TONIGHT I want to speak of the current problems and the postwar difficulties facing American industry. American industry has done an outstanding job in adjusting its operations to wartime necessity. The national income for 1942 was nearly $120,000,090,000 and of this outlay approximately $55,000,000,000 went for war material. The enormity of the expenditures for war material is indicated by the fact that the expenditures for war purposes alone were greater than the annual gross national income in the period 1931-34. This tremendous production job in turning out a record output of war products was accomplished by industry in spite of a large number of restraining and hampering influences, and I want to mention several of the more important problems.

SCOTT, London, England (communication to the Secretary*).-I am acquainted with the manganese-ore deposits of Russia, India and Brazil, and agree generally with the statements contained in the paper regarding those deposits. The information given by Mr. Harder regarding the Chilean deposits is very welcome. When examining the Caucasian deposits, I endeavored to determine the quantity of ore originally contained in the deposit, and by deduction, the amount remaining for extraction. These calculations were rendered possible by the great extent of the outcrop and the extensive work that had been carried on in the deposit. THEREi9 probably less known of this subject than of any other connected with the metallurgy of iron. In all the books that treat of this mattes, there are given analyses of slags, their chemical formulae, the loss of iron, etc. ; but few, if any, give the character of the iron made at the time ; none give analyses and physical characteristics of the ores and limestones used, and they present merely isolated examples from various furnaces, and consequently one is more frequently puzzled than enlightened after reading them. During two years I have had occasion to analyze the slags and many of the pig-irons from two furnaces, and for this article I have made analyses of all the different grades of pig made by them. A

The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

(written discussion.*).-I fully agree with Mr. Daly's observation that there is such a coincidence between petroleum deposits and geosynclines as to suggest them to be "closely allied phenomena." However, I accept no "identity of cause." To me the explanation is a simple one. Geosynclinal deposition is the first phase in the formation of a mountain, chain, and petroliferous deposits are indeed closely allied to zones of, mountain folding. In fact, petroleum is a typical occurrence in those beds, which represent the flysch facies, to use the Swiss expression. The Institute is custodian of funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given below. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal, and the Alfred Noble Prize, in conjunction with the three national societies of Civil, Mechanical and Electrical engineers; and, also on the board of the Washington Award, on which the Western Society of Engineers also is represented.

The Joint Economic Committee's subcommittee on international payments and exchange has recommended that, following international monetary reforms, the law which prohibits private possession of gold by American citizens be repealed. The subcommittee recommendation called for reforms to enhance the role of special drawing rights in international monetary affairs and downgrade the role of gold. Special drawing rights, also known as "paper gold", are on artificial reserve with the International Monetary Fund (IMF) which distributes them to member nations in proportion to their economic importance in the world economy. The special drawing rights are then used to settle debts between nations in the same manner as gold or currency. The subcommittee said that under the reforms now being discussed special drawing rights would be acceptable in lieu of gold among the member countries of the IMF.

I have long been aware that ferruginous copper furnace-slags if fused in the electric arc will yield metallic iron containing copper, and in order to confirm this knowledge, and to obtain further information of the behavior of such slags in the high temperature and reducing conditions of the electric furnace, a number of samples of slag were fused in an experimental electric furnace. The results obtained, given in Table I., show that a very large amount of metallic iron was produced, and that this iron carried with it practically all the copper, gold, and silver, and more than 50 per cent. of the sulphur, of the original slag. The metallic buttons formed in the electric furnace were clean, hard, but not brittle.

In that paper he discusses the relationship between the percentages of fixed carbon in the coals, the gravities of the oils, and commercial gas possibilities. The role of calcium, phosphate, and fluoride species in determining the zeta potential of apatite in aqueous solutions was investigated in this study. The zeta potential of apatite was determined by streaming potential measurements over a wide range of concentrations of potassium nitrate, calcium nitrate, potassium dihydrogen phosphate, and potassium fluoride solutions at various pH values. While the addition of phosphate made the apatite surface more negative at all pH values, calcium caused a significant increase of the zeta potential only when the zeta potential was negative. Fluoride addition had only a minor effect on the zeta potential, but both negative and positive values were increased.

A large aggregate tonnage of oxidized and mixed oxide-sulfide copper ore of the southwestern U.S. is not amenable to conventional flotation concentration or sulfuric acid leach treatment. Most of the ores contain chrysocolla as the principal oxide copper mineral, for which no successful commercial flotation method has yet been developed. Acid leaching some ores is not feasible since they contain substantial quantities of calcite and other acid-consuming constituents. Other ores decrepitate during leaching or contain excessive slime and clay minerals which cause plugging of the ore beds.

Burrell and Gauger is of special interest to me as, through the courtesy of the management, I had an opportunity of visiting the Portland mine, Cripple Creek, in 1911, in connection with the investigations on acclimatization to high altitudes, carried out on Pike's Peak, near Cripple Creek, by Professors Yandell, Henderson and Schneider, Dr. Douglas and myself.1 The analyses of one or two samples of the vitiated air were entirely confirmatory of those of the authors. A fatal accident owing to two men being lowered down a shaft filled with the gas had occurred in a neighboring mine just before our visit.

The practical significance of the in situ grade variability is usually neglected. Although recognized, often times it is either ignored or just considered as a vague guideline in many of the decisions dealing with exploration, reserve estimation, and mine planning. This paper stresses the significance of grade variability for exploration and mining, and illustrates its liaison to the structural features of the ore deposits, as well as to the mining parameters used for mine extraction. Some geostatistical results obtained from a silver mine, tungsten mine, and copper mine in South America are discussed.

