"Canada has a per capita GDP second only to Japan among the G7 countries and a positive trade balance which ranks third among the world's major economies. International trade represents a very large part of the national economy and as a proportion of GDP is larger than that of all the other G7 countries with the exception of Germany. On the negative side the Canadian current account deficit relative to the size of the economy is significantly worse than that of all major industrial countries, due mainly to the cost of servicing an immense foreign debt and to a large and worsening negative trade balance in manufacturing.The outflow of money may be reduced by increasing the productivity and competitiveness of those sectors of the economy in which Canada already has a leading competitive position and which have the potential for further growth. The mining industry is uniquely qualified in this respect in that Canada is the western world's largest producer of metals and mineral products and has the geology and the exploration skill to replenish reserves assuming that an adequate level of investment is maintained. In 1989 the minerals industry contributed $8 billion to the country's balance of payments and with the exception of forestry is the only sector of the economy which has shown consistently increasing foreign earnings over the long term.In recent years there has been a decline in exploration in Canada and a significant increase in countries such as Chile. The demand for hard currency to finance the development of the newly emerging capitalist economies of the CIS and Eastern Europe is also driving these countries to seek foreign investment to allow them to exploit their natural wealth more efficiently. Canada is therefore facing growing international competition for risk capital and in the future its trade surplus will probably decline in the face of lower cost foreign production.Canada rightly exercises a high level of environmental control on its mining operations; however a significant deterrent to investment is the fundamentally unjust application of the many provincial and federal environmental laws, under which a mining company, even if it takes every measure to protect the environment, runs the risk of eternal and unlimited future liability. If this situation is not rectified the effect will be an increase in global pollution as mines in countries with more lax application of law and regulations controlling environmental damage replace those of Canada. Tax benefits and incentives are a more efficient means than arbitrary regulations in minimizing environmental damage."

"There has been a continuous evolution with the use of pre-cast concrete elements in the construction of aluminum smelters. In 1990, Phase I of Alouette was built using cast-in-place concrete exclusively. Whereas, other AP 30 technology plants such as Hillside 2 in the mid-1990s used pre-cast concrete beams with cast-in-place floors. Mozal 2, in 2002, used pre-cast concrete beams with pre-cast partial-slab operating floors. Alouette Phase II went further. Not only were the potroom building beams and floors pre-cast, but the entire pot support system, insulating walls and basement jersey walls were pre-cast. Once the techniques for bending and welding the reinforcement bars and the design for attaching electrical insulating plates to the concrete was perfected, the challenge for the project remained only in the logistics of transporting the pieces to site and simple erection. The overall impact on the project was dramatic. Using prefabricated concrete not only allowed advancement of the schedule, but totally eliminated formwork, re-bar installation, and form removal activities along with the handling of all the materials involved with these activities. With the elimination of these labour and material-intensive portions of the job, exposure to work injuries was dramatically reduced. The most prevalent activity for lost time accidents is during the rough work associated with concrete formwork, placing concrete and form removal. Another area where prefabricated elements were successfully used on Alouette Phase II was for the insulating walls enclosing the pot area, known as the ""claustra walls"". Usually these walls are constructed in-situ using mortar and breeze block. Success was also achieved with prefabrication of the perimetric walls that are installed at the lower floor of the potroom. A big advantage of using prefabricated concrete in the electrolysis area is in assuring electrical isolation for the operating floors. "Magnesium-bearing salts occur in the Zechstein Basin in the north eastern part of the Netherlands at a depth of 1500m to 2500 m.Exploration results justified the exploitation of these salts by means of solution mining for the production of refractory grade magnesium- oxide. This paper discusses design criteria, operation parameters, and methods used for magnesium chloride solution mining by Noordelijke Zoutwinning B. V. (NOZO), an operating company of Billiton International Metals B. V.A unique variation of widely used solution mining techniques has been developed for mining the complex Veendam salt deposit. NOZO extracts salt through deviated wells with a set of parallel, suspended tubings. Cavern fluid pressure is maintained close to that of overburden rock. These special design features provide an answer for the complex characteristics of the minerals, halite, carnallite, bischofite and kieserite, from which a solution rich in magnesium is generated. Dissolution chemistry and rock mechanical behaviour of these salts are unlike those of rock salt. Throughout a few years, NOZO demonstrated adequate process control while they continue improving the operation.IntroductionBilliton, a wholly owned company of the Royal Dutch /Shell Group of Companies, is active in metal exploration, mining, processing, and trading, mainly in the non-ferrous sector.Since 1972 Billiton has been active with solution mining magnesium salts in the northeastern part of the Netherlands, in the Province of Groningen, near the city of Veendam . Solution mining techniques were developed in conjunction with the ""Koninklijke/Shell Laboratorium Amsterdam"" (KSLA) and the ""Koninklijke/Shell Exploration and Production Laboratorium"" (KSEPL), Rijswijk. The company's objective is to produce magnesia sinter (MgO) from magnesium-chloride brine (MgClz) and de-carbonated dolomite (CaO.MgO). The magnesia produced serves as base material for the manufacturing of refractory bricks, used for furnace linings in the steel industry."

