The Washington National Cathedral is one of the largest masonry structures in the USA, and like many of its European Gothic counterparts, it required nearly a century to construct. The design was altered during this period, resulting in greater loadings than were originally anticipated on the soil beneath the foundation. When signs of continuing differential settlement were observed in the early 1990's, the Cathedral approached the US Bureau of Mines (now the National Institute for Occupational Safety and Health (NIOSH)) for assistance in monitoring the movements of the massive towers and walls. An array of dual-axis tiltmeters was installed about 40m above ground level to measure wall and tower inclination, with the data sent over a dedicated phone line to the NIOSH Pittsburgh Research Laboratory for processing. Mechanical gages and string-potentiometers are also being used to measure motion across cracks and joints, and differential pier settlement is being monitored with optical-level surveying. Data have now been collected for almost 7 years, and they show a long-term settlement trend masked by dramatic diurnal and seasonal thermal movements. The paper discusses the major findings of the study, implications for the future of the Cathedral, and conclusions regarding the use of geotechnical monitoring at major national monuments.

This project was initiated on October 1, 1980 and will be completed on December 31, 1983. The project was Initially approved and funded by the Office of Surface Mining and subsequently was moved to the jurisdiction of the Bureau of Mines. It was administered through the Indiana Mining and Mineral Resources Research Institute. The research was done to assess reforestation success and ultimate productivity for areas reclaimed under the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87). The Permanent Regulatory Program for implementation of P.L. 95-87 Includes provisions for revegetation that require seeding of ground cover plants to control erosion until permanent vegetation such as tree species Is established, and restoration of mined land to its original or better productivity. Much of the land to be surface-mined presently supports forest cover and it is anticipated that reconstructed minesoils will exhibit high productive potential for hardwood tree species. Hence, information was needed on compatibility of ground cover and tree seedlings when established concurrently as well as on revegetation success under postmining versus premining conditions.

Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The results of tests to determine the .regional applicability of four synthetic unit hydrograph models are presented. The SCS curvilinear (Haan), SCS single triangle, Williams and TVA double triangle unit hydrograph models were tested on 271 events from 38 USDA experimental watersheds in 14 physiographic provinces. Though inconclusive due to the limited number of events analyzed, the results indicated a regional tendency for each model, with the SCS curvilinear unit hydrograph method generally performing best overall. It outperformed the SCS single triangle by predicting better shape; they differed less than 2 percent in time of peak and peak rate predictions. The Williams model performed well at Oxford, Mississippi and Coshocton, Ohio, which suggests it may be applicable to surface mined lands within the Northern and Central Appalachian Plateau and Texas coal producing regions. The TVA model is applicable to the Appalachian Plateau, specifically the Cumberland Plateau. A second test using only the SCS curvilinear unit hydrograph on 11 small watersheds and 50 events was conducted to investigate the effect of the excesss rainfall pattern on simulation results. A Green and Ampt infiltration model was coupled with the SCS unit hydrograph model to determine if peak rate and timing errors noted in the regional test could be minimized with an alternate to the SCS curve number model for determining infiltration losses. The results confirm the curve number model is the better approach to determining the excess rainfall pattern for unit hydrograph simulation.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of large-opening mines. Large-opening mine ventilation is unique for the following reasons: (1) it is challenging to keep airflow velocities high enough to effectively remove or dilute airborne contaminants, (2) large air volumes can be moved through the mines with little static pressure drop, and (3) stoppings to direct ventilation airflows are costly to construct and maintain. The research results suggest that by incorporating ventilation planning into the mine planning process, using propeller fans, developing new stopping materials and construction methods, and using long pillars to eliminate crosscuts where possible, the ventilation of large-opening mines can be significantly improved. The ventilation improvements created by incorporating these various techniques into the ventilation plan will help reduce the exposure of mine workers to airborne contaminants in underground large-opening mines.

This report describes the program that studied the theoretical and practical aspects of the belt cleaning systems, investigated-the possibilities of a self-replacing and/or sell-adjusting belt cleaning device, and designed a horizonal pentagonal turret setup for the underground mine belt conveyors. This design resulted from comprehensive literature survey (both academic and commercial), actual mine visits, study of the mechanics of belt cleaning and bench-type experiments. It has complete working drawings and rough cost estimates.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. A series of seven underground-coal-mine fire experiments was conducted in the Safety Re-search Coal Mine at the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory. Coal and styrene-butadiene-rubber conveyor belting were burned upwind of two sensor stations, 18 m and 148 m from the fire source. Exhaust from a diesel locomotive flowed over the fire sources in six of the tests. Metal-oxide-semiconductor (MOS), CO, and optical-path-smoke sensors were positioned at both stations and found to be an optimum set of sensors for the fire discriminations. A representative set of 7,679 samples of CO data and data from the smoke and diesel-exhaust MOS sensors were used as inputs to train a neural network (NN). By testing 42,538 data samples from the seven experiments, all fires were detected by the NN within 9.67 min from the onset of significant changes in the MOS voltages without any false alarms.

