The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

Onslow Bay is a broad, shallow, high-energy shelf system bounded by the Cape Lookout and Frying Pan shoals. It is generally a sediment-starved shelf system dominated by hardbottoms with a scattered and discontinuous veneer of mobile Holocene sediments. Phosphate-rich beds of the Miocene Pungo River Formation crop out in a belt 150 km long and up to 50 km wide across the continental shelf in Onslow Bay, North Carolina. Previous research has demonstrated that a few of these beds contain vast quantities of potentially economic phosphate resources that occur in the surface and shallow subsurface sediments. Onslow Bay contains five phosphate-bearing beds predicted to include up to 20.7 billion tons of in-place phosphate concentrate with total sediment grades ranging up to 22.9% P2O5 and adjusted average concentrate grades of 29.8% P2O5. These phosphates are lithologically and chemically similar to phosphates currently being mined in the nearby Aurora phosphate district in North Carolina. Various lithologies of the Pungo River Formation and associated rock units of Oligocene and Quaternary age crop out on the sea floor to form extensive hardbottom habitats that dominate almost 100% of Onslow Bay. A large proportion of these hardbottoms appear to be sea floor deserts, whereas others are virtual oases with rich associations of benthic organisms. These important differences in benthic community structure appear to be greatly influenced by one or more of the following variables: 1) geologic framework (geologic formation, hardbottom composition, morphology, and spatial orientation relative to dominant currents and waves), 2) texture, movement, and accumulation of surface sediments, and 3) flow rates and chemical composition of discharged submarine groundwater.

The face of mining as we know is changing as mining companies all over the globe realize the reality of accessing the vast mineral wealth contained on, and under, our ocean floors. With some land based mineral deposits being fully exploited across the world, deep sea mining is set to revolutionize global approaches to the search for precious metals and other sought after minerals. Previously, the financial and technological implications of deep sea mining outweighed the benefits of access to the mineral rich deposits identified all around the world. The process of marine diamond mining off the west coast of southern Africa started in the late 1950s, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business.

Compared with land mineral resources investigation, as well known, it is more important for marine geologists to get image data (e.g. photographs, video tapes and various charts) because they are often hard to reach deep seabed directly. In the past years a plenty of image data which are in various forms have been accumulated. In contrast with both digital and character data managing the image data by using database is just unfolding and it will be a trend for marine mineral resources investigation. GIS (Geography Information System) offers another useful means of processing image data, especially geological data. GIS is characterized by processing vector data (e.g. point, line and polygon), but newer versions of GIS software package are also able to process raster data (e.g. photographs etc.). The present author made a presentation on marine mineral image database during 25th UMI, but that system runs under DOS environment and dealt with only mineralogy. Recently a new system which integrates Oracle image database with GIS (ArcView version 3.1) has been developed. This system runs under Windows NT environment. In the network environment Server/Client mode is adopted, and over 200 basic subdatabases (tables)are located on Server; operating interfaces are located on several clients so that several persons can operate the system simultaneously. The whole system involves five types of marine mineral resources: manganese nodules, cobalt-rich crusts, polymetallic sulfides, phosphorites and gas hydrates. The data of every type of marine mineral resources described above are distributed among five units and several blocks. The units and blocks are described below:

Deep-sea mining of polymetallic nodules are expected to produce serious impact on benthic ecosystem due to removal of nodules, sediments and associated fauna by means of collector, and subsequently, by the resettlement of sediment plume which may affect seabed biota outside mining tracks through blanketing, smothering and feeding interruption. The scale and magnitude of the exact impact of commercial operations is not known at present, but its assessment strongly required acquisition of the adequate environmental baseline information. During the past two decades, IOM carried out a total of 20 research cruises in the eastern part of Clarion-Clipperton Zone (CCZ) with purpose to obtain essential data and information on polymetallic nodules and to prepare for future development their deposits. Whilst evaluating the nodule coverage at particular station from both seafloor photographs and box-core recoveries it was ascertain that the ground-truth data plotted against the photo data indicated substantial differences between two methods. Understanding of this phenomenon has not only the methodology meaning related to the efficiency of the using photoprofiling techniques during exploration of nodules, but also it could be of environmental importance because the similarity between natural sediment blanketing occurrence in studied area and expected re-deposition and blanketing of sediments which will be disturbed during mining operations.

