INTERNATIONAL ENGINEERING CONGRESS This Congress will be held under the auspices of five National Engineering Societies, of whi h the Institute is one. The sessions will be held in 11 sections and the proceedings will be published in 10 volumes of 500 pages each, of which Volume 8 will contain the papers and proceedings on Mining Engineering and Metallurgy. The membership fee of $5 will entitle the holder to the volume of General Proceedings and Index, and, in addition thereto, any other single volume chosen. Other volumes may be subscribed for according to a sliding scale depending upon the number of volumes taken. The Institute will have a meeting in San Francisco during 1915, and it is desirable for our members to join the International Engineering Congress at in early date in order that their support of the enterprise may be given in its early stages, when it is most needed.

The strtcture of body-centered Fe-Ni-C alloys (0 to 16.5 wt pct Ni) containing less than 0.015 wt pct C was investigated by measuring the carbon-diffusion peak at low frequencies with a torsion pendulurrr. By determining the Snoek damping in ferrite and in quenched alloys of identical composition, the effects of nickel content and heat treatment were separated, and the existence of a structure in which Snoek damping is greatly reduced was revealed in the quenched ternary alloys. The relative amount of this structure increases with increased nickel content and cooling rate. It is proposed that this structure may be highly imperfect or tetragonal. In Fe-Ni-C alloys containing only ferrite the addition of nickel (0 to 5.1 wt pet) decreases tke area of the carbon-diffusion peak and shifts its position to lower temperatures but broadens the peak only slightljl. The decrease in peak area with increasing nickel implies that short-range interactions with the nickel atoms prevent some of the carbon atoms from participating in the relaxation process. The shift in the peak position indicates a long-range effect of nickel on the movement of carbon atoms so that at 300°K the diffisivity of carbon in -ferrite is increased by about 35 pct by the addition of 5.1 tut pct Ni. The results are presented as distributions of relaxation strength 072 the activation energy under the assumption that the frequency factor is invariant. BODY-CENTERED iron-base solid solutions dissolve carbon interstitially in the octahedral sites. The occupation of an octahedral site produces a tetragonal distortion of the surrounding lattice. These sites fall into three sets according to the orientation of the tegragonal distortion associated with each and may be identified by their lattice coordinates as: type 1/2 0 0, type 0 1/2 0, type 0 0 1/2. At low carbon levels in cubic ferrite the carbon atoms are distributed at random1 among these sites. In high-carbon body-centered iron-base solid solutions, which are unstable with respect to several two-phase mixtures, a tetragonal structure occurs as the product of the diffusionless transformation of austenite. This transformation is commonly accompanied by appreciable microstrain and its product is called martensite. The tetragonality of martensite, a supersaturated solution of carbon in a iron, is maintained prior to decomposition even though local diffusion of carbon occurs as evidenced by carbide precipitation. The tetragonality is taken as evidence that one set of octahedral sites is preferentially occupied by carbon. (This preferential occupation is called ordering below.) Support for this view is presented by the absence of strain-induced carbon-atom diffusion in high-carbon solid solutions (martensite). Such diffusion occurs in ferrite and produces the 40°C internal-friction peak observed at 1 cps frequencies.' Thus, there appears to be qualitative evidence favoring the view that at sufficiently high carbon levels tetragonality arises spontaneously as a result of the ordering of the carbon atoms; however, no experimental evidence exists concerning an equilibrium between cubic and tetragonal body-centered solid solutions. Moreover, attempts to estimate the energy of ordering7-' predict a value too low to maintain the tetragonality observed at medium carbon levels, 0.3 to 0.6 wt pct C. In the present work an attempt using internal-friction measurements is made to establish the presence or absence of tetragonality in low-carbon body-centered solid solutions formed by quenching austenite. Fe-Ni alloys containing about 0.01 wt pct and 0 to 15 wt pct Ni were selected for the study. While the work was in progress Gilbert and Owen10 reported that the transformation which occurs in these alloys during quenching at rates up to 5000°C per sec is not martensitic but is more properly categorized as massive. Salt Lake City was founded July 24, 1847, by Mormons under the leadership of Brigham Young. It had a population of 1 18.1 10, according to the United States census of 1920, and of 15 1,968, according to a civic survey, January 1, 1925. The Salt Lake metropolitan district is estimated to have 180.079 inhabitants. The city's area is 5 1.8 square miles. Its altitude is 4,354 feet. It has 514 miles of streets, of which 91 miles are paved. The streets in the main portion of the city are 132 feet wide and the blocks are 660 feet long. It has 144 miles of street railway and 2,200 electric street lights. It has fifteen parks and playgrounds, forty public schools and six private schools. It has eighty-nine church edifices, of which forty-nine are devoted to denominations other than the Mormon church.

