THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enormous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engineers, superintendents, and' others, in mastering &he problems which are constantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal-liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects : 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the periodical publication of essays or papers, communicated to such societies by their members. I t must be evident to all practical men that the interchange of the varied experience of those engaged in such occupation in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centers, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. I t is proposed that a meeting of those sympathizing with the object above mentioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. A series of composite alloys containing a high volume of NiAl, Ni3Ah or CoAl, bonded with 0 to 40 vol pct of a ductile metal phase, were prepared by powder blending and hot extrusion. The binder metals were of four types: pure nickel or cobalt, near saturated solid solutions of aluminum in nickel and cobalt, type 316 stainless steel, and niobium. Sound extrusions were obtained in almost all instances. Studied or measured were the following: interaction between the alunzinides and the binders, room-temperature modulus of rupture values, 1500° and 1800°F stress rupture properties, hardness, structure, and oxidation resistance. Stable structures can be produced for 1800°F exposure, with interesting high-temperature strength and good high-temperature ductility. Oxidation resistance was excellent. A large number of experimental investigations have been made of the role of structure on the properties of cermets and composite materials. Gurland,1 Kreimer et al.,2 and Gurland and Bardzil3 have indicated the preferred particle size in carbide base cermets to be about 1 µ, with a hard phase content of 60 to 80 vol pct. The optimum ductile binder thickness was noted to be 0.3 to 0.6 µ.1 Complete separation of the hard phase particles by the binder is important in reducing the severity of brittle fracture.' The purpose of the present study was to produce structures comparable to the conventional cermets, using a series of relatively close-packed intermetal-lic compounds rather than carbides as the refractory hard phase, and to study the effects of binder content and composition on both high- and low-temperature properties. The selected intermetallic compounds were particularly of interest because of the potential they offered in yielding room-temperature ductility. The highly symmetrical structures are known to possess high-temperature ductility and room-temperature toughness. Based on a ductile binder, the alloys were prepared by the powder-metallurgy route to avoid melting and subsequent alloying of the matrix, and were extruded at relatively low temperatures. It was expected that the composite alloy would retain useful ductility. In contrast, infiltration and high-temperature sintering led to alloying of the matrix and to decreased ductility. The systems Ni-A1 and Co-A1 were selected for this study. In the Ni-A1 system the compounds NiA1, having an ordered bcc B2 structure, and Ni3Al(?1), having an ordered fcc L12 structure, were chosen. In the system Co-A1 the intermetallic compound CoAl with an ordered bcc B2 structure was used. ALLOY PREPARATION The intermetallic compounds, see Table I, were prepared by using master alloys of Ni-A1 and CO-A1, with additions of either cobalt or nickel to achieve the desired compositions. The master alloy in crushed, homogenized form, was melted with pure nickel or cobalt in an inert atmosphere, cold copper crucible, nonconsumable tungsten arc furnace. The resultant intermetallic compounds were homogenized at 2192°C in argon, crushed, and dry ball-milled in a stainless mill to -100 and -325 mesh for the Ni-A1 compounds and to -325 mesh for the CoAl compound. Finer fractions were separated for some of the composite alloys. Several ductile binders were utilized. These included Inco B nickel, 5µ ; pure cobalt, 5 µ, from Sher-ritt Gordon Mines, Ltd.; fine (-325 mesh) niobium hydride powder; fine (15 µ) type 316 stainless-steel powder; and near-saturated Ni-A1 and Co-A1 solid-solution alloys, also in fine powder form. The niobium hydride was decomposed above about 700°C in processing of the compacts in vacuum to produce niobium powder. The Ni-7.1 pct A1 and the Co-5.3 pct A1 solid-solution alloys were prepared from pure nickel or cobalt and pure aluminum by nonconsumable tungsten arc melting under an inert atmosphere. The ingots were homogenized, lathe-turned to fine chips, and dry ball-milled in air to -325 mesh powder. These solid-solution alloys are designated NiSS and CoSS; see Table I. Subsequently the hard and ductile phases were dry ball-milled as a blend. Experiments clearly established the need to coat the hard particles with the ductile binder to optimize subsequent hot compaction by extrusion. Ordinary dry mixing usually resulted in nonhomogeneous alloys which were quite brittle. Conventional cermets are consolidated by liquid phase sinteiing or infiltration, which resulis in undesirable and uncontrolled alloying of the binder phase. For this study, a loose (unsintered) powder-extrusion process was emploved, minimizing reactions between binder and hard particle, thereby permitting much greater control of composition and structure. HODGSON.