The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not, include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

Engineers' Centennial THIS summer, in Chicago, will be celebrated the "Centennial of Engineering" and half a hundred engineering societies will have meetings of one kind or another in the two weeks following Labor Day. It is really the 100th anniversary of the founding of the American Society of Civil Engineers. Centennial of Engineering is merely a convenient label to put on the celebration of 100 years of engineering progress in this country since the ASCE was founded. Engineering, of course, is much older than is thus indicated-thousands of years older. But Americans have a penchant for dramatizing progress by celebrating assumed anniversaries. Four years ago a special 30 stamp was issued on which a Brahma chicken was prominently displayed, with the legend, "1848-1948. Centennial of the American Poultry Industry." We feel reasonably sure that the first dozen eggs was sold considerably earlier than that. Until a hundred or so years ago engineers were generally classified as either military or civil. Apparently a group of civil engineers met for the first time in Augusta, Ga. but no records were kept and the first meeting of which we have definite knowledge was at Barnum's Hotel in Baltimore, Feb. 11, 1839. Forty engineers were present and they decided to form a society. Among the aims of these engineers was "the greatest amount of useful effect at the smallest cost," which is as good a slogan for the engineer of today as it was 113 years ago. It was mentioned that the existence and prosperity of the society depended in no small degree on "the personal conduct and exertions" of the members. "Talents and respectability are preferable to numbers ... from too easy and promiscuous ad mission, unavoidable, and not infrequently incurable, inconveniences perplex most societies."

Your outgoing President, following the worthy example of distinguished predecessors, submits a reckoning of his stewardship. He renders this fully realizing that without the hearty cooperation of Directors and Secretary, which he here recognizes most cordially, no President, who at best is but a passing force, can achieve markworthy results. The details as to your membership, finances, intellectual output, and,-other activities, have been submitted in the report of the Secretary.* