In 1983 the New South Wales (NSW) Government began to construct a 35 km freight rail line to provide additional rail capacity to Port Kembla in the Illawarra region, south of Sydney, through a direct connection between the Unanderra to Moss Vale line at Dombarton to the Main South rail line at Maldon in the Southern Highlands. The project area lies within the carefully managed Sydney Water catchment and is also underlain by previous coal mining activities.Construction of the line halted in 1988 prior to its completion after the NSW Government reassessed the demand case and found that the project was not as viable as originally forecast. However, by this stage the line was partially constructed, including the majority of civil earthworks, approach structures to the main river crossings and establishing the portals for the Avon tunnel as a precursor to major tunnelling works.In 2012, the Commonwealth Government funded Transport for NSW to undertake the necessary engineering and environmental preconstruction works. Most importantly here, the 1980s rail link was predicated upon the use of electrically powered locomotives, whereas the locomotive fleet in operation today in NSW is diesel powered. This fact has a significant impact upon the approach and development of the Avon tunnel section, as the diesel powered locomotives combined with the length and grade of the tunnel alignment produces a unique set of conditions requiring specialist engineering design and systems to ensure safe and functional operation of the railway through the tunnel section.Given the above, the Avon tunnel will need to be supported by a ventilation and smoke control design based on the heat rejection from the locomotive consist, consideration of ambient air quality compliance, comparison against in-tunnel air quality goals, and providing safety systems in line with the fire and life safety strategy it requires.This paper explores the current development of both the tunnel civil works responding to the geography, geology, rail functional requirements, as well as the tunnel ventilation systems being revised to suit the diesel locomotives.Further, this paper describes the importance of combining the design outcomes with the procurement methodology in order to achieve the project objectives, a functional outcome and value for money across the project life.CITATION:Baker, T and Bagis, A, 2014. Coal dust is hazardous to underground coal workers and water spray is the most common and economic method for controlling coal dust. Previous studies proved that the addition of surfactants can improve the performance of water spray on coal dust suppression. The evaluation methods for surfactants vary from different studies. The zeta potential test is a common method for evaluating surfactants with ionicity. Generally, the suspension of coal dust with pure water usually showed a negative value of zeta potential. The addition of cationic surfactants can increase the zeta potential to a positive value with a small dosage, while the addition of anionic surfactants can only lower the zeta potential. However, there is a lack of comprehensive study to investigate the relationship between the zeta potential and the suppression performance for coal dust. The aim of this study is to reveal the consistency and discrepancy between the zeta potential and the suppression efficiency of a surfactant. Firstly, the mixture of cationic surfactant solutions and coal dust would be evaluated by the zeta potential test. The wind tunnel tests would then be conducted for the same surfactant solutions to measure and calculate the suppression efficiency. It was found that the addition of surfactant can increase the zeta potential and the suppression efficiency and it reached the greatest efficiency when the zeta potential approached to zero. The equilibrium of zeta potential can benefit the suppression performance of surfactants in the wind tunnel test. The result of this study can achieve a better understanding of the mechanism for coal dust suppression. The selection of surfactants will also be suggested for researchers or industries in terms of coal dust control. It would be more economic if a similar performance could be achieved by less consumption of surfactants.

For multi-site mining companies, checking the quality and consistency of the data recorded in risk registers is important for confirming how well mine safety management systems have been implemented. However, this task is complicated by the differences in scope of the site, their particular nature, the complexity of the operations and many other factors that can introduce nuances to the characteristics of the risk registers. We present here an application of a technique called Causal Network Topology Analysis for comparing the quality and consistency of risk registers. By quality we refer to, for example: - missing causal relationships between risks - location of missing controls - focus of risk treatment strategies: prevention versus mitigation controls. By consistency we refer to how causally interdependent are the risk events. There are often causal interactions between the lines of a risk register that mean that the likelihood and consequence scores that are applied to each risk event are not independent. We measure this degree of interactions by: - proportion of independent scenarios per register - efficiency of risk treatment strategy comparison. This approach can indicate quality and consistency differences between registers irrespective of the actual details of the site or operation. This occurs by comparing aspects of the structure of a causal network extracted from how the risk events, causes, controls and consequences causally interact. In this work we compare pairs of registers to demonstrate the approach.

