Preliminary examinations of the Parker and Webb deposits were made by E. E. Maillott, Bureau of Mines engineer in July 1942. The chemical and spectrographic analyses included in this report wore made at the Eastern Experiment Station of the Bureau of Mines at College Park, Md., under the general supervision successively of S. M. Shelton and of Paul M. Tyler, formerly regional engineer, Eastern Region. Beneficiation tests were conducted under the supervision of Frank D. Lamb. Two pieces of European Union (EU) legislation together establish requirements for protection against risks from vibration at work. The vibration directive1 specifies duties of employers to protect workers from risks from exposure to vibration; the machinery directive2, specifies duties of manufacturers and suppliers regarding the safety of machinery marketed in the EU. This paper discusses both directives and the standardisation programmes that support them. It also addresses the implementation of these requirements in Great Britain. Employers’ duties: the vibration directive This directive requires employers to assess and control risks to health and safety arising from hand-arm vibration (HAV) and whole-body vibration (WBV). Member States were required to implement the directive in national legislation by 6 July 2005. Employers are required to eliminate vibration risk at source, or reduced to a minimum. The duties include: assessing risk and exposure; planning and implementing the necessary risk control measures; providing and maintaining suitable work equipment; providing workers with information and training on risks and their control; and monitoring and reviewing the effectiveness of the risk control programme. Daily exposure exceeding a specified action value triggers a requirement for a programme of technical and organisational measures to minimise vibration exposures and the resulting risk, and the provision of health surveillance. Exposures above a specified limit value are prohibited. When conducting their risk assessments, employers are required to “assess and, if necessary, measure” the vibration exposure of workers, for comparison with the action and limit values. Vibration measurement in the workplace is not expected in all cases and the use of vibration information from equipment manufacturers is specifically mentioned. This provides a link with the machinery directive (see below). Manufacturers’ and suppliers’ duties: The machinery directive The machinery directive, first introduced in 1989, is intended to remove barriers to trade. It puts duties on manufacturers and suppliers who place machinery on the European market to design their products to eliminate or reduce risks to health and safety and to warn the user of any residual risks, providing information required for safe use (for example, operator training, maintenance and selection of consumables). Literature concerned with management and supervisory training was reviewed and analyzed from the perspective of relative effectiveness of various training methods for improving knowledge and awareness, changing attitudes, improving problem solving skills, improving interpersonal skills, and improving on-the-job performance. Conclusions were drawn relative to each method and the current state of the field of management and leadership training. A 168 item annotated bibliography is presented.

Although wheelchair users are regularly subjected to whole-body vibrations little research has been conducted to assess these vibrations or attempt to reduce them [2,3,5]. Most of the wheelchair and whole-body vibration research done to this point has been conducted on manual wheelchairs. Van Sickle et al showed that manual wheelchair propulsion over a simulated road course produces vibration loads that exceed the ISO 2631-1 standards for the fatigue-decreased proficiency boundary at the seat of the wheelchair as well as the head of the user [6]. In a study by Boninger et al [1], 66% of wheelchair users reported neck pain since acquiring their wheelchair. One of the key reasons believed to be the cause of pain, was the exposure to whole-body vibration. Kwarciak et al [4] and Wolf et al [7] performed similar studies using two methods of analysis to evaluate vibrations on suspension and non-suspension wheelchairs while descending curbs of varying heights. Both studies revealed no significant difference in the abilities of the wheelchairs to reduce the amounts of vibrations transferred to the wheelchair user. Although the efforts of wheelchair companies to reduce the amounts of whole-body vibration transmitted to wheelchair users through the addition of suspension systems is encouraging, the technology is not yet ideal. Additionally, the research to date has focused on manual wheelchairs exclusively, while little attention has been shown to powered wheelchairs. Methods This study includes the use of two suspension electric powered wheelchairs: The Quickie S-626 and the Invacare 3G Torque SP Storm Series. Each subject tested all of the configurations of the suspension wheelchairs. These included the Invacare with suspension, the Quickie with suspension set to three settings (most stiff, least stiff, and 50% stiffness), and both wheelchairs with solid inserts to act as non-suspension wheelchairs. Sixteen able bodied subjects have been recruited for this study so far. In each of the configurations of the wheelchairs, the subjects traversed an Activities of Daily Living (ADL) course. Vibrations were collected from a tri-axial accelerometer attached to a seat plate beneath the cushion during driving over the activities course. A mixed model ANOVA was used to determine if there were differences between suspensions based on Vibration Dose Value (VDV). Results Statistical analyses of the VDV data revealed significant differences between the six different suspensions over each of the obstacles in the activities of daily living course. Post-hoc analyses revealed that for each of the obstacles, significant differences existed between the Invacare suspension and the Invacare solid insert. For the Quickie power wheelchair the solid insert setting was not significantly different from the most-stiff setting for each of the obstacles

