The coal deposits in Alaska occur in several major coal fields or basins. The deposits underlie about a quarter of the state, an area larger than Montana. Approximately 60 percent of the coal is bituminous and 40 percent is subbituminous. Less than one percent is lignite or anthracite. Although known coal reserves are estimated at only 6.1 billion tons (about 1.25 percent of U.S. reserves), estimates place the hypothetical reserves at 5.5 trillion tons and the identified reserves at 170 billion tons. The differences are due to limited exploration programs within the state. Conditions affecting mining and reclamation are unique to Alaska because of its extreme northern latitude. For example, permafrost occurs in about 75 percent of the state; tundra vegetation occupies vast treeless regions; and the climate is characterized by extremely cold winter weather and a short summer season. In addition, hydrologic conditions are considerably different from those in other states; major streams fed by silt-laden glacial melt water contain greater concentrations of natural sediment than the effluent discharge limits permitted by federal regulations. Also, some coal field locations are subject to potentially high seismic risk. These factors make coal mining and reclamation in Alaska more difficult than in other states. Alaska's program to regulate surface coal mining was approved May 2,1983. The Abandoned Mine Lands program was approved December 23,1983.

Using three-dimensional (3-0) graphics computing to evaluate new technologies for computer-assisted mining systems illustrates how these visual techniques can redefine the way researchers look at raw scientific data. The U.S. Bureau of Mines is using 3-D graphics computing to obtain cheaply, easily, and quickly information about the operation and design of current and proposed mechanical coal and metal-nonmetal mining systems. Bureau engineers developed a graphics simulator for a continuous miner that enables a realistic test for experimental software that controls the functions of a machine. Some of the specific simulated functions of the continuous miner are machine motion, appendage motion, machine position, and machine sensors. The simulator uses data files generated in the laboratory or mine using a computer-assisted mining machine. The data file contains information from a laser-based guidance system and a data acquisition system that records all control commands given to a computer-assisted mining machine. This report documents the first phase in developing the simulator and discusses simulator requirements, features of the initial simulator, and several examples of its application. During this endeavor, Bureau engineers discovered and appreciated the simulator's potential to assist their investigations of machine controls and navigation systems.

Measures that were taken to eliminate noise resulting from explosives work at the Bureau of Mines facility at Bruceton , Pa . , are described . A method for monitoring sound transmission characteristics of the atmosphere and control of the explosives testing is presented as a noise control measure that offered partial relief during the period in which the modifications were made . Design details of the replacement gallery , used for permissibility testing of explosives , and the modifications of four types of bombproofs are given . Operation of the closed facilities are completely satisfactory , and the noise problem has been entirely eliminated .

Certain types of mobile surface mining equipment are required to be equipped with rollover protective structures (ROPS) capable of protecting the operator in case of a rollover accident. The Bureau of Mines has developed ROPS performance criteria for wheeled front-end loaders. This report reviews the development of rollover test procedures and subsequent testing of ROPS for 52,000-, 286,000-, and 390,000-lb gross vehicle weight (GVW) loaders. The program consisted of both dynamic (roll) and static tests to assist in the development of the ROPS performance criteria. Each test included extensive instrumentation and photographic documentation to fully evaluate the performance of the ROPS. Data summarizing side, longitudinal, and vertical force and deflections are included. The data indicate that for loaders in excess of 240,000 lb, GVW, a side force-to-mass ratio of 1.0 and an energy-to-mass ratio of 6.0 appear to be adequate criteria to protect an operator in the event of a 5400 rollover. For smaller machines, Society of Automotive Engineers (SAE) 11040 performance criteria provide adequate protection. Longitudinal loading, though not ad-dressed in previous ROPS performance criteria, was shown to be a potentially significant factor in ROPS failure. Longitudinal loading and energy criteria equal to 80 pct of side loading criteria are recommended.

Toward the end of 1920 , the average grades of ground feldspar offered to the pottery industry were so poor and so generally unsatisfactory that many of the largest consumers decided to take active steps for their own protection . A few of the potters made arrangements to grind their own feldspar , while others asked the Bureau of Mines to make a detailed study of the problem and to suggest methods of improvement . Accordingly such a study was undertaken, the partial results of which are outlined in this preliminary report . The outstanding features of the present feldspar industry which are of interest in this connection are stated below. (1 ) Many grinding companies do not own or control all or even a major part of their sources of crude material , but buy in job lots from many sources . (2 ) There is great need of more adequate engineering and chemical control over mines and mills . ( 3) ~ Out of date , inefficient methods and equipment for mining and grinding are in common use . (4) Little or no cooperation exists between feldspar producers , but on the contrary many feldspar companies are exceedingly secretive . This tends towards (a) preservation of obsolete methods ; ( b ) want of knowledge of the essential features of production , market requirements , and the relation between total milling and consuming capacities of the country; ( c ) inefficient and often mistaken trade practices ; ( d) unprofitable and even ruinous competition in dull periods . (5) The small size of many feldspar deposits precludes maintenance of an efficient organization at each individual mine . ( 6 ) Many of the best deposits of feldspar situated close to railroads are becoming depleted , which results in gradual lowering of grades , and increase in cost for better grades . (7) There is a lack of exact mowledge of the ceramic properties and behaviour of feldspar by some consumers , which results in ( a) purchase of feldspar on the basis of price alone , thus encouraging low production costs at the expense of quality , and ( b) inefficient and expensive cross- hauling of both crude and ground feldspar .