This paper describes work conducted as part of an overall research project that aims to identify current and emerging trends in the development of automation and remote mining technologies, and to provide an operator-centred perspective to the design and deployment of such systems. More specifically, this paper outlines a research and development process being constructed to examine the issues of the human skills and capabilities required to operate or maintain automated/remote controlled mobile mining equipment. A human factors approach presented here, where the focus is upon designing equipment interfaces to fit operators, rather than purely designing and deploying the equipment based on a technology-centred approach. However, the importance of training to help develop the required skills and capabilities is also emphasised.The work built on a full review of the literature about the effects of automation in mining and elsewhere, extensive interviews with different stakeholders in mining automation and recognised best practice regarding designing for the human element in automated systems. The human element research and development process proposed is in four stages, ranging from understanding the tasks involved in both manual and automated equipment operation through to user trials to ensure that the automated systems are acceptable to operators and are fit for purpose.It is outside the scope of the current paper to present the full data collection described by this four stage process, but an overview of what will be collected is presented. As such, this paper focuses on the broad methods being developed, rather than the specific results to be obtained. The ultimate objective is to apply a broad ‘technology assessment’ approach to the design, deployment and evaluation of automated mining technologies, in particular by considering the user-centred design implications of these technologies.

Block caving is the lowest cost underground mining method but it has relatively high risks and a high up-front capital and development cost. It has application to large, often lower-grade orebodies where high production rates can provide good returns on the investment. However, it has a range of technical risks that are peculiar to block caving and the usual financial, political and environmental risks that may be exacerbated by the long lead-in times associated with the development of a block cave operation. With initial development costs that may be $100 M to $1000 M when the building of a treatment plant is also required, it is obviously important to minimise and manage the risks. In a greenfield project, commitment to a substantial proportion of the capital expenditure may be required to gain access to the deposit, and the decision to proceed at this stage would be based very largely on interpretations of drill hole data. In established mines the data may be supplemented by geological mapping and past experience, etc. The quality of this data is critical and yet it is frequently degraded through poor techniques and avoidable omissions. The final decision to proceed would be assessed on projected commodity prices, mining capital and operating costs, dilution and run of mine ore grades. The latter will vary over the life of the project and these can be estimated with drawdown or draw control modelling techniques. In this modelling, there are further risks in the assumed modelling parameters or that the modelling technique may not be applicable or appropriate. The paper addresses the most critical technical and operational risk areas and provides some practical precautions that can be taken to reduce these and improve the reliability of the geological and geotechnical models.

Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. The Palaeoproterozoic Leveäniemi iron oxide apatite (IOA) deposit of the so-called Kiruna type is currently mined by Luossavaara-Kiirunavaara AB (publ.), commonly known as LKAB. The mineralogy of iron oxides, ie magnetite, hematite, maghemite, and goethite is more complicated compared to the neighbouring and more famous IOA deposits of Kiirunavaara and Malmberget. Furthermore, the mineral chemistry of the iron oxides in the Leveäniemi deposit is also slightly different. Especially, the information about the deportment of titanium and vanadium in iron oxides and distribution in the deposit is essential since they can have an impact in the steelmaking process. For this study 50 samples were selected from exploration drill cores and investigated by optical microscopy, FE-SEM-EDS and EPMA at LKAB and the Geological Survey of Finland. Investigations revealed that magnetite is the predominant iron oxide mineral with secondary hematite being the second most abundant mineral. Primary hematite, maghemite, and goethite seem to be less abundant. It should be noted, however, that this investigation focused on magnetite which currently is the only mineral with economic value. Vanadium occurs as a substitution element in the crystal lattice of iron oxide minerals in the Leveäniemi deposit and not as discrete stochiometric vanadium minerals. In the investigated samples vanadium concentration in magnetite ranges from 0.12 to 0.32 wt per cent V2O3 with higher concentration in the southern part of the deposit. Contrary, titanium does not substitute for iron in the crystal lattice of magnetite or secondary hematite (less than 0.018 wt per cent TiO2). It either occurs as tiny inclusions of titanium oxide minerals or as exsolution lamellae of ilmenite in magnetite. The spatial distribution for titanium in the deposit, however, remains unknown. Furthermore, results of this study indicate that alteration of primary magnetite to secondary hematite has had no significant effect on the trace element chemistry of these minerals in the Leveäniemi deposit.