-As to ".Safety First," I did not deal with that, but I will say that in 1913, the number of .men killed was nine, and that year the "safety first" program was commenced; the next year, 1914, the number was reduced to five. In 1915, I am pleased to say that the number was reduced to two in the Copper Queen's entire property, and we have none so far this year. THE CHAIRMAN (G. F. G. HERMAN, Bisbee, Ariz.).-I can say, further, that we have from eight to nineteen men per month incapacitated for more than 14 days. Those are classified in this State as serious accidents. The number of men injured has apparently increased, -but that is clue to our improved method of recording and classifying accidents, no matter how slight. C. W. §1. FOUR ASPECTS OF FLOW in the plastic deformation of steel by overstrain, such as punching, wire-drawing, tensile rupture, etc., are: (1) The inter-granular, i.e., the relative movements of the several grains, each as a whole; (2) the intra-granular, i.e., the relative movements of the masses of ferrite or cementite and pearlite within those grains; (3) the intra-pearlitic, i.e., the relative movements of the pearlitic ferrite and cementite; and (4) the crystal unit slipping, i.e., the travel of the minute units past each other, along the slipping planes, giving rise to the slip bands of Ewing and Rosenhain. It may be objected justly that (2), (3), and (4) are in a sense "intra-granular," and that (4) is in a sense "intra-pearlitic." Hence clearness may be gained at times by calling these "Movements of the 2d, 3d, and 4th orders" respectively.

Dear J. B.: The recent cable I sent you for a transfer of $200,000 was the outcome of the diligence and perspicacity of our group which, as you know, is laboring under severe hardships here in Rondônia. I only mention the latter difficulties in passing because no reply has been received to our urgent appeal for money. As much as I detest appearing to plead for more attention than you feel called upon to pay to our forgotten mission, I can assure you that it would be in the best interest of the company for you to do so. The fact is, we have been able to outmaneuver the competition and have succeeded in securing pesquizas on some of the most promising cassiterite gravels. We have not been able, up to now, to do much bulk sampling (for lack of funds) but our preliminary panning shows great promise as you can see from the enclosed assay sheets.

THE work to be described was undertaken at various periods from 1937 to 1939 on the Busia gold field, in the eastern province of Uganda. It was decided to examine the possibility of reef prospection by the resistivity method, for it was not known how far the usually disintegrated nature of most reefs in the ubiquitous laterite near the surface would obscure indications obtained by resistivity traverses. The work at the commencement was therefore largely experimental, but the results obtained thereby were satisfactory, and a survey was started at the Government closed area at Amonikakine. With the limited time and resources at the writer's disposal, it was not possible to complete the survey to his satisfaction or to follow up exhaustively all the geophysical indications, but some of the results of the experimental work and the survey were of sufficient interest to be worth recording; in particular the relation between the width of reef, electrode separation and shape of the curve, and the interference effect of constant separation curves over zones of float are significant and useful. Three new veins were located, but only one contained sufficient gold to warrant detailed prospection. This was called the Geophysical reef, and was uncovered over a strike distance of 1140 ft., and there are indications that it extends over a distance of 1990 ft. These results and the recommendations consequent therefrom were embodied in a special report to the Uganda Geological Survey. HISTORY OF THE FIELD The Busia field is in the southeastern corner of Uganda near the Kenya-Uganda border, and is about 17 miles north of the northeastern corner of Lake Victoria. Gold was first discovered in the area in the stream beds by Davies1,2 in 1932. Subsequently numerous small alluvial claims were worked by prospectors and the area was prospected for reef by a company for periods varying from three to nine months, but was finally abandoned, as the results were considered unfavorable. Further prospecting by the Geological Survey in 1935-1936 under Davies3 and later under the writer4 uncovered three reefs with sufficient gold values to be of economic interest. These were finally taken over by a company known as Borderland Syndicate, which still owns the area, and from September 1937 to the end of 1941 about 13,000 oz. of gold was extracted from reefs of the area proved by the Geological Survey. Opencast mining operations are still proceeding (February 1943). The Amonikakine area lies to the immediate north of that of Borderland Syndicate. A certain amount of prospecting had been done when the writer started work there. As a result of his report, this area was taken over by another syndicate, but little further work was accomplished before it ceased operating because of difficulties of wartime working.

