The Queensland Department of Natural Resources and Mines (NR&M) accepted the environmental liability for the Mount Morgan minesite in 1991. This gold and copper mine located 38 km southwest of Rockhampton had been in operation for more than 100 years. Mining leases are still active while the feasibility of a reprocessing operation is carried out. From 1993, NR&M have operated a seepage interception pumpback system which has reduced the chronic load of acid rock drainage (ARD) to the adjacent Dee River, a tributary of the Fitzroy River system. In early-2000, it was recognised that a ten-year plan for rehabilitation of the mine, along with significant funding would be required if a long-term sustainable rehabilitation strategy was to be implemented at this minesite, ultimately making the seepage interception system redundant. A rehabilitation planning workshop coordinated by NR&M was held in May 2000. This workshop brought to the mine a range of technical expertise and key stakeholder groups. This workshop provided a technical forum for review of studies undertaken and to identify priority projects, which needed to be undertaken in the future to more clearly define contaminant sources on the mine site and to prioritise the rehabilitation program. Stakeholder consultation enabled the project team to be clear on community and other government (eg Environmental Protection Agency) expectations. It is clear that the future of the economically depressed community of Mount Morgan will be reliant on the careful management of the significant heritage values at the minesite for tourism, education and research. In the first year (2000), priority studies were initiated, which included whole of site studies on water balance, contaminant sources and a review of occupational health and safety and environment of the minesite and conservation and heritage scoping. Baseline vegetation and soil materials surveys were also initiated. The outcomes of these studies helped to shape the work program for the following year, while providing a basis for an additional funding application, which was granted. The second year of studies focused on building upon the existing baseline studies completed. In addition, studies focussed on addressing the priority issue of contingency planning for overflow from the open cut pit in accordance with best practice management of release water and river monitoring strategies were completed. Completion of these projects over the next six months will enable the optimal rehabilitation strategy to be defined in 2003. This optimal strategy may require the use of a water treatment plant for part of the ten-year program to provide space in the open cut pit for the deposition of ARD contaminant sources (eg waste dumps, tailings). It is envisaged that some sources will be rehabilitated insitu while others will be relocated to the open cut pit. Implementation of this strategy will be dependent on subsequent funding.

A form of wet pelletization is described where the bridging of the individual particles is achieved by a second liquid phase that pref- erentially wets the suspended solid particles. The phenomenon can be used to obtain efficient separation of solids from carrier liquids, to form spheres from finely divided solid materials, and to separate selected constituents from a body of mixed solids. From experience in the design and operation of power station combustion facilities in most mainland Australian States, involving a wide range of black coals and lignites, and in the specification and procurement of coal supplies for power station use, techniques for the optimisation of coal resource development and power generation utilisation have been developed to ensure compatibility between characteristics of the selected coals and power station design. These techniques include computer data bases for resource data handling and computer simulation of coal-fired boilers for determining coal property cost effects. Data Base Systems allow results of coal analyses to be efficiently handled, to assist in the review of the relevance of resource data to the coal sections proposed to be mined and the coal fractions proposed to be marketed. Data Base Systems also facilitate the marshalling of coal quality data into basic utilisation format to enable a proper utilisation review and analysis of the certainty and scatter of coal properties. Computer simulation of the effects of different coal properties on the capital and operating cost of power stations is achieved by establishing conceptual design parameters of the major items of plant to relate the variations in coal specification to equipment size and type. Variations in power station budget costs can then be determined using the computer model for variations in coal specification.

A system for rapid on-line determination of weight percentage coal in slurry and weight percentage ash in coal has been developed at the Julius Kruttschnitt Mineral Research Centre, University of Queensland. The gauging system is suitable for use with coal flotation slurries or slurries having a maximum particle size of about 1 millimeter. The system is based upon measurement of gamma ray transmission; radioisotope sources emitting photons of two widely different energies are employed. The inaccuracies of measurement that would normally result from variable amounts of air entrained in the slurry are substantially reduced by pressurising the slurry to approximately 2MPa (300 psi) using a Mono pump. The equipment can be used to make measurements on more than one slurry stream by pumping streams sequent- ially. The system is being tested at the Peak Downs Mine of the Utah Development Company in Central Queensland. This paper describes the theoretical principles of the gauge design, the experience gained to date in the commissioning of the equipment, including the installation of a PDP 11/03 computer, and the progress made in developing satisfactory interpretations of the gauge count-rate output.

