In this paper, we discuss the possible impacts on market structure of imposing the pollution tax on coal producers in the Appalachian market. The consequence of such environmental restraints would (i) alter the trade and supply patterns, (ii) reduce consumptions of coal, and (iii) cause the Appalachian coal market to undergo a structural change. Simulations are then made to demonstrate that the model is rather sensitive to the pollution tax especially in terms of market boundaries.

AT a recent meeting of the Utah Section. A.I.M.E., P. D. Nielson, general plant superintendent of the new Geneva steel plant at Provo, Utah, spoke on "General Operations of the Geneva Plant." Mr. Nielson explained that the plant was located at Provo, Utah, on account of railroad facilities, the proximity of coal, iron, and limestone, and the nearness of water for operating the plant. Water probably was the most important item in making the decision.

ATHOUGH flotation has been a commercial process for over twenty years, the last two years have witnessed a sudden and phenomenal increase in our knowledge of how to separate minerals heretofore not considered amenable to flotation at all. As remarked by Professor Locke in the January issue. "Either commercial or laboratory flotation is reported on zircon, ilmenite, carnotite, kyanite, scheelite, chromite, fluorite, feldspar, cassiterite, wolframite, barite, and clay. Attractive patents on soap flotation are U. S. Nos. 2,000,656 and 2,040.187. A survey by Ralston in the February E. & M. J. adds many other minerals to this impressive list. The simple but pregnant fact is that any mineral can be coated, directly or indirectly, with a water-repellent coating, and since this is true, it follows that any mineral can be floated. Fundamentally, this is no new discovery, where, for instance, is the mineral that cannot he washed from a pair of dirty hands by means of soap and water, given the absence of refractory greases or oils which would have no proper place in flotation ?

PRESIDENT Edwin Ludlow and Secretary Bradley Stoughton made their first-trip of the year 1921 to visit Local Sections of the Institute, and talk over Institute interests and policies, during the early part of April. The main purpose of the trip, as usual, was to bring back to headquarters suggestions or comments on the Institute's work on the part of, members. The trip was made a brief, one by the necessity of remaining in New Fork until Apr. 1, and of the attendance of President Ludlow at a meeting of American Engineering Council and. the organization of a Philadelphia Section of the Institute in Philadelphia on Apr. 16.

The central power-station of the De Beers Consolidated Mines, Ltd., was designed and built under my supervision about five years ago. Since no detailed description of this plant has ever appeared, it may possess sufficient interest to arrant its publication, even at this late date. Although some additions may have been made to the plant, the following account, prepared from my notes, and accurate up to May, 1905 (at which time I severed my connection with the De Beers Company), will, I think, be found substantially correct. Certain local conditions governing the design of this plant should be stated first. IT. General Considerations. The climate is hot and dry. The region around Kimberley is arid and water is very scarce. The supply obtained from the mines contains so much material in solution that it is unfit for use in boilers or condensers (although tests recently made with a water-softening plant, built by Hans Reisert, of Germany, would indicate that water thus treated is suitable for boilers). And the amount of water required for concentrating about 30,000 tons of ore per day is so large that the question of adequate water-supply for this power-station had to be carefully considered. The rainy season extends from December to April, and the rainfall averages about 15 in. per year. Droughts are frequent; and in some years there is scarcely any rain at all.