Over the past decade, discrete element method (DEM) simulations have seen increasing adoption by the resources sector to inform the design of materials handling equipment such as transfer chutes, bins and hoppers. But, if ‘all models are wrong, but some are useful’ (Box, 1979) what approaches are available to check that a DEM simulation is useful? How to avoid garbage in equals garbage out. This work considers what properties of bulk solid flow behaviour are important to transfer chute simulation. Cohesive bulk solids (such as sticky iron ore fines) can develop sufficient strength to form a stable cohesive arch, this phenomenon is not well predicted by measurements of angle of repose. This work presents a two-part approach to the development of a useful DEM model that can be used to add value to the design and optimisation of bulk materials handling equipment. Part 1 is the calibration of not just one, but a range of material models chosen to envelope the range of anticipated materials that will be handled. This work describes the DEM simulation of a batch of direct shear cell tests to develop material models that can be measured by the same metrics routinely used to characterise the flowability of cohesive iron ore fines. Part 2 of this work describes systematic methods for validation of the transfer chute DEM simulations. The DEM model is only useful if it can adequately represent the typical problems observed within a transfer chute, such as blockages due to build-up and cohesive arching. Proper validation requires good observations. Validation examples of site observations are shown side-byside with simulations to demonstrate the adequacy of the DEM model and calibration approach. DEM simulations have the potential to add significant value by allowing engineers and designers to predict material flow-through equipment based on a range of material properties, allowing for stress testing designs and making iterative improvements.

Environmental compliance and mine designs are increasingly including assessment of flows and water qualities as a key driver to decision-making over life-of-mine. Integrated site-wide water quality models linked to dynamic water balances have been used for regulatory submissions, feasibility studies, operating mines and mine closure studies. These models, developed in GoldSim, link aqueous chemistry to the physical system of the site-wide water balance. Geochemical mechanisms included are determined from geochemical characterisation and site water monitoring, depending on the data availability at each site. External geochemical modelling using PHREEQC, version 2 (by D?L?Parkhurst and C?A?J?Appelo) and Geochemists Workbench (GWB), (by C?M?Bethke and The Board of Trustees of the University of Illinois) identifies the most important geochemical processes to be included in the model as a series of geochemical mechanisms which include source term loading rates, pH-buffering and equilibration of water quality. Water balance components include seasonal flow variability; waste facility water storage and system lags; run-off variability; milling processes and tailings production as a function of ore types; simulation of automated and scheduled maintenance of settling ponds; water re-routing for water treatment and freshwater demand, usage and storage.Case studies illustrating the use of these models for regulatory submissions and mine feasibility studies in a variety of climatic and regulatory environments show the utility and applicability of these models. Site-specific examples of these models developed by Klohn Crippen Berger Ltd are currently used at operating mines across the world. One of the larger mines where this is used is a mature poly-metallic mine in South America where the model has aided mine managers in understanding how various planned initiatives and potential water options will result in changes to flows and water quality. It is used regularly to inform water and waste management to minimise impacts to the receiving environment as a consideration of both flows and concentrations. The mine has also used the model in support of water treatment design, regulatory submissions and mine closure planning.Further examples of feasibility and operational/compliance assessment in arid and strongly seasonal environments for planning, regulatory and closure consideration of mine wastes and pits have shown the utility and usefulness of these approaches for a range of mining operations at various stages of mine life.CITATION:Strand, R and Usher, B, ?2014. Coal bursts involve the sudden, violent ejection of coal or rock into the mine workings. They are a particular hazard because they typically occur without warning. During the past two years, three US coal miners were killed in two coal bursts, following a six-year period during which there were zero burst fatalities.This paper puts the US experience in the context of worldwide research into coal bursts. It focuses on two major longwall mining coalfields that have struggled with bursts for decades. The Utah experience displays many of the ‘classic’ burst characteristics, including deep cover, strong roof and floor rock, and a direct association between bursts and mining activity. In Colorado, the longwalls of the North Fork Valley (NFV) also work at great depth, but their roof and floor strengths are moderate, and most bursts have occurred during entry development or in headgates, bleeders or other outbye locations. The NFV bursts also are more likely to be associated with geologic structures and large magnitude seismic events. The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

