AustraliaÆs record-breaking drought, efforts towards environmental best practice and the current commodities boom is demanding water use and reuse as never before. Mining practices, processing, the remote communities and support industries require vast amounts of specific quality water. Sustainability of water use has been a key factor in mine development, expansion of existing operations and increasing profitability of processes involving water. Developments in water treatment technology have enabled the use of a range of processes to produce this water reliably at ever decreasing costs. This increasing acceptance of new technologies has seen seawater desalination, recycling of plant wastewater streams, municipal wastewater reuse and others to become commonplace. Processes including seawater and groundwater reverse osmosis (RO), low pH RO, thermal desalination, high rate clarification, brine water treatment, ion exchange and other advanced treatment technologies are now used as part of mining operations. This paper surveys the trends in water treatment for the mining industry both in Australia and internationally with a review of technologies and case studies of operating plants. The key technologies are explained with an emphasis on the specific requirements for mining operations û unusual raw water, process and operations limitations, environmental concerns, as well as harsh climate. Case study information from several mining operations is included.

Telfer is a gold/copper operation, currently operating one open pit mine and one underground mine. The ore processing plant consists of two parallel trains involving semi-autogenous mill, ball mill and crusher (SABC) grinding, flotation and leaching. Due to receiving relatively high grade underground ore for over half of its total feed, Train 1 frequently experienced cleaning circuit overloading during high production periods. This resulted in losses in recovery and ineffective concentrate upgrade. As a quick and simple solution, the Train 1 copper flotation circuit was reconfigured to send concentrate from the first two rougher cells directly to the final concentrate and return the cleaner scavenger tailings to the third rougher cell. These modifications have resulted in a 1.4 per cent increase in plant copper recovery with no change in final concentrate grade. Preliminary results also indicate gold recovery has increased by more than 1 per cent since the circuit reconfiguration. Other benefits include less spillage, more friendly circuit to operate and a more consistent metallurgical performance. Focus for the next phase of optimisation is on concentrate upgrade. A number of opportunities have been identified and are currently being investigated, including staged reagent addition, single stage cleaning of the first two copper rougher concentrates, regrinding of the remaining copper rougher concentrate prior to cleaning and process control based on a machine vision system.

The resistance of lead to chemical attack and the ease of its fabrication has made it one of the most useful of the metals available to the chemical engineer and the electrometallurgist. It has proved to be of particular value in the manufacture of sulphuric acid, and since the conversion of the sulphur of pyritic ores into sulphuric acid is becoming the duty of the metallurgist, the corrosion resistance of this metal will be a matter of considerable interest to him from the standpoints of both producer and user. He realises that there is little to be gained in carrying the process of purification past the ordinary economic limit if little or nothing is to be added to its corrosion resistance, and he as user would not be willing to pay a premium for such purification if it can be shown that its reputed value has no scientific foundation.The metallurgist is well acquainted with the trouble and expense of meeting demands which have nothing torecommend them but prejudice and fancy. The valuable anti-corrosive properties of lead are very commonly ascribed to its forming insoluble compounds with the acids sulphuric, hydrochloric, carbonic, etc. If we trusted superficial visual evidence alone, such a view would receive strong support, but in the light of what we know of the mechanism of corrosion we must attribute its resistance to other factors much less obvious to casual inspection. Certainly there may be some mechanical obstruction set up to diffusion of the liquids towards the surface of the metal.