The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). The southern Mid-Atlantic Ridge (SMAR) is one of the least-explored spreading centers in the world with respect to hydrothermal activity. In the past 8 years research focused mainly on the ridge segments close to Ascension Island, discovering hydrothermal fields as far south as 14°20?S (Haase et al., 2007; German et al., 2008; Tao et al., 2011). However, the vast majority of the SMAR ridge axis has never been thoroughly investigated for hydrothermal activity. In the spring of 2013 we used segment-scale AUV deployments as well as conventional CTD surveys to identify areas of hydrothermal activity along 16 mid-ocean ridge segments between 13° and 33°S, thereby covering close to 5 % of the global ridge axis in a single cruise. During cruise MSM25 of the German research vessel Maria S. Merian, we tested longrange (>100 km lines per dive) AUV deployments of GEOMAR?s AUV ABYSS (a Remus 6000 vehicle) along the spreading axis for their capability to locate active venting in a fast and efficient way on regional surveys. Two marine diamond deposits on concession 2b off Namaqualand along the South African Coast, have been systematically mined over the past year by the mv Moonstar. The two deposits, Smith?s Ulcer and Wedge Point Basin, are comparable in morphology, straddled the same water depths and have similar geology yet have given very different recoveries when compared to their respective grade models. These differences are best ascribed to the different style of mineralisation observed within the two deposits which has been directly controlled by the bedrock morphology. The smith?s Ulcer deposit has been formed in a metagreywacke bedrock displaying a strong north-south trending foliation which dips steeply to the west. Consequently the mineralisation is confined to narrow north-south linear trends with limited lateral extent (less than 5m) making extraction extremely difficult and somewhat variable. RE factors (recovered grade versus estimated grade) for this deposit range from 0.5 to 1.1. The Wedge Point Basin deposit is formed in a micaceous metaquartzite with a conjugate southwest northwest joint set, the southwest lineation being the more prominent, and structural foliation dipping gently to the west. The resultant style of mineralisation is confined to basinal features defined by topographical lows and is fairly lateral in extent (in order of 50m). Extraction of the mineralisation from this deposit is less arduous with recoveries more uniform, RE factors are frequently in the range 2 - 3. This style of mineralisation is more in line with what is to be expected from marine alluvial deposits, the nugget effect of diamond concentration being responsible for the high RE factor. The long narrow linear trends observed in Smith?s Ulcer demonstrably require a specialised approach in successfully sampling, modeling and ultimately mining.

The Intertropical Convergence Zone (ITCZ), where the southeast and northeast trade winds converge, is the effective climatological barrier that separates the southern and northern hemispheres in terms of dust budget. Asian and N. American dusts dominate in the Pacific north of the ITCZ, while Central and S. American dust prevails south of the ITCZ. In order to understand the nature of latitudinal and depth-related variations of mineral composition in terms of position relative to the ITCZ, deep-sea core sediments were collected from 9°N to 17°N at a 2° intervals along the 131.5°W meridian and analyzed for mineral composition. The amount of illite in surface sediments decreases gradually from 65% at 17°N to 31% at 9°N. In contrast, smectite increases from 11% to 56% southward. The observed mineralogical variation toward the ITCZ is attributed to the increased supply of volcaniclastic material transported via the southeast trade winds from the Central and South America source regions. Smectite-illite transition, a phenomenon that the amount of smectite increases over illite, occurs at around 10°N, the northern margin of the ITCZ. This result indicates that the change in latitudinal position of the ITCZ in the geological past could be recorded by the smectite-illite transition in deep-sea cores. The cores studied show down-core variation of mineral composition from illite-rich at the surface to a smectite-rich clay suit at depths, similar to the latitudinal variation. The smectite-illite transitions observed in these cores are likely the records of changes in latitudinal position of the ITCZ. The depth and age of the smectite-illite transition is getting shallower and younger towards the equator, implying that the ITCZ was located farther north during late Tertiary and has shifted southward to the present position of 5°N~10°N.

A new hydrothermal field with massive sulfide deposits was discovered in 2004 at 16º 38.4?N, 46º 28.5?W on the Mid-Atlantic Ridge. Hydrothermal signals had already been recorded from bottom waters and sediments in this area during cruise 19 of R/V Professor Logatchev in 2000. This site was revisited during the 24th cruise of R/V Professor Logatchev in February 2004 when samples of massive sulfides were recovered and video records of the deposits made. The basalt hosted hydrothermal field is situated at a depth of 3700-3750 m, 600 m above the inner floor on the eastern slope of the rift valley. Structurally, the new field is located at the intersection of a deep along-axis marginal fault and a transverse sub-latitudinal dislocation. Six sulfide mounds as well as associated metalliferous sediments were mapped (sampled and/or recorded by video profiling) within the hydrothermal site. The largest ore body, 500 x 225 m, in the southern part of the field consists of small blocky talus and relics of sulfide chimneys partly covered by iron oxyhydroxides. The chimneys are 1-5 m high. The southern and western boundaries of the massive sulfide deposit have not yet been delineated. More than 1,100 kg of massive sulfides and stockwork mineralization were sampled at 7 sites by dredge and TV-grab. Everywhere, iron sulfides were the principal minerals present. Pyrite in association with lesser amounts of chalcopyrite occurs in both massive sulfides and stockwork mineralization. Of particular interest is the chalcopyrite-siliceous stockwork where silicified and chalcopyritized basalts are intruded by a network of chalcopyrite veinlets. These zones could be fairly thick and enriched in base metals. Sphalerite was very rare.