Bureau of Mines personnel examined mines, prospects, and mineralized areas to determine the mineral resource potential of the Log Cabin Saddlebag, Hall Natural Area, Horse Meadow, and Tioga Lake RARE II areas in Mono County, California. These areas, along the east slope of the Sierra Nevada, are underlain by Paleozoic metasedimentary and metavolcanic rocks of the Log Cabin Mine and Saddlebag Lake roof pendants. The roof pendants are in Cretaceous granitic rocks. Pleistocene volcanic flows cap some of the older rocks, and glacial till and outwash locally cover the bedrock. The region was eroded by alpine glaciers. Four parts of the Log Cabin Saddlebag area have moderate gold and silver resource potential. Moderate potential for gold and silver resources was identified in one part of the Hall Natural Area and low potential for tungsten and molybdenum in two other parts (fig. 1).

In the interest of safety in underground coal mining, the Bureau of Mines recommends: 1. That doors used to control ventilation (a) Shall be installed in pairs to form air locks, (b) Shall be self-closing, (c) Shall not have latches or other devices for holding them open, (d) Shall be constructed and maintained to prevent excessive air leakage through or around them, (e) Shall be fire resistant. 2. That wherever practicable the use of doors shall be limited to development openings. The Mine Safety Board is of the opinion that the best practice in coal-mine ventilation makes use of a split system employing overcasts or undercasts with doors limited as far as feasible to development openings. The distance between air-lock doors on haulageways should be sufficient to accommodate a trip or train of maximum length. Where auxiliary doors are installed to control ventilation during emergencies, they should be so placed that they can be utilized readily in case of damage to the air-lock doors.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

This study was undertaken to determine miners' breathing zone concentrations of diesel exhaust components, to investigate any relationships between these concentrations and vehicle type, the presence of emission controls, vehicle usage, and ventilation conditions, and to make recommendations for monitoring and ventilation requirements. Twenty-four mines including two con l mines were surveyed. Sampling was done for CON, NON, SOx, PNA, aldehydes, and particulates. hi most mines, concentrations of at least one contaminant exceeded one half the standard or TLV. The concentrations of gases arc probably sufficiently reduced by a minimum air velocity of 50 fpm. A sufficient reduction of particulate concentrations may require as high as 400 fpm air velocity. Vehicle age, type, or usage appear to have little or no effect on contaminant concentrations. PNA levels were below detection limits in all but a very few samples. Minimum requirements for routine monitoring should include formaldehyde, COx, NO2. It is further recommended that better definition of the minimum ventilation requirement be obtained.

"Early in World War II it became apparent that the known bauxite re- serves might not be adequate to supply the demands of the American aluminum-producing industry, as the transportation of bauxite from abroad to this country might easily be interfered with by hostile action. Consequently, the Bureau of Mines set up an intensive, well-integrated program for the production of cell-grade alumina from low-grade domestic ores. This pro-gram of investigation covered the production of alumina from clay, alumite, red mud, and other low- and marginal-grade ores. In line with the Bureau's usual policy of conservation of natural resources, it was decided that the investigation should be extended to cover the production of alumina and other valuable byproducts from aluminum dross.Statistical information showed that during the year 1943-44, an average of 2,900 tons of aluminum dross was generated monthly. This dross, after partial removal of free metal, had an average metallic aluminum content of approximately 9 percent. Some of this dross was produced by the melting of alloyed aluminum; but a large proportion 1,700 out of 2,900 tons - was generated by two producers of primary aluminum, and the dross did not contain an great proportion of alloying metals. Compared with dross from other sources, this 60 percent of the country's capacity can be assumed to have relatively uniform composition. Moreovcr, the problem of collection and distribution can be minimized because of the relatively small number of plants included in the organization of these two producers of virgin metal.Except for large pieces of metallic aluminum that easily can be mechanically separated for remelting, this dross has been discarded and scrapped. Inasmuch as chemical analyses show that the alumina content of dross is far higher-than ordinary ores - 111 percent alumina equivalent in dross compared to 57 percent alumina in bauxite - aluminum dross is a far richer source of aluminum than any known naturally occurring ores. The discard, of this waste material during the war and reconversion periods would be unsound economically. The work reported herein describes tests at the College Park Station of the Bureau of Mines on the recovery of metal, alumina, ammonia, methane, and abrasive-grade corundum from dross."