The performance of electrical grounding systems in open-pit metal mines is evaluated, using techniques which are described thoroughly. The normal electrical distribution and grounding practices used in metallic open-pit mines are reviewed and compared with coal mine usage. The results are used to generate the included recommendations for Federal Regulations concerning open-pit metal mine grounding systems.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network. and 2)development at a set pit digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the models and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated fur their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

This report, dealing with the separation of coal from its associated impurities by means of a pulsator-type jig, continues the series of reports that have been issued by the Bureau of Mines, in which detailed study has been made of the efficiency and mechanism of separating coal and impurities in various coal-cleaning appliances. The previous reports have dealt with the piston jig, coal-washing table, pneumatic table, and Baum-type jig.5/ Such studies of the separation accomplished by any form of concentration device are essential and necessarily preliminary to any intelligent attempt to improve the performance of such equipment Object and Plan The pulsator-type jig was developed recently by G. A. Vissac. Although two articles(2) describing plants using this type of cleaning unit appeared in 1936, both dealt principally with plant design and layout rather than with plant performance The object of the stork described in this report was to determine the efficiency of the separation made by the pulsator jig on a sized feed, the specific gravity at which the separation between coal and impurity was effected, and the influence of the specific-gravity composition of the coal on the character of the separation made.

"Electron spin resonance (ESR) spectroscopy has been employed to· examine the role of tetraperoxochromate( V) ions (Cro:-) and other Cr(V) species in the generation of hydroxyl (OH) radicals in the reaction of Cr(VI) with H2O 2 in biological media. In contrast to earlier suggestions, the present ESR studies using crystalline K3CrO8 as a source of Cro:- show that decomposition of Cro:- in water or in H2O 2 does not generate significant amounts of OH radicals. Addition of NADH to a solution containing Cro:- yields a Cr(V)-NADH complex, which readily reacts with H2O 2 to generate OH radicals. Similar results obtained from several other biological reductants, including vitamin B2 , indicate that a vacant coordination site on a Cr(V) complex facilitates its reaction with H2O 2 to generate ""OH radicals. We thus suggest that in biological media, reaction [3] instead of [1] or [2] is the major pathway for the OH radical generation: While the carcinogenic potential of Cr(Vl)-based compounds has been well established via epidemiologic and animal studies (1), the underlying biochemical mechanism is still not well understood (2). In a recent development, however, Kawanishi et al. (3) have reported that hydroxyl (OH)2 radicals might be the key species in the mechanism of Cr(VI) toxicity. As to the mechanism of the ""OH radical formation they suggest that Cr(VI) reacts with cellular hydrogen peroxide (H2O 2) to form the tetraperoxochromate(V) (Crog-) ions, which decompose to produce hydroxyl radicals. It was also suggested (3) that the ""OH radicals thus produced cause genotoxicity via DNA base modification and deoxyribose phosphate backbone alterations. More recently Aiyar et al. (4) reported the detection of OH radicals in the reaction of Cr(VI) with H2O 2 in biological media, including the reaction of ""OH radicals with deoxyguanosine to generate 8-hydroxydeoxyguanosine adducts, confirming that ""OH radicals could indeed play a significant role in the mechanism of Cr(VI) toxicity. However, the mechanism for the ""OH generation was not clarified, although the role of Crog- ions as possible precursors was mentioned, somewhat along the lines suggested by Kawanishi et al. (3). The possibility of the participation of Crog- in the ""OH generation has also been indicated by Sugiyama et al. (5), since they mention that vitamin B2 enhances the formation of""OH radicals in the reaction of Cr(VI) with H2O 2 because of the generation of Crog- in the reaction."

