Since the end of World War II the Soviet Union has made great strides toward economic development of the country. Today it is firmly established as the world's second largest industrial power after the United States and it has committed itself before the people on both sides of the Iron Curtain to catch up with and to overtake us within a few decades. No nation could achieve such a degree of industrialization or aspire to become the world's industrial leader without a large supply of many basic mineral raw materials or at least easy access to such resources. In addition, it requires technical competence, a large skilled labor force, and a high rate of capital investment. Why should we concern ourselves with these Soviet aspirations? The Free World's yardstick of measuring a nation's well-being is the standard of living of the people in that country. Presumably even Communist governments are committed to some, however gradual, improvement in the standard of living of their people. The population of the USSR is 20 pct greater than that of the United States. Hence, if they ever achieve a standard of living equal to ours, they must by all logic reach a greater overall industrial output. However, in the U.S.S.R. the standard of living of the masses has not kept pace with the expanding industrial production and is still far behind that of the United States. Our concern, therefore, is with what the USSR intends to accomplish with its expanding industrial power: Will they produce large mineral raw-material surpluses and manufacture products to compete with us for world markets and attempt to put us out of business if not use it directly to wage war; or will they use their resources merely to produce more consumer goods for the Soviet people; or will they, along with other Communist nations in the not-too-distant future, compete with us for the world's sources of mineral raw-materials to maintain a high level of mass consumption?

Interesting results were recently obtained in geophysical prospecting at the Questa mine of the Molybdenum Corpn. of America in New Mexico. This paper describes that survey, which was carried out during October and November, 1927, by the Swedish American Prospecting Corpn. It is hoped that the paper will make it possible for the mining man to form an opinion of the applicability of geophysical prospecting under difficult conditions, showing, as it does, the results when prospecting for small small orebodies with comparatively poor conductivity, in a region of rough topography. Some principles underlying electromagnetic prospecting not known to be published previously will also be given in an elementary way, with special attention to the general structure of the electromagnetic field. Geological. Conditions at Questa The property is situated in the Taos range of the Rocky Mountains in northern New Mexico. About this region, L. C. Graton says:' The main range is made up of Pre-Cambrian granites, gneisses and schists but in the vicinity of Red River igneous rocks of later age are present almost to the exclusion of the older series. These younger rocks are divisible into two groups. The older of the two, probably Pre-Tertiary age, is represented by large intrusive masses of monzonite porphyry, usually containing considerable quartz. The more recent group comprises intrusive and probably effusive dark-colored andesites and coarse andesitic breccias, some of which contain fragments of the monzonite; there are also flows of rhyolite and beds of rhyolite breccia. The evidence regarding the relative age of the andesite and the rhyolite is not wholly satisfactory, but there is little doubt that the andesite is the older. The ore deposits, although occurring more commonly in the monzonite porphyry than in the rhyolite, nevertheless are believed to be genetically related to the rhyolite. They certainly cut the rhyolite or andesite in places, and hence fall in the late Tertiary. The molybdenite at the Questa mine occurs in veins in the alaskite granite porphyry belonging to the older part of the Pre-Tertiary eruptives. The growth of human knowledge is an evolutionary process. Historically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors of rocks, minerals and fossils. Thus geology evolved as a descriptive science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treatment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European universities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with the university departments of the other sciences.

At a special inaugural ceremony in Blue Hill, Maine on August 3rd, Governor John H. Reed detonated the first blast to signify the beginning of development work on a new copper-zinc mining venture that seems destined to focus increased interest in the mineral potential of that State. The property which is the first new base metal mine to be discovered in the northern Appalachians in 30 years, is owned by Black Hawk Mining Co., a subsidiary of Denison Mines Ltd. of Toronto. When it goes on-stream in 1966, it will join Ducktown, Tenn., as the only active copper producing region, east of the Mississippi River. According to official reports submitted by the Company to Robert G. Doyle, Maine's State Geologist, Black Hawk has found ore reserves totalling 4.5 million tons. Assays show 2.8 million tons of 2.0'; copper and 0.4 oz. of silver per ton; 1.2 million tons of 16.75% zinc and 0.58% copper; and 0.5 million tons of 6.75% lead with 4.25 oz. of silver per toil and some zinc.