Access to secure and reliable water resources is fundamental to the minerals industry. In recognition of that requirement, and cognisant of extensive contemporary public water debate and reform initiatives in Australia, the Minerals Council of Australia (MCA) approached the Ministerial Council on Mineral and Petroleum Resources (MCMPR) proposing the establishment of a Joint Working Group to prepare a framework of strategic principles to ensure responsible water management at a site and corporate level, manage risks and identify opportunities. The Framework provides high-level guidance on issues that should be addressed in water decision making across Australia in relation to mining and associated processing operations. It identifies principles and objectives for adoption in four areas, viz: valuing water, strategic water planning, implementation, and engaging stakeholders. Given the high level nature of the Framework, and its national application, it does not seek to replicate detailed guidelines already widely available in each state and territory on operational water management practices and associated regulatory issues at mine sites. The Framework includes a series of case studies from across Australia that demonstrate where strategic thinking, wise water management and close consultation with stakeholders has delivered better water use, more profitable operations and excellent community/stakeholder relationships. The Framework was formally launched on behalf of MCMPR by the Western Australian Minister for Resources at the MCAÆs Sustainable Development Conference in Perth in October 2006. Alliancing is a contractual relationship in which organisations with an interest in a project are brought together in an atmosphere of co-operation to produce superior results to benefit all of the participants. Fundamental to the concept is the management of the risks associated with the project. The traditional risk management strategy adopted by clients has been to transfer this risk to others in the belief that this will result in the lowest overall project cost. It is assumed that competition in the market place will allow these risks to be transferred without paying a premium. However, this approach often results in the development of an adversarial climate, a high level of litigation, time and cost overruns and an overall poor project outcome. Under an alliancing arrangement the parties (client, designer and contractor) are aligned through shared interests in the projectÆs success by linking profitability to performance. Under such an arrangement, an atmosphere is created whereby the participants are motivated to focus on cost-savings, pursue best value and to innovate. Successful alliancing can result in highly motivated project teams and realisation of extraordinary productivity and cost-savings flowing from increased efficiencies. The situations in which alliancing can be successful are discussed with particular reference to the Wandoo Alliance which successfully completed the $375 million Wandoo B offshore oil platform in record time and with considerable savings to the project budget.

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

Epithermal deposits have been defined as the lower temperature end of a spectrum of hydrothermal mineral deposits and are inferred to have formed near the EarthÆs surface. The preservation of an epithermal gold deposit in an Archaean craton is rather problematic, especially when such deposits form clusters or groups as reported for the Pilbara and Yilgarn cratons. For two of the better studied examples of epithermal gold deposits in these cratons, Becher and Wiluna, the evidence that they formed near the Earth surface is non-diagnostic, and the epithermal origin appears uncertain. Despite the simplicity of the original definition, there have been numerous errors in classifying epithermal gold deposits. It is suggested that these errors are primarily due to poor criteria defining the group as there is limited evidence of poor observational science being the cause. The criteria being used to recognise epithermal gold deposits include tectonic setting, ore element suite and quartz vein textures. None of these are diagnostic of epithermal deposits and their link back to the original low pressure-temperature definition of the class is tenuous. There has been definition creep over time as new observations on potential epithermal gold deposits become accommodated within a flexible definition. There is some urgency establishing and then using criteria to reliably identify epithermal deposits. Distinction of epithermal gold from weathered gold deposits is an important step. Project Hobson involves the replacement of an existing 90-year-old above-ground sewer that crosses Hobson Bay in Auckland, New Zealand, and which is nearing the end of its economic life, with a 3 km long, 3.7 m internal diameter segmentally-lined bored tunnel. The $118 M project will offer several benefits to the owner, Watercare Services Ltd, and the local community:provide capacity to meet projected growth in the region,virtually eliminate wastewater overflows into Hobson Bay and the Waitemata Harbour, andremove an obtrusive visual feature and open up the bay for recreational purposes. The geology in the region is a sedimentary formation, which has been significantly influenced by volcanic activity; 49 volcanoes are present within 20 km of the nearby city centre. The geology along the alignment is dominated by two palaeovalleys which have been infilled with a combination of marine alluvium and volcanic deposits. Watercare Services Limited has elected to manage and share tunnelling risk through, among other key measures, the implementation of a geotechnical baseline report (GBR); one of the first uses of this type of document in Australasia. This paper describes the general principles behind the use of a GBR, the development of the GBR used in Project Hobson and some lessons learnt.

