks, 1997) (Stephenson, 1998). Simply stated, the majority of miners have a hearing loss by the time they retire. While NIHL is the most common occupational disease in this country, this problem is especially acute among workers in the mining industry. There are several barriers to reducing NIHL in the mining industry. These include: gaps in knowledge of noise dose/source relationships, the unavailability of effective noise controls, and needs for worker education and worker empowerment. A related issue is the difficulty of communication in noisy workplaces by both hearing impaired and normal hearing workers. The Pittsburgh Research Laboratory (PRL) at NIOSH has strategically developed a hearing loss prevention program for overcoming these respective barriers in an attempt to reduce NIHL in the mining industry. This paper provides an overview of the research program being conducted at the PRL.

We performed bronchoscopy with bronchoalveolar lavage (BAL) in 8 control subjects with no exposure to occupational dusts, 8 healthy power plant workers exposed to mixed dusts (primarily fly ash), 1 healthy coal miner and 1 rock driller with acute silicosis. All subjects were non-smoking males. We analyzed lavage effluents for total numbers of alveolar macrophages, lymphocytes and neutrophils and monitored chemiluminescence at rest (REST CL) and after stimulation with 3x10- M phorbol-12-myristate-13-acetate (PMA CL) or 2 mg/ml zymosan (ZYM CL). A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.
