The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

Sustainable development is about meeting these challenges and improving the standard of living for the benefit of the maximum number of people. These issues concern governments, communities, environmental and social action groups and individuals all over the world. Business too, has a fundamental role to play in delivering sustainable development. In particular, sustainable development is becoming increasingly recognised as a critical issue for the oil and gas industry to address and act upon. BP is committed to positively respond to the challenges posed by the objective of sustainable development.

The New Zealand microcontinent is relatively well endowed with gold deposits; its past gold production per unit area of 3.2 kg/km2 ranks high on a world scale. Total recorded production (1857 - 1986) is about 854 000 kg and most of this gold was mined between 1861 and 1920. There has been a strong revival in gold exploration and mining since 1979, with exploration expenditure of around $15 million per annum and a declared gold production in 1986 of 1265 kg (886 kg in 1985). In addition to numerous alluvial gold recovery plants working small to medium sized deposits (mainly in Westland and Otago), there are five medium to large projects that have started production (Martha Hill), or have reached advanced stages of construction (Grey River dredge), permitting (Golden Cross and Macraes) or exploration (Globe-Progress). Industries in the Kwinana area have embarked on a journey of improving the eco-efficiency of Western AustraliaÆs primary heavy industry area. The Kwinana Industrial Area has some unique characteristics that provide both opportunities and barriers. The Kwinana Industries Council and the Chamber of Commerce and Industry are working with the industries to identify a range of projects that can deliver improvements for both environmental and economic æbottom linesÆ, and to progress these projects using internal and external resources. The evolution of the process, its relationship to the ethos of operating companies, and the availability of resources to pursue projects, is an interesting study with lessons for others interested in taking the same course.

Early in 1940 the development and sampling programmes in hand on the North and British Sections of North Broken Hill Limited were such as to necessitate the drilling of a large number of drill holes ranging up to about thirty feet in length. On the British Section, one purpose was to test the existence, width, and value of narrow lodes believed, for geological reasons, to occur in the walls of the existing workings. Another object was to definitely disprove the existence of payable shoots of ore in certain largerhodonite and quartz-garnet ("garnet sandstone") pillars which had been formerly left as unpayable.On the North Section, the main purpose of the short holes was to delineate the ore-body boundaries by drilling laterally from drives in ore, and thus enable level layout to be planned in advance of sill stoping. It was also desired to test the walls of stopes in those portions of the mine where the economic limit of mining is not rendered obvious by a clear-cut wall, but should be determined by assay. In these latter cases it was hoped to eliminate "prospecting by stoping," a procedure by which any doubts as to the existence of further good ore behind the low-grade walls were settled by continuing to stope laterally until all chance of such an occurrence was removed.LONG HOLE ROCK DRILLINGFollowing an investigation of recorded instances of similar practice elsewhere it was decided to use the rock drill for a series of trial sample holes. A 3-in. drifter was used. This was selected from those in use underground, and was given a special overhaul; had a new machine been purchased, a 4-in. type would probably have been obtained as being more suited to the work. The rods were H in. hollow round steel with a type "1" Jackrod thread. Couplings were of chrome steel, and were H in. in diameter, and 2 in. long. Jackbits (type "1" thread) in sizes from 2 in. to 4 in., with 1-in. gauge changes, gave a range of nine bit sizes. They were resharpened by hot milling, and were not milled to a definite gauge size.After sharpening, bits were sent underground without sorting into sizes, the drillers selecting the next bit with callipers. In view of the small scale of operations, it was not considered worth while to adopt special measures, such as the cold grinding of bits, which might have given a better product. Later, however, new bits were used exclusively, the idea being to accumulate enough blunt Jackbits to warrant a thorough treatment of the sharpening...

The Winton Basin is one of three Southland sub-basins. The oldest known sediments are Early Oligocene terrestrial shales, sands and lignites deposited in half grabens formed as a result of oblique extension. A marine transgression in the Oligocene deposited mid-outer shelf to upper bathyal mudstones. Shallowing of the basin and tectonic quiessence lead to limestone deposition in the Early Miocene. Regional tilting led to uplift in the north and east and deposition of terrestrial lignites and gravels across the basin and the basement high to the south.

Tyre costs constitute 20-40 per cent of the operating cost of large haulage trucks, and tyre pressure maintenance is an important factor in minimizing costs.In the past, control over the hot (built-up) pressures of earthmover tyres has been inaccurate and inconsistent because it has not been possible, in a practical way, to measure the tyre's contained air temperature.A method for measuring this contained air temperature has now been devised using a bi-metallic probe thermometer inserted through the valve stem. Using these measurements in conjunction with a pressuretemperaturechart drawn up using the general gas equation, very accurate control over hot tyre pressures is now possible.

