THERE has been so much misinformation sent out through the newspapers, and I find so few people who are really acquainted with the true facts in regard to the coal strike, that I feel it would be advan-tageous to present the facts as I have been able to gather them. One of the great points that the miners are now mak-ing is the fact that the operators of the central competi-tive field, consisting of the states of Illinois, Indiana, Ohio and Pennsylvania, have refused to meet them in a joint conference such as has been customary in previous years. There are two reasons why the operators de-clined to hold such a meeting. In the first place, the last time they held a meeting of this kind they were all indicted under the Sherman Act for making an agree-ment in restraint of trade. In the second place, the miners at their convention did not authorize their dele-gates to negotiate a new contract, but instructed them that nothing less than a scale based on the present wage, with the addition that there should be a six-hour day, a five-clay week, time j and a half for over time, and double time for Sundays, would be accepted. These additions would very much increase the cost of coal over the present wage scale. The operators could not consider renewing a contract on the present scale, as it would mean ruin for them, and as the miners were not authorized to negotiate a new scale on a fair basis that would enable the operators to mine coal in competi¬tion, with the open-shop mines the operators did not feel that there was any use in meeting the delegates. Thirty per cent. of the output of bituminous coal comes from the open-shop mines of West Virginia, Alabama and Pennsylvania. During the strike, in 1919, this 30 per cent. was increased to 50 per cent. and it has affected the operations of the union mines to such an extent this year that they have been able to run only 15 to 30 per cent. of their time, while the open shop mines have run from 60 to 80 per cent. as the wages in these mines had been reduced to the 1917 scale.

Information regarding the use of ixanganese alloys has hitherto been incomplete and available only from widely scattered sources. This paper attempts a systematic description of properties and uses of alloys other than manganese bronze, manganin and duralumin, which are probably the only non-ferrous alloys associated with manganese in the minds of most metallurgists. Properties of Manganese Manganese can react either acid or basic; it is hard to obtain in the pure state; it has two different crystalline lattice structures, both of the cubic system, one stable above 850" C. and the other below 650" C., both coexisting in the intermediate range. Although the commercial product is hard and brittle, the pure metal seems to be ductile. In fact Zhemchuzhny, in Russia, was able to obtain ductile manganese and draw it to fine wires by the simple expedient of adding about 3 per cent. copper to the alumino-thermic product. Copper most probably brings the sili-cides, aluminides, nitrides and carbides present in the commercial product into a much less harmful form of distribution. One industrial use that can be foreseen for wrought manganese articles is as anodes for electrolytic processes in sulfate and nitrate solutions, particularly with high voltages. A practically insoluble skin of manganese peroxide is likely to form in such cases and an insoluble and strong anode material will be available. Manganese as a Scavengek Because of its activity manganese might become the most efficient scavenger and refiner of copper, were it not for the fact that 0.01 per cent.

