Accounting for borehole damage in analytical modelling of explosively generated stress waves is important for predicting the finer details of the stress wave patterns observed in the field. The classical Sharpe's [19421 concept of an effective borehole larger than the initial borehole diameter has been widely accepted to explain material damage around a borehole. A new analytical model based on dynamic compaction is advanced to predict far-field stress wave patterns. This model supports field data corresponding to reduced frequency of oscillations and increased damping. The present model recovers the earlier result when compaction around the borehole representing borehole damage is ignored.

Mine haul road design at Bougainville Copper Limited has undergone significant changes since mine start-up. Selection of 95 tonne trucks and the subsequent replacement by 155 tonne units is discussed, with particular reference to haul conditions within the mine. Changes to haul road design and construction practices are detailed which have lead to improved standards and tyre life. INTRODUCTION Bougainville Copper Limited operates one of the largest copper mines in the world at Panguna, Bougainville Island, in the North Solomons group of Papua New Guinea. The mine commenced commercial operation in April, 1972 and current planned production is 198 000 tonnes of material per day, of which 115 000 tonnes is ore averaging 0.46% copper. Annual total planned production is 72 000 000 tonnes to yield approximately 150 000 tonnes of copper with significant quantities of gold and silver. The mine operations workforce now consists of national employees up to General Foreman level.

The replacement of diphenylguanidine (DPG) for separating INCO Bessemer matte with a water soluble collector requires a frother since most collectors do not have frothing properties. The objective of this study was to identify a non persistent frother which produced a deep froth and collapsed rapidly, while maintaining acceptable metallurgical separation. Incremental rougher flotation tests failed to differentiate any metallurgical benefit through the use of a specific frother, so other tests were employed to identify the candidate frother. The equilibrium froth height and rate of froth collapse (froth stability) of several commercial frothers were evaluated as a function of frother concentration using a 'frothmeter' apparatus. Frothers evaluated were methyl isobutyl carbinol (MIBC), Pine Oil, triethoxy butane, Dowfroth SA1263, Dowfroth 250C, Dowfroth 200 and Allied Colloids CRNI-1002. Dowfroth SA1263 produced the largest froth height, and TEB had the greatest rate of froth collapse. Frothers with properties similar to Dowfroth SA1263 and Dowfroth 250 were rejected due to their persistent froths. TEB was rejected because it has a low flash point and Pine Oil could be a nuisance to add to a flotation column. Therefore, the preferred frothers were declared to be Dowfroth 200 or Allied Colloids CRNl-1002.

In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

Nelsen, Porter and Wilson (1996) provided some preliminary concepts for the design of the Melbourne City Link tunnels. At that time, the City Link project was in the early design phase whereas now it is nearing completion. This paper provides details of the actual design adopted for the various sections of the tunnels as well as some commentary on the design process. The tunnels form a critical element of the project and the design of both driven and cut and cover tunnel sections is a significant factor contributing to successful project execution. Geology, hydrogeology, site constraints, traffic management and program were important design inputs. Design for the cut and cover sections in particular varied significantly in response to these differing inputs.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. Geotechnical practice combines the site engineering geological model with engineering design and operations to control risk. The responsibility of the geotechnical professional is to present relevant engineering geological information to an engineer to effectively impact an outcome. Return is enhanced by understanding expected operating and capital cost due to ground conditions.   Risk is effectively communicated by a successful geotechnical practitioner. In a mining environment the need is to assess ground conditions accurately and quickly, and to effectively communicate expected ground response due to mining. A good engineering geological model includes a description of geotechnical engineering parameters to design assuming reasonable expected soil, rock and water conditions. Pit slopes are steepened, stope spans widened and waste foundations and land forms are constructed all under geotechnical control.   The responsibility of the geotechnical professional is to collect, assess and disseminate relative engineering geological information. The geotechnical professional is a person advising on ground related engineering, and generally operates within geology and engineering end members.   Return is better assessed on an understanding of ground cost. In operations the goal is to meet production at lower cost. In evaluation, regional and exploration geology, mine design and expected operational factors influence expected cost and project return. Return allows companies to meet shareholder expectations, attract equity to develop and add value to the community.   This paper presents a discussion with some examples to present an approach and design philosophy for geotechnical practice in the mining industry.