One of the important duties of the Bureau of Mines is to sample and analyze coals and to publish the results of such analyses for the information of producers, consumers, and the general public. Numerous publications containing such analyses have been Issued from time to time. Although the chemical properties of a coal as revealed by its proximate and/or ultimate analysis and heating value aid one considerably in visualizing its probable behavior and in determining its usefulness and value for a specific purpose, they do not furnish complete information. The physical properties of a coal, such as its ability to retain its original form without undue breakage or degradation in size under the various conditions of storage and usage, are also of importance in determining its suitability, technically or economically, for a given purpose.

The land mass of the Asia and Pacific region comprises 11 million square miles or about 15% of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest island or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The countries in the Asia and Pacific region represent some of the most vibrant economies in the world. Japan is undisputed as one of the world's leaders in manufacturing and commerce. Hong Kong and Singapore are significant both as entrepôt and banking centers. The economies of Australia, the Republic of Korea, and Taiwan compare favorably to the level of the industrialized countries in western Europe. Indonesia, Malaysia, the Philippines, and Thailand have maintained strong economic growth during the past two decades. All these countries in the Asia and Pacific region collectively constitute a significant bloc as to raw materials production and consumption, as to manufacturing, and as to world trade.

The coal-bearing areas of Kansas cover approximately 18,800 square miles (23 percent of the state's total area). Coal in Kansas ranges from lignite to high volatile bituminous, located principally in the south-eastern part of the state. Kansas reserves are estimated to be 987,500,000 tons, approximately 0.2 percent of U.S. reserves. Coal beds generally occur in thin seams up to five feet thick. The overburden-to-coal stripping ratios in Kansas are among the highest in the nation, typically 20 to 1, with some ratios up to 35 to 1. The first commercial coal mining operation in Kansas opened in 1865 at Fort Scott in Bourbon County. As in other states, coal production in Kansas increased during the industrial revolution, and then fell as industry converted to alternative fuels. Production peaked in 1916 and 1917, with annual production of 7,250,000 tons. Coal production today is by surface mining methods. The Kansas regulatory program was approved April 14, 1982; the Abandoned Mine Land Program was approved February 1, 1982; and the emergency program authority was approved January 10,1989.

Effective use of diesel vehicles in underground mining requires attention to improved control of diesel exhaust pollutants such as particulate (soot), oxides of nitrogen and sulfur and carbon monoxide. An experimental survey Is made of diesel emission aftertreatment control techniques including water scrubbers, catalytic converters, exhaust gas recirculation (EGR) and soot filters. Use of two or more techniques in combinations are tested for optimum control of all exhaust pollutants. Dynamometer data is developed for steady state and computer controlled simulated mines duty cycles operation of Deutz F6L-714 and F8L-413 engines. Exhaust Quality indices (EQIs) are calculated from dynamometer data for comparisons among the control combinations examined. The Corning diesel particulate filter (DPF) is shown to be the most promising and practical device. The Corning DPF in combination with EGR provided the best (lowest) EQI from the test data. Use of the DPF requires additional regeneration mechanisms such as a catalytic filter coating or fuel additives. A metal mine field test is made of DPFs on an operational scoop tram to test practical applicability. Further development is proposed for application to various mine conditions and for improvement of DPF regeneration techniques including coating with newly available catalysts.

