State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

Recovery of gold from gold ores has been driven by the available technology and its configuration in the process plant flow sheet.Conventional practice in test work programs has the ore being ground fine (to 106 or 75 microns) to ensure liberation ahead of leaching or flotation. This paper identifies that, in many cases, gold and gold sulfide carriers will liberate and be recovered to a concentrate at much coarser sizes.There is an exponential increase in energy consumption relative to particle size reduction. This impact becomes extreme when comparing crushing a product to 1 mm against grinding to 75?microns.The resultant reduction in energy consumption when liberating and separating at 1 mm or coarser compared to grinding to 75 microns can be in the order of 15 kWh/t or 60 per cent of energy in the comminution circuit.Recovery of free gold and gold sulfide carriers by preconcentration (using continuous gravity devices such as the InLine Pressure Jig), combined with flotation of the fine gold and gold carriers, can result in significant power savings.There are multiple locations within the flow sheet that can be targeted using this process, including recovery in the cyclone underflow of existing plants, preconcentration ahead of the plant or complete greenfield, low-energy process plants designed from first principles based on data from a Gekko developed test work regime.We will describe the process of defining mineralogy in the laboratory and the decision-making process through to actual applications in the field.Several examples will be provided, including a South African Witwatersrand gold ore, several Australian gold ores and others, indicating the benefits of this process and where it has been brought to commercial reality.CITATION:Gray, A H, Davies, M and Theletsane, G, 2014. In the 10 years from 1998 to 2008 the annual number of fatalities in the Australian mining industry has plateaued (MCA, 2007-08 and abc.net.au website). Despite significant efforts to eliminate fatalities, this is not a comfortable statistic in this very public performance indicator.GHD has been working with the mining and minerals processing industry to identify the key risks that lead to fatalities utilising a semi quantitative risk assessment technique (SQRA®), initially developed to assist Major Hazards Facilities prepare Safety Cases (OH&S, 2007-08) in response to the Longford Incident in 1998 (Dawson and Brooks, 1999).Workshop cross functional teams are assembled from the sites and led by the GHD facilitators to identify the incident types that can have fatal consequences, the causes of those incidents and the controls that are utilised (or could be utilised) to reduce the risk. The risks for each incident type are quantified to produce a risk profile for the facility and the critical controls – the controls that have the greatest impact at reducing the risk of fatality – are selected. These controls are assessed for their adequacy and improvement actions are identified. Prioritisation of the actions is achieved by re-estimating the incident risk profiles.A review has been undertaken using a small sample from the more than 100 individual studies that GHD has completed at mining and minerals processing sites. The five most significant risks reported by sites are:1. Fall from Heights,2. Vehicle/ Vehicle and Vehicle/Pedestrian interactions,3. Entanglement,4. Molten Metals and Materials, and5. Electricity.The most significant reductions in risk identified were found to be by implementing engineering controls. Examples include:1. Chutes to contain splashes and spills of molten materials,2. Redesigning instrument and equipment layouts to take personnel away form high risk areas,3. Designing remotely operated equipment to remove personnel away from high risk areas,4. Proper fire fighting equipment provisions such as deluges around flammable materials, and5. Adequate risk assessment to ensure equipment is designed to handle the real situations and not a design case to meet an arbitrary specification.All of these cases and many of the actions identified in the studies could have been handled through better design and construction early in the life of a project rather than retrospectively fitted after operations have begun.

