Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

"INTRODUCTION The Connellsville mine of the Yolande Coal & Coke Co. is in the southwestern part of Jefferson County, Ala., about 30 miles southwest of Birmingham. The mine is on the Blue Creek bed, which is about 6 feet thick and dips at a angle of 18º. The bed is worked by the room-and-pillar method and is mined by both machine and hand methods. The Blue Creek bed at this point yields a high ash, low-volatile coal with excellent coking properties. Because of its exceptionally low volatile content and high coking strength, this coal is excellent for blending with Alabama coals of higher volatile content and weaker coking properties to form blends suitable for production of metallurgical coke.A sample of washed coal taken during this investigation gave the following analysis on an as received"" basis: Moisture, 8.3 per cent; volatile matter-, 20.2 per cent; ash, 8.0 per cent; fixed carbon, 63.5 per cent. The high ash content of this coal limits the quantity which can be utilized when low-ash coke is required. In the Birmingham district it is usually difficult to sell as coking coal a product that contains more than 8.0 per cent ash. To produce a. coal with this ash content at Connellsville presents a somewhat difficult washing problem. This paper gives the results of an investigation that was conducted by the Southern Experiment Station of the U. S. Bureau of Mines in cooperation with the University of Alabama and the Yolane Coal & Coke Co. for the purpose of determining the washing characteristics of the coal and the possibility of reducing its ash content on coal-washing tables.The practice at the Connellsville washery at the time of beginning this investigation was to crush the run-of-mine coal to pass a 1 1/2-inch round-hole screen and to treat the satire output on two primary, 3-compartment jigs. A. middling product was recovered from the primary jigs which was re-treated on a single-compartment rougher jig. This system yields a product of acceptable ash content, but the yield is low and the loss of good coal in the refuse is high."

"Electricity as a means of transmitting power was introduced in coal mines of the United States about 1891 for both haulage and coal cutting, only a few years after electrical haulage was first installed on street cars. At first, the hazards of electrical ignition ere not appreciated and the general use of open lights and black blasting powder made the possibility of electrical ignition of fire damp seem small by comparison.5 The possibility of igniting coal dust directly by electric sparks or arcs had not been considered.In the nine years prior to 1900, the progress of introducing electricity underground was slow, except that it was used for lighting shaft bottoms. Electricity had to contend with the more general use of compressed air for coal-cutting machines and, in mainline haulage, with the use of mule-teams and endless and tail-rope systems. During this period, great improvements were made in electrical apparatus, in surface installations as well as in mines. By 1900, therefore, the technique of applying electricity in mines had so far developed that it rapidly drove out the use of compressed air in coal mines because of the comparative ease of its installation and the marked economic advantages of its use over that of compressed air in practically all kinds of mining machines except percussion. rock drills.At this time, however, little thought was given to the hazard of indiscriminate use of electricity causing explosions and fires, and the possibility of electricity causing direct ignition of coal dust had not been considered. On December6, 1907, however, the Monongah, West Va. mine explosion occurred. This was the greatest mine disaster this country has over had, 361 men being killed. Although: there was much diversity of opinion, as to the origin of the explosion, many well-informed engineers concluded that the cause was ignition of coal dust do to wreckage of a runaway trip in a rope haulage entrance slope. This slope also served as a ventilating and it extended from the level of the coal bed to the surface. The runaway trip tore down electric cables and stirred up a cloud of dust when it was wrecked at the bottom of the slope. The dust was probably ignited by the electric arcing that occurred when the wires were knocked down. (Another but less probable source of ignition was the open flames of miners lamps.) From the foot of the slops the explosion appeared to have travelled into the mine, spreading as it went. If this ignition of coal dust was the origin of the explosion, it occurred on pure intake air entering directly from the surface."

Unlike other types of mining accidents, where an incident generally involves only a few workers, the danger of a mine fire extends to every person working in the underground environment. Mine fires can trap or kill those working underground by blocking avenues of escape and rapidly creating heat, asphyxiating gases and toxic fire products that can quickly spread throughout the mine. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate and improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Because wood is the second most abundant fuel available during a coal mine fire, it was decided that a series of large-scale wood crib fire tests was needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.1

The U.S. Bureau of Mimes evaluated the effects of two iron-based fuel additives on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of engines used in underground mines. One additive, ferrous picrate, did not measurably affect exhaust emissions. This report is mainly about a ferrocene-based additive that reduced DPM between 4 and 45 pct, depending on engine operating conditions. The report concludes that the DPM reductions were caused by the catalytic oxidation properties of a ferric oxide coating that developed inside the engine's combustion chamber. The ferric oxide coating also decreased gas-phase hydrocarbons and O, but it increased CO, and NO,. The increase in NO,, of about 12 pct, is considered the only adverse effect of the ferrocene-based fuel additive. The results suggest that the effectiveness of ferrocene was partially offset by increased sulfates because of the high-sulfur fuel used. Recommendations for continuing fuel additive research are presented.