Along with other phases of mining , the ventilation of metal mines has been affected by the business depression of 1930. As might be expected , some of the results are favorable , and some are distinctly disadvantageous to progress . Probably the worst effect of the recession of mining activity is that , as usual , one of the first departments of almost any industrial establishment ( and this is especially true of mining ) to be curtailed is that which concerns what might be called welfare work , such as safety , health , etc. , and ventilation : in consequence , a number of men who were employed mainly on ventilation work in metal mines are now out of employment and their former duties either are being handled by others as only part of a crowded routine or are being allowed to lapse . On the bright side of the picture is the following paragraph from a letter by the ventilation and sarety engineer of the United Verde Copper Co. , Jerome , Ariz . , indicating that money and effort expended on ventilation during " flush " times give results which aid in money savings when depression comes : The desirability of absolute control over the ventilation system has again been demonstrated at this mine . Under full operation we have been using approximately 500 hp . to drive our big fan . Under curtailed operations we naturally do not require as much air , so by sending the air only where needed and airing out all other places periodically to keep timber , etc. , in good condition we have been able to economize in the quantity of air required . The fan speed has been reduced and the power dropped to 300 hp . , thus effecting a material saving in the power bill , and still maintaining an efficient ventilating system . "

This preliminary statement presents some of the results of tests carried out at the Lakeside Station of the Milwaukee Electric Railway and Light Co. , by the fuel section of the U. S. Bureau of Mines , in cooperation with the research department of the Combustion Engineering Corporation of New York . The object of these tests was to determine the thermal efficiency , ease of operation , and other particulars of a boiler equipped with specially designed furnace and burners for burning powdered coal . The boiler tested haş 13380 square feet of heating surface , and is one of eight boilers equipped with the Lopulco powdered coal system supplying steam to two 20,000 -Kw . steam turbines in the largest power house burning powdered coal . Twenty- six tests were run at rates of heat transference varying from 4000 to 8000 B.t.u. per square foot of boiler heating surface , and the mean thermal efficiency attained was about 84 per cent , based on the gross calorific value of the fuel as fired . The efficiency varied little with the rate of steaming , and its high value is accounted for by the small loss from incomplete combustion and the small amount of excess air which varied from 5 to 36 per cent . The coal burned had a gross calorific value of about 11500 to 12800 B.t.u. per pound , contained 2 to 5 per cent moisture , 33 to 36 per cent volatile matter and 9 to 13 per cent ash, and was so ground thaf 89 to 95 per cent would pass through a 100- mesh sieve . The ash had a softening point of 2150 to 2450 degrees F. , but did not fuse together at the bottom of the furnace because it was partly protected from the flame radiation by means of a series of water tubes connected to the boiler which were placed between the fumace bottom and the flame, ..

According to reports received by the Bureau of Mines, Department of Commerce, as of Jamary 1, 1930, there were 1,035 natural-gasoline plants in the United States, with a total daily capacity of 10,516,000 gallons. (These data do not include one small plant in Alaska.) The last similar survey, that of Jamary 1, 1928, showed a total of 1,155 plants of 8,048,000 gallons daily capa- city. This in two years time the number of plants has decreased by 120, but the total capacity has increased 2,468,000 gallons or 31 per cent. This is roughly equivalent to the gain in production over the same periodi Over half of the increase in total capacity was registered in California, where the development of flush oil production having a comparatively high gas-oil ratio in such fields as Santa Fe Springs led to construction of some new plants and material enlargement of others. Of the total plants, 999 were operating on Jamary 1, 1930, and 36 were shut down. This compares with 1,060 operating and 95 shut down two years ago, which indicates a tendency to dismantle plants as soon as they become obsolete or umrofitable. The total daily capacity of the plants operating on Jamiary 1, 1930, amounted to 10,278,000 gallons, or 98 per cent of the total, leaving only 238,000 gallons, or 2 per cent, for the shut-down plants. This contrasts with the refining industry, which usually has 5 per cent of its total capacity idle; the difference is due to the relative ease with which a refiner can secure a crude supply as against the difficulty the natural gasoline manufacturer has in reestablishing his gas connections. During 1929 the average total daily capacity of the operating plants was 9,899,000 gallons, while the average daily production amounted to 6,015,000 gallons. This indicates that the plants operated during 1929 at 61 per cent of their capacity. Although over 60 plants were dismantled in Oklahoma during 1929 the State continued to rank first in total mumber. California was second in mumber of plants with 165, and was one of the few States that showed a gain since the