"The increased costs of underground mining have continually challenged engineers to identify opportunities for alternatives to common approaches to underground development. Considerations to the design of horizontal and vertical development at the Dugald River mine targeted inclined raise boring to reduce horizontal development, not only to reduce cost, but to allow development activities to focus on other areas of the mine.The mine plan consists of 50 raise bored ventilation shafts, of which 17 have been mined to date with diameters ranging from 3.1 m to 5 m and lengths from 30 m to 200 m. The expected performance and stability of these shafts has been determined using methodologies proposed by McCracken and Stacey (1989) and further refined by Peck, Coombes and Lee (2011). Actual raise performances have been collated and compared to a database of raise bore performances across Australia as presented by Coombes, Lee and Peck (2011), and form a database of raise bore performance specific to Dugald River.Opportunities to further optimise the mine plan and reduce costs have seen the introduction of large diameter-inclined raise bored ventilation shafts to minimise the required lateral development to connect the ventilation circuits. Large diameter inclined shafts ranging between 3.1 m and 4.5 m in diameter have been successfully mined with dips down to 70°, reducing the cost of lateral development by more than $1 million over the next two years.Both technical and operational challenges were overcome in the mining of large diameter-inclined raise bores, including modification of: existing methodologies of assessing shaft wall stability for inclined raises. These included variations of the McCracken and Stacey method and the utilisation of the modified stability number (N’) previously developed for stope performance (Potvin, 1988). both the collar and toe development profiles, including the general set-up of the raise bore drill rig to reduce the operational risks associated with angled raises.Due to their success, inclined raises have been designed for subsequent stages of the life-of-mine ventilation system at Dugald River. Hazards in underground mines are concomitant with the mining of mineral deposits and have their source in a minerÆs work environment. The authors of the paper have undertaken a trial classification of these hazards into three groups, depending on the sphere of their occurrence:lithosphere, ie rock mass, atmosphere, ie air in mine workings, and technosphere, ie machines, equipment and facilities in mine workings. The lithosphere creates such hazards as bumps, rock outbursts, the atmosphere is a factor causing fires, methane explosions and climatic hazards, whereas accidents concomitant with an operation of machines and equipment occur in the technosphere. Assuming that the number of accidents in the mining industry, concomitant with hazards, reflects the degree of safety, it has been shown, that in Poland they are under control to a large extent.

The Cannington silver lead zinc deposit is located near Mt Isa in North West Queensland. This world class orebody is owned by BHP World Minerals (BHP) and is estimated to contain 45 million tonnes of ore at an average grade of 11 per cent lead, four per cent zinc and 500 grams/tonne silver. At BHPÆs planned 1.5 Mtpa extraction rate, the mine life will exceed 20 years. Construction of the underground mine, which commenced in August 1993, was carried out by Peabody Resources Ltd (Mining Services Division) (PRL) for BHP Minerals Pty Limited (BHP) under contract packages totalling approximately $100 M using several innovative techniques to deliver safety, quality and time related project goals. Client/Contractor Partnering, resulting in harmonious working relationships, a combined commitment to the achievement of an excellent safety record, and a seamless transition from the construction phase to operation of the mine, has been a feature of the project.

