The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circular pros. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The National Safety Competition is sponsored and conducted annually by the Bureau of Mines, U. S. Department of the Interior, to stimulate greater interest in safety in the mineral-extractive industries and to encourage the development of more effective accident-prevention programs. Since its beginning in 1925, thirty-four safety contests have been conducted. This publication reports results of the 11 annual contests for the period 1948-1958, inclusive. Mineral operations awarded the "Sentinels of Safety" trophy for the best safety record in their competitive group as well as those ranking second, third, fourth, and fifth are listed along with a summary of their achievements in preventing disabling injuries. In addition, this publication contains statistical information reflecting the disabling work-injury experience of all other mines and quarries enrolled in the annual contests. The injury statistics of these operations are arranged in the six groups of the competition and through 1955 are the only data on injury-severity at noncoal mineral operations published by the Bureau of Hines. Recognition of the National Safety Competition in promoting safety has increased steadily during its 34 years. The number of plants participating in these annual competitions increased from 210 in 1925, its first year, to a record of 675 in 1958. The expanding scope of the National Safety Competition indicates that more mines and quarries in the United States are enrolling 90 all available means to promote safety on the job will be used. Safety contests like this are generally recognized, in the field of safety promotion, as an effective way to arouse and hold the interest of employees and officials in accident-prevention programs. They tend to forge individual precautionary acts into group action centered on a common objective, such as winning the ?Sentinels of Safety? trophy.

Although zinc in the environment is generally considered to be beneficial or benign, excessive amounts can cause deterioration of environmental quality and toxicity problems for some plants and animals. High amounts of zinc in the environment are often associated with anthropogenic activities, mainly those involving zinc production and consumption and those related to the use and disposal of zinc-containing products. To obtain some upper limit parameters on the historical quantities of zinc chat may have entered the U.S. environment from anthropogenic sources, the Bureau of Mines conducted a materials flow study of zinc from the earliest beginning of the domestic industry through 1990 and for the year 1989. For comparative purposes a generalized historical materials flow of zinc for the world was also prepared. The United States was the world's leading producer and consumer of zinc in the 1850-1990 period. In that period, U.S. mines and smelters produced 15% and 20%, respectively, of world output, and U.S. zinc consumption accounted for about one-fourth of the world total. Maximum zinc losses into the environment related to the above production, consumption, and disposal of end use products total about 63 million tons. Dissipative uses and landfill disposal have accounted for about 73% of the potential zinc losses to the environment, followed by mining and smelting 22%, and manufacturing, 5%. At the end of 1990, contained zinc in useful end-products in the United States was estimated to be about 23 million tons. In 1989 slightly more than 1 million metric tons of zinc in new zinc-containing products were added to the domestic pool of zinc in use but in the same year, an estimated 0.9 million tons was dissipated and discarded, indicating only small net gains to the zinc pool of use annually.

Thorium and cerium are two of the group of elements known as "rare earth metals," and are obtained from the mineral monazite. Previous to the employment of thorium and cerium in incandescent gas mantles these elements were nothing more than laboratory curiosities, as the rest of the rare-earth metals are to-day. The most important salts of these rare earths are the nitrates. In the manufacture of gas mantles, thorium nitrate is the principal ingredient and forms prom 92 to 99 per cent of the impregnating material; the other 1 or 2 per cent is largely cerium nitrate and is quite as necessary, for without it there would be little luminosity to the mantle when in use. When the mantle is "burned off," the nitrates are changed to oxides. The monazite used as a source of thoria contains from 6 to 9 per cent of thorium oxide (Th02) and 24 to 32 per cent of cerium oxide (Ce203). As only the thoria and a very small hart of the ceria from the monazite could be used in gas-mantle manufacture, for a time the residues consisting mostly of ceria with somewhat smaller quantities of other rare earths found no commercial application. Later, however, they came to be utilized in several ways, the most important being: (1) the manufacture of cored flaming arc carbons, a great, irmprovement over the plain arc carbons used in electric lighting; (2) cerium metal used in the manufacture of pyrophoric or sparking alloys or "flints" for automatic pocket lighters and miners' lamps; and (3) the production of special kinds of optical and art glass.

This paper describing the methods employed in the purchasing and supply departments of the Miami Copper Co., Miami, Ariz., is one of a series being prepared for and published by the United States Bureau of Mines on office practice in mining operations. GENERAL DESCRIPTION The Miami Copper Co.'s plant is located about 1 mile from the town of Miami, in the Globe-Miami Mining District, Gila County, Ariz. The property consists of a complete mining plant, concentrator, high-pressure steam power plant, and many other attendant structures. In normal times the company employs about 1,500 men, and mines and mills about 6,000,000 tons of ore annually.

