Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. A reconstructed landscape may exert long-term influences on its surrounds and behave in ways that may not be predictable given uncertainties regarding climate, soil and vegetation interactions (Evans, 2000). In recent years, computer-based landscape evolution models (LEM) have been used to assess potential and existing mining landscapes and their long-term geomorphic behaviour (Hancock et al, 2007; Hancock, Lowry and Coulthard, 2015; Tucker and Hancock, 2010).In this paper, we focus on the evolution of post-mining landforms, which are designed to include burial or encapsulation of mine-impacted areas and materials, including tailings, drains, spoil tips and other industrial architecture (Figure 1). At the Ranger Uranium mine in the Northern Territory of Australia, low-grade uranium ore, tailings, brines and other mine wastes will be buried at depth in the areas of the former pits and tailings storage facilities.The use of LEMs to predict long-term landscape evolution has several issues. These include that model predictions are based on the calibration and parameterisation of the model carried out using values determined from present day, or recent surface conditions. Furthermore, there is also the question as to how subtle perturbations or roughness on the DEM surface can produce alternative model results by randomly varying the elevations of the DEM surface.In this study we examine the effect on sediment transport rates and geomorphology for a proposed rehabilitated landform using multiple landscape realisations with increasing magnitudes of random changes in the DEM using the SIBERIA LEM (Willgoose, Bras and Rodriguez-Iturbe, 1991).CITATION:Hancock, G R, Coulthard, T J and Lowry, J B C, 2016. Given the ongoing global crises of climate change and nature loss, with the World Economic Forum (WEF) identifying them as the top risks to global economies in terms of both likelihood and impact in the coming ten years (WEF, 2022), there is increasing, pressing demand for companies to demonstrate they understand their climate and nature related risks and look toward contributing genuine beneficial environmental outcomes. Within the mining industry, mine closure is the obvious field in which climate and nature positive strategy can be linked with operations. To do so, there is a need to challenge long-held assumptions around closure in the mining and regulatory context; particularly, to shift the focus from closing individual mines to considering regional opportunity generation and value creation.

In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. There has been minimal innovation in the methods used to process an ore over the last 50 years. Productivity increases have largely resulted in increased equipment size without implementation of parallel improvements in technology. Complex orebodies of the future will need mining operations to adopt new technologies and techniques to make future ore treatment economically viable. Three emerging technologies, namely high voltage pulse (HVP) pretreatment, fine screening and the HydroFloat<sub>TM</sub> coarse particle flotation cell will be presented in this paper and the potential benefits that may result if they are adopted in mineral processing circuits will be outlined. "The Batu Hijau copper/gold mine, operated by PT Newmont Nusa Tenggara, is located in the south-western part of Sumbawa Island, Indonesia, and is situated ~10 km from the south coast at an altitude of ~450 m above sea level. The mine became fully operational by year 2000 and processes approximately 120 000 t of ore per day that contain an average of 0.53 per cent copper and 0.4 per tonne (g/t) gold. Tailings management at the mine includes a deep-sea tailings placement (DSTP) system that discharges tailings through a pipeline via an outfall located at a depth of 125 m at the head of the submarine Senunu Canyon (Figure 1).The environmental impact assessment undertaken prior to approval of the DSTP evaluated both on-land tailings storage facility (TSF) and DSTP options for tailings management. Negative attributes of the on-land TSF included removal of approximately 2300 ha of forest/agricultural land, the potential relocation of >2000 people from their communities, the high average annual rainfall (>2500 mm) and potential for earthquakes presenting challenges for water management and creating a long-term risk of failure. The final choice and Indonesian Government’s approval of DSTP was also influenced by the close proximity of the deep submarine canyon to the mine. The Batu Hijau mine is one of the larger examples of DSTP in the world and deposits tailings at the greatest depth. The depth of the main canyon increases to >2000 m within 20 km of the coast, and to >3000 m approximately 50 km from the coast.The DTSP at Batu Hijau must comply with an environment management plan (EMP) and environment monitoring plan of permit stipulation that approved its commencement in 2000; updated in 2010 and 2015. The environmental management objectives were to avoid impacts to highly productive components of the ecosystem such as coral reefs, mangroves, surface waters and fisheries, and confinement of impacts to areas of low biological productivity. In the vicinity of the DSTP outfall and within the Senunu Canyon, the management plan predicted significant adverse impacts from the DSTP on the marine ecosystem in the form of: reduction in sea water quality due to elevated turbidity and dissolved copper concentrations burial of benthic organisms a reduced habitat for demersal fish.Recovery of the pelagic and benthic ecosystem to preoperating conditions was predicted to occur within the first two years after operations cease. The analysis of rock fragment sizes plays a pivotal role in various stages of geotechnical and mining engineering. Traditional case-based methods often falter in addressing the variability in rock fragment images due to fluctuating geological conditions and imaging environments. To counter this challenge, AI-based models necessitate training on expansive and diverse data sets, encompassing a wide range of conditions and fragment types. However, the creation of such data sets is often hampered by financial and environmental constraints. This paper introduces a novel approach for rock fragment recognition, which leverages the power of AI for data augmentation, automated annotation and prediction. The methodology integrates three key components: Style-Based Generator Architecture for Generative Adversarial Networks (StyleGAN) for data augmentation, the Segment Anything Model (SAM) for automated annotation, and the multiscale version of you only look once (YOLO-MS) real-time instance segmentation model. The proposed method begins by training a new StyleGAN model using the original data set. It then delves into exploring the latent vectors of different rock fragment images to generate specific ‘style representations’. These latent vectors form the foundational elements of each image in a high-dimensional space, encapsulating critical features such as size, shape, texture, and colour variations. The next step involves conducting quality checks on the generated images to ensure their realism and suitability as training data. Subsequently, the augmented image set is annotated using modified SAM module, followed by training the YOLO-MS real-time instance segmentation model. The performance of this model, trained on the augmented data set, is compared with a model trained on the original data set, particularly in terms of generalisation abilities in new scenarios. The results exhibit a significant enhancement in accuracy, robustness, and generalisability of the model trained on the augmented data set, underscoring the potential of StyleGAN as a powerful tool for data augmentation in geotechnical engineering image analysis.

