The topic for my address is Sharemarket Floats - Issues for Expert Valuers. I've decided to focus on three areas where current practice in the preparation of prospectus valuation reports for resource companies might be improved. My central theme is that the valuer for a float should augment the usual assessments of the value of the company or its assets, with some input on the way the share market might value the company's shares when they are listed. I will then look at the valuer's role in relation to vendor consideration, last I will look at his role in providing investors with some input on the risk dimensions of the new company.

By 2025, with the widespread industry adoption of remote operation centres and advanced analytics, mining companies will find themselves making better, more informed decisions across the value chain. Process automation will drive significant business integration and reorganisation. Better collaboration between functions will make cross value chain optimisation a reality. Wherever possible decisions will be automated, based on analytical models and embedded in an enterprise decision management (EDM) architecture. This will take care of many of the minor day-to-day or the minute-to-minute decisions that consume operators and managers today. More flexible information technologies and architectures derived from the extensions to Web 2.0 and service oriented architecture (SOA) will solve many of the integration issues of today. The ongoing business imperatives for doing more with less people will make true collaboration with partners such as mining contractors, equipment vendors, transport providers, suppliers and maintenance contractors commonplace throughout the industry. All these organisations will be linked in and share common goals and objectives in real-time while providing visibility of internal constraints and available capability, allowing optimised decisions to be made across the extended enterprise. Humans will increasingly move to a more supervisory role and will use advanced collaboration to quickly solve complex abnormal issues that span the value chain out to the extended enterprise. The open collaboration and communication models instilled in the workforce through the widespread use of social networking technologies will drive thought leadership far beyond current æbest practiceÆ thinking. This will encourage the mining industry to extract the business value from rapidly converging fields of study such as environmental sciences, neuroscience, psychology, engineering, information technology and business finance. The future of mining will see a more uniform distribution of data savvy workers between the ages of 20 - 40, forcing a change in current operations. This group will drive the adoption of ubiquitous computing, augmented reality, presence and digital labelling. The enterprise will shift from a relatively static disparate set of functions to a digitally aware, integrated and interactive environment with information available, in context and just in time, to those who need it. The networked virtual enterprise will therefore be a reality.

The New Southern Railway (NSR) involves the excavation of approximately 10 km of single bore tunnel from Tempe Reserve, Tempe, to Prince Alfred Park (PAP). PAP is located just south of Central Railway Station in SydneyÆs Central Business District (CBD). From Tempe Reserve the alignment takes the tunnel under Sydney Airport including the main north/south runway. Sydney Airport is approximately 8 km south of the CBD. The NSR is being constructed by a private group, the Transfield Bouygues Joint Venture (TBJV). Transfield is a major Australian contractor and the French contractor, Bouygues, is providing the soft ground tunnel construction expertise and is also responsible for the design of the concrete segmental lining. This paper sets out to present in some detail the issues involved in tunnelling under the airport and in particular under the north apron, the main north/south runway and the new elevated roadway. The paper concentrates on these three areas on the airport with an emphasis on the following. The risks involved and measures taken to minimise the risks in tunnelling under the International Terminal north apron (with Jumbo Jets parked immediately above). Secondly, settlement predictions, settlement and runway operation criteria and the actual settlements that have occurred on the main north/south runway. Finally, the criteria that was developed during the construction of the deep bored piers for the elevated roadway at the Domestic Terminal as the TBM passed through this area of construction activity.

The chemistry of acidic mine drainage discharging from flooded coal mines is commonly reported to improve with time after flooding. This investigation describes a 18-year dataset of post-flooding water chemistry for a below-drainage underground coal mine within the northern Pittsburgh coal basin (Pennsylvania, USA). The Montour mine is a 5650-hectare below-drainage coal mine of maximum 260 metres depth. Montour was closed in 1980 and flooded to within 38 metres of land surface within 4.8 years. Pumping averaging 210 L/s was then employed to maintain water levels at this elevation. The flooded proportion of the mine (by volume) at full flooding was 56 per cent. The shaft where water was pumped from Montour for water control is located about 70 per cent of the distance between the mine water table and the back of the mine ù that is, it is close to the back of the mine. The residence time (total water volume at flooding divided by pumping rate for control) is estimated at 5.6 years. Time series of chemical analyses show three phases of chemical behavior in post-flooding discharge. In Phase I (zero to two years after flooding), iron concentrations were high and reached their maximum (1100 mg/L). In Phase II (two to four years after flooding), a transition was begun to alkaline conditions, with decline in iron and other solutes. In Phase III (>4 years), net alkaline conditions began, with iron concentrations declining exponentially to 50 per cent of mined volume. This attainment of net alkalinity in this case may have also depended on abundant calcite in overburden extended up to 30 m above the mine floor.