Marine mining on the continental shelf was first attempted in 1900 for gold off the beaches of Nome, Alaska. Attempts continued until 1990 with cutter-suction, airlift and bucket-ladder dredges. Offshore Thailand profitable production of tin resulted from clamshell, bucket-ladder and trailing suction hopper dredges. Today in Indonesia numerous bucket-ladder dredges continue to mine tin. Off the coast of Namibia and South Africa nearly a dozen large and medium sized vessels are engaged in diamond production. The obvious risk results from the working environment. Vessels and lives have been lost in the past. At best the availability of mining equipment is reduced. Leaving aside the marketing and financing aspects, otherwise the most important risks are technical. They manifest themselves as diamond production short-falls with obvious financial consequences. Bias and deficiencies in sampling equipment and procedures may result in misleading grade estimates, even serious under-estimation. Inadequate sampling in terms of sample support and density may result in over-optimistic grade determinations, especially if under-sized mining blocks are outlined. Quantitative measurement of the geotechnical characteristics of the sediments to be mined is an essential stage in a feasibility study. Without a full understanding of the bedrock profile and the overlying sediments the ease, completeness and speed of excavation during the mining process cannot be properly estimated. Both historically and at present the greatest negative discrepancies from production estimates result, not from grade shortfalls, but from significantly lower mining rates than thought possible by the operators. The learning curve in marine, production mining is steeper and longer than is generally recognised by newcomers to the industry. Examples are provided from tin, gold and diamond mining experiences.

This study examines the possible relationships between compositional variability in non-hydrothermal manganese nodules and large-scale environmental parameters. In the central SW Pacific (145-180° W and 20-O° S) the level of primary productivity, the rates and proportions of carbonate, silica and organic matter supply to the sediments, and the position of the seafloor relative to the Calcium Carbonate Compensation Depth (CCD) appear to directly influence nodule composition. Four zones of nodule composition are apparent. These zones correlate fairly well with the level of primary productivity in surface waters, as estimated by satellite-based measurement of chlorophyll content. The observed correlations between surface productivity and nodule composition are consistent with the contention that the dominant source of several transition metals in these deposits (i.e , Mn, Ni, Cu. and Zn) is provided by removal of fine-grained particulate matter from the water column by biological means. Subsequent decay of organic matter in sediments augments the content of these metals in the nodules through oxic and sub-oxic diagenesis. The opposite behavior of Fe and Co content may in part result from mineralogical and dilution effects.

INTRODUCTION Hydrothermal vents that form seafloor massive sulfide (SMS) deposits represent unique biodiversity hotspots that host many species that are found only at these sites. The destruction of these habitats remains one of the greatest environmental risks associated with proposed mining of SMS deposits. For this reason, there is a growing movement to protect active vent sites from direct and indirect effects of seafloor mining (Van Dover et al., 2018). Mitigating the adverse effects of mining on these ecosystems may prove to be one of the greatest challenges facing the marine minerals industry. At the same time, there is increasing evidence that inactive or extinct hydrothermal systems, which do not host the density or diversity of animals typical of active vents, may constitute a significant proportion of the SMS resource potential on the seafloor. Mining inactive SMS deposits may therefore present an extractive opportunity that does not necessitate the disturbance or destruction of active vent habitats. However, if mining of SMS deposits is to take place only at inactive vent sites in order to protect active vent ecosystems, a clear definition of what defines a site as active or inactive is necessary. ACTIVE AND INACTIVE SEAFLOOR MASSIVE SULFIDE DEPOSITS Our understanding of the number of inactive deposits, their size and grades, and how they are preserved on the seafloor remains limited, largely due to the challenges associated with finding these deposits. Over 90% of all hydrothermal vent fields discovered so far are hydrothermally-active. Almost all of these sites were discovered through the detection of chemical anomalies associated with active hydrothermal venting via water column surveys. Inactive sites have no associated hydrothermal plume, and thus the well- established plume survey exploration method is not effective. As a result, very few truly inactive sites inactive sites have been discovered. Alternative exploration methods, such as spontaneous potential (SP) surveys, magnetic surveys, and high-resolution mapping are required (Cherkashev et al., 2013; Jamieson et al., 2014; Tivey and Johnson, 2002). As methods for locating inactive deposits continue to develop, our understanding of the distribution and resource potential of these deposits will increase, and the focus of resource exploration will shift from active to inactive vent sites. However, for now, most exploration and deposit development activities remain focused on active vent fields.