Coal water mixture (CWM) is a mix of finely ground coal with water and a small amount of chemicals. It is a new way of transporting and handling coal. CWM can be transported, stored and burned like fuel oil in steam generating boilers. It also has some environmental advantages over both oil and bulk coal. A group comprising Ube Industries Limited, Nissho Iwai Corporation (both from Japan) and Coal & Allied Industries Limited has been working in Japan and Australia since 1987 on a joint feasibility study into the production, transport and marketing of CWM from Australia to Japan. The group has been studying the development of a large-scale CWM plant on Kooragang Island at the mouth of the Hunter River at Newcastle, NSW. The project concepts and engineering plans for the CWM plant are well advanced and other studies related to the project are continuing.

The latent conditions clause in various general conditions of contract have traditionally proved to be a source of significant disputes in tunnelling contracts, even when extensive geotechnical investigations have been carried out at the tunnel site and a report of these investigations provided with the tender documents, informing the contractor of the nature and extent of subsurface conditions likely to be met with during execution of the works. This paper discusses the contractual aspects of the new latent conditions clause in the recent Australian Standard AS 2124-1986, General Conditions of Contract, in relation to tunnelling contracts. A comparison of this new clause is made with other latent conditions clauses in general conditions of contract in use in Australia and other commonwealth countries. It is seen that the new latent conditions clause in the recent Australian Standard 2124-1986 has, by providing for a reasonable apportionment of risks, attempted to minimize contractual disputes relating to latent conditions in tunnelling contracts and to provide a satisfactory basis for quick and efficient settlement of such disputes should they arise during execution of these contracts.

It will be undertaken through collaborative actions that bring together the resources of private and public sector stakeholders in regional Western Australia.   The broad objectives of the project are to: describe and analyse the current situation with respect to the impediments to regional communities being more self sustaining, assess the effectiveness of the current and possible future levels of investment by extractive industry companies in the sustainable development of communities in regional Western Australia, identify and demonstrate collaborative ways in which extractive industry companies in Australia and other countries can play an enhanced role in sustainable regional and community sustainability through strategic engagement and investment; and confirm the effectiveness of the collaborative measures in delivering sustainable outcomes for regional communities by way of attracting and retaining populations and enterprises in Australia and similar environments.

Significant developments in future mining systems, technology and best practices are emerging that are driven by issues relating to human resources, competitiveness, environmental and social responsibility, within the dynamics of globalisation. It is proposed that the definition of the role and attributes of the mining engineer in the mine life cycle needs to be viewed more holistically in the face of increasingly more diverse and complex responsibilities. These developments are motivating the need to consider a fresh approach to mining education and training at all levels for industry. A growing diversity and complexity of professional responsibilities is extending the mining engineerÆs broadly based skill set and reinforcing the need to play a central role within increasingly interdisciplinary teams. On the other hand, the imminent new technologies that will transform the mining process are prompting the assumption that more focused and specialised skill sets will be needed. A way forward is suggested that would first define a blueprint for the future mine, as an attempt to characterise the systems architecture, processes and organisation of the next generation mine. This can be the basis for assessing the nature of the workforce and distribution of responsibilities, from which can be inferred the skills and training requirements. In the context of the mining engineer, the paper explores how understanding such future requirements will enable more proactive development of a strategy for educational development. The paper then concludes by considering issues and lessons learned from some recent mining educational development initiatives underway in Australia and Canada that are shaping significant change.

