The development of research activities at Risdon and the implementing of a policy of instrumentation in plant processes have, in recent years, entailed a considerable increase in research staff and created an urgent need for more space and modern laboratory facilities. The existing laboratories have been in use for 25 years and are now inadequate. New buildings have been authorized.The new buildings will comprise, firstly, a laboratory building of three floors giving a totai .floor space of approximately 11,000 sq.ft., and a pilot plant building as an annexe to the laboratory building, of approximately 4,900 sq.ft. The laboratory building will accommodate from 20 to 22 research workers, and additional plant operatives will be used for the control of processes in the pilot plant building. The new buildings are designed to provide facilities for three principal functions; the investigation and improvementof existing processes, the development of new processes up to the pilot plant stage, and the control and maintenance of instruments.LOCALITY AND ORIENTATION OF BUILDINGSThe site of the buildings is elevated ground on the eastern side of the main plant, near the main entrance and general office building. Building the Unified Comminution Model The Unified Comminution Model (UCM) was formulated with the vision of bringing all comminution models onto a common base. The structure of the model relies on knowledge of the mechanical environment in the comminution devices to predict the modes and rates of collision in a device. A detailed understanding of the breakage modes and an ability to correctly test these modes for the ores in question is then required to feed into the UCM. A model structure has been developed that has the capability of dealing with multiple modes of breakage, such as low energy impact surface damage, chipping, sliding abrasion, cumulative impact body breakage and the transition of rock between modes. A critical review is presented on the shortcomings and limitations of utilising the discrete element method (DEM) to provide the mechanical environments. The assumptions and applicability of utilising DEM in milling models are presented and proposed routes to building a realistic mechanistic model are proposed. Based on this more realistic measures of collision energy have been derived from the DEM simulations, which better mimic the real breakage tests. Generic forms of the collision energy distributions have been observed and developed into functional forms for use in the simulation environment. The method of application of this model to a pilot SAG mill is presented.

Fluor, together with our clients, has yielded significant reductions in the total cost of mining projects by employing a systematic and methodical process of cost reduction. This paper outlines this structured approach to reducing the total cost of projects through the gathering of information, the evaluation of the zero base design, and the development of the execution strategy for the project in the study phase.Over the recent iron ore boom the cost of growth projects escalated rapidly due to a variety of factors including the engineering cost of re-designing facilities, construction in remote areas and an increase in the ‘perceived’ capital requirements for maintainable and operable facilities.Fluor has made strategic steps towards safely reducing the capital intensity of projects, by working with clients to develop zero base designs which utilise the minimum technical requirements in order to meet the function of the plant and then add cost for safety, maintenance and operability only where clearly justified.This paper has set forth a structured three phased approach to focus the team on reducing capital cost while maintaining a low increase in engineering effort.The initial ‘gather’ phase focuses the team on acquiring information and identifying decisions that will need to be made so that the team can prioritise and focus the attention on areas that will provide the greatest benefit. Within this phase the identification of zero base design requirements, review of lessons learnt and analysis of capital cost levers, allows the team to identify the key decisions on the project that will affect the capital cost.In the subsequent ‘evaluation’ phase the team established the zero base design, using the hierarchy of cost reduction as a guide to focusing the team’s attention on high yielding cost saving opportunities.In the final phase the team develops the execution strategy which will yield the least cost using strategies and tools such as modularisation, standardisation, replication, strategic sourcing and 3D design.CITATION:Merrells, J, 2017. In tectonically disturbed zones within coal seams, decreases in the amount of kaolinite in the cellular structure of inertiniterich coal are accompanied by increasing kaolinite contents in fractures within the coal and/or rocks of immediately overlying horizons. This is due to fracturing of the inertinite microstructure by tectonic disturbance and remobilization and redistribution of free, fine-grained material (kaolinite and/or inertodetrinite.) Ascending waters are believed to transport the kaolinite in suspension, and redeposit it in the fractures and pores in the overlying horizons. This removal of material from the inertinite-rich coal leads to an increase in porosity (higher free gas storage), a presumed reduction in coal strength and an apparent increased proneness to instantaneous outbursts of coal and gas.

There is an urgent need to use our vast knowledge with a new wisdom and this requires new integrated teams of experts to provide the best alternatives for the needed new development problems. These teams must include economists, engineers and a broad spectrum of scientists. Today it is possible to produce clean energy, stop soil erosion, clean water and reduce and use wastes of many types.   There is a great need to improve science, natural science, education at all levels. All people must know how our planet works and that fluctuations, some inevitable, some controllable, are inevitable and that we must prepare for them. And it is clear that protecting the environment, eliminating pollution, preserving bio diversity is good economics. Ecology Economy cannot be separated.

