Commodity transportation by barge is possible on about 25,000 miles of navigable inland waterways in the contiguous 48 states. Barge operations are used chiefly for the movement of bulk raw materials ranging from farm products to iron ore, coal, and other bulky semi-finished as well as finished products such as steel, chemicals and petroleum [3,p.7-9]. The barge industry, unlike other transportation industries, is largely unregulated. This is because all liquid bulk commodities most dry bulk commodities transported by for-hire carriers and companies engaged in private transportation of their own commodities are exempted from Interstate Commerce Commission regulations. As a result, about 15 percent of the total ton-miles of barge traffic each year is under Interstate Commerce Commission regulation [13,p.14-25].

A mineral resource survey of the 940-square-mile (2,434 km2) Hells Canyon study area, which includes Hells Canyon Wilderness, Snake and Rapid Wild and Scenic River's, and adjoining roadless lands in Oregon and Idaho, indicates the area is highly mineralized. Thirty-four lode deposits within the study area have resources totaling about 31 million tons (28 million t) containing copper, silver, zinc, gold, and lead; another 42 lodes, not sufficiently exposed to allow resource estimates, are believed to have mineral potential. The most important deposits are copper-, silver-, zinc-, gold-, and lead-bearing volcanogenic occurrences, followed by silver-and copper-bearing contact replacement (tactite) deposits; other lode occurrences are relatively unimportant. The most important placer deposits occur at Dry Diggins; placers along the Snake River are small and scattered. The study area has extensive deposits of limestone and sand and gravel; it has little potential for energy resources.

An engineering investigation was carried out on the technical and economic feasibility of implementing flexible liner/backpacking support systems In an advancing tailgate longwall mine. The system for a model mine consists of a circular tube constructed of liner plates and flyash backpacking. Flyash is pneumatically stowed into the tailgate. Small amounts of cement may be mixed to improve the support capability of the fill In difficult local ground conditions. Water is added inside the nozzle immediately prior to spraying. Results of theoretical analyses and a field test show that the designed system is technically feasible, can be cost-competitive, provides more stable ground conditions, and can Increase productivity and coal recovery, when compared with existing retreat longwall systems. In certain mine layouts, the new system can reduce the direct mining costs by a significant amount. The system would be particularly applicable to deeper coal beds with bad ground conditions.

This is the final report on Contract H0220049 covering the period from 27 April 1972 to 30 April 1974. The objective of the contract was to develop and evaluate materials and methods to achieve post explosion identification of explosives reliably and economically through the use of phosphor coded grains incorporated into the explosive during its manufacture. A coding system of two spotting phosphors and seven coding phosphors was successfully developed during the execution of the contract. The ability of the coded grains to survive detonation in many different types of explosives was demonstrated and the complete code was extracted from a single 100 micron post-explosion fragment. A method was established for testing grain strength to correlate with field test results and an optical system was designed for extracting the code from the grains. Also in fulfillment of the contract requirements a laboratory method for manufacturing the coded grains was established and ten one-pound samples, each with a different code, were fabricated. Finally, a method was developed for applying a coating of polyethylene to the grains to prevent sensitization of the tagged explosives and the ten one-pound samples were coated and delivered to the Bureau of Mines.

Reduce the respirable dust exposure of the roof-bolter operator when downwind of the continuous miner, particularly in mines where respirable dust standards are more stringent because of silica in the respirable dust. Dust Sources If roof-bolter dust levels are excessive, the bolter dust collector should first be checked to ensure that it is operating properly. (Technology News No. 219 provides information on how to spot and repair bolter dust collector problems). If the roof-bolter dust collector is operating properly and dust levels are still excessive, then the source is most likely a continuous mining machine operating upwind. In many sections, the roof-bolter operator must work on the return side of the continuous miner during part of the production cycle. The Bureau of Mines made a study of mines and prospects of the Benton Range RARE II area (No. 5056), Mono County, California in October and November 1980. The study area is west of Owens Valley and 30 mi (40 km) north of Bishop, California. The mineral deposits were evaluated by examination of mines, prospects, and mining claims by the Bureau of Mines. Geological, geochemical, and geophysical studies were conducted by the Geological Survey. The principal mineral commodities of the Benton Range RARE II area are gold and silver but tungsten deposits may also extend into the area. Properties with resources are listed in table 1; their locations are shown on figure 1.

This report presents a mathematical model for the propagation of UHF radio waves in the large cross-section tunnels of a room and pillar limestone mine, and describes the analysis of a small amount of propagation data obtained in a limestone mine. The model and analysis is based on the waveguide mode theory developed earlier for the transmission of UHF waves in coal mine tunnels, with allowance for propagation losses due to refraction into the tunnel walls, to scattering by wall roughness, and to long range random tilt of the walls. Propagation around corners and through pillars is also examined based on a ray theory approach, together with the beneficial effects of placing reflectors at intersections to significantly reduce corner losses. The theory is found to be in fair agreement with the data; however, additional in-mine measurements are needed to provide a more conclusive test of the model.

