Manitoba has now joined Ontario and Quebec in providing for new incentives and lower tax rates for the mining industry. A single rate of tax (to replace the former two-tier royalty), an investment tax credit and a relatively straightforward set of rules for calculating taxable mining profits are the main features of new mining tax legislation announced by Manitoba's Finance Minister Donald W. Craik in his May 15, 1979 budget address. On introducing amendments to reform The Metallic Minerals Royalty Act, the Finance Minister indicated that the new tax regime is intended to restore the Manitoba mining tax system to a competitive position in Canada, and should result in renewed investment in the province's mining industry. 1n this regard, the government could be right-there is little question that the new tax regime will produce greater incentives for the mining industry than the two-tier royalty system introduced by the New Democratic government in 1975. The proposed changes, contained in Bill 57, would largely be effective January I. 1979.

THE orebodies of the Preston East Dome mine show a considerable variation in size,? shape, dip, and ground condition. They vary from small and large irregular masses being mined by shrinkage, cut-and-fill, and square set-and-fill mining methods to narrow veins being mined by open stoping. Standardization of mining operations has necessarily been difficult. This considerable variation in mining condition prompted the development of a bonus system which would give more equitable bonus payments through-out the mine than those obtained by the usually accepted methods of calculating mine bonus. PRINCIPLES ON WHICH THE SYSTEM IS BASED Under an incentive bonus system, performance (efficiency) and a price per unit of work done are inter-related. It is in the application of this? principle to working conditions .in the Preston East Dome mine that the system to be described differs from the standard methods of calculating mine bonus. It was found that the method of paying a fixed price per unit of work done, under the 'contract' system, gave satisfactory results in development, less satisfactory results in timbering, and results which were not satisfactory in stoping. Under the fixed price system, bonus payments, in timbering and stoping particularly, were very erratic and did not necessarily represent fair payment for the work done. A fixed price in development is satisfactory because the work done, and the conditions under which the work is done, are uniform. The drilling and blasting cycle is completed in one shift, the size of heading is con-trolled, and a minimum number of holes are required in order to obtain a satisfactory break. The performance possible under these conditions has been found to be confined to a fairly narrow range. By performance in development is meant the efficiency of the working crew as expressed in terms of the two variables of feet of advance per round and pounds of ex-plosives consumed per foot of advance. A change in rock formation, how-ever, may alter to a marked degree the performance possible, quite independent of the skill and energy of the working crew. The changes in working conditions that affect development performance from the standpoint of bonus calculation are usually easily apparent and are satisfactorily met by establishing several fixed prices.

So far, a large number of algorithms have been developed for the optimization of pit limits, most of which follow deterministic rules. In this paper, a new algorithm is introduced, which follows a probabilistic logic using the Markov chain process. The algorithm is implemented on a transition matrix that corresponds to the 2D conventional economic block model of the mining area. The probability of mining a block is proportional to the desirability it may provide. Applying this algorithm, the probability of mining each block is obtained, and finally, the optimum pit limits are defined as the pit, which provides the highest probability of mining. In order to validate the proposed model, a numerical example is given and the results of the algorithm are compared to those of a dynamic programming algorithm. A 2D analysis of the problem is discussed in this paper. Although dealing with 3D problems requires larger size matrices, the optimization method is the same and the algorithm does not need any smoothing.

The haulage cycle is the sequence which a haulage vehicle must first arrive at the loading area, then turn around and reverse into position. Once it is loaded, the vehicle leaves and travels to the unloading area, where again it must turn around and back up to unload. The cycle is repeated over and over again. The Vector Neutral truck is a rubbertired, self-propelled hauling vehicle designed such that it eliminates the requirement to turn around and back-up to either load or unload. The Advantage is in the Difference: 1.) Shorter distance traveled. 2.) Fewer brake and steering actuations. 3.) Easier to automate. 4.) Easier to adapt for remote control operation.

