BERYLLIUM was discovered in 1798 by Vauquelin and the metal was first produced by Wohler in 1828 about a year later than his production of metallic aluminum. Beryllium remained dormant until about 1920 when the production of the metal by the electrolysis of a molten bath was carried out by Stock in Germany, closely followed by Dickinson in the United States and by Vivian in England. This may not have been the first time the electrolytic method was thus used but was the beginning of present-day methods. I believe the first commercial attempts in this country started with the Kemet Laboratories about 1924. Siemens & Halske in Germany were working on the same problem at about the same time. The work of the Kemet Laboratories was transferred to the Beryllium Company of America and later to the Beryllium Development Corporation. In 1926 1 made a considerable study of the beryllium¬copper alloys, using beryllium purchased from the Beryllium Company of America, and read a paper on this subject at the February, 1927, meeting of the A.I.M.E. However, I failed at that time to discover the properties of precipitation hardening which such alloys have in a very marked degree. After this publication the work on beryllium-copper alloys rested awhile. One cause for this was the difficulty of securing a supply of beryllium-at least at what might be considered a reasonable price. In 1926 the price was $200 per lb., a figure which held about the same both in this country and in Germany until the beginning of 1932, when it was offered here at $50 per lb. if taken in the form of a copper alloy which carried about 121/2 per cent beryllium. Somewhat later the 121/2 per cent alloy dropped to $25 per lb. of beryllium contained, which is the present price. Promise is made that with a greater consumption, production on a larger scale warrants a reduction in price to $10 per pound or less.

A short discission is given of the cryotron us a supercozductitzg- switch. The parameters of interest such as gaiz, critical gate current, critical control current, and critical surface current density ave described. The photomask-photoresist process makes possible the study of much narrower dimensioned cryotrons than previously possible using mask stencils. Data is given for the above parameters as a function of width, thickness, temperuture, and crossing ratio. Photographs of the various circuits used are shown. The techniques involved in making connection to the circuits and the precautions taken to avoid side effects in the measurements are discussed. In particular data is given for critical currents of sipercotzducting. lines down to 2X 104 in. A vise in critical surface current density is obserced jor the strallev lines in both lead and tin. A discussion of the ihact of these measurements in the design of future cryotron circuitry is given. In addition to the improvement in device density achieved by simple scale reduction. additonal gains in density may result through improved device form factor. THE cryotron is a superconducting current switch, invented by D. A. Buck.' Fig. 1 shows a typical crossed-film cryotron. Usually the gate is made of tin and the control is made of lead. The critical gate current, is the current that drives the gate resistive with zero current flowing in the control. The critical control current, I is defined as the current in the control necessary to switch the gate resistive with a small monitoring current in the gate. The gain of the device, G, is defined as Since for uniform thin films G should be proportional to the gate width divided by the control width, it is convenient to define the critical surface current density, Jcg, to be the critical gate current divided by the gate wldth. The data which follows will show that, for a given control width, I, is relatively constant. Thus, by measuring Jcg the change in gain as a function of gate width may be measured without measuring I,.

AT the New York meeting of the Institute, February, 1914, Professor Hopkinson and Sir Robert Hadfield presented an important paper entitled Research with Regard to the Non-Magnetic and Magnetic Conditions of Manganese Steel.1 Any contribution on manganese steel by its discoverer necessarily carries with it much weight and is entitled to serious and close consideration. The momentous discovery of that alloy by Sir Robert Hadfield some 30 years ago was the signal for great activity in the field of alloy steels; and the remarkable results obtained in the last two decades probably constitute the most important modern advance in the metallurgy of steel. The authors of the paper referred to above are unable to reconcile with the allotropic theory the interesting results obtained by them in heat treating manganese steel. When they speak of the allotropic theory, however, I understand that they have more especially in mind the existence of beta iron. It is not my understanding that they question the occurrence of iron in the two allotropic varieties known as gamma and alpha. If I am wrong, I trust they will correct me. A careful consideration of the experimental results reported and discussed by the authors leads me to believe that on the contrary they can be very satisfactorily explained in terms of allotropy and that, in the light of our present knowledge, they cannot be accounted for in any other way. The physical properties of non-magnetic manganese steel described by the authors are those pertaining to iron-carbon alloys in which iron is present in the gamma condition, or, in other words, to austenite. The metal is then characterized by great tenacity and ductility and low elastic limit, while its hardness, mineralogically speaking, is not excessive, but of a special kind termed "tough hardness" by the authors. AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