Changes in the 1978 quantity and value of the sales of various natural abrasives, compared with the data for 1977, were of a mixed nature. Output of tripoli-type materials and garnet increased in both tonnage and value. Emery production also increased. But special silica stone product sales decreased in both tonnage and value, and the reported quantity and value of sales of manufactured abrasive material also decreased for 1978. In 1979 output of tripoli-type materials and special silica stone products decreased in both tonnage and value when compared with the previous year. The tonnage and value of sales of garnet and manufactured abrasives increased when compared to 1978 data.

A mineral survey of the Fisher Gulch RARE II area (A5299), Trinity County, California was conducted by the U.S. Bureau of Mines and U.S. Geological Survey. The Bureau of Mines was responsible for detailed examination of mines, prospects, and mineralized zones; the Geological Survey conducted geological, geochemical, and geophysical studies of the area. The area is underlain by the Salmon Hornblende Schist. Tonalite stocks 1.5 mi (2.8 km) to the east and northeast of the area intrude the schist and are closely associated with the nearby nines (Cox, 1967). The mines have quartz veins containing sulfides and gold in shears trending east to north past in the schist and tonalite (Hotz, 1972). Strewn and terrace gravel s occupy most of the drainages, many have yielded substantial quantities of gold.

Continual occupational exposure to vibrating hand tools can damage the neural, vascular and other soft tissues of the fingers. Rat tail models have been developed to investigate the biological responses of the tissues to vibration.1-2 However, the biodynamic response of the tail relative to that of the human fingers has not been characterized. The objective of this pilot study was to compare the transmissibilities of rat tails measured via a scanning laser vibrometer to those of human fingers gripping a handle. Methods In Part I of this experiment, four male Sprague Dawley rats (6 weeks old) were exposed to discrete 5g-rms sinusoids of 32, 63, 125, 160, 250, and 500 Hz. The rats were restrained in Broome-style restrainers with their tails constrained without compression to an exposure platform via elastic straps as shown in Figure 1. The platform was attached to a vertically vibrating shaker. The vibration was measured for the array of points shown in Figure 1 using a scanning laser vibrometer (Polytec) and the transmissibility calculated for each point on the tail relative to the reference points on the platform. In Part II, three male human subjects were exposed at the frequencies specified in Part I - with the addition of 1000 Hz - at a magnitude at the ANSI <0.5-hr limit up to 63 Hz, after which the acceleration was held constant at 5g-rms. The subjects gripped an instrumented handle at 20 N as shown in Figure 2. The transmissibility was calculated relative to the reference points on the handle. [ ]

At present, a need exists for more effective noise control in the coal-mining industry. In particular, new muffler designs with the required acoustic performance are needed for percussive pneumatic drills. Accordingly, the U. S. Bureau of Mines issued a contract to USS Engineers and Consultants to design a muffler capable of attenuating the noise from the air exhaust of a pneumatic drill. The specific objective of the contract was to design and deliver a prototype muffler that would attenuate the air-exhaust noise to 90 decibels on the A scale (90 dbA). The test drill used in this investigation was one used for roof-bolting purposes in coal mines. Using the combined approach of analysis by digital-computer program and experiment by simulated-noise tests, three prototype mufflers were designed and constructed at U. S. Steel Research. The mufflers consisted of a variety of resonator chambers and expansion-contraction chambers, and were of the following sizes: A muffler with a 3- by 5-inch elliptical cross section and about 8 inches in length. A muffler 5 inches in diameter and about 5-1/2 inches in length. A muffler 5 inches in diameter and about 10-1/2 inches in length. These mufflers were subjected to laboratory tests to determine their effectiveness in attenuating exhaust noise, mechanical noise, total drill noise, and simulated noise. All mufflers reduced the exhaust-noise level by about 25 dbA - from about 115 dbA without a muffler to below 90 dbA with a muffler - and thus were successful in meeting the contract objective. Field tests were conducted with the three prototype mufflers at U. S. Steel&apos;s Robena No. 4 Mine, and no icing problem was encountered. A fourth prototype muffler was designed to fit around the leg of the pneumatic drill. Tests showed that this kidney-shaped muffler also reduced the air-exhaust noise to below 90 dbA.