"The important volume end use sectors for the rare earth elements and yttrium continue to be in steelmaking, petroleum cracking catalysts and glass polishing. The market sectors which may provide future high volume demand, to replace the older sectors where demand has declined over the past decade, include magnets, automobile catalysts, ceramics and superconductors. Increases in production capacity in all major rare earth producing countries are expected to restrain large price increases for high purity rare earth oxides over the short term. A sharp increase in demand for yttrium in advanced ceramics and superconductors would lead to a shortage in separation capacity, however, and to a corresponding rise in prices for separated rare earths.IntroductionWhile visiting the Geology Department of the University of Toronto in 1981, Professor Lu from the Institute of Geochemistry of Academia Sinica at Gweiyang in China introduced one of his seminars with the observation that in China, rare earths are not rare at all.Indeed, while being rare in terms of abundance as measured by, say, the Clarke scale, the rare earth elements, like many other low abundance elements, are subject to geological, geochemical and mineralogical concentration.The rare earth elements comprise the fifteen inner transition elements of Group IIIB, Period 6, of the periodic table, from lanthanum to lutetium (the lanthanides), as set out in Table 1. The rare earths constitute a distinct group as they have extremely similar chemical characteristics due to the uniformity of their outer electron shells. The element yttrium is usually, by convention, included in the rare earth group as it occurs with the rare earths in nature and has properties very similar to them.The rare earths are divided into two subgroups, the ""light"" rare earths, made up of the first seven elements of the series, lanthanum to europium, and the ""heavy"" rare earths, comprising the remaining eight elements, gadolinium to lutetium, plus yttrium. These two subgroups are also referred to as the cerium subgroup and the yttrium subgroup, respectively. The subdivision is based on differences in the atomic radii resulting in somewhat different properties for the two subgroups."

"Phase equilibria in the ‘Cu2O’-‘Fe2O3’-SiO2 system, the base slag system in copper production, were recently determined. However, the addition of MgO, commonly present in the slag, drastically changes the phase equilibria in this system. The present study focuses on the phase equilibria in the ‘Cu2O’-‘Fe2O3’-MgO-SiO2 system in equilibrium with metallic copper.Recently, an experimental procedure has been developed that resolved a number of experimental difficulties. This procedure has been successfully applied to characterise several complex industrial copper slags. It includes a high-temperature equilibration followed by rapid quenching and electron probe X-ray micro-analysis (EPMA). The methodology was adapted to the present system and used to determine the liquidus at SiO2 saturation and in contact with high-MgO phases in between 1100 and 1250 °C in Cu2Orich slags.The results indicate a maximum solubility of MgO in the system at 1200 °C of 5 wt%. The boundary line between tridymite and spinel lies 3-4 wt% closer to the SiO2 apex for every 2 wt% MgO added. These new data on the high-copper slags are important for optimisation of the direct-to blister"

