A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

Vanadium has recently joined the growing list of mineral commodities being exploited by surface mining methods. Union Carbide Corp. controls several vanadium deposits in central Arkansas near the city of Hot Springs in Garland County and the community of Magnet in Hot Spring County (Fig. 1). Two open pit mines, located approximately five miles southeast of the city of Hot Springs in the Wilson Springs area, have been developed for production during the past two years. Adjacent to the mining area the company has recently completed a 1,600-ton-per-day (tpd) processing plant to treat the Wilson Springs and Magnet Cove ores (Fig. 2). Although this operation constitutes the largest vanadium mining project in the United States, the open pit mines are of moderate size. A number of small to medium-sized surface mines will be developed during the life of the operation. This chapter describes the methods and practices used to bring these recently discovered vanadium deposits into production. PRELIMINARY EXPLORATION The vanadium potential of the deposits near Hot Springs and Magnet Cove was first investigated by Union Carbide Corp. in 1960. These areas have long been of interest for their varied mineral content and were previously explored by government agencies and private interests for titanium, columbium, molybdenum, and uranium. This paper is concerned with the layout of a conveyor and beneficiation plant system involving several mines and a single point of delivery. The objective of the procedure is to locate the conveyor lines and beneficiation plants in an optimal manner considering the economics of scale inherent in both the transportation and beneficiation processes. Upon completion of the mining plan, the layout of the conveyor network is achieved through the principle of Steiner minimal trees. The optimal number and location of beneficiation plants for this layout are then determined using a sequential economic analysis based upon the flow of material from the individual sources to the ultimate destination. The practical aspects of the method and the advantages and disadvantages of its use are discussed to link the model to a practical problem.

The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. Pollution control will be of utmost importance in the 1970's. In this area, the mineral process engineer has a special competence to understand and remedy many pollution situations. There is an old adage that goes, "Build a better mouse- trap and the world will beat a path to your door." Would that it were so, but the reality of the situation is such that, just as a supplier must sell his machine, a professional man must sell his competence. It is a sad but true fact that mineral processing engineers have not done a very good job in selling their extensive competence in the control of a broad range of pollution problems. Recently one of our students visited a paper pulp mill where he was shown a foam fractionator used to remove paper pulp fibers from plant discharge waters. "Foam fractionator hell, that's a flotation cell!'' was his comment. Ah so, it would appear that large numbers of technical people consider themselves experts on "foam fractionation" Or is it that we have been very remiss in demonstrating the usefulness of our equipment and processes and our professional competence to solve, these pollution problems?

The object of this paper is to describe briefly the practical results obtained in several problems of civil engineering by resistivity measurements of the underground. It is intended for the mining engineer, as well as for the construction engineer; the stratigraphical problems discussed are general and frequently are encountered in mining exploration. Resistivity measurements have been used in mining and oil exploration for a number of years.' Their introduction in the field of civil engineering, on the contrary, is rather recent. It was applied for the first time in the spring of 1928 near Littleton, N. H., in the survey of two dam sites for the New England Power Assn.2 Since then, the geophysical firm with which the author is connected has had an opportunity to develop this field of activity, and more than 20 investigations at dam and tunnel sites have been carried out in the United States and Canada. A part of this work has been verified by underground or drilling exploration. This paper deals with but a few of the results, which we are permitted to make public now. The theoretical and technical sides of the processes employed will not be discussed; they have already been described in various technical publications. PLASTIC strain in polycrystalline metal as a result of bulk movement of one grain with respect to another along grain boundaries is not new. Rosenhain and Humphrey observed such effects shortly after the turn of the century.' Since then, observations of grain boundary deformation have been made on several metals. In recent years, intensive studies of the deformation at grain boundaries have been performed on polycrystalline metal and bicrystals.14-20 Aluminum or its alloys have been used in these latter studies. The subjects of controversy at present appear to be not whether grain boundary deformation exists, but 1) how quantitatively important it can be in polycrystalline metal, and 2) what its detailed mechanism is. Some investigators have concluded that such de- formation is minor in importance while others have concluded that it is a major consideration. Some have concluded that it involves shear of one grain over another at the interface while others have concluded that it operates by crystallographic deformation within the grains near ,the boundary. A categorical statement for electrolytic magnesium cannot be made on either of -these points. When polycrystalline magnesium is deformed in creep under conditions of high strain rate and low temperature, grain boundary deformation is relatively slight." Under these conditions, much deformation occurs within the grains and boundary contours change to a higher-energy jagged form. The result is shown in Fig. 1, where boundary jaggedness is pronounced upon polishing and etching after a plastic strain of approximately 6 .pct at 300°F and 3000 psi. No migration of the boundaries has been detected in this process. When the same metal is deformed the same amount at 600°F and 300 psi, resulting in a much lower strain rate, the boundaries migrate toward a lower energy configuration, where