In this paper is given a general description of the Black Star copper orebody, its relation to the lead orebodies and the controlling factors in the mineralisation.Copper ore, in the form of chalcopyrite, was first noted at Mount Isa in 1930 during the surface drilling campaign to prove the downward continuation of the silver-Iead-zinc orebodies.Details of the occurrence are set out in table 1.Other sub-commercial widths were also disclosed and examination of these occurrences showed that commercial mineralisation could not be expected within 800 ft. of the surface. It was therefore decided that further exploration was not warranted until underground workings had advanced to this horizon.Detailed surface mapping showed two small outcrops of the host rock of the copper orebody. One occurrence, 50 ft. x 75 ft., was of quartz, with leaching suggesting former dolomite. Another outcrop, further north and west of silicified shale, with low grade oxidised copper, has recently been found. Hydrometallurgy has a history of over 300 years with copper leaching and cementation having been exploited in Spain as far back as 1670. Since then, hydrometallurgy has become an integral, expanding branch of extractive metallurgy. This paper reviews major developments in hydrometallurgy over the past century with emphasis on recent commercial developments and their impact on the mining and metals industries. The environment in which these developments has taken place has changed significantly in the past two decades and many factors, often non-technical, have emerged as constraints on the operation of existing plants and the expansion and development of new hydrometallurgical operations. Finally, a number of possible new developments that will shape the future of hydrometallurgy in the new millennium are discussed, particularly as they relate to the assimilation of technical advances in other areas of science and engineering. The impact of current trends in the education of hydrometallurgists and the provision of research in support of these future developments is also addressed.

The classic description of Project Finance as "the reliance by lenders on the cashflow of a project, supported by the assets of the project with no recourse to the project sponsor's corporate balance sheet" has, like most other terms in the finance industry, evolved through recent usage. The area now under most scrutiny is the sharing of risks between parties either most able to take them or prepared to accept payment for them. Creativity in, and flexibility of financing structures have enabled project lending to continue under a dramatically different economic outlook. The diminishing competitiveness of the Australian producers in a global market place of uncertain commodity prices has discouraged the advancement of many large scale resource projects. The majority of new project financings has been designed to assist the relatively small company promote and develop its first projects. New trends- are emerging in four areas: sources of capital; borrowing structure; financing instruments (securitisation); and risk underpinning. As project financing becomes more widely used, the range of interested financiers grows. New initiatives contribute to its development and evolution with a view to increase effectiveness to the sponsor of any new venture.

What is the best circuit to comminute primary crusher product to make beneficiation feed? Finding the best circuit to crush and grind minerals to beneficiation sizes is a complex problem that can lead to interminable discussion. Conclusions reached can be questioned. This will continue as long as the technology of comminution continues to expand, and is a mixture of many technical and economic factors in what is not a precise science. Laboratory and pilot plant procedures now exist that can help process engineers make sound decisions on which circuits are the best for crushing and grinding the specific ore being studied. It is the aim of this paper to discuss such procedures so a better under- standing of key decision parameters is avail- able, and to update comminution testing which has seen a. period of change in which new procedures have been introduced.

A sustained eight-year major research effort has been undertaken in South Africa to develop integrated passive water treatment systems for the sustainable removal of sulfates, while simultaneously addressing the removal of metals and acidity. The research effort addressed the problem both at a fundamental science level and at the more empirical pilot plant level. Whereas there are numerous anaerobic sulfate reducing reactors in operation on mine waters that remove some sulfate together with metals and acidity, these are typically plagued by low sulfate removal efficiency and gradual reductions in overall reactor efficiency with time. The South African research effort has focused on understanding the fundamental microbiological and biochemical reactions that occur in anaerobic reactors filled with lignocellulosic material and subjected to high sulfate water. Hypotheses have been developed that differentiate the reactions occurring in such a reactor into groups that should be individually optimised and these hypotheses have been verified through rigorous laboratory and pilot scale studies. The results of this research are incorporated into a patented multi-stage integrated passive treatment system that is capable of sustained high rate removal of sulfates, metals and acidity.