This paper presents a brief account of the plant which has been developed at Port Pirie to recover, by vacuum distillation, the greater part of the zinc content of desilverized lead. The present plant is an experimental unit, which is run in conjunction with the normal refinery practice, but can be cut out of the circuit. It will shortly be dismantled and duplicate units will be built on the sites chosen for the final plant installation.The unit described here has treated flows of 16 to 37 tons per hour of desilverized lead, to recover 90 to 95 per cent of the zinc contained in it. It is not intended here to detail all aspects of the vacuum dezincing operation, nor the developments which precededthe adoption of this design. The essential features of the present plant will be described and, where these are peculiar to the present experimental location, the intended alteration for the final plant will also be mentioned. OUTLINE OF PLANT AND PROCESSLead issues from the continuous desilverizing kettle at about 350° C. containing about 0·57 per cent Zn. It is conveyed by a tiled launder to the preheater, where it is heated to 580-620° C.Hot lead from the preheater enters the vacuum vessel via a barometric leg. From a reservoir holding about 19 tons of lead it falls by gravity in a thin film exposed to high vacuum (20-50 microns)3 and leaves the vessel via a barometric leg, entering the lead pot. The lead leaves this pot at 540-560° C., containing 0·03 to 0·06 per cent Zn, which is removed, together with residual antimony of 0.02 to 0·06 per cent, by a separate final refining process.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

A laboratory size solvent extraction apparatus has been constructed, which incorp- orates three stages of countercurrent extraction, followed by two stages of counter- current stripping. The model uses a gravity flow system from one stage to another and air lift pumps to recirculate organic and aqueous phases. A novel pump/mixer system is used to transfer solutions from the mixer compartments to the settler compartments. The model has proven valuable in the teaching of solvent extraction principles.

All mining and quarrying operations that employ blasting to fragment and move broken ground have a price to pay for æby-productsÆ such as vibration and noise. These æby-productsÆ cannot be eliminated but they can be controlled and modern blasting techniques have improved to the point that excessive environmental restrictions can be adhered to whilst maintaining acceptable production rates and quality. Accurate measurement is the key to control, and as the environmental limits are becoming tighter, the proper way to measure vibrations from blasting operations becomes an integral part of the mining or quarrying operations. The basic vibration monitoring system consists of a primary sensor connected to a data logger and computer software for the analysis of the signal received and recorded. Currently, as with all fields of measurement, much improvement has occurred over the past decade, and electronic devices are much more accurate and reliable. Data analysis has also improved considerably with the computing power that is available to field operatives today. Mounting the primary sensor has been often overlooked in supposed æstandardsÆ with procedures such as double sided tape, resting on a flat surface provided the vibration level is less than a given amount. But if it is worth going to the expense of the monitoring equipment and manpower, surely it is worth a little extra effort to ensure the primary sensor is coupled to the ground effectively. The primary sensor must move with the ground and measure this movement; so if the primary sensor is allowed to move without respect to the ground (ie poor coupling to the ground) then a false record of the physical event will be measured. This scenario can easily be a practical reality if the primary sensor coupling method to the ground is not effective. In this study a number of mounting methods were fabricated and connected to similar data monitors and a series of ænormalÆ production blasts were used as the vibration source. These mounting devices were measured against an in-house procedure (the æstandardÆ) and the relative merits compared. A laboratory investigation was also carried out to look at the physical parameters of the æsoil and their effect on vibration attenuation of the in-house standard method.

During the drilling campaign conducted between October, 1942; and May, 1943, to prove the extent of the scheelite deposit worked by King Island Scheelite N.L. at Grassy, King Island, Tasmania, 35 holes were drilled and 606 samples recovered and assayed for their content. Of these, 238 came from outside the limits of the orebody and were for the most part barren, although a few contained some scheelite. The present statistical analysis is made only of the 368 samples taken from diamond-drill cores of the orebody itself.Drilling Pattern and Sampling MethodsFrom the purely statistical viewpoint, it is realised that methods employed in selecting sites for diamong.-drilling, and of collecting samples from drill cores, do not give a completely unbiassed set of data for analysis. Fig. 1 is a sketch plan showing the relativepositions of the drillholes, which were inclined at an angle of depression of 50 deg. The pattern does not conform to a properly randomized and' regularly-spaced grid, the positions of the later holes being determined by the results obtained from previous holes.Statistically, the bias is, therefore, favourable. The unequal spacing of the drill holes and the lack of uniformity in direction of the lines along which the holes were drilled are unsatisfactory from the mathematical viewpoint; but it is realised that these irregularitiesare difficult to avoid in determining by the most economical methods the extent of such an orebody, and are dictated by geological rather than mathematical necessity.Sampling, also, is lacking in complete uniformity. Each sample is approximately 10ft. in length. However, owing to the fact that 100% recovery of core is rarely achieved, and actual lengths of samples taken are ,primarily governed by the length of the drill runs,and secondarily by lithological changes, there is a considerable amount of variation in the sample length.AssayingWith the exception of 28 samples from three drill holes all samples dealt with in this paper were assayed in the Melbourne University Ore-Dressing Laboratory of the Commonwealth Scientific and Industrial Research Organisation. These assays were given to the nearest 0.05% WOg as it was considered that more accurate determination was not possible. This fact has been taken into consideration in the frequency analysis below. The 28 assays determined by the Tasmanian Mines Department were given to the nearest 0.01%.