"IntroductionTHE PROCEDURE and technique for drilling holes has probably undergone as great a change during the past ten years as any one of the other operations conducted in hard-rock mining. During this period, we have seen a change from the heavy leyners and drifters to the light jackleg type of drill machine; from steels that were forged and hardened on the bit end to the inserted •carbide-tipped rod, from the necessity of providing special bit-end fabrication and beat treatment of shank steels to the simple grinding or turning of a plain section on a shank with no heat treatment required for bit attachment.When the steel maker was first called upon to manufacture a hollow drill rod, it was required that the steel must not only have sufficient strength and fatigue resistance to cope with the stresses of service, but also must be capable of being heat treated on the bit end to a high hardness for resistance to wear and abrasion . Little was known at that time about alloy steels and the beneficial effects to be gained from additions of chromium, nickel , and molybdenum. So it was that the plain 0.80 per cent carbon analysis was selected, since it had already proven to be a suitable grade for chisels, hammers, and other such shock tools. This grade has long endured the test of time and is still used in considerable tonnage today, particularly by the construction industry.As the metallurgist learned more about the influence of alloying elements, a new hollow drill analysis was placed on the market in the early 'thirties'."

Sapping and mining have constituted an important part of siege operations ever since powder came into general use in Europe. Before this period, famine was the main weapon in the hands of the besiegers, and the history of the middle ages is replete with accounts of sieges lasting two and three years. With the advent of explosives, a position impregnable to assault might be readily won by mining under, and blowing up, its defences. The natural offensive against this method of attack is to countermine and stop the attackers underground before their objective is reached. Thus developed the art of military mining. The French and British, in the Peninsular war, were adepts at this method of warfare, and the explosion of a mine and the formation of a breach were the usual preludes to the general assault of a position. In the Crimea, at Sebastopol, the British and Russians did a lot of underground fighting, as the old maps of their galleries, now in the museum at Chatham, will testify. In the siege of Port Arthur, in still later times, the Japanese and Russians were hard at it as well.