A year ago, Marshall and Bird presented a paper in which a new method of measuring the agglutinating power of coal was described.' The procedure used was to determine the strength of a button containing 10 parts sand and one part coal, formed by carbonizing the mixture in a crucible in an electric furnace. The result of the determination was reported as the total weight in grams required to bring about complete destruction of the button. Correlations were shown between the agglutinating value and some of the characteristics of the different coals that were investigated. This agglutinating test has been in use fairly continuously during the past five years for coals of widely differing coking qualities, and it has shown reasonably concordant results accurate enough for commercial use, although there are many features of the test which should have further scientific study. During the past year a study has been made of some coals of low coking strengths, and incidental to the main investigation some data which appear to be of interest and value were obtained on the loss in agglutinating power caused by exposure to the air. Three coals were investigated, all of which were of the Tertiary age; two were from one field in Asia, and one from a field in the United States. The three were similar, as shown by the proximate and ultimate analyses in Table 1 (moisture-free basis). Coals SA and RA generally contain about 5 per cent. moisture and coal P about 3.5 per cent. moisture on the as-received basis. The large difference in the ash contents of the coals, amounting to practically 10 per cent. between SA and RA, and P, makes difficult a direct comparison of their qualities. In the second section of Table 1 the figures have been put upon an ash-free basis., This table shows that these coals are closely alike. Introduction Historically the production of zinc dust has been based upon residual and secondary zinc. Using horizontal retorts filled with diecasting scrap, galvanizers drosses and sweater billets, dust has been produced by condensation into static condensers on a 24 hour cycle. Although fairly flexible as regards input materials the process is not amenable to close control of the product, is labour intensive and unless carefully run can cause fume problems. With a steadily increasing demand for zinc dust of consistent properties and higher quality there is a demand for an improved method of manufacture in which dust can be produced continuously and which is capable of close control thus ensuring a minimum amount of oversize or unsaleable material. The Process in use in the works of Imperial Smelting Corporation (Alloys) Ltd. in England, and in Canada and Holland, satisfies the criteria stated above, and has proved to be easy to control with a minimum labour demand.

Blasting to prepare orebodies for in situ leaching usually involves extraordinary conditions which sometimes require special and innovative techniques. To date several unusually large blasts have been made for leaching with results that are very encouraging. Among the factors considered when designing these large blasts are orebody shape and depth, rock properties, vibration and damage potential, loading logistics, and safety. All of these factors, and others, are discussed with an effort made to put each of them into its proper perspective.

It is often a tedious matter to get a solution of pig iron or steel, for the determination of phosphorus, which is absolutely free from silica. Where pig iron rich in silicon is dissolved in hydrochloric or nitric acid in the usual procedure, it is necessary, not only to evaporate the solution to complete dry ness, but to heat the dry residue for some beam in an air-bath to a temperature of about 120° C. The oxide of iron is thus rendered insoluble in nitric acid, and is only slowly dissolved by hydrochloric acid. In the method of determining silicon by nitric and sulphuric acid, described in the Transactions of the Institute, Vol. VII, page 346, arid Vol. VIII, page 508, we obtain in one or two hours a solution of the iron in the form of ferric sulphate entirely free from silica, and containing free sulphuric acid. It occurred to Us that this solution might be made available for the determination of the phosphorus by the molybdate method. The following experiments mere tried with unsatisfactory results. 1st. The iron was precipitated by ammonia, the precipitate filtered, washed, and dissolved in nitric acid. 2d. The iron was precipitated as basic acetate and dissolved in nitric acid. 3d. The solution was neutralized by ammonia, and nitric acid added in small excess. In all these cases the phosphorus obtained by precipitating by ammonium molybdate and magnesia-mixture was too low. The following method was then tried with success. The filtrate from the silica and graphite was evaporated to small bulk and heated in a porcelain dish on a sand-bath. until fumes of sulphuric acid ceased to escape. The dry residue was taken up with dilute nitric acid and the solution precipitated by ammonium molyldate. The phosphorus was weighed as magnesium pyrophosphate. The results were satisfactory. To save time, the original solution of the iron in nitric and sulphuric acids was evaporated to dryness and heated as before until