In an earlier paper1, the author described a method of interpreting earth-resistivity curves, based on the theoretical investigation of a single horizontal underlying stratum. If the four-electrode system of Wenner is employed, the resistivity in a homogeneous soil is given by the formula where a is the electrode separation and R is the resistance of the earth between the two inner electrodes. If the earth is not perfectly homogeneous, the application of this formula gives an apparent specific resistance varying with the electrode separation. In the special case of the single horizontal underlying stratum, there is a surface layer of thickness h and resistivity p1 and a lower layer, extending to infinity, of resistivity pz. It has been shown by Lancaster-Jones2 that the apparent resistivity obtained by an application of equation 1 is related to the true resistivities, the depth h and the electrode separation a by an expression of the formhere pa is the apparent resistivity and F is a function (actually an infinite series), of the ratio h/a, and a reflection coefficient k = (p2 — p1)/(p2 + p1). For given values of h/a and k, the right-hand side of equation 2 can be calculated, and curves drawn showing the relationship between pa/p1, h/a and k. Such a set of curves for the case when p1 > p2 is given in Fig. 1. When pl is less than pz it is more convenient to use conductivity instead of resistivity. Hence, if oa = the apparent conductivity = lip, and a1 = the conductivity of the upper layer = l/pl, it follows that GeophyGical prospecting by earth-resistivity methods is frequently applied to investigation of structural problems in geology. Fig. 1 indicates a scheme of the general arrangement used in these methods of measurements. The battery (or generator) E is connected with two "current electrodes" I1 and I2. The current of intensity J, supplied by this battery, passes through the earth between these elcc- trodes. A potential difference U will be measured between two other electrodes V1 and Vz, called "potential electrodes." THE assay of all metal ores is made by means of fusion and they are brought to their fineness in the same way as if they were a large quantity. However, I have told you of lead, tin, copper, and iron in their own places, that they are smelted in order to obtain a good assay so that one may know from its weight whether the quantity justifies the expense. This is their assay, for it does not matter whether it be done with great exactness. But the eye is turned with much more care to the assaying of silver and gold, since they are things of value, and one tries to have a more exact knowledge of them. Thus, when you have found the mountain and the vein of ore in it, and have also uncovered it or extracted it from the mine, it is necessary to make an assay of it, for though it is often apparent to the experts what kind of metal it contains, nevertheless they do not know for sure what virtues or evilness it may have unless the light of the assay itself shows them. Therefore it is necessary to extract a quantity in some way that is as free from rock and as good as possible. To a part of this, without any addition, a smelting fire must be applied in order to see whether it can be smelted easily. If it does not smelt by itself, you must consider and try to understand what causes this, for many times it comes from the rock which accompanies it and which contains much dryness and earthiness. I do not believe that one can know this with other judgment than by experiment with powerful and strong fires. Therefore, if the efforts of ordinary methods do not succeed, it is necessary to try to soften them by means of the company of fusible things-now with marble, now with ground glass, now with lead, galena,* or litharge from lead, or with iron scale, or else with the slag of other ores. With small operations even borax, saltpeter, or ochre is used and similar things, as I shall tell you in detail in the discussion of the preparation of ores for smelting. In short, try to see whether they can be overcome by adjustment of the fires or by virtue of the means

ASHBEL WELCH, Lambertville, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were muqh the most rapidly destroyed. THE influence of cobalt and nickel on the properties of steel might be readily expected to be very similar. The two elements occupy close and somewhat unusual positions in the periodic table, their chemical behavior and compounds are so completely analogous and their various physical properties, including the ferro-magnetic characteristic, show such a remarkable correspondence, that there is no doubt of a strong resemblance existing between these two metals. However, the variety of, properties that are obtained from steel is due, largely to the fact that the element iron possesses allotropic forms. Alloying elements that affect these allotropic forms, or alter the nature of the allotropic changes, exert a profound influence on the resulting steel. In the case of nickel and cobalt, although these elements are very similar chemically and physically, it is found that they differ distinctly in their individual effects on the critical points of iron. Both nickel and cobalt form a series of homogeneous solid solutions with iron at temperatures above 1800° F. The difference in their behavior does not occur until changes begin to take place in the solid state below this temperature. An inspection of the respective thermal equilibrium diagrams at the lower temperatures makes the opposite effects of nickel and cobalt clearly evident.

It is the purpose of this paper to present a limited amount of experimental data obtained on the Charpy impact machine. Several concrete examples will be given showing the relation existing between the results obtained upon the Charpy impact machine and the behavior of the parts tested when in service. Although it is pointed out by G. Charpy and A. Cornu-Thenard1 that it is first necessary to determine a satisfactory working process before studying the correlation between the results of these tests and the behavior of the parts tested in service, this ideal course cannot be strictly adhered to. If a certain part repeatedly fails in service and the available tests give no indication of its cause, advantage must be taken of any possible means that will solve the problem; therefore, even though the reliability of the results obtained by the Charpy impact machine have been questioned by many, it was necessary to use this instrument without giving careful consideration to its possible sources of error. It would seem that the conclusions arrived at by Charpy -and Cornu-Thenard justify the assumption that the precision obtained by this machine is comparable to that obtained by the other more common forms of testing. The second general conclusion arrived at by them, namely, that the impact test upon notching does not offer any direct correlation to the ordinary tests, is also borne out by many hundred determinations made in the laboratories at Watertown Arsenal. This statement, however, should be qualified as follows: Other ordinary tests include the static tensile test from bars taken in a longitudinal direction and the Brinell hardness. The author agrees that no law is yet known for the computation of the energy absorbed in the rupture of bars of the same material but of different dimensions. Although Charpy and Cofnu-Thenard do not refer in their valuable article to the use of the Charpy machine in industrial practice, it should be stated that this instrument has been in constant use in the laboratory at Watertown Arsenal for several years, and is now employed for both routine and experimental testing.

