The studies herein reported were begun as a part of researches undertaken by the United States Geologü;al Survey looking to the more effcient utilization of the coal in the United States through the reduction of waste in its extnidion, and were continued as part of further researches having regard to the conservation of the fuel resources of this country and to the lessening of injuries and fatalities in coal mining. Among other phases of the general problem to be studied were the origin of the gas whidi escapes into coal mines, its modes of occurrence in the coal and rock strata, and the conditions governing its outflow into the mines. The subject of relative danger from destructive explosions due to gas and coal dust in different mines belonging to different coal fields was to be one of the principal lines of investigation. But this work was barely under way when the series of unusually disastrous explosions in the Naomi, .Monongah, and Darr mines of Pennsylvania and West Virginia, in December, 1907, afforded an exceptional occasion to observe the behavior of explosions on a large scale. Because of the opportunities for study afforded by these terrific explosions, the inquiry originally planned was d ¡verted to the more specific investigation of the conditions in tl10SC mines, and the examinations have been directed toward finding those qualities of gas and dust which were concerned in these explosions. The following discussion, therefore, consists essentially of a report on that subject; but it is far from being exhaustive, and is to be regarded as a preliminary outline of investigations which are still in progress. The first of the three mine explosions mentioned occurred in the Naomi mine of the United Coal Company, near Bellevernon, Pa., on Sunday, December 1, at 7.40 p. m. All the men who were within the mine at the time, fortunately only 34, were killed. Less than a week later there occurred in mines Nos. fì and 8 of the Fairmont Coal Company at Monongah, W. Va., the most disastrous mine explosion yet recorded in the annals of American mining. The mines were comparatively new and well laid out. Mine No.8 had been in operation only about two years and was the pride of the Fairmont Coal Company. Mine No.6 was first opened ahout four years earlier. In order to make it possible, in case of emergency, for either mine to be ventilated by the ventilating system of the other, the two sets of workings were connected underground. The F face heading of mine K o. 6 led direetly into No.2 north heading of No.8 mine. On Friday, Dcccmber 6, at about 10.30 in the morning, an explosion of unusual violcnce swept completely through both mines, pursuing its course throughout the numerous ramifications and bursting out of the two pit mouths, located It miles apart, nearly simultaneously. The slope of mine No.6 was only slightly damaged, but at the mouth of No.8 the destruction was very great. The fan was wrecked, the engine house was demolished, and mine timbers were blown across Monongahela River: As nearly as can be determined, 361 men were killed in the two mines by the explosion. .While the inspection of the Monongah mines was still in progress, on Thursday morning, December 19, at about 11.20, a similar explosion wrecked the Darr mine of the Pittsburgh Coal Company ut Jacobs Creek, Pu.; 238 men lost their lives in this explosion, which in number of casualties is second only to the :Monongah disustcr in the history of American mining. Of ull thc men in the mine at the , time of the explosion, only one mun, who happened to be within 100 feet of the ~iUrface on an old manway in a wet, unexploded portion of the mine, succeeded in escaping alive. The underground investigation of these mines was made in cooperation with Clarence Hall and ""Valter O. Snelling, of the United States Geological Survey, and James ""V. Paul, now of the Survey but at that time chief of the department of mines for vVest Virginia, to all of whom the author is greatly indebted for valuable assistance, suggestions, and advice. Mr. Paul will rcport on the nature of these explosions, the precipitating causes, their destructiveness, and the general cüliditions in these mines following the disasters. The present report is confined essentially to the laboratory examination of some of the explosive materials collected from these mines directly ufter the explosions.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. Study Design. Survival analysis techniques were used to compare the fatigue failure responses of elderly motion segments to a middle-aged sample. Objectives. To compare fatigue life of a middle-aged sample of lumbosacral motion segments to a previously tested elderly cohort. An additional objective was to evaluate the influence of bone mineral content on cycles to failure. Summary of Background Data. A previous investiga¬tion evaluated fatigue failure responses of 36 elderly lumbosacral motion segments (average age, 81 ± 8 years) subjected to spinal loads estimated when lifting a 9-kg load in 3 torso flexion angles (0°, 22.5°, and 45°). Results demonstrated rapid fatigue failure with increased torso flexion; however, a key limitation of this study was the old age of the specimens. Methods. Each lumbosacral spine was dissected into 3 motion segments (L1-L2, L3-L4, and L5-S1). Motion segments within each spine were randomly assigned to a spinal loading condition corresponding to lifting 9 kg in 3 torso flexion angles (0°, 22.5°, or 45°). Motion segments were statically loaded and allowed to creep for 15 minutes, then cyclically loaded at 0.33 Hz. Fatigue life was taken as the number of cycles to failure (10 mm displacement after creep loading). Results. Compared with the older sample of spines, the middle-aged sample exhibited increased fatigue life (cycles to failure) in all the torso flexion conditions. Increased fatigue life of the middle-aged specimens was associated with the increased bone mineral content (BMC) in younger motion segments (mean ± SD, 30.7 11.1 g per motion segment vs. 27.8 ± 9.4 g). Increasing bone mineral content had a protective influence with each additional gram increasing survival times by approximately 12%. Conclusion. Younger motion segments survive considerably longer when exposed to similar spine loading conditions that simulate repetitive lifting in neutral and flexed torso postures, primarily associated with the increased bone mineral content possessed by younger motion segments. Cycles to failure of young specimens at 22.5° flexion were similar to that of older specimens at 0° flexion, and survivorship of young specimens at 45° flexion was similar to the older cohort at 22.5°. Low back disorders (LBDs) are a major cause of both short- and long-term occupational disability in the United States, and it is clear that workers in certain occupations are more susceptible to LBD.2-5 Specifically, epidemiologic studies have shown that jobs involving heavy physical demands such as construction,2,3 mining,2,4 and farming,5 engender increased risk of back pain. These occupations are thought to experience high LBD rates as a result of their extreme postural and manual lifting demands. Studies have shown that jobs involving significant lifting 6-9 and jobs that involve frequent bending10-12 are associated with increased LBD risk. Workers in the mining industry, in particular, often have to lift heavy materials in restricted workspaces that compel torso flexion. An understanding of the impact of repeated loading of the spine in flexion on fatigue failure of spinal tissues is thus a critical issue for our research agency, which is concerned with reducing the pain and disability associated with LBD in the mining industry. It is well accepted that loads experienced by the spine during manual lifting tasks are sufficient to cause fractures in the endplates of lumbar vertebrae, particularly on repeated loading. 13-15 Endplate fractures may not be painful in and of themselves 16; however, evidence suggests that the process of internal disc disruption and disc degeneration may be initiated via endplate fractures. 16,17 It has been shown that endplate damage will alter the distribution of stress in the disc, resulting in buckling of the lamellas of the internal anulus.17 Once this process has been initiated, repeated spine loading will cause additional disruption of the anular fibers, resulting in formation of significant fissures or tears. 11-21 If these tears occur near or extend close to the outer portions of the anulus, a wound healing process is initiated, which involves infiltration of mast cells, macrophages, and re¬lease of cytokines and growth factors. 21 The presence of these infiltrates has been strongly linked to discogenic low back pain. 21,22 Indeed, for patients experiencing chronic low back pain, the prevalence of internal disc disruption is at least 39%,19 which represents the most