Early in the year 1875, some difficulty was experienced in the " Old blast-furnaces " of the Cambria Iron Company, at Johnstown, Pennsylvania, arising from the increased use of native coke, prepared in Belgian ovens near the furnaces, in mixture with Connellsville coke, in the production of Bessemer pig-iron. This was the more surprising at that time, because a very caulplete coal-crushing and washing apparatus, after the Bradford plan, had just been put into successful operation, affording a pure coal for coke-making. It was confidently expected that this thorough cleansing of the coal would improve the quality of the coke and fit it for the increasing manufacture of Bessemer pig-iron. But the trouble with the native coke continued. Experiments in fuel charges-increasing and reducing them—failed to correct the irregular working of these furnaces. Increasing the charge of native coke produced abnormal heat at the top of the furnace, reducing it cooled the furnace below. At this stage of affairs, the Hon. Daniel J. Morrell, general manager of the Cambria Iron Company, requested the writer to make the requisite investigation to determine the nature of this coke-difficulty, and to ascertain why the Johnstown coke could not be used in blastfurnace work as well as Connellsville. This task at first did not appear to present any special difficulties, but subsequently it expanded into proportions that caused no little anxiety. The first effort was directed to procuring average samples of Johnstown and Connellsville coke. At this period of the investigation, it was assumed that the whole matter could be intelligently solved by comparing the chemical analyses of the two cokes: Johnstown Coke. Connellsville Coke. The actual amount of any metal volatilized from a mixture of metals depends on the magnitude of its partial vapor pressure under the specified conditions of temperature, and on the circumstances attending the heating—in particular, on the duration of heating, the volume of gas coming into actual contact with the surface of the metal, the extent of this surface, and the rate of diffusion of the volatile metal from the body of the melt toward the surface.' If two (or more) metals are volatilizing from the same mixture of metals, the several conditions are identical except for the difference in partial pressure and in rate of diffusion of the volatilizing metals; the second of these two factors is without doubt only of secondary importance as it is probable that the rates of diffusion of the volatilizing metals would be very similar. Hence, in order to gain an estimate of the relative amounts of two metals that may be volatilized from a given mixture, it is necessary to know the vapor pressure, or, more precisely, to ascertain for each metal its partial vapor pressure in equilibrium with the liquid (or solid) alloy under the particular circumstances. The partial pressure of each constituent depends on the effective concentration of that constituent in the alloy2 as well as on the vapor pressure of the constituent when pure, and it can be calculated when both of the above factors are known. The first step, therefore, is to ascertain the vapor pressure of the several pure metals. Vapor Pressure of Pure Metals The experimental data on the vapor pressure of the several pure metals with which we are here concerned are not so accurate as could be wished, nor have the determinations been made in general at temperatures such that the results can be used directly. A new probabilistic approach is introduced for slope stability analysis including adverse impact of blasting vibrations. The material strength within a slope area is randomized in this bi-variate joint probability analysis. To be a completely general engineering method, the new probabilistic approach employs the random variable transformation technique: the Hermite model of the Gaussian transformation function, which transforms the experimental histogram of strength values to the standard Gaussian variables. Because bi- normal joint probability is analyzed on the true probability region projected on the Gaussian transformed variable plane, it is an exact solution of slope stability based on the available sample data. Details of the probabilistic approach are given through a case study on an iron ore mine. The case study demonstrated that the probabilistic approach is effective and simple enough to be a routine engineering practice for slope analysis.