In mineral processing, the management of tailings may become increasingly more challenging with a change of ore type and the quality of water used in the plant. This, in turn, may affect the overall costs of the operation and water usage and, in the long-term, pose challenges for mine closure and rehabilitation. Depending on the applied treatment technique, the short and long-term properties of tailings are largely determined by the fine particles. Most clay materials and ultrafine particles exist in tailings from oil sands, coalmines and base metals, bringing about challenges in dewatering performance. Moreover, given the growing concern for water scarcity, the minerals industry is increasingly turning towards the use of saline water, which poses yet another challenge for tailings management. The high salt content alters the behaviour of clay particles, making dewatering a more complex process than in freshwater systems (Boshrouyeh Ghandashtani et al, 2022; Costine et al, 2018). High-density techniques for tailings management have been used for several years in the mineral industry. In this regard, one of the novel and promising dewatering methods is in-pipe or inline flocculation, where the polymer is added at high dosages to thickener underflows, giving additional (likely denser) aggregation, releasing more water on deposition compared to low solids thickening. Previous research in the field of flocculation has primarily focused on the process of flocculation itself, specifically the settling rate and size of aggregates, rather than the long-term impacts of the produced tailings materials (Liu et al, 2020; Jeldres et al, 2017). This is particularly true for the novel method of this technology, where polymer is added to the thickener underflow. Furthermore, these studies have used small-scale set-ups using buckets/beakers, plungers and mechanical stirrers for the flocculation process. Unfortunately, these methods lack the necessary control over the properties of the treated tailings, which can lead to irreproducible mixing and dispersion of viscous polymer solutions (Fawell, Costine and Grabsch, 2015). Consequently, a system that can work with a wide range of operational conditions for high-solid tailings material is essential for reliable and reproducible results. The objectives of this study were to determine the effect of different type of polymers in the presence of monovalent and divalent salts on the inline flocculation of artificial tailings. The next step was to evaluate the impact of high-dosage polymer addition on geotechnical properties such as settling rate, consolidated density, rate of consolidation and the hydraulic conductivity of tailings. In addition, this research aimed to fill a knowledge gap and investigate the feasibility of using polymer-treated tailing in removing the copper ions and then quantify the performance of produced aggregates under time-dependent processes.

Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

A 200 000 tpa heap leach demonstration plant was approved by the Murrin Murrin Joint Venture (MMJV) in December 2005 and engineering commenced in January 2006. The demonstration plant will utilise stockpiled ore reject material (æscatsÆ) and extract nickel and cobalt. Limited production from the demonstration plant is expected by the end of 2006. The demonstration plant will enable the company to fully investigate and understand all associated technical issues over the next 12 to 18 months, including the potential to expand the heap leaching operation to a commercial scale. In parallel, the MMJV will continue a research and development program to improve and expand the application of its heap leaching technology.