"INTRODUCTION The character of mine drainage from areas of low pyritic coal3 and from average pyritic coal4 has been investigated, and to complete the study it seemed desirable to select a number of mines situated in high pyritic are as to determine whether or not this variation determines the relative acidity of drainage from mines operating in these characteristic coal fields. Advantage has been taken of some worked on in 1918 by Henry Leighton 5, then Professor of Economic Geology, University of Pittsburgh. He visited and has reported certain areas of high pyritic coal which we also visited during this study. Many of the mines were found to be idle in 1930 and a few were caved shut, apparently for several years. However, samples of the outflow from all mines visited were collected if possible and analyzed, and some general information was gathered for each mine. "The problem of recovering potash from the mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H2O), occurring in large quantities in the salt beds of Texas and New Mexico, has been under investigation at the Nonmetallic Minerals Experiment Station of the U. S. Bureau of Mines continuously since 1928. Most of the results previously obtained have been published in technical journals and in a series of Bureau of Mines Reports of Investigations.The experiments described in the present report were performed to ascertain whether a continuous countercurrent extraction of calcined polyhalite by hot water would yield satisfactory recoveries and concentrations of sium sulphate in the top liquor. Previous investigation by Storch 4 had shown that the rate of solution of uncalcined polyhalite was too slow to be of value in an industrial process, and Storch and Clarke 5 had demonstrated that calcination of the polyhalite greatly, accelerated the rate of solution in hot water, allowing most of the potassium sulphate to be readily extracted."

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used fur making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

"In the process of smelting copper ores and secondaries in the reverberatory furnace to produce a copper matte and a slag low enough in copper content to be discarded on the dump, it is essential to the best functioning of the process that most of the iron in the material charged into the furnace be at the end in the form of sulphide in the matte or ferrous oxide in the slag. Ferric oxide and magnetite present in the charged material should be reduced to ferrous sulphide or oxide. Ferric oxide offers no difficulty in reduction, at least to the magnetite stage, because it reacts very readily with sulphides at quite low temperatures. Magnetite is less reactive and consequently more resistant to slagging, so that the furnace man must take advantage of all factors favoring its reduction in order to prevent accumulations in the furnace.In order to determine these factors more definitely, the Bureau of Mines in cooperation with the Department of Metallurgy, University of Arizona, has undertaken at the Southwest Experiment Station an investigation of the effect of various factors upon the rate of reduction of magnetite by ferrous sulphide. A previous paper's reported the nature of the reactions taking place and the effect of various physical factors when only pure sulphide and oxide were present. Since in the actual smelting operation, many other substances are also present, it seemed desirable to make a study of the effect of their presence upon the rate of reduction of magnetite by ferrous sulphide. Such a study has been made; the work done and the results obtained are described herewith.As will be shown later, it has been found that of the substances usually present in the smelting charge, silica and magnesia accelerate, whereas lime, alumina, and cuprous sulphide hinder the reduction of magnetite by ferrous sulphide.No report of a previous laboratory investigation of this subject has been found. Almost all furnace operators have made at one time or another at least qualitative ccmparisons of the effect of various changes in operating oonditions upon the behavior of magnetite in the furnace, but the conclusions derived from the experiments have never been published."

"The few previous observations of the effect of turbulence on limits of inflammability have been made on a small scale in turbulence produced either by a fan or by movement of the mixture.By a suitable amount of turbulence from a fan the lower limit of methane was 5 per cent as compared with 5 per cent observed for quiescent mixtures in the same vessel.3 With a streaming movement of the gas mixture within the range of speed from 35 to 65 centimeters per second (69 to 128 feet a minute) the lower limit was approximately 5 percent,4 For a quiescent mixture of ethane the lower limit was 3.10 per cent ethane, but with fan running at a moderate speed a 3 per cent mixture exploded.5The object of the tests herein reported was (1) to determine the lower limit of natural gas in a mixture of natural gas and air Which would be ignited and propagate violently when the turbulence was produced by explosives fired from a cannon into the mixture; (2) to observe the behavior when the mixture contained less than this low limit; and (3) to determine how turbulence produced by a fan affects thin limit.Four series of tests were run, three of which were to determine the effect of different sources of ignition: Tests with (1) an electric igniter; (2) 3F black blasting powder stemmed with 2 pounds of dry fire clay stemming used to ignite the mixture, and (3) 40 per cent straight nitroglycerin dynamite unstemmed. The fourth was made to study the effect of turbulence produced by a two-speed electric fan, using an electric igniter as the source of ignition.In both series of tests with explosives, charges of 50 and 200 were used to determine the effect of increased quantity of explosives on the lower limit of natural gas."