Africa (communication to the Secretary*) :—About fourteen years ago, in southeastern Missouri,I used a method for the wet determination of lead which closely resembles the modified sulphate-chromate method described by Mr.. Guess. The principal difference, however, is, that after dissolving the lead chromate in hydrochloric acid, the chromic acid is determined by means of a standard solution of ferrous sulphate. The method, which I believe is still in use in southeastern Missouri, was found to be convenient and accurate for the determination of lead in the ores and various products of the mills and furnaces in that district, but it was never used for complex ores. A number of determinations of lead in mill-tailings were made in the year 1891; a few of these results are given in Table I. Table I.—Determinations of Lead in MilL-Tailings by Wet Assay.

Charles Catlett, Staunton, Virginia (communication to the Secretary*): I have had occasion to examine a few of the irondeposits in the immediate section of which Mr. Watson speaks, but have not had an opportunity to visit any of the well-known manganese-deposits. I find the former can be very safely read in light of the information which it is possible to get from the same measnres farther. north, where they are less completely decomposed. In the same way all of his conclusions in regard to the geology of the manganese-deposits bear out their occurrence in Virginia, when we allow for the far more complete decomposition in the section he has so carefully studied. Judging from the same measures farther north, I think he will be safe in agreeing even further with Penrose as to the origin of these ores. Some years ago I carried on prospecting work in these measures in Virginia, in which the iron-ore and manganese-ore were followed down to undecomposed material, and in which their occurrence along a definite line of stratification, and apparently a part of the original bedding, was plainly shown. This is unusual, however, even in the section of which I speak. At Crimora, Virginia, the decomposition is quite complete; at the same time the results of some hydraulic work, which has been done there, disclosed, at the time of my last visit, the manganese interbedded in the residual clay along a definite and distinct plane parallel to the bedding of the underlying quartzite, and which, as is shown at other points, corresponds with the plane of the original material. In view of the phosphorus reported by Mr. Watson as existing in the Cartersville ores, and the not uncommonly prohibitive amount in southern ores, I am interested to know whether

If internal commotion can be called life, the Mexicans have certainly lived more in the last seventy-five years than any other people. To the oppression of the Spanish viceroys succeeded the sanguinary tumults of the Revolution of Independence, after which the Supreme Congress bequeathed its heritage of uncertain power to the empire of Iturbide, the only one ever established by Americans upon American soil, with an American at its head. That shortlived reign mas followed by years of ceaseless, bloody, and, to the superficial observer, meaningless revolutions—the deeper political and ecclesiastical significance of which it is beyond the scope of this paper to discuss. Then came foreign intervention, the ill-fated Austrian's brief supremacy, and the final triumph of the patriot cause under rugged old Benito Juarez, who crowned the victory of arms by a series of reforms breaking forever the temporal power of the Church and ushering in the calmer era which has lasted from the first accession of Diaz to the present day. During all those troublous times, the revolutionary ocean, that rolled so deeply over all other relics of Spanish dominion, had left almost unaltered the ancient laws of Spain, still lifting themselves above the tide, like landmarks of a flooded world. THE paper on "Cross-cuts in Coal Mining," by J. J. Rutledge (published in MINING AND METAL-LURGY, February, 1927, p. 64) was brought up for discussion at the annual meeting, where the follow-ing comments were made T. D. Thomas (Lehigh Coal & Navigation Co., Lansford, Pa.) : This question has caused me a lot of worry, not in the particular district in which I am, but throughout other districts. There are always several angles to consider. If you are in a hurry to push development work, you might increase the distance between cross-cuts from 60 to 350 ft., but if you have a 40-ft. chain pillar every 60 ft. it will cut down your entry driving a whole lot. Looking at it from the ventilation angle, I agree that too many cross-cuts in entries are bad things. You have a tremendous amount of leakage, and I have seen currents starting out with 45,000 cu. ft., and after passing about 30 or 40 cross-cuts the current has dwindled down to about 18,000 or 15;000 cu. ft. The result is that the question of putting in auxiliary fans is raised. That involves several points into which I do not want to go too far, but I am in favor of not getting in too many cross-cuts, putting them in only where they are necessary: I think the state mining laws are wrong in a number of places on that, and that when you finish with a cross-cut it should be in the room. It should be well sealed on an entry. There are several ways of tightening up the cross-cuts so as not to have the great amount of leakage and wastage of: air that we now have. 