The Legacy Way Tunnel was constructed from Toowong to Kelvin Grove in Brisbane, and is the first large-scale underground excavation in the Bunya Phyllite in Brisbane. The Legacy Way Tunnel is 4.3 km in length, comprising two mainline tunnels excavated by a tunnel boring machine (TBM) with 46 connecting passages excavated between the mainline tunnels for egress provision and services. The Legacy Way Tunnel passes through two geological formations, the Bunya Phyllite and the Neranleigh Fernvale Beds. The Bunya Phyllite is the dominant formation of the Legacy Way Tunnel, extending for three quarters of the tunnel prior to intersecting the Normanby Fault Zone (NFZ) and the Neranleigh Fernvale Beds. The NFZ forms the contact between the two formations as part of the Brisbane Metamorphics, which underlies the majority of Brisbane City. The development of the geological model and the understanding of the ground’s reaction to tunnelling was an iterative process. The tender phase investigation data has been supplemented with additional design phase investigation boreholes, geophysics and walk overs. Aerial photograph interpretation coupled with borehole data allowed the development of the domains along the length of the tunnel. Early excavations for the spoil conveyor tunnel and borehole data from subsurface instrumentation installation provided the first construction phase data followed by the commencement of tunnel boring machine (TBM) excavation. Routine cutterhead inspections coupled with ongoing reviews of the predicted geology resulted in clear response triggers to selection of segment types while detailed inspections in passage locations provide the initial classifications for segment removals.CITATION:Bennett, C and Norbert, M, 2014. The United States (US) coal mining industry has been working under comprehensive planning, operating and rehabilitation regulatory requirements for nearly 35 years. The public desire for environmental protection during mining and rehabilitation following mining to achieve post-mining land use and sustainability goals has been a major factor and continues to influence the process. Mining companies have evolved operations to achieve outcomes that address the desired goals and regulatory requirements cost-effectively and successfully. Over the 35 year regulatory period, requirements for more diverse topography, specialised revegetation communities, landform stability and assured sustainability have increased and become more complex. These challenges are effectively met by maximising integration of mine planning and operating with the rehabilitation process. Rehabilitation is then implemented in a more timely and efficient manner and with effective results that achieve desired outcomes, commonly with added value. Peabody Energy (Peabody) has taken this approach in its US operations and this paper discusses an integrated approach and illustrates learnings and results with examples from several of its western US operations.CITATION:Pfannenstiel, V, 2012. There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

Underground mining for gold began in Beaconsfield in 1877 and development of the Tasmania Mine saw the sinking of multiple shafts, including the Hart Shaft over the ensuing 35 years. The mine closed in 1914 at a depth of 455 m due to prevailing economics, eventually reopening in 1999. The modern mine closed in 2012 after extending the mine from a historical depth of 455 m to the exhaustion of the modern Ore Reserve at a depth of 1210 m. West Tamar Council took over the lease for the immediate area around the Hart Shaft as an extension of the adjacent museum. The Hart Shaft and above ground structures became a significant drawcard for visitors. Tasmania was affected by sustained wet weather during May, June and July of 2016 which caused severe flooding and significant Statewide damage. This uncharacteristically intense wet weather caused saturation of the ground surrounding the Hart Shaft. Eventual shaft failure was first identified in August 2016. The failure of the shaft occurred at approximately 50 m below surface and resulted in a plug of material completely blocking the shaft. Significant surface subsidence affecting the surface infrastructure ensued. Due to the unstable nature of the surrounding material, it was determined that addressing the failure above the blockage would not provide a permanent solution to prevent the continued flow of material into the shaft. Many options to stabilise the shaft were considered, however it was assessed that a concrete plug in the shaft in competent ground at a depth of 100 m below surface and well below the blockage, would provide the only long-term solution. Man-entry was considered unsafe. The solution to access ultimately entailed filling the entire shaft with granular fill up to 100 m depth to act as formwork for a concrete plug. The rising mains at 400 mm and 250 mm diameter, which remained in place in the shaft, provided the avenue for placing the fill and ultimately, the concrete plug. Once the plug was in place the remainder of the shaft up to the underside of the blockage and over the top of the blockage to the surface was successfully filled with a combination of more granular fill and flowable cement stabilised sand. A method using dynamic programming for solving the optimum pit limit problem was presented in an earlier paper. A recent issue of this journal contained some contributed discussion on the implementation of this technique. In this paper we provide some additional ideas and possible options one can incorporate into the method. In particular, an efficient procedure for obtaining further optimum pit outlines on extensions of the original block model is described.
