A procedure is described for recovering both lead and sulfur from galena flotation concentrate, comprising the following steps: (1) Aqueous oxidation of the concentrate, using ferric sulfate to convert lead sulfide to sulfate and to give elemental sulfur; (2) regeneration of the ferric sulfate by electrolysis in a diaphragm cell; (3) treatment of the leach residue with ammonium carbonate solution to change the lead to an acid-soluble form and to produce ammonium sulfate as a byproduct; (4) solution of the lead carbonate in hydro-fluosilicic acid followed by electrolysis to recover the lead as metal and regenerate the acid; and (5) extraction of the elemental sulfur from the final residue with an organic solvent. About 90 percent of the lead can be recovered by the above method as 99.9-percent-pure metal, together with two-thirds of the sulfur--half in the elemental form and half as ammonium sulfate.

4. Guidelines for Implementing the Emergency Escapeway Standards for Metal and Nonmetal Mines The technical discussion of each escapeway component precedes the specific guidelines for the component. Generally, the technical discussion provides the background and reasoning behind the guidelines. Section 5 is a discussion of general escapeway requirements, including the escape route, fire retardants, warning systems, ventilation systems, escapeway signs and signals, auxiliary transportation and fuel storage. The discussion is followed by a list of guidelines pertaining to the escapeways. Section 6 is a summary of the computer simulation of an escapeway system for Mine "C". A complete documentation of the simulation is included in Appendix A and B. Section 7 covers emergency hoisting requirements and concludes with the guideline, for emergency hoists, their inspection and use. Section 8 is a discussion of refuge chambers and life support and is concluded with guidelines for the application o f this equipment.

The Bureau of Mines determined low-and high-temperature thermodynamic properties for anhydrous ferric sulfate and anhydrous indium sulfate. Low-temperature heat capacities were measured between 50° and 298° K, and enthalpy increments above 298° K were determined. The high-temperature measurements of Fe2(S04)3 extended to 900° K and those of In2(S04)3 to about 1,000° K. A minor transition was found for Fe2(S04)3 at 800° K, with a heat of transition of 540 cal/mole. Tabulations were made of the low-temperature heat capacities and the high-temperature enthalpy and entropy increments. The 298° K entropies derived from the low-temperature measurements were 67.6±0.S ca1/deg mole for ferric sulfate and 72.2±O.5 cal/deg mole for indium sulfate. High-temperature enthalpy increments were also given in equation form.

Safety and health professionals recognize that training is a critical element of any effective safety and health program. An extensive literature survey has led the authors to conclude that we are at the beginning of a revolution in training due to changes in the demographics of the workforce, the rapid growth of technology, and the universal ascendance of the information age. Of present major concern in the mining industry is how to provide appropriate training for an aging workforce and concurrently develop training for the expected influx of new and less experienced miners as older workers retire. This report explores the key issues in the changing safety and health training area as identified by the multidisciplinary team of NIOSH researchers who conducted the literature survey. Issues include generational differences between newer mine workers and the present workforce with respect to their physical, psychological, social, and cultural characteristics; their learning styles and work expectations; and the impact of technology. Some preliminary conclusions are offered for future training needs.

The Bureau of Mines hydrogenated coals of different rank that had been irradiated with either x-rays or gamma rays. Lignite, high-volatile A and C bituminous, and low-volatile bituminous coals were exposed to l billion roent¬gens of gamma-ray radiation; specimens of high-volatile A and C bituminous coals from other sources received 6 million roentgens of X-ray radiation. Irradiated and unirradiated control specimens of those coals were hydrogenated in autoclave experiments at (6,000-p.s.i. final pressure and 400° C. with retention times of 15, 30, or 60 minutes depending on the coal rank and catalytic treatment. Comparison of results from irradiated specimens with those from the control experiments showed that the radiation had no beneficial effect on the coal. High-volatile C bituminous coal may have been affected by radiation more than the other coals. One billion roentgens appeared to reduce the amount of coal converted to liquids and gases by about 10 pct., and 6 million roentgens reduced it by about 6 pct. then catalyzed with tin. In all other cases, the conversion of irradiated coal was either reduced by as much as 4 pct. or was essentially the sank as that obtained with unirradiated coal. Irradiation during hydrogenation nay be effective for increasing the reactivity of coal and should be investigated; further work with coals irradiated prier to hydrogenation is not recommended.

Significant portions of the present Federal regulations for certification of closed-circuit breathing apparatus (42 CFR 84) are not quantitative. The human-subject testing portion of the regulations specifies activities rather than metabolic work rates; however, heavy human subjects have higher oxygen consumption, CO2 production, and ventilation rates than lighter human subjects performing the same activities. This means that apparatus certified using different human subjects have effectively passed different tests. In addition, apparatus performance is monitored only during selected intervals of testing, and always during rest, rather than during the entire performance period. Further, testing is arbitrarily terminated at specific rated durations, leaving unknown the performance during the remaining duration. Duration itself is misleading to users who believe that the apparatus will last a certain time no matter how much they weigh or how hard they work. The actual duration obtained from an apparatus, however, is highly variable, being inversely proportional to the work rate at which it is used. In this report, recommendations are made to (1) replace the present regulations for certification of closed-circuit breathing apparatus with quantitative tests specifying metabolic work rate rather than activity,(2) continuously monitor relevant physiological stressors, (3) continue testing until exhaustion of the oxygen source, and (4) classify closed-circuit breathing apparatus by quantity of usable oxygen, i.e., capacity, rather than by duration. Physiology-based stressor levels are suggested as well.

Graduate education is an integral part of the Center's research program. The scope of. work and the duration of each research project is calculated, in part, by taking into consideration the needs of the graduate research program and graduate training. Full development of student involvement, as demonstrated by the research practicum which is offered to qualified senior undergraduates at Penn State University and is designed to acquaint them with research methods and techniques and inform them of the opportunities available in this field. and the fulfillment of graduate program requirements are of the utmost concern. The Pennsylvania State University and West Virginia University have accredited mining engineering curricula and rank among the schools with the largest enrollment in this area in the nation. The number of undergraduate students enrolled in mining engineering at Penn State and West Virginia University account for nearly 20%, of the total undergraduate enrollment in this discipline in schools across the United States. The Pennsylvania State University. West Virginia University, Massachusetts Institute of Technology, University of Minnesota, and Michigan Technological University, have granted a total of thirty-five (35) doctorate and masters degrees which can be directly attributed to research conducted in the Center.' Of these graduates, fifteen(15) have found employment in the mineral sector of the economy, i.e., in private industry, with government agencies, and at various universities, worldwide. In addition, a number of those graduating with masters degrees are currently pursuing a doctorate degree.

A generalized flow diagram is presented in Figure 1, which shows the relationship of major model functions. This chart does not necessarily represent the anatomy of the computer program, but is designed to illustrate the informational interchange between major model functions. The related flow-charts-and computer program are listed in Parts I and II, Appendix A, respectively. Mine Car Stations The mine car stations are the activity centers for the model. The locomotive logic structure is designed to provide these stations with adequate cars and to clear them of car buildup. The model is designed to simulate a three stage haulage situation which suggests the need to differentiate station levels by type numbers. These are: a) TYPE 1 stations - mine cars are loaded here; b) TYPE 2 stations - intermediate stop and storage for mine cars; c) TYPE 3 stations - all mine cars that are stored here leave mine; and d) TYPE 4 stations - mine portal. TYPES 1, 2, and 3 have all loaded cars assigned to an ascending TYPE as their next destination. In input, if single stage haulage is designated, TYPES 1 and 3 do not exist, and if two stage haulage is called for, TYPES 2 and 3 are absent. This paper presents a technique for representing and analyzing random motions and hazardous events in a computer simulated three-dimensional workplace, providing machine designers and safety analysts with a new technique to evaluate ways to reduce operator-machine interaction hazards. Technical data in this paper is based upon a project striving to reduce workers' risks from being hit by underground mining machinery in a confined space. By simulating motions of an operator's random behavior and a machine's appendage, researchers can accurately identify hazards, and use that information to form safe designs for mining equipment appendage velocity. Validating the model provided improvements in the operator's optimal viewing area, work task- starting positions, and operator's motions for a more accurate random behavior. Preliminary simulation results provided (1) an interesting approach to research data gathering in that there was no need for live subjects and test sites and costs associated with experiments become insignificant and (2) that the model was versatile by showing it was capable of accurately mimicking the range collision forces versus speed, operators' size, and risk behaviors found in actual industrial situations and showed (I) that response time significantly affects the number of collisions experienced by the virtual subject and (2) that analysts must be discerning with the model and not read more From the databases than what the simulation model was designed to deliver. This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. "Using propidium assay and flow cytometry, we examined how silica exerts its toxicity toward phagocytic cells employing the human neutrophil as a model. This toxicity appears to be associated with calcium bound to silica. Once the silica with calcium is phagocytized, the extra calcium causes the death of the cell. Using ""Ca we found that 6 to 10% of millimolar calcium is bound to milligram amounts of respirable-sized silica (diameter of 5 µ.m or less) at physiological pH. If the silica particles arc coated with an organosilanc (Prosil 28). calcium binding is decreased by 60% as is cell death. Pretreating with INDO IAM (a chelator of intracellular calcium) reduces the cellular death by 80%. Nonfibrogcnic particles- polystyrene beads or coal dust-produced 10% or less cell death in a 4-h period. Silica with no added, external calcium appears to exert toxicity to neutrophils; however, pretreating cells with EDT A decreases cellular death to the level of nonfibrogcnic particles. Chronic toxicity with silica-calcium appears similar to the chronic toxicity in gout where particles cause a cycle of inflammation. c 1993 Academic Press, Inc.Silicosis is an occupational disease caused by the inhalation of fine particles of silica, usually between 0.1 and 5 µ.m in diameter (1). A recent hypothesis explaining silica's toxicity suggested that surface free radicals caused damage to cells (2). This explanation appears doubtful, however, since the addition of silica to water, such as that found in biological systems, quenches free radicals; also, such a hypothesis does not provide basis for a persistent inflammatory pattern that lasts for years. Kane et al. (3) proposed that silica's toxicity resulted from an excessive concentration of calcium ions within the phagocytic cell (macrophages). However, the mechanism that was capable of linking silica to an excess of intracellular, ionic calcium was not explained. The surface of silica is certainly involved because covering the surface with polymers or phospholipids decreases silica's toxicity (4-6).When silica is engulfed by macrophages platelet activating factor and leukotrienes are produced (7, 8). This is the same inflammatory pattern produced by phagocytic cells exposed to the calcium ionophore A23187 and ionic calcium. How could silica be acting like A23187? Perhaps calcium binds to silica extracellulary and then is released intracellulary following phagocytosis; the latter process, in a sense a ""piggy back"" process, would permit activation of inflammation and cell death mechanisms."

Studies on coal mine drainage sludge densification have led to the following conclusions: 1. Coal mine waters containing iron principally in the ferrous (Fea+) state can be treated by a modification of the commonly practiced lime neutralization process to yield a ferromagnetic sludge. The sludge, presumably composed in large part of a hydrated ferrosoferric oxide (Fe304.xH20), is much denser and faster settling than the ordinary "yellowboy" sludge obtained by lime neutralization and aeration at ambient temperatures. 2. The magnetic sludge preparation technique involves (quantitative) precipitation of iron (largely as Fe(OH)2) by the addition of hydrated lime to a pH of 8.5, separation of the resulting sludge from the aqueous phase, and heating of the sludge concentrate to at least 80 C (176 F), preferably higher, followed by mild aeration. 3. Magnesium, present as Mg2 in most coal mine drainage waters, inhibits the formation of the magnetic sludge. This inhibition can be adequately minimized by keeping the pH below 9.6 during lime addition (thus avoiding the coprecipitation of Mg(OH)2) and by separating the sludge from the bulk of the aqueous phase before the heating step, as indicated in (2) above. 4. Aluminum, commonly present in coal mine drainage waters, also inhibits the formation of the magnetic sludge. This inhibition is of practical significance when the molar ratio of aluminum/total iron is greater than 0.18. Below this value, sludges are still appreciably magnetic, but are bulkier and slower settling than those obtained when aluminum is absent. Unlike magnesium inhibition, aluminum inhibition cannot be minimized by the scheme indicated above, since aluminum precipitates as Al(OH)3 near pH 4 and remains dispersed within the sludge. 5. The limitation on aluminum content is probably the most serious restriction affecting the feasibility of the magnetic sludge process as presently conceived. Nevertheless, a limited review of available water quality data has indicated that, in terms of relative acid and iron loadings, a significant number of major coal mine discharges in the eastern Ohio River basin may be amenable to treatment by a magnetic sludge process. 6. Data from tests on the use of magnetic seeding materials indicate that seeding did not enhance the formation of a magnetic sludge under the experimental conditions employed.

The Bureau of Mines, U.S. Department of the Interior, conducted small-scale field tests on acidic copper tailings as part of its effort to develop, improve, and demonstrate technology for stabilizing mining and mineral-processing wastes. Two successful demonstration revegetation plots were established on an abandoned copper-tailings pond located on public land adjacent to Holden Village, Wash. The tailings were neutralized with treatments of either dolomitic lime or limerock and fertilized with processed sewage sludge and/or commercial fertilizer. Excellent plant growths covering 70 and 24 percent of the surface were achieved on 1/8-and 1-1/2-acre test plots planted in 1973 and 1974, respectively. Regar brame, Tegmar intermediate wheatgrass, and tall wheatgrass provided the best plant growth and surface coverage. The target pH of tailings neutralization was 6.8; however, good plant growth occurred in areas where the soil pH ranged from 2.9 to 5.8.

