"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer's literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

The Bureau of Mines conducted mineral investigations of the Peace Rock and Deadwood River roadless areas in Idaho, in 1992. Literature research was done by the Idaho Geological Survey. The study areas contain black sand placers (thorium, columbium, tantalum, titanium, uranium, and rare earth elements), gold, and molybdenum prospects. Except for unrecorded placer gold, there has been no mineral production from the areas. No mineral resources were delineated, but a multi-million tonne molybdenum resource is in the Big Pine Creek area and a 142 million m' black sand deposit is in the Stolle Meadows, Peace Valley, and Deadwood River areas. The Deadwood mine produced zinc, lead, and silver. There are six mining districts in and adjoining the areas; Warm Lake, Deadwood, Garden Valley/Lowman, Banner, Summit Flat, and Grimes Pass. Few claims, mostly placer, were active in the study area in 1992. The study areas are underlain by granitic rocks of the Idaho batholith. Most of the deposits are alluvial accumulations of heavy minerals weathered out of the Idaho batholith. Stockwork and narrow veins along shears account for the base and precious metal concentrations. Eleven prospects were examined. Workings consist of drill holes, pits and adits. Geothermal resources (hot springs) occur mainly along the Middle Fork Payette River; Vulcan Hot Springs is a designated Known Geothermal Resource Area. Sand and gravel resources are of local interest.

This report presents results of recent Bureau of Mines research to establish the probability of spark ignition as a function of current (or voltage, for capacitor circuits) for resistive, inductive, and ca-pacitive circuits in 8.3% methane-air atmospheres. The data presented quantify the explosion hazard created when low-power electronic devices catastrophically fail in an explosive mine atmosphere. Previous litera-ture dealt with levels of probability between 10-3 and 10-4. This re-port extends the probability data to levels as low as 10-7. This study has verified that when the probability of ignition, PI, is plotted on a log-log coordinate system versus the current (or voltage), a continuous, straight-line relationship is formed. An interesting result that can be statistically hypothesized is that at some low level of igniting current the ignition process ceases altogether.

The U.S. Bureau of Mines has developed a hydrologic monitoring system for in situ leaching operations. This system records and displays flow and pressure information from sensors located in leachant injection and recovery wells. Continuous monitoring of hydrologic conditions is important during leaching operations because hydrologic factors such as aquifer permeability, solution injection rates, injection pressure, and solution recovery rates interact and change over time. This hydrologic monitoring system has been tested in an underground setting at the Cyprus Casa Grande copper mine. The system consists of hardware and computer software components and includes two Bureau-developed software applications. This publication describes the implementation of the hydrologic monitoring system and the software developed at the Bureau in support of in situ leaching research.

Since the beginning of waterflooding in the Midcontinent area, the Bureau of Mines has published many reports3-6/ describing in detail the results obtained on individual waterflooding projects in the area. These are intended as guides for operators in the selection of well-spacing, water-treating, and other techniques, as well as an indication of the results being obtained in waterflooding in various areas, fields, and horizons. In addition, Bureau personnel has arranged a tour of selected waterflooding projects each year for the past several years so that actual operating conditions may be observed and an additional opportunity provided for exchanging information. The Bureau of Mines investigated alloys containing lanthanum (La), praseodymium (Pr), neodymium (Nd), cobalt (Co), copper (Cu), iron (Fe), and magnesium (4g) as possible components of a permanent magnet mate¬rial utilizing a cerium-free synthetic mischmetal (M) as a substitute for scarce samarium (Sm) metal. Magnets containing M-Co-Cu-Mg and M-Co-Cu-Fe-Mg were fabricated by powder metallurgy techniques and evaluated. A synthetic mischmetal (M20) containing 20 pct La, 60 Pr, and 20 Nd yielded the best overall magnetic properties. The M20-Co-Cu-Mg alloys had energy products as high as 13.2 MGOe, remanences as high as 7.89 kG, normal coercivities as high as 6.26 kOe, and intrinsic coercivities as high as 13.4 kOe. The best value of intrinsic coercivity, 22.9 kOe, was obtained with an M-Co-Cu-Mg magnet in which the synthetic misch¬metal contained 30 pct La, 50 Pr, and 20 Nd. These values compare favorably with those of the Sm-Co magnets fabricated and measured at the Bureau's Reno Research Center, which had energy product of 15.1 MGOe, remanence of 7.8 kG, normal coercivity of 7.5 kOe, and intrinsic coercivity of 27.4 kOe. Iron substitution for part of the cobalt resulted in a decrease of magnetic properties, although several percent iron can be added before a drastic loss of magnetic properties occurs.

"INTRODUCTION Molybdenum deposits occur in Halifax County, N. C., near the eastern border of the Piedmont province. The deposits are associated with a small granite body about 2 miles long and half a mile wide. Molybdenite is the principal ore mineral and is found as disseminations or thin stringers in quartz veins and occasionally in the enclosing granite or schist wall rock.The deposits were investigated by Almon F. Robertson and Charles J. Cohen, engineers of the Bureau of Mines, in 1942 and 1943, who recommended that the deposits be explored to supplement reserves of critical war minerals.The Bureau made the initial exploration of the deposits in July 1943 and continued its work to January 1944. Drilling was resumed from July to December 1946 to test the deposits at &eater depth than had been attempted during the previous exploration."

This is a revision of a directory of coal research organizations throughout the world that was first published in 1961 as Bureau of Mines Information Circular 8008. Because of the wide acceptance of the first edition , a revision which would supply up- to - date information on coal research and which would facilitate communication among organizations of similar interest seemed important . This compilation includes the names and activities of organizations of various types -government , university , private , and industry . The areas of investigation that each organization is engaged in are indicated in broad terms : Analysis and constitution , mining and geology , preparation , briquetting , combustion , high- and low-temperature carbonization , gasification , conversion to solid and liquid fuels , and health and safety . Publications issued by and describing the work of each organization are cited ; almost all of the organizations also publish results of their investigations in the technical press . Selected technical and trade publications that publish information on the science and technology of coal and are not published directly by any of the organizations listed are cited in the pages following the list of organizations in each country . Information that would improve coverage and accuracy of the next revision of the publication will be welcomed by the Bureau of Mines .

This report summarizes the results of a hydrologic research study conducted by the U.S. Bureau of Mines (USBM) in cooperation with Energy West Mining Co. at the Deer Creek and Cottonwood Mines, near Orangeville, UT. The USBM evaluated hydrologic and overburden failure data to assess the response of local ground water to underground coal mining in single-and multiple-seam conditions. Fourteen springs located over the two mines were investigated in the study along with overburden failure response caused by longwall panel extraction. Spring discharge was compared to climatic variation and time of undermining to quantify response to undermining. Spring discharge had been reduced owing to below-normal precipitation during the period evaluated. The response of springs to mining in the vicinity was influenced in part by the thick overburden present at the study site the presence of hydrophilic clays and mudstones in the overburden stratigraphy, and elevation of the springs above mine level, which buffered the effects of undermining.

The Federal Bureau of Mines conducted extensive studies on solid-state defluorination (laboratory scale) and tests on molten defluorination (intermediate scale) of siliceous fluorspars. The studies were made to develop a pyrohydrolytic process for liberating fluorine from offgrade fluorspars. Test results showed that more than 90 percent of the fluorine can be evolved by solid-state defluorination at 1,300° C., and more than 97 percent can be liberated by molten-state defluorination at 1,420° C. Solid-state defluorination conditions were established by conducting tests on mixtures of ceramic-grade fluorspars and high-purity silica flour. Pelletized mixtures were defluorinated under varying conditions of time, temperature, and relative concentrations of silica, calcium fluoride, and water. The effects of adding various amounts and combinations of aluminum oxide and iron oxide on defluorination were also studied. Investigations of solid-state defluorination indicates that the following two reactions are involved: 2CaF2 + 3SiO2 = 2CaSiO3 + SiF4, and CaF2 + Sio2 + H20 = CaSiO3 + 2HF, The second reaction is dominant, although significant defluorination can be achieved by the first reaction.

The solubility and the activity of aluminum chloride hexahydrate, A1C13?6H2O, in aqueous solutions were determined as a part of the Bureau of Mines, U.S. Department of the Interior, research to improve mineral processing technology for recovering alumina from low-grade domestic resources. The solubility of A1C13 in pure water was found to be 31.09 and 31.77 wt-pct at 25° and 85° C, respectively, and decreased drastically to 10 and 0.1 wt-pct when the respective amounts of 20.3 and 37 wt-pct hydrochloric acid (HCI) were added in solution. The equilibrium constant for the solubility of hexahydrate, activities, and activity coefficients of A1C13 and H2O were calculated and compared with the results from the available methods of estimation. The results were shown to be useful in leaching nonbauxitic ores for extraction of alumina by changing the solubilities of component salts upon addition of HC1. Simultaneous solubilities of A1C13, FeC13, KC1, and NaC1 in solutions of HC1-H2O were also determined and their effects on the purity of A1C13?6H20 crystallized from mixed salt solutions are briefly discussed.

The purpose of this Bureau of Mines investigation was to determine the properties of arc-melted iron-chromium alloys ranging in chromium content from 12 to 50 wt.-pct. Alloys were prepared by consumable-electrode arc melting of electrodes composed of high-purity chromium and high-purity iron. Alloys were fabricated to rod and sheet, and the following data were obtained: Electrical resistivity, hardness, tensile strength, and impact strength at room temperature; and creep-rupture life at 650° C. (1,200° F.). As the chromium content of the annealed alloys varied from 12 to 50 pct., the properties varied as follows: The electrical resistivity increased proportionally from 41 to 53 microhm-cm,; the Rockwell hardness varied from A 38 to A 58; the tensile strength ranged from 52,000 to 96,000 p.s.i.; the impact strength of V-notched charpy specimens varied from 140 to 405 ft.-lb., and the 100-hour creep rupture life at 1,200° F. varied from 5,000 to 16,000 p.s.i.

The Department of the Interior has recently investigated the atmospheric conditions in tunnels of the Union Pacific Railroad in Utah and Wyoming , by observations made from the cabs of freight locomotives . This work was conducted by the Bureau of Mines at the request of , and in cooperation with , the Union Pacific Railroad Co .. and was brought about by several accidents to members of engine crews while passing through tunnels , from pollution of the tunnel air by exhaust gases from freight locomotives . The object was to determine the cause of gassing accidents , by examining into composition of the air in locomotive cabs while passing through railroad turmels ; to learn the effect of these conditions on the engine crew; and to provide a means of protection for the men so exposed . Gas samples and temperature readings taken in the cabs of locomotives were used in studying the atmospheric conditions to which the locomotive crews were exposed . The symptoms and the physiologica effects produced in men exposed to the atmospheres encountered were studied . The pulse rates and body temperatures were taken , and the determinations of the carbon monoxide content of the blood were made . Various methods for the prevention of gassing and for the protection of men therefrom were considered and tested , among which were the use of mechanical devices for deflecting the smoke away from the engine cab, and the use of various types of gas masks and breathing apparatus . While this investigation is a part of the safety work of the Bureau of Mines in connection with hazards from atmospheres containing carbon monoxide ( CO ) , the results are of particular value to railroads operating steam locomotives through tunnels , and are also valuable to other industries where atmospheres having poisonous gases or of a high temperature and humidity may be present . The Bureau of Mines has prepared, as circumstances have dictated, a series of schedules setting forth the minimum requirements that various types of equipment should meet to be considered safe and satisfactory for use under certain hazardous or unhealthful conditions. These schedules cover a wide variety of devices ranging from explosives to electrically operated mine locomotives. This paper discusses the functions and operations of schedules under which respiratory protective devices are tested and approved. It emphasizes that the aim of the Bureau respirator-approval system is to make available to the public respirators that meet definite performance requirements. The responsibility of the respirator manufacturer in pre-testing the device and in maintaining its quality after it is approved are explained. Aid is provided for the user in selecting the proper device for specific application, and a plea is made for better education of all concerned in the proper use of the devices. DISCUSSION Provisions have been made for testing and approving the following types of respiratory protective devices: Self-contained breathing apparatus,2/ supplied-air respirators,3/ gas masks,4/ dispersoid respirators,5/ and chemical-cartridge respirators.6/ These devices are tested at the Central Experiment Station of the Bureau of Mines in Pittsburgh, Pa. Self-contained breathing apparatus is tested by personnel of Health and Safety District B; other types of respirators are tested by the Branch of Health Research.

The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .

The development of systems for location of miners who have become entrapped following a mine disaster has been one of the major research goals in the Bureau of Mines. This study details the preliminary development of such a system. Current technologies for locating trapped miners from the surface are either simple direction finders or time difference pulse systems that have accuracy limitations. Developing technologies using full vector field measurements at several receiving points are currently being studied. The necessity of measuring field strength with great accuracy can be a drawback in these systems. A system that operates with continuous wave radio signals, whose phase differences can be measured accurately even in weak signal conditions, greatly improves the location accuracy. A microcomputer would be used in conjunction with the system, to gather and manipulate the data to automatically pinpoint the location of the trapped miner. Comparison of this system with existing technology indicates a favorable accuracy/complexity ratio for the phase difference of arrival technique.

This is the first in a series of progress reports on the longwall subsidence research program at the Bureau of Mines Denver Research Center. As part of this program, the Bureau and the Utah Power and Light Co. are cooperating on a study conducted at the Deer Creek Mine, which is directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. A monitoring network has been established at the Deer Creek Mine to measure subsidence over four adjacent longwall panels. To date, two panels have been mined. Subsidence began as the first panel was mined and continued for 1 year following completion of the panel, during which time the adjacent panel was mined" A maximum of 2.7 feet of subsidence occurred over the two longwall panels mined at a depth of 1,500 feet. Because of the length of time that subsidence continued after mining, the final subsidence profiles and angle of draw have not yet been determined.
