"This circular is part III of a series of papers reviewing the literature on air conditioning in mines, with particular reference to the health, safety, and efficiency of miners.4/ It deals with theoretical and practical methods of conditioning air in mines to correct or alleviate the health hazards described in parts I and II and discusses the results attained by some of the systems now in use in various-parts of the world.The principal conditions to be corrected or alleviated are the chemical qualities of mine air (especially when contaminated with toxic and noxious gases and dusts) and the physical qualities (abnormal mine temperatures and humidities) that emanate from various sources in underground workings. Air motion and barometric pressure are physical qualities also to be considered.From the standpoint of health, knowledge of the composition of the air, or atmosphere, in mines and other underground operations is of prime importance. Suitable control measures or plans of procedure to combat or eliminate the hazards from contaminants must be based upon accurate information obtained by the selection and use of proper methods of sampling and analyzing mine atmospheres (1).5/Conditioning air is one of the most essential factors to be considered in any underground workings, not only from the standpoint of health and safety but also with regard to efficiency and productivity. Without modern air-conditioning, the war's great demand upon the copper mines could hardly have been met, as the mechanical refrigeration cooled off sweltering holes in less than a month, whereas in the past it was standard practice to blow air through the tunnels for 3 years or so until they were cooled.This paper discusses methods of determining the chemical and physical qualities of mine air and their control. Brief history of photography Silver- based photographic materials are made for many applications that require different photochemical and physical response characteristics and a wide variety of formats and sizes. All of these products are laminates consisting of a surface-treated support and bonded gelatin layers. Two basic types predominate - films and papers. Films have transparent or translucent plastic supports (mostly cellulose tri-acetate and polyester), while papers have mostly a paper core coated with polyethylene resin layers on both sides (RC type). The front layer contains white titanium dioxide to provide high reflectivity and the back layer a matting agent. However, a few so-called fiber base papers are still supplied. These have a high quality paper base coated with a baryta layer ; i.e. a gelatin layer containing white barium sulfate. The manufacture of photographic film and paper supports requires special procedures and equipment, because of the severe requirements for chemical purity, optical integrity and uniformity (see Table 1 on page 10 for a list of the principal makers of film and paper supports).

The miner's seismic source strength can be approximately estimated on the basis of a single force acting in an infinite medium. Because of the uncertain- ty involved in estimating the amount of conversion from mechanical energy to seismic energy, the source strength thus estimated may be in error by as much as a half-order of magnitude. Calculations of wave transmission must take into account geometrical spreading, dissipation of energy by internal friction, and energy partition due to reflection and refraction of waves impinging on inter- faces in the layered earth. Theoretically derived peak-to-peak particle velocities in microinches per second (PIPS) are given for two models ; viz: (i) 50-feet thick and (ii) 100- feet thick 4000 ft/sec layers with Q = 20, overlying a half-space of 10,000 ft/sec material with Q = 5O;for the cases .of a hammer blow and a timber impact, at the frequencies of 50 Hz and 100 Hz. Comparison of the theoretically derived peak-to-peak particle velocity with experimental data taken at the Copper Queen Mine indicates that the theoretical particle velocity may be overestimated. A discussion of the distortion of seismic wavefronts by mine tunnels indicates that it is unfavorable to use a seismic source impact on the floor of the tunnel, since deceptive delays in arrival time are liable to occur at the surface. A program of parallel theoretical and experimental work is required to clarify uncertainties still associated with the nature and strength of the miner's seismic source signal which cannot be resolved within the approximations of this work. Its major components include theoretical investigations of the (1) Wave diffraction and scattering of an impact source on a face of a cylindrical cavity. (2) Impact of an elastic object on an elastic medium.

Only limited work has been reported in the literature about the use of latex in soil. Unisol 91 2,3 (a 9:l oil-latex emulsion made b International Synthetic Rubber Company) and Phil1ips Petroset4 geotechnic emulsions are surface soil stabilizers which penetrate a maximum of two inches, but do not reduce permeability. Diamond Alkali 5 found that styrene-butadiene rubber latex as a one percent latex-soil mixture reduced permeability to 0.7 from 21 feet per year under a head of twenty feet of brine. We have found no literature reference for use of latex as sealant at depth in the soil, although asphalt has been applied at depth using civil engineering methods6,7. Most of the materials investigated as soil sealants in the present work were latexes, although some studies were also conducted with a variety of inorganic and organic chemicals. Of the latexes tested, most were rubber but a few were plastic, e.g. polyvinyl chloride. Sealants examined in this investigation are listed individually in Table I with supplier, code number, and other pertinent information. The materials consisted of the following general classes with additional details as indicated: 1.Anionic latexes: a. styrene-butadiene copolymers and terpolymers (SBR) b. butadiene-acrylonitrile copolymer (Paracrils®) c. polyvinyl chloride homopolymers and copolymers (WC) d. ethylene-propylene terpolymer e. vinyl acetate homopolymers and copolymers (VA) f. acrylics (acrylate copolymers) g. 2-chlorobutadiene homopolymer (chloroprene) (prepared specially as cationic material coagulated by soil). 2. Water Soluble polymers: a. polyvinyl ether b. methylcellulose c. polyethyleneimines d. polyacrylic acid homopolymer e. copolymers and terpolymers with acrylic acid types (water soluble as sodium or ammonium salts) f. alginates g. monomers (for polymerization in soil, e.g. acrylamide)