In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation's energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett's path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

The Bureau of Mines' Oil Shale Data Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. ACKNOWLEDGMENTS The oil shale data bank listings are the result of a team effort of the project staff. Zinc smelting is frequently termed a ba.ckward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, lowunit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pou~ds of ore. The diameter of the retort is limited by the tirrie required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, qr ·producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser. attached to one end of the retort, where it conde_nses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls 11.nd of the ore charge itself, the heat efficiency even of the most modern regenerative furnacei;; is only about 12 per cent. The retorts have a short life, 30 to 6Q days, at the high temperature required-; zinc losses are heavy, usually 10 per cent or more; and the proportion of impurities in the retort charge must be carefully controlled to prevent the rapid corrosion of retorts. For these reasons, much work has been done in an e:ff ort to, find cheaper and more efficient methods o.f recovering zinc from its ores. Various methods have been proposed for smelting in the blast furnace. Some of these contemplated the production of zinc vapor and its condensation to liquid; others attempted to produce liquid zinc directly by smelting under pressure. It is now realized that fundamental difficulties render these proposals impracticable. The electric furnace for smelting offers obvious advantages in the way of the efficient utilization of energy, large units, easy attainment of high temperatures, and the possibility of treating complex ores. E. H. and A. H. Cowles first suggested a design for an electric furnace for the reduction of zinc ores and patented their process in 1885. Their attention was soon directed to other uses for their furnace and nothing further of importance was done in the electric smelting of zinc until about 1900. Several investigators then started work upon various processes and had more or less success. The chief difficulty they encountered was the impossibility of obtaining more, than a small amount of the zinc as liquid metal because most of the zinc vapor condensed as blue powder. Interest in the electrothermic metallurgy of zinc increased, many patents on processes and furnace design were taken out, and the literature on the subject grew, until in 1914 and 1915 the problem seemed to be approaching solution. About this time the hydrometallurgy of zinc, the development of which had been lagging somewhat behind that of the electrothermic metallurgy, sprang into the limelight and a commercial process was soon perfected. This rapid development, perhaps aided by the war premium on the high-grade spelter produced by electrolytic deposition, distracted attention from electric smelting to some extent, though progress continued. With the perfection and standardization of the electrolytic process has come a better realization of its limitations, especially the necessity for large-scale operation ·and the difficulty of obtaining high extraction. Because of these limitations the electrothermic metallurgy of zinc still has a field of its own and in fac-t promises to become a strong competitor of both hydrometallurgy and retort smelting except under conditions highly favorable to the latter methods. Because of the imperfections of the retort and electrolytic processes and the promise that the electric furnace offers in overcoming these imperfections, the. United States Bureau of Mines, in cooperation with the Missouri School of Mines and Metallurgy, has undertaken a study of the electrothermic metallurgy of zinc.

Mine fires have occurred since the mining of coal was begun, and they are still occurring. The resulting economic waste may become considerable (219),3 especially if a fire is allowed to assume major proportions or to get beyond control temporarily. It is important, therefore, to act promptly whenever a fire is suspected and to have every action count. To do this effectively, it is necessary to know at the earliest possible moment and thereafter what is happening in a remote or inaccessible area. It is equally important to know before¬hand what may be expected as a result of any proposed combative measure. The logical method of combatting a fire demands the cooperation of both mining engineer and chemist. They should decide the course of action to be taken, drawing upon the mining engineer's intimate knowledge of the physical structure of the fire area, the cost and time required for proposed operations, and the probable efficiency with which they could be carried out, and upon the chemist's knowledge of the results to be expected therefrom.

A new method has been developed for handling supplies in underground bituminous coal mines. A survey indicates industry wide implementation potential for the proposed method. Reduction of supply handling accidents' by as much as 73% and improvements in the productivity of face operations by at least 3% are anticipated benefits. The new method is based on the palletization of daily supplies and the use of a forklift for carrying out the handling tasks at the underground section. A prototype of the forklift has been delivered to the U.S. Bureau of Mines. The forklift has demonstrated several important features necessary for underground supply handling such as compactness, maneuverability, visibility, ease of control and auxiliary attachments for hoisting, carrying timber and pulling. Design improvements are recommended for future generation underground forklifts. These relate to higher speed, increased battery duty cycle, higher payload and modified traction/steering to eliminate plowing of soft mine floors.