"Concerns over possible additional involvement of governments in Canada's mining industry and its adverse effects on the industry 's growth were a frequent topic of conversation at the recent Annual General Meeting of the CIM.Still painfully fresh in the minds of industry leaders are the disastrous results of the federal/provincial scramble over resource revenues which followed the relatively high metal prices witnessed in 1973/1974. At current metal prices, it is not surprising, then, that a nagging fear persists that these governments may once again restructure tax and other rules to the detriment of the industry and the country.This month, Tax Notes recalls some of the progress which the industry and governments have made in 1979 in the taxation of the resource sector, and urges that higher metal prices be viewed in light of the costly exploration, development and production efforts which will be required for the industry to continue to play its important role in our economy.IntroductionAt the Annual General Meeting of The Canadian Institute of Mining and Metallurgy, held in April, 1980, it was abundantly clear that there is widespread concern in Canada's mining industry that this country's tax regime may once again be blasted by ill winds of change.A stable and more favourable tax climate, as well as higher metal prices and profits, made 1979 almost a golden year for Canadian mining. "Laser-Induced Breakdown Spectroscopy (LIBS) is an atomic spectroscopy technique used to measure elemental concentrations. It is well-adapted to in-situ and in-line measurements during materials processing in general, and pyrometallurgy in particular. It is an optical non-contact technique and it can measure nearly all elements, including light elements. Our group has developed a mobile prototype system to measure molten metals. The system includes a tube, also called a lance, one end of which is immersed in the molten metal. An inert gas flows in the tube and bubbles out below the surface. The LIBS measurement is made through the tube and onto the bubble’s surface. This is done to avoid measuring contaminants, slag, or fluxes often found at the surface of the melt. An added benefit is that the molten surface is constantly renewed and thus, more representative of the bulk. An alternative to using our lance is to use a tuyère, such as a gas injection tuyère in a converter, as we did several years ago in a nickel matte converter. In this presentation, we will show various applications emphasizing more recent developments. This includes the simultaneous measurement of the concentrations of Cu, Ni, Fe, Co and S in molten matte at 1125 °C. The more obvious industrial applications of the technology include determining the best time to end oxygen blowing in the converter and elemental concentration measurement during alloying.INTRODUCTIONThe mining industry continually faces challenges in optimizing cost and productivity. Because of the large volumes of materials that are being processed, small improvement can have a big impact on benefits. Better real-time information can help improve this optimization."

"The Department of Finance introduced draft amendments to the resource allowance regulations on July 23, 1992 that effectively nullify the decision in the Gulf Canada Limited case. Prior to the amendments it appeared that only ""directly"" related general and administrative, capital cost allowance and scientific research expenditures had to be deducted from resource profits. Now ancillary expenditures are required to be deducted. Consequently, the ability of taxpayers to claim the resource allowance is curtailed.IntroductionOn October 25, 1990 it was almost certain that taxable mines were going to get a break. The Federal Court-Trial Division had just decided in Gulf Canada Limited's favour to allow it to claim resource related tax benefits larger than what Revenue Canada evidently wished. Revenue Canada appealed first to the Federal Court of Appeal and then to the Supreme Court of Canada. On January 10, 1992 the Federal Court of Appeal agreed with the Federal Court decision and on July 2, 1992the Supreme Court declined to hear any further appeal. A mere three weeks later, on July 23, 1992, the Department of Finance issued draft ""clarifying"" measures to amend the calculation of the resource allowance. These measures effectively nullify the benefits that arose under the decisions of the Federal Court."

"Pre-oxidation of refractory pyritic concentrates by biological leaching to enhance the recovery of gold and silver in cyan ideation has been investigated. The results of laboratory tests on three concentrates are presented. In all cases substantial increases in precious metal recoveries were obtained following the pre-treatment. For one concentrate, gold recovery of 81% was achieved following an 87% oxidation of pyrite, compared with 24% recovery by direct cyanidation of non-oxidized concentrate. Gold and silver recoveries from the other concentrates were increased from the range 60-78% to over 90% and from 80-86% to over 98% respectively. Operating parameters are discussed and methods of maintaining high oxidation rates are evaluated. Methods of employing this pre-oxidation technique in commercial practice are described.IntroductionMany of the gold and silver deposits now being developed contain precious metals finely disseminated in sulphide minerals such as pyrite. These ore s often present considerable resistance to metal recovery. The ease with which gold may be extracted is usually related to grain size and its manner of distribution within the host mineral. In many cases, a significant percentage of the gold may occur in submicroscopic form, or in solid solution with pyrite, so that even very fine grinding fail s to liberate the metal for recovery by cyanide leaching. Such ores are often termed refractory. Even in cases where liberation by fine grinding is practicable, high cyanide and lime consumption may be experienced due to the presence of specific sulphide minerals, and poor metal recovery may result.Pre-oxidation methods for refractory ore s and concentrates are commonly used to improve precious metal recoveries. Roasting, for example, as a pre-treatment to cyanidation, removes harmful constituents by oxidation or volatilization, and liberates gold from pyrite. In some cases, however, this method of pre-oxidation can result in poorer metal recovery, particularly of silver, due to fusion and the formation of clinker, and the formation of compounds which consume cyanide in the subsequent metal recovery stage. Difficulties in compliance with environmental pollution regulations may also be encountered."

