Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. It is apparent that coal will play an increasingly important role in satisfying the nation's energy requirements for the remainder of this century. Both deep mining and surface mining will be practiced to develop known U.S. coal reserves, but until significant improvements in the productivity of deep mining emerge, surface mining is likely to be predominant. This report addresses the problems of coal extraction and surface mine reclamation in the 11-state Midwestern coal resource region, where surface stripping of high-sulfur, bituminous coal has been a well-developed industry for most of this century. Midwestern coal markets have declined in recent years. In part this is a result of widespread conversions to more convenient and (apparently) economical liquid and gaseous fuels, but the decline in Midwestern coal use is also attributable to the impact of current air pollution control regulations that prohibit emissions of sulfur oxides and particulate matter. A part of the regional demand for Midwestern coal has been transferred to the Northern Great Plains where extensive low-sulfur coal reserves are currently being developed.

In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.

"To prevent the propagation of mine explosions, the Bureau of Mines recommends:1. That all coal and lignite mines, except anthracite mines shall be rock dusted.2. That rock dust shall be distributed upon top, bottom, and sides of all underground openings of every description, to within. at least 4o feet of all working faces and the areas not rock dusted shall be kept wet.3. That the rock dust shall be maintained in, such quantity that the incombustible material in representative samples of dust collected shall not be less than 65 percent. Where methane gas is present in the ventilating current, the minimum percentage of incombustible matter in the mine dust shall be increased 1 percent for each 0.1 percent of methane.4. That when the rock dust in any area becomes caked so thatit cannot be dispersed readily as a cloud in the air, that part of the mine shall be redusted immediately.5. That the dust to be used shall not contain more than 5 percent of combustible matter nor. more than 25 percent of quartz or free silica; all of the dust shall pass through a sieve having 20 meshes per linear inch and 60 percent or more shall pass through a sieve having 200 meshes per linear inch; the dust shall not absorb moisture from the air to such an extent as to cake and destroy its effectiveness as a dry dust.6. That rock-dust barriers shall not be regarded as a substitute for generalized rock dusting.Research and experience have shown that maintenance of an adequate percentage of rock dust in all underground openings, whether gassy or not, of bituminous and subbituminous coal and lignite mines (anthracite dust does not propagate explosions) is the best means of preventing coal dust explosions. In rare instances where all fine coal particles on the floor, ribs, roof, and timbers are in a muddy condition continuously rock dusting is unnecessary.The term ""underground openings"" refers to all unsealed openings whether they contain track or not, and includes rooms, entries, crosscuts, breakthroughs, rock tunnels, slopes, haulageways, airways, and travelingways. The sealing of unused or abandoned parts of a mine in accordance with Mine Safety Board Decision avoids the necessity of rock-dusting the sealed-off openings.The kind of rock dust to be used should have the approval of the State Mine Inspection Service. Pure limestone or pare dolomite produces the best rock dust, as these dusts have low silica content, little tendency to cake, and a light color that aids illumination. To reduce tendency to cake it is preferable that not more than 75 percent of the dust pass the 200-mesh sieve. All sieve sizes are those of the Tyler screen scale. If the mine personnel is repeatedly exposed to breathing high concentrations of the dust, the percentage of free and combined silica should be as low as possible, preferably less than 5 percent. Persons engaged in the application of rock dust should wear approved dust respirators as listed in Bureau of Mines Information Circular 7030 or revisions thereof."

In 1950 the Program Staff of the Department of the Interior undertook an exploratory study in the projection of energy requirements of the nation. This work was reported in Bureau of Mines Information Circular 7582 by H. J. Barnett. In that preliminary study Mr. Barnett, after exploring the nature of the energy economy in some detail, evolved a method for estimating how much energy will be required in the future, based on estimates of trends in efficiency of energy utilization in specific applications, the physical output of specific energy-consuming industries, size of the population, productivity advances in the economy at large, consumer preferences, and other factors. Considerable new information was developed regarding the nature of energy demands and the possible levels of requirements for each fuel under various assumed business conditions. The study analyzed the interrelationships, including substitutions, among the fuels and emphasized the need for viewing the energy economy as an integrated albeit complex whole. This exploratory study showed a need for a single comprehensive statistical re-port that would assemble and show in a uniform manner the diverse published statistical data on energy commodities now scattered through many publications. A particularly important need was for a set of historical statistics showing the production and consumption of all energy on a B.t.u. basis. As the prospective size and nature of the future energy requirements of the nation are matters of continuing importance, this report was prepared to assist further investigations of the subject. In this report the authors undertake to assemble and present in tabular form, on a uniform basis, the production and use of each of the fuels and electric energy in the United states for three census years -1929, 1939, and 1947. The year 1947, rather than a later year, was selected because it is the most recent year for which census data are available showing the consumption of fuel by each of the manufacturing industries. It is hoped that making data for these 3 years available in one re-port will provide the needed statistical background for further studies of fuel requirements and supplies.

Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

This publication contains 14,242 analyses of gas samples from oil and gas wells and natural gas pipelines in 40 States and 24 foreign countries. These gas samples were collected in the period 1917-85 as part of the Bureau of Mines survey for helium occurrences. The gas analyses contained herein were made by several methods over the period covered. Analytical work on samples collected early in the period was done on the Orsat apparatus. The one-cut apparatus and four-cut fractional distillation equipment were added later. A mass spectrometer was acquired in 1949 and used for all gas analyses made after that time. From 1917 to 1978, helium analyses were made on special helium analytical equipment designed and built by the Bureau of Mines Helium Operations Laboratory. In 1978, this apparatus was replaced in the quantitative helium analysis work by a gas chromatograph.

The industrial hygiene and safety aspects with internal combustion engines in mining systems is truly interdisciplinary and encompasses many fields such as mine ventilation, exhaust gas and particulate analyses, mine atmospheric environment monitoring, mathematical modeling of generation, dilution and dispersion of pollutants in ventilation systems, and engine testing and approval. This bibliography, therefore, is a compilation of references from interdisciplinary sources pertaining to diesels and related areas. Related areas are defined as those concerned with: (i) mine ventilation system design and operation; (ii) description, measurement, modeling and monitoring of mine atmosphere contaminants, and (iii) tests, standards, selection procedures, and operational practices for internal combustion engines in underground mines. References cited from source materials span the years 1900 to early 1977. Total number of references cited is 511. Subjective criteria governed the definition and selection of references. Ethical concerns of in-vivo procedures and poor repeatability of non-invasive techniques have been major limitations in estimating vibration-induced spine loads through experiments. The biodynamic models of seated human body exposed to whole-body vibration (WBV) have evolved for defining the frequency-weightings, enhancement of human responses to WBV, and developing anthropodynamic manikins for seating assessment activities. The widely reported mechanical-equivalent models, solely based on through- or to-the-body biodynamic response functions, do not seem to resemble the biomechanical structure and do not yield information on the dynamic loading and deflections of segments of concern, namely the spine. On the other hand, biomechanical models with representative anatomical structure and anthropometry are being attempted to simulate segmental movements and the coupling effects, using Finite elements (FE) or multi-body dynamics (MBD) formalisms, which could provide important insights into the inter-vertebral forces [1]. While the FE models pose considerable complexities primarily related to characteristics of the bio-material properties, the MBD technique with discrete rigid bodies offers the flexibility to create multi-segment models with relative ease and lower computational cost. In this study, a preliminary multibody dynamic model of a seated human body exposed to WBV along the vertical direction is formulated using MSC/ADAMS software. The model validity is demonstrated by comparing selected responses with the available measured data. Methods The seated human is represented by nine rigid body segments, including: head, neck, thoracic and lumbar torso, pelvis, hands and thighs, as shown in Fig. 1. The rigid bodies are coupled through different rotational and translational joints, some of which are force elements to allow vertical translations and sagittal–plane rotations of the segments. The measurements of transmission of vertical vibration through-the-body generally require subjects to voluntarily maintain a vertical head position to reduce head-accelerometer orientation errors. The head–neck–shoulder joint is thus considered to be rigid. The shoulders are assumed to be rigidly attached to the thoracic segment. The torso is made up of three (upper, middle and lower) segments connected by visco-elastic revolute and translational joints to permit relative pitch and vertical motions. The forces and torques generated by the joints are derived assuming linear stiffness and damping properties, which were identified from published studies. The pelvis is connected to the rigid seat by similar elements representing the visco-elastic properties of the buttock tissues. The two thighs are rigidly connected to the pelvis, while the segment masses are chosen from the anthropometric data for the 50th percentile male subject. This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