During the last two decades, restrictions on access to land for mineral exploration and development in Australia have intensified. State and Federal legislation relating to Aboriginal land rights, national parks, marine parks, wilderness areas and other conservation areas, the surface rights of farmers in New South Wales and Western Australia, national, State and world heritage, urban developments and acquisition of land by governments for other purposes have all placed limits on mineral exploration and mine development activity. More than 20% of Australia's land area is now either unavailable for mineral exploration or available only under severe constraints. Access to this land is denied at a significant economic cost to the Australian community. There have been few attempts to quantify this cost. More importantly these restrictions have developed on an ad hoc basis promoted by single interest government departments often with little regard for rational land use planning. The mining industry has embraced the community's conservation ethic and accepted that conservation areas should be set aside and that within those areas mineral activity should be restricted. In some cases the restrictions on exploration near areas of outstanding scientific, historical, archeological or scenic importance may amount to an effective prohibition. The industry has vigorously opposed the exclusion of mineral activity in conservation areas on purely emotive grounds, unsupported by scientific evidence and in disregard of land use potential, consideration of multiple use potential or consultation with existing or potential land users likely to be effected.

The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper describes project activities, results, and lessons-learned to-date as well as future monitoring plans.

From a material cycles perspective all processes are interconnected and consequently a process can never be evaluated as an isolated and independent unit. This also holds true for the evaluated co-incineration options. Environmental and sustainability issues for example, such as raw material and energy utilisation or air pollution, are a resultant of the whole system of industrial activities. It is therefore important, not to optimise a single process or industrial activity, but rather the whole system. Although engineering procedures for the design of individual industrial units are well developed, the problem of determining the best arrangement of these interconnected units is often far more difficult. Regulation that manages the arrangement of the units for waste processing is still under construction. In the evaluation of co-incineration, analogous principle from process control can be used: feedforward control. This principle includes the determination of which outlets can be used for all process outputs, hence avoidance of any æunusableÆ products or wastes possibly arising from co-incineration. To establish the extent, to which produced wastes are usable, a system overview is necessary, in addition to in-depth information on the subsystems, which produce and can consume wastes. Material cycles modelling can be used as the basis for a tool that supports the development of a suitable playing field. It should provide overview of the system and in-depth information on its subsystems. This tool then represents an attempt to bridge the gap between æholisticÆ industrial ecology and process engineering.

The emerging discipline of ægeometallurgyÆ is not new but is becoming increasingly recognised as a discrete and high-value activity that reflects an ongoing commercial and cultural trend towards more effective mine site integration and optimisation. Geometallurgy involves a quantified and spatially constrained approach to ore characterisation in terms of relationships to critical processing performance. Industry recognition of the need for large-scale, integrated geometallurgical research is currently supporting a major new research initiative. The AMIRA International P843 æGeMIIIÆ project (geometallurgical mapping and mine modelling) is a cross discipline collaboration involving four major Australian research groups; CODES the ARC Centre of Excellence in Ore Deposits at the University of Tasmania, a world leader in economic geology-related research; the Julius Kruttschnitt Mineral Research Centre (JKMRC) at the University of Queensland, a world leader in mining and mineral processing research; the WH Bryan Mining Geology Research Centre (BRC) at the University of Queensland, which aims to be a world leader in mining geostatistics, operations research and optimisation in mine design and planning; and CSIRO Exploration and Mining in the area of automated core logging. The project is currently supported by 19 global mineral companies. The project aims to deliver fundamental knowledge, tools and methods for more effective approaches to geometallurgical definition of mineralogy, element deportment and texture that can be linked to mineral processing performance and efficiency at a range of scales. Outcomes are improved predictive indices of processing performance that can be embedded in resource block models to define processing domains, which can be exploited in mine planning and optimisation. To achieve these aims the project is involved in a range of technology developments that include more automated core logging technologies, new applications of automated microscopy and development of software-based texture analysis and categorisation techniques. Attributes derived from these measurement technologies are used to develop predictive processing models linked to new small-scale physical testing regimes.