THERE are regularly manufactured in the eleven Bessemer steel rail mills of the United States, 119 patterns* of steel rails, of 27 different weights per yard. This list does not include patterns which, although still largely inn use, are regarded by experts as obsolete, and which would swell the number to nearly 300; nor does it include all, the patterns for which rolls are kept on hand to fill a possible demand; nor does it include extra pattern,- rolled in one finishing groove by opening or closing the rolls so as to get different weights with the same contours. The list embraces only those separate patterns which are subject to current orders. How thoroughly modern these patterns are, is shown by the fact that of the whole 119, there are but five patterns of conspicuously bad shape; all the rest more or less completely illustrate the standard features,-a heavy bead,. light web and flanges, and a good angle :to hold the fish-plate. Sixty-two per cent. of the patterns have the "Chanute" head, which was not designed until 1874.† Sixty-four per cent. of the 119 patterns are embraced under five weights per yard,; three only of these vary from standard type; there am thus 76 patterns, all of them modern and standard, to represent five different weights, for which five patterns would perfectly answer. Of the 60-lb. rails, there is only one of the pear-head type, while a dozen of the bevelled head templets cannot be distinguished from each other * From all the works 188 patterns were sent to me as standard. Of these I found 119 different shapes and 69 duplicates. † Since this paper was read I have seen at the Bethlehem Iron. Works the templet of a 68-pound Lehigh Valley rail, with the bevelled head, usually called the "Chanute" head, and marked "Templet of 1872." This is shown on Plate II. I learn that iron rails, with bevelled heads, were rolled at Bethlehem prior to 1870.

IT has been reported recently1 that the hardenability and toughness of forging steels may be improved appreciably by the use of complex deoxidizers containing titanium, aluminum, and vanadium. In the light of these results, an investigation of similar deoxidizers containing various hardening and grain-refining elements was proposed. These deoxidizers included three manganese-silicon-aluminum-titanium al- [ ] loys with and without boron and calcium, three titanium-aluminum ferroalloys with vanadium, molybdenum and zirconium, respectively, an aluminum-zirconium ferro-alloy, and plain ferroboron. Their approximate compositions are given in Table I, and the results obtained so far in the investigation of their effects on steel are presented in the later parts of this paper. METHOD OF USING DEOXIDIZERS The deoxidizers listed in Table I were used in three series of 0.40 per cent carbon steels, which were melted in a small basic-lined induction furnace and cast in the form of I7-lb. ingots about 2.75 in. square. The basic charge for each heat was 10 lb. Armco iron and 6 lb. of clean low-carbon sheet-steel scrap. When melted, this charge was deoxidized with 15 grams of ferrosilicon, then about 500 grams of pig iron was added to give the desired carbon content. After the pig iron was dissolved, nickel [ ] shot and high-carbon ferrochromium were added if required, and additions of 80 per cent high-carbon ferromanganese and 50 per cent ferrosilicon were made to provide the proper amounts of those elements. Aluminum was added to every heat 2 min. after the silicon, for grain-size control and preliminary deoxidation. One minute later the special deoxidizer was added to the clean bare surface of the molten steel, and 2 min. afterward the steel was poured into the ingot mold, using a hot-top and pipe-preventing compound after pouring to decrease the depth of the shrinkage cavity. The special deoxidizers were used mostly in the form of about ½ to ¾ -in. lumps,

The growth and shrinkage rates of second-phase particles of various size distributions are analyzed in terms of five mathematical models. These models apply to various forms of diffusion-controlled growth (one model) and interjace-controlled growth (four models). The expression for diffusion-controlled growth assumes local equilibrium at the interface between the second Phase and the matrix and through the choice of the proper flux area perrnits the definition of minimum diffusion-controlled growth kinetics. The interface-controlled kinetics models consider the situations where the rate-controlling step occurs at either the interlace undergoing solution or the interface undergoing deposition. In addition, each of these interface-controlled kinetics models is analyzed for interface reaction rates which are independent of the thermodynamic activity gradient across the interface or proportional to the gradient. THE variation of the size distribution of second-phase particles in a solute-saturated matrix has been a stimulating topic for many years. Research has been carried out in this area for situations where the matrix was either liquid or solid. It is well-understood that the over-all process results in an increase in the average particle size, a decrease in the total number of particles per unit volume, and a net decrease in surface area. Greenwood1 has