"An in vitro study of the biologic responses of surface-modified and native silica and kaolin was made to provide comparative information on the supression of cytotoxicity by pulmonary surfactant. The release of alveolar macrophage cytoplasmic enzyme, lactate dehydrogenase (IDH), and lysosomal enzymes B-N-acetylglocosaminidase (B-NAG) and B-ghucuronidase (B-GLUC) and sheep blood-cell hemolysis were moni¬tored as indicators of cell membrane damage and cytutoxicity. Surface modification of silica and kaolin with dipalmitoyl lecithin (UPI) resulted in complete abrogation of cytotoxicity of both minerals. These findings indicate that surface modification of minerals with different adsorption properties by pulmonary surfactant generally lessens their prompt adverse effects.INTRODUCTIONAcute and chronic silicosis are well-characterized clinical and pathologic entities resulting from the inhalation of crystalline silica (Morgan and Seaton, 1984). Kaolin, a layered aluminosilicate clay frequently mined and used in manufacturing, contains tetrahedral silica alternately layered with alumina octahedra. Kaolin is relatively .inert biologically, and distinctly greater pulmonary burdens are seen in patients with kaolinosis than are seen in patients with silicosis. Crystalline siliea (quartz) induces a significantly greater degree of fibrosis in exposed animals in vivo than does kaolin (Hamilton and Hardy, 1974; Parkes, 1982; Hunter, 1976; Sheers, 1964; Warraki and t-lerant, 1963; Lynch and Mciver, 1954; Lapenas et al., 1984).This difference in pulmonary disease associated with the two types of dust is not reflected by in vitro cytotoxicity as Jetermined by pulmonary macrophage bioassays or erythrocyte hemolysis. Cytotoxicity studies using crystalline silica and kaolin of similar size fractions show comparable bioassay response on a mass basis. These cellular bioassays, therefore, do not correlate with the relative in vivo pathogenicity of silicates."