Microseismic monitoring systems listen to a rockmass and record ground vibrations associated with brittle rock fracture. Modern systems record continuously and can identify as many as one thousand small and possibly larger magnitude events occurring each day from induced stress change and redistribution. This paper presents examples of the real time use of microseismic information in mining applications. It shows how alerts can quickly identify large magnitude events or unexpected clusters of seismicity and how seismic re-entry protocol can help to improve safety decisions. Additionally, newly developed advanced analysis techniques applied to mine seismic data sets are shown including the use of clustering methods to see into a cloud of seismic data to identify significant activity and quantify possible planar features. The use of source parameter trend analysis is shown to be a beneficial method for interpreting changes in relative stress levels. Seismic moment magnitude distributions are analyzed using the TGR (Truncated Gutenberg Richter) and TMD (Tapered Moment Distribution) methods to estimate bvalue and expected maximum magnitude. Seismic hazard analysis is shown as a useful way to simplify a dataset and highlight seismic hot spots. The rockmass response to excavation is a complicated spatial and temporal process and microseismic monitoring is a method that can be used to help understand the location and mechanics of failure occurring in the rock ultimately helping to improve safety and productivity at a mine site.

Introduction During recent years the work of the Geological Survey in northwestern British Columbia has been in the nature of reconnaissance and exploratory mapping, largely for the purpose of gaining knowledge of the potential mineral-producing zones known to occur along the eastern side of the Coast range, and also to gather such data as might facilitate their exploitation. Commencing with fairly detailed mapping in the more accessible parts, the work has been continued and expanded until now an understanding has been gained of the more general features of a continuous section along the range for a distance of about two hundred miles. Geographically, northern British Columbia is more or less isolated. It is cut off from the central part of the Province by a rugged and mountainous country which, except for the telegraph line and a rarely travelled trail along it, is not penetrated by any developed routes or lines of communication. To the west, it is cut off from the Pacific by the Coast range, an extremely rugged area sixty to eighty miles in width which, except along the few navigable rivers cutting across it, cannot be readily traversed. Politically, it is further isolated in this direction by the narrow strip of south-eastern Alaska which borders the coast and extends inland to the axis of the range.

A collaborative project was performed between NRC Institute for Fuel Cell Innovation and MagPower Systems Inc, to develop a cost effective fabrication process to manufacture the anode for magnesium-air fuel cell with improved performance. A novel fabrication process was developed, which resulted in a porous microstructure with increased surface area, instead of the traditional solid structure. This porous anode greatly increased power density in the magnesium-air power source. This fabrication process is very simple and cost effective. Especially, this process makes it convenient to incorporate different alloying additions, as well as hydrogen inhibitor and electrolyte management additive into the anode. The anode composition was designed so that micro galvanic cells were formed as current is drawn out of the fuel cell, and resulting increased dissolution rate of Mg. It is feasible to incorporate hydrogen inhibitor and electrolyte management additive into the porous anode, and the anode with some kinds of inhibitors exhibited improved electrochemical performance. This paper describes the microstructure and electrochemical performance of anodes with designated porous structure and alloying additions. Furthermore, quantitative kinetics analysis of the obtained I-V curves and electrochemical impedance spectroscopy were carried out to clarify the mechanism.

"The mining of the ore bodies at Rabbit Lake has in the past been by the open pit method. This method is presently being used to develop the B-zone and will continue into the future with the development of two smaller ore bodies, the A-zone and D-zone. The Eagle Point orebody will be developed by an underground method which will provide production and employment into the next century.The ore bodies at B-zone, A-zone and D-zone are unique in that they are located under Wollaston Lake. To permit mining by the open pit method a steel-celled dyke has been constructed around the north end of the B-zone. This same dyking method will be used for the A -zone and D-zone. INTRODUCTIONMine development at Rabbit Lake commenced in 1970when a detailed engineering feasibility study established the viability of the Rabbit Lake deposit. In 1972 construction of the mill and camp site began. Construction materials were seasonally hauled to the site over a winter road until November 1973when the government of Saskatchewan completed an all-weather road to within six miles of the operation.In October 1974, stripping of the Rabbit Lake open pit began with the removal of overburden and lake bottom sediments from the previously drained Rabbit Lake. The first ore was processed by the mill in June 1975and by October the mill was producing three million pounds per year. The design capacity of five million pounds annually was first achieved in 1977 and maintained until 1981, when lower ore grades resulted in lower production rates .It was clear when mining at Rabbit Lake began that, without additional reserves, the Rabbit Lake operation had a life of less than 10 years. Exploration, therefore, continued in the immediate area in an attempt to discover additional uranium mineralization."