In 1944, in the Texas Panhandle, 245 oil wells were drilled with a total daily initial production of 32,886 bbl., representing an average initial production of 134 bbl, per well. This was an increase over 1943 of 121 wells drilled, and an increased initial production of 13,861 barrels. On Dec. 31, 1944, the field was operating on an allowable of 113,567 bbl. per day, but actually was producing 85,539 bbl. per day from the 5901 oil wells. The tota1 production for the year was 33,439,436 bbl., bringing the cumulative total to 5.04,537,048 barrels. Three types of commercially-available dust suppressants, commonly used in the surface mining industry to control fugitive particulate emissions from unpaved roads, were tested in the laboratory for cohesive strength and resistance to reduced effectiveness by large water addi¬tions. Results indicate that each product tested varies in cohesive strength with a range of 34-300 kPa (5-44 psi). Total cohesive strength depends on the aggregate moisture content and the means by which the sample is dried. Results show that laboratory testing can be used as a decision¬making tool concerning the type of dust suppressant for a particular mining operation. Also, the road surface aggre¬gate moisture content u critical to successful dust suppres¬sant performance. Large water additions to the aggregate road surface after initial suppressant application can pro¬duce nondesirable results. A modified wet sieving analysis is presented to test the effect of water addition.

Do you know that valuable clues to the geology and mineralization of a district can be found in a handful of sand from a stream bed draining the area? This handful of sand has a story to tell to those who have a little patience. The handful of sand may contain tiny specks of valuable minerals (gold, scheelite, cinnabar, chromite, tourmaline-to mention a few), that will lure you upstream with the hope of uncovering a new deposit. More practically, this handful of sand can indicate the type of rocks that are exposed by the drainage system. Any mineral that has a specific gravity of 3.5 or higher can be separated from soil by panning. Garnet and pyrite, for example, can indicate an outcrop of metamorphic rock. In one district where the writer prospected, small boat-shaped orthorhombic crystals of topaz always indicated the presence of andesite outcrops.

THE strain sensitivity, K, a property of metals defined as the unit change in electrical resistance per unit strain, was measured for commercial purity titanium wire to determine its usefulness as a strain gage material. A Kelvin double bridge, accurate to 0.000001 ohm, was used to make measurements from 0 to 1 pct total strain. A positive value of 0.17 for K was found. This compares with 2.15 for constantan and 3.5 for cold-worked invar, two of the more common strain gage materials. The effect of temperature also was determined. It was found that a change in temperature of 30°F caused the same resistance change as 1 pct strain. It is therefore concluded that titanium would have utility as a strain gage only if the thermal fluctuations in the specimen could be controlled to a high degree and in applications of very large total strain.

George Hammell Cook was born at Hanover, Morris County, New Jersey, January 5, 1818. His early education was obtained in the country school, and he was, for a short time, a teacher in his native town. In 1836 he was engaged, as a civil engineer, in making surveys and locating the line of the Morris and Essex Railroad from Newark to Morristown, and the extension of the road to the Delaware River. Appreciating the advantages of a thorough education, and seeking a wider field of usefulness, he entered the Rensselaer Polytechnic Institute at Troy in 1838, and, was graduated from that .school in 1839. In this institution he heard the lectares of Amos Eaton, the famous teacher, from whom so many of our older scientists caught their inspiration and love for the natural sciences. PART I DENSITY AND ENERGY CHANGES IN COLD-WORKED COPPER IT has long been supposed that when crystalline materials are com-minuted the energy used in the production of increasingly smaller grain sizes is not entirely dissipated as heat but that a certain portion is "stored" as a part of the internal energy of the material. This portion usually has been called the "surface energy" of the particles. The practical interest of the Bureau of Mines in this subject in connection with the energy requirements of crushing processes has led' to the author's attempt to measure the "stored" energy in finely divided calcite by heat-of-solution methods1. The experiments on calcite showed that "storage" of energy could not be proved for this material, because fine grinding caused a lack of chem-ical homogeneity evidenced by loss of carbon dioxide and subsequent adsorption of water on the surfaces of the calcite particles. When thermochemical correction was made for composition changes the cor-rected heat of solution was less for fine material than for coarse. Con-tinuation of the experimental work into the problem of comparing work and heat in the deformation of metallic crystals, where the calorimetric difficulties were less, showed, however, that in the case of copper and aluminum a real discrepancy between work and heat could be shown. PROGRESS in a technical art is of several kinds. It springs .from many diverse sources. It comprises invention, mechanical improvement, operating advance, analytical study, education. Invention is, by definition, a relatively great, essentially individual step, taken quickly. Operating advance is the slow, cumulated march of practice; in contrast, it moves at the pace of the tortoise, but over, the years its effects rival and, in some cases, surpass those of invention. Mechanical improvement- is a usual concomitant of the reduction of invention. to operating practice; thereafter it is a primary tool of operating advance. Analytical study is the process of mental digestion of the fruits of invention and practice. Its purpose is to render these into a form assimilable by the art as a whole, and by the perennial crop of would be practitioners. Education, disseminating the results of such study, consolidates and maintains the positions gained. Thus, slowly at first, but continuously accelerating, the tide of progress grows- to flood. Such growth, in mathematical parlance, is expressible in the general form y = mxn, where x is time, n is some positive number greater than one, m is another positive number, and y is the state of the action at instant x. The Birdwell 3-D Velocity Log displays photographically the amplitude of elastic waves as a function of time and of the depth of the logging tool in a borehole. The elastic waves are generated by a magneto-strictive source transducer and detected by a receiving transducer, which is at a fixed distance from the source. The output of the receiver, which is proportional to the amplitude of the received elastic waves, modulates the light that exposes the film record. The duration of the receiving time can be selected to record the entire wavetrain of late events or to record only early events at a finer time scale. When a full complement of elastic waves (i.e., the refracted compressional wave, composite shear wave, direct fluid wave, and boundary wave) is recorded, their velocities and the density of the borehole fluid provide the information necessary to compute the elastic moduli and density of the rock surrounding the bore-hole. The differences between the values of the moduli determined from measurements of 3-D Velocity Logs and by other better known techniques are small, well within the limits of experimental error, when the velocity log is interpreted by an experienced seismic analyst. IN THE years immediately preceding 1914, the American people earned an aggregate income of 33 to 34 billion dollars, of which they saved about five billion, the annual saving being expressed mainly in the form of houses and railway extensions; to a less extent in public utilities, public improvements, factories and mines; and to a very small extent in foreign investments. It appeared needful that we should save and invest annually in these ways about 15 per cent. of our aggregate income in order to keep the development of our plant, so to speak, ahead of our steadily growing needs. The common knowledge that at present our housing and railway facilities are inadequate suggests immedi-ately that we have been running behind the pre-war ratio of reinvestment. Since 1919, we have not had any carefully prepared, authoritative estimates of the national annual income. However, with some experience in this subject, I have ventured to make rough estimates, which rest on solid foundations, although some rather empirical develop-ments are involved. Such estimates would be consid-ered good work in this field if they fell within limits of 10 per cent., plus or minus. Even so, these data are more useful when quickly available than more accurate data that are belated; for recognizing that there is a margin of error we can at least get a reasonable and approximate idea of how things are going.