WHILE methods of utilizing blast-furnace slag have been developing, a great deal of literature on the subject has accumulated, but no comprehensive summary of information that would be helpful to engineers, contractors, architects, chemists, and others in under-standing and more successfully using this byproduct of the iron and steel industry has been published in the English language. The National Slag Association recognized the need for such a publication, and the Problems Committee of the Association under-took in 1943 to accumulate the necessary material. Over a period of several years this committee compiled pertinent information in manuscript form, and in 1948 the Bureau of Mines and the National Slag Association made an agreement whereby the Bureau was to prepare the data for publication as a cooperative bulletin of the Bureau of Mines and the National Slag Association.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

The foundation of Japan's growing industrial and economic strength lies primarily in minerals, power, and technical know-how. Domestic raw material resources cannot supply domestic demand, and imports are indispensable. The Japanese are forced to acquire minerals and metals on a global basis, and their activities already have made an impact on international markets. A by-product of these efforts is the development and expansion of mines in many parts of the world to supply Japanese requirements. Japan now has a surplus capacity to produce finished products for consumption and export. Tradition-ally, domestic deficits in minerals have been met by importing crude materials. Because of the rising demand, however, the time has come when semi finished products as well as crude minerals are required. While the domestic market is the mainstay for Japan's industrial products, expanding export markets are essential for balancing trade and for providing economic prosperity and higher living standards for the Japanese people. Japan has a long history of mineral and industrial development, and the best in modern practices abroad has been adopted and modified for use under Japanese conditions of smaller enterprises, cheaper labor, and a more closely knit society. Generations of industrious workmen, technicians, and business-men have been trained in industrial occupations. Devastation of war temporarily slowed progress, but at the same time provided the opportunity for reconstruction, modernization, rationalization, and expansion. The Japanese excel in small and medium-sized operations, but they also have mastered large-scale production. Management is aggressive, practical, and strongly imbued with the concepts of effective utilization of resources. Integrated operations, diversification of facilities, intense competition among concerns in the domestic market, and close cooperation in foreign activities characterize Japanese industrial policies. Available capital has been utilized up to the limit for the establishment of mineral and other industrial facilities at home and abroad. Technology, machinery and equipment, and transport services have been exported along with venture capital, and funds have been advanced against future delivery of foreign raw materials. The Government has been restrained in regulatory functions and has provided technical services to private industry. Thus, Japan's technological foundations are secure, management practices are efficient, and government has stimulated production. The future outlook is bright for the continued rapid growth of mineral and other industries in Japan. Already supreme in Asia in per capita output and living standards, Japan steadily is gaining on the European countries. Steel production has overtaken the United Kingdom and is pressing the level in West Germany. Consumption of fuels and power is expanding at a rapid rate. Construction activities are booming. Japan has built up medium-sized non-ferrous industries. Its ability to produce the exotic metals needed in the nuclear space age is well established. Since Japan makes a great variety of mineral products, her overall posture in mineral extraction and processing is strong. Primarily as a result of intensive efforts in the mineral and other industrial fields, Japan is emerging in world markets as a serious competitor to all industrialized nations.

The Salt Flat field, formerly called the Toe -Bruner field, is located northeast of the town of Luling in Caldwell County, Tex. This field, which is a fault structure, approximately parallels and is about 5 miles east of the Old Luling field. The proved area is approximately 1,280 acres, on which 332 producing wells (September, 1930) have been drilled. The majority of the wells are producing from the Edwards limestone at an average total depth of 2,700 feet. A few wells are producing from the Austin chalk or from other formations above the Edwards limestone. The Wilcox formation is exposed, and the fault trace in places is scarcely evident. The strike of the structure is approximately 111. 20 to 45° E. The displacement of the fault is probably 200 to 500 feet. The discovery well was completed in the Austin chalk by the Lutex Oil Co. during April, 1928. In October, 1928, the Sun Oil Co. completed the discovery well in the Edwards pay. This well was an important discovery, as it indicated the potential oil possibilities of the Edwards limestone in echelon fault structures. The discovery led to the development of the third fault field in the Edwards limestone and opened up a large area for future prospecting. The total oil production for the Salt Flat field to and including September, 1930, was 19,833,215 barrels. The most reliable figures available of water production were compiled for a number of leases and wells in the south half of the field. These data show that the water percentage for the average well in this part of the field increased steadily from 30 per cent for January, 1929, to 81 per cent for December, 1929. The estimated daily water production of the entire field for December, 1929, was about 82,000 barrels as compared with a daily oil production of 29,725 barrels; or approximately 2.7 barrels of water were produced with each barrel of oil 14 months after the discovery well was completed in the Edwards pay. Estimates of water production in the (Old) Luling field, which is near the Salt Flat field, place the daily water production at about 150,000 barrels (July, 1929) as compared with a daily oil production of 11,000 barrels. These figures indicate that in the Luling field approximately 14 barrels of water must be lifted for each barrel of oil produced. The Luling field was discovered in August, 1922, and a peak annual production of 10,210,000 barrels was reached during 1924. The production during 1928 was 5,057,000 barrels of oil from an average of 567 producing wells for the year. Although water appeared early in the life of the Luling field, the oil production has been well sustained. Another feature of outstanding interest is the comparatively few producing wells that have been abandoned on account of water during the soven years of operation of this field. Comparison of data between the Luling and Salt Flat fields is of importance because of the nearness of the two fields. The Luling field is a narrow strip or "shoestring" approximately 8 miles long, with a maximum width of 3,400 feet. Production is obtained in the Edwards limestone at an average depth of 2,200 feet on the upthrow side of a fault. Similar conditions of accumulation are found in the Salt Flat field at greater depth to Salt Flat field as outlined (April, 1930) is about 7 miles long? with a maximum width of 2,000 feet. At the time the field work was begun (July, 1929) in the Salt Flat field, drilling operations had been almost completed in the south half of the field, while the north half was still under development. Cross sections and a structure contour map interpret the subsurface conditions in the south half of the field, where the water conditions first became serious.

