The project management and construction plans adopted by Davy McKee for the Cooper Basin Liquids Project resulted in a project notable for the Relatively short duration from initiation of the design through to liquids production. Two locations were involved, one at Moomba in the far northeast of South Australia some 800 km from Adelaide, and the other at Port Bonython some 40 km from Whyalla. Total expenditure by the owners at the two sites was in excess of $600 million. Matters covered include organisation, transport, construction, industrial relations, project services and commissioning.

This paper provides an insight into the current status of risk management practices within our industry, based on an industry wide survey, with deliberate cross-reference to quantitative analysis. This survey showed that quantitative assessments appear to be mainly hampered only by the lack of reliable data and industry expertise to carry out such assessments. A short case study will illustrate some of the necessary basic tools and data types that would enable the industry to tap into an additional range of business improvement dimensions to more effectively manage the diverse and changing risk profile of the mining sector.

The Professional Standards Act responds to the growing problem of professional liability by introducing a mechanism whereby professional associations can have schemes approved. Those schemes include a cap on liability; a requirement for compulsory insurance; the development of risk management strategies; and the establishment of a complaints and disciplinary system. The Act is also designed to support and develop the concept of self-regulation by the members of occupational associations who provide services to the community by providing them with those tools. It implicitly accepts that self-regulation is preferable to statutory regulation and that self-regulation serves the interest of the community and of the providers of services. The Act arose from a review of professional liability commenced in 1988. The Attorney General's Department produced an Issues Paper, released in September 1989, which outlined in detail the extent of the problem. This was widely circulated and an extensive number of comment were received.

The relative merits of treating coal by flotation and spiral concentrators have been examined by tests on run-of-plant fines samples from three seams in the Wittingham coal measures of the Upper Hunter Valley. Flotation of the complete fines was found to be the most metallurgically efficient process with yields substantially superior to those obtained from treatment of only the deslimed fines. A strict comparison between spirals and flotation for the treatment of the deslimed fines was impossible due to differences in product quality. However, the results indicated that the performance of a flotation circuit would be equivalent, and sometimes superior, to that of a spiral circuit.

The addition of cement to underground backfill at The Zinc Corporation, Limited and New Broken Hill Consolidated Limited, Broken Hill commenced in 1967. This resulted in a deterioration in metallurgical performance with increased loss of lead and zinc to residues at each concentrator. Investigations to determine the cause of the problem and methods to counteract it have been undertaken. This paper outlines the effects of cement on lead-zinc beneficiation at Broken Hill and presents an interim report on attempts to overcome the metallurgical Deterioration.

Currently there are in excess of 200 companies listed on the New Zealand Stock Exchange and the total market value of all the listed shares amounts to $4.6 billion. The number of listed mining companies stands at nine and with a market value of $35 million accounts for less than one per cent of the total market capitalisation. In comparison, the Australian mining and energy sectors account for nearly 50 per cent of the total market capitalisation, which currently exceeds A$41 billion. Surprisingly the share markets in both countries were primarily founded on the discoveries of minerals last century.

The development of mathematical relationships to describe grinding in continuous rod and ball mills has involved two methods of approach and has resulted in two main types of "model." The first which has been used for full scale grinding systems has depended on the analysis of, for example, the effect of change in solids feed rate on the changes in overall size distribution which the feed undergoes to become the product as a result of passage through the mill operated under steady conditions. The method of supporting excavated roofs in underground coal mines by conventional roof bolting systems is challenged due to its shortcomings of being time-consuming and leading to possible unsafe installation. Though a few alternatives have been considered, the ultimate and most efficient bolting method has often been conceived as one using a self-drilling roof bolt, or a Rapid Face Bolting System (RFBS). The on-going Rapid Face Bolting Project undertaken by the University of Wollongong includes a special tubular bolt design.The tubular bolt designed for the RFBS is a "single-pass" bolt equipped with cutting tips used to drill a bolthole to accommodate the bolt. Different from that of the coring bit employed in geological site investigations, the principal design consideration for the tubular bolt is low cost associated with a small working life for the cutting tip.