presented a mathematical model based upon the mass balance existing between growing and shrinking particles. His analysis is stated in terms of Fick's First Law using concentration gradients set up between particles of different size as a result of the effect of surface curvature on solubility. Greenwood's analysis indicates that the mean particle size should increase approximately as the cube root of time. Asimow2 has shown that several of the simplifying assumptions employed by Greenwood may be eliminated from this diffusion-controlled model with little increase in complexity. Lifshits and Slyozov3-5 have also considered the growth-shrinkage problem involving diffusion-controlled kinetics. Their analysis was extended to include the effects of interacting particles ("kinetic approximation"), particle shape, and elastic strains. These authors also show that the mean particle size varies as the cube root of the reaction time. wagner6 has formulated expressions for both diffusion-controlled kinetics and interface-controlled kinetics in the growth-shrinkage problem. Wagner's diffusion-controlled kinetics is based upon the same form of mass balance using Fick's First Law as used by others and is shown to be applicable to situations where kr >> D (k is the interface reaction constant, r is the particle radius, and D is the diffusion coefficient). This analysis also yields a mean particle size which varies as the cube root of time, in agreement with other workers. Wagner also developed interface-controlled kinetics to handle kr « D. This model was based upon the fact that the interface reaction rate is proportional to the interface area. Wagner assumed that the rate was also proportional to the thermodynamic activity difference, ?a, existing across the interface. Thus, the specific reaction rate at the surface of radius r was defined as k • 4nr2 . ?a. It is the purpose of the present paper to reconsider the processes of diffusion-controlled growth and interface-controlled growth in the variation of particle-size distributions as a function of time at constant second-phase volume. It is a commonplace that experimental physics in the last few decades has discovered manifold complexities in the atomic and subatomic levels, where it was thought for hundreds of years that no structure existed, as is witnessed by the derivation of the word "atom" itself. The field of exploration opened by the discovery of the electrical structure of the atom was so fundamental, rich and stimulating, that it has been almost exclusively cultivated by physicists since they obtained their first intimations as to the nature of the basic facts. Only within the last few years has it begun to dawn on us that we have overshot an enormous domain in which are situated many phenomena of fundamental importance for all the practical uses to which we put matter in our daily lives; the domain, that is, of most of the phenomena of interest to the biologist and the metallurgist. Furthermore, we are beginning to find that this intermediate domain is not entirely simple, but that it contains unsuspected complexities, some of them derived from the complexities of structure on the atomic and subatomic levels, and some of them emergent as matter collects itself into large aggregates, which often offer the key to the explanation of hitherto baffling large-scale properties of matter. Today I want to describe and consider some of these newly discovered complexities in the behavior of matter in bulk. The application to metallurgical problems is not always direct, but I hope to be able to suggest that such general notions as to structure as those here discussed must have important reactions on our attitude toward the problems of metallurgy. Three different sorts of phenomena of this kind to which I shall direct your attention are (1) the so-called structure sensitive phenomena, (2) complexities of such a nature that they are masked by the presence of extraordinarily small amounts of impurities, and (3) complexities depending on internal molecular rearrangements which can be understood only from the point of view of the quantum theory.

Charles H. Fulton, Rapid City, So. Dak. (communication to the Secretary*): Professor Lodge takes issue with Mr. Crawford and myself on results obtained by the scorification-method of assay on " zinc-box precipitates," which we published in a paper on the subject in the publication named below.' In our work we found that the normal seorification-method, employing only test-lead and a very little borax-glass as a flux, gave results on cyanide precipitates which mere invariably very low, loss having taken place by slag-absorption and volatilization, as repeated slag-assays failed to bring up results similar to those obtained by other methods. Professor Lodge anil his students made a large number of what he terms " scorification-assays," but which, I would like to point out, have claim to that name only in that they are made in a scorifier, for the charge consists of test-lead, a very considerable quantity of borax-glass (10 grams), at times also of litharge and even charcoal, so that the assays are in reality crucible assays. A scorification-slag proper is an oxide-slag to all intents and purposes, while the slags made by Professor Lodge are borates, certainly acid-slags. It has been our experience since our paper, The Assay of Cyanide Precipitates, was published, that the nature of the assay slag in the crucible assay has a great influence on the result. A " basic " or