Tsumeb has added a chapter to its absorbing history with the beginning of copper smelting operations this month. This development will be followed shortly by another one when lead smelting and refining plants go on the line next year. In our own milieu these events would be common- place enough (although a new lead smelter certainly would be cause for wonder), but in the sparsely settled remote regions of northern South West Africa they are a dramatic industrial expansion. They are also, however, a sound businesslike extension of policies which have marked the tenure of Tsumeb Corp. Ltd. The historical data given in Table I are a drab listing of factual bones without the corporeal splendor which should surround the denouement of the Tsumeb bonanza. When Sir Francis Galton traversed the country, his was an expedition which was in keeping with the then blooming era of heroic explorations. The Otavi highlands in the interior were unexplored and the reception of the natives uncertain. While the exploratory work was in progress during the turn of the century the Hottentots and Hereros were successively in open bloody rebellion. The suppression of these uprisings, particularly the Hereros, by German soldiers so decimated the tribes that a labor shortage ensued for many years, hampering the development of the colony. To these troubles may be added difficulties In obtaining mining supplies. However, there should have been no shortage of meat from wild game judging by conditions prevailing even today.

DUring the summer of 1905 I was employed by the U. S. Geological Survey to investigate the geology, mining, and preparation of barite in most of the fields of the United States. The Eastern districts have been more or less completely described; the Virginia field in detail by Thomas L. Watson, in his paper, Geology of the Virginia Barite-Deposits,' and other fields in abstract, including statistics of production and references to current literature, by various authors.2 There have also been published a few details of the occurrence of barite in the lead-mines of Washington county, Mo.³ The other accounts of this district are erroneous and meager, and since this field is the most important one in the United States at the present time, a detailed description of the local geology seems doubly desirable. Barite-deposits are scattered over nearly the whole of Washington and adjoining counties, but the product is all mined from the areas indicated upon the sketch-map, Fig. 1, and is shipped from the stations of the St. Louis, Iron Mountain & Southern railway, between Blackwell and Potosi, from 45 to 60 miles SW. of St. Louis. The topography is for the most part gently rolling, with slightly graded streams, usually less than 200 ft. below the higher hill-tops. [Minerals, generally of great geological age, are to a very large extent the material basis of what we know as modern civilization. In most of the so-called civilized world the use f minerals has become such a commonplace that it is easy to se sight of their importance. It was the use of minerals, obably more than anything else, that made it possible for e American people to expand from the Atlantic seaboard the Pacific in a little over one hundred years. As the 1 to use the natural wealth at hand constitutes a funda¬ental element in American life, there seems to be justification for the thought that American geography is largely mineral geography. Of all American environmental reactions, the most striking are those which have come about through the use of the metals and the power fuels. If we turn to the ancient industry of agriculture, we find very little that is unique in North America except those developments which have come about through the use of machinery and transportation, both of which are contingent upon the use of minerals. Practically every crop now grown n North America was grown in some part of Europe before merica was discovered. One can point out exceptions to statement but in general it is true.