"Precious metals are currently associated with refractory minerals such as telluride (Calaverite, Sylvanite, etc.) and selenium (Naumannite Ag2Se), which are difficult to dissolve through traditional methods, therefore it is necessary to perform a pretreatment (oxidative or roasting) preceding the process of leaching by cyanidation. In this preliminary work the aim was to study the use of solvent extraction to remove tellurium and selenium ions from a synthetic cyanidation effluent, with the purpose of recycling the cyanide back to the process. For the extraction of these anions, TeO32- and SeO42-, tallow trimethyl ammonium chloride (Quatarmina TPR) and hexadecyl trimethyl ammonium chloride (Amine F) were studied as extractants, using nonylphenol as a modifier in the organic phase (trimethylpentane). The results show that it is possible to recover 82% of selenium and 10% of tellurium from synthetic solutions containing either 20 mg/L Se or 20 mg/L of Te, respectively The Se or Te mole ratio to cyanide was 1:4.INTRODUCTION In relation to extraction of precious metals, the cyanidation process has been in use for over a century and despite environmental and toxicological problems it remains the most widely used and economical process available. In the late 90s, there were great efforts to recover gold and silver from refractory ores, which is difficult to do by simple cyanidation. To improve gold recovery from tellurides and selenides that occurs in some new mines, the ores are pretreated by roasting. This is one of the most effective ways of rendering refractory gold ores leachable as well as being a fast pretreatment process compared with bio-oxidation or pressure leaching (Aylmore, 2001). The most important tellurides minerals are Calaverite (AuTe2) and, Silvanite (Au, Ag)2Te4). In the case of selenides, minerals include Naumannite (Ag2Se) and Aguilarite (Ag4SeS) (Ostroumov et al., 1989). Examples of deposits containing telluride include La Bambolla Mine (Sonora, Mexico), Cripple Greek (Colorado, USA), and Kalgoorlie (Western Australia) (Aguayo et al., 1996). The main purpose of this work was to explore the feasibility of using quaternary ammonium salts such as: tallow trimethyl ammonium chloride (Quatarmina TPR) and hexadecyl trimethyl ammonium chloride (amine F) to extract tellurium and selenium anions from aqueous synthetic cyanidation effluents, so that the cyanide solution could be recycled back to leaching process. The tests were performed on synthetic solutions similar to those found in a mine: 20 mg/L Te as TeO32-, 20 mg/L Se as SeO42- and mole ratio to cyanide was 1:4. using an alkaline medium with pH ranging from 8 to 12. "The Mining Information Technology User Group considers information to be a strategic enabler to improved business performance in mining. This ad hoc group has been meeting since 2000 to share knowledge and leverage their efforts in effectively using IT in mining. In this paper, core issues to mining IT are reviewed, along with initiatives to engage industry professionals and decision-makers in the potential for improved use of information in their operations. Relevance of IT to Canadian MiningMining operations always drive to improve their performance, and so far they have succeeded by using different technologies. While economies of scale have come in fragmentation and material handling, and energy usage has improved through conservation and design of integrated mineral processing plants, these systems have the net result of tightening operational constraints, through reduced excess capacity. There are higher opportunity costs of lost production when integrated, large-scale systems are operating in a sub-optimal way.The problem is that it is profoundly difficult to run a mine in an optimal way. Optimization requires a defined objective function (e.g., profit), which is hard to pose, let alone solve, because so many inter-related aspects of an operation affect the bottom line. Even for a small, well-defined process state, it is difficult to measure all the pertinent information with sufficient accuracy to ensure that the system is performing well in real time.The art of mining remains making good decisions with uncertainty: in the orebody delineation; in the allocation of resources; in the efficiency of the operation; in the reliability of components and systems; and in responding to the downstream market. As well, individual decision-makers need to know how their decisions affect other processes and systems, so that improvements in one part of an operation do not result in such degraded performance in the rest of the plant that overall profitability goes down."

Today?s large electric mining shovels are significant users of power and represent peak loads of more than 3.5 MW to a mine?s distribution system. The power swings during normal operation can influence the line voltage at the Point of Common Coupling (PCC). The static converters for the shovel?s motions also create voltage and current harmonics which are fed back into the mine?s power grid. In addition, shovels themselves are affected by the power quality of the mine?s distribution system. This paper introduces the use of active IGBT rectifiers, also called Active Front Ends (AFE), as alternative to conventional, line commutated SCR thyristor rectifiers. The AFEs convert the AC line input into a controlled DC-link voltage. This DC voltage is then used as input to IGBT inverters, which power the AC motors of the shovel?s Hoist, Propel, Crowd, and Swing motions. The introduction of AFEs creates the following operational improvements: i) reduction of the Harmonic Current Distortion THDi from more than 40% to less than 4%; ii) full regenerative operation; iii) the potential for line voltage stabilization at the PCC; iv) high tolerance for line voltage fluctuations; v) improved dynamic performance, and, as result vi) higher availability and productivity of the shovel.

