SUMMARY The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactc rely demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No. 1 Mine in Grant Town, West Virginia. The remote sealing consists of: (1) A sonar initial probing system which can operate satisfactorily even in the presence of dense smoke. The system is capable of determining both the local passageway geometry, identifying the presence of cribs and other obstructions, and the position of the borehole in the mine passage. (2) A mine sealing material system which utilizes fly ash for making the complete seal or as a bulk filler in conjunction with a urethane, froth foam, seal topping system. The choice of using fly ash alone or fly ash with foam topping depends on a number of factors, such as quality of seal desired, time available per seal, depth of borehole, passageway geometry, and water holding require¬ment. As part of its efforts to maximize resource recovery, the Bureau of Mines conducted studies to recover valuable byproducts from Western phosphate beneficiation tailings. Potential byproducts include phosphorus, vanadium, and uranium. The objective was to determine roasting and leaching conditions for maximum dissolution of vanadium from tailings containing approximately 13 pct P205 and 0.23 pct V. Sulfuric acid leaching tests were conducted with the tailings either as a dilute suspension dried, or in a roasted condition with or without NaCl added during roasting. More than 90 pct of the vanadium was dissolved by roasting at 850° C for 120 min with 8-pct NaCl and leaching at 75°C for 120 min with an excess of 2N H2S04, By roasting without NaCl and avoiding the difficulties of the chloride impurity, nearly 80-pct vanadium dissolution was achieved with an 800° C roast for 180 min. Quadratic regression equations were derived to relate vanadium dissolution to roasting and leaching conditions.

"INTRODUCTION Industry, including coal mining, has come to realize that to prevent accidents the human element must be given more consideration than was customary in the past. In formulating safety rules and regulations and in the enactment of laws governing mining, too often enforcement is emphasized rather than the means of gaining willing compliance.' The purpose of this paper is to call attention to the human side of accident prevention, and the approach to this important and much-discussed subject will deviate somewhat from the usual discussions.The human being is a complex mechanism, both physically and mentally. It is difficult to establish a common denominator for the actions of humans, except in general. In establishing mining laws, rules, regulations, and standards, the ultimate objective should be to gain the best possible response of workmen, so that optimum results in accident prevention may be obtained. The complexity of human beings is apparent when the many ways 1n which they differ are considered. Some of these differences are manifested in emotional and phlegmatic types, degrees of intellect or native intelligence; and in hopes, desires, aspirations, and philosophies of life. How much simpler ac¬cident prevention would be if the response to laws, rules, regulations, or standards were equivalent to the definite movements of puppets responding to pulls on strings. Each time, the strings are pulled in exactly the same way, the puppets will respond in exactly the same manner. Human beings, although having many similar characteristics, do not respond uniformly to identical ""string-pulling""; therefore, much study is necessary before the desired re¬sponses can be obtained. To achieve the ultimate in accident prevention, it must be ""worked at"" constantly. Regardless of the adequacy of safety laws, rules, regulations, or standards, good accident records will not ""roll in"" if dude consideration is not given to the personal traits of those most likely to be involved in accidents."

Roof falls continue to be the greatest single safety hazard faced by underground coal miners. During 1996-99, 44 coal miners lost their lives in rock falls, and nearly 2,400 were injured. In addition, nearly 6,000 noninjury roof collapses were reported. Roof supports are installed to protect the miners, but support system failures contributed to most of these incidents. Reducing the terrible toll taken by ground falls continues to be a major goal of research by the National Institute for Occupational Safety and Health (NIOSH). The purpose of these proceedings is to provide the mining community with a comprehensive survey of coal mine roof supports. Drawing on many years of research undertaken by the NIOSH Pittsburgh and Spokane Research Laboratories, this volume describes what types of support are available, how they work, and when they should be used. The major subjects covered include roof bolts, standing roof supports, cable supports, and longwall shields. Some special topics are also addressed, including an analysis of roof fall accident statistics, techniques for better skin control, material handling considerations, and longwall mining through recovery rooms. This proceedings volume also contains information on several important new technologies, which are described here for the first time: •Guidelines for selecting roof bolt length, pattern, and capacity that were derived from statistical analysis of the roof fall experience at 37 underground mines; •A new design method for longwall tailgate supports; and •A technique for measuring loads developed within cable bolts. The papers in these proceedings were presented at open industry briefings conducted by NIOSH on New Technology for Coal Mine Roof Support. The briefings were held in Norton, VA, Charleston, WV, Evansville, IN, Tuscaloosa, AL, Price, UT, Glenwood Springs, CO, and Washington, PA. The papers were also presented at the Mine Safety and Health Administration (MSHA) Preventative Roof-Rib Outreach Program (PROP) Seminar, which was held at the National Mine Health and Safety Academy near Beckley, WV.

