During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

Mineral exploration and development can have a significant impact on the environment and local communities, in some circumstances extending well beyond the mine site. Poor environmental performance and consequent social impacts by some companies have affected the reputation of the whole industry to the extent that the principal public concern about mining is its impact on the environment. This is consistent with public attitudes about other major natural resource sectors such as forestry and commercial fishing. Traditionally the community has relied on governments to set the benchmark for acceptable environmental and social performance through establishing and revising regulations governing the mining industry. This however assumes that regulations keep pace with community expectations. It also does not take into account those circumstances where governments can have conflicting roles as both watchdog and project partner. Government regulations and industry self-regulation are not in of themselves sufficient for the minerals sector to demonstrate that it has adequately addressed environmental and social issues associated with the sector. For the minerals sector to improve its reputation it must first improve its environmental and social performance. To do this requires the sector to operate to acceptable standards of environmental and social performance and for the sector to be able to credibly communicate this to its stakeholders such as investors, non-government organisations (NGOs), customers, staff, regulators and local communities. Independent third party certification of environmental and social performance (æcertificationÆ), already operational in forest and fisheries management, is proposed as a mechanism to enable the minerals sector to achieve this. World Wide Fund for Nature (WWF) and industry partners will be collaborating in a project to ascertain the applicability of æcertificationÆ to the minerals sector. A number of economic, social and environmental benefits are identified that could accrue should mining companies be able to differentiate themselves on the basis of environmental and social performance, an attribute evident in æcertificationÆ schemes. External audiences are seeking increasing levels of information and data on environmental and social performance of mining companies, be it local communities, investors, financial institutions or NGOs. Environmental and social reporting should be a key communications device that stakeholders can rely on as a reliable, credible source of information on environmental and social performance. WWFÆs contribution to the debate about environmental and social reporting has been to develop a process to assess the quality of environmental and social reports against reporting ingredients which WWF believe are important if a report is to be an accurate reflection of the reporting entitiesÆ environmental and social performance.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

Two irrefutable facts in geology and metallurgy are: ore deposits are comprised of variable mixtures of minerals which are systematically distributed throughout the deposit, and mineralogy exerts the primary control on metallurgical performance. If the distribution of process critical minerals can be quantified and mapped, then a logical assumption is that metallurgical performance can be predicted across the deposit.Olympic Dam is a +9 billion tonne Fe-oxide Cu-U-Au-Ag deposit which is hosted entirely within a magmatic-hydrothermal breccia complex consisting of over seventy ore and gangue minerals. Each has a unique set of metallurgical performance properties. Fortunately, 15 of the 70 minerals accounts for >98 per cent of the total rock mass.The mineral mapping journey commenced in the early drilling days shortly after the discovery of Olympic Dam in 1975. Geologists quickly recognised that the copper-iron sulphides had a predictable zoned distribution. However, geological models reflected the presence or relative abundances, not quantitative concentrations, of the minerals. This type of mineral mapping remained relatively unchanged for ~20 years and was of limited use outside of geology.Several things changed during the mid-1990s: assaying costs decreased significantly, instruments capable of automatically measuring mineralogy became readily available, the recognition of two quantifiable relationships at OD (ie mineralogy is a function of chemical composition (ie assays), and metallurgical performance is a function of assays, mineralogy, texture and process conditions. The linkage of metallurgical performance to mineralogy and mineralogy back to assays allows for every assayed sample in the resource model to be assigned mineral concentrations and metallurgical performance predictors. At Olympic Dam, block models (ie 3D maps) are routinely produced for 27 elements, density, 15 process critical minerals and greater than 50 metallurgical performance variables. These geometallurgy-enabled resource models are used for mine planning, process plant design and process optimisation studies. *This is an abstract only. No paper was prepared for this abstract.*

The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

Underground metalliferous mining methods often result in the formation of vertical openings to facilitate the extraction of orebodies. These development and production techniques can result in the creation of vertical open voids, which include stopes, orepasses, ventilation raises and other excavations. There are risks associated with the use of mobile plant in the vicinity of these voids, especially during backfilling and when bunds are constructed at the edge of a stope or void. These voids can present unacceptable risks if not adequately managed.

There is a plethora of activities that have been, and continue to be, performed to improve the health, safety and well-being of workers involved in resource industry activities. These activities include implementation of risk management systems, performing risk assessments, constructing bow-ties, implementing critical control management systems, undertaking personal, process and functional safety initiatives, implementing psychological and physical health as well as industrial hygiene programs. Despite the significant work that has occurred over the last several decades, unacceptable levels of fatalities, injuries and illnesses continue to persist as evidenced by Safe Work Australia statistics.

Geological heterogeneity is one dimension of complexity in mining. Significant effort is put into developing an understanding of this complexity so it can be used in resource estimation, mine planning and economic modelling. However, over the decadal lifespan of a mining venture, many other dimensions add to the complexity of a mining operation. These include: technological evolution, market fluctuations; investor confidence; social norms; local expectations; and ecosystem functionality. As with geology, these factors are all heterogeneous, uncertain, time varying and represented through sparse and incomplete datasets. Recent work (Valenta et al) is beginning to show us how these risks correlate in different global settings. By analysing data relating to known, but as yet undeveloped copper deposits, this work (the complex ore body database) is demonstrating that it is the combination of issues (both price sensitive and non price-sensitive) that determine the viability of a deposit for extraction in the 21st century.CITATION: Littleboy, A, Plint, N and Valenta, R, 2018. There are many small to medium carbonate hosted complex zinc containing deposits where the zinc is not economically recoverable either as concentrate or metal. High grade (>20% Zn) run of mine ore can be processed but even this material gives relatively poor returns. Considerable effort has gone into developing new technology for either upgrading the ore and/or recovering zinc metal hydrometallurgically but there has been limited success. Minetometal has developed a process capable of economically treating these deposits to give marketable lead and zinc products. This paper reviews alternative processes for these ores and gives a detailed description of the Minetometal Process. CITATION: Shaw, R, 2018. Mining companies and operations across the globe typically target best practice financial management, along with a focus on economically driven mine plans. Not only is this inherent in running a successful mining business, but also critical in addressing investor scrutiny. The standards for social and environmental practices is less consistent than this, with most companies adopting standards that are driven through legislative and compliance requirements of the nations in which they operate. Although there is still room for improvement, Australian is a country that stands at the forefront of social and environmental legislation, driving more sustainable planning practices for mining operations, with an ever-increasing focus on mine closure considerations. Of the many nations yet to reach such a legislative position, Kazakhstan is a place where some companies are driving towards world class standards beyond what is government mandated. Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. Employing gravity recovery for coarsely liberated gold and sulfide ores has potential to lead to a signifi cant reduction in the energy required for comminution and ultimately can have a significant impact on gold processing. Most of the recognised metallurgical tools at our disposal currently have been designed around recovery of relatively finely ground minerals. In order to change the paradigm of fine grind for liberation, a new set of tools need to be recognised that are capable of separations in the coarser size fractions. Some of these tools already exist and some need to be developed but the key is the way in which the fl ow sheets are arranged. A very strong understanding is required in the existing tools and their capabilities before these new flow sheets can be optimised. Only when we understand the existing gaps in technology can we start to fill these positions with new candidates. Many ores when crushed liberate their gold bearing minerals at coarser sizes than current practice would suggest (Figure 1). In order to characterise this response in ores it is necessary to utilise some new techniques in the lab such as gravity separation and ore sorting at the sizes greater than 15 mm followed by gravity recovery on fractions from 15 mm down to 150 ¦m. The most difficult range has been the mid-sized fraction from 4.0 mm down to around 150 ¦m. This is the size range in which many ores show economic liberation starting to occur and coincidentally this is the range in which many commonly used metallurgical processes reach their operational limits due to physical constraints. Examples of these processes are flotation, hydrocyclones and whole ore leach in agitated tanks which are currently the mainstays of the processing fraternity. This is an ABSTRACT ONLY. What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.

More and more mining companies are becoming aware of the potential benefits of sensor-based ore sorting and process optimisation. This is reflected by a growing number of analysers that are available for drill hole logging, conveyor belt scanning, ore sorting, slurry analysis, etc. These tools all rely on a specific sensor technology that can be used to detect a material property such as colour, density, mineralogy, or chemical elements. However, all sensors have restrictions on the minerals and/or elements that can be detected or inferred. This is caused by the physical mechanisms behind the technology and depends on mineral concentration and compositional heterogeneity of the ore. Since nearly every ore deposit is unique in composition and characterised by different geological features that drive heterogeneity, no one-size-fits-all sensor solution is available. This makes it difficult for mining professionals to find suitable sensing technologies that can help them solve problems and improve processes for their specific ore types.

The mining industry faces numerous challenges in swiftly evaluating and exploiting new mineral deposits to meet the escalating demand for critical minerals and metals. These challenges necessitate the adoption of innovative techniques and technologies to expedite development cycles and facilitate the efficient exchange of knowledge and expertise. Traditional mineral exploration methods rely heavily on data governance, visualisation tools, and expert interpretation skills, often operating in isolation and limiting the integration of valuable data and knowledge (Lindsay and Perrouty, 2019). To address these integration challenges and bridge the industry’s knowledge gap, the concept of a digital twin offers a holistic solution (Ahn, 2021; Nagovitsyn and Stepacheva, 2021).

In hard rock mining, large-scale bulk mining methods such as block or panel caving (BC/PC) and sublevel caving (SLC) typically generate significant surface deformations such as subsidence. Surface deformations need to be considered in the project evaluation and planning stages of cave mines, for example, planning and location of critical underground mine planning infrastructure such as portals, haulage and vent shafts, access roads, or potential damage to existing infrastructure, changes to surface water management, waste dump, stockpile and tailings dam stability, and environmental impacts. Assessing the impact and risks associated with subsidence is a key component in robust mine planning and operations management.

IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

The mining industry faces numerous challenges related to sustainability and circular economy principles, necessitating strategic approaches to innovation and resource management. As demands for mineral resources continue to rise, mining companies are under increasing pressure to address environmental impacts, minimise waste generation, and optimise resource utilisation. These challenges underscore the importance of Research and Development (R&D) roadmaps as strategic tools for guiding innovation and sustainability efforts within the sector (Jochen Berbner, 2022). A design-led methodology offers a structured approach to R&D roadmap development, emphasising stakeholder engagement, collaboration, and alignment with industry objectives. By leveraging design principles, mining companies can ensure that their R&D initiatives are responsive to evolving challenges and opportunities, fostering a culture of innovation and continuous improvement. Against this backdrop, the project aims to address the pressing challenges associated with sustainability and circular economy in the mining industry. Through the development of R&D roadmaps and the application of a design-led methodology, the project seeks to identify innovative solutions for enhancing resource efficiency, minimising environmental impacts, and promoting sustainable practices within mining operations. This paper highlights the collaborative efforts among Isle, the mining industry, and water utilities, which have yielded tangible benefits. The study demonstrates how the outcomes from the roadmaps outlined below effectively align research with strategic objectives, fostering innovation to address pressing challenges.