"In this period of improved metal prices and reported profits, valuable lessons should be recalled from the 1970s when a similar cycle lured the federal and provincial governments into thinking that they could grab bigger pieces of the pie without harming the minerals industry. British Columbia producers would face a basic royalty and a royalty on so-called ""super profits"", resulting in some instances in tax rates exceeding 100070 of pre-tax profits.The ball started to roll. Mining tax changes knew no political or geo graphical boundary. On April 9, 1974, Ontario's Treasurer John White stated in his budget speech:""Increased demand by major industrialized countries has resulted in sharply higher metals prices and substantial wind fall gains for the mining industry in Ontario. With the prospective demand for minerals likely to sustain current price trends into the future, it is only fair that we secure for the people a higher return from our natural resources""."

ABSTRACT An overall study was conducted to evaluate the properties and processes influencing the rate and magnitude of consolidation for oil sands fine tailings produced using different extraction processes. As part of the overall study, a comprehensive description of physical and chemical characteristics of fine tailings generated by caustic and non-caustic processes was carried out. Ultimately, the influence of these fundamental properties on the compressibility, hydraulic conductivity and shear strength properties of the fine tailings was assessed. The characteristics of the fine tailings are presented in terms of index properties, mineralogy, specific surface area, water chemistry, liquid limits, particle size distribution and structure. A difference in water chemistry was concluded to be the cause of substantial differences in particle size distributions and degree of dispersion of the comparable caustic and non-caustic fine tailings. The degree of dispersion was consistent with predictions for dispersed clays established by the sodium adsorption ratio (SAR) values for these materials. A linear variation of increasing dispersion with increasing SAR up to a SAR value of about 40 has been suggested, above which fine tailings are completely dispersed. The observed dispersed or flocculated structures (viewed using a scanning electron microscope) supported the predictions based on SAR values.

He started as mechanic on construction projects and open pit mines. Early in his career Robert had supervision's responsabilities. He started in open pit operation (QCM) and after in underground operation with Lac Minerals, working at Bousquet, Doyon and Louvicourt mines, as U/G mechanical foreman and mechanical general foreman, and Maintenance superintendant with Cambior . He also experienced the underground mines equipments supplier's side working with Sandvik Canada.

One of the challenges of mine planning is to determine the most cost-effective replacement time for aging equipment. The lifespan of equipment, such as haul trucks and shovels, deployed in mining operations varies due to the nature of the material and ground conditions in which it operates. For engineering economists dealing with aging equipment, the options become an economic trade-off between higher maintenance cost versus the cost of new equipment. The discount rate plays a significant role in this decision; the higher the rate, the longer the economically optimal lifespan. Therefore, the ultimate question is: ?How can the relationship between the discount rate and the economically optimal lifespan be expressed mathematically??

"The Regal Silver mine is 5 miles north-northwest of Albert canyon; a station on the main line of the Canadian Pacific railway; 21 miles east of Revelstoke; British Columbia.Development, commenced in 1918, comprises more than 8,000 feet of workings from six adits, one of which extends into the Regal Silver property from the adjacent Snowflake ground. Production has been limited to a little tungsten concentrate recovered recently from a few r..undred tons of ore treated in a small underground mill. The property has received some attention as a possible source of tin. The deposits are large quartz veins containing irregular sulphide bodies. Ore minerals normally make up less than 1 per cent of the veins and include pyrite, galena, sphalerite, scheelite, and stannite. The veins are approximately parallel with the bedding of the enclosing graphitic, siliceous to calcareous, slates and argillites. These strata are of Precambrian age, strike about northwest, and dip northeast. No other rocks are known in the vicinity of the workings . Granitic rocks, intrusive into t'he sediments, outcrop 4 miles to the southwest and 7 miles to the northeast and may underlie the property at no great depth."

"Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976.Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen per cent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one-month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March 1980, Sidbec-Normines used coke addition as a current operation.This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port -Cattier pellet plant.IntroductionThe Sidbec-Normines pelletizing plant at Port-Cartier, Quebec, is designed to produce six million ton s per year of oxide pellet s. It is a Dravo-built two-line plant; one line to produce three million s tons per year of blast furnace grade pellets averaging 5.5 per cent silica, and another line of three million ton s to produce direct reduction grade pellets of about 2.0 percent silica.The laboratory pot-grate test program was conducted in 1977 at the British Steel Corporation Research Laboratories in England, with the assistance of J .E. Appleby, consultant to British Steel Corporation (overseas services) Limited.The purpose of that test program was to determine the optimum energy saving cycle and to study the physical and metallurgical effects on blast furnace and direct reduction pellets."