Reduce injuries caused by slips and falls from large haulage vehicles. Approach Replace the flexible-cable or chain-type lower ladder steps, with steps that extend closer to the ground and do not sway when stepped on. Modify dimensions of entire ladder to new industry recommendations. How It Works New lower ladder steps are supported by side pieces made of pretensioned, solid-wound, coil springs fabricated from high strength steel. Unlike conventional crash-resistant steps, which flex or swing freely when stepped on, the spring supported steps can maintain the same inclination as the fixed upper portion of the ladder while supporting an average-weight operator. The steps are also highly resistant to collision damage because they yield on impact if rammed into obstructions such as rocks or berms. See photograph.

Time constraints have prohibited preparation of other price information that has appeared in this study in previous years. Users are urged to consult the 1993 USBM publication Metal Prices in the United States through 1991, which gives an analysis of historical price series and trends, or the 1993 edition of Mineral Commodity Summaries for current U.S. prices on non fuel commodities, and to utilize U.S. Department of Energy sources for information on fuel material costs.

Silver ores from the Candelaria District, Nevada, and Round Mountain District, Colorado, were investigated mineralogically and metallurgically. Silver minerals of four distinct groups were identified: (1) silver sulfide; (2) argentojarosite; (3) silver contained in the iron oxide; and (4) manganese carbonate-oxide minerals, Electrooxidation and acid-chloride leaching techniques were investigated as means of altering silver minerals, and their effects on subsequent silver extraction were determined. Application of the knowledge obtained from mineral leaching studies resulted in development of a sulfur dioxide-sodium chloride leaching sequence for extracting silver from these types of ores. Silver extractions of 80 to 85 percent were obtained by leaching the ores with a sulfurous acid-sodium chloride system. This was an increase of 9 to 61 percent silver extraction over that obtained by conventional cyanidation techniques.

The Bureau of Mines is developing a method to recover Ni, Co, and Cu from laterites containing less than 1.2 pct Ni and 0.25 pct Co. The method consists of the following basic unit operations: (1) reduction roasting, (2) leaching, (3) solvent extraction, and (4) electrowinning. The method reflects three Bureau of Mines objectives: (1) recovery of critical minerals that are domestically in short supply from low-grade domestic laterites, (2) lower processing energy requirements, and (3) solution recycling. This report deals with the extraction of cobalt and the preparation of a suitable cobalt electrolyte by solvent extraction from liquor produced by this method. Nickel and copper are coextracted with LIX64N from an ammoniacal ammonium sulfate leach liquor containing about 1.00 g/l Ni, 0.30 g/l Co, 0.03 g/l Cu, and 0.02 g/l Zn. Cobalt (III) in the nickel-copper barren raffinate is reduced to cobalt (II) with cobalt metal. Reduction of cobalt (III) to cobalt (II) greatly aids subsequent extraction. Commercially available XI-51 extracts about 94 pct of the cobalt from the treated raffinate in one stage in a laboratory mixer-settler continuous circuit. Ammonia loaded on the solvent is removed in two washing steps. About 94 pct of the cobalt then is stripped from the XI-51 in one stage with spent cobalt electrolyte containing about 77 g/l Co and 18 g/l sulfuric acid (H2S04), Electrolytes containing less H2S04 also may be used. Preliminary data indicate that coextracted zinc may be removed from pregnant cobalt eletrolyte containing 3 g/l or less H2S04 with di-(2 ethylhexyl) phosphoric acid (D2EHPA).