A series of engine/dynamometer tests was conducted to assess the effects of three types of uncatalyzed diesel particulate filters (DPFs), a diesel oxidation catalytic converter (DOC) and three types of high temperature disposable filter elements (HT DFEs) on the concentrations and size distribution of diesel aerosols and concentration of nitric oxides in underground mine air. Tests were conducted in the NIOSH Diesel Laboratory at the Lake Lynn Laboratory experimental mine, a facility developed to allow evaluation of these and other control technologies directly in an underground environment. The aforementioned technologies are evaluated by comparing the aerosol and gas measurements in the mine air 60 m downstream of the exhaust from a naturally aspirated, mechanically controlled engine fitted with the tested systems or muffler and operated at four steady-state engine speed and power modes. The tested DPF and HT DFE systems caused a 10-fold reduction in total mass concentrations of aerosols. The size distribution and number concentration measurements showed that all tested DPF systems and HT DFE elements effectively removed accumulation mode aerosols (D50>30 nm) for all test modes. An increase in peak number concentrations of nucleation mode (D50>30 nm) diesel aerosols is evident for some of tested DPF systems when engine was operated at high-load modes. The effects of uncatalyzed DPFs on nitric oxide (NO) and nitrogen dioxide (NO2) concentrations are found to be minor. A four-fold increase in percentages of NO2 in total nitrogen oxides (NOx) over baseline case was observed for the DOC when the engine was operated at high-load modes. The findings from this study should contribute to better understanding the potential for various control technologies to reduce exposure of underground miners to nano and ultrafine aerosols. In addition, detailed physical characterization of diesel aerosols made directly in occupational setting should foster a better understanding of the health risks associated with exposure to nano and ultrafine diesel aerosols.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The primary objective of this research program was to recommend ranges of minimum luminance for safety in underground metal and nonmetal mining. Visual tasks critical to safety were identified and rank-ordered. Realistic, full-scale, dynamic task simulations encompassing the most important visual components of the critical tasks were installed in a large simulated workspace. Five trained observers performed the six simulated mining tasks under varying levels of luminance. Over 13,000 measurements of visual task performance were used in developing minimum luminance recommendations for the on-foot underground worker and the mobile equipment operator.

Heat-dried municipal sludge was applied to a barren burned anthracite refuse bank in 1974. Sludge was applied at rates of 0, 40, 75, and 150 dry metric tons per hectare" Ten species of trees were planted and five species of grasses and legumes were seeded for evaluation. One plot was also irrigated with sewage effluent. The 150 t/ha sludge application rate produced the best overall herbaceous vegetation growth response. The 40 and 75 t/ha sludge application rates produced the best tree seedling growth response. Foliar analyses for trace metals indicated no phytotoxity problems. Analyses of leachate water at the three-foot soil depth indicated that the sludge applications did not impair water quality. Results of the study indicate that treated municipal sludge can be used to revegetate land disturbed by mining activities without adverse effects on the vegetation or water quality.

The Derby and Alexander Claim, located within the Tunnel Ridge Wilderness Study Area (WSA), has placer gold resources. No lode deposits are known within the area, but lode gold deposits are found within 1 1/2 mi of the WSA. In additon, rock units which contain lode gold deposits north of the WSA are found within the northern portion of the study area. INTRODUCTION The Tunnel Ridge Wilderness Study Area (WSA), CA-030-402, encompasses 4,623 acres of BLM administered public land in Trinity County, California, about 35 mi west-northwest of Redding (fig. 1). Major access to the Tunnel Ridge vicinity is by U.S. Highway 299. Ac-cess to the WSA boundary is by a secondary paved road from Junction City and several light duty dirt and gravel roads (fig. 2). The WSA is on the southwest slope of Weaver Bally Mountain. The topography is rugged with moderate to steep slopes; elevations range from about 1,600 ft to 5,900 ft.

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

In 2001, 14,623 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA). This was an increase of 210 mining operations compared to 2000. Almost half (49%) were sand and gravel mines, followed by stone (29%), coal (15%), nonmetal mines (5%), and metal mines (2%).

The purpose of this development program is to design and develop a known volume air sampling pump for use in measuring the amount of radio-active material in the atmosphere of an underground uranium mine. The principle nuclear radiation hazard to underground uranium mines comes from the mine atmosphere. Daughter products of 222-radon, namely 214-polonium, 214-lead, 214-bismuth and 214-polonium, are inhaled by the miner, resulting in a relatively high lung cancer rate among these workers.

To reduce the respirable dust generated by auger-type continuous coal mining machines. The Approach: Use water sprays close to the cutting bits on the auger so that coal fragments are thoroughly wetted as they are formed to prevent dust dispersal into the ventilating air. How It Works: The "wet auger" system of dust control uses water sprays distributed on both shafts of auger type continuous miners. This approach has been tested underground by personnel of the Bureau's Twin Cities (Minn.) Mining Research Center on a Wilcox Mark 20 continuous miner, in a cost sharing contract with Buchanan & Sons Coal Company, Inc. Personnel of the Interior Department's Mining Enforcement and Safety Administration collected dust samples and analyzed the data. A test machine was fitted with six sprays on each auger (see Fig. 1). Water flow rates from 8 to 12 gpm at pressures from 90 to 120 psi, or about 8 gallons per ton of coal mined, were required. At these rates of water usage, mining personnel experienced no problems with work-

An environmental monitoring program was established to assess the baseline of parameters which may be impacted by a research and development hydraulic borehole mining operation. During the baseline program, two aquifers were identified at the borehole site with the overlying sand aquifer being distinct from the ore sand aquifer on the basis of radiological parameters. The direction of flow of groundwater was determined to be north 19° west at a rate of 1.82 feet per year. Tests to determine the effect of backfilling the boreholes indicated that using overburden from the open pit mining operation would not significantly increase the radiological consti¬tuents of the ore sand aquifer. Mining measurements of the- radon flux from the borehole indicated that the actual release rate of 0.035 pCi/sec was several orders of magnitude less than the calculated estimate by the Environmental Protection Agency. Finally, a gamma survey conducted at the site indicated that the terrestrial component of background radiation was consistent with that in areas near uranium deposits. The methodology used as well as the supporting data are given in this report.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).