This Information Circular from the National Institute for Occupational Safety and Health (NIOSH) documents and supplements the information presented in a series of workshops held during 2002 and 2003. The primary intended audience consists of all who are involved in developing and conducting miners' training. According to the Mine Safety and Health Administration (MSHA), mine operators reported 240,000 full-time equivalent workers and independent contractors reported 42,000 full-time equivalent workers working on mine property during the year 2000. Unfortunately, these workers have a relatively high risk of suffering serious work-related injuries and illnesses. The mining industry has the highest rate of occupational fatalities among all U.S. industries. The fatality rate is 30 deaths per 100,000 workers compared to 4.6 for all private industry (Morbidity and Mortality Week Report, 2001; NIOSH, 2002). Compared to workers in other industries, miners also have a relatively high rate of nonfatal lost-time injuries, and their injuries tend to be more severe (Bureau of Labor Statistics, 1999). Many miners are also exposed to significant health hazards, including coal and silica dust, diesel exhaust, and noise. More than 1000 U.S. miners die of lung disease each year (NIOSH, 1999). Mine safety and health professionals have long recognized training as a critical element of an effective safety and health program. Federal regulations (30 CFR, Parts 46 and 48) require mine operators to provide initial safety and health training to all new miners, as well as a minimum of 8 hours of refresher training each year. The time and money being spent to train U.S. miners is substantial, and so there is a strong and steady demand for new and better mine training materials and methods. A growing concern among mine safety professionals regards the training of new workers. A major change in the mining workforce is anticipated within the next decade. In major segments of mining, especially coal, relatively few workers have been hired since the 1970's. Thus, as an entire cohort of miners in the current workforce nears retirement, the replacement of these employees will require an influx of new workers. New miners may be young people who lack the ability to recognize and respond to mining hazards in an appropriate manner. They may also have had different educational experiences than their older counterparts. Many safety professionals believe that these two cohorts require different approaches to training. The papers in this report should help prepare mine trainers for the changes about to occur in the workforce and acquaint them with strategies they can use to enhance the effectiveness of their training. The first three papers present basic principles for teaching adults. The five remaining papers are intended to illustrate how these principles can be applied to the development and imple¬mentation of effective training for miners. Below is an overview of these papers. 1. Kowalski and Vaught review the process and principles of adult learning. The learning model they present includes a discussion of goals, content, delivery, assessment, and remediation. Adults are viewed as active learners, experienced-based, expert in their own right in specific areas, independent, real-life centered, task-centered, problem-centered, solution-driven, skill-seeking, self-directing, and internally and externally motivated. Basic aspects of curriculum development are briefly reviewed. For further information about adult learning, see Camm and Cullen's paper. 2. Mallett and Reinke's first paper discusses issues related to training new miners who have recently or will soon be entering the mining workforce. These new generations of miners have different learning style preferences and training needs than Baby Boomers and other older miners. Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these young new workers. This paper provides information that will help mine trainers communicate across the generation gap. 3. Mallett and Reinke's second paper provide an overview of training evaluation. Trainers and decision-makers are given a framework for planning and assessing training evaluation strategies. The authors present Kirkpatrick's (2001) model of evaluation categories and discuss how to start an evaluation plan and various ways to collect data. They do not provide detailed instruction in evaluation methodologies, but give trainers a review of the things they need to consider when developing an evaluation plan. A good evaluation plan can inform revisions to a training course, assess trainee learning, and/or answer managers' questions about program effectiveness. 4. Brnich, Derick, Mallett, and Vaught discuss a technique for incorporating worker participation into fire prevention and safe equipment operation training. This technique involves development of short (5 to 7 minutes) videotapes coupled with toolbox talks that ground the content of the videos within the context of a miner's workplace. An example of one of these training modules is presented, along with the results of an evaluation performed on its effectiveness at improving miners' understanding of what types of information they should be sure to communicate during a mine emergency. 5. Wiehagen, Conrad, Friend, and Rethi discuss on-the-job training (OJT) as a method for teaching miners safety and production skills. Much of the training is done by experienced workers. This paper describes how small investments can help improve the effectiveness of on-the-job training. Effective on-the-job training involves some structure and planning in the transfer of responsibility for task performance from the trainer to the novice. Assisting the trainer could involve helping develop up-to-date job analyses and offering strategies for teaching and evaluating job skills. Determine the dust reduction capabilities of various bag valves available to the minerals processing industry. The Problem Many different types of ground mineral products are packaged into 50-and 100-lb paper bags. Although bag technology is continually improving, dust contamination from bags still remains a significant problem for workers. The greatest source of dust is the bag filling valve. Ideally, the bag filling valve should close after it fills the bag with the ground mineral product. However, the valve usually fails to close properly since some mineral product gets trapped inside the valve during filling and ejection. As a result, when the bag has been filled and falls from the fill station, a rooster-tail of product is discharged from the bag valve. As the bag hits the conveyor belt, additional product discharges from the bag valve. The dust from these sources contaminates the air inspired by the workers filling the bags as well as the work area. Dust also clings to the outside of the bag, contaminating the pallet loading station. Because the various commercial bag valves are composed of different materials, a dust analysis was performed on five of these valves to determine their dust reduction capabilities. The five valves analyzed were: standard paper, polyethylene, extended polyethylene, double trap, and foam.

The geology, mining, beneficiating, types of products, and costs in terms of percent of total costs and of labor, power, and supplies of two crushed-limestone operations in Madison County, Iowa, are described in this paper. The operations are basically similar, differing in refinements in mining, product types, and markets. The operations are comparable as to personnel and as to weighted costs in terms of percent of total costs and in terms of man-hours, power, and sup-plies. The waste-to-stone stripping ratio is 1 to 0.8 at both operations, the powder factor is 0.29 pound of explosives per ton of stone, and daily production is 95 tons per man-shift. Both companies use crawler-mounted diesel shovels for loading, truck transportation, wagon drills, and dry screening.

The Bureau of Mines and Kaiser Steel Corp. are cooperatively demonstrating the shield-type roof support in the longwall mining of a 10-1/2-foot-thick coalbed at the York Canyon mine near Raton, N. Mex. As part of the demonstration, the shield supports have been successfully and safely moved from a completed longwall face to a new longwall face. When these shield supports were moved in 1976 they were the largest and heaviest longwall support system in use in U.S. coal mines. The shield supports, preparations for moving them, the actual move, and installation at the new face are discussed.