Cooling of coal mines in the Bowen Basin, characterised by steep geothermal gradient, is presently achieved mostly through rental surface bulk air cooling in summer months. This paper argues that future mines will be required to focus their cooling resources more intensively to manage a challenging thermal environment where virgin coal temperatures of over 50¦C at a depth of 500 m are expected. Currently, mine cooling systems are employed to maintain the wet bulb temperatures (WBT) to below 27¦C at which point the risks of heat stroke or other heat-related issues are manageable. The capacities of these systems are in the range of 6 MWR to 10 MWR. The relationship between high working temperature environments and injury frequency rates is well established. Therefore, provision of appropriate cooling strategies and understanding their optimum performance and suitability are important to Australian coal mines of the future. This paper evaluates the underground temperature profiles of deep, gassy coal mines with propensity for spontaneous combustion and proposes the long-term cooling pathways to effectively manage thermal hazards. Thermodynamic modelling is performed on a longwall face and includes air leakage effects from goaf streams at various locations along the longwall face. The strategy summarises the application of underground bulk air cooling, chilled water sprays on the shearer and the resulting temperature profiles. Considering the new mining projects planned for the Bowen Basin region, a review of implementable cooling strategies such as mid-gate mobile bulk air coolers (BACs), spot coolers, underground bulk air cooling and the use of chilled water to enhance the positional efficiency of cooling plants, are discussed in this paper. The flowability of the caved rock masses in the sublevel caving (SLC) mining method is of great importance. During the blasting process of a SLC-ring, the caved rock mass in front of the ring is compacted. As a result of this compaction, the mechanical properties of the fractured rock masses change, for example void ratio, angle of internal friction and structure of the compacted material. The changed mechanical properties of caved rock mass and recent blasted material can influence the mobility of the material, which could result in blockage of the flow path of the material. The identification of the involved mechanisms in this process can be done after a series of tests in different scales. However, there is no available equipment for dynamic measurements during blasting, ie velocity and displacement of the burden and in the caved masses. This study focuses on the development and laboratory evaluation of a measuring system that can be installed in a borehole. The first trial was carried out in a pillar, where two blastholes had been drilled (9.5 m) parallel with the drift and two measuring holes (16.5 m) were perpendicular to the drift. Two measuring systems were installed in the measuring holes. Some preliminary tests were carried out to find suitable initiation procedures for the emulsion explosive. Applicability and robustness of the developed measuring system were also evaluated. In addition to these tests, an expandable cement mixture was developed to firmly anchor the measuring systems in the boreholes. The measuring system consists of an anchor, armoured cable in a pulling tube and a protective case. The anchor is equipped with uniaxial and triaxial accelerometers. A potentiometric measuring system for displacement up to 2 m is installed at the end of the pulling tube and connected to an extendable spiral cable. All sensors are connected to a data acquisition system (DAS). Both measuring systems have their own DAS to acquire data in case of failure of one of the systems. The measuring system was tested in laboratory conditions with impact velocity up to 10 m/s. The Martabe gold mine is Indonesia’s largest precious metals-only producer and is also one of few significant hard rock mine developments in the past 15 years. Martabe is located on the west coast of the island of Sumatra in the North Sumatra province. The mine commenced operation in mid-2012, producing over 280 koz of gold and 1.5 Moz of silver in its first full year of production.Martabe consists of a cluster of six currently identified high-sulfidation epithermal deposits. The deposits lie in a north–south corridor with an approximately 8 km strike length and 1.5 km width. The total Measured, Indicated and Inferred Mineral Resource Estimate of the deposits is currently 8.2 Moz of gold and over 75 Moz of silver.The exploration program at Martabe has added more than 2 Moz of gold and 15 Moz of silver to the Mineral Resource estimates (Measured, Indicated and Inferred categories) since G-Resources acquired the project in 2009. This has been achieved at an average cost of US$17 in exploration expenditure per ounce of resource added, which includes helicopter-supported drilling programs in rugged forest terrain.The factors that led to this exploration success at Martabe include: in the first instance and most importantly, recognition of the geological potential of the mineralised system continually updating and improving ‘orebody knowledge’ and applying new ideas to the exploration program ongoing engagement and consultation by world professionals with geological expertise in similar systems ongoing executive management support for the program the high quality of work completed by previous owners a strong focus on quality control, staff development and operational safety, with the JORC Code (in particular Table 1 of the Code) as the underlying basis for quality control continual and positive engagement with government, community and other external stakeholders.This paper will discuss in detail the first of these two factors. Pyrite, chalcopyrite and mixed sulfide samples, with and without quartz (5 wt per cent S), were subjected to column leaching to mimic natural weathering (cyclic wetting and drying). The pH and SO4 2- concentration of the column effluent was measured over a period of 78 weeks. The pH of the pyrite-only containing column rapidly decreased and remained under pH 4 after 12 weeks of leaching. The pH calculated assuming a 2:1 ratio of H + generation and SO4 2- release was slightly lower than that measured. However, a reduced H + to SO4 2- ratio of 1:1 is predicted if the release of aqueous Fe 2+ is assumed rather than the formation of Fe(OH)3. The pH of all columns containing only chalcopyrite or a 1:1 mole ratio of chalcopyrite and pyrite remained at or above pH 5 for the duration of the leach even though significant SO4 2- was released. One column containing the same initial surface area of pyrite and chalcopyrite but only approximately 0.10 the mole fraction of S as chalcopyrite maintained a pH of greater than five for the first 56 weeks of leaching and showed sporadic acid production thereafter. It is well established that oxidation of chalcopyrite results in a surface layer of polysulfide material. It is the formation of polysulfide that neutralises the acid produced on S oxidation through to SO4 2-. Hence where polysulfide formation occurs extensively on chalcopyrite the resulting solution pH decrease will be less than that based on SO4 2- production. The oxidation rate of sulfide minerals increases with decreasing pH and hence acid formation via sulfide oxidation to SO4 2- causes the subsequent oxidation rate to increase. The addition of calcite (CaCO3)to a pyrite column not only neutralises the acid formed but also decreases the rate of release of sulfate to solution by a factor of approximately 30. This is also the case where chalcopyrite is present mixed with pyrite. The rate of release of sulfate from the mixed sulfide mineral columns (after the initial release of the sulfate already present) was between one-fifth and one-tenth that in the absence of chalcopyrite.

Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. In the quest to access valuable critical minerals, humankind is expanding the frontier into extreme environments like space and deep-sea mining. These ambitious enterprises involve considerable costs and lengthy development cycles to ensure the robustness of mining systems in the face of the harshest conditions and unforeseen challenges. Unfortunately, obtaining information from these unexplored territories is complicated. Data is often scarce, incomplete or impossible to obtain until equipment is deployed, leaving engineers facing many uncertainties throughout the design, testing, production and preparation of such missions. Despite these challenges, these extreme environments operate under consistent physical and chemical principles that can be faithfully digitally replicated. However, unexplored areas and dynamic systems like weather and geology continue to carry uncertainties. While eliminating uncertainties remains elusive, Digital Twins offers a means of robust risk management tool. These virtual replicas can excel in simulating extreme conditions and unexpected events, helping optimise and validate mining system designs tailored for such hostile environments. This study takes inspiration from the Mars Science Laboratory (MSL) Curiosity Rover’s wheel damage rate to develop a Multiphysics Modelling and Virtual Motion Simulation (MMVMS) system. Using advanced Generative Design, this MMVMS system refines the MSL’s design, simulates component and system performance, and assesses the risk of premature damage while operating on Mars. Additionally, MMVMS integrates cutting-edge CAD design technologies from aerospace and manufacturing to realistically recreate the Martian environment and a detailed representation of MSL, allowing mobility verification and validation simulation to test different components in terms of materials, design, weight, power and, therefore, cost. The research highlights the precision of MMVMS in replicating extreme conditions, simulating and evaluating internal and external variables influencing the entire system (Rover) in real-time, and predicting movements, failures, and premature damage. This sophisticated Digital Twin technology, showcased in this research, holds promise not only for space missions but also to be adapted for terrestrial and deep-sea mining operations.

Water treatment is not æcore businessÆ for mining companies.Just as mineral ores and coals are unique, each requiring detailed characterisation and pilot-testing to determine their optimum beneficiation route, so too are mine waters, each requiring careful assessment to determine the most appropriate treatment. There are many cases of æregret capitalÆ expenditure, whereby mines have installed off-the-shelf equipment only to find it inadequate for their purposes or grossly expensive and labour intensive to operate.Water may be required for potable purposes, ore processing, dust control and/or irrigation. A major driver will frequently be environmental constraints for off-site discharge. Mine water projects can become very complex, and detailed models need to be prepared and optimised to properly consider the raw water sources, the on-site storages, the on-site uses and the off-site discharges, as well as handling the residuals (by-products) of water treatment. By-products may be in the form of concentrated backwash streams or streams of elevated salt content. Careful management of the by-products is required to avoid recontamination of the source water.Regulators often drive mine owners toward reverse osmosis (RO) so that their discharges can be considered as æzero dischargeÆ in terms of potential pollutants. Such decisions need to be based on site-specific information rather than any form of æblanketÆ requirement. An analogy is that many humans like to consume mineral water rather than ænormalÆ tap water. Receiving environments also accommodate or even prefer their æmineralsÆ and so RO is neither warranted nor sustainable in many cases.This paper presents two case studies for operating mine sites, both of which have a significant excess of water requiring environmental discharge. The examples demonstrate a sensible balance between treatment type, environmental constraints, process implementation and residuals management. The surface geometry of a rock bolt plays a very important role in the rock/resin/bolt load transfer mechanism. Very little work has so far been reported on the influence of the bolt surface geometry on the bolt/resin interface failure mechanism. This paper examines the behaviour of bolt surface roughness under constant normal stiffness condition in the laboratory. To study the shear behaviour of the bolt/resin interface a series of shear tests with an initial normal stress between 0.1 to 7.5 MPa has been conducted on the flattened bolt surface of two most popular bolt types currently being used in Australia. Bolts with deeper ribs offered better shear resistance at low initial normal stress conditions whereas bolts with shallow and closer ribs offered better shear resistance at high normal stress conditions. The maximum dilation occurred at a shear displacement of 60 per cent of the rib spacing irrespective of the bolt type and depth of the rib.