The effect of comparatively low concentrations of carbon monoxide for short periods and under normal air conditions.of temperature and humidity , with the subject at rest , was studied by Dr. Yandell Henderson and his co -workers . In making recommendations to the New York and New Jersey tunnel commissions * he advised that , if the New York New Jersey vehicular tunnel be so ventilated that persons passing through the tunnel would be exposed to not more than 4 parts of carbon monoxide in 10,000 parts of air for not longer than 45 minutes , they would experience no ill effects . supplementary experiments , carried out by us in connection with our studies at the Bureau of Mines experiment station at Pittsburgh, substantiated this advice . ** In continuing our studies on low concentrations of carbon monoxide , we made a few experiments in a gas chamber where the conditions could be accurately controlled . The factors investigatel were : ( 1 ) The effect of long exposure in low concentrations of carbon monoxide ; ( 2 ) The effect of strenuous exercise ; ( 3 ) The effect of high temperature and humidity in low concentrations of ccarbon Lonoxide .

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. As part of a Bureau of Mines survey of radioactive waste disposal , a laboratory investigation was made to study such problems in carbonate leaching mills . Because uranium concentrators employing carbonate leaching with caustic precipitation normally recycle barren solutions to the washing circuit , the disposal of liquid radioactive wastes is automatically controlled . However , it was deemed important to determine the actual radium 226 concentrations occurring in this type of milling so that the survey of the entire industry would be complete . The laboratory procedure consisted of leaching the ground ore at 85 ° to 90 ° C and 50 pct solids for 6 hours in a sodium carbonate - sodium bicarbonate solution . The pulp was filtered to obtain a pregnant solution that was reacted with sodium hydroxide to precipitate the uranium as sodium diuranate . Regeneration of the barren solution was accomplished by gassing with carbon dioxide . The solution then was reused by advancing the solution through the washing to the leaching operations . The radioactivity in the pregnant solution was unusually high , averaging 6,500 disintegrations per minute ( dpm ) of radium 226 per liter . However , over 95 pct of the radium was precipitated with the uranium . Consequently , no buildup of radium occurred upon reuse of the barren solutions for washing .

The U.S. Bureau of Mines has investigated the chemical vapor deposition of diamond films on tungsten substrates. The effects of deposition parameters on the adhesion of the films was determined. The films were produced using a hot filament chemical vapor deposition system. Parameters investigated were substrate temperature and methane concentration in the feed gas. Film quality, morphology, and composition were characterized by scanning electron microscopy and Raman spectroscopy. Adhesion testing was performed using an indentation technique, and the results were quantified by relating adhesion to interface fracture toughness. Diamond films with well-faceted crystalline morphology with grain size greater than 1 µm had poor adhesion properties regardless of substrate temperature or methane concentration. Diamond films with smooth morphologies consisting of rounded clusters of small (<0.2 µm) diamond crystallites and amorphous carbon phases displayed much higher adhesion, although the conditions that led to the growth of these films are not understood.

The Bureau of Mines is conducting a study of methods to improve the efficiency of the process used to pickle stainless steels. A review of the literature on pickling of stainless steels showed that the chemistry of several process operations involved in the pickling of stainless steels is not fully understood, and that further research could improve the pickling efficiency. The benefits of this research would be a reduction in the annual loss of several thousands of tons of critical minerals such as nickel and chromium, and a reduction in the amount of solids and spent acid solution that are currently discarded. The conclusion from this review is that further research is needed in four operations that either directly or indirectly influence the pickling process: hot working, annealing, conditioning, and the actual operation of pickling, Laboratory studies of the pickling operation are presently in progress.