Mines are interesting by reason of what they have done for man, or of what has been done for them by nature. Not all are interesting on both scores. Many profitable mines are commonplace to the geologist; and many presenting unique gcological conditions have been sad failures commercially. The Standard group at Bodie has produced in 25 years, $14,500,000, paying $5,000,000 in dividends.' On the other hand, this output has beeu mined (almost wholly above the 1,000-ft. level) from a system of more than 100 veins, ranging in thickness from 0.5 in. of ('specimen rock" to 30 ft, of clay and quartz; distributed through a zone about 2,000 ft, in width, and representing from three to five distinct periods of formation. This group, therefore, by reason of its industrial record as well as its geological features, may fairly be regarded as doubly interesting. The Bodie district occupies an island of recent (Tertiary) hornblende-andesite, surrounded by a complex of igneous rocks and breccias. The concepts of "redox potential" and "oxide-ion activity" are suggested as measures of the fundamental slag properties of interest to the extraction metallurgist. Thermodynamic data for single oxides are presented graphically in these terms and a method of expressing desulfurization of steel in electrochemical terms is indicated. The application of the theovy to mixtures of oxides (slags) is discussed and the redox potential is shown to provide a link between all the redox equilibria in a slag-metal system. In particular, the redox potential of the slag, its basicity, and the oxygen partial It is now generally recognized that slags are mixtures of polymeric anions of silicates, aluminates, phosphates, and so forth, neutralized by cations. However, conventional thermodynamic treatments of slags have almost always been in terms of activities of the pure component oxides (e.g., SiO,, CaO, A1203, and so forth), which are known not to exist as such in slags. While this type of empirical treatment is perfectly acceptable and provides a rigorous and self-consistent way of considering thermodynamic properties, it can give little guide to the structure of slags, since its very nature ig- pressure are closely connected. Direct deternzination of these by electrode-potential measurements is possible. Literature calculations of ion activities in the system Ca0 -Fe0-SiO,/molten iron are used to evaluate redox potentials, which are shown to correlate with data on sulfur partition in the system. In addition to its application to equilibrium conditions, an electrochenzical approach to slag-metal reactions might provide a basis for new methods of studying the kinetics of these reactions and for plant-control instruments in the pyrometallurgical industries. nores such complications. Recently, the thermodynamic properties of some slags have been successfully interpreted in terms of activities of anions of varying degrees of complexity. (While these have been successful curve-fitting exercises, there is no direct implication that the anions used in the models are necessarily the ones which actually exist in slags.) The success of these ionic thermodynamic treatments is encouraging but a complete picture of slag structure is still a long way off. What is needed is a complete knowledge of the values of stability constants for all reactions in slags of the type:

Continental Materials Corp. operates two under- ground uranium mines in the Crooks Gap district of central Wyoming. Both mines are developed as slusher mining operations through vertical shafts with single level haulage to slusher pocket loading stations. In general, operations at both mines are similar except for depth and some minor details. The shafts are identical in cross-section, each with a 4 ½ x 5-ft hoisting compartment and a 4 ½ x 5-ft manway. Kimberley-type skips are loaded from measuring pockets through air-operated guillotine gates. The Seismic shaft is 245 ft deep and the Reserve shaft depth is 585 ft. The Seismic shaft was sunk in 1957 and the mine has been producing 200 tpd since 1958. The Reserve shaft was sunk in 1960 and the mine is still in the development stage. The hoists of both mines are equipped for semi-automatic operation; that is, they are mechanically controlled to perform a certain cycle of duty and then stop until another cycle is manually initiated. The Seismic hoist, however, was originally a conventional, manually controlled unit; the reserve hoist was installed as an automated system.

The performance of the nine 5.5 m diameter x 6.4 m mills (18 x 21 ft) initially installed at Bougainville Copper Ltd. did not meet the laboratory and pilot plant derived design expectations as measured by Bond Work Index. During the post-commissioning period, inefficient grinding of coarse material resulted in a build-up of large circulating loads and led to reduced throughputs because of pump and cyclone overloading. Installation of larger pumps and cyclones and development of an improved circuit control philosophy alleviated materials handling problems and permitted higher tonnages to be attained. Since 1977, plant throughput has been increased by installation of three additional mills. These are 0.9 m (2.9 ft) longer than the other nine and have a higher capacity. Developments in classification and mill speed-up, together with a finer ball mill feed size and substantial improvements to mill availability (99% in 1982) have further increased plant capacity. There is a continuing emphasis on improving grinding circuit efficiency in terms of throughput/grind. Current development work includes trials of graded ball charges, different liner profiles, and assessment of scalping/regrind proposals.

THE effects of oxidation on the flotation behavior of sulphide minerals have been extensively studied,1-3 but no similar study has been made of coals. Coals of bituminous and lower rank undergo atmospheric oxidation during mining and storage, and their degree of oxidizing increases with temperature4,5 and time of exposure.6 The problem of recovering fine oxidized coal from culm piles, rivers, and streams by froth flotation has become increasingly important to the coal industry as well as to those concerned with air and stream pollution. This paper describes the flotation behavior of oxidized and unoxidized coals and carbons in the presence of oily collectors and presents the reagents found effective in the flotation of oxidized coals and carbons. Except where otherwise stated, flotation tests were performed in a 50-g Denver flotation cell. Solid feed for each test was 30 g, and the pulp dilution was kept at 8.5. The -65 mesh coal sample was wetted by agitation with water in the flotation cell for 6 min, then conditioned with a predetermined amount of collector for 2 min, and finally floated with pine oil as frother for 3 min.

Continuous cyclic unloading during tensile work hardening of polycrystalline zinc at room temperature enables specimens to sustain greatly increased extension. Such enhanced ductility is associated with creep-type extension, during which the cyclic component appears to promote relaxation of internal strains. It is possible to trace the transitions from tension, through enhanced cyclic extension, to fatigue and relate the observed behavior to simpler types of deformation. DISTINCTIVE deformation behavior has been shown to occur when loading includes both cyclic and unidirectional components. For aluminum and copper extended by a sequence of progressively biased strain reversals, coffin1 observed greater fracture ductility and lower flow stresses than during monotonic tension. This may be compared with the reduction in hardness obtained from conventional fatigue softening. But fatigue softening is accompanied by enhanced fatigue life,' whereas Benham3 found that fatigue life was reduced when copper continuously extended during axial load cycling. The corresponding specimen elongation, for large cyclic load amplitudes, was greater than during normal tension. Under different conditions, Bendler and wood4 found that torsional fatigue initiated extension in copper under low tensile loads previously in equilibrium with the specimen; fatigue life was again reduced. Thus there is a type of cyclic softening which is associated with reduced fatigue life and which occurs when the cyclic loading is accompanied by a unidirectional strain component. Further, the fracture ductility or extension obtained from the unidirectional component can exceed that obtained in the absence of cyclic load. Specimen extension was not initiated by axial fatigue at small load amplitudes;3 hence Benham's work distinguishes between fatigue at large and small amplitudes, the former often being linked with unidirectional deformation because of similarities in strain Structure. The initiation of tensile extension during torsional fatigue,4 however, occurred with small amplitudes. Comparable changes in behavior have been ob- served during creep. kennedy' found that combined cyclic and creep stresses on lead at 32°C increased the rate of elongation over that for simple creep, the consequence being a reduction in creep life. It was also demonstrated that small cyclic stresses applied after creep deformation initially increased recovery, but that prolonged application produced only normal fatigue hardening. It is clear that physical properties can be changed by interaction between the cyclic and unidirectional deformations, but owing to the number of different ways in which the deformations can be combined and the large number of possible variables for each combination, trends of behavior become easily obscured. One definite conclusion is that enhanced ductility or increased extension can be obtained by cyclic action, and it is this process that has been investigated for the tensile test by measurements of the extra tensile strain produced by the addition of a cyclic tensile component. EXPERIMENTAL PROCEDURE Material. Specimens were 99.99 pct Zn wire of 1.6 and 2.0 mm diam. Mean grain diameter was 0.02 mm, sufficiently small to give a ductile necked-down fracture under all loading conditions. All experiments were conducted at an average temperature of 20°C. Normal Tension. Unidirectional tensile curves at different strain rates were obtained from an In-stron testing machine, on which load-time curves were recorded autographically, using gage lengths of 5 and 10 cm. Straining was at constant cross-head velocity, and quoted strain rates are with reference to initial specimen length. Measurements of total elongation under simple tension were also made on the tensile machine that had been modified to incorporate an added fluctuating load. Combined Tension and Rapid Cyclic Load. An electromagnetic vibrator was coupled to the elastic beam of a Hounsfield ensometer- and driven sinus-oidally from a power amplifier at frequencies from 20 to 360 cps, the flexible connecting links on the tensometer being replaced by rigid fixtures to eliminate lateral vibration in the specimen. One end of the specimen was pulled by the normal extension drive of the tensometer while the other end, fixed to the elastic beam and vibrator, was subjected to rapid oscillations of load. It was thus possible to apply cyclic load to a tensile test without altering the rate of extension of the specimen