Gold production from The Granites - Tanami Goldfield during 1993 is expected to exceed 8 t, eclipsing that of the traditional Northern Territory gold mining districts of Tennant Creek and Pine Creek. This is the result of dedicated and successful exploration, and the consequent discovery of new orebodies such as those at Dead Bullock Soak.Following granting of access to regional exploration areas in 1988 and identification of favourable host rocks in the Schist Hills area, North Flinders Mines (NFM) began a methodical exploration program of detailed geological mapping, rock chip sampling, costeaning and various types of drilling. The first resource of 600 000 t of 3.3 g/t gold was announced in mid-1989. This has grown progressively with systematic exploration to the currently published resource inventory of 6.6 mT @ 5.4 g/t, (as at 31.12.92) contained in six separate orebodies within the Dead Bullock Soak Mineral Lease at Schist Hills.

The Pao gold prospect in N. Luzon, is an example of a high sulphidation epithermal gold system hosted in Mid-Tertiary alkaline volcanics, in the Philippine Arc. Styles of mineralization include: quartz-enargite veins, vuggy silica alteration bodies, and pervasive low grade (0.5ppm) gold mineralization, associated with kaolinite-pyrite-quartz alteration, and geochemically characterized by high As and Hg. Early magnetite-epidote-chlorite alteration linked to an unexposed granitoid is overprinted by an extensive zone of advanced argillic alteration (kaolinite-pyrite-quartz). No alunite is recorded. Important controls of mineralization include; a broad anticline intersected by axial faults, permeable pyroclastic units, and upward confinement of the alteration system by a highly impermeable, clay-rich volcanic unit. At this stratigraphic position the most important mineralization waz developed. The Pao high sulphidation system is not closely related to a stratovolcanic centre, and has formed subsequent to deformation of the volcanic field. It may, however, be related to an unexposed comagmatic intrusion.

Modelling of the Sala Agitated Mill (SAM) using a simplified solution to the population balance approach has been carried out. The rate of breakage is modified by the mill power, providing predictions of the resulting product size distribution for different grinding conditions and mill sizes. The power of the mill is estimated by a physically derived function, using an assumption that the mill power consumption mainly arises from the ball to ball friction within the mill. The grinding efficiency, depending on the media ball size and pulp density is approximated in the model. Experimental work on grinding a complex sulphide ore using a pilot scale SAM 7.5 has been carried out. Good agreement has been found between the data from the test campaign and the simulated values. The model has also been validated with experimental data from a pilot grinding of calcium carbonate and from an industrial mill. The model is included in the USIM PAC simulation software.

One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

The Kanowna Belle deposit was discovered in 1990 following encouraging assays from soil sampling and RAB drilling. At the end of September 1993, diamond drilling had been completed to a vertical depth of 1,000 metres and a resource of 22 million tonnes grading 5.73 grams of gold per tonne containing a million ounces of gold had been defined. The deposit remains open at depth. Pre-production mining for the open pit began in November 1992, construction of the oxide treatment plant began in January 1993 and the first gold was poured in September 1993. Sulphide ore roasting commenced in December 1994 and the underground mine development commenced in July 1995. The Kanowna Belle project is owned by the Golden Valley Joint Venture (GVJV), an unincorporated joint venture with equal shareholdings between North Gold (W.A.) Ltd and Delta Gold N.L. North Gold are the managers of the development and operations and Delta Gold are the managers of exploration throughout the GVJV tenements.

The North Western Sewer tunnel extends over 11.5 km in the North Western suburbs of Melbourne.The $253 million tunnel project provides a critical link in the Melbourne Sewer Network. The existing sewers fail to service the increasing demands of the growing population of the North West regions of Melbourne. This project will protect the environment and improve the standards of service of the existing system. This paper concentrates on Section three of this project, consisting of the final 4 km of the Contract, three access shafts and a cut and cover section of tunnel.Transfield Tunnelling as Head Contractor constructed the tunnel for Melbourne Water Corporation, with Enetech Streamline, formally Streamline Australia, a trading arm of Melbourne Water acting as Superintendent.Excavation of Section three of this project commenced in September 1994 and project completion is scheduled for October 1998. The tunnel passes below the residential suburb of Essendon, through some of the most challenging ground conditions ever attempted to be tunnelled in Australia.