In 1980, the U.S. Bureau of Mines conducted a mineral survey of the 23,500 acre Garcia Mountain RARE II area (No. 5107) in the Los Padres National Forest. Bureau of Mines data indicate a low potential fur gold, silver, and mercury resources. Twenty-nine placer samples, representative of small yardages, showed small amounts of gold or other economic mineral values. Mercury deposits in faulted siliceous rocks in the Franciscan Formation occur north of the area. Similar rocks are in the southwest part of the study area, but apparently contain no mercury deposits. Geothermal and oil and gas potential is low.

"INTRODUCTION Throughout the history of coal washing, the jig has been one of the most important coal-cleaning appliances. In 1935 34.7 percent of the 45,361,021 tons of clean coal produced was the product of jigging. 4/ Previous to 1928, most of the jigs used in the United States were of the piston type, with which sufficient mobility to allow stratification in bed is imparted by the reciprocating up-and-down movement of a piston in the water compartment adjacent to the screen compartment. In 1928, the Baum type of jig was introduces in this country and has since come into wide spread use. In this type, water pulsations are imparted by application and release of compressed air to the water compartment. All prior studies of the mechanism of seperating cleared coal from impurity by piston-type jigs. 5/ The same laws of settling, of course, apply to both types, piston or Baum, but the character of the separation with the Baum type may be modified more easily because of the flexibility with which air may be handled, as distinguished from the fixed action of eccentrics commonly used in piston jigs. Since no detailed studies are available to show the performance, that is, the character of the separation between coal and impurity, of the Baum type the Bureau of Mines undertook the investigation recorded in this report."

This report describes the performance of Phase I of a project to design, analyze, and demonstrate a multilift longwall mining method applicable to mining coal seams twelve (12) feet or more in thickness. A non-simultaneous multilift operation is the most viable thick seam mining technique for introduction to the United States coal industry. In the case of the proposed site at Emery, Utah it will result in an increase in coal extraction from 30% with present methods to at least 50% and possibly more. The major technological advance involved in this project is mining a lower lift under a previously mined upper lift. To accomplish this, entries must be developed and maintained beneath the upper lift gob. This will necessitate the use of steel supports at frequent intervals throughout the lower lift' entry system. This has not been done in the U.S. to date. An economic analysis of the project indicates that, while this method will result in a higher than average cost per ton for coal mined, the coal would be competitive with current-operation in the area.

The Tertiary channel gravel deposits in northern California were selected Or detailed investigation by the U. S. Bureau of Mines as part of a national program to locate potential sources of gold that might be developed rapidly by large-scale mining operations. Five bureau research centers representing mining and metallurgy subsystems coordinated their efforts in a team operation to identify and investigate possible solutions to the problem area, that long have discouraged the resumption of large-scale mining in the deposits. This report summarizes the individual investigations, conclusions and recommendations conducted and prepared by all mining subsystems research groups after the completion of two years of field work at the deposits on San Juan Ridge in Nevada County, California. The studies indicate that modern mining technology can cope with the environmental problems that closed the immense hydraulic mines in 1,884. however, they also indicate that mining can be conducted with only marginal profits its unless the price of gold remains substantially above $70 per ounce or unless sufficient by-products can be recovered and sold to place the average value per cubic yard of gravel into a positive commercial range. The by-product potential of the Tertiary gravels remains to be investigated in more detail.

"SUMMARY This report reviews the status of the packaged-for industry as of 1941. A field study was made of 35 representative plants to obtain technics and economic data on different types of processes used to make packaged fuel in the Central States. The report includes a classification of processes, photographs of typical operations, designs of different plants, an analysis of costs of manufacture, and a study of the physical and chemical properties of fuel cubes.It was observed that many of the smaller plants were having troubles in the manufacture of packaged fuel as the price of materials and costs of labor advanced toward the higher levels of 1942. In some instances, the total cost of manufacture was as high as $5.00 per ton, while in the better, medium-sized plants it was approximately $3.25 per ton. The direct manufacturing costs, excluding investment and depreciation, ranged from $3.17 to $2.37. These costs permit almost no profit at small plants when packaged fuel sells for the same price as competing lump coal under conditions existing in 1941-42.It was found that the predominant troubles in plants were due to inadequate drying and insufficient mixing of the starch binder. It was ob¬served that in the better plants, where proper mixing of binder was attained high-quality packages were made if 50 to 70 percent of the moisture was removed in the drying ovens. Experimental data obtained in the laboratory show the relationship between the temperature of dry air and the time required to remove different percentages of moisture in wrapped orunwrapped coal cubes.The average physical and chemical properties of fuel cubes made by five processes are listed, and tentative standards for minimum physical qualities and methods for measuring quantity are giver."