The Federal Coal Mine Health and Safety Act of 1969 established mandatory dust sampling of coal mines according to procedures prescribed in the Mandatory Health Standards, title 30, Code of Federal Regulations, part 70, published in the Federal Register on April 3, 1970. A laboratory was established in the Pittsburgh Field Health Group of the Bureau of Mines to process the coal mine dust samples collected by the mine operators. This paper describes the laboratory and presents the equipment and procedures used in processing these samples.

Cameroon's mineral industry continued to be dominated by crude petroleum, The economic development of the country depended on the production and export of crude on. Output was estimated to be 49 million barrels in 1985 compared with 56 million barrels in 1984 and 47 million barrels in 1988. The country's only refinery consumed approximately 12% of the daily production of crude oil while operating at slightly over 50% capacity. The refinery output, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economic prospects were heavily dependent on the oil sector, which bad been responsible for the recent strong growth in the economy. The country consistently sought to avoid the problems associated with an overdependence on oil and followed a relatively broad-based development strategy, using oil revenues to sustain and encourage growth in other sectors. Approximately 75% of the gross domestic product (GDP) was attributed to the mineral industry in some form. GDP growth was approximately 6.5% during 1985.

A semiquantitative test for the presence and identification of cesium and rubidium in rocks, clays, and mineral waters has been developed by the Bureau of Mines. The test can be used in the field, as a guide for the prospector, geologist, or mining engineer engaged in location or development [w]ork. It comprises two simple spot tests of a solution prepared from the [m]ineral sample. Phosphomolybdic acid, added to a drop of the test solution, [d]etects cesium, rubidium, and potassium in quantities as low as 60 parts per [m]illion. Silicomolybdic acid, added to a second drop of test solution, enables the operator to distinguish between cesium and/or rubidium and potassium. Test procedures, equipment requirements, and limitations of the method are described in this report. Cesium and rubidium were discovered in 1860 and 1861 by Bunsen and Kirchhoff with a spectroscope. The elements usually occur together, particularly in granite and granitic pegmatites. Rubidium does not occur as an essential constituent of any known mineral, yet it is found as a minor element in so many minerals that rubidium is 16th in abundance in the earth's crust. Cesium, which ranks as the 37th most abundant element, is the principal component of pollucite and a minor element in a wide variety of minerals.

Perform laboratory tests to measure the vibration attenuation characteristics of off-road vehicle operator seats for various types of seat suspensions, cushions, and seat adjustment settings. Background A study was conducted by the U.S. Bureau of Mines to determine the probability of whole-body vibration (WBV) exposure for a large class of off-road machinery operating in surface coal mines. The study determined that mere than 40 pct of off-road equipment operators were exposed to WBV exceeding the standard fatigue-decreased-proficiency (FDP) level defined by the International Standards Organization in its guideline ISO standard 2631. The tire-terrain interaction of a moving vehicle generates vibrations that are transmitted through the ve¬hicle suspension, cab mounting, and seat. The final point of transmission of vehicle vibration to the operator is through the scat. A seat that provides good vibration isolation and allows good vehicle control is of prime importance to operator safety and health.

The Bureau of Mines has developed a time-dependent mathematical model of radiative heating of bulkheads in mines. The model includes both reradiation from the duct (cylindrical) walls and direct radiation from the fire zone. Thermal loss into the wall of the duct and into the bulkhead is included. Both brick and wood bulkheads are considered. It is found that the heating rate of the system scales as the duct length-to-diameter ratio and the flame temperature. In particular, the time required for the irradiated surface of the bulkhead to reach a specified temperature decreases with increasing flame temperature for a fixed length-to-diameter ratio and increases with increasing length-to-diameter ratio for a specified flame temperature. It is also deter-mined that the time, T, for the bulkhead surface temperature to reach a specific value, Tb, for a fixed length-to-diameter ratio less than 4 and for a flame temperature of 1,200 K is approximately linearly dependent on Tb for 500 K < Tb < 700 K, and is nearly exponentially dependent on the length-to-diameter ratio for Tb = 600 and 700 K.