The capital requirements to develop a new mining venture are becoming very large; amounts of the order of US$1,000 million are not now unusual among estimates to bring new mining complexes into production. At the same time prevailing political and economic conditions are making it increasingly difficult to determine whether or not a project is likely to be viable. These factors emphasise the need to carry out thorough evaluation studies of all mineral prospects before making major investment. Additionally with the rapidly changing economic climate existing at the present time, it is becoming more and more necessary to carry out reappraisals of existing mines. Following the success of calcrete sampling at Challenger, calcrete sampling has been widely adopted as the primary exploration technique for gold exploration, in the Gawler Craton. Calcrete is uniformly distributed over large areas and produces discrete gold anomalies. This allows drilling to focus on specific gold anomalous targets. However, despite widespread use of calcrete sampling, very little is known of the origin of calcrete in the Gawler Craton, and the link between calcrete gold anomalies and primary mineralisation. In an attempt to understand this association Lisa Gibbons recently completed an honours project at the Old Well Prospect approximately 45 km SSE of Tarcoola. Her work is part of a collaboration between CRCLEME, MESA and MIM Exploration. At Old Well, a calcrete anomaly (>10 ppb Au)covers an area approximately 7 km x 2 km with a peak value of 97 ppb Au. The study looked at the regolith as a whole, processes of its formation and nature of mineralisation within it. She was able to combine previous calcrete and drilling results with her own observations. The results from this study highlighted problems in relating surface calcrete anomalies to in situ gold mineralisation.

The Canada Centre for Mineral and Energy Technology (CANMET) /Calgary Coal Research Laboratory and the National Research Council in Ottawa established a joint working research group with industry to develop and test various computer models for application in surface coal mining operations in western Canada.The first part of the paper deals with the problems the group experienced during the past two years especially having model specification and requirements defined and understand site management practices.The second part of the paper deals with site specific development of general mine model for TransAlta Utilities' Highvale Mine in Alberta. Described here are the development of an interactive truck/shovel model for their three pit operation, selection and application of dragline model for tandem operation with the extended bench method, criteria for operational model of the five seams operation with selec-tive mining approach.

Benchmarks of mine equipment involved in the excavation process of coal mines would suggest that such equipment is not always operating at an optimum level. Dragline operations and truck/shovel operations rely on efficient use of their plant in order to maintain high mine throughput. The first process which affects the material to be excavated is the drilling and blasting process. Drilling and blasting delivers a fragmented material with a given disposition ready for excavation by mine equipment. As mine operators demand more productivity from their major excavating equipment, many sites are considering the use of productivity monitors to measure their outputs. Some of these productivity improvements will be directly related to the drilling and blasting process, so that as the monitoring systems improve, the opportunities to evaluate all drilling and blasting variables will also improve. This paper reviews current and newer methods for monitoring equipment productivity in mines. These include simple time and motion studies obtained by either manual timing of processes or by automated data collection equipment being adopted by the industry. Case studies for truck/shovel operations are discussed and the productivity improvements are compared with typical industry standards. These improvements relate specifically to parts of the load, haul and dump cycle and the potential for significant improvements are identified. Particular opportunities for drilling and blasting improvements are also presented.