According to the temporal and spatial distribution of regional metallogenesis, thePacific Rim can be divided into four global metallogenetic systems. The Asia-Australia W-Sn metallogenetic belt is the typical representative of intracontinental metallogenetic systems. This belt resulted from Mesozoic and partly pre-Mesozoic tectonic magmatism, mainly related to S-type granite of crustal source that was generated by collisional orogeny combined with oceanic subduction in intracontinental and continental margin settings. Based on the concept of metallogenetic series, there is a group of mineralised ore types showing a definite spatial and temporal distribution from endogenetic to exogenetic. These metallogenetic series are widely distributed in the Asia-Australia W-Sn metallogenetic belt, and are well developed in Southeast China. Five metallogenetic series and two petro-minerogenesis evolution models have been established according to their tectonic settings, various types of granitoids and metallogenetic evolution.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

Goldfields (Tasmania) Limited operates a small, high-grade underground gold mine on the West Coast of Tasmania, 30 kilometres north of Queenstown. The main orebody, Zone 96, was discovered in 1989, with major development work commencing in 1993. The mine was officially opened in July, 1996. Initial production came from a shallow orebody known as the Sill Zone, some 50 - 150 m below surface, which was accessed by a 1 in 8 decline. Zone 96 lies between 350 m and 550 m below the surface and is accessed by a 402 m deep, 3.2 m diameter internal shaft from the collar level located 100 m below surface. The main ore extraction system in Zone 96 is mechanised cut and fill, using high density paste fill. Run of mine ore and waste are hoisted in a single 5.5 tonne overturning skip, then trucked from the underground collar to the gold plant ROM pad or waste dump, respectively. Ground conditions in the mine vary with orientation and proximity to major faults. The gold is contained in a sequence of strongly altered volcanic rocks adjacent to the Henty Fault. Most of the gold is contained in massive quartz, ranging in width from 0.5 m to 7 m, which has been subjected to substantial faulting. Average mineable grade is about 27 grams gold per tonne. Ore reserves in 1996 proved an initial mine life of approximately 4.5 years at 90 000 ounces gold per annum, with significant potential for additional resources from extensions to Zone 96 and adjacent zones. The lease is located in an environmentally sensitive area and a very high standard of environmental management is an essential part of the operation. This paper describes the relevant aspects of mining at Henty including grade control, ground support, backfill placement and environmental management.

Froth flotation of iron ores is one of the most widely used methods to upgrade iron ore into high-grade concentrates. In recent years, reverse cationic flotation of iron ores has been specifically the subject of several studies. Since quartz is the most common gangue mineral in iron ores, understanding the behaviour of this mineral was the main target of the majority of such studies. However, with the depletion of mineral deposits considered rich and easy to process, it has become more common to find iron ores with complex gangue minerals, which are composed not only of quartz but by a variety of silicates. The mineralogical composition of the ore is an important factor for determining reagents and mineral processing parameters. The mineralogical suite of an ore also presents a paramount role for operational optimisation of any given flotation process. Some studies were performed with different types of amphiboles and other Fe-bearing silicates, for example, but the influence of the mineralogical nature of these silicates in reverse cationic flotation has not been fully explored and will be discussed here. Changes in the traditionally used reagent scheme for reverse cationic flotation, generally including alkaline pH values, polysaccharides as depressant (mainly starches) and primary ether amines and diamines, are expected when dealing with iron ores with complex silicate gangue composition.CITATION:Veloso de Melo, C H, Correa de Araujo, A and Filippov, L O, 2017. Geophysical signatures of the Taranaki and Tongariro volcanoes reflect similarities in their age, composition and hydrothermal histories, but also reflect differences in host rock settings and edifice evolution. The Taranaki volcanoes have strong positive gravity anomalies showing that their edifices largely consist of dense andesite which reflects substantial lava production or dyke injection during construction and that large sub-edifice dyke/stock complexes occur. In contrast, the Tongariro volcanoes have strong negative gravity anomalies indicating low density edifices of volcaniclastic material; no sub-edifice intrusions can be identified, probably because of the lack of density contrast with host basement rocks. Strong positive magnetic anomalies over the younger cones can mainly be attributed to near-surface andesite lavas or dykes whereas subdued magnetic effects are associated with hydrothermally altered zones within both edifices and sub-edifice intrusions.

Microprobe analyses of electrum grains in some Hauraki Au-Ag deposits indicate that gold fineness is in the range of 500 - 800 (50 - 80 per cent Au), but for most deposits the range is usually narrower than this. The electrums contain minor amounts (<0.8 per cent) of copper, arsenic, antimony, mercury, iron, and sulphur. Platinum and palladium were analysed for but were not detected (detection limit 0.24 per cent for Pt or Pd). For some deposits (eg Waihi), the average fineness values for the analysed electrums correspond fairly well with the electrum fineness determined by assay during the historic mining operations.

