ORGANIZATION of The Federated American Engineering Societies was effected at the organizing conference of national, local, state and regional engineering and allied technical organizations at the Cosmos Club, Washington, D. C., June 3 and 4. Thus is brought into being the greatest national engineering society in the world. The object of the organization is to further the interests of the public through the use of technical knowledge and engineering experience, and to consider and act upon matters common to engineering and allied technical professions. Prominent engineers from all parts of the country, representing more than 75 engineering societies, with an aggregate membership of more than 125,000, participated in the organization. The constitution as adopted by the conference, calls for the creation of s managing body to be known as the American Engineering Council, and its executive board. The belief was expressed that the entire organization would come to be spoken of as the American Engineering Council. The council is to coordinate the activities of state councils and of local affiliations whenever these activities are of national or general importance or may affect the general interests of engineers. Representation in the council is to be according to membership of the component societies.

At very low concentrations, carbon dissolves interstitially in molybdenum resulting in a linear expansion of lattice parameter with increase of carbon in solid solution. Geometrical consideration of the relative size of carbon atom to size of interstice approximately predicts the observed volume expansion. THE element carbon, occurring in molybdenum, either as an unavoidable impurity, or purposely added, markedly affects the mechanical properties of molybdenum. Several investigators1-" have noted the occurrence of molybdenum carbide at the grain boundaries of cast molybdenum, and Fischer and Rengstorff' have shown that this intergranular constituent can induce intergranular brittleness. The appreciable change, with temperature, of the solid solubility of carbon in molybdenum, found by Few and Manning," suggests other important effects upon mechanical properties. Finally the relative atom diameters of carbon and molybdenum (the ratio of atom diameters is 0.59) are indicative, by analogy with iron (ratio of carbon atom diameter to iron atom diameter is 0.65), of a possible interstitial solid solution. If carbon dissolves intersti-tially in molybdenum, anelastic effects and age-hardening effects, similar to those observed in other body-centered cubic metals, could be expected. However, from the work of Sykes, Van Horn, and Tucker," it might be inferred that carbon forms only a substitutional solid solution with molybdenum. These considerations made it desirable to study the effect of carbon on the lattice parameter of molybdenum in greater detail than heretofore. All heat treating was done in a high temperature furnace7 built specifically for heat treatment of molybdenum. The temperatures and times of heat treatment were determined from the a solubility limit for the Mo-C system." These heat treatments were carried out in argon which was purified with respect to N, and H.!0." Purification of the argon was accomplished by passing the argon over hot (750°C) titanium and then through a magnesium perchlorate drying tower. As many as six samples were run concurrently and quenched at different times without interrupting the furnace cycle. Both the purity of the furnace atmosphere and ability to quench samples from any temperature up to 4000 °F were of prime importance in the successful heat treatment of samples for the lattice parameter investigation. Carbon Analysis The Leco Combustion apparatus was used for carbon analysis. This apparatus is capable of an accuracy of & 0.003 pct for a 1 g sample in the range below 0.10 pct. However, it is felt the degree of accuracy is somewhat better than this limit in view of the consistency evident by cross checking a number of determinations. The Battelle Analytical Laboratory consistently reported check results to within k 0.001 pct C. X-ray Measurements The molybdenum wire specimens (20 mils) were carefully filed down to about 12 mils and then etched with nitric acid to 8 mils. Carbon analyses were made on specimens before reduction in size; however, since there was no evidence of surface carburization, it is probable that the carbon was uniformly distributed throughout the sample. The resultant specimens were strain free and small enough to minimize the error in the lattice parameter determinations due to X-ray absorption. Diffraction patterns were obtained with a Debye-Scherrer powder camera 114.59 mm in diam utilizing the Straumanis type asymmetrical film mounting. Nickel-filtered copper. Ka radiation and zirconium-filtered molybdenum Ka radiation were used. Line positions on the film were measured with a traveling microscope equipped with a vernier scale permitting measurement to 0.001 cm. The average of five readings was used to determine the position of each line. The lattice parameter for each specimen was determined from the data by the extrapolation method of Bradley and Jay, Y.e., the intercept at 90" of the straight line obtained by plotting the apparent lat-