THE Exposed Treasure gold-mine has, for the past four years, been one of the largest producing mines of Southern California, its annual output having constituted 1 per cent of the total gold and silver production of the entire State. At the present moment the property is idle, owing to the large quantity of water encountered oil the lower levels, which will require the installation of a powerful pumping-plant before operations can be recommenced. Moreover, a prompt change in the character of the ore has occurred at water-level, which makes imperative an extensive campaign of development in the region of the unoxidized ores before a plant adapted to their treatment can be definitely decided upon. The character of the changes encountered in these deeper ores makes the geology of this deposit a matter of importance, not only for the immediate district, but for the desert region of Southern California in general, where many mines exist having in the oxidized belt conditions that, in many respects, resemble those in the Exposed Treasure mine. The deposit is situated in an apparently isolated butte about 2.5 miles south from the town of Mojave, on the Mojave desert; The butte, though apparently isolated, is in fact geologically part of an extinct volcano, known as Soledad butte, which rises out of the plain 1,5 miles SW. of the mine, to an altitude of 4,650 ft. above sea-level. Other buttes also rise from the desert plain toward the south and east, and again to the westward, all being closely related geologically to Soledad butte,-the whole constituting a single system as to origin and time. I. INTRODUCTION. THE aim of instruction in a metallurgical laboratory is to make real the principles on which metallurgical processes and operations are based, and to foster the spirit of investigation: The materials with which experiments are carried out are ores, metals, and metallic compounds. The method varies with the end sought. A class may work as a whole, each member contributing his share to the solution of a problem, or the students may carry on investigations independently; the former exemplifies class-research; the latter, individual research. It is with a branch of the former, with special reference to ore-treatment that the present paper intends to deal. In smelting an ore by a well-established process, the result is shown by analyzing the products to see whether their compositions correspond to those calculated in making up the charge; by taking account of stock to show the distribution of metal in the different products made and the losses from dust and volatilization, by casting a thermal balance to find the ,distribution and losses of heat; and by making a cost-sheet to ascertain, as far as possible, the necessary outlay of money. In, lixiviation and amalgamation, the mode of operating has to be varied to adapt a process to the individual ore. Here a number of tests become necessary. Each will consist of a series of experiments with one variable, in order to find the conditions under which the variable gives the best result; a. summary of several tests will give the best method of operating.. IN 1926 one of the authors published researches on the determination and description of the iron-tungsten and iron-molybdenum systems,1 including the equilibrium diagrams. In 1929, further work was carried on, including the examination by X-rays, which is recorded here. Measurements were made of changes in lattice parameters in the solid solutions. Precipitation from the solid solution and the accompanying changes in hardness were studied as well as the formation of the intermetallic compound phases upon sintering a mixture of metal powders.

The subject of Egypt, to use the words of perhaps the second of modern writers on the subject [Deodat. de Dolomieu, in Observations sur la Physique, etc., January, 1793, vol. xlii., pp. 41+, 108+; Abbe Rozier, J. A. Mongez, and J. C. Delametherie, Paris], is one which strongly excites our interest, and everything relating to it demands our respect. "Thus," he continues, "the Greeks appeared to the Romans," ..." thus Egypt appeared to the Greeks, and thus all three appear to us." This writer, in the three parts of the memoire given above, speaks of Norden as the modern pioneer of Egypt, and does not seem to have made original observations himself; nevertheless he seems to have rendered the same service to his authority that Playfair not very long afterward rendered Hutton. The limitations of a paper will permit little else than citations, but these are so numerous that, unless much compressed, they would supply a chapter of moderate size. TUESDAY afternoon the annual meeting was devoted to a general session, in the auditorium, on production control. George Otis Smith presided and in opening the meeting recalled that the session in 1920 on the stabilization of the coal industry was the first time this subject had been discussed by Institute members in a general session and then introduced Carl Snyder, of the Federal Reserve Bank of New York, who spoke on "Long-time Growth and the Factors In Its Variations." He spoke without notes and a full presentation of his views must be deferred until the stenographer's report is available. He said that of the total production some 80 to 90 per cent represents goods for consumption and the other 20 to 10 per cent for construction. He discussed various indices of production, concluding that bank clearings are the best, and showed by charts that when they are plotted, allowing for various disturbing factors, they are seen to increase quite regularly at the rate of about 4 per cent per year. The production curve rises at only 3y2 per cent per year, because agricultural production does not in- crease as fast as manufacturing postal revenues in- crease at the rate of 5 per cent per year while the use of electricity increases twice as fast.