Provide an effective method for "soft" soldering aluminum and aluminum alloys using conventional tin-lead solder alloys and flukes. The Problem In the past, it was virtually impossible to solder aluminum and aluminum alloys using standard tin-lead soldering systems (solder and flux) due to the presence of an aluminum oxide surface film which forms instantly on aluminum and aluminum alloys when these are exposed to air. The tenacious and stable oxide film enables aluminum-base materials to maintain their bright luster. But the film also prevents the required wetting and spreading of solder on the substrate, causing the loss of adhesion between the solder and the substrate. Approach Grout roof bolts with a storable mixture of ultra-fast setting inorganic cement and water. How It Works A loose mixture of dry cement powder, and pinhead-size water droplets encased in waxy globules, are pack-aged in sausage shaped cartridges for storage and use. After the cartridge is inserted Into a drilled hole, the roof bolt is thrust In and rotated to mix the cement and water. The cement hardens in seconds, providing usuable anchoring strengths in minutes. Prior to filling of the sausage shaped cartridges, the microcapsules of water are Intimately mixed with the dry cement. The currently used grouting consists of a mixture of one part water (minimum) with three parts alpha-type gypsum cement and a minor amount of accelerator.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). Develop and evaluate a mechanical position and heading system (MPHS) that provides information about underground mining machine position and heading to aid in the remote positioning of mining machines during face maneuvers. Background While great improvements have been made in mineworker safety, progressive technology continues to create a safer, better working environment for miners by keeping them away from the dangerous face area. In maintaining such high standards of safety, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A key component of computer-assisted operation is a guidance system. Since there are no guidance systems on any commercial continuous mining machines, the Bureau itself developed and tested the mechanical position and heading system (MPHS). The MPHS is based on linear position transducers (LPT's), and operates on principles of triangulation to provide machine position (xy coordinate), and orientation in the xy plane (yaw or heading). These data are needed in order to keep the continuous mining machine in proper alignment before and during the cutting cycle. The MPHS theory development is in three parts: characterize the sensors used and their configuration; select and define the navigation reference frames; and derive a closed-form solution for determining the position and beading from sensor information. Application of the MPHS theory required the development of hardware, software, and system interfaces.

During the 12 months ended July 1, 1931, engineers of the Bureau of Mines examined electrical equipment in 80 bituminous-coal mines. The purpose of these examinations was to ascertain the condition of such equipment with respect to possible hazards of gas and dust ignitions, also of shock. Although only 3 of the 80 were being worked with open lights and therefore did not use explosion-proof equipment, there were others where electric cap lamps were used by the men but where it was apparently assumed that conditions as to gas and dust did not require equipment designed to give protection against ignitions. Early in its history the United States Bureau of Mines originated certain standards covering the construction and testing of electrical equipment in order to minimize the dangers of ignitions from exposed electric sparks and flashes ; accordingly, it is comparatively easy to determine wherein a machine built to these standards falls short of continuing to meet them if damaged or neglected. Many so-called flame-proof and dust-proof machines, however, have not been built to any standard comparable with that developed by the Bureau of Mines. In addition, certain machines have parts which pass Bureau of Mines tests, but do not satisfy the full requirements in other respects, and others make no pretense of inclosing the spark-producing parts. It is not uncommon to find two or more of these various types in the same mine with " permissible " machines, the type that has been built to conform to the Bureau of Mines standard. Consequently, inspection of nonpermissible machines becomes somewhat difficult without a standard of comparison. Because of its unprotected condition obviously open-type electrical equipment must be used with great care, if at all, in a mine where precautionary measures are adopted in guarding against gas and dust ignition. The unsafe nature of such equipment is widely recognized. For that reason it is to be installed only where there is no likelihood of gas being present. It is not apparent to some, however, why flame-proof and dust-proof equipment and equipment having tested parts should not be regarded in the same light as permissible equipment.

GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. Develop a reliable, portable device for non-destructively testing the support integrity of a friction rock support (commonly referred to as a Split Set ). Approach The friction rock support, used to support mine roof and ribs, is a slotted tube driven into a drilled hole of smaller diameter. Upon installation, the tube is compressed radially. The amount of compression is a function of the hole diameter, the strength of the host rock, and the properties of the split set itself. A simple lightweight self-contained device was developed to determine the pull-out resistance of the friction rock supports in-situ, based on measurements of the tube's deformation. The tester measures the com-pressed internal volume of the slotted tube, which has been found to provide an estimate of the support's resistance to pull out. How It Works The tester consists of a pump and expander sections. The expander sections are made from an elastomer membrane which is stretched over two cores, each one inch in diameter and twelve inches long. The expanders are connected by a flexible coupler so that they can fit any alignment of the support.

Control surface stream loss by identifying and selectively sealing water loss zones in stream channels overlying underground mines. Approach Electromagnetic terrain conductivity surveys, coupled with stream gaging, are performed within a stream channel to identify saturated fracture zones associated with loss of stream water. This information is used to target locations for the injection of expandable polyurethane grout. The grout is injected two to three feet beneath the surface of the strcambed, across each loss zone, to seal the fractured strcambed and restore stream flow across the damaged area. How It Works Multiple zones of infiltration (natural and induced) normally exist in stream channels overlying mined areas, causing water handling and/or acid drainage problems in the mines as well as loss of stream flow. It is typically difficult to accurately locate these loss points. Therefore, Conventional methods of stream repair, such as using plastic membranes or clay and rock rip-rapping, are applied to long lengths of a stream channel. The two step approach developed by the Bureau of Mines First quickly and accurately locates loss zones using electromagnetic ground conductivity survey and gaging instruments. Conductivity is measured at fixed spacings (typically 25-50 ft depending on the instrument and desired observation depth), Ground conductivity increases when saturated conditions exist at depth. These apparent flow loss zones are confirmed by gaping, to eliminate possible effects due to unobservable metal debris adjacent to or buried in the stream sediment.

