As defined by both the Australian and New South Wales Governments the Illawarra consists of the Tablelands, the Local Government areas of WingecarribPe Shire, Bowral Municipality and Mittagong Shire, the Wollongong sub-region consisting of Wollongong City Council, Shellharbour Municipality and Kiama Municipality and finally the Shoalhaven Shire. I intend here to concentrate on community development in the Wollongong sub-region.

Zinc and lead sulphide flotation con centrates containing from 0.02 to 0.20% Cd are roasted on an updraught sinter machine at the Cockle Creek Works of Sulphide Corp- oration Pty. Limited to provide sinter for simultaneous smelting of zinc and lead in an Imperial Smelting Furnace (I.S.F.). The major portion (about 85%) of cad- mium in concentrate feed to the Sinter Plant is eliminated with sinter fume and is rec- overed by weak acid leaching in the Cadmium Plant'followed by counter-current decantat- ion, ion exchange concentration, precipitat- ion of cadmium sponge and partial refining to caustic refined cadmium metal. Cadmium not eliminated during sintering is volatilised in the I.S.F. and subsequently recovered as zinc alloy by distillation in the zinc ref- ining columns of the Zinc Refluxer. The partially refined cadmium metal and cadmium- zinc alloy are blended as feed to the cadm- ium refining column where separation and recovery of cadmium is effected. Condensate from the column is further refined under caustic soda flux and cast into anode shapes. Production is 200 t.p.a. at 85% recovery of cadmium in concentrates. The Australian Mining Industry Council (A.M.I.C.) was established in 1967 as a body to co-ordinate the interests of the mining industry on a nation-wide basis. Its member- ship now embraces the great majority of mining groups in Australia. One of A.M.I.C.'s major continuing functions since its formation has been to work with Governments towards the enactment of more effective and efficient mining legislation. Yet, over the period, the,overall position, if anything has deteriorated. The main reason for this was that because of the rapid succession of what appeared to be quite separate problems during the period there was never sufficient time for Govern- ments to take stock of a situation before it would be changed by a new set of circumstances. By early 1973, the Council was certain that most of the various questions raised were really part of the one overall land use problem and its work in this area thus took a new emphasis from that time. In discussing the Council's involvement with Australian mining legislation over the last six years, the paper helps to clarify the present situation. It then explains a land management system which the Council believes could pro- vide the basis for the type of enlighened

The Vertical Crater Retreat (VCR) mining method was used to mine two rib pillars at New Broken Hill Consolidated Limited (NEHC) mine at Broken Hill. Experience gained in a trial VCR pillar stope was applied to the design of Panel 3CN pillar (P3CN). Restricted access and a central sandfilled plug in this pillar necessitated the use of angled blastholes and blasting of the stope in two sections. Borehole surveys and close charging supervision were necessary to block, charge and stem the spherical charges in the correct position. The laver sections of the VCR stope with rock walls attained an average slice advance of 2.2 m whereas the higher section of the st.ope between cemented fill walls attained an average slice advance of 3.4 m. Achieved fragmentation was extremely fine. External dilution was assessed at less than 10 per cent. A cement consolidated sandfill exposure of approximately 1300 m2 stood vertically with no significant slumping.

Two versions of a radiometric-type caliper for measuring borehole diameter are described. One, based on the bow-spring principle, is suitable for percussion (exploration) drill holes. The other, which utilizes hemispherical wall contactors actuated by springs, is suitable for blast holes. Both utilize low-power radioactive sources and employ a scintillation detector to measure the "inverse-square law" response of the device to changes in borehole radius. The performance of the device is examined and examples of its use are illustrated.

The main objective of the experimental study was to investigate the dissolution kinetics of various forms of carbon under iron bath converting or smelting-reduction conditions, i.e., particulate, free moving carbon in contact with a turbulent iron melt. Iron/carbon melts were contained in cast magnesia-lined silicon carbide crucibles heated by a medium frequency induction furnace. The melts were stirred by injecting nitrogen through 2 mm I.D. alumina lances submerged to a depth of 50 mm in the 100 mm deep baths. Particulate carbon in the form of graphite, brown coal char and petroleum coke, were dropped directly onto the turbulent bath. The dissolution rates of the various carbon types were monitored by taking periodic bath samples for subsequent carbon analyses. The effect of carbon particle size (1-6.25 mm), the degree of bath turbulence (nitrogen stirring rates of 0-20 litres/min), and bath temperature (1300-1500¦C) were assessed. The analysis of the results was complicated by particle buoyancy effects, but it was established that the dissolution rates of the three carbon types investigated were similar, and increased linearly with increases in the gas stirring power inputs. Particle size had relatively little effect on the dissolution rates.

