Assessment of the Consistency Between Different Laboratory Froth Stability Measurements

In understanding the consequence of existing law, and the likely implications of its reform, it is necessary to comprehend the logic of the situation that the law provides individual decision makers and how that situation would be adjusted by reform. In particular, the way in which natural resources, including minerals, are used and managed is influenced by the definition and structure of property rights that the law provides. Property rights are enforceable claims to use or to benefit from resources. An example is a mining licence that allows its holder to extract minerals in a specified area. Property rights establish the structure of incentives, opportunities and constraints within which resource use decisions are made, ie the logic of the situation, and hence influence the use and management of resources. The extent and type of mining in New Zealand, for example, reflects the rights that miners have to extract minerals, and their rights to benefit from mining as against their duties to compensate landowners and pay royalties. This paper describes the characteristics of minerals that are relevant to the definition of property rights, analyses the implications of alternative property right arrangements and describes the existing situation.

Importance of Strain to Fragment Strength in Blasting Induced Pre-Conditioning When a rock is blasted, cracks propagate through the rock causing the rock to fracture. This paper focuses on applying the results from a series of small scale blasting tests were designed to show the effect that varying blast variables such as explosive type and explosive energy have on the resulting strength of the post blast fragments. It was shown that the velocity of detonation of the explosive product affects the reduction of fragment strength. This has important implications for the downstream comminution process. The observations from these tests are then explained with reference to the principles of fracture mechanics. A simple but effective prediction of blast induced preconditioning is shown.

Mineral formations, accumulated during technogenic activities greatly influence an economic and ecological situation in the Kola North. On the one hand, the dumps from extraction of mineral resources, tailing ponds of beneficating plants, ash dumps, wastes of metallurgical and mechanical engineering productions destroy the regionÆs environment and require taking certain measures and costs to bury or protect from weathering, oxidation, etc. On the other hand, technogenic mineral formations contain a lot of valuable scarce components. The amount of solid wastes increases annually, causing damage to ecology and economy. Researches conducted in recent years showed a possibility and economic expediency of comprehensive processing of wastes from different enterprises in Murmansk region and their use for production of new competitive commodity output, possessing high consumer properties. Thus, involving mineral wastes from Khibiny apatite deposits into hydrometallurgical industrial processing provides the basis for setting up a large beneficating-metallurgical complex. In this case ores and wastes from other deposits on the Kola Peninsula, containing titanium, rare, rare-earth and other valuable elements, may be involved into processing. Establishing such a complex will allow to organise a deep processing of natural resources, utilise some production wastes, improve ecological security and supply production with competitive output. Expanding the complex implies not only involving new mineral raw material into processing, but mainly deepening raw material processing, maximum utilisation of local natural resources and obtaining a wider variety of prime products.

Although small scale mining is regarded by many as of historical value only, this kind of mining activity is still much more widespread than is usually assumed. It has been estimated that it produces as much as ten per cent of the global mineral output. More significantly this figure is often much higher for many of the developing countries of Africa, Asia and South America, signifying the relatively greater contribution of small scale mining to the economies of those countries. It is also noted that small scale mining has always been a feature of mineral production in New Zealand and Australia. An attempt is made to define small scale mining, and the factors determining the suitability of small scale mining operations are discussed. The state of the art in small scale mining is reviewed and the author endeavours to rationalise the important parameters which contribute to successful small scale mining operations and discusses how these parameters may be optimised. The benefits of small scale mining to the mining industry as a whole and to the community at large are outlined. The paper concludes by emphasising the necessity to maintain small scale mining and 'explores' its future 'prospects'.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

This paper looks at recent advances in the United Kingdom (UK) tunnelling industry with particular reference to the A3 Hindhead Project. A 1.8 km long twin bore tunnel is the centrepiece of the A3 Hindhead scheme, which commenced construction in 2007 and is being delivered under a UK Highways Agency early contractor involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe-shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunnelling medium is a æsoft rockÆ sandstone for which there was little previous tunnelling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240 m long section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels. The innovative approach to the design of the following is discussed:the æpermanentÆ primary lining,an observational technique allowing optimisation of the steel pipe umbrella design,a plain concrete secondary lining designed for resistance to a hydrocarbon fire, anda spray-applied membrane.

We have considered the following characteristics of the crust and upper mantle of the Pacific Belt: seismic wave velocity anomalies, mechanical stress and shear deformation rate fields, heat flow and the pattern of metallogenic provinces of the Belt. It has been noted that there exist certain .regularities in distribution of the above mentioned geophysical characteristics and metallogenic zones within the Belt, displayed by prevalence of the lithophile elements in the Asia-Australian part of the Belt, and of the chalcophile ones within the American part.

