This longitudinal field study was designed to encourage Appalachian coal miners in West Virginia and Pennsylvania to engage in hearing-protection behaviors. Method: Participants were mailed postcards that featured either a positive, negative, or neutral message on the outside of the postcard and a message encouraging hearing protection behaviors on the inside. The first posttest measurement of the effectiveness of the persuasive messages was conducted about a week after the postcards were mailed. The delayed posttest measurement was conducted six weeks later. Results: Responses from 307 coal miners revealed that the positive or neutral messages generated significantly more self-reported hearing protection behaviors than the negative message. Identical results were obtained in a delayed posttest assessment of miners' self-reported hearing protection behaviors. The positive message was also more effective than either the neutral or negative message in preventing defensive mechanisms from emerging over time. Impact on Industry: Positive and neutral messages were convincingly more than negative messages in facilitating self-reported hearing protection behaviors among coal miners. Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau's direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. Provide means for rapidly re-establishing ventilation control in metal mines after blasting, for emergency applications, and for routine temporary use. Approach Two quickly-installed, parachute-like stoppings have been developed and tested by the Bureau's Pittsburgh Mining and Safety Research Center. How the Parachute Stopping Works The parachute stopping can be fastened to an existing anchor point, opened, and effectively block the air flow, in less than two minutes. Because the parachute stopping tends to be self-scaling, its performance is generally better than that of conventional fabric stopping. However, the periphery of the parachute stopping must be longer than the periphery of the mine opening, Figure 1 shows the parachute stopping deployed in a mine entry. To reduce leakage during routine use, the cloth at the periphery of the parachute stopping can be adjusted and then anchored at several points as necessary. This extra adjustment can also be done after the initial installation during mine rescue or mine recovery.

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. This report describes magnetic field measurements in the Helvetia Coal Co. Lucene #8 Mine for purposes of deriving a mapping of the magnetic field strength covering the major haulageways which contain conductors. The measurements were performed by Terry S. Cory, P.E. under U.S. Bureau of Mines purchase order P0372716. Assisting in performance of the measurements were personnel from the Bureau of Mines, PMSRC, and Helvetia Coal Co. Acknowledgement is given to Engineer Tom Strong of Helvetia Coal Co. who accompanied the measurement team and who lended support in performing the measurements and in supplying valuable engineering information for use in evaluation of the results. The results of the testing at medium frequency show that coverage of the entire mine area containing conductors can be achieved employing wireless radio techniques whereby radio signals are coupled into and are carried by these conductors. These results confirm earlier qualitative testing of the Collins Mine Wireless Radios in this mine. These results, performed over the frequency range 71-2890 KHz, illustrate the effect of frequency on the radio propagation with the conclusion that the best overall coverage is obtained at frequencies approximating 1000 KHz. This report presents all the raw data and the reduced data in the form of magnetic field strength contour maps. Sufficient information is provided to enable independent reduction of the data. A summary of observations which can be made directly from the contour maps is given.

The U.S. Bureau of Mines is developing a process for removing metals from mining and mineral processing waste streams by precipitation. The precipitation process is accelerated by flocculation when a high molecular weight polymer is added. Infrared (IR) studies were performed on zinc hydroxide [Zn(OH);J, copper hydroxide [Cu(OH);J, and zinc sulfide (ZnS) flocculated with both non ionic and anionic polyacrylamide (PAM) and polyethylene oxide (PEO). The IR data were compared with general trends in the performance of the polymers observed during flocculation. These studies will help to understand the bonding between the precipitate and polymer and indicate the effectiveness of a flocculant for dewatering. Two types of bands showed up on the IR spectra; one type described the interlayer water of the flocs, the other described the organic bonds of the polymers. A general decrease in the areas of the three water bands, hydroxyl (O-H) stretching (3,200-3,500 cm-1), water bending (1,610-1,630 cm-1), and torsional oscillations (600-700 cm-1), indicate interlayer water being driven off, which is a favorable condition in flocculation. Shifts in the O-H stretching band indicate water bridging between the precipitate and polymer. Shifts in the amine (N-H) deformation, carbon-nitrogen (C-N) stretch band (1,600-1,610 cm-1) indicate the amine group of the PAM is involved in the bonding. Evidence suggests that ether oxygen of PEO is also involved in the bonding process.

Estimate costs for projected uranium in-situ mining operations. Approach Develop a computer model and an associated data base which will allow users to supply data applicable to a specific mining site in order to estimate total capital and operating costs for a potential in-situ mining operation at the site. How the Model Works The model requires a minimal amount of input from the user. The data input must be known or estimated information about a potential in-situ mining operation. The user can also supply any additional project specifications. The computer model uses a process-engineering approach and determines through a discounted cash flow analysis the total capital and operating costs for the life of the project. This time-span measures from the start of the pilot-scale operation through to the site's restoration and reclamation. The model will determine the production cost per pound of material mined subject to the rate of return identified by the user. Conversely, it will also solve for the rate of return realized for the specific sales price per pound. [ ] Currently the model's data base can tai ns costs, rates, and specifications for Texas and Wyoming, the only states where commercial uranium in-situ mining is being conducted. However, this model can be used by anyone who is conducting in-situ leaching or who plans to leach uranium in-situ. At least part of any uranium deposit has a potential for in-situ mining.

In connection with the approval of coal-cutting machines for service in gaseous mines , the engineers of the Bureau of Mines have been somewhat concerned as to the type of trailing cables that could safely be used on permissible outfits . While no final action has been taken on this question ( tentative approvals having been granted pending investigations ) , the Bureau has been endeavoring to collect data and information on this question which would permit a fair , yet safe , ruling to be made . For this purpose cooperative arrangements were made with three coal companies to visit certain of their mines , making inspections inside the mines to observe the cables and cutting machines in operation . In all , twenty mines were visited . A questionnaire covering the operations of trailing cables was filled out at each of these mines . In a few instances no personal inspection was made , the information being supplied by mine officials after conferences with the Bureau's engineer . At other mines the information given by mine officials was supplemented by personal observation inside the mines , usually at a time when the cutting machines were in operation .

The gas chromatographic method, devised by the Bureau of Mines for analyzing routine mine air samples, was compared with the infrared method used for confirmatory determination of methane in mine air. While maintaining the specificity of the infrared method for methane determination, the gas chromatographic method is more precise, much more rapidly performed, and more convenient.

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

Reduce exposure of longwall face workers to respirable dust generated during the advancement of roof supports. Approach Identify and implement current water-application and improved support-movement practices used to lower support-generated dust. Defining the Problem Bureau studies have shown that on some longwall faces support dust can contribute over 30 percent of the respirable dust exposure of face workers. Conditions contributing to high levels of respirable dust generation during support movement are: depth of cover greater than 1,000 ft; immediate roof consisting of coal top or friable shales; and face-air velocities in excess of 500 fpm. Moreover, at most longwalls, supports are advanced on the intake-air side of the shearer as it travels with the airflow. This places the shearer operators, and in many cases the support movers, downwind of support advance, thus increasing their respirable dust exposures.

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

The law now in effect (January 30, 1931) in the Netherlands with respect to the prospecting for and the developing of minerals is regulated by , or based upon , the French Act of April 21 , 1810 , "Concernant les mines , les minières et les carrières ( Bulletin des Lois No. 285) . " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

There is outlined below the essential facts brought out in an investigation into the causes for emulsion difficulties as experienced at many water gas plants . The investigation was conducted under a cooperative agreement between the University of Illinois Engineering Experiment Station , the Illinois State Geological Survey , and the U. S. Bureau of Mines . Funds of the Illinois Gas Association were used to defray a part of the costs . Active assistance was rendered by the Peoples Gas Light and Coke Company , of Chicago , who furnished a laboratory at Chicago for conducting the experiments , and loaned the services of Mr. E. A. Thiele to help with the laboratory work . A full report on the results of this work will be published by the Bureau of Mines later but it is believed desirable to bring the principal results now to the attention of the industry . In almost every gas plant where carbureted water gas is made , some difficulty is experienced , at one time or another , in separating the tar fran the water that condenses from the gas . The fact that annoyance from this source is ever present in some plants , and seldom present in others , leads to the belief that certain operating variables have considerable to do with the formation of difficulty separable tarwater emulsions . Accordingly , when samples of tar were collected for laboratory study , the operating conditions and methods were simultaneously observed and recorded.

To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

The health and financial costs of cumulative injuries are plaguing the mining industry. Industry leaders are concentrating on reducing the risk of injury to their workers through design and redesign of work environments. While ergonomics is not a currently regulated field, many mines are realizing that the only way to tackle their most costly injuries, cumulative injuries, is to make the proactive choice to understand those injuries, their root causes and to make workplace changes to prevent them from occurring. Reduction of these injuries not only improves the health and morale of the workers but increases productivity and profit for the companies. Knowledge and reporting of ergonomic risk factors by employees and ergonomics committees is key to these changes and to the reduction of cumulative injuries. NIOSH is developing strong relationships with industry associations and equipment manufacturers to leverage their communication abilities to transfer knowledge to their customers and make a difference in the health and safety of U.S. miners. The benefits of a formalized approach to reducing these injuries along with examples will be presented.

Pennsylvania anthracite coal is almost universally recognized to be the solid fuel best suited for domestic use when cleanliness , convenience and cost are considered . At various times and in various localities , however, conditions so affect the supply that it becomes insufficient or is too high in price and recourse must be had to other fuels as substitutes . In practically every district in the United States where anthracite has been the common domestic fuel , some other fuel is available as a substitute . In even the most severe climates such fuels are used either as emergency substitutes for anthracite , or as the ordinary domestic fuel . There may be some drawback to the use of such fuel , such as the need of more frequent attention to the furnace , smoke , soot and dust , in the case of solid fuels lower in price than anthracite , but these inconveniences must be accepted as necessary accompaniments to a decreased fuel bill . The cleanliness and ease of handling anthracite in the house must be considered in the light of a luxury and a higher cost of heating with this fuel must be expected . That a growing number of people are willing to pay for such added convenience is evident from the increasing mumber of heating installations using oil , gas and electricity , all of which are more convenient and usually more expensive even than anthracite .

Background Investigators collaborated to develop a new training module that would address the hazards of working around highwalls. Such a module would be applicable to surface mines and road construction sites, both of which require personnel to work under and on top of steep and often unstable slopes.

The Bureau of Mines investigated the use of preheated coal in carbonization operations. Liquor yields and coking times were reduced, coke quality was improved, and smokeless pipeline charging to coke ovens should eliminate a serious source of pollution.