A brief elemental discussion of the fundamental factors involved in diamond drilling often fills a need, particularly when a mine operator is contemplating for the first time an exploratory drilling campaign. Mr. James A. Barr, of the Mining Methods Committee of the Institute, has suggested that many engineers must undertake a drilling program of one kid or another and, in the case of diamond drilling, sometimes even are at a loss as to how to start correspondence. The Bureau of Mines has acquired much experience in managing exploratory diamond-drilling activities. Its activities in diamond drilling included exploring for potash in Texas, Utah and New Mexico1-' during the 1920's. The Strategic Minerals Exploration program was started in 1939 and was materially expanded during the war to include critical and essential minerals. At the peak of its war-time activity more than 200 engineers were employed, a majority of whom supervised diamond drilling. Many of them had little experience with such work prior to their employment with the Bureau, and it was necessary to instruct them in their duties. The purpose of this paper, therefore, is to present the fundamentals of exploratory diamond drilling from the viewpoint of management in such a way that they will Serve as a basis on which those beginning exploratory diamond drilling may build an experience and acquire ability to direct exploration as they gain that experience. Selection of Method of Drilling Selection of the method of drilling is governed by the type of material to be penetrated and by the type of sample needed to determine the quality and importance of a deposit. Types of drills that might be used for a given job include diamond drills, churn drills, hand auger drills, power auger drills, bucket drills, and rotary drills (sometimes called "seismograph rigs"). Each type has a specific field in which it is most useful. While the Bureau of Mines utilized all the types of drilling mentioned, diamond drilling was used on a majority of its exploratory projects. Factors Governing Selection of Diamond Drilling The prime consideration in selecting a method of drilling is first to determine what results are desired and then to choose a method that will furnish reliable data in the ground to be penetrated. Use of diamond drills permits recovery of a core as well as sludge at a comparatively low cost. Although the phenomenon of season cracking is still imperfectly understood, there seems to be ample evidence that season cracks are propagated by the combined action of corrosion and a stress of either internal (residual) origin or external origin. The factors that influence season cracking may therefore be grouped according to corrosive media, nature of stress, and character of the material. Thus the important mass of evidence pointing to ammonia as the most frequently active corroding agent causing season - - cracking of brass has naturally led to the development of laboratory tests of a moderately accelerated character based upon ammonia together with auxiliary agents such as air, water vapor, and carbon dioxide as the corroding agent. Similarly, the knowledge that stress must be present has led to the use of externally applied and therefore accurately measurable stresses in laboratory testing. A companion paper(^)^ to the present one discusses the development of these test methods in our laboratories. The present paper discusses data bearing on factors concerning the nature of stress such as its magnitude and direction of application. The regions to which this paper refers include the whole of the Dominion of Canada east of the 130 Rocky Mountains and north of the water-shed of the St. Lawrence. Very little exploration for economic minerals has yet been done in this immense country; but that little has already served to indicate great wealth in some localities. Having been engaged for a number of years in conducting government geological explorations in these vast territories, I shall endeavor to give the members of the Institute an idea of the prospective mineral resources of almost half a continent, as far as they are yet discernible. I purpose confining my observations to the economic minerals, and will not attempt a description of the geology of these territories; hut it will be necessary to say a few words about the rocks in order the better to explain the distribution of such minerals. The Laurentian nucleus of the continent is the principal feature of the geological map of the Dominion. It stretches from Lake Superior to Baffin's Bay, and from Great Bear Lake to the Straits of Belle Isle. Hudson's Bay itself, which is half the size of the Mediterranean Sea of the old world, lies in the center of this area. Its shores are bordered in places with newer rocks. On the west side of James' Bay (its southern prololigation) these extend inland over 200 miles, and consist of fossiliferous Devonian and Silurian strata. On the western and northwestern side of Hudson's Bay proper, altered rocks are met with, some of which resemble the gold-bearing strata of Nora Scotia, some the Huronian of Lake Huron, some the older Huronian, and others the crystalline series of the neighborhood of Sherbrooke in the Province of Quebec. Along the east coast (called the Eastmain)and among the islands lying off it, there is an interesting set of volcanic and sedimentary rocks which appears to be identical with the Animikie and the Nipigon series of Lake Superior. The area which I have characterized in a general way as Laurentian, includes tracts and belts, more or less extensive, of the Huronian series. Such areas appear to be most common, and have been best explored, in the country between the Great Lakes and Hudson's Bay.