"A set of fracture profile photomicrographs is presented for fractures generated under mixed mode loading of the Pittsburgh coal. The fractal dimension is used· to characterize the irregularity of these profiles and a tentative relationship is presented between the fractal dimension and the fracture toughness. Surface roughness appears to depend solely on the stress intensity and no other dependence was observed with fracture loading mode, loading rate· or specimen orientation. Observations of crack bifurcations.in fracture profiles can indicate crack growth direction whereas direct surface observations generally cannot in materials such as rock and coal.1 INTRODUCTIONThe production of fine fragments of material as a result of some loading event occurs in many industrial processes. In crushing and grinding, the efficient production of fine fragments is the desired end result; .however, in coal cutting, the production of fine fragments may lead to high levels of respirable dust in the immediate atmosphere with the danger of human lung diseases. Two of the most important sources of fragments in the 1 to 10 micron size range during a cutting process are 1) severe crushing in a zone near the loading tool and 2) subsequent shearing along major crack surfaces that form the larger fragments during material reduction. These and other sources of fine fragments generation are discussed by Roepke (1984) and Zipf and Bieniawski (1986). The physical character of the nearly created major crack surfaces is believed to have a strong influence on the amount of fine fragment generation that occurs during subsequent shearing movement. When the major large fragments initially form, they are ""locked"" in place by the irregular character of the new fracture surface. Only after some relative motion has occurred between fragments are they actually liberated, and the net result is the formation of additional fine fragments. The fine fragmentation is not necessarily limited to the shearing of high points from the macrocrack surf ace since material remaining in the wake of the crack tip is damaged to a substantial depth below the actual crack surface."

High resolution seismic refraction tomography has proved to be a useful tool to effectively estimate depth of blast induced damage in a mine face. Excavation blast damage can be as shallow as 1 to 2m and requires resolution at a fraction of a meter for effective imaging. We used an accelerometer with flat frequency response to 1000Hz to record data at spacings of approximately 0.25 to 0.5m along mine walls. First arrival times from the seismic data were used to produce P-wave velocity tomograms. The tomograms show transition from low velocity zones to velocity associated with competent rock. We interpret the low velocity zones to indicate residual fracturing from blasting. Experiments on a concrete test block and at two underground mine locations give results that are consistent with fractured rock transitioning to competent rock. Our method can be applied efficiently in an underground environment to provide continuous velocity information with depth into a mine wall over a span of approximately 10m.

An investigation was made to provide further information for evaluating columbium- hafnium alloys for use as high - temperature structural materials . The columbium- hafnium system was investigated between 700 ° and 2,400 ° C by melting point , thermal analysis , X - ray diffraction , electrical resistivity , and metallographic techniques . The equilibrium diagram is the beta isomorphous type , with columbium tending to stabilize the beta phase . Addition of 60 atomic percent columbium stabilizes the beta phase at 700 ° C. The allotropic transformation temperature of hafnium is 1,750 ° ± 20 ° C. A minimum melting point occurs near 75 atomic percent hafnium .

For many years Illinois has been one of the leading coal producers in the United States and as such its safety record has compared very well with the other large coal producing States , both in tons produced and millions of man -hours of exposure per fatal accident . ( See Table 25 in Bureau of Mines Bulletin 293. ) During the 10-year period from 1917 to 1926 , inclusive , the average production in the United States per fatal accident was 278 , 109 tons . The aver age for the State of Illinois for the same period was 409,249 tons . Illinois produced 450,464 tons per fatal accident, and in 1928 produced 390,630, tons , or an average of 419,721 tons for the 12- year period from 1917 to 1928 , inclusive . In 1927 During the year 1929 , the shipping mines of the State made a decided improvement in their record over any previous year . Table 1 shows the monthly production and the tons produced per fatal accident . During 1928 and 1929 safety work was actively carried on in Illinois . Safety meetings were held with mine officials , representatives of the State. De partment of Mines , and the United States Bureau of Mines . At these meetings mine hazards and accidents were discussed and remedies suggested for : their elimination in the future . It is believed that first - aid training was to a considerable extent instrumental in reducing accidents and in making the good safety records in Illinois during 1928 and 1929. During these years ( as well as in 1926 and 1927 to a somewhat less extont ) en intensive rirst-aid training campaign was con ducted in Illinois by the officials and members of the United Mine Workers of America , coal companies, State Department of Mines and Minerals , and the U. S. Bureau of Mines , Every first -aid class was made a safety meeting ; where accidents and general safety were discussed freely while teaching first aid. During this time , anproximately 25,000 persons were trained in first aid, and 17 coal companies were issued certificates for having 100 per cent of their employees. trained in first aid. Since January 1 , 1926 , more than 40,000 have received first -aid training in and around Illinois mines , and including those who received training previous to this date , it is believed that at least 90 per cent of the miners in Illinois have received first -aid training . This state ment is based on the fact that the labor turnover in Illinois is not large .

Three-axis ultrasonic anemometers are used to study airflow in the NIOSH ventilation gallery where ventilation in an underground mine is simulated. In this study, performance characteristics of this anemometer are evaluated and the effects of sensor orientation and sampler location on flow readings are examined. The study results provide guidelines for more effective use of the ultrasonic anemometers in the ventilation gallery.

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.