Global steel companies are actively combating climate change by reducing carbon emissions. Traditional steel production, using the blast furnace (BF) – basic oxygen furnace (BOF) process, heavily depends on coal and emits substantial CO2. To mitigate this, companies are transitioning to the more eco-friendly DRP (direct reduction plant) – EAF (electric arc furnace) process, which lowers CO2 emissions. This study quantitatively evaluates the impact of increased hydrogen consumption on the carbon footprint of product (CFP) through an analysis of direct reduction process heat and mass balances. The study prioritises a comprehensive material balance based on mass conservation principles. The heat balance is calculated using differences in enthalpy through state energy properties, avoiding heat consumption. Validation using operational data from Hyundai Steel Dangjin works’ blast furnaces shows close alignment between calculated results and actual data, with less than 1 per cent error. This methodology facilitates a detailed analysis of the direct reduction process, offering insights into its feasibility and efficiency. Analysis of the operational impact by increasing the hydrogen ratio demonstrates reduced CO2 emissions and increased heat requirements due to the endothermic nature of hydrogen reduction, in contrast to the exothermic CO reduction. Possible solutions include raising reducing gas temperature or enhancing flow rate. The study effectively utilises designed heat and mass balances to assess material quantities and thermal balance under different operational conditions. It lays the foundation for the initial direct reduction process design, aiding in deriving and optimising operational parameters. Additionally, it provides valuable insights into the challenges of increased hydrogen, contributing to the production of greener steel by addressing these issues.

Air blasts or wind blasts as they are termed in underground coal mining, occur in a number of types of underground mining where a void develops and the overlying or adjacent rock fails rapidly to allow the development of a high pressure air pulse. The effects of air blast vary widely from very low consequence to high consequence events causing multiple fatalities as occurred at North Parkes mine. The aim of this paper is to examine the phenomena of air blasts and the underlying parameters which determine the severity of the air blast event. A basic model under development is then detailed. The aim of the model is to determine the magnitude of the pressure pulse(s) developed during an air blast event. This, combined with a transient ventilation network analysis model will enable the airflows and associated pressure drops to be determined and allow the pressure pulse around the mine to be evaluated. The overall aim is to allow mining engineers and mine ventilation engineers to undertake a risk assessment of air blasts at individual mine sites, allowing working parameters to be changed to eliminate or reduce air blasts, or engineering controls to be developed to reduce the effects of air blasts.CITATION:Tuck, M A, 2013. Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.

Discrete vein modelling presents an innovative geology driven 3D modelling method for quantification of vein hosted mineral deposits, with far reaching potential for critical mineral supply and low impact resource extraction. By integrating key geological drivers with advanced discrete fracture network modelling, the DMX protocol (launched in 2019) converges to a more realistic representation of complex vein systems in three-dimensional space. The approach insights greater geologic reasoning in distributing mineral grades where vein boundaries are already defined. This presents a viable alternative to existing modelling and estimation methods and has important implications for mineral resource estimation and reporting. Further implications are discussed, where the enhanced understanding of complex orebody characteristics can potentially be used in optimising mining and mineral processing, supporting more sustainable and efficient mining practices.

Stream diversions are a common feature of mine sites worldwide. From an operational perspective, a fundamental requirement of a stream diversion is that it should convey water flows between two points in a safe, controlled and predictable manner. On the other hand, rivers and waterways are naturally dynamic systems, and many of their natural values are achieved through their ability to alter their forms and processes over time in response to flow events - often in a potentially unsafe, uncontrolled and unpredictable manner. In order to ensure that diverted river reaches achieve the dual objectives of short-term operational stability and longer term physical equilibrium with surrounding landscapes, alteration of form and process must somehow be understood and incorporated into the design process. However, performance targets for waterways are not always easy to define and assessing what is good and bad in such variable systems can be difficult. This paper discusses the role of the stream diversion from the operational, environmental and regulatory/relinquishment perspectives, and how stream diversions must achieve physical stability in the short-term, but dynamic equilibrium in the long-term.CITATION:Markham, A, 2012. It is estimated that substandard ground support installations and elements cost the Rio Tinto Copper Group millions of dollars between 2000 and 2014. These issues have also created significant safety and financial risks in Rio Tinto mines. As a result, Rio Tinto Copper has developed CaveCAD, an integrated system to collect, store and analyse all ground support-related data. The CaveCAD system stores geotechnical data and has the ability to automatically import data, collect data through tablet applications, report processed/analysed data and present this data through 3D visualisation software.The CaveCAD Ground Support module closes the design–implementation–verification loop by providing a method of verifying the compliance of all installed ground support, recording manufacturer specifications, recording quality control test compliance and rectifying any non-conformant areas. The module uses innovative technology to create value through cost saving, safety improvements and data collection efficiency. Cost savings will be achieved by a decreased need for excavation rehabilitation, less ‘waste’ due to faulty installation and quality assurance checks reducing the likelihood of substandard support units being used. When studying minerals degrees at university, all the emphasis is towards sending the graduates into the bush to work at a remote mine; however, that is not the only option available to new graduates. There are positions in equipment supply companies, commercial laboratories, research organisations, engineering companies and contractors of many types. The aim of this paper is to show metallurgy graduates that there are non-mine site based career options available to them that offer outstanding career development. This is illustrated by outlining the research being undertaken by Magotteaux Australia and by telling the story of a graduate metallurgist working in MagotteauxÆs small research group. Magotteaux is an international supplier of grinding media and wear resistant components for the mining industry. The Australian research group is focused on determining the effects that the choice of grinding media has on subsequent processing, for example flotation and leaching, by using newly developed tools and techniques.