The local cumulative distribution function (lcdf) of a selective mine unit (SMU) can be estimated by conditional simulations using the statistics derived from the sample points, generating multiple equally probable scenarios. Conditional simulations permit the evaluation of the lcdf at any support, taking into account the spatial variability, ie the variogram, and the two statistical moments, mean and variance, of the conditioning samples. The SMU ore losses and dilution depend on the mining method and mining equipment selectiveness that, in its turn, depends on the predicted block size. A new approach to predict ore loss and dilution was developed in this study. Monte Carlo simulation is used to randomly generate a grade value derived from the lcdf at the mining stage (Zs_mc(t)) in order to make a decision about the SMU destination, ie processing plant (ORE) or waste dump (WASTE). If Zs_mc(t) is lower or equal to the cut-off (Z_cut-off) the block is ORE and, conversely, if Zs_mc(t) is higher than the cut-off (Z_cut-off) the block is WASTE. Considering these binary destinations ORE/WASTE, at the mining time t, and combining each realisation of the simulated random function Zcs_i (X), there are four possibilities for each SMU simulated value: 1. the block was simulated as ore and is actually ore (OO), 2. the block was simulated as ore and is actually waste (OW),3. the block was simulated as waste and is actually ore (WO), and 4. the block was simulated as waste and is actually waste (WW).The dilution factor is given by possibility 3 (WO), while the ore loss factor is represented by possibility 2 (OW). These results comprise the classical classification and reconciliation plots used in the mining industry. The new procedure proposed in this paper is based on the use of all the equally probable simulations to define the ore loss and dilution factors. An application of this methodology was carried out at Vale's iron mine in Brazil. The grade of silica was simulated and 50 multiple equally probable 3D models were generated. The mean and the standard deviation of the ore tonnage (OO + WO) for the 50 realisations, was 233 Mt and 0.5 Mt, respectively. The mean grade increased for the diluted ore (OO + WO) as well as their respective coefficient of variation (CV). The CV increases from 62 per cent in the undiluted ore (OO), to 101 per cent in the ore, considering the dilution factor (OO + WO). The mean ore loss (OW) was 10 Mt and the waste tonnage dilution (WO) was 9 Mt.

Toppling failure of a jointed rock slope was studied by using the distinct lattice spring model (DLSM). Compared with the classical discrete element model, the DLSM has the advantages of free calibration of micro-mechanical parameters and easy to represent discontinuities, and is more computationally efficient. In this work, the DLSM was used to investigate the toppling failure of jointed rock slopes. The numerical simulation was verified against experimental data from a centrifuge model test on a jointed rock slope. Both the horizontal deformations and failure pattern observed in the centrifuge test were reasonably reproduced using the DLSM. Then, the mechanism of the flexural toppling failure was studied numerically by using a parameter analysis. How to monitor and control the support and surrounding strata system on a longwall face effectively is one of the major research problems in ground control. Based on observations on movements of the support and surrounding strata of face No. 2703 of Dongpang colliery, the relationship between the downtime related to support and surrounding strata and other influential factors is analysed systematically in this paper. Monitoring indices and control measures are then determined by taking corresponding downtime as an objective function. When the monitoring method, developed from the above findings, was used on face No. 2703, the downtime due to support and surrounding strata was remarkably reduced, and the face advanced Normally.

The manganese ore deposits at Groote Eylandt are quite variable both in regard to grade and physical cond- ition. In order to treat a wider range of these ores and to increase production a new primary-crusher and' concentrator complex costing $8 million has been installed and commissioned to treat ore at the rate of 12,000 tonnes per day. The initial testwork carried out to determine the method of the ore treatment required, and on which the design of the concentrator was based, is detailed. The flowsheet and equipment used is discussed together with the operation of the plant. The production achieved and product qualities obtained are given.

This paper examines how legislation and regulation can be external drivers of technical change in mineral processing and extractive metallurgy and how the industry can respond. Two examples are considered; the production of copper metal from concentrates and the cyanide process for gold production.The Clean Air Act (1970) in the USA initiated a wave of attempted innovations in the extractive metallurgy of processing copper sulfide concentrates to meet forthcoming standards on sulfur dioxide emissions. Interestingly, a satisfactory technical solution existed (flash smelting and gas capture) but had not been widely adopted.Nearly fifty years later the primary copper industry finds itself with new challenges. One major challenge is how to deal with the increasing level of arsenic in copper concentrates. Most countries impose an upper limit on arsenic in imported concentrate; typically, 0.5% As or less. Higher arsenic concentrates can be blended with cleaner ones to meet the limit, but this tactic cannot be used indefinitely as the average arsenic level of global concentrates rises inexorably. Further, smelters (often in urban locations) cannot be expected to deal with both ever-increasing arsenic in the feed and stricter restrictions on emissions and disposal. A rising “inventory” of primary copper deposits are already constrained from development by high arsenic concentrate. These deposits will need to be developed if future copper demand is to be met. An economic and technical solution to arsenic is needed. The gold industry may also face challenges in the use of cyanide, by far the dominant lixiviant used in gold and silver production. Public perception has driven restrictions on the use or transport of cyanide in some jurisdictions. History suggests that such pressure is only likely to increase. While there are several alternative lixiviants, none can yet match the utility and economics of cyanide.Such important issues will not be resolved by incremental change or new equipment items. They require development of new process technology - a tectonic event rather than an incremental change. It requires sustained effort (and expenditure) over decades and is very unlikely to result from “business as usual” for producers, suppliers or academics. Past major process developments were driven by a dire need for economic survival or by legislative change. Automatic sampling and weighing of copper sulphide concentrate produced on Bougainville Island (PNG) is described. Contained metal weights gave satisfactory agreement with buyer's results after the introduction of polyethylene lined sealed aluminium foil bags for transport and storage of assay samples. Paper bags used previously for this purpose permitted oxidation of the sulphide concentrate and thus caused lower assay values.