This paper represents a start on the problem of choosing alloy steels for a given application on the basis of toughness as indicated by the room temperature notched bar impact value at the desired hardness level, and as such, is very useful. I believe, however, that the authors will agree that it is only a start on this problem. The authors state that neglecting temper brittleness or other possible effects of the tempering temperature level, the impact values at a given grain size level will be determined principally by the hardenability. This is, of course, true inasmuch as the hardenability determines the microstructure, but it serves to emphasize the broad field that hardenability now covers, since this study apparently includes mi¬crostructures ranging from full martensite to coarse pearlite. Furthermore, the + or - 20 ft-lb spread in the correlation with hardenability, which certainly limits the usefulness of these results for many applications, indubitably reflects the wide range of microstructures corresponding to a given value of hardenability in terms of the difference between full martensite and asquenched hardness.

PART I.-QUALITATIVE, SPECTRUM ANALYSIS THOSE chemists (they are still greatly in the minority) who use the spectroscope, use it very often, and find it almost indispensable. As a means of detecting minute quantities of the metals it is unrivalled. A metal can be readily distinguished in the presence of any other element, compound, or mixture without the necessity of separation. The qualitative analysis of the metallic constituents of a substance, which, the spectroscope gives so easily, is a sure basis for planning a chemical analysis. As the determination of each element proceeds the purity of precipitates maybe checked as often as desired. If, possessing these advantages; the spectroscope has been neglected in general chemistry, it is not surprising that it was neglected in metallurgical chemistry; for many of the impurities which are of industrial interest, even when they are present in a metal or alloy in small quantities, are not then always easily detected by the examination of their visible spectrum. The authors enumerate the factors which appear, from their observations and practical experience of failure of aircraft components in Great Britain, to be responsible for causing a metal or alloy to fail by stress corrosion. The essential conditions for promoting failure by stress corrosion are: (I) tensile stress at the surface of the component, (either residual or applied), and (2) an attacking medium that may be a solution or a liquid metal. Particular attacking agents are effective only on certain metals. In all instances of stress-corrosion failure experienced, cracking of an intercrystalline form has occurred and examples of such failure in aluminum alloy, steel and copper alloys are described and illustrated. The relation between microstructure and stress corrosion is mentioned and methods of investigating the susceptibility to stress-corrosion failure of metallic materials are described. The precautions to be taken in selecting materials for particular aircraft components and the importance of adequate protection against chemical attack are considered. The authors have given a factual survey of stress corrosion and have made no attempt to advance any scientific explanation of the phenomenon.

Multiple seam mining has been studied and writ- ten about extensively in the past and in the latest review of the subject in 1956 David Stemple covered it exhaustively. The present discussion has to do with only one phase of the problem-"The effects on upper seams when the lower seams have been mined first." The study presented here is based on observations made in mining operations in southern West Virginia and adjoining areas of Virginia and Kentucky during the past 43 years. These observations are largely confined to the Pocahontas coalfields of southern West Virginia which have, since 1883, produced well over one billion tons of coal from an area of about 300 sq miles and where multiple seam mining has been active, or is now active, at more than 40 operations. The observations and conclusions as to the effects on upper seams when lower seams have previously been mined are therefore related only to the local coalfields in the area of the three states named but I believe that they can be applied generally to other coalfields.