International developments affecting foreign in- vestments in 1960-61 were many, varying from region to region and differing with respect to various categories of investments. Total value of U.S. private investment abroad in 1960 was approximately $32.7 billion, an increase of $2.9 billion over 1959. Production and distribution of mineral resources was, by a sizeable margin, the most important function of American capital working in foreign countries in 1960. Investment in mining or petroleum interests totaled approximately $14 billion, or 42% of all direct foreign investment. In- vestments by industry for 1960 were as follows: Petroleum-10.9 billions, Mining-3.0 billions, Manufacturing-11.2 billions, Utilities-2.5 billions, other-5.1 billions. American investors found Canada and Latin America to be most desirable in 1960 with the greatest percentage of American capital in all areas centered in the petroleum and mining industries. The areal breakdown of total American investments is as follows: Canada-$11.2 billions, Latin America-$8.4 billions, Western Europe-$6.6 billions, Middle East-$1.2 billions, Far East-$1.2 billions, Africa-$.9 billions, other areas-$3.2 billions.

Fractions of glass particles in the size range 0.5 to 5.0 were prepared by an elutriator that operates in a centrifugal field. Although mean sizes of commercially graded abrasive powders were ten times greater than those of samples prepared by the elutriator, frequency size plots for elutriator samples compared favorably. Efficiency of separation was low and amounts of material recovered by the elutriator were small, but the method should find use in preparation of small amounts of sized materials for laboratory investigations. Variations of a very reliable geochemical field test for beryllium developed by Patten and Ward, have been adapted by the U.S. Bureau of Mines to facilitate rapid testing of reconnaissance samples and to aid in rapid examination of known occurrences. Although several qualitative tests for detecting beryllium have been described in the literature,1,2,3, the Patten-Ward4 morin geochemical field method has the advantages of being rapid and being quantitative for minute amounts of beryllium. In addition to the morin field method, Patten, in cooperation with Griffitts, have developed a contact- print method for determining beryllium in hand specimens.5 The semiquantitative method can be used for rapid screening of samples in exploration or reconnaissance work. The use of beads for fusing samples provides a more rapid test, but gives less accurate results than the method developed by Patten and Ward. The semiquantitative method, however, requires less equipment and combines three stock solutions into one reagent for easy application. Estimates of samples in the range from 3 to 1000 ppm varied from about 0.25 to 5 times the actual beryllium content.

On the basis of the recommendation of Lovell, Vogel, and Wernick,&apos; Fry&apos;s reagent*2 was recently c) if decoration of the dislocations by carbon or nitrogen atoms is a factor in the etch pitting. Experiments were performed with samples of a commercial 1020 steel, a vacuum-melted iron (C - 10 to 15 ppm, 0 - 20 to 50 ppm, N < 2 ppm), both annealed 4 hr at 1100°C, and a zone-refined iron (C - 3 to 5 ppm, 0 - 10 ppm, N < 1 ppm ) in the as-cast condition. Saomple surfaces were prepared by grinding to 600A grit and electropolishing. Initially, effects of etching the steel with modifications of the basic Fry composition were examined. It was found that increasing the alcohol or HC1 concentratior~ retarded dislocation pitting; reducing the acid content promoted secondary pitting. Cooling the reagent and the sample did not improve the quality of the etch pits. Best results were obtained with freshly prepared reagent modified by increasing the CuC12 content to 15 g. This composition was used in subsequent experiments. Annealed samples were etched 10 to 15 sec; cold-worked samples —2 to 5 sec.