'I prefer tile stopping; other people prefer cement or brick, but there is a big fac-tor to all mines, saving the mine. I checked up on the number of fans in the anthracite region and found there are 651. That was derived from the state report of 1921, and it enabled me to compute from the power the weight of the air. In the anthracite region of Pennsylvania we put in 9 tons of air to every ton of coal we get out. Tracing that back again and taking the Government's figures which they made some time ago, I found but 20 per cent of the air got to the faces where it was actually needed. That is a tremendous big loss and shows a possibility for saving, money for the various coal companies. Chairman Rice: I think what Mr. Thomas refers to was an investigation by R. Y. Williams, of the Bureau of Mines in Illinois, where a study was made of 100 typical mines, and, speaking off-hand, my recollection is that we found as little as 15 per cent of air reached the faces in one of the mines and another was as much as 50. That seems to be a reflection on the type of stoppings and general ventilation scheme.

Sec. 1. This Division shall be known as the Institute of Metals Division of the American Institute of Mining and Metallurgical Engineers. Sec. 2. The object of the Division shall be to furnish a medium of cooperation between those interested in the metallurgy, fabrication and uses of the nonferrous metals and their alloys; to represent the A. I. M. E. in so far as nonferrous metallurgy is concerned, within the rights given in A. I. M. E. By-law XI., Sec. 1, and not inconsistent with the Constitution and By-laws of the A. I. M. E.; to hold meetings for social intercourse and the discussion of nonferrous metallurgy; to stimulate the writing, presentation and discussion of papers of high quality on nonferrous metallurgy; to reject or accept such papers for presentation before meetings of the Division. Article II—MembeRs Sec. 1. Any Member, Associate, or Junior Associate of the A. I. M. E. in good standing may become a Member, Associate or Junior Associate of this Division upon registering in writing a desire so to do, but without additional dues. Sec. 2. But no one who has been continuously indebted to the A. I. M. E. or to this Division for more than three months shall be entitled to vote or to receive publications to which, as a member of the Division, he would be entitled. Article III—Funds Sec. 1. The expenditure of the funds reccived by the Division shall be authorized by the Executive Committee of the Division. Article IV—Meetings Sec. 1. The Division shall meet at the same time and place as the annual meeting of the A. I. M. E., and at such other times and places as may be determined by the Executive Committee subject to the approval of the Board of Directors of the A. I. M. E. Sec. 2. The annual business meeting for election of officers shall be held within a few days before or after the annual business meeting of the A. I. M. E. Sec. 3. At any meeting of the Division for which notice has been sent to the members of the Division through the regular mail at least one month in advance, a business meeting may be convened by order of the Executive Committee, and any routine business transacted not inconsistent with these By-laws or with the Constitution or By-laws of the A. I. M. E. Sec. 4. For the transaction of business, the presence of a quorum of not less than 25 members of the Division shall be necessary. Article V—Officers and Government Sec. 1. The officers of the Division shall consist of a Chairman, two Vice-chairInen, Secretary and Treasurer. With proud humility and keen anticipation, I accepted the office of President of the Institute one year ago, and it is with a great deal of pride in you-our membership that I make this report. You are the reason for a productive and prosperous year for AIME. Superior, good or satisfactory results were experienced in 1978 from almost everything we did as a leading engineering technical society. I recognize and pay tribute to the WAAIME organization. Their work is vital to our efforts, and their programs have proven effective. WAAIME can depend upon our continuing support.