This paper aims to provide some' new and original thoughts on tungsten carbide drill-bits and describe practices and performances, some of which are unique and most of which have not previously been described. Many theoretical and descriptive papers and articles on carbide bits have appeared during the last few years, and in the big majority conclusions such as these were made. These results are marked by premature failure of the bits, or The full or economic life of the bit is seldom reached due to the premature failure of the insert. Unfortunately those conclusions are seldom accompanied by the reasons for premature failure. In the few cases where reasons for failure have been advanced, very little, originality has been shown. The reasons usually given are that the failures are due to bad operators, bad workmanship, faulty steel or unsuitable machines, but it has been shown at Mount Isa that the chief reason for poor performnce is bad design.The first question asked will be, "What is wrong with the design of most bits?" and the answer'is, "The size of' the inserts". There may be many other small faults iiI different types of bit but Mount Isa experience indicates that the size of the insert is the most important factor influencing pit life. Under normal conditions it has been found, that there is a minimum size of insert that will give satisfactory performance, and this minimum is 5/16 in width and ? in. depth at the shoulder. A big majority of the bits at presentavailable in Australia do not satisfy these requirements.

The main aim of the conference is to work towards improved useage of steelplant slags which have largely been considered waste mater- ials, This paper summarised investigations carried out on the suitability of air cooled blast furnace slag, blast furnace granulated slag and basic oxygen steelmaking slag as road base materials. All slag samples were obtained from the PortòKembla Works of Australian-Iron and Steel Pty Ltd. Since road making materials are increas- ingly being characterised by use of resilient moduli, the compressive strengths and resilient moduli were determined for road base of the following slags. 1 Air cooled crushed blast furnace slag 2 mixes of air cooled blast furnace slag, granulated slag, and lime 3 mixes of air cooled blast furnace slag,-granulated slag and basic oxygen steelmaking slag. Evaluation of a local dacite (dense medium grained igneous rock, classification rhyolite), generally considered an excellent road base course material, was carried out for use as a reference material.

The tankhouse of the electrolytic zinc plant at Nordenham is operating with a very high operating efficiency of 99 per cent. This has been achieved not only by strict control of the quality of the zinc sulphate cell feed solution but also by all the improvements in housekeeping in the tankhouse developed during the past years: aluminium cathode specification, cathode stripping cycle, edge strips, copper contacts, anode isolators, cell cleaning, fittings and washing devices. During 1987 to 1992 the casting department was completely remodelled in order to improve the quality of the zinc products, the safety of the operations and the flexibility. The remodelling includes the enlargement of the area for the casting shop, the storage buildings and the five casting lines on the same ground level. New lines for alloying products and for SHG25 kg zinc ingots have been constructed. The line for galvanising products has new equipment in some parts and the other lines have been modified.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

X-ray absorption spectroscopy (XAS) is a synchrotron-only technique used to determine chemical speciation, providing a powerful alternative to most traditional ‘wet chemistry’ and lab-based speciation methods. XAS is an element specific method that can be used to address a variety of systems, ranging from heterogeneous to homogeneous, polycrystalline to amorphous, and solid to liquid. The strength of XAS in identifying and managing chemical species in tailings and mine waste is demonstrated, with the presentation of highly relevant studies into lead, uranium, chromium and arsenic speciation. The current drill-and-blast method of tunnelling is cyclic and, for this reason above all others, has a future application potential which is lower than that of continuous methods. There is scope for progress in several facets of today's drill-and-blast tunnelling. But even if each of its unit operations and the synthesis of these were to be optimised, this conventional method will, in the long term, fail to be a serious competitor for tunnelboring machines (TBMs), roadheaders and the like. If its role in tunnelling is not to decline at an increasing rate, drill-and-blast will need to be transformed into a continuous system. Boring and cutting machines consume considerable energy (and expenditure) in creating rock fragments which are smaller than those required by muck-handling equipment. In this respect, blasting is more efficient. Mechanical methods are also less versatile and flexible and, when planning proceeds on a basis of meagre or inadequate geological data, cannot be costed as accurately. Currently, research gains for TBMs and roadheaders are greater than those for conventional tunnelling. If (as is likely) the disadvantages of mechanical methods continue to be reduced at a greater rate, the swing away from drilling and blasting will gain momentum.