The estimation of particle liberation is important in the study of mineral concentration. With simple systems, where the densities of the components are low, the liberation can be studied directly by density fractionation. For most practical systems, and particularly for the dense, complex sulphides, the only method known is by measurement in polished section. There are two major difficulties with such measurements. Firstly, the measurements themselves are difficult and considerable care is needed before reproducible results can be achieved. Secondly, a well known stereological problem arises which gives the estimates an inherent bias. The paper discusses both aspects of the problem. The practical features of measurement are treated in detail and a method described which has been developed and proven to give reproducible estimates of the liberation in the section. This discussion relates to automated measurements by QEM*SEM and presents a way of estimating the confidence limits within which measurements lie. Comparisons are shown between measurements made by the traditional manual optical technique and automated equipment. Stereological reconstruction is also discussed briefly. Several methods have been presented in the literature but all are complex and none is yet widely accepted. Area measurements are less biased than linear estimates so a practical approach is to use area measurements in uncorrected form. The topic is still being actively researched so it is expected that one method will soon emerge as the standard technique.

When Australian voters elected a Labor Government in March 1983 the value of the Jabiluka uranium deposit as an asset of Pancontinental Mining Limited effectively evaporated overnight. The day before the election, Jabiluka was Pancon's principal asset, with the Company's 65% stake in the deposit having a market value of the order of $US1 billion. This value had been set by an agreement reached with a potential customer, who was prepared to pay $US150 million for 10% of Jabiluka. The months before the election had been the culmination of ten years of unremitting effort to bring what was then the world's largest reserve of high'grade uranium ore into production. These efforts had included two and a half years of negotiations with the local aborigines, as well as exhaustive environmental studies and conceptual mine planning. All domestic approvals required to develop the Jabiluka deposit had been given to Pancontinental and marketing efforts had successfully placed about 50% of the expected uranium production with overseas utilities. It appeared that Jabiluka was about to emerge as one of the world's great mining enterprises. The election of a government with an anti-uranium policy stopped Jabiluka dead in its tracks. Pancontinental's largest asset had effectively become worthless and the Company appeared to be facing a bleak future.

Squeezing can occur both in hard rock and in jointed rock mass as a result of over stressing. It is related to time dependent shearing, ie shear creep and is associated with the volumetric expansion (dilation) and radial inward displacement of the tunnel surface. While planning a tunnel in hard rock under a high cover of the order of 2 km it is desirable to identify the potential squeezing ground conditions and to select appropriate excavation technique and the support measures. There are several solutions to counter balance the squeezing ground viz over excavation of tunnel profile, assessing appropriate excavation technique, provision of a ductile primary support and time for providing tunnel lining. Low drivage rates and high cost due to support failures requiring rectification arising out of poor anticipation of tunnel closures and support pressures are major problems associated with tunnelling under squeezing ground conditions. Under squeezing ground conditions, the deformation will be gradual, therefore, in order to absorb deformations yielding supports are quite useful as primary support which provide a reliable low initial support pressure and permit uniform stress relief of the surrounding rock along with preventing rock from ravelling. The paper discusses the various factors which influence the selection of appropriate excavation technique and support measures in hard rock under squeezing ground conditions.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

In both the U.S.A. and Canada regulations concerning the reporting on mineral resources and especially ore reserves have been established. The regulations are virtually identical for the two countries with the main exceptions being who is franchised to write the report and how the various reserve categories may be used in reports to the public. Both countries divide ore reserves into "proven", "probable" and "inferred" categories. "Proven" reserves are those for material for which tonnage is computed from dimensions revealed in outcrops, trenches, underground workings or drill holes and for which the grade is composed from the results of adequate sampling. "Probable" reserves are those which are less well defined than "proven" while "inferred" reserves are generally those which may exist through geological and geophysical interpretation. The AusIMM/AMIC draft guidelines as proposed for use in Australia define more rigidly the ore reserve categories into "proved" and "probable" terms, which can only be applied following a full and favourable analysis of economic, mining, metallurgical, marketing and sociopolitical factors. If the ore reserves are not supported by this analysis they are placed into a "resource" category. Proper application of this proposed Australian model could prove useful when dealing with grass-root prospects or mining properties in the pre-feasibility stage. Combined with competent reporting, use of the proposed guidelines should ensure standardised and more verifiable analysis/valuation of a company's mineral assets.