In a brief summary of the many occurrences of fluorspar in our western states, it is not possible to go into detail in regard to the geology, mining and milling methods, and reserves about individual deposits. Rather a broad review is made of the occurrences and an analysis of how the western deposits may fit into our future domestic economy is presented. General Statement on Fluorspar Situation Fluorspar has been used for years as a flux in the manufacture of basic open-hearth steel, in foundry cupolas for melting pig iron, in the manufacture of opalescent glass and in the preparation of hydrofluoric acid. In 1880 the annual production of fluorspar in the United States was around 4000 tons per year. By 1900 it was up to 21,656 tons and between 1902 and 1908 it averaged about 40,000 tons annually. Prices were then so low, by present standards, that it seems impossible to believe now that mining could have been performed profitably at the price levels then prevailing. In 1890 fluorspar sold at the mines for $6.70 per ton, in 1901 for $5.81, in 1916 for 85.92. When the United States entered World War I, flyorspar production and price skyrocketed; the production reached 263,817 tons in 1918, with prices above $20.00 per ton, and prices were even higher in 1919 and 1920. After 1920, the domestic production fell from the 1918 level to about 125,000 tons annually and the average price dropped back to about $18.00 per ton. By 1935 the average price had fallen to $15.00, but in 1940 with a rising demand the average price of all grades had gone back up to $20.31. Today it is 75 per cent higher than in 1940 and presumably the price of acid grade at .least would be even higher if it were not for price ceilings. The first subsequent year that the domestic production exceeded that of 1918 was 1941, and the 1944 production is expected to exceed 400,000 tons, or over one and a half times that of 1918. In five-year periods, average production and imports were as are shown in Table I. Many people concerned with the consumption of fluorspar believe that the postwar period ahead will show a repetition of price trends of the last such period. They believe that imports will be again an important factor in the available supply and the price will fall back gradually toward the prewar level. The following basic factors are pertinent in analyzing this conclusion:

Selection of an alloy steel for a heat-treated article has been facilitated by methods for the calculation of harden-ability,' as-quenched hardness and tempered tensile strength.2 Ductility and toughness may also be estimated if the steel is completely hardened on quenching, 5,6 and the present study was carried out in order to develop a basis for estimating the Izod impact strength of partially hardened steel. The investigation was directed toward the prediction of Izod impact strength in steels of normal commercial quality without consideration of special compositions or heat-treatments that might produce abnormal brittleness. It was found that Izod impact strength of alloy steel is controlled by hardness, degree of hardening on quenching, and grain size. In finegrained steels the impact strength for any given degree of hardening is inversely proportional to the tempered Rockwell C hardness, and the relation of impact strength to hardness is lowered by incomplete hardening. Calculation of the tensile strength and impact strength of heat-treating steels has shown that, except at very high strengths, tensile strength is raised by alloys without loss of impact strength whereas the tensile strength gained by higher carbon contents tends to be accom- panied by a disproportionate loss of toughness. Plain carbon steels give relatively low and unpredictable impact strength. The calculation is sufficiently accurate to be helpful in the selection of alloy steel, and common grades of alloy steel have been evaluated with respect to combinations of tensile strength and impact strength attainable after heat-treatment in sections from I to. 4 in. in diameter. Procedure The study of the relation of hardness to impact strength was based on test data derived from 24 heats from four producers. The steels included the