In New Zealand, platinum group metals (PGM) occur in three main geological environments of economic interest: layered mafic igneous complexes, the Dun Mountain Ophiolite Belt, and in association with placer gold deposits. Most of the layered mafic complexes with PGM potential occur in the Median Batholith. These include the Longwood (Permian), Bluff (Permian), Riwaka (Devonian) and Rotoroa (Jurassic) igneous complexes. Exploration of the Longwood Complex discovered PGM associated with gabbroic rocks. Best assays to date include a 1 m drill intersection of 1 g/t Pt + Pd and float rock with 3.0 ppm Pt and 3.3 ppm Pd. The Greenhills complex at Bluff consists of basal dunite overlain by wehrlite and gabbro. PGM occur with chrome spinel in the basal dunite and Pt geochemical anomalies have been identified associated with the wehrlite-gabbro contact zone. The Greenhills complex has some similarities to Alaskan-Ural type complexes.Reconnaissance exploration in the Dun Mountain Ophiolite Belt has identified PGM geochemical anomalies, but no follow-up work has been carried out. During the late 1800s and early 1900s, PGM were recovered as a byproduct of placer gold mining in Southland. Placer gold prospects with PGM potential include the Waiau River, deposits flanking the Longwood Complex and some Southland beaches.

Historical investigations of mineral flotation have highlighted the many factors which affect flotation. Some of these are related to the mineral, its degree of liberation (however defined), solution chemistry and flotation reagents. The complexity of the interactions between these factors often leads to uncertainty over whether the final grade/recovery results obtained in either laboratory or pilot scale tests are in fact the maximum recovery at a specific grade. The reason for this is that there has not previously been a general technique for establishing the floatability of an ore. This study describes the further development of the 'tree' flotation technique for minerals other than coal, and in particular its application to iron ores. Oxides have been chosen as a system of intermediate complexity between the simple coal system and sulphide minerals to illustrate the principles and develop the concepts. The 'tree' flotation procedure consists of the progressive flotation to completion of successive froth products, followed by reflotation to remove entrained material. It therefore represents an 'equilibrium' approach to floatability rather than a kinetic approach. By ordering the various products and tails in order of increasing grade, a cumulative curve of grade and recovery can be constructed against which an isolated batch or plant result on the same ore can be compared. In this investigation, a Jaspilitic iron ore was tested at various grind sizes to determine the 'best' flotation grade-recovery that could be obtained with a given set of reagent conditions. The separation characteristics of a process are best measured on a system which contains particles which behave as 'middlings' with respect to the process in question. For this reason a natural ore was chosen in preference to model systems in order to relate more readily to plant situations.

Three ores (sulfidic, oxidized and carbonaceous) were analyzed to determine the effects of leaching time, ore depth, and ore mineralogy on cyanide species concentration. NaCN solutions were percolated through opaque columns filled with milled ore. Column design made liquid sample collection possible from various depths at specific times. The concentrations of weak acid dissociable(WAD) and total cyanide, Fe(CN)63 , Fe(CN)64 , SCN , and Cu(CN)43 were determined for each sample. Extended percolation time led to increases in WAD cyanide concentra- tions and decreased SCN and Cu(CN)43 concentrations regardless of ore depth. WAD cyanide concentration decreased while Fe(CN)64 concentra- tion increased with ore depth. Highest concentrations of Fe(CN)64- SCN and Cu(CN)43 were found in the sulfidic ore, with expected low WAD cyanide concentrations. The most frequently applied project evaluation criteria are the Net Present Value, the Internal Rate of Return, and the Pay Back Period. Unfortunately, the Internal Rate of Return and the Pay Back Period, if interpreted according to their traditional definitions, easily produce results which contradict the Net Present Value. The reasons for the Net Present Value incompatibility of the two criteria are that these criteria have not been adequately defined and so new, complete definitions are recommended. The concept of the True Rate of Return is proposed as a substitute for the interest rate that the Internal Rate of Return has been believed to represent. The redefined Internal Rate of Return and Pay Back Period criteria, as well as the True Rate of Return are all Net Present Value compatible and can, therefore, serve as independent project evaluation criteria. Also, the correct approach to the evaluation of mutually exclusive alternatives and the status of the often neglected borrowing projects in project evaluation are found to be quite important.