"In the context of today's continuously changing world, there are many factors which must be considered when attempting to assess the ability of Canada's primary copper producers to remain competitive in the face of increasing competition in world markets. In this paper, we have attempted to document those factors that will have the greatest impact on the future viability of Canada's copper industry, and to suggest possible strategies to fully utilize whatever inherent advantages Canada may have to enhance its competitive position. Technological factors related to the efficiency of precious and by-product metals recovery, energy type and utilization efficiency, production and sale of sulphur by-products, and control of 502 emissions are given high priority in this evaluation of Canada's future needs to remain competitive. Particular emphasis is placed on assessing the relative viability of hydrometallurgical versus pyrometallurgical processes for copper; to address uniquely Canadian conditions and problems. Due consideration is also given to the economic incentives required to allow Canada's copper producers to compete under anticipated world market conditions and to facilitate the continued development of Canada's copper resources. IntroductionWhen we try to assess the viability or competitiveness of any industry the bottom line is still usually, ""Can we produce a pound of product cheaper than the competition?"" Canada's copper industry is certainly no exception. However, as with most resource-based industries dependent upon exports, there are many factors which have a significant effect on the cost components which make up the total cost of producing and selling a pound of copper. It is desirable therefore to have as clear a picture as possible of the cost components, the major factors affecting them, and how they compare with the competition, particularly the third-world copper producers.In this paper we have attempted to provide a brief outlook for world copper markets and a brief overview of Canada's competitive position. We have also attempted to document those factors which will have the greatest impact on future production costs, and have suggested possible initiatives to utilize inherent Canadian advantages to enhance our competitive position. At the Annual General Meeting of the Institute in 1924. I endeavoured to present the position held by the mineral industries in the commercial life of this country. The facts and figures were presented at that time in a detached way. Since then, however, I have made some attempt to analyze them in order to determine the causes for that position and to draw some conclusions as to the future of the mining industry. As everyone knows, our trade figures are very often used in political discussion, especially in discussion of tariff policy. It would be entirely out of order for me to say anything touching the tariff issue and I want to have it clearly understood that, in my opinion, the material I am about to present contains not a single statement or conclusion which anyone would be warranted in using as an argument for either a lower or a higher tariff or for tariff changes of any kind. As a starting point, let me re-state, very sketchily, Canada's general situation in external trade. In the last calendar year, 1924, we sold Canadian merchandise of all kinds to other countries to the value of $1,045,000,000 in round figures. Our purchases abroad reached about $893,000,000. Thus our sales exceeded our purchases by roughly $152,000,000. In other words, we had what is known as a 'favourable balance of trade' - one of the biggest favourable balances we have ever had in our history. The proceeds of our sales of Canadian products enabled us to meet the bills for all our purchases of foreign commodities and, in addition, placed a large surplus to our credit with which to offset our interest charges and other obligations abroad.

Coal consumption has increased globally by 57% over the last ten years. Underground mining typically provides coal of the highest calorific value and accounts for the greatest proportion of production. Despite a negative environmental image and indeed impact, this industry appears likely to thrive on the global scale for many years to come. Such mining consumes large amounts of electricity with implications for carbon dioxide emission at power plants and emits substantial quantities of the powerful greenhouse gas methane. In response to this significant carbon footprint, the European Union has funded research to examine the potential for a range of improvement technologies in a project entitled Low Carbon Mine Site Energy Initiatives (LOWCARB). Coal properties related to seams and mines, together with longwall characteristics, provide the basis for research into modelling optimally efficient methane drainage with a view to assisting mining as well as maximising electricity generation at surface and hence oxidation of the methane. Possible systems for the oxidation of very low concentration methane in ventilation air, which contributes the greatest greenhouse gas impact due to the volumes emitted, have been studied and modelled. Simulation and investigation of intelligent optimisation of electricity demand patterns provide the basis for reducing the demand peaks at mines and hence the cost and ultimately the carbon footprint of a mine, while specific investigations have been undertaken into ventilation efficiency at an unusually challenging mine and simulation of mine water pumping in order to develop an innovative method to monitor pumping systems efficiency. For post-mining use, the potential of disused shafts for compressed air energy storage to improve the operation of future electricity grids with high renewable energy penetration by reducing peak generation capacity requirements has been studied. While underground coal mining will always by definition be related to a significant carbon footprint, this paper provides an overview of a set of initiatives that can make a positive environmental impact while controlling costs across a huge global industry.