oxide-slag invariably causes high slag-losses, while an " acid " slag gives very fair results on material containing much zinc. This has also been the experience of a mellknown cyanide chemist with whom I have corresponded on the subject, who found that acid crucible-slags gave good results on zinciferous material, but that the scorification-method, as ordinarily employed, gave high slag-losses. AN investigation of the fracture plane of titanium, containing 0.5 wt pct to 1 wt pct 0, was recently carried out by fracturing large-grain specimens in a tensile jig at room and liquid air temperature. The experiments were carried out on strip specimens 3 to 5 mm wide, 2 mm thick and about 100 mm long. The specimens consisted of several grains, each occupying the entire cross section of the strip and extending over a length varying from 5 to 20 mm. These specimens were prepared by a method described elsewhere.' The identification of the fracture plane was possible in twelve of approximately thirty crystals investigated. In some cases severe local distortion took place near the fracture and prevented identification of the fracture plane. On, at least, three occasions the fracture propagated in a helicoidal

Cementation rates ulere studied by rotating an elec-tropolished or etched copper strip in aqueous solutions, of either perchloric acid or alkaline cyanide, containing silver ions. The rates of cementation were more rapid in acidic media than in cyanide media. In both, the rates varied with the rate of rotation of the copper strip. The deposits formed in the acidic solutions were finely divided, loosely adhering powders. Those formed in the cyanide solutions were dense and adherent. The presence of the deposits influenced the cementation rates. In the acidic solutions the rate was enhanced, possibly because of the increased cathodic area. In the alkaline solutions the rates were decreased in the presence of the deposits. This has been attributed to restricting the diffusion of the copper ion from the rnetal outward into the bulk of the solution. In an earlier paper1 the authors described a kinetic study of the cementation of palladium on copper in perchloric acid solutions. That work indicated that there were two stages in the palladium cementation process. The first, more rapid stage was consistent with rate control by the diffusion of Pd11 ions to the copper surface and/or by chemical reaction at the surface. The second stage was consistent with rate control by the diffusion of copper ions from the copper surface, through the deposit, out into the main body of solution. The effect of the type of deposit on the rate of cementation is of particular interest because it may be one of the primary features involved when large quantities of metal are to be cemented from solution. No substantial investigations of the effect seem to have been made. Accordingly, an extension of the previous work was arranged to study the cementation of silver on copper. This system was selected because of the convenience of the analytical methods, the previously established technology with copper, and the fact that the system could be studied in both acidic and alkaline media. By selecting perchloric acid and alkaline cyanide solutions as the media, it was hoped that some assessment might be made of the effects, on cementation, of having the silver ion present in a virtually uncomplexed state and in a highly complexed state. EXPERIMENTAL The cementation rates were studied, as previously described,' by rotating a copper strip (1.0 by 23.2 cm) clamped to the peripheral surface of a lucite cylinder. The solutions were kept at constant temperatures (±0.05°C) under an atmosphere of purified nitrogen, and samples were taken periodically for analysis. The initial solution volume was 1000 ml and the sample volume 5 ml. The initial silver(1) ion concentrations were made low (0.5 to 1.0 x 10-4 moles per liter) to minimize the influence of the cemented deposit on rates. The solutions were prepared by dilution of suitable aliquots of silver perchlorate and silver cyanide stock solutions. Both stock solutions were prepared from purified silver powder (Johnson, Matthey, and Mallory Ltd.) with redistilled deoxygenated water, and they were kept under an atmosphere of purified nitrogen. To prepare the stock solutions, weighed amounts of silver powder were dissolved with nitric acid. For the AgC104 stock solution the silver nitrate solution was evaporated twice to near dryness with perchloric acid and then made up to volume: For the NaAg(cN)2 stock solution, the silver ions were precipitated with sodium hydroxide solution. The precipitate was filtered, washed thoroughly with redistilled water, dissolved with 1.1 times the required stoichiometric amount of sodium cyanide solution, and made up to volume. The small amounts of free perchloric acid and sodium cyanide present in the stock solutions were disregarded in the preparation of the solutions. The copper strips were cut accurately from 0.025-in. sheet (American Metal Climax OFHC brand) and annealed for 1.5 hr at 470°C in a stream of nitrogen. Analyses of the solution samples for silver and copper were done with a Techtron Model AA-3 atomic absorption spectrophotometer. Calibration standards of the same composition as the experimental solutions were prepared and analyzed simultaneously with the samples. No difficulty was experienced in the analyses, and the reproducibility was within 1 to 2 pct in both alkaline cyanide and perchloric acid solutions.