Developments in furnace construction and design have been very rapid in recent years. Larger furnaces operating at high top pressures with much improved burdens are giving extremely high production rates. Modern scientific techniques and the use of computer control are contributing to these Rates.

The Kidston Gold Mine commenced mining in 1984 and current annual production is 12 million tonnes, increasing in 1990 to 18 million tonnes. Mill throughout per year is 4 million tonnes with the balance of material being waste. The operation is a conventional hard rock open pit truck and shovel operation mining 12 metre benches. Buffer blasting is utilized to minimize post blast movement of the broken rock to maintain grade control.

Large quantities of brown coal are excava ted from open cut mines in the Latrobe Valley to fire the base load thermal power stations of the Victorian Electricity System. Most of the coal is removed using bucketwheel excavators which have been modified or specially designed for the conditions encountered. The actual digging efficiency of the bucketwheel excavator is strongly influenced by such factors as wheel speed, slewing speed and tooth design and arrangement. The coal deposit, although not difficult to work, is not uniform and the operation of the machine is influenced by the stability re- quirements of the excavation face.

Computer software is an integral part of mining operations today with many sites using six or more software packages on a daily basis. However, the use of these different programs generates the need for substantial staff training. The current trend toward large integrated packages to solve this problem is counter-productive because the relatively small companies producing specialised mining software do not have the resources to develop quality software with all the required features. Software standards are being proposed by various parties but recent history indicates these will be unsuccessful. An alternative approach is suggested using the various standards which have been developed for the Windows operating system.

Salinity in Australia is caused by over irrigation and land clearing for agricultural use over the last 100 years. It is now the biggest threat to the quality of land and water in the Murray Darling Basin and Western Australia. Pumping the saline waters straight into the ocean or transporting the solid residue (mainly sodium chloride) to the ocean after evaporation of the water is expected to cost the taxpayer millions of dollars every year. This paper proposes that the salinity problem of Australia, at least in part, can be converted to an asset rather than a liability if it is exploited and used to make value-added products. The more value made out of saline waters, the more saline water is processed and therefore the more salt is extracted from the land. The value-added products that can be made out of saline waters are numerous and diverse. Rough calculations show that value addition to the saline waters could potentially generate up to $A 200 million per annum business in the Murray-Darling Basin. Although it is a challenge to make cost competitive products and find markets for these products it is possible that up to $A 100 million per year may be gained from import substitution. Value addition to salinity would also reduce the threat on the environment and existing agricultural industry. Investment to add value to salinity will create business in the region, nurture the local small population communities, and increase services and long-term employment.

The capacity of chlorine based solutions to rapidly and effectively dissolve coarse gold in oxide ores is well established. The inherent advantages of chlorine are high dissolution rates (10 - 100 times those of cyanide), and low cost. The high dissolution rates mean that coarse or poorly liberated gold may be dissolved over relatively short periods and hence ore particle size may cease to be such a critical factor. The cost of size reduction to allow adequate gold liberation in order to achieve an adequate gold recovery is less of a consideration when using chlorine than in traditional plant or heap leaching cyanide-based treatment systems.Because chlorine based solutions capable of dissolving gold evolve an unpleasant vapour phase with the potential for significant chlorine losses into the atmosphere, traditional heap leaching with active solutions being sprayed onto prepared heaps is not possible. The ore must be covered and the solution may be introduced beneath that cover through prepared injection `wells' and recovered through production 'wells'. The pit is flooded with active solution beneath an overburden or cover with the solution migrating from the injection 'wells' to the production 'wells' over a period of around five - ten days.

The results of a two-year research study into the relationship between quartz dust levels in host material and in respirable dust in continuous mining sections are presented in this paper. The experimental design and sampling procedures for underground data collection are outlined. The sample analysis procedures for quartz determination, the analysis results and conclusions of the study are discussed.