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. The behavior of wire ropes used in hoisting is not well understood. In an effort to improve this understanding, the structure of round-strand wire ropes was analyzed. This report provides a generalized mathematical model that completely describes the geometry of the wires. It consists of two sets of vector equations and is valid for any round-strand wire rope. One set of equations is used to trace the paths of wires that have the form of a single helix; the other is used for the paths of double helical wires. The specific model for a 33-mm 6×19 Seale, independent wire rope core (IWRC), right regular lay wire rope was presented as an example. The paths and the geometric properties of the wires, which include the path length per lay of strand, the curvature, and the torsion, were determined from this model. The effects of strain deformation were analyzed, resulting in a system of equations for determining the structural parameters of the deformed rope. In future work, the model could be used to analyze wire ropes of different constructions so that a more scientifically based understanding of rope behavior can be established.

Mining haul trucks comprise the majority of the equipment used in underground limestone mining operations and are known to emit high levels of noise. A previous study conducted by the National Institute for Occupational Safety and Health (NIOSH) indicates that 70-90 percent of all miners have a noise-induced hearing loss (NIHL) great enough to be classified as a hearing disability by retirement age. These results demonstrate the public health need to protect the hearing of workers in the mining industry, including haul truck drivers. Cab enclosures present an opportunity to isolate the haul truck operator from both truck and other noise in the mining environment. A total of twenty-five haul truck cabs were studied which were divided into three style (treatment) categories determined by soundproofing features and technology for noise reduction: old-, new-, and retrofitted-style. This study examines the contribution of cab acoustics, operator performance, and maintenance to noise reduction for each cab style. Dosimeters were used to measure 8-hr time weighted average sound pressure levels (TWA8 SPLs) inside and outside the cabs to determine if different acoustical treatments affect cab attenuation. Adherence to the Mine Safety and Health Administration (MSHA) Permissible Exposure Limit (PEL) of 90 dB TWA8 (with a 90 dB threshold) was used as the main indicator of overall noise reduction achieved. Dosimetery results indicate only 2% of the samples exceeded the PEL, but samples could still be reduced much further. Descriptive and comparative statistics indicate that noise levels inside the new-style cabs are significantly lower than the other two cab styles. Also, data suggest that there is no difference in noise exposures when comparing the old-style to retrofitted cab styles. Operator influence (opening doors and windows) was a significant factor for increasing noise exposure. This paper demonstrates that properly designed cabs can achieve major noise reductions, but noise levels could still be reduced much further below the MSHA PEL. New-style cabs, equipped with modern noise-reduction treatments, exhibit much lower noise exposures than the other two cabs styles, and the effectiveness of the current noise-reduction treatments for retrofitted cabs is questionable. Haul truck driver observations indicate that improved noise exposure reduction training is needed. Finally, specific targets for future noise reduction research are suggested that will further contribute to the prevention of hearing loss for haul truck operators.

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state's total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state's coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

"INTRODUCTION Summarized data developed by J. E. Crawshaw and E.J. Murphy, 4/of the Explosives Division of the Bureau of Mines, suggesting marked variations in oxygen condition in three permissible explosives, have been reported 5/. Such variation is of interest in other work, it having been shown, for example, that the oxygen condition may have marked effect upon the products 3/ and the propulsive strength 7/ of explosives. It seemed that a more detailed presentation and more usual statistical analysis of these data might be of considerable general interest and not complemented in the literature.This report presents both the original data developed by Crawshaw and Murphy and the results of a simplified but seemingly acceptable statistical analysis of these data. The logical ground for this analysis might seem somewhat questionable because of the lack of systematic information concerning the extent of errors in the analytical procedure but the data show that there are several cogent and seemingly unequivocal indications of real heterogeneity in the explosives."