A great deal of speculation, as well as actual experiment, has been devoted to ascertaining the changes in the materials (luring their descent in an iron blast-furnace, affecting (1) the chemical constitution, (2) the mechanical condition, and (3) the arrangement of the materials. With a view to throw some light upon the third question, we constructed a model and tried experiments which are here described. Our model is a vertical section of a furnace, with the lines of the Edgar Thomson furnace D of 1885 for the use of which we arc indebted to Mr. Gayley. The model is 40 inches high, and made to scale (1/2 inch equals 1 foot), and the horizontal section of the space through which the charge falls at any point in the descent is 11/2 in. x d, d being the diameter of the furnace at that place. Inquiries are frequently made concerning the chalk- and clay-beds of Arkansas, usually with a view to the manufacture of Portland cement. The chalk-deposits were first described by Professor R. T. Hill in the annual report of the Geological Survey of Arkansas for 1888, vol. ii., pp. 153-162. Since the publication of that report I have visited localities then unknown, and have accumulated considerable additional information concerning these deposits, dl of which is brought together in the present paper. My report upon the clays of the State has never been published; only a few of the more conveniently available deposits are mentioned in the present paper. The Chalk-Deposits. Stratigraphic Position of the Chalk.—The chalk-deposits of Arkansas belong to rocks of Cretaceous age. The Cretaceous rocks are confined to a single definite area in Southwest Arkansas. Beginning on the Ouachita river, a little northeast of Arkadelphia, its southern or upper margin follows a line about five miles southeast of, and approximately parallel to, the St. Louis, Iron Mountain and Southern Railway from Arkadelphia

IN order to show the need for gas reserves, their control, and conservation, in California, it is necessary to describe briefly the local conditions under which gas is produced and marketed, to point out the lack of coordination between supply and demand, and to relate the history of efforts to prevent wastage. There are now 24 fields in California producing a surplus of gas over field fuel requirements. They are usually grouped geographically into three divisions, as follows: (I) Los Angeles Basin (Los Angeles and 0 r a n g e Counties), thirteen fields, all casing-head gas. Total daily gas available for sale 125,000, 000 ?cu.ft. (2) Coastal (Ventura and Santa Barbara Counties). Seven casine-head and one dry gas field. total-avail- able daily, 165,000,000 cu.ft. (3) San Joaquin Valley (Kern, Kings, Fresno, and San Joaquin Counties). Four casing-head fields, five dry gas fields, and two producing casing- head and dry gas from different zones. Total available daily pro- ducticon, 475,000,000 cu.ft. Total all fields, 765,000,000 cu.ft. daily.

THE accepted basis of comparisons between mills of different diameter is the percentage critical speed. [ ] In the following analysis capacity, T, is expressed in short tons per hour, tph, and power consumption, P, in kilowatts, kw. Accordingly power consumption per unit of capacity, Po, will be expressed in kilowatt hours per short ton, or kw-hr per ton. In all equations D refers to the inside diameter of the mill in feet and v to the peripheral speed of the mill in feet per minute inside the liners. Comparison between separate mills must be based on equivalent grinding conditions, i.e., same feed, same size distribution of feed, same size distribution of product, and same percentage of solids. In addition, comparisons between separate rod mills must be based on the same rods, same type of liners, and same percentage rod load. Comparisons between separate ball mills presuppose the same balls, similar liners, and same relative ball load. The practical np-range through which the equations apply varies, being narrower for fine grinding in ball mills and wider for coarse crushing in rod mills.

IN THE congressional act establishing the Bureau of Mines one of the functions outlined was "to assist I the industry in the prevention of mineral waste." This had not only to do with the waste in mining but in milling and metallurgical practices, including smelting. The organization of the Bureau of 'Mines includes many divisions, each working in a particular field and charged with certain investigative work. The metallurgical division has the above duties under its immediate supervision, and the station located at Salt Lake City is directed by the chief of this division: There are ten experiment stations of the Bureau of Mines, located in various parts of the country, most of them being housed at state universities under cooperative agreements. Considerable care was exercised in locating the stations and in choosing the particular type of work to be investigated at each place. Inasmuch as the Bureau was designed to serve and cooperate with the industry it is only natural that the investigative work be of interest and importance to the territory immediately adjacent to the respective stations.