Geometallurgy is often a misunderstood and poorly defined concept. The first thing the paper will attempt is to provide a definition of geometallurgy. Ultimately this paper has been written to provide guidance to geologists, mining engineers and processing professionals as to what geometallurgy means in the crucial early phases of a potential mining project between the time of discovery and the time of commencing construction, should this occur. The paper covers the options available for conducting a geometallurgical study of a resource or orebody, appropriate to the level of definition required in the projectÆs development cycle. The paper will then describe how the geometallurgical information generated is subsequently used in calculations, planning and preparation of reports designed to inform and reassure stakeholders, such as the market. Ultimately in a successful project, appropriate options adopted in the development phase will form the basis of an ongoing geometallurgical program that links the major site disciplines for the good of the operation.CITATION:David, D, 2013. From ancient times to the modern world, the mining industry has played a pivotal role in shaping the society that we live in today. It remains an integral part of everyday life and is a catalyst for both technological and economic growth. With finite resources on Earth, and growing pressures surrounding climate change and the environment, space mining opportunities have become of increasing interest. Recent discoveries have shown celestial bodies including the Moon and surrounding asteroids, contain an abundance of critical minerals, as well as resources necessary to sustain human life. These discoveries coupled with a transition into the digital and autonomous age, offer an innovative solution to solving some of the mining challenges currently being faced on Earth. Similarly, they also offer a pathway to enabling deep space exploration and off Earth exploratory missions. However, like with mining operations on Earth, space remains and immensely challenging and complex operational environment. The inhospitable nature of space poses new challenges, including communication barriers, lunar dust, cosmic radiation, and gravity. The challenges and risks are not just technological, as Environmental, Social, and Governance (ESG) factors must also be considered to prevent unintended consequences and hazards. Furthermore, future workforce, law, financial, and security systems must evolve to enable space mining to take place. These are all known aspects to begin with, but as the complexity of the space grows it becomes apparent that a holistic approach to assess and manage these factors will be required.

Closure is an inevitable part of the life cycle of every mine. Successful closure outcomes critically depend upon early and ongoing integration of closure planning and mine planning. Early and holistic integration minimises residual risk and maximises opportunity to leave a cost-effective, positive legacy for the company, investors and future land users. Both disciplines are inherently interconnected and aim to maximise ‘value’ via trade-offs. Historically, integration of closure into mine plans has been poorly implemented across the industry. There is still a perception that closure planning only starts as the end of a mine life approaches. This inevitably leads to tension when making business decisions, with progressive closure often being deferred due to short-term drivers and incentives. To create a positive legacy after production has ceased, this tension can be managed by transparently and fully informing business decision-makers, such that the impacts of short-term decisions on long-term closure objectives are understood. BHP recently updated a business-wide standard ‘Our Requirements for Closure and Legacy Management’ designed to strengthen collaboration, education and integration of closure across the entire life cycle of the asset. Concurrently, the ‘Life of Asset’ definition was refined to include the postproduction phase, until closure objectives have been met. This paper discusses the criticality of mine planning integration with closure and how updates to Our Requirements sharpen the focus from transactional to transformational planning. These concepts are applicable to any mining operation aiming to achieve successful closure across the full asset life cycle, from exploration to post-production.