Kittusamy (Kittusamy & Buchholz, 2004) state that there have been few studies conducted to assess exposure to whole-body vibration (WBV) in the construction industry. They suggest that there is very little reliable data from the construction industry that characterizes exposure levels to various hazards including WBV or the health outcomes from such exposure and that there is a need for more exposure data. In a recent exploratory study of heavy construction equipment Cann (Cann, Salmoni, Vi, & Eger, 2003) looked at vibration levels for 14 different types of construction equipment. Eight of the 14 pieces of equipment tested exposed operators to levels of WBV that exceeded the recommended limits for an 8-hour period when comparing the measured VDV to the ISO 2631-1 standards. The purpose of the present research was not only to test a larger number of scrapers but also to investigate scraper operator exposure to whole body vibration (WBV) separately for each task. Methods 33 scrapers were evaluated for WBV in a variety of residential and road construction projects. Testing equipment consisted of triaxial accelerometers that allowed vibration data collection in all three orthogonal axes, with the x-axis positioned to measure vibration in the anterior-posterior direction, the y-axis in the medial-lateral direction, and the z-axis in the vertical direction. Root mean square accelerations (aRMS), vibration dose value (VDV), crest factor, and maximum transient vibration values (MTVV) were derived from this software and exported to an Excel™ spreadsheet for later data analysis. Test sessions for each piece of equipment lasted for approximately 20 minutes until at least three work cycles had been completed. Tasks included: idling while waiting for a bulldozer to push the scraper through the scraping phase, scraping, traveling loaded with dirt, dumping and traveling empty. Results Task breakdown by time reveals 25% of the work cycle was spent traveling fully loaded with dirt, 19% dumping, 21% traveling unloaded, 17% idling and 18% scraping. Calculation of aRMS vector sums gave values of 2.55 m/s2 during loaded transport, 2.46 m/s2 during dumping, 2.31 m/s2 during unloaded travel, 0.55 m/s2 during idling and 1.46 m/s2 during scraping (see Table 1). The highest acceleration values recorded were found in the z-axis during fully loaded transport reaching an average aRMS over three work cycles of 2.55 m/s2.

All explosive materials produce a cloud of reaction products, the most toxic of which is nitrogen dioxide (NO2). In the study reported here, 4.5-kg (10-lb) charges of blasting agent confined in either thin-wall 10-cm (4-in) diameter galvanized pipe or 10-cm (4-in) schedule 80 seamless steel pipe were detonated in a closed chamber. The detonation gases were analyzed for NO2, nitric oxide (NO), ammonia (NH3), hydrogen (H2), carbon monoxide (CO), carbon dioxide (CO2), nitrogen (N2), oxygen (O2), and methane (CH4). Data were evaluated to determine the kinetics of the oxidation of NO to NO2. Analysis revealed that the only mechanism for NO loss for the conditions existing in the chamber was the reaction 2NO + O2 6 2 NO2. The rate constant was 2.08 @ 10-38 cm6 molecules-2 sec-1 for the rate equation -½d [NO]/dt = K @ [NO]2 @ [O2] for NO concentrations up to 100 ppm. The rate constant is in agreement with that recommended by Baulch, Drysdale, and Horne (1973).

This paper addresses establishment of an experimental system for measuring biodynamic response (BR) of hand-arm system at the NIIH in Japan. BR measurement system at the NIIH is nearly equivalent to NIOSH installed system. The feasibility of the system is examined through the apparent mass (AM) measurement of the empty handle and a set of calibration masses. Apparatus The grip force was measured by using the handle shown in Fig. 1. The handle has two force sensors (KISTLER, 9212) and one accelerometer (PCB, 356A12). A low-pass filter with 5 Hz cut-off frequency was used to the grip force from measured force signal. Figure 2 shows BR measurement system in this study. The push or pull force at the handle was measured by using the force plate (KISTLER, 9286AA). The grip force and the push / pull force were displayed on a monitor. The shaker (IMV, VE-100S) is used to vibrate the hand-arm system along the forearm axis (Zh direction) (ISO 10068, 1998; ISO 5349-1, 2001). In most situations force actions for operating tools are expressed by grip, push, pull and combined these actions. These actions can be simulated in the test system. AM was obtained by performing H1 estimator in the PULSETM system (B&K, 3109) and it is denoted at the one-third octave band center frequencies. [ ] Methods In order to investigate the reliability of the system, AM measurement of the handle was performed. It is assumed that the handle is rigid in the upper limit of adoptive frequency range in this study. This assumption is validated in AM measurement of the empty handle. A pseudo-random vibration in the frequency range of 10 to 1,250 Hz was used and its amplitude is 1.0 (m/s2)2/Hz with a flat power spectral density (PSD) in the experiment. Measured AM includes the mass effect of the measuring cap in a subject experiment. Compensated apparent mass AMc(?) is obtained by Eq. (1) 1-2.

A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.