"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

Manipulation of hand-held objects in 3D space is a complex task. Understanding how individual digits interact with a hand-held object provides helpful information for hand tool designers, researchers, clinicians, and occupational therapists. At the object-digit interface, the contact mechanics can be represented by three force and three torque components. Six-component force/torque transducers can register all the three forces and three torques at the digit-object interface, and therefore are advantageous in the study of manipulation mechanics. The large number of force and torque signals from multiple force/torque transducers are difficult to interpret and therefore making experimental research of manipulation a challenging task. The purpose of this study was to develop a 3D visualization tool for the investigation of the contact mechanics at the object-digit interfaces during manipulation tasks. Methods A 3D stick-figure hand model was created based on digitized 23 anatomical landmarks of the hand. Five miniature 6-component force/torque transducers (4 × Nano17 for the fingers, 1 × Mini40 for the thumb, ATI Industrial Automation, NC) were used to record force and torque data at the tips of individual digits. Thirty channels of force/torque signals from the transducers were collected by a 16-bit analogue-digital converter (PCI-6031, National Instrument, Austin, TX) installed in a computer. The transducers were mounted on a custom-made rectangular aluminum handle for object manipulation. Coordinate frames were established at each transducer, on the handle, and at the base of the MicroScribe digitizer. To visualize the force vectors at the digit-tips, the coordinates of the hand landmarks in the MicroScribe coordinate frame and the force vectors in local transducer coordinate frames were transformed to a common coordinate frame defined on the handle. One healthy right-handed, male subject participated in the experimental study. During the tests, the participant sat in a chair by a testing table. The forearm was strapped to an arm holder in neutral rotation position. The instrumented handle was fixed on the testing table by a C-clamp through an adapting plate. With the hand of the subject gripped on the instrumental handle, the landmarks of the instrumented handle and the transducers, as well as the anatomical landmarks of the hand were digitized using the MicroScribe digitizer for the purpose of coordinate frame establishment and transformation as described above. The subject performed three different maximum isometric voluntary contraction tasks: (1) grasping, (2) rotating in pronation, and (3) lifting. Results The 3D hand model and representative force vector clusters in a single trial of grasping, rotating, and lifting tasks are shown in Figure 1. Exposure to vibration induced in and around underground mine’s exploration is a major concern to vehicles operators. Most of these drivers over time develop serious spinal musculoskeletal and discs problems causing low back injuries. The first purpose of this paper is to analyze the performance and dynamic response of driver/operator when subjected to different levels of vibration due to rough road conditions depicted in a mine field. The second purpose of the paper is to quantify the energy transmission in the presence of seat padding with special characteristics and active suspension. Using experimental testing data collected at NIOSH/PRL (National Institute for Occupational Safety and Health/ Pittsburgh Research Laboratory) along with model simulation algorithms developed at the University of Illinois at Chicago we investigated how acceleration transfer functions as well as absorbed power affects the different parts of the body. To this end, we used a previously validated human model which includes the head, torso segments and legs. The connective forces between body segments were modeled through modal analysis techniques from previous experimental data at the UIC Vehicle Technology Laboratory. The absorbed power and energy transmitted to the body are used as an index measure to assess the viability of the different seat padding’s and active seat suspension control strategies.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

INJURY experience and employment data for the nonmetal mining industry in the United States are presented for the calendar year 1958. Statistical tables 6 to 12 give detailed information on injuries and employment at nonmetal mines. Data for nonmetal mines are presented separately from those for nonmetal mills, tables 23 29. The Bureau is authorized to send questionnaires to the nonmetal industry for their voluntary submission on of injury and employment experience at their operations. As this information contributes to the promotion of safety in the nonmetal mining industry, every effort has been made to make these questionnaires as complete as possible.