In 1983, the GEMINO research project (Geothermal Metallogenesis Indian Ocean) was initiated in order to locate and evaluate sites of recent or fossil hydrothermal activity in the largely unexplored Indian Ocean. During GEMINO cruises 1 and 2 with R/V SONNE in 1983 and 1986, the Central Indian Ridge between 21°S and 24°S was the subject of detailed exploration, including SeaBeam and magnetic mapping, hydrocasts, sediment coring, TV-grab sampling, and camera/video tows. Although hydrothermal sulfide mineralization was not located, a hydrothermal component in the sediment composition, hydrothermally altered basalts, and maximum concentrations of 27.5 nmol/kg Mn and 45.6 nl/l CH4 were discovered (Plüger and Herzig 1986; Herzig and Plüger 1988a). Leg 1 of the GEMINO-3 cruise in 1987/88 identified a neovolcanic ridge in the rift valley of a 30 km segment at 22°55'S as a site of weak hydrothermal activity and photographed smectite-like precipitates on basalt talus and a chimney structure on top of a ridge-parallel fault scarp. Water temperature data and the distribution of Mn and CH4 were interpreted as indicative of diffuse, low-temperature hydrothermal activity (Herzig and Plüger 1988b).

According to geochemical specialization, cobalt-manganese crusts (CMC) of the Magellan Seamounts are rich in cobalt and manganese and are complex in composition. Besides cobalt, manganese, and nickel, they contain such components, as platinum, copper, molybdenum, and rare earth elements, which enhance the value of this material. Factors and conditions responsible for Co-Mn ore-genesis and processes of cobalt-manganese crust formation are described in a number of Russian and foreign geological papers. The study of ore-concentrating processes in the Magellan Seamounts helped to solve an important applied problem, namely to reduce the time needed to reveal the factors of CMC formation mechanism. The authors of this research found seawater over the described area of Magellan Seamounts to be stratified and to contain high concentrations of manganese, iron, cobalt, nickel, copper, lead, and zinc. Diagrams of suspended Co, Mn, Ni, and other components in seawater (0-5500 m), as well as medium concentrations of basic elements (Co, Mn, and Ni) in ore deposits of metallogenic levels of Magellan Seamounts, were found to coincide both on guyots and abyssal plains. Detailed geological study of guyots in the Magellan Seamounts (Dalmorgeo, IOAN, Roskomnedra, and others) revealed that medium Co-Mn crusts cover bedrock rocks in narrow ribbon-like bodies along the edges of bathymetric intervals 1300-1600 m, 1400-2000 m, 2000-2500 m, and 2500-3000 m.

Public Law 103-426 was signed into law in October 1994. Its provisions amended sections 8(k) and 20(a) of the Outer Continental Shelf Lands Act (OCSLA). The 8(k) amendment provides the Secretary of the U.S. Department of the Interior 001) with new discretionary authority to negotiate agreements for using Outer Continental Shelf (OCS) sand, gravel, and shell resources for certain projects of public benefit (e.g, beach, shoreline and coastal wetlands restoration that are under- taken by a Federal, State or local government agency). The new law also covers construction projects that are funded wholly or in part or authorized by the Federal Government. Under the law, the Secretary may assess a fee for use of the resource by taking into consideration the value of the resource and the public interest served. The law also requires that any Federal agency proposing to make use of OCS sand, gravel, or shell resources enter into a Memorandum of Agreement (MOA) with the DOI. An MOA would promote efficient coordination and resolution of inter- agency scheduling and issues. The law requires that Congress be notified before use is made of these OCS resources. The amendment to section 20(a) of the OCSLA clarifies that obligations concerning environmental studies extend to non- competitive lease situations and includes minerals other than oil and gas. The Minerals Management Service (MMS) is the DO1 agency responsible for interpreting and implementing the provisions of Public Law 103-426. The negotiated agreement approach is distinctly different from the competitive bidding requirements that have applied to all OCS minerals since the inception of the OCSLA. The MMS has opted to implement the new law in a nontraditional manner. Rather than issuinga body of new regulations to cover the negotiated agreement situation, or attempting to amend three sets of existing regulations, MMS is pursuing a less formal approach of providing guidelines. More weight is placed on the negotiation process itself and the legal agreement that consummates the process as the means for establishing ground rules, terms, and conditions under which qualifying projects may be conducted. This process must recognize and adhere to requirements of other laws, including the National Environmental Policy Act.