In this paper, some of the constraints to applying bioremediation to the decontamination of polluted soils are introduced. Particularly, attention has been given to those associated with the geology of the polluted site. Areas which require further research have been addressed and indicate that geologists will play a key role, alongside microbial ecologists and engineers, in designing and implementing bioremediation strategies.

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. This paper provides a history of the challenges that were experienced while treating both the clayey oxide gold ores and the supergene copper-gold ores at the Boddington Gold Mine during the period 1989 to 2001. However the bigger challenge was to find a process flow sheet that would allow the economic treatment of the large low-grade competent gold-copper resource that underlies the oxide and supergene gold resource. Metallurgical test work and engineering studies on this resource started in the mid 1990s and culminated in the approval in 2006 of the 35 Mtpa Boddington Expansion Project to treat this material. The process flow sheet provides the basis of an energy efficient comminution circuit that includes high pressure grinding rolls and a treatment circuit with gravity separation, flash and conventional flotation to produce a precious metal low-grade copper concentrate followed by cyanide leaching of the rougher-scavenger and cleaner tailings streams. The treatment circuit allows maximum removal of copper minerals prior to cyanide leaching and so provides an environmentally responsible tailings disposal circuit.

As the theme of this conference is æRediscover OtagoÆ it would seem appropriate to revisit the era of the gold rushes and subsequent mining industry which rapidly advanced settlement and economic prosperity for Otago, and left permanent reminders in the form of historic mining sites, many of which are now encompassed within the Otago Goldfields Park. I have been invited to give a paper at this conference on the subject of æHistoric Goldfields of Central OtagoÆ. As well as having a working involvement with historic areas through my employment with the Department of Conservation, I have a personal interest in the early goldmining industry of Central Otago as my grandfather came out from Scotland in the 1890s to help construct gold dredges on the Molyneux. My grandfather made headlines in the local paper in 1920 when he believed he saw a New Zealand otter at Island Block near Beaumont - but that's another conservation trail that I will not pursue any further today! For this paper I intend to divide my time to cover the following topics. Firstly, I would like to sketch a mental picture of the characteristics that make up the Central Otago landscape, and the general perception that early miners must have had when viewing this foreign land. Then I would like to briefly discuss the changes and the consequences in the early gold rush to Central. Finally, I would like+ to discuss the establishment of the Otago Goldfields Park, which I will illustrate with several slides.

Kapowai Caldera Complex (KCC), located 10 km west of Tairua (eastern Coromandel Peninsula), is a late Miocene composite collapse caldera, formed during eruption of several small and large volume andesitic rhyolitic ignimbrites. Numerous epithermal Au-Ag mineral deposits and associated alteration zones at the KCC are related to caldera (rhyolite lava domes, intracaldera faults) or regional structures (faults). The main epithermal deposit exposed in the central KCC is associated with an E-W striking structural boundary fault that cuts the Welcome Jack rhyolite dome. Propylitic (calcite - chlorite) and sericitic (quartz - sericite) alteration haloes surround this deposit. Sporadic zones of sericitic alteration are also exposed within and on the margins of the Bulls Run rhyolite dome complex. Epithermal systems post-dated emplacement of these rhyolite domes, but were controlled by them. Propylitic alteration of ignimbrite in the floor of the Kapowai and Kauaeranga valleys is related to the major NE-trending Kapowai Fault which extends SW to south of Thames. Alteration along this fault pre-dates alteration associated with the rhyolite lava domes. Numerous sericitic and propylitic altered welded ignimbrite, rhyolite and andesite lava lithic fragments have been sampled from intracaldera ignimbrites, and although no direct source is known, they infer the presence of buried epithermal systems. Repeated epithermal activity at the KCC is inferred by the exposed epithermal deposits/alteration zones and the older buried geothermal systems. Silicic caldera volcanoes are considered to be critical volcanic environments for epithermal Au-Ag mineralisation in Coromandel, but are highly variable and need detailed stratigraphic, structural, petrologic, and geophysical studies to characterise them.

The alkaline ethylenediamine tetra-acetic acid (EDTA) leach process for extracting tungsten from scheelite (CaW04) ores has been examined for the treatment of low grade (<0.5 per cent WO,) residue dumps. The process has been considerably simplified by applying solvent extraction directly to the leach liquor.Ammonium paratungstate is thereby produced in a one step process and this obviates the need to physically recover EDTA prior to recycling. This modified process should be an economical method of tungsten extraction.