This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

Mineral commodity prices are subject to volatility over both the short and longer run – driving fluctuating operating margins for mining companies over time. Such market dynamics influence mine operating decisions depending on the interplay of company-specific and mineral market factors. The company factors include corporate financial strength and price-risk management strategy, as well as mining practices and methods at the operation level. The critical mineral market factor is the price of the ex-mine product. This results from underlying microeconomic and macroeconomic root-causes pertaining to mineral supply and demand, in addition to the activities of financial participants within commodity markets.Significant changes in commodity prices of an extended duration, either up or down, remain the principal influence upon mine economics – and therefore on mining practices too. Accurate and precise forecasting of commodity prices (and of relevant exchange rates) continues to prove elusive both to mineral economists and market analysts. Thus, at any given point in time, there are often widely differing price forecasts available for both the relevant commodity and currency. Companies as a result are unclear how to respond in practical operating terms to such price-side uncertainty – other than to manage incremental capital and operating expenditure. Typical company – and industry financier – responses to the difficulty in predicting future mineral commodity prices are to take measures to manage uncertainties in mining project revenues and costs. These operating practices are prudent – yet come at an economic cost: that is, lost revenue and margin opportunity is inevitable in any such system not easily capable of responding to price volatility in the market. The mine of the future will seek to capture this lost economic opportunity. In a company's quest for financing the development of a new mine, it will make calls on stockbroking houses and banks. The choice of the best-fit broker or banker is of great importance, and in the case of the miner, this is a house that has an intimate understanding of the mining industry, particularly one that has a solid staff complement of personnel with operating mine experience at a senior level. The most important document that the company will present to support its financing request will be the Feasibility Study. It cannot be too strongly emphasised that this document must be absolutely comprehensive and cover items including: (a) Geological review; (b) Resources and reserves; (c) Mineability; (d) Mining schedule; (e) Metallurgy; (f) Process plant description; (g) Infrastructure and services; (h) Management and operations; (i) Environmental and social impact; (j) Capital costs; (k) Operating costs; and (1) Financial analysis. The elements listed above represent major topics and require a great deal of expansion in the body of the document. Rothschild Australia Limited assists its client companies by supplying a detailed framework so that they will be in a position give the bank the information it needs to complete its technical `due diligence' study within a mutually agreed time. The Lake Superior Region has been a producer of iron ore for over 150 years. Early mining operations concentrated on direct shipping ores, which are the result of post-depositional upgrading principally by deep weathering. As direct shipping ore reserves became depleted, the focus changed to the production of iron ore pellets from taconite. The post-depositional processes responsible for upgrading taconite are regional metamorphism, contact metamorphism and hydrothermal processes (Clout and Simonson, 2005). While these processes are important in iron ore genesis they can also contribute to liberation problems and in some instances reduced pellet quality (Han, 2004). Low-grade metamorphic mineral assemblages can negatively impact liberation and pellet quality. Low-grade iron formation may contain a suite of carbonate minerals including ankerite, dolomite, kutnohorite, siderite and magnesiosiderite. Variation in the distribution and composition of siderite and magnesiosiderite makes controlling the MgO content of pellets difficult. Carbonate minerals also require calcination in the pellet induration process, which requires additional heat to be added to the system, slowing down the induration process and reducing throughput. Prediction of carbonate mineralogy and carbonate mineral chemistry is an important goal of ore characterisation for pelletising properties. Contact metamorphism causes changes in mineralogy and grain size (Klein, 1973; Gunderson and Schwartz, 1962). Increasing the grain size of magnetite should improve its liberation characteristics. However, plant grinding targets may not allow the coarse-grained, more easily liberating magnetite ores to increase throughput and can actually result in decreased throughput due to recirculation. While magnetite and martite ores are well understood (Lukey, Johnson and Scott, 2007) late open-space filling microplaty haematite ores are not. These ores, while composed of similar minerals, have a unique genesis that results in fine grain size and complex textures that present liberation challenges and often make interpreting laboratory metallurgical test results more difficult.