The phosphorus content of the banded iron formation (BIF) and of the associated iron ore deposits in the north west of Western Australia is known to vary widely, a fact which has considerable econ~mic significance. Trendall and Blockley (1970) have described the variety of textural appearances of apatite in the Hamersley Group BlF, and suggest that apatite may account for the entire phosphorus content of the unaltered BIF.A preliminary investigation using an M.A.C. electron microprobe analyser has shown that, at least in some iron ores and in partially enriched BIF and associated shales, the phosphorus occurrence is more complicated than this. A suite of samples was examined from one location which covered the entire Dales Gorge Member and some adjoining macrobands in the Mt. McRae shale, together with samples selected for their high phosphorus content, degree of ore enrichment, and position relative to the enrichment zone. Calcium apatite was not observed in any sample of ore from this sequence, despite its ubiquitous occurrence in the BIF. Silicate mineralogy in the enriched regions also differs from that in the BIF, but this change has not yet been studied in detail.The phosphorus content of goethite in one orebody is often high and appears to be in solid solution in the goethite structure. It shows little or no variability on a micro-scale within a grain, except where theremay be a zoned enrichment near boundaries and solution channels. There is also a limited solubility of phosphorus in hematite (the maximum observed by the author is 0·1 per cent P); but where the hematite is martitic (after magnetite) its phosphorus content is always low or zero. In some bands, martitic hematite has been hydrated to goethite, and this also has a very low phosphorus content. Phosphorus was not found in the silica or silicates in the ore, and even when iron enrichment is just beginning, a limited suite of samples from the BIF suggests that the phosphorus content of the chert microbands is almost entirely in the microscopic goethite nuclei (after riebeckite) scattered throughout the chert. Granulation of iron ore fines into robust granules is critical to successful sintering and blast furnace operations in iron and steelmaking. Iron and steelmakers desire iron ore granules with high strength, uniform size distribution and low fuel consumption to enhance efficient sintering operation. Unlike hematite ore, magnetite concentrates do not granulate easily at low binder dosage to yield coarser granules due to the absence of nucleus particles. This motivates the present study to harness the complementary properties of hematite ore to enhance granulation of magnetite concentrates via blending. The current state-of-the-art in hematite and magnetite blend granulation is reviewed, along with granule property limitations. Organo-sulphur-based collectors (eg xanthates, dithiocarbamates and dithiophosphates) are widely used in the flotation of sulphide minerals. Xanthates (ROC(=S)Sû), for example, adsorb strongly at sulphide mineral surfaces, in a reaction that is electrochemically coupled with the reduction of dissolved oxygen. One of the oxygen reduction products, hydrogen peroxide, reacts directly with dissolved xanthate, leading to its oxidative decomposition. Experimental work has been conducted, using ethyl xanthate, to understand the molecular mechanism by which hydrogen peroxide reacts with xanthates. A number of degradation products have been identified, some of which have not been reported previously. This oxidative decomposition reaction pathway is discussed in the broader context of xanthate decomposition in flotation systems. One of the identified ethyl xanthate decomposition products, ethyl perxanthate (ROC(=S)SOû), has been observed in the process water of a number of mineral processing operations. The interaction of this molecule with goethite (α-FeOOH) particles, typical of that found in tailings dams, has been studied in more detail using attenuated total reflectance (ATR)-FTIR. The ethyl perxanthate molecule has been found to coordinate to iron (FeIII) at the goethite surface, and undergo a surface-catalysed decomposition process. In the presence of both PbII and goethite, a ternary surface complex is formed, where ethyl perxanthate is coordinated directly to surface adsorbed PbII atoms. The results obtained give some insight into the environmental fate of ethyl xanthate in tailings streams, and a basis on which to consider the environmental importance of such species in tailings dams. Strategies for the destruction of residual xanthate levels in waste water streams are discussed in terms of the likely reaction products.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. NZ Steel's flushing slag typically contains 1.2 per cent V203. Extraction of vanadium from powdered slag using a salt (NaCI or Na2CO3) roast/leach process was investigated. With NaCl, optimum extraction conditions were a charge containing 10 per cent NaCI, roasting in air at 875°C for 4 hours, followed by leaching in dilute H2SO4. Extractions were typically 30-50 per cent. NaCI roasting did not chemically attack the slag; the phase transformations that occurred were due to high temperature oxidation. Slag particle size had a significant effect on extraction.Optimum conditions for extracting vanadium by Na2C03 roasting were 20 per cent Na2CO3 in the charge and roasting in air for 3-4 hours at 850-875°C followed by water leaching.Na2CO3 roasting involved chemical attack that resulted in the formation of perovskite (CaTiO3) and carnegieite (NaAISiO4).The extent of vanadium extraction depended on the amount of Na2CO3 added and the original slag SiO2 content.Compared to the separate roasting treatments, simultaneous treatment with NaCI and Na2CO3 gave lower vanadium extraction, while requiring considerably higher roasting times and temperatures.