Various styles of gold mineralisation pose problems during sampling because of their complex gold grade distribution and presence of coarse gold. Effective sampling and sample preparation forms the basis of resource estimates. The design of a sampling and assaying protocol must be based on a thorough understanding of the mineralisation in question, which should include consideration of gold particle size and mass distribution. The proportion of coarse gold within samples has a profound effect on the requirements for sample preparation and assaying. Choice of preparation procedure and assay type is of critical importance if sampling errors are to be minimised. Traditional fire assays, using small charge sizes, often understate assays gained from large charge sizes and techniques such as screen fire assay and LeachWELL. Proper application of the Theory of Sampling reduces errors during collection, preparation and assaying. A quality control/quality assurance program must be implemented and critically assessed. A case study from the Ballarat mine is presented, which is characterised by substantial quantities of coarse-gold hosted in quartz veins. Diamond core drilling is the key input into resource delineation. A number of different sampling and assay options have been trialled over the recent project history. The current sampling protocol utilises whole drill core, using LeachWELL assays after logging and photography.CITATION:Dominy, S C, 2017. Compared with elsewhere in the world, New Zealand quarries have tended to be mostly small. The reasons for this are a combination of the relatively high transport costs, low population density and a pioneering, self-employed attitude. The small size of the operations is reflected in low productivity, a tendency to repair and rebuild equipment rather than replace it, designed flexibility in the processing plant, minimal reserves investigation or development planning and a versatile and innovative work force who are generally not professionally trained. The Resource Management Act and the Health, Safety and Employment Act as well as a customer driven demand for higher quality and consistent products will have even greater influence upon future direction of the Industry. The trend will be towards fewer quarries operated by companies and professional managers that can adapt to the new demands.

Alluvial platinum was recovered during gold mining operations in Maud Creek, a tributary of the Howard River. Average electron probe analyses give Pt 88.75, Fe 5.27, Ir 0.70, Os 1.06, Pd 0.34, Ru 0.14, Rh 1.29, Cu 1.06. Rare grains of a Pt-Fe-Cu alloy are also present and an unusual feature of all grains is the relatively high rhodium content which finds expression in segregations of rhodium arsenide, cherepanovite. Platinum is found in the Orepuki area of Southland, where it is probably partly derived from the mafic rocks of the Longwood Complex. Rocks of the Rotoroa Complex, similar to those of the Longwood Complex, form bedrock in Maud Creek and are possibly the source of the Howard platinum. Alternatively, it might be derived by glacial transport from the Matakitaki ultramafic block 30 km to the southwest. Origin from the Rotoroa rocks is preferred as, if the Matakitaki rocks are part of the Dun Mountain Ophiolites, they might be expected to contain osmiridium rather than platinum. The ratio Pt:Ir-Os has been widely used to distinguish low Pt:Ir-Os ophiolitic from high Pt:Ir-Os gabbroic assemblages. Mafic complexes such as Longwoods, Darran, Rotoroa, and Riwaka might be expected to show similar high Pt:Ir-Os ratios and be targets for platinum exploration. Detrital platinum examined from the Parapara area, Golden Bay is mainly osmiridium, with rare grains of rutheniridosmine, very similar in composition to that found in concentrates from the Kaniere dredge, West Coast.

Planning for the Macraes Extension project highlighted the need for additional tailings storage availability. The possible solution of developing new tailings impoundments in Northern Gully, in tum, led to concerns being expressed by the regUlatory authority over the assimilative capacity of Deepdell Creek. Philosophical differences over the appropriateness of applying a seepage model used to set standards in consents for the original project resulted in the company re-evaluating the whole monitoring system associated with tailings disposal and seepage control. Re-evaluation indicated problems arising from the existing in-stream water quality monitoring in respect of protection of the aquatic ecological system and verifiability of results. A new monitoring system was designed relocating the compliance monitoring point out of the stream and into the gully containing the tailings impoundments giving greater certainty of monitoring results to all parties and providing improved protection for the aquatic ecology of Deepdell Creek.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Post-tertiary training programmes have been designed and produced for geologists at different levels of understanding and expertise in the relationship between gold mineralization and shear zones. A workshop format was used as it allowed both clients and facilitators to participate in the learning process. Evaluation by facilitators and participants refined the workshop programme as an effective skills oriented learning process. The general observation is that post-tertiary training in small, interactive, practical, learning oriented groups is far better than lecture oriented short courses for developing skills based learning. The evaluation indicates that the process in post-tertiary training must include aspects which are both useful and used.