DuRing the last few years, various persons have been put forward as originators of some mechanical device for the purpose of finding distances without the use of a chain or other linear measuring-instrument, and among these, the Englishman, Gascoigne, 1639, is prominent as the first in England; while James Watt, 1771, and William Green, 1778, are also included in the list of inventors. It is possible that this useful and important problem occupied the attention of others prior to the date cited, and, consequently, it is difficult to decide what nation first gave birth to the inventor of an instrument for the object under consideration. A very important work appeared, not long since, in Paris, devoted to a history and discussion of some of the older and newest forms of surveying-instruments,* and at page 79 of that work a curious old instrument is exhibited, called Bigonometre, i. e., an instrument for finding distances and solving trigonometrical problems. in surveying. A copy of the diagram of the instrument exhibited in the book referred to is represented in Fig. 1. Having had an occasion to read the French work referred to, I communicated with the author of it, and he was good enough to reply that he found a diagram of this old instrument in a book published in 1597, by Danfrie, existing in the library of the Academy of Sciences, in Paris. M. A. SCHEIL (presented in written form).-Messrs. Franks, Binder and Brown are to be congratulated for the splendid paper that they have presented. We have not made stress-corrosion tests with the cantilever type of specimen which they describe, but it is well known that a uniform stress across a certain portion of the gage length can be obtained with such a specimen. This type of specimen would appear quite expensive to make. The writer was interested in the authors' remarks concerning the erratic results obtained from specimens with cold sheared edges. It might be of general interest to record here some results we obtained with annealed sheet N4 in. thick of type 304 stainless steel. After specimen No. 4 had been exposed 65 days without any signs of cracking we applied a strain gage and measured the stress as 25,810 psi. This value is considerably higher than we find for some of the type 347 stainless alloys and suggests that 18-8 might have a different threshold value for stress-corrosion cracking than 18-8 columbium. The test data in Table I show that strain caused by cold work or polishing has a pronounced effect in lowering the time for failure. In my paper I showed values of 8 hr. and 17 hr. to stress crack cold-rolled type 301 stainless steel stressed beyond the yield point. This steel contained 8.31

The interest shown recently in selenium and tellurium has brought many requests for an assembling of the analytical chemistry of these two elements. The intention of this paper is to discuss all of the chemical principles utilized in the detection and quantitative determination of these elements, as well as to describe the works methods actually followed by producers of tellurium and selenium in the United States. These methods have been furnished by S. Skowronski of the Raritan Copper Works, H. D. Greenwood of the United States Metals Refining Co., F. F. Colcord of the U. S. S. Lead Refinery, and E. W. Rouse and A. E. Hall of the American Smelting and Refining Company. Occurrence Selenium is found associated with sulfur, to which in many respects it is quite similar. Occasionally deposits of native sulfur, notably those in the Lipari Islands, Kilauea, and Japan, show a red-brown coloration, I which is readily distinguished from that of other sulfur; this red-brown * sulfur contains a small amount of selenium. Not infrequently, the , sulfides of the heavy metals are accompanied by selenium and tellurium, • presumably as selenides and tellurides. The Scandinavian pyrite, which is one of the large sources of European sulfuric acid, when roasted has fur- - nished a large part of the selenium that has come to the United States; it I was in flue dust from the roasting of Scandinavian pyrites that the element was discovered by Berzelius in 1817. Most coal mining areas of the Western United States are characterized either by thick beds, steep pitches or heavy cover. Individually, each of these may present inherent safety hazards that influence mining. When all are met at one location, the combined effect is to make the safe operation of the mining property a challenge to management. These combined conditions are met in the coal mines of the Columbia-Geneva Steel Div. of the United States Steel Corp., in southeastern Utah. This coal bed measures up to 16 ft in thickness, the pitch is as much as 25 % and mining is under a cover approaching 3000 ft. The Sunnyside coal bed is found in the Book Cliff Mountains, a great escarpment extending from west of Castle Gate, Utah, some 180 miles to Grand Junction, Colo. West of Green River, Utah, the Book Cliffs swing sharply to the north because of the domelike uplift of the San Rafael Swell to the south- west. It is in this northerly extension of the Book Cliffs that the Sunnyside coal in the Blackhawk Formation of the Mesa Verde Group, Upper Cretaceous Age is found. The strata are transected by numerous faults with from a few inches to as much as a hundred feet of displacement. All of these faults have had some effect on the mining operation, either in roof control or, in the case of major faulting, the pattern of mine development.