A real Dorothy Dix title has been selec- ted for this paper. It has the advantage, however, of being capable of being interpreted in many different ways and hence I can select my own approach. You probably are thinking that this topic would be more appropriately handled by an Accountant. I wish to make it clear at the outset that I am not skilled in the sometimes mysterious ways of Accountants - likewise that profession frequently has difficulty in pinning down economists. We have our own strange ideas about profits, marginal efficiencies, cost/benefit analysis etc. What follows is in the main a mixture of two disciplines, probably in a form that few of the purists from either side would accept. Nor do I expect the reader to accept my own prejudices. The paper is designed to stimulate thought and discussion'on the subject. Emotive words such as "profit" and "loss" make for wide differences of opinion. At the time of writing there is a surprising degree of acceptance of the viewpoint that profits in Australia are too low and one is tempted to make this point of near agreement a starting Point.

"This paper discusses a method to build a calibrated comminution circuit model, using historic operating data and blend information that is useful for forecasting and optimising plant performance, as well as evaluating expansion opportunities. A preferred method for building a calibrated power-based comminution model is discussed and justified based on two case studies, offering low-cost and effective strategies to utilise existing information for the maximum possible benefit.The first example is the Lefa Gold Mine located in Guinea, West Africa operating a semi-autogenous grinding (SAG) and ball milling circuit with recycle crushing (SABC). Daily blend information and operating data was utilised to build and calibrate a power-based model of the comminution circuit. The least squares regression method was used to solve the SAG mill specific energy requirement and the operating work index (Wio) for each individual ore type. The calibrated model was used to evaluate expansion strategies to sustain throughput at higher proportions of fresh ore based on the proposed life-of-mine schedule.The second example is the Ok Tedi Copper-Gold Mine in Papua New Guinea operating a SAG and ball milling circuit (SAB). The circuit limitation would often shift between the SAG mill and the ball mill due to variable ore characteristics and feed blend. Typical SAG mill relief strategies, such as recycle crushing or secondary crushing, required significant capital expenditure and the potential throughput benefit would vary depending on ore type, making economic justification difficult. Daily blend information and operating data was used to build and calibrate a power-based model of the comminution circuit to identify ore types that might benefit from higher blast intensities to increase fines content, thus relieving the SAG mill limitation and increasing overall throughput without a major capital investment.Citation:Zawadski, A L and Putland, B G, 2016. Various analysis techniques are used to determine the nature of a large seismic event that was triggered by a mass blast in an underground mine. This event was recorded by surface accelerometer arrays whose output was doubly integrated using a stable filter to determine the dynamic displacements. The peak dynamic displacements during the blast were 0.09 mm, and during its latter stages, this blast induced a seismic event having a peak dynamic displacement more than ten times larger at 1.26 mm. Polarisation analysis, based on the complex covariance matrix, showed that the seismic event was caused by movement of a known underground fault, close to the blast, which radiated most of its release motion as a shear-horizontal (SH) wave. The change in frequency content with time for the blast and seismic event was initially determined using the Fourier-based reassigned S-method. This analysis showed that the large amplitude seismic event had frequency content significantly lower than that of the blast. Nevertheless, this Fourier technique still retains the problems associated with short time windows as well as the fact that most realistic signals are non-stationary. In order to eliminate such influences, the more recently developed empirical mode decomposition (EMD) was used to obtain the intrinsic mode functions (IMF) of the seismic wave propagation. The EMD vibration analysis showed that each IMF generally exhibited distinct frequency changes throughout the blast and a significant reduction in frequency throughout the subsequent event. It is shown that most of the energy of the seismic event is contained in IMF modes 2, 3 and 4 of the SH wave; the high-frequency first mode (IMF1) contains little energy. Such modal analysis is not possible using standard Fourier methods.CITATION:Blair, D P, 2015. The short process of electric furnace steelmaking with direct reduction iron (DRI) as raw material is an important process for smelting high-quality and special steels. In order to prepare high-quality DRI, the pellets with basicity of natural basicity and 0.4 were prepared from magnetite concentrate (MR=0.09, MR=0.4) and hematite concentrate (HR=0.02, HR=0.4). Based on the HYL method, the gas-based direct reduction experiments were conducted under the condition of rich hydrogen (H2/CO = 2.6). The reduction index (RI), reduction swelling (RSI), cold compressive strength (CCS), and phase changes of the pellets were systematically studied. The results show that the RI of four kinds of pellets is greater than four in the temperature range of 800~950°C. For the magnetite pellets, at a fixed reduction temperature, the RSI increases and then gradually decreases, reaching a peak between 50 per cent and 80 per cent. Moreover, the RSI enhances with the increase of the reduction temperature. In general, the RI, RSI, and reduced CCS of the MR=0.09 pellets are better than those of the MR=0.4 pellets. For the hematite pellets, the maximum RSI decreases from 23 per cent to 17 per cent during hydrogen-rich reduction, while the compressive strength increases from 500 to 1070 Nꞏpellet-1. The main reason is that the glass phase generated by the increase of basicity adheres to the surface of hematite grains, hindering the contact between reducing gas and particles. As a result, the apparent activation energy is reduced, which is not conducive to the reduction process. In addition, the glassy phase attached to the hematite reduces the migration rate of Fe2+/Fe3+, resulting in a difference in the reduction expansion rate of hematite in the inner and outer layers of the pellet. Thus, concentric cracks are formed inside the pellets, the RSI increases and reduced CCS decreases.