CONTROLLED cold work is used between solution heat treatment and precipitation heat treatment for producing certain tempers of the commercial aluminum base alloy 2219 (designation of the Aluminum Association, U.S.A.) which contains 6.3 pet Cu as the major ingredient responsible for the age hardening. The complete composition limits for this alloy are listed in Table I. The alloy has been described in detail,' and the control of the heat treatment has also been published.2 Beneficial effects of such cold work in other alloys have also been pointed out.3'4 NO data have been published on the effects of varying amounts of cold work under fixed aging conditions. In connection with an investigation of the possibility of providing the desired cold work by explosively generated shock waves, it became desirable to investigate the effect of variable cold work, and to compare the re -sults with those obtained from explosives. I. INTRODUCTION THE geology of the Tintic mining district, fully treated, would occupy an elaborate monograph. This less comprehensive paper is devoted primarily to the occurrence and origin of the orebodies of the district, while space is given to those phases of the general geology only which seem necessary to a proper setting of such a discussion. The first geological report on the Tintic district to be issued was that by Tower and Smith, published in 1899, in the form of a paper in Part III of the Nineteenth Annual Report of the U. S. Geological Survey, and also as Folio No. 65, Geologic Atlas of the United States. About four years ago a second investigation was begun by Waldemar Lindgren and G. F. Loughlin, of the U. S. Geological Survey. With the exception of a paper on the oxidized zinc ores of the Tintic district by Mr. Loughlin, the results of their work are still unpublished. The writer's acquaintance with the district began in the fall, of 1913, and has extended over a period of about two years.

ONE of the major purposes of the Institute is to "maintain ... a library of books relating to subjects cognate to the sciences and arts of mining and metallurgy." In conformance with this purpose the Institute maintained its own library for a number of years until 1912 when it was merged with the libraries of the other Founder Societies. At that time the A.I.M.E.'s share of operating expenses was wholly covered by the income from a $100,000 gift from James Douglas. But interest on the Douglas Library Fund has declined from 51/2 per cent to 31/4 per cent; the library has grown from some 50,000 volumes in 1913 to more than 170,000 in 1945, with consequently increased costs; and its costs nave otherwise risen. The Institute today contributes to the library annually about 65c per member, of which about 25c is income from the Douglas Fund, or a net charge, from regular income, of 40c per member. Arthur H. Elliott, New York, N. Y.: We have all been very much interested in the results of Dr. Bone's work, which Mr. Ellis has presented to us this evening. The high temperatures attained by this method perhaps afford us an explanation of the temperatures reached in the puddling-furnace with its crude and almost primitive methods of burning fuel, by means of which we have, nevertheless, been able to melt iron in a comparatively short time, and keep it in a molten condition down to a high degree of purity. No doubt many of us have wondered, as I have done, how such a result could be obtained in such a way; and it occurs to me that, perhaps, Dr. Bone has supplied the explanation in disclosing the effect on combustion of burning gas and air after passing through, and in contact with, a porous refractory body. May not the fettling of the puddling-furnace have, in some degree, an effect upon the combustion like the influence of the porous diaphragm employed by Dr. Bone ?

The objective of delineation drilling is to provide a data base for the tonnage and grade estimates required to evaluate the economics of mine development. As drilling information is accumulated, geological risk is reduced and more reliable estimates of tonnage and grade are obtained. Investment in drilling is justified by the benefits which result from improving the reliability of the economic criteria evaluated. These benefits are subject to diminishing returns, i.e. as drilling information is accumulated the reliability of the economic criteria evaluated is improved but at a decreasing rate. At the same time, costs are incurred -- the direct investment cost associated with additional drilling and the time cost of delaying possible production revenues. The economic sampling limit is de- fined by the point at which the marginal benefits from drilling investment just balance the marginal costs. The paper describes the formulation of an economic model to optimize investment in delineation drilling. The model is applied to a simulated mineral deposit to illustrate the economic effects of a sequential drilling program.

What is the cummulative rate of recovery of copper from a sulfide leach dump? The technical answers to this frequently asked question may vary from "I don't know" to "quite good" from people of the same company. Management also poses this question because it plays a vital role in planning future production. The answer is difficult because of the many variables between different operations such as physical construction of the dump, topography of the original site, characteristics of dump material, mineralization and water application. Each of these factors and others have a bearing on the rate of recovery. Anaconda's method of water distribution at Butte is unique in that each dump is drilled to allow physical injection of water into the dump. The injection holes are drilled vertically on 25 ft centers from the surface of the dump. Normally, the holes are drilled 40 ft deep and cased with 4-in. PVC perforated pipe. The pipe is perforated at one-foot intervals with four 1/2 in. diam holes at 90" spacing on the pipe circumference.