Timely and rapid intervention to underground combustion events (fires, explosions, and spontaneous combustion) is the key to the successful control of the mine atmosphere and restoring of a coal mine to production. The focus of this paper is the utilization of a GAG 3A jet engine system to combat either large out-of-control fires or to render an entire mine inert when access to problem areas is difficult or impossible. This system is based upon a Soviet designed agricultural jet engine which consumes aviation fuel with oxygen (O2) from the intake air and exhausts combustion gases, primarily carbon dioxide (CO2) and water (H2O), along with the nitrogen (N2) from the air and small amounts of carbon monoxide (CO) and hydrogen (H2). The system is designed to approach stoichiometric combustion (ideally, pure burning that scavenges all the oxygen from the intake air). Therefore, these exhaust gases are almost entirely “inert gases”- i.e., gases which do not contribute to, and in fact, can suppress the combustion process due to the lack of oxygen. Other methods to inert mine areas have been used in the US and internationally, but these methods usually use low flow inertisation equipment or methods. Use of these low-flow inertisation equipment and methods has been successful in proactively rendering gob areas inert and has the ability to inert the entire mine workings. During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) examined and characterized conditions at a majority of the underground stone mines in the United States. Observations at these mines revealed a limited degree of roof monitoring beyond visual inspection and sounding. When monitors are used, they typically require the miner to measure movement at the roof. If conditions are unstable, the mine rmay be in a hazardous situation while recording data. Based on this scenario, researchers surmised that a simple, inexpensive monitor with the capability of recording data at a distance from the mine roof would be a safer way to gain the information. Additionally, more widespread use of monitors could potentially lead to better understanding of roof movement in general. A monitor to meet this need was designed, tested, and subsequently improved as experience was gained in its’ use at a number of underground stone mines. The Roof Monitoring Safety System (RMSS) can provide an initial indication of movement in roof beams. By understanding and measuring roof movement in underground mines, the potential for injuries and fatalities to mine workers from falls of ground can be reduced. Also, officials at a mine with a history of data are better prepared to make a decision on remedial actions in the event of ground falls. This paper will outline the evolution of the RMSS and how it can be used in a comprehensive proactive ground control safety program. Also included is a case history describing how the RMSS was used in an evaluation of the effectiveness of a mechanical impact scaling machine at an operating limestone mine.

The National Institute for Occupational Safety and Health (NIOSH) identified hearing loss as the most common job-related disease in the United States in its 1996 National Occupational Research Agenda. Previous studies by NIOSH have shown that operators of surface drill rigs without cabs are commonly exposed to A-weighted sound levels exceeding 90 dB. During hammer-drilling, A-weighted sound levels exceeding 100 dB were recorded at the operator station. NIOSH collaborated with a local drilling company to design and install a partial cab between the operator and the drill steel in an effort to reduce the sound level at the operator station. Sound level measurements in the field show the partial cab reduces the A-weighted sound level by 5 to 9 dB at the operator’s left ear and 2 to 5 dB at the operator’s right ear while hammer-drilling. This paper briefly discusses the preliminary design of a cab and the testing of materials for construction of the prototype. An explanation of the ideas behind the prototype design and fabrication are covered. Finally, the field test method and results are discussed in detail.1

[IN CONNECTION with its work on the conversion of coal to liquid cud gaseous fuels,3 the Bureau of Mines has always striven to keep informed of developments in this and related fields so that unnecessary duplication of effort could be prevented and so that useful ideas, presented in scientific and technical literature, could be evaluated as quickly as possible. Thus the E has compiled expensive literature and patent abstracts on the Fischer-Tropsch synthesis4 and hydrogenation d e venation of coal at elevated h temperatures and pressures.5 6 This publication differs from the references just given in that it covers patent applications, which may or may not have been approved for issuance as a patent, and also includes later material. The patent literature is, of courses, a valuable source for new ideas. German patent, have been particularly useful in this field because both processes for the complete conversion of coal to fluid fuels originated in Germany and were thoroughly investigated there because of the shortage or of indigenous fluid fuels. Among the German literature relating to these processes are patent applications. In contrast to the United States, Germany has a system in which applications are published before the final patents are issued. This arrangement permits the public to view all the applications and not just those for which a patent was granted as is done in the U.S. system. When main of the invention are judged not patentable by the German Patent Office, such documents nevertheless may contain useful ideas for scientists and engineers.]

Uranium miners have been shown to develop lung cancer in direct proportion to the time of exposure in the mine and the concentration of radioactivity (cumulative working level).1 Radon gas is continually evolved from the uranium ore, but because of its shoe half-life, 3.82 days, it is soon decomposed into particulate daughter products, which along with the dust in the mine, become deposited in the miners' lungs. At present, massive ventilation is the only effective method of reducing the radioactivity concentration in the mines. However, the Bureau of Mines is evaluating the possibility of using coatings on the mine wall that will have sufficiently low permeability to radon that the gas will decompose into the particulate daughter products before it can permeate the coating. Permanently trapped in the coating, the daughter products would be prevented from dispersing in the mine atmosphere. Lawrence Livermore Laboratory was asked to aid in this investigation. The direct determination of radon permeability is more difficult than that of the other noble gases because of the short half-life of the gas and radioactive contamination of the apparatus. We felt that it should be possible to estimate radon permeation coefficients from other noble gas permeation coefficients. It was noted that the log of the diffusion constants for helium, neon, argon, and krypton, as reported by Meares2,3 plotted to a straight line-against the square of-the gas molecularddia meter. The log of the permeation coefficients also plotted to a straight line against the square of the gas molecular diameter. Thus, by determining the permeation coefficients of such gases as argon and krypton through various films and coatings, it appeared likely that radon permeation coefficients could be estimated. In addition we felt it should be possible to find some relationship between polymer structure and he noble gas permeation coefficient that would aid in the selection of coatings materials as radon barriers.

Presented in this volume are the basic mining techniques and production operations associated with underground bituminous coal mining. Chapter 2, "Multiflow Process Charts", presents, in sketch form, a description of the various operations characteristic of conventional and continuous mining. In order to focus attention upon the major components and operations in each work cycle, certain items are not shown in the sketches, e. g., machine electrical cables, brattice, and rib posts. The elapsed time shown for each sketch is considered representative for the various work elements summarized by the sketch. More detailed work element times can be found in Chapter 3, "Typical Work Cycle Times", and Chapter 4. "Standard Time Data".

Tracor MBA under a contract to U.S. DOI Bureau of Mines designed, developed, fabricated and demonstrated a conveyor belt service machine. It is self-contained, battery powered, rubber tired and capable of handling, storing and transporting conveyor belting, wire rope and associated structures for sectional conveyor belts. While moving the tail section to its next position the machine discharges the belting, wire rope and belt structures. The belting is elevated and separated to provide for the insertion of the structures with minimum expended effort. A hydraulic system provides the power for steering, braking, winding or unwinding under controlled tension the belting and wire rope, operating a load-bed slat conveyor, raising, lowering and locking connection hitches and powering external hydraulic tools. Also, a pneumatic system is available to operate air impact tools. The service machine, with its present components can function in coal seams as thin as 48 inches, double wind conveyor belting 42 inches wide, 400 feet long, load or unload 3/4" wire rope on two separate reels and is controlled by two operators. A complete belt move using this machine requires only four workers. Successful underground demonstrations were conducted in coal mines located in West Virginia and Kentucky.

This report summarizes ongoing research at the National Institute for Occupational Safety and Health, Spokane Research Laboratory, in which collision warning systems for surface mining dump trucks are being evaluated. Common accidents involve these large trucks running over smaller vehicles or pedestrian workers. Collision warning systems currently use one of several methods, including radar, radio-frequency-signal detection, or ultrasonic signals, to detect and warn of the presence of an object or person in the blind spots of the mining equipment. Most available systems have not been tested on large off-highway dump trucks. This report evaluates several systems on two sizes of trucks, a 50-ton-capacity truck commonly used in quarries and construction and a 240-ton-capacity truck commonly used in open-pit mines. Tests were conducted to determine false alarm rates, alarm effectiveness, and reliable detection zones for a person and a pickup truck. The results indicate that radar and radio-frequency identification systems show promise for this application and that several of the improved systems are ready for extensive field tests. However, challenges still exist in applying these technologies to large trucks.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited.