Xstrata CopperÆs Mount Isa Copper Operations is located in mineral rich north-west Queensland and is one of the largest sources of copper in the world. This world-class underground operation is planned to produce over 6.6 million tonnes of copper ore in 2007 from the X41 and Enterprise Mines. With an underground mining history of over 50 years and underground reserves of over 83 million tonnes at 2.6 per cent copper, mine planning for the future becomes an exciting challenge for the technical team due to the older nature of certain areas. The 1100 Orebody of the X41 mine was one of the first places that copper mining occurred, with its discovery in 1953 - 1954 and mining commencing in the 1960s. Sublevel open stoping mining methods have been employed since that time as the means of extraction, using a primary-secondary sequence to maximise stope turnaround time. Large Transverse Pillars within the 1100 orebody were not mined out in order to provide access for ventilation, power, orepasses and other services. The Panel Pillar, 4180XC and 4010XC pillars are three such Transverse Pillars in the 1100 orebody that will be mined as a final retreat. This paper discusses the technical challenges and issues associated with the extraction of Q390 stope, one of the stopes located in the Panel Pillar, and the design solutions to overcome these issues. Managing the exposure of backfilled stopes of variable fill strength, ensuring the stability of the crown, stope walls and drawpoints, managing vertical openings, re-establishing service networks, and stope filling are the critical issues given consideration for the final design of Q390 stope and other such stopes within a Transverse Pillar. Communication and coordination between the different departments in the mine are essential for the necessary work to be completed in a timely manner to bring pillar stopes into production.

The title of my address today 'An Environment for Mineral Development' is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand's economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand's external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.

I've talked a number of times in the past year or so to audiences like today's about culture -about thinking of it, understanding it, respecting it. So, rather than talk just yet about your laws for mining on Aboriginal land and the successes some of us and some of you have been able to achieve, I'd like to first of all talk about cul- ture as I understand it. Anyone who proposes any kind of development on Aborigi- nal land needs to have some basic understanding of what we, the traditional owners of that land, are about. Without that under- standing, you will find difficulty in coming to terms with us. Many people have experienced this difficulty and, unless we can do something about it together, many more will continue to find it.

Acid rock drainage (ARD), commonly found in vicinities of sulfidic mines, possess properties capable of widely affecting the surrounding environment by acidification and heavy metal pollution. In most ARD treatments, various alkaline sources are used to neutralise the acid produced. Utilisation of highly alkaline fly ashes instead of raw materials is a cost-effective alternative, which lately have become increasingly popular. In laboratory batch experiments, neutralising capacity of fly ash was studied during 20 days. ARD was added to the fly ash once a day, for each increment the liquid to solid ratio (L/S ratio) was increased. At an early stage of the experiment (day 6, L/S ratio 12), the concentration of barium in solution unexpectedly increased by a factor of 50 (from 200 to 10 000 ¦g+l-1). This high concentration also sustained the following two days (L/S ratios 14 and 16) before dropping to the original level. pH showed a slight increase during these observations (pH 12.4 - 12.7). The phenomenon was also observed in a parallel and identical series. In addition to barium, aluminium and strontium clearly increased in the same manner, however not as much as barium. Furthermore, concentrations of chromium and molybdenum noticeably decreased at these distinct L/S ratios (12, 14 and 16). The behaviour of barium and subsequently strontium, aluminium, chromium and molybdenum is only partially understood. The decrease of chromium and molybdenum is suggested to be due to incorporation into the interlayer regions of hydrocalumite (Ca4Al2(OH)12(OH)2+6H2O), replacing the hydroxide groups, which also explains the increase in pH. Moreover, the increase of barium, strontium and aluminium could be attributable to dissolution of the silicate mineral celsian (Ba,Sr(Al2Si2O8)). Alternatively, barium and strontium increase could be explained by dissolution of a Ba,Sr(SO4)-solid solution and aluminium increase by dissolution of hydrocalumite or ettringite.