Dissolved oxygen has been measured directly using a rugged, reliable, accurate electrochemical probe system developed for steelworks application by B.H.P. Central Research Laboratories. Furnace measurements show that the steel is generally supersaturated with oxygen and that oxygen contents vary considerably from heat. to heat. Ladle measurements also show considerable heat-to-heat variations. Analysis in terms of ladle deoxidation chemistry differentiates between carbon monoxide controlled and manganese silicate controlled oxygen levels. Deviations from these levels are sometimes due to aluminium present in other added ladle alloys but in some cases the plant applicability of laboratory derived equilibria is questionable.

The successful operation of a longwall face depends significantly on the efficient actions by support systems and on the ability to form a supported beam for a limited time span.The mechanical action of the supports can set up complex stresses in the immediate roofstrata.The cyclic application of supporting loads to the immediate roofstrata of a longwall face creates a special type of fabric disintegration in the rocks -affected. The mode of application and the distribution of the supporting forces is thus severely modified in a number of cases.The occurrence of true fatigue damage in brittle sandstones has been identified by studying the subcritical crack growth and microcrack development in the fracture-tip region. Several mechanical effects peculiar to the cyclic fatigue process have been identified. These effects had not previously been widely recognized. Damage in brittle rocks subjected to cyclic loads is shown to be distinctly different from any other damage processes under either monotonic or sustained (creep) loading conditions. The face support systems will frequently support rockmasses with mechanical properties not identified in conventional monotonic or sustained load tests.

Past and present developments in the use of blast furnace slag in the manufacture of glass are outlined. The crude slag from Port Kembla is beneficiated by the Mineral Resources Division of Australian Consolidated Industries Ltd. at Mascot using a dry magnetic separation process which reduces the iron level in the slag to an acceptable value, The chemical and physical properties of both the crude and beneficiated slag are given and compared with those of other slags used in the manufacture of glass. Slag is added to intro- duce alumina into the glass and its addition to the glass batch also results in faster melting and refining. Slag was first used in Australia in 1968 and its use has increased steadily year by year. At present about 16 000 tonnes of slag are used per year, mainly in amber and white glass. Beneficiated slag is used'in three plants to supply all the alumina required in the amber glass and in four plants to supply part of the alumina required in the white glass, the amount added depending on the acceptable iron level in the glass. Slag is also used in limited quantities in the manufacture of both dark and light green glass.

In Australia and New Zealand, the 'Australasian Code for Reporting of Identified Mineral Resources and Ore Reserves', which was released by industry in 1989, is operating successfully in a co-operative approach between industry and regulatory authorities. Similar codes or guidelines exist or are under development in the United States of America, Canada, the United Kingdom and South Africa, although the regulatory backing given to the Australasian Code is unique. International standard definitions for Mineral Resources and Reserves, and for categories of Resources and Reserves, have been under development by the Council of Mining and Metallurgical Institutions since 1994 and have already stimulated considerable convergence of definitions and reporting standards in participating countries. It is hoped that agreement on this international standard for public reporting by mining companies will be reached within the next two years, and it is expected that adoption of the standard will result in a higher and more uniform quality of reporting worldwide, with a consequently greater interest on the part of the general public and financiers in investing in the mining industry.

A survey of derelict and active alluvial tin and sapphire mines in the Emmaville area of northern N.S.W. as the first step in a pro- gramme of similar surveys to be undertaken throughout the State by the State Pollution Control Commission is presented. Thirty nine individual mine sites in the study area were included in the survey and an assessment made of the current level of impact on the environment at each site by assigning values of "magnitude" and "importance" to a number of impacting factors. Results are pre- sented in matrix form and mine sites ranked in order of impact "importance". Examples of alluvial tin, underground tin/arsenic and alluvial sapphire operations are discussed in detail and rehabilitation programmes proposed for implementation.