Gold-quartz and antimony-gold-quartz veins in the Hodgkinson Province are hosted by subgreenschist to greenschist facies metasediments and show no spatial association with granitic rocks. They commonly parallel axial plane foliations or occur in brittle to brittle-ductile shear zones. Detailed mapping in the Hodgkinson goldfield indicates that vein systems are isolated in distinct structural and lithologic domains by post-mineralization faulting. Gold-quartz and antimony-gold-quartz veins have distinctive mesoscopic textures characteristic of the mesothermal vein environment. Some of the antimony-gold-quartz veins are located on domain boundaries which truncate the gold mineralization. In. some areas, tin and tungsten-tin mineralization which are spatially related to Late Palaeozoic granitoids appear to postdate the gold-quartz and antimony-gold-quartz mineralization.Oxygen and hydrogen isotopic studies of vein and alteration assemblages associated with these diverse ores provide constraints on fluid sources and have implications for the origin of mesothermal gold mineralization. The available isotopic data are consistent with a dominantly magmatic source for tin and tungsten-tin mineralization although there is evidence of a late-stage meteoric component in some tin-mineralizing systems. In recent years the need to provide increased ventilation to improve environmental conditions rather than to dilute firedamp has led to increasing interest in the use of recirculation. Present UK mining law prohibits recirculation in ventilation, but it has been permitted selectively by exemption granted by Hm Inspectorate of Mines and Quarries. The conditions of use imposed by these exemptions to safeguard the safety and health of miners are examined in detail, dealing separately with primary and auxiliary recirculation systems.

If continuous mining systems are to be successfully applied in metalliferous mines then reliable models will be needed to predict rock cutting machine advance and tool wear rates for effective machine selection before mining commences. Many of the predictive models developed to assess cuttability in situ are over-simplistic. As a result they tend to be both site and/or machine specific. Nevertheless very detailed models have been developed for full face machines which are capable of accurate cuttability predictions in a variety of rock mass conditions and for a variety of machine and tool configurations. However, models to predict productivity and tool consumption for partial face machines are not as well advanced. There is a need to develop reliable models for partial face machines such as Roadheaders, the Robbins Mobile Miner and the HDRK-Wirth CMM, as these types of machine are likely to predominate in a mining environment. The paper outlines the current state-of-the-art for predicting cutting machine performance and the work being carried out within the Centre for Mining Technology and Equipment (CMTE), in collaboration with the Australian mining industry, to advance our capability in this area.

The paper presents the results of a series of pull out tests performed on roof reinforcement systems currently being adopted in mines in Australia 7mm wire, dividag bar, 15.2mm strand cable, and birdcage cable. The study also investigated the load deformation chara- cteristics and the various design parameters controlling the effectiveness of a cable-grout system. Suggestions for continued work are Highlighted.

Two magnetic parameters are proposed as a basis for the assessment of ironsands beneficiation. The parameters are deter- mined for raw sand prior to dredging and for magnetic separator head feed over a production period of five months. The relationships between these parameters and the performance of the magnetic separators are examined to establish the value of magnetic assessment compared with the traditional soluble iron assay method. The results illustrate that the first parameter, true magnetic fraction (TMF), has a value superior to that of soluble iron when relating raw sand grade calculated by tri- angulation to magnet performance. In terms of the relationship between magnet head feed grade and magnet performance, TMF and soluble iron perform equally as assessment parameters. For the ironsands mined during the five month period, the second magnetic assessment parameter, composite fraction (CR), is shown to merely reflect TMF and offers no additional information for assess- Ment. Conclusions are that true magnetic fraction has many advantages over soluble iron in terms of time and cost of determination and that it is a meaningful and reliable parameter upon which to base all calculations relating to the mining and beneficiation of ironsands.

Ore textures in base metal deposits are an important factor in the liberation of the economic components of the ore, metal recovery and reagent consumption during beneficiation. Optimising the mine profit requires knowing the relationship between ore texture and mineral processing behaviour, and the ability to predict the metal grade and the ore texture at a suitable scale. A new method that generates distributions of mesotextures for any mining block size or shape is proposed and includes: I . establishing a protocol for acquiring mesotexture data: 2. measuring the mesotexture spatial correlations using a multi-texture variogram; 3. generating multiple simulations of mesotextures; and 4. upscaling the simulations to generate the expected mining block/stope mesotexture distributions. Models of the ore textures built using the proposed methodology can be used to assess resources and reserves, enhance ore/waste discrimination and predict the metallurgical behaviour of parcels of ore.