Miners at noncoal surface mining operations are often exposed to high levels of respirable dust. In an effort to lower the respirable dust exposure of these surface miners, the National Institute for Occupational Safety and Health (NIOSH) has been conducting research to address this problem in a practical and economically viable manner. One successful effort deals with lowering the dust exposure of equipment operators in enclosed cabs. Many types of surface mining equipment utilize enclosed cabs to protect equipment operators from dust exposure. Normally when the equipment is new, the cabs are fairly airtight. These tightly sealed cabs, combined with good filtration systems, generally provide the operator with good dust protection. However, most mining equipment is older, and as aging occurs, many components of the enclosure deteriorate. The structural integrity of the cab diminishes and the effectiveness of the air filtration system fails. NIOSH has been successfully researching costs-effective methods to improve both filtration effectiveness and cab integrity of these older cabs in order to provide a healthier work environment for equipment operators. Dust sampling records indicate that drill operators and helpers have the highest dust exposure of all workers at surface mining operations. Since much of the overburden contains a high percentage of silica, the health hazard associated with this dust can be even more serious. NIOSH research is addressing techniques to lower respirable dust levels at surface drilling operations. INTRODUCTION NIOSH's mission is to assure a safe and healthy work environment for the working men and women of this nation. The U.S. Bureau of Mines investigated anhydrous chlorination and caustic-acid leaching processes to recover Ni, Co, Mo, and W from waste hydroprocessing catalysts. In batch laboratory-scale equipment, the chlorination process extracted 61 to 99 pet of the metals. Final recovery was 65 to 99 pct. The caustic-acid leaching process extracted 81 to 98 pct of the metals. Final recovery was 36 to 99 pct. Chlorination processing included roasting, chlorination, hydrolysis of metal chlorides for recovering Mo or W, water leaching of Ni or Co from the spent charge, purification, and solvent extraction or precipitation of Ni or Co from the purified solutions. Caustic-acid leach processing included NaOH leaching, solvent extraction of Mo or W from the NaOH leach liquor, H2S04 leaching of the NaOH leach residue, purification, and solvent extraction or precipitation of Ni or Co from the purified solution. The estimated fixed capital cost for a commercial-scale plant processing 39,000 Ibid of waste Ni-Mo-AI catalyst was $8 million for the chlorination process and $9.6 million for the caustic-acid leaching process. The estimated operating cost was about $0.20 and $0.40 per pound of the waste catalyst, respectively, for the two processes.

Examination of seismic records during the time interval of the Sago Mine disaster in 2006 revealed a small amplitude signal possibly associated with an event in the mine. More needs to be understood about the seismicity from mine explosions in order to properly interpret critical seismic information. A seismic monitoring system located at NIOSH’s Lake Lynn Experimental Mine has monitored experimental gas and dust based explosions and impact tests. The seismic signatures from these different events were analyzed using standard waveform analysis procedures. The magnitude of seismic energy during a gas and dust explosion was found to be more dependent on mine entry geometry and seal behavior rather than on the amount of explosive fuel present. The results suggest a large explosion that’s not restricted can generate potentially the same magnitude as a small explosion that is restricted.

Western mines have had limited choices for standing support. Wood cribs were often too soft and unstable. The introduction of the Can support in the early 1990’s provided a very effective alternative and remains the dominant form of tailgate support. Water-filled prestressing cells are now used to cap the Can and preload it to provide an active roof load. The Cluster Prop, consisting of three timber wedge props bundled together, provides more capacity than an equivalent sized Can support and improves transport efficiency. However, the Cluster Prop is less stable and does not maintain a consistent load throughout its loading profile. Pumpable roof supports are another alternative support, but they have not been proven in high deformation environments. Alternative supports are also being used in longwall recovery operations. These include the Rocprop and Omni Prop, which are extendable support systems. They also provide active roof loading which can be beneficial in these applications. Specialty supports, such as the Sand Prop and Spider Prop, have also been introduced into western longwall operations. This paper compares the performance characteristics of these various support systems.