To design and operate a successful mine the technical specialists must agree on what is ore, what is not ore, and how quickly the orebody is to be mined and processed. These seemingly simple questions defy easy analysis and can push mining engineers, geologists, metallurgists and others to the limit of their capabilities. The questions are rarely addressed adequately in feasibility studies or in operational planning. To optimise the mine and processing plant requires proper determination of cut-off grades or values, prediction of feed variability on an hourly, daily or longer basis, right-sizing the mining rate for optimum product quality, understanding the cost of capital and the expectations of investors, and many other considerations that involve geology, geotechnical engineering, mining, metallurgy, environmental effects and economics. Disasters are often tragic outcomes of high-risk technologies such as mines. In Australia, more mines are being developed every day, and the risk of disasters is ever increasing. No matter how effective our conventional safety devices are, there is a form of accident that is inevitable. These relate to accidents that result from æinteracting failuresÆ in a way that could not be foreseen by the designers. In so-called ætightly coupled production systemsÆ (processes that happen very fast, such as on a high producing mine) the risk is even higher and our risk controls mostly introduce some sort of a technological fix. While we are at the one hand attempting to control the risk, we are also introducing another level of complexity. Are we really controlling the risk? This is one of the fundamental questions that will be addressed in this paper: Do we have the ability within the mining industry and other industries to effectively prevent these catastrophes, or are we, on the contrary, faced with an increasing risk as a result of increasing complexities of our technology, management systems and practices. This paper will contend that perceived improvement in risk control is an illusion of activity, and that the likelihood of mining catastrophes may be exponentially increasing. Although the paper focuses on the mining sector many aspects may be applicable across a range of industries. This paper will further contend that we are applying the right solutions to the wrong problems. Our focus is technological and procedural, while our problem is one of production cultures ripe for error and failure.

What do all iron ore mines have in common? Perfect production days! Yes, those harmonious 24-hour periods when the stars align and the daily output number rockets past the long-term average to hit new heights. While perfect days are always welcome, the focusing question iswas that just a ‘flash in the pan’ (due to a special cause) or an indication of the process’s capability (with clues to the common causes) which, if addressed, could make every day perfect? In the context of today’s operating environment, with the need to maximise productivity at minimum cost, it’s an important question.Investigations reveal that the throughput difference between a perfect production day and the average is often in the order of 40 per cent, and that bulk solids handling (BSH) system deficiencies are the largest (>50 per cent) class of lost opportunity. Root causes for underperformance of elements in BSH systems can often be traced back to the detailed design and even study-stage oversights. Essentially baked into the fabricated plant, operations are effectively forced to accept them at the point of practical completion and then deal with the consequences for the life of the mine. Subsequent normalisation of these defects in the planning process reduces visibility and hence the impetus for long-term solutions in favour of lower targets and quick fixes to keep the show on the road. On an industry wide basis the design processes and assumptions responsible for BSH system underperformance become enshrined as common practice and hence repeated across sites and organisations.In addition to making the case for action, practical steps that can be taken to help realise the significant productivity prize and avoid the problems in first place are provided.CITATION:Wellwood, G A, 2017. I want to explore whether it is valid or even useful to talk about sustainable corporations. After 20 years of focus on sustainable development, the concept of a sustainable corporation is not particularly helpful and it may in fact be profoundly misleading. Why? û because it obscures the need for corporations to be recognised as part of a sustainable society, rather than achieving some kind of corporate nirvana divorced from the social, political and environmental reality. It is more helpful to ask whether corporations are ready to recognise that they are one player among many within society û with the demands this would place on them in terms of transparency, accountability and social responsibility. The achievement of sustainable development has become the new corporate orthodoxy of many large corporations. It has become a clichT to argue that corporations must become æsustainableÆ. The achievement of æsustainabilityÆ is encouraged, as the ultimate step in some form of corporate evolution. We are failing to recognise that sustainability a process û not an end in itself. An enormous array of instruments is being developed to measure when sustainability is or is not being achieved. For example, corporate reporting has burgeoned into an art form, which describes æsustainabilityÆ in a variety of ways. There is no external standard applied to such reporting. These descriptions are quite partial and often place the best possible gloss on the companyÆs activities. I have become increasingly uneasy about this rhetoric and this paper has allowed me the luxury of sorting out my unease. I will discuss, largely in the Australian context, the current debate and literature and describe the way some global mining corporations are dealing with these questions, and finally, offer some suggestions which might be helpful at the operational level.