"One of the most serious long term health problems associated with underground,mining is Coal Workers Pneumoconiosis (CWI'), more commonly known as Black Lung Disease. It occurs in some coal workers, normally after 15 or more years of exposure to coal mine dust, and leads to a variety of respiratory problems. Two types of pneumoconiosis are recognized simple CWP, which has been estimated to affect 6.9 percent of miners and is a condition that does not impair the miner's ability to work nor reduce life expectancy; and a more severe form of black lung (called progressive massive fibrosis) that occurs in about one percent of the cases and results in severe lung damage.Although the relationship between coal dust and CWP has long been recognized, detailed knowledge of the relationship is insufficient for setting up authoritative guidelines to reduce the health risks for those employed in dusty,underground environments. CWP is not only a health problem for workers that causes considerable distress, it is also a very expensive problem the total annual costs associated with CWP approach two billion dollars.As part of its efforts to combat CWP, the U.S. Bureau of Mines in 1983 established a Generic Mineral Technology Center to carry out basic research into all aspects of respirable coal dust:— control of dust generation — the behavior of dust in the mine — characterization of dust particles interaction of dust and lung— the relationships among dust generation and mobility and the mine environment, geology, and seam characteristics,Penn State, West Virginia University, the University of Minnesota, and the Massachusetts Institute of Technology are involved in this research, which is administered from the Department of Mineral Engineering at Penn State.Our work is one of the seven projects to be conducted at Penn Slate. We are concerned particularly with the characterization of dust and its relationships with the mine environment, and our main goal is to establish standard procedures for describing and measuring these variables.Coal DustCoal dust is a very complex material that varies greatly in chemical and mineralogical properties. Moreover, it is not the only constituent of respirable dust in the mine. When a coal seam is mined, it is inevitable that rock particles other than coal are included in the material. This rock comes from the mine roof, the floor, and the partings and inclusions within the coal scams. Since the roof and floor strata, the partings and inclusions are often stronger than the coal, mining them frequently causes more dust than mining the coal itself. One of the objectives of our research is to find the relationships between a specific coal's characteristics before it is mined and the respirable dust characteristics after it is mined. We are particularly interested in the size distribution of particles, the chemical properties, and the mineralogical properties."

I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. As a result, the present report partially reflects the efforts of the members of the Association.

New data on zirconium tetraiodide (ZrI4) have resulted from high-temperature enthalpy and X-ray powder diffraction studies conducted by the Bureau of Mines. These studies were undertaken as part of the Bureau's efforts to provide important thermodynamic data essential to the advancement of mineral resources technologies that can be employed with minimal energy requirements and minimal environmental degradation. Enthalpies were measured with a copper-block drop calorimeter. No transitions or other anomalies were found. Tabulated values are given from 298.15 to 772 K for relative enthalpy, heat capacity, entropy, and Gibbs energy function. Enthalpies are expressed in equation form and combined with data from the literature to calculate values of the standard enthalpy of formation and the Gibbs energy of formation. X-ray powder diffraction data indicate that ZrI4 is primitive cubic with a lattice parameter of 11.79 A and is isostructural with stannic iodide (SnI4).

Consumable-electrode arc melting is now accepted throughout the industry as the best method for producing ingots of zirconium, titanium, molybdenum, and their alloys. In addition, the technique is widely used in laboratories for fusing samples of such metals as hafnium, chromium, tantalum, columbium, and thorium. The production of consumable electrodes from these metals presents some rather difficult problems, the accepted industrial solution being the use of heavy powder-metallurgy-type presses. This paper summarizes information on fabrication of consumable electrodes by this and alternative means, such as sintering, nippling, and welding lightly pressed compacts of scrap metal. A possible saving of considerable capital investment is shown in the case of sintered compacts. The electrical circuit components of a pilot sintering unit are analyzed. INTRODUCTION The consumable-electrode arc-melting process has been accepted by most of the industry as the best method at present for producing high-quality pure or alloy in-got from sponge titanium or zirconium. This technique is not particularly new, having been patented by Von Bolton (l)3/ in 1909 for melting tantalum. However, it has been applied to industrial-scale operation only in the last few years. Among the important contributions to this technique are the work of Kroll (2) and Parke and Ham (3) and the work reported by the Office of Naval Research (4). The Bureau of Mines-has added considerably to the knowledge of this process (5-9).

The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

The U.S. Bureau of Mines has designed, fabricated, and tested a prototype track maintenance vehicle for underground coal mines. The vehicle uses a stiff rotating brush to clean the track so that a visual inspection is possible. It is also equipped to measure track gauge and cross-level. The objective of this report was to describe the track maintenance vehicle and detail the results of investigations into present underground track inspection procedures and cleaning technologies, which led to the development of the prototype. Recommendations are made concerning the integration of components of this prototype vehicle into current track cleaning and inspection systems used in underground mines.

The recent determination by Eckman and Rossini of the heat of formation of sulphur dioxide appears to be of much greater accuracy than any previous measurement . The value obtained by them , 70,940 cal . , is in good agreement with that of Thomsen ( 71,080 ) , but differs by about 1,700 calories from Berthelot's result ( 69,260 ) , and by 1,940 calories from the provisional figure ( 69,000 ) adopted by Lewis and Randall in their studies of the free energies of the sulphur compounds . This large discrepancy suggested the desirability of a recalculation of the free energy of sulphur dioxide . In addition it is now possiblt to fix the specific heat of S₂ gas with greater certainty than at the time of the original calculations . These two changes are incorporated in the recalculations described below , and directly affect the values of AH , and the Ar terms in the free energy equation . In the determination of the integration constant of the latter equation , the free energies and specific heats of water vapor and the oxides of carbon are required as auxiliary data . In this work these are based , with certain exceptions , upon the equations previously deduced , which differ appreciably from the corresponding equations of Lewis and Randall . 56 · The principal equilibria employed below , and the plan of calculation , remain the same as in the calculations of Lewis and Randall . Before beginning this revision a search of the literature was made , extending to August , 1930 , for studies of additional equilibria . Only one reaction was found that gives promise of increased accuracy . This is the equilibrium of sulphur dioxide with copper , cuprous oxide , and cuprous sulphide . In this case , however , certain of the subsidiary data are lacking , and until they become available , the existing studies of the equilibrium in this system can not be successfully utilized . The changes in the numerical data mentioned above , especially in the thermochemical constants , are therefore solely responsible for the rather significant differences of the revised from the original values of the free energy .

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

The selective recovery of nickel and zinc from a waste phosphate solution by solvent extraction was investigated by the Bureau of Mines as part of a broad program to recover valuable metals and compounds from industrial wastes, and to reduce the associated land and water pollution caused by dumping these wastes. The waste, which resulted from the phosphation of automboile bodies, yielded 99 percent of both the nickel and the zinc by extraction with dinonyl naphthalene sulfonic acid (DNSA) and di-2-ethylhexyl phosphoric acid (EHPA), respectively. Dilute sulfuric acid was used to recover the metals and regenerate the solvents.

A series of 45 zirconium ingots has been cast by the consumable electrode arc melting process with the object of analyzing the effects of power input from 50 to 230 kilowatts and reduced pressure furnace atmosphere to improve the quality of regular 8-inch-diameter production ingots made thereby. Electrode consumption rate, molten pool volume, melting efficiency, sidewall quality, arc stability, and yield efficiency are considered. The use of direct current and alternating current is studied. In conclusion, reduced pressure furnace operation is shown to promote electrical efficiency, ingot homogeneity, high metal yield, and are stability. INTRODUCTION Zirconium is a particularly difficult metal to melt because of its affinity for atmospheric gases and its solvent properties when molten. In addition, zirconium sponge as produced by the boll process contains minor amounts of magnesium chloride, which cause severe spattering luring melting, because of these difficulties with zirconium, and its sister metal titanium, near techniques have been developed to permit production of commercial size ingots. Among the more promising is the consumable electrode arc melting method.

Selenium might be described as a paradoxical element, being a metal or a nonmetal, a conductor or nonconductor, amorphous or crystalline, colorant or decolorant, and a hydrogenator or dehydrogenator. Selenium was discovered in 1817 by the Swedish chemist, Berzelius, while studying flue dust from the lead chambers of the sulfuric acid works at Gripsholm, Sweden.

Nineteen quarry blasts were instrumented with particle-velocity gages mounted in a uniform soil overburden, back of one face in a quarry in Iowa. Three components of particle velocity, radial, vertical, and transverse, were recorded at each of eight stations back of each blast. Distances from blast area to gage stations ranged from 150 to 3,000 feet. Eleven of the quarry blasts employed millisecond delays, and eight were instantaneous blasts. Charge weight per hole was 200 pounds, and the charge weight per delay interval, including the instantaneous blasts, ranged from 100 to 3,000 pounds. Analysis of the data from these tests shows that the particle velocity, V, produced at distance, D, by a quarry blast of charge per delay interval, W, can be represented by an equation of the form, V=KWb D-n, where b and n are exponents, and K is the intercept constant which is a measure of the level of vibration. The value of K for a millisecond-delayed blast employing one hole per delay interval is about 42 percent larger than the value of K for a single-hole blast. The value of K for a multiple-hole milli-second-delayed blast is about the same as that for an instantaneous blast when the charge per delay for the millisecond blast is equal to the total charge for the instanteneous blast. The vibration level from millisecond-delayed blasts employing one hole per delay is shown to be independent of the length of the delay interval and the number of delay intervals over the range of the variables tested: 9, 17, and 34 milliseconds and 3, 7, and 15 delays per blast.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.