In his paper on the calculation of harden-ability from chemical composition, Gross-mannl discussed the effect of most of the alloying elements used commercially. The purpose of the work reported in this paper was to determine the effect of several other elements on hardenability—arsenic, antimony, beryllium, cobalt, columbium, germanium, tellurium, tin, aluminum, and titanium—and to extend the range of composition of some of the elements studied by Grossmann—chromium, copper, manganese, molybdenum, nickel and silicon. Experimental Methods To determine the effect on hardenability, suitable amounts of the alloying elements were added to experimental heats and the hardenability determined by means of end-quenched hardenability specimens. The steels were melted in a high-frequency induction furnace with a basic crucible, using ingot iron as a base for some of the heats and S.A.E. 1015 for others. The alloying additions were made as ferroalloys or as metal, depending on the alloying element. Hundred-pound heats were split and poured into square, tapered, cast-iron ingot molds with hot tops. Aluminum was not used as a deoxidizer in most of the heats. The ingots were homogenized for 12 hr. at 1260°C. (23oo°F.) and forged into rounds of I½ -in. diameter. These bars were normalized twice from 840°C. (I55o°F.) before machining into Jominy bars. mined in most Cases by samples taken from the end-quench hardenability spedmen. (New York Meeting, February, 1012.) DURING the past two or three years I have seen statements regarding the first discovery of fullers' earth in this country that seem to require correction or modification. One appears again in the Mineral Resources of the United States for 1909, part II., p. 738, where it is said that ? fullers' earth was first discovered in the United States at Quincy, Fla., in 1893." In this connection the following bit of unpublished history concerning fullers' earth in the State of Arkansas is worthy of attention. In April, 1891, when I was State Geologist of Arkansas, a Swede named John Olsen, formerly a copper-miner in Michigan, but then living south of Little Rock, brought me a sample of what he thought was fullers' earth. He reported that it was from near the town of Alexander, the locality being 1 S. 13 W., section 8, SW. quarter of the SE. quarter. My chemist, Dr. R. N. In a recent paper,' a very early suggestion by Ludwik2 concerning the nature of the mechanical behavior of metals has becn reexamined and extended. In essence it was suggested that there exists, at least under certain conditions, a mechanical equation of state; that the stress required for flow depends upon the instantaneous values of the strain, strain rate, and temperature, and not upon their past values. It is proposed that under these circumstances thc stress does not depend upon past history of these variables, but is like the temperature of a gas that depends only upon the instantaneous values of the pressure and volume. This notion has not been applied to present-day studies of metals, though it is especially applicable to the study of creep. It is the purpose of this paper to analyze the significance and possible range of applicability of this idea and to determine how it influences the accepted ideas concerning creep. Stress-strain Relations It is wcll known that the stress-strain curves of metals are influenced by both train rate and temperature. For a fixed strain rate and temperature there is associated with each metal a stress-strain curve. If either the strain rate or temperature is changed a new stress-strain curve will be characteristic (Fig. I). During the discussion on the Preparation and Utilization of Sniall Sizes of Anthracite (page 613 of present volume), several inquiries were made concerning the use of the McClave grate, which was mentioned by Mr. Coxe as having proved satisfactory in the generation of steam at his collieries, and also at a large number of industrial estal)lishments in Scranton and elsewhere. For a more satisfactory repIy to such inquiries than could be furnished in the oral discussion, I have prepared the following paper to be included in the published proceedings. And, as the use of the fuel under consideration necessarily requires the employment of a blower to change the fire, from a condition giving an incandescent radiant heat only to one giving a hot gaseoua flame as well, I shall add a description of the McClave Argand blower and its method of action. The grate and blower combined form a complete and effective system fcr burning small fuels, such as anthracite culm, birdseye, buckwheat, bituminous slack, etc., in boiler and other furnaces; while the grate alone is now extensively used with the larger sizes of hard and soft coal in furnaces where blast is riot required.