The compression of gases to a very high degree, for purposes of scientific research, has long presented serious difficulties to the physicist. Great advances have been made of late years in the construction of ordinary air or exhaust pumps, while very little has been done towards the improvement of compression pumps. The principal difficulties encountered in the construction of such apparatus are the existence of the so-called "dead space" in the pump barrels, leakage of the piston packings under high pressure, and the trouble arising from the unequal expansion of parts caused by the development of the latent heat of the gas during compression. Of these obstacles to success, the "dead space" is far the most serious, as it fixes a limit to the performance of the pump beyond which it is impossible to carry the compression. In a constant-load creep test, if the density of nlobile dislocations is assumed constant for strains exceeding that corvesponding to the minimum creep rate, it is shown that the creep rate may be approximated by the equation where E is the nominal strain, o0. is the initial stress, and a' the stress fov unit dislocation velocity. The constant C contains the mean density of mobile dislocations and n is a measure of the stress sensitivity of dislocation celocity. This equation is shoum to be applicable to published data on an alloy steel and on nickel. The degree of plastic instability and hence the creep ductility is dependent on the calue of n for these materials. When instability becomes gross and local macroscopic necking occurs, the assumptions are no longer valid. On the basis of this equation, and the strain-time relation derived from it, a method of predicting the creep behavior at different stresses is suggested. MOst analyses of creep data have been concerned with time-dependent transient creep or time-independ- ent secondary creep in constant-stress tests. The far more widely used constant-load test has been neglected in terms of a mechanistic approach. In general, since the strains involved are usually small, the same laws for transient creep may be applied to both types of tests. However, there is no steady-state creep in a constant-load test since the stress increases continuously. Any apparent steady state observed on a strain-time plot is either fortuitous or illusory, and is generally revealed as a continuously varying creep rate on a carefully constructed strain rate vs time plot.* Transient creep may be understood in terms of a simple differential equation representing the change in mobile dislocation density with time:' where p is the density of mobile dislocations. The first term on the right is related to first-order kinetics of dislocation multiDlication and the second to second-order kinetics of exhaustion. Mica is an orchid among minerals. It is formed in pegmatites, one of the most bizarre of igneous formations, and is exceeded by few other minerals in the perfection it may attain as to size, color, and cleavage. First used for window glazing, as an ornament and article of trade, it has become one of the most essential insulators of electricity, heat, and shock. Most internal combustion engines use mica condensers or capacitors and such machines of war as planes, tanks, and submarines are immobile without it. The original manuscript of this guide was written in April 1943 at the peak of war emergency. It was not used because shortly thereafter a decision was made to buy on a one price basis eliminating differentials for both quality and size. This is now presented with the thought that from the standpoint of preparedness we can only consider another war imminent and every effort should be made to set up in usable form the experience gained during the Second Morld War. Colonial Mica Corp. was set up by Metals Reserve Co. as a wholly owned government agency to encourage production of domestic mica and to purchase it. It soon became the exclusive buyimg agency for such mica. The writer as Southern Manager called on all the private agencies buying mica to assist in formulating buying policies, methods, and prices. A meeting was held for that purpose in Asheville, N. C., July 20, 1942. In the general discussion the first two hours of the meeting it was decided that the following factors should be considered in pricing strategic mica: clearness, flatness, trimming, color, classification (size and quality), free splitting, hardness, and air inclusions. Most of the mica miners have been buying strategic mica, according to the mine, as No. 1, No. 2, or Nos. 1 and 2 combined. In addition to these grades of strategic mica they have been buying three lower grades of mica, electric (vegetable-stained), black-spotted and black-stained. A number of mines were named one by one and the buyers present gave their opinions as to the basis they would use in buying the sheet mica from each. It was suggested that in addition to the prices already published, prices be posted up to 10 pct higher for special quality and preparation and prices be posted 25 pct lower than the published prices for the lowest acceptable grades of strategic mica, giving the buyers authority to make intermediate prices according to the quality and preparation. It was thought desirable at the same time to announce prices for nonstra-tegic mica where such quality is being obtained in mines producing strategic mica and where it would be necessary to take the output in order to get the strategic mica. It was also suggested that the price of electric and black-spotted mica be 50 pct below the price of the lowest grade of strategic mica and the price of black-stained mica be 60 pct below the price of lowest grade strategic mica. The few experienced buyers available were employed but they were inadequate for the job and others had to be trained. All needed a guide or primer of some kind to attain systematic procedure and consistent prices in their respective buying areas. The Mica Buyers Guide was formulated for that purpose based on experience gained in the first six months of buying. The Preface to the original guide was as follows: The purpose of this guide is to serve as a text in training beginners and as a handbook for experienced buyers of the instructions which have been issued up to this time. At the meeting of prospective buyers last summer, it developed that the first essential to attain uniformity must be some kind of check sheet. Our "Mica Buyers Report" was developed for this purpose and forms the backbone of this guide. Price is determined according to size, quality and preparation. Size can be measured, but no system of measurement or machine has been devised which can be substituted for the trained eye of the buyer to deterrnine quality and preparation. Although the "One Price" system was instituted and the "Guide" not used, the buyers were required to continue making out a "Mica Buyers Report" (Fig1) with each lot of mica purchased. MONDAY evening a reception, supper and bridge in honor of the guests of the Woman's Auxiliary was given by the New York Section in the Engineering Woman's Club. After supper, tables were made up for bridge. Some tried jig-saw puzzles, while others merely visited. On Tuesday morning the annual business meeting was called to order by President Bassett. Mrs. Bassett read a note from Mrs. Hoover regretting her inability to be present, and then gave her welcome and message: It gives me much pleasure to welcome you in this annual meeting, and I hope you will be able to come next year, and those who are not able to come this year I hope will be here next year.