"INTRODUCTION The work of using a system of air locks in unsealing a mine in Ohio following a fire probably was one of the outstanding jobs of its kind in a medium-thick coal bed.The fire in this mine, thought to have been of electrical origin, was discovered at about 1:30 a.m. on December 11, 1941. Forty-four men were working in the affected section at the time; 5 escaped unassisted, and 37, who had barricaded themselves, were rescued. The bodies of two men, who had succumbed after breathing fumes given off by the fire, were brought part way out of the mine before it became necessary to seal the mine.Direct attempts to extinguish the fire with water were abandoned when hazardous amounts of 'carbon monoxide, methane, and other inflammable gases were detected in return air passing through the main haulageway and escape-way of the mine.The mine was completely sealed on the surface at about 8 p.m. on December 12, 1941, with the two bodies remaining in the mine. Sixteen days after the mine had been sealed, the two bodies were recovered. This was accomplished by air-locking through a partitioned-off stairs compartment of a ventilation shaft. This work was done under adverse barometric and atmospheric conditions.A method for collecting representative air samples from the immediate fire area was used successfully by utilizing a vacuum pump on about 10,000 feet of existing water line that had been broken near the fire area.The immediate fire region was sealed, and confined to a relatively small area; the remainder of the mine was recovered, and operations were resumed February 9, 1942, or 59, days from the time of sealing the mine on the surface. This recovery was made by air-locking the main entries inby from the shaft and No. 2 right-face entries.The distance between air locks averaged about 500 feet, and as each new set of seal stoppings and air locks was completed, the old or outby seals were taken out and the area between was ventilated. In ventilating this area, it was often necessary to use line curtains to direct the air into dead-end places."

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

The value of mineral production in Alabama reached a new high of more than $246 million. 4 percent above the previous record established in 1964. New high values were reported for bentonite, portland cement, fire day, kaolin, miscellaneous clay, lime, crushed limestone, crushed marble, mica. salt, and sand and gravel. Among the States, Alabama ranked second in the production of bauxite and scrap mica and third in the production of native asphalt. The mineral industry of Alabama was dominated by the mining and processing of coal and Slone, the manufacturing of cement, and the production of crude petroleum, which together comprised 85 percent of the total value of mineral output, compared with 84 percent in 1964. The iron ore industry continued to decline. Coal production continued to increase, resulting in the State's coal-mining best year since 1948.

The Production Profile Program is written for use on a Digital Model PDP 11/70 computer using a Fortran IV level G language. It may be run on any system which uses G level or an upward compatible version of Fortran IV language. Please note, however, that the Model PDP 11/70 for which the program was written is programed to read DEC026 type keypunching. If the user's computer is programed for another type of keypunching it may be necessary to re-keypunch the Production Profile Program. The Production Profile Program uses a fourteen card input. The data must be keypunched according to the layout described in detail in the multiple card layout forms (following). The output from this program must be printed on wide paper, as a full 120 columns are used. The samples of output at the back of this appendix have been reduced for inclusion in this report.

Smoke abatement is a subject of which fuel technology, although absolutely essential, is only a part. Its successful accomplishment starts and ends with human factors that must be given thorough consideration; between this "start" and "end" fuel technology is applied. Smoke abatement usually starts from the desire of some person or persons to be free from uncleanness caused by the stack of someone else and ends with the sincere desire of the operator of the fuel-burning equipment to maintain a clear stack. Although "smoke abatement been discussed for many years, it is only recently that the public has been mindful of such expressions as "air pollution" and "air hygiene." The subject has duel in common with that of supplying pure water but is more complicated. The public desires pure water, expects pure water, is willing to pay for pure water, and expects to continue to pay for it indefinitely; it is a development of civilization. It is doubtless correct to say, however, that people in general do not et realize the detriment of air pollution to their well-being or give the question enough serious consideration. This is illustrated by the fact that in city smoke abatement it is the mass of small householders that sins the most and is the hardest to handle. It is rather difficult to assemble a group of people in a room without the air becoming contaminated with smoke. Smoke abatement will lag with the lack of desire for pure air - probably the biggest human factor involved in its accomplishment.

"INTRODUCTION Feldspars represent one of the most abundant groups of minerals and constitute nearly Go percent of the material contained in the igneous rocks. They are grouped in a series of related aluminum silicates with varying amounts of potash, soda, and lime. .Approximately 85 percent of the feldspar produced in the United States is used as a flux in the production of glass, pottery, enamel and sanitary ware, brick, and tile. Notwithstanding the abundance of feldspar in the earth's crust, the only deposits that are worked to any extent are the pegmatites or coarsely crystalline dikes where natural segregation of the constituents facilitates recovery of the feldspar with a minimum of free quartz, mica, tourmaline, garnet, and other iron-bearing minerals that are detrimental in most ceramic industries.Although there are three glassplants and numerous other ceramic industries in Texas, all of the feldspar used in these plants is from other States. In the Llano region of central Texas, however, there are numerous coarse pegmatite dikes consisting primarily of feldspar and quartz in ratios up to 3 to 1. One of the more important of these dikes is the Badu Hill deposit in Llano County, Tex., which was first described by Carl Chelf 4/ in 1942. Following an examination of the deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, in January 1946, a proposal was made to investigate the deposit by core drilling in cooperation with the Department of Ceramic Engineering, University of Texas. This report presents the results of the cooperative investigation, which was begun April 24, 1946, and completed May 17, 1946."