Electrical apparatus because of its flexibility and its adaptability to all classes of service has become essential to the mining industry. Hence the problem of providing electrical equipment that is safe for use in explosive mixtures of methane and air is of prime importance in coal mining. Ilwestigatorsand experiment stations early recognized this fact and much work has been done in the investigation and the development of electrical apparatus for use in atmospheres containing fire damp. The term "fire damp" as applied throughout this bulletin means an explosive mixture of methane and air. Direct-current motors and alternating-current motors of the slipring type when running usually give off electric arcs or flashes that will ignite fire damp. Other 'motors that ha,'e no moving electric contacts may become dangerous through accident, deterioration, or neglect. Auxiliary apparatus such as fuses, switches, rheostats, and controllers may arc, flash, or become heated to snch a degree that fire damp can be ignited. Such equipment is still more dangerous when worn or out of repair. In the United States the development of apparatus for use in gaseous mines has been associated largely with coal-cutting equipment run by electricity. This is undoubtedly due to the use of such equipment at the face of the mine workings, where the chance of igniting fire damp is necessarily greatest. One American manufacturer built a coal-cutting equipment of the totally inclosed type for use in firo damp atmospheres in 1903. Another built similar equipment with special protective devices in 1906, for export. During the years 1910 and 1911, the Bureau of Mines at its Pittsburgh experiment station conducted a preliminary investigation of the safety of such protection as was then in use or under consideration. Five motors were submitted for this investigation, each having somewhat different methods of protection. The results of this investigation were published in Bulletin No. 4G.a

It does not discuss geological problems nor the methods and equipment used in drilling or at flowing oil wells. Much of the presentation is by photographs and drawings which are described in the text. Underground equipment and methods for pumping oil wells will be discussed in a later publication of the Bureau of Mines.

This Bureau of Mines study outlines the history of 11 major metal ore deposits or districts that are relatively new discoveries. The oldest operation is the White Pine mine, where major exploration was initiated in 1929. Discovery (delineation of ore bodies) dates range from 1948 to 1976. All but two of the deposits, Quartz Hill in Alaska and Flambeau in Wisconsin, are or shortly will be in major production.

During the past few years, since flotation has become the paramount treatment method for most all kinds of ores, the Bureau has gathered the data on consumption of reagents used in the flotation treatment. The first report was issued in 1916. A brief review of such reports snows the progress made in the art of flotation, and each year brings forth the development of new reagent a or combinations of reagents that seem sure to survive, but research and progress spell their defeat, if not by entire elimination, at least subjects them to considerable modification.

More than 400 academic, government, and industry representatives attended the second symposium on ash utilization and technology held in Pittsburgh, Pa., March 10-11, 1970. Sponsored by the National Coal Association, Edison electric Institute, American Public Power Association, National Ash Association, and the Bureau of Mines, the symposium featured 23 formal presentations by leading experts from Europe and the United States on all major phases of ash production, utilization, and research. Abstracts of all the papers are grouped right after this introduction, and the full symposium proceedings follow. Biographical sketches of the representatives are given in an appendix. Sponsoring organizations and their chief representatives were the National Coal Association, James R. Garvey, Bituminous Coal Research, Inc.; Edison Electric Institute, C. E.