The occurrence of Laves phases (AB,) in various binary alloy systems has been reviewed in recent papers.13 Iron forms Laves phases with Sc-, Ti-, V- and Cr-group elements. However, two of the corresponding Laves phases with cobalt, namely MoCo, and WCo,, are missing. Nickel forms binary Laves phases with Sc and Y, but not with any Ti-, V-, or Cr-group element. These conditions are schematically illustrated in Table I. That electron concentration is a significant factor in determining which type of Laves phase is formed in a given case was recognized long ago by Laves and Witte,4 This concept has been more recently applied to Laves phases formed by transition ele-ments. It now appears that the average electron concentration (average number of electrons per atom outside of the closed shells of the component atoms) may be an important factor also in determining whether or not a Laves phase can occur at all in a given system. As shown in Table I, in the transition element systems considered Laves phases are absent at electron concentrations of 8, or larger (to the right and below the double line in Table I). These absences clearly cannot be accounted for on atomic size considerations, as evidenced by the many inconsistencies apparent in Table 11. While the ideal radius ratio for Laves phases is 1.222, in the systems which do have Laves phases the ratios of CN 12 radii range from 1.10 to 1.46. The consistent absence of Laves phases at RA/RB< 1.10 might be attributed to the low values of these radius ratios. However, Table II shows that absences also occur irregularly throughout the radius ratio range covered. Being a portion of the President&apos;s Address at New Haven, February 23d, 1875. As I have attempted briefly to show you, gentlemen, the present position of the mining and metallurgical industries of this country offers in several respects most important indications of radical change. This is an epoch for more than one branch of these industries. We are commencing again to export copper; we have shifted the main production of lead from the Mississippi Valley to the far West, besides developing a new production of that metal in Missouri; we have seen the price of quicksilver go up, and the price of iron go down to such an extent as to affect profoundly, on the one hand, the great business of extracting silver by amalgamation, through the Washoe process in this country and the patio process in Mexico, and, on the other hand, the various manufactures employing iron as a raw material ; above all, the manufacture of steel. But the epoch which has occurred in the relative value of gold and silver, in consequence of causes which I shall attempt to explain, and among which the extraordinary increase in the silver product of Nevada is not the least ; this epoch is, perhaps, the most striking feature in the review of our situation. Since my official duties in connection with the mining industry of the Pacific slope and the Great Interior Basin have led me to pay particular attention to this subject, I have thought it not inappropriate to lay before you a somewhat extended account of its history. It is a topic of peculiar interest, because of the general use of these two metals as standards of value in the exchange of commodities. J.-I am so thoroughly convinced of the growing importance of underground work in the production of limestone that I had the author make a detailed study of limestone mining for the Bureau of Mines and prepare a report on the principles of limestone mining. Many limestone operators, long accustomed to open¬pit work, are being forced to mining. About 6 months ago I thought there were twenty-five or thirty underground limestone operations in the United States but the author has been finding new ones until his list now runs nearer sixty. Some of these are very extensive; one at least has 4 ½ miles of underground workings. There is an ever-expanding field for the engineer in the operation of limestone mines and quarries. Some of the larger companies realize the need of skilled engineering advice, but many of the companies regard the engineer as an unnecessary expense. Although almost every metal mine, even those handling only a few hundred tons of ore per month, employs a mining engineer, many limestone operations ten times as large employ no mining engineers. The modern process and plant for the precipitation of gold from chlorine solutions, by sulphurous acid gas and hydrogen sulphide, differ materially from the older methods of precipitating with sulphate of iron. The chemical process and its applicability, as carried out in the Golden Reward chlorination-works at Deadwood, S. D., was described and discussed in the Engineering and Mining Journal, of New York, for February 14, and March 21, 1891. I purpose to give, in this paper, the details of construction from a general standpoint—the particular arrangement, most suitable to each case, depending, of course, upon local conditions. The accompanying sketch shows the arrangement. The plant consists of a wooden, lead-lined tank, in which the chlorine solution is precipitated; apparatus for the production of the precipitants, sulphurous acid and hydrogen sulphide; and a pressure-tank and filter-press for the collection and filtration of the precipitated gold-sulphides. These parts and arrangements are, in general, those which I employed in the Deadwood chlorinationworks, and which have proved practically successful, more than $100,000 worth of gold having been already precipitated by this method. In the construction of the generator and pressure-tank I have made, however, a few slight changes. 