following SAE and AISI compositions: 1020, 1030, 1040, 1340, 3310, 33167 4320, 43.30, 4340, 8620, 8630, 8640, 8720, 8730, 8740, 931°, 9317, 9440, 9917 and three high-alloy chromium-nickel-molybdenum steels. As far as is known, the steels tested were of normal commercial quality. They were supplied in 4-in. sections, which were forged to smaller sizes, prenormalized, and machined to final dimensions. Heat-treatment was carried out by heating to the usual austenitizing temperature for the grade of steel, holding for one hour per inch of thickness and quenching in still oil at room temperature. Selection of an alloy steel for a heat-treated article has been facilitated by methods for the calculation of harden-ability,' as-quenched hardness and tempered tensile strength.2 Ductility and toughness may also be estimated if the steel is completely hardened on quenching, 5,6 and the present study was carried out in order to develop a basis for estimating the Izod impact strength of partially hardened steel. The investigation was directed toward the prediction of Izod impact strength in steels of normal commercial quality without consideration of special compositions or heat-treatments that might produce abnormal brittleness. It was found that Izod impact strength of alloy steel is controlled by hardness, degree of hardening on quenching, and grain size. In finegrained steels the impact strength for any given degree of hardening is inversely proportional to the tempered Rockwell C hardness, and the relation of impact strength to hardness is lowered by incomplete hardening. INTRODUCTION IT is a generally recognized fact that by repeated straining the fracture stress of any metal is reduced to a fraction of its value for static loading. The value of this fatigue strength depends upon numerous factors, such as the states of strain and stress, the limits of straining, and the number of repeated loadings or cycles.1.2,3 The large volume of previous investigations on fatigue is concerned entirely with large numbers of cycles, say exceeding 10,000 and up to 500,000,000. However, the changes in fracture stress and fracture strain occurring after a small number of repeated loadings have attracted little attention. Apparently the only investigations of this type are those byLudwik4,5 who subjected steel, copper, and aluminum wire to repeated torsion. In each test the torque was varied between identical values in the two directions of twisting. Depending upon the magnitude of the moment, fracturing occurred after a number of cycles, up to 10,000. The results of Ludwik's tests will be discussed later. Such torsion does not readily yield actual stress and strain values. Therefore a preliminary study was made of the effects of repeated direct stresses, i.e., tension and compression stresses. Because such tests are considerably more tedious than torsion tests, only high stresses were used in the preliminary work, yielding definite changes in metal properties after a few cycles. It was found in these tests that strains could be controlled more readily than stresses in the investigated range of high stresses. This paper, consequently, deals with the effects of strains of equal magnitude but different signs. The metal was first prestrained in static tension by a certain amount then subjected to compression to yield the same amount of strain after unloading. This loading cycle was repeated up to a maximum of seven times. After various cycles, the stress-strain curves in tension were determined, up to fracturing. As material for these tests, the aluminum alloy 24ST was selected because it exhibits a comparatively small amount of necking in the tension test. This alloy permitted, therefore, rather accurate control at the high strains necessary to produce fatigue failures at less than seven cycles. The results of this investigation appear sufficiently interesting to extend the method of attack in various directions. It is intended to study (I) the effects of cycles up to a few thousands and (2) the effects of strains of different magnitude in tension and compression, respectively. The latter variable also includes as a special case the effects of compressive strains.