The purpose of this paper is to outline the equipment used for diamond drilling at Mount Isa, together with alterations and recent improvements therein. As the majority of the drilling is carried out with machines running at relatively high speeds using XRN blast hole bits, the paper is mainly devoted to this branch of drilling.Because diamond bit costs constitute the major expense, a considerable amount of research into bit design has been carried out, and in several instances, costs per foot have shown an appreciable decrease in spite of rising manufacturing costs and higher diamond prices. Equipment performance has at times been erratic due to delays in delivery and occasionally because of faulty parts, but in general the position has improved by keeping in close contact with the manufacturers.BLASTHOLE DRILLING MACHINESThe standard blasthole diamond drill is the 'E-500' two cylinder air powered model manufactured by Mineral Drillers Limited. Several of the older pattern JV41 are still in use, but are being retired as they wear out.. Machines are repaired in the underground diamond drill shop.The normal feed gears used when drilling in lead shales are 350 top gear and 450 low gear-actually 357 and 438 revolutions per inch of advance respectively. The 300 gear was commonly used several years ago, but it was found that bit footages could be increased without any appreciable drop in penetration rate by reducing to the 350 gear. There has been little change in the lead smelting practice at Mount Isa since 1939 when the metallurgy and general practice were outline by Raney and Blott.The purpose of this paper is to descriqe some of the operational details that have influenced the overall production. The slag fall hns been increased by the lowering of the lead content of the concentrate. The performance of 460 stope surfaces at WMC ResourcesÆ Olympic Dam Operation (ODO) has been used to investigate the confidence that can be placed in the Stability Graph Method for design of stope dimensions. A detailed database of stope performance and ground condition information was established for each stope. The database contains all the required stability graph information as well as other factors thought to influence stability, such as discrete major structures, poor shape and exposure time. The performance of each stope surface was quantified by calculating Equivalent Linear Overbreak/Slough (ELOS). The performance of stope walls and crowns was plotted on the supported and unsupported case history stability graphs. Based on this information an ODO design limit of HR = 3.3 x NÆ0.33 has been suggested for stope walls. Walls that plotted above this line were 80 per cent stable, 20 per cent unstable and zero per cent failed. Below the line 60 per cent were stable, 30 per cent unstable and ten per cent failed. Supported crowns that are flat or arched in shape and are not within the influence of major structures can be designed in the stability graphÆs æstable zoneÆ with a strong likelihood of stability. The Stability Graph Method did not reliably predict the performance of unsupported crowns at ODO.

Research into the control of diesel particulates (DP) has been. conducted by BHP Coal for more than 7 years. Personal monitoring of employee exposures (n = 480 full shift samples) conducted at nine underground coal mines has indicated that the exposure of the workforce ranges from less than 0.1 to 2.2 mg/m3 of DP dependent on job type and mining operation. Approximately 50% of the mass of DP captured is elemental carbon (EC) which is the species currently being considered by some international regulatory authorities as the exposure standard. Five technologies for controlling DP were investigated in a combination of studies conducted in an above ground simulated tunnel, in a special controlled section of underground mine roadway and validated by application in standard coal mining operations at Tower Colliery. Tests conducted under controlled conditions indicate that dependent on the type of fuel in use, the introduction of low sulphur fuels can reduce DP levels in return airways by up to 50% and in actual mining situations a reduction of 20% can be achieved in exposure of the workforce. In addition, subjective responses from the workforce indicate that exhaust emissions from low sulphur fuels provide lower irritation and a more pleasant aroma. The use of water filled scrubber tanks reduces the level of DP emissions by 25%. Chemical decoking of engines resulted in a reduction of 20% in DP in return airways. A commercially available non-flammable disposable dry exhaust filter constructed from synthetic organic fibres with an operational lifetime in excess of 20 hours was found to reduce DP exhaust emissions by 80%. Investigations have indicated that the use of increased ventilation to control DP levels particularly in multiple vehicle situations does not follow a simple dilution factor and in some instances compliance with current regulatory requirements may not produce the required reduced exposure levels. The results from single component control strategies provide considerable reduction in exposure to DP, however the most efficient and cost effective control methodology is the use of a combination of individual systems modelled to operations conducted at each mine.