In the course of the work currently conducted by the Bureau of Mines in cooperation with the American Petroleum Institute Research Project 48 on identifying sulfur compounds in petroleum, a micromethod was developed (12)5 for catalytically removing the sulfur atom from sulfur compounds. The product is the residual portion of the molecule; the structure otherwise was unaltered except for hydrogenation of any unsaturated bonds that were present in the original compound. Positive identification of sulfur compounds isolated from crude oils is a difficult problem. Direct comparison of properties of the unknown with those of reference compounds is often impossible because of the limited number of reference sulfur compounds available. However, a relatively large number of pure hydrocarbons is available, and the conversion of the sulfur compound to a hydrocarbon enhances the possibility of identification. The technique also can be used to prepare microquantities of scarce hydrocarbons by hydrogenating compounds that are readily available.

Multiple-charged beams originating from a 300-kv ion accelerator are important tools in the study of metal surfaces and thin films. A knowledge of the particle range is necessary for an understanding of the interaction processes of the ions with the targets. Utilizing a theory developed by Lindhard for determining the range of low-energy ions in solids, the ranges of H, He, C, N, 0, and Ar ions in A1203, Al, Fe203, Fe304, CuO, Cu20, Fe, Cu, Sn, and W were calculated for the energy range 60 to 400 kev using a computer program written in BASIC. The range, presented in graphical form, is given in both µg/cm2 and angstroms. In addition, heavy ion ranges were calculated for comparison with published experimental values. For ions with Z > 5, the discrepancy between the calculated values and published experimental values generally ranged from 2 to 40 percent; the largest deviations were probably due to experimental error.

The Bureau of Mines conducted research to determine if low-grade California chromite ores could be beneficiated to produce products suitable for commercial use. This research is part of a Bureau goal to provide technology capable of using low-grade domestic ores to meet emergency demands of the Nation for metals and minerals and in particular those minerals, such as chromite, which are considered critical. Two ores from California were ground and treated using gravity concentration and magnetic separation techniques. An are from Auburn in central California, assaying 2.5 pct Cr203, was treated by tabling and magnetic separation to yield a nonmagnetic product containing 44.7 pct Cr203 at a recovery of 36.4 pct. Core drilling samples from the Seiad Creek area of northern California, assaying about 6 pct Cr203, were upgraded by tabling to yield a concentrate containing nearly 50 pct Cr203 with a recovery of 50 pct. Both products are suitable for metallurgical and/or chemical use.

Available statistics on 1989 worldwide consumption of selected nonfuel minerals shown in table 5 show increases for 11 of 14 listed nonfuel mineral commodities with 1 unchanged from the 1988 level, a departure from the pattern of the past 2 years, in which each of the listed commodities registered gains. The 1989 results, however, were better than those for 1986 when only seven listed nonfuel mineral commodities recorded gains with one un- changed from 1985. Consumption of the two ferrous metal raw materials listed advanced as functions of increased output of pig iron and crude steel. The increase in iron ore consumption exceeded the increase in iron ore output, suggesting a slight drawdown of world iron ore inventories. The estimated in- crease in iron and steel scrap consumption was slightly greater than the minuscule increase in world steel production, but it is believed that there was little change in the ratio of iron ore to scrap in steel plant feed on a global basis.

To develop a cost-effective tool for improving the performance of rock drilling systems used in detecting and delineating underground mine voids and for coal exploration. Approach To investigate admixtures of polyethylene oxide (PEO) at zero surface charge concentrations as drilling fluid additives to enhance penetration rates and extend bit life in rock drilling systems. Background Bureau researchers have investigated the use of chemical additives to enhance drilling performance and found that the most efficient drilling occurred when the drilling fluid was able to maintain a zero surface charge (ZSC) on the surface of the rock being drilled. Laboratory drilling studies have been performed on rock types such as quart¬zite, granite, taconite, and marble. The lab tests were conducted using 5/8-inch diameter diamond-impregnated coring bits with cationic compounds as the surface charge neutralizing additives. These studies demonstrated enhanced drilling performance, however, only at the singular additive concentration that produced the ZSC condition.

This paper describes field and laboratory investigations conducted on a dust-collection system recently designed for integral use with a continuous mining machine. The results of the field study showed that the average respirable dust concentration measured at the machine operator&apos;s position was reduced by about 60 percent (from 8.7 to 3.5 milligrams per cubic meter), and total and respirable dust concentrations in the return air were reduced by approximately 70 percent. The data indicated that approximately 20 percent of the dust generated at the face was not passed through the scrubber. The lab-oratory results showed that the overall efficiency (by particle count) was approximately 80 percent for total dust concentrations (minus 20 micrometers in size) typical of those encountered underground. Calculations based on total dust concentrations measured during the underground study indicated that the respirable mass concentrations of the effluent from the scrubber would still exceed acceptable levels even if scrubbing of all the air at the face were possible.