Suite à la publication du « Guide sur la gestion des parcs à résidus miniers » en septembre 1998, les membres de l?industrie minière ont appliqué les éléments de gestion du Guide, permettant ainsi une amélioration continue des opérations. En février 2000, l?industrie minière a indiqué le besoin d?établir des lignes directives plus spécifiques pour l?opération sécuritaire des parcs à résidus. Dans cette optique, l?Association Minière Canadienne a publié, en septembre 2002, un Guide pour l?exploitation, l?entretien et la surveillance (EES) des parcs à résidus miniers. Suite au développement du Guide et à son application sur plusieurs sites miniers, il apparaît que la mise en oeuvre d?un Manuel ESS des parcs à résidus miniers permet : ? d?établir les responsabilités des intervenants; ? de s?assurer que les critères d?opération sont appliqués; ? de mettre en oeuvre le plan de déposition des résidus et de gestion de l?eau; ? de rencontrer les normes et exigences environnementales; ? de définir un programme d?entretien et de surveillance des ouvrages; ? d?identifier les risques et de mettre en oeuvre un plan d?intervention d?urgence; de démontrer une opération diligente.

NVI Mining’s Myra Falls operation is a forty-year-old underground mining operation feeding a 4,000 metric tonnes per day concentrator. The current mill, built in 1985, was designed to process a massive sulphide ore-body. This orebody, known as the HW, contains about 50% pyrite. Minerals of value are chalcopyrite and sphalerite, with precious metals occurring in all mineral types. By 1997, mining of a new ore-body, known as Battle-Gap, commenced. Mineralogically complex, the new orebody contains about 15% pyrite copper minerals, including primary chalcopyrite and secondary bornite, chalcocite and tennantite, combined with increased galena and sphalerite. Flotation performance generally decreased with increasing amounts of Battle-Gap ore types, with both copper concentrate quality (increased lead and zinc content) and copper recoveries being affected. Following significant metallurgical test-work, a new, fully sequential copper-lead-zinc flotation flow sheet and reagent scheme was developed. This sequential flow sheet was progressively installed and commissioned during 2006. Copper concentrate lead and zinc smelter penalty contents have been reduced by some 40%, while increasing copper recovery by 10%.

"This paper discusses energy use and conservation in the primary copper industry and illustrates eco-efficiency considerations, using select examples of practices at ASARCO LLC, an integrated primary copper producer and others in the industry that promote eco-efficiency. The World Council for Sustainable Business Development first publicized the concept of eco-efficiency at the Rio Earth Summit in 1992. Eco-efficiency is a management concept linking environmental and economic performance and is aimed at generating added value for a business through, among other things, increased resource and energy conservation and reduced environmental impacts throughout the life cycle of the product or service. This concept differs from sustainable development in that focus is only on economic and environmental factors and does not include social considerations. In the metal mining and processing context, this added value can be realized by implementing practices that promote conservation of water and mineral resources, conservation of energy, minimization of waste, reduced emissions and effluents and increased recycling. The examples from the primary copper industry used to illustrate eco-efficiency considerations include: water and energy conservation in mineral processing, adoption of flash and bath smelting processes, emission reduction and process improvement associated with fire-refining, implementation of green chemistry in electrorefining, promoting product stewardship initiatives and fostering renewable energy project on disturbed mined lands.INTRODUCTION ASARCO LLC (Asarco) was organized in 1899 as the American Smelting And Refining Company. Originally a consolidation of several lead-silver smelting companies, it evolved over the years into an integrated producer of primary non-ferrous metals, including copper, lead and zinc and associated co-products. Grupo México, S.A.B. de C.V acquired Asarco in 1999. Today, Asarco is a vertically integrated producer of primary refined copper and associated co-products such as gold, silver, molybdenum, selenium and tellurium. Asarco operates three open-pit mines and mills, two leach, solvent extraction-electrowinning (SX-EW) plants and a copper smelter in Arizona and a copper refinery in Texas."

To isolate the tailings basin so surrounding land is not degraded. The first step here is stabilization of the surface to prevent wind and water erosion."

"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."