A new least-squares method for inversion of d.c. resistivity soundings from horizontally layered earth is proposed. Powers are used as measured data. Apparent resistivity is generalized and apparent parameters curves are defined. Estimates for parameter errors are often possible even when data errors are unknown or large. Acceptance or rejection of a model is made an easier decision. Total computational effort is often reduced when compared to global least-squares methods, because although several optimizations are needed, few data points are involved in each, and initial guesses are requested only once and not all at the same time. Correlations between parameters may be used to improve solutions. Precise indications for extra needed data points can be conveyed. A test example is worked out and a field sounding, taken by Rijo (1973, personal communication) in an alluvium-filled river valley in north-eastern Brazil, is studied.

Despite the limited literature regarding the pressure filtration of mine tailings (compared to the large number of papers published each year on paste thickening of tailings) the number of mines dry stacking filtered tailings is approximately equal to the number of mines storing tailings in paste form. Main drivers for filtering tailings are: water recovery, future rehabilitation costs for tailings storage area and permitting requirements. In arid climates, the cost and scarcity of water justify the capital and operating costs associated with pressure filters. Further justification for filtered tailings is the potential for progressive reclamation of the dry stack, which can proceed earlier and faster than the reclamation of a tailings dam.Filtered tailings must be transported to the storage area by trucks or conveyors. For dry stacking, 70 - 80 per cent solids content (by mass) is typically acceptable, however the primary goal is to provide a filter cake that is consolidated and dry enough to prevent bridging and build-up on the materials handling equipment. It has been observed that high average solids contents (~70 per cent) can be achieved while the centre of the filter cakes is still wet and sticky, presenting challenges for the transportation of the solids. Appropriate controls must be in place to ensure consistently easy to handle solids are discharged from the filter.FLSmidth has installed two fine coal tailings dewatering systems in the United States. One of these systems incorporates a Deep Cone Thickener« upstream of the filter press to minimise the amount of water that must be filtered, while the other tailings filter press is fed by a high rate thickener. The operation and performance of these filters is discussed and compared to the lab testing used to size the full-scale equipment.CITATION:Pepper, D, 2012. The valuation of exploration properties which contain no identified resources or reserves is the most subjective of all valuation tasks likely to be carried out by a geologist. The geoscience rating method proposed by Kilburn (1990) recognises this inherent subjectivity but also attempts to apply some discipline to the valuation process. Some other methods used for valuations of this type clearly lack discipline and are open to misuse and abuse. The Kilburn method essentially requires the practitioner to justify all aspects of the valuation process. The valuer must specify and, more importantly, quantify aspects which enhance or downgrade the intrinsic value of each property. The intrinsic value is called the ""base acquisition cost"" (BAC) and it represents the average cost to identify, apply for and retain a base unit of area of title. The BAC and base unit of area both vary with different types of exploration and mining title but remain constant for similar types of titles in the same mineral tenure regime. In the Kilburn Method the enhancement/ downgrading factors are determined by the geotechnical prospectivity (Kilburn Method) within the title. A modified version of the Kilburn Method presented here (""Modified Kilburn Method"") also focuses attention on other real variables besides the geotechnical attributes which influence valuations of this type, viz., competition for tenure and activity in the markets in which the exploration properties are being traded. The most active such market at present is the stock market. By utilising uniform BACs and base units of area (for similar titles) for all exploration properties (in practice in Australia this is only possible within a particular State or Territory), the method exposes the valuer's opinions of each of these variables to the scrutiny of the investor. The investor (or his professional adviser) is afforded the opportunity to directly compare valuations on different properties by different practitioners and can assess how the final valuation is weighted in respect of geotechnical prospectivity, competition for tenure, and stock/financial market sentiment. No other method currently employed in Australia to value mineral exploration properties affords the investor this `luxury', which some may argue is their right.