The Bureau of Mines studied the displacement of the roof in a portion of the Bear coal mine near Somerset, Colo, Horizontal-and vertical-displacement gages were installed in a five-entry section during normal room-and-pillar mining procedures. Monitoring of the roof continued until this section was mined out. Displacement measurements in combination with known time lapses between mining and bolting operations indicate that once support is achieved, the length of unsupported time does not appear to affect long-term roof stability in the mine under investigation.

The Bureau of Mines conducted corrosion tests of 18 commercial alloys in H3 P04 -phosphate rock or A1,03 slurry, in 10 pct HF, and in 25 pct H2 SiF6 to simulate three environments anticipated in a Bureau process to extract fluoride values from phosphate rock. Small alloy coupons were rotated in duplicate tests at 4.4 to 21 fps in the slurry at 170° C to determine rates of erosion-corrosion. At 4.4 fps the lowest rates, in mils penetration per year (mpy), were measured for Hastelloy C-276 (<20), Hastelloy B (30), and Inconel 625 (150);the rates increased at 21 fps to 55 mpy, 45 mpy, and 1,000 mpy, respectively. The corrosion rate for all alloys exceeded 40 mpy in either the equilibrium vapor or liquid phases of aqueous solutions containing 10 pct HF or 25 pct H2SiF6 at 100° C. Uniform corrosion in 10 pct HF at 50° C was observed only for Inconel 625 (22 mpy), Hastelloy C-276 (43 mpy), and Illium 98 (17 mpy). Inconel 625 (0.75 mpy), Hastelloy C-276 (1.3 mpy), Illium 98 (1.7 mpy), and Incoloy 825 (0.45 mpy) were attacked uniformly in 25 pct H2SiF6 at 50° C.

From time to time the Bureau of Mines has received requests from persons who wish to destroy unwanted explosives, and although the information that follows has been accumulated from sources considered reliable,4/ the. Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.

The Bureau of Mines has successfully tested a method to simulate methane (CH~) flows from face areas through the returns of noncoal mines. This technique&apos; involves releasing a small quantity of tracer gas at a working area and sampling for that gas downstream in the re- turn airways. By measuring the dilution of the tracer gas, the dilution of any volume of CH4 released at the face can be calculated. This information is useful in selecting locations for CH4 monitors and in deciding the necessity for permissible equipment in the returns.

The occurrence of hydrogen sulfide in the gas in solution in the oil produced from the Tensleep sandstone in the Elk Basin oil field in Wyoming constitutes a serious hazard to persons working in, that field. Aware of the general conditions because of petroleum reservoir studies being conducted in that field by its engineers, the Bureau of Mine&apos;s willingly agreed to a request of the Petroleum Administration for War to publicize the hazard and the measures for overcoming it. In October 1943 and November 1944, the Bureau of Mines investigated the method&apos;s used in handling the oil and in disposing of the hydro¬gen sulfide that occurs with it. This circular reports the results of these observations. HYDROGEN SULFIDE OCCURRENCE IN THE. ELK BASIN OIL FIELD The Elk Basin oil field is in Park County, Wyo., and Carbon County, Mont. It is about 18 miles north of Powell and 12 miles west of Frannie, Wyo. The original Elk Basin oil and gas field was situated in an eroded depression surrounded by an inner rimrock about 200 feet high with a bordering higher plateau about 500 feet above the basin floor.

The Bureau of Mines prepared submicron tungsten powder by reducing tungsten hexachloride with hydrogen. The particle diameters of the resulting tungsten powders ranged from 0.015 to 0.046 micron. Within the limits of the variables investigated, no clear-cut correlation was found between process conditions and final size of the powder. Oxygen was the major contaminant in the product; being present both as an adsorbed gas and as suboxides of tungsten. Studies showed that the powder yielded compacts of approximately 45 per-cent of theoretical density when compacted mechanically. Low-temperature sintering produced more rapid densification in these compacts than in compacts prepared from conventional powders. Adding up to 20 percent ultrafine powder to conventional tungsten powder caused an increase in density upon compaction with maximum densification occurring at approximately 12 percent ultrafine powder.