Trends in slag composition in acid open hearth practice, particularly the variation in iron and manganese oxides during refining, are reviewed. A procedure which is currently being used to control the refining reactions is described and partially explained through slag phase diagram considerations. In addition, the ionic nature of these slags is considered and it is proposed that silica combines with the oxide ion and forms a series of complex silicate ions. The effect of basic oxides such as FeO, MnO, and CaO is apparently additive in furnishing the oxide ion for this purpose. IT is now possible to control192 the refining of steel in an acid open hearth furnace to a surprising degree. This control has been brought about through the knowledge and use of several facts and tests. These are: 1—A planned charge analysis based on a knowledge of the type of fuel, the bath depth, etc. 2—Knowledge and control of rate of fuel input as well as its method of atomization, if any. 3—Determination of the slag fluidity. 4—Bath temperatures (use of the Pt-Pt-Rh thermocouple). 5—Periodic determination of carbon content (use of the Carb-analyzer or Carbometer). Through the use of these control methods, a heat may be made to "melt-in" with or without residual manganese and silicon. The rate of refining or carbon elimination may be controlled accurately, and the desired tapping (or "go-ahead") carbon may be approached at a rapid or slow rate according to preference and type of steel being made. Thus operating time may be predetermined and greatly reduced. Further, all of the refining can be done without any ore or other oxidizing additions, and the heat may be brought to the desired tapping temperature simultaneously with the attainment of the desired carbon analysis. This control procedure is being used in most acid plants in the United States today and has been de- scribed.&apos;, &apos; Although the slag metal relations are sufficiently well known to control the heat as stated, yet it is possible to account for only about two-thirds&apos; of the 0, which must have been used for the elimination of the carbon and other metalloids. Phase diagram studies&apos; of the slags, slag weights, the metal particle theory,&apos; ore additions, limestone additions, etc., may all be taken into consideration; yet, the mechanism of oxidation and source of all the oxygen remain to be explained. This paper reviews some of the principles upon which the control methods were based and proposes other possibilities regarding the unexplained phenomena. Old and New Acid Open Hearth Practice Some of the recent statements in the literature regarding acid open hearth operation are based on old heat data which are not typical of modern American practice. These old heat logs have been responsible for many misconceptions regarding the acid hearth practice and represent heats which do not coincide with modern methods. In recent years, American practice has been altered materially and these changes will be briefly described. Modern American Practice: A typical log of a modern American acid open hearth heat&apos; is shown in Fig. 1 which indicates that the refining time was only two hours, during which the carbon was eliminated rapidly and the bath temperature increased at a fast rate. The manganese and silicon contents of the metal were essentially eliminated and their oxides had become constituent parts of the slag at the "melt-down" period. THE only asbestos mine in the Middle East is on the Island of Cyprus, high in the Trodos Mountain village of Amiandos. The mine is owned by the Tunnel Asbestos Cement Co. Annual output is some 18.000 tons of short fibre in the 4-T. 4-Z, and 5-R grades.

USINOR has conducted four blast furnace tests with formcoke made from marginal coals in the pilot plant of HBNPC ("H. B. N." process) in four different blast furnaces of various sizes and with medium and high grade burdens. The tests in which up to 30% of the blast furnace fuel burden was replaced by HBN formcoke yielded good results on furnaces ranging in hearth diameters from 5.6 to 9.5 m. The tests demonstrated that: - the slight increase of pressure drop in the stack did not prevent smooth operation at record production rates with the same blowers - the total coke rate was not significantly affected, but there was a slight increase of the calorific value of the top gas - the hot properties of the formcoke are satisfactory as seen from the samples withdrawn at the tuyeres and tapholes. At the end of the two months test on BE nº 2 of Dunkerque, the hearth was as permeable and clean as with good standard coke. Our conclusion is that HBNPC formcoke made from lean coals is an adequate substitute for conventional coke in the range of 20 to 40% replacement, which is of interest to USINOR.

THE origin of the Mine-Rescue Service of the State of Illinois can be traced to two distinct sources, the work of the Rescue Station at Urbana and the Cherry disaster. During the early part of the year 1909, the Technologic Branch of the U. S. Geological Survey, now the Bureau of Mines, in connection with the Illinois Geological Survey and the College of Engineering of the University of Illinois, established at the University of Illinois, in Urbana, a branch rescue-station to supplement the work of the Pittsburg station of the Geological Survey. As a result of the work of training at the station in Urbana by R. Y. Williams, mining engineer, and James Webb, foreman of the Bureau of Mines, and the use of the helmets at several mine-accidents in the State of Illinois, . the people of the State were somewhat familiar with oxygen-helmets when the Cherry disaster occurred, in November, 1910. The oxygen-helmets were successfully used in connection with that disaster, and upon the recommendation of the Illinois Mining Investigation Commission, the Legislature of the State, assembled in special session during the winter of 1910, passed a bill appropriating $75,000 for the erection and maintenance of three rescue-stations, stipulating that they should be located in the northern, central, and southern parts of the State. The Act also provided that the stations should be in charge of a Commission of seven, two representing the United Mine Workers of Illinois, two the mine-operators, one the Federal Bureau of Mines, one the State mine-inspectors, and one the Department of Mining Engineering of the University of Illinois.