The following correspondence relating to a paper bearing the above title, presented by J. F. Wolff, at the New York meeting in February, 1917, and published in the Transactions, Volume LVI, page 142, has passed between the author of the paper, and Mr. Anson G. Betts, and is interesting, although it was received much too late for incorporation in its proper place in Volume LVI. ANSON CT. BETTS, Asheville, N. C.-1. I should like to ask Mr. Wolff if he finds-from analysis of the iron formation and of the iron ore, and from the relative amounts of each in each unit area of the formation, unleached and after leaching, that the iron remains entirely insoluble and the total quantity still remains present; or whether he finds that some of the iron is removed, or possibly even added by deposition from the water passing through the formation. 2. The water that passed into the iron formation had to go somewhere; was it absorbed by underlying formations through hydration, or, after passing through the ore formation, did it come to the surface in springs at a lower elevation, or how did it escape from the ground? 3. I should like to ask Mr. Wolff whether he finds that the iron formation in the sedimentary series does not, come next to the quartzites and generally between the quartzites and slates. J. F. In common with others, you appear to have some hesitancy in accepting the fact of the removal, by solution, of the enormous quantity of silica which has been leached out of portions of the Biwabik iron formation, thus forming orebodies of merchantable iron ore. I believe that even Dr. Waldemar Lindgren once hesitated to accept this fact. However, the evidence is so simple and absolutely conclusive that the fact is established beyond all question. At the contact of orebodies with their rock walls, the bands of iron ore in the orebody can be seen in contact with the corresponding bands of original iron oxide in the rock wall, and the chert layers in the rock wall can be seen to give place to fine granular material (fine silica and iron oxide) and pore space. This is especially noticeable where slumping at the rock walls his not been so great as to displace the layers in the orebody from their contact with their corresponding layers in the rock wall.

At the Director's dinner of the A.I.M.E. on. April 22, Mr. Sengier of the Union Minière du Haut Katanga was a guest. Though a member of the Institute for sev-eral years this was the first occasion on which he had had opportunity to meet with it, and in response to an invitation from President DeGolyer, after expressing his pleasure at being present, he told informally of the present development of the Congo with which he has been so closely related. From his remarks the follow-ing has been prepared.-EDITOR. AS you know, the Belgian Congo, a fairly large colony compared with the territory of Belgium, is in the center of Africa. Natural waterways, railroads now built and new railroads under construc-tion, give increasing means of transportation and are helping toward development. The mining industry is by far the most important part of our colonial activity. Considering that we are all engineers, I will confine my figures to mining enterprise. First I will show you the relative importance of the mining industry com-pared with the total exports of the Belgian Congo. During 1925 there was exported 100,000 tons of cop-per, valued at about $25,000,000; 900,000 carats of diamonds, 8000 lb. of gold, 1700 tons of cassiterite, 300 .tons of cobalt, and 20 grams of radium, of a total value of about $35,000,000. Other products to a value of about $12,000,000 and consisting mainly of palm nuts, palm oil, cotton, ivory, copal, rubber, were also exported. From this you will see that mineral products account for about 72 per cent of the total exported value. Copper alone amounts to 52 per cent of the total and 72 per cent of the mineral exports. All minerals, with the exception of gold, which is mined by the government, belong practically toy two mining companies in which American and British capi-tal is interested with Belgian. These two companies (one called Forminière, interested in the diamond busi-ness, and the other called the Union Minière, interested in copper, cobalt, tin and radium) were formed twenty-five years ago. They started producing in 1911, but the war prevented normal operations, and active de-velopment could only be carried on after the Armistice.