Pure respirable quartz is a known pathogenic agent for lung disease. However, for mixed dusts, neither mineralogical nor in vitro cytotoxicity assays unequivocally predict the contribution of quartz to their pathogenic potential.First, although Coal Workers' Pneumoconiosis (CWP) and Progressive Massive Fibrosis (PMF) prevalence have been found to correlate with total respirable coal mine dust exposure, and with coal rank (Attfield and Morring, 1992), epidemiological studies generally have not found the quartz component of coal mine dust as measured by X-ray diffraction or infrared spectroscopy (each of which essentially measures the mass-percent quartz in a bulk sample) to be clear predictors of CWP prevalence or incidence (Walton et al., 1971). Second, the properties which distinguish the extreme fibrogenic potential of quartz are not revealed by conventional in vitro bioassay comparison with other silicate mineral dusts. As an example, quartz and kaolin (aluminosilicate) clay in vitro cytotoxicities are comparable for lavaged primary pulmonary macrophages.The studies discussed here address these two anomalies from a general hypothesis that the pathogenic activity of respired quartz particles is associated with properties of, and interactions with, the particle surfaces. One factor in the expression of toxic activity by a particle surface is the biological availability of that surface. Anomalous lack of correlation of disease prevalence with mass percent quartz in exposures to some mixed composition respirable-sized dusts suggests that individual particle surface features, invisible by bulk sample mass analysis, may alter the biological availability of a fraction of quartz particles in a dust. For pure-surfaced mineral particles, the comparably strong prompt membranolytic activities of quartz and kaolin in vitro suggest that upon deposition of such particles in the lung there must be other interactions with particle surfaces which distinguish quartz. This might be due to toxic surface-associated sites specific to silica, or to interactions of other sites on other mineral particles which affect the biological availability of their toxic functional groups. For example, alurninol groups on clays affect the availability or activity of adjacent silanol groups. Surface activities which distinguish quartz pathogenici ty might be manifest in one or more of the sequential interactions upon deposition in the lung; first with the pulmonary surfactant system, then with extracellular and phagolysosomal enzymatic digestive processes, or with subsequent cytotoxic processes.

Investigations were conducted to develop spectrochemical methods capable of determining 0.01 to 100 micrograms of metals in 50 milliliters of solution. The use of gallium hydroxide (Ga(OH)3) as a carrier-precipitant to concentrate metallic ions is described. A porous-cup graphite electrode is used to collect the precipitate. A specially designed plunger permits the electrode assembly to serve as the sample-containing electrode in the subsequent spec-trographic analysis. Analytical curves are presented for antimony, arsenic, beryllium, and zinc. Sensitivities of detection are given for 13 elements. The techniques were applied to identify impurities separated from tungsten, to determine trace impurities in solutions containing high concentrations of magnesium, cobalt, or nickel, and to identify trace impurities in hydrofluoric acid. Laboratory glassware was a serious source of contamination when low levels of zinc were determined.

Low-temperature heat capacities and standard enthalpy of formation of copper difluoride (CuF2) were determined by the Bureau of Mines. The low-temperature heat capacities were determined from 11 to 302 K by adiabatic calorimetry. The enthalpy of formation was determined by HC1 solution calorimetry. The standard values of entropy (S°) and enthalpy of formation (?Hf°) at 298.15 K are l8.65±0.03 cal/deg mole and -129.02±0.29 kcal/mole, respectively.

The Bureau of Mines investigated the occurrence of slickensides in mine roof in the Pittsburgh coalbed in a portion of the Valley Camp No.3 mine in southwestern Pennsylvania to improve the potential for prediction of slicken-sided zones and determine the orientations of the most prominent slickensided planes. Two distinct types of slickensides were identified; those which were associated with clay veins observed in the coalbed (genetic), and those which were unrelated to any visible structure (nongenetic). The study draws three conclusions: (1) Nongenetic slickensides are not the result of tectonic forces, (2) both genetic and nongenetic slickensides tend to dip at an angle of 30°, and (3) genetic slickensides tend to be alined parallel to the trend of the clay vein and usually dip toward the center of the clay vein. A schematic roof bolting plan is presented that may provide improved roof support where slickensides are present. Roof stability could be improved by supplemental bolting in the direction normal to the plane of slickensides.