1. The Precipitating-Tank. The exact dimensions of this tank are not of much importance. A horizontal area of 10 x 12 feet and a height of 12 feet, holding about 7000 gallons of solution, is a good size. As the amount of attention and care required to precipitate the solution in a precipitatingtank is independent of the size of the vessel, there is economy in tanks of large capacity. Square tanks are more advantageous than round ones, because they need less floor-space, and at the same time are cheaper in construction. DURING an investigation of the U-Co-A1, U-Ir-A1, and U-Ni-A1 ternary systems, three previously unknown phases have been identified which correspond to the phases UCoA1, UIrA1, and UNiA1, and which be- long to the C22 (Fe2P) type (P 6 2m). In the following the structure determination of the new ternary phases is reported. The alloys have been prepared in an arc furnace under purified argon from 99.97 wt pct U, 99.83 wt pct Co, 99.99 wt pct Al, 99.95 wt pct Ni, and 99.97 wt pct Ir. The pellets obtained were bright and brittle; chemical analyses agreed with the nominal compositions. To obtain equilibrium, the samples were annealed in evacuated quartz capsules at 950°C for 30 hr and then quenched in water. Guinier photographs were processed and evaluated according to a method already described previously.1,2 The hkl&apos;s, measured and calculated sin2 6 values, and in the case of UCoAl only calculated and estimated intensities, are given in Tables I to 111. Lattice parameters refined according to the least-squares method and the respective mean-square variations are presented in Table IV. Lattice parameters, especially the c/a ratio, lead to the assumption that the three phases are crystallizing in the C22-type structure. For the calculation of the intensities given in Table I, the atomic positions recently reported by wyckoff3 have been accepted for the C22 (Fe2P) type. The uranium atoms were assumed to be in phosphorus sites; furthermore the scattering amplitudes of the boron atoms have been averaged in the stoichiometric formula UB2 according to atomic percentages; i.e., for these atoms a statistical distribution on the iron sites was assumed. It is a pleasure to talk to you about the world economics of industrial minerals on this occasion of AIME&apos;s 100th anniversary. In order to fit this topic into the time and tenor of such a session as this where you are hearing subjects equally broad in scope one after the other, I will deal with the subject through the medium of eight minerals selected to illustrate import- ant economic factors. I must admit to some bias in the selection, since I picked personally familiar ones to elucidate facts of life in the industrial minerals business. It is a very interesting field, different in many respects from metals and certainly far different from petroleum. The minerals chosen are celestite, diamond, fluorspar, salt, sulfur, ilmenite, rutile and zircon. Celestite The market for celestite is mainly in the U. S. where it is consumed in the manufacture of strontium compounds for red-colored flares and other pyrotechnics, for the production of electrolytic zinc, for glass manufacture, and for the manufacture of ceramic ferrites. Smaller markets exist in Europe and Japan. Production comes from England, Mexico and Spain, and a new mining operation is being started in Nova Scotia. There is no significant production in the U. S. nor in the other principal consuming countries, except England; so it is mainly an international commodity. Celestite illustrates many of the factors important in the economics of industrial minerals. To have a marketable product, grade and freedom from deleterious elements are important for materials used by the chemical industry. In the celestite used to make strontium nitrate, calcium is the most objectionable of the commonly associated cations. Selling price is adversely affected because nitrate manufacturing costs are greatly increased if calcium is pre sent, hence less can be paid for the raw material. Meeting specifications can add significantly to the vendor&apos;s cost; hence a balance must be struck between the producer&apos;s capability and the consumer&apos;s requirements, permitting a reasonable profit for both. I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:

Although the question of the "waste of anthracite coal mining " has been so frequently discussed, and a committee was appointed at the first meeting of this Society to consider and report upon the subject, still but little progress seems to have been made in arriving at a conclusion as to how it ran be reduced. That committee made a preliminary report at the August meeting, 1871, in which it divided the question into three parts, namely: Waste in mining, in preparing for market, and in transportation. I shall not here refer to the first item, as so much depends upon the peculiar features of each separate mine, and the skill of those in charge; but in reference to the second, that of preparing the coal for market in breaker and screens, I wish to make some remarks. There is no use considering the question, whether the coal should be broken up to suit the fancy of consumers; all miners are satisfied that it should not be, but the consumers decide that they want it that way, and the miner must submit, and simply utter his maledictions upon the head of the man who first suggested a breaker or screen, if that is any consolation to him. What is called waste in this process of preparation, is the dust and fine coal, which results from the breaking and screening, and, as we all know, this is a very important percentage of what passes from the slope to the top of the breaker. Now, if this dust and fine coal can be utilized—the slate which is picked out is not to be taken into consideration as waste—then we get rid of this item entirely. There is no question in my mind that this article can and will be used as a steam generator at least, and I think, therefore, that in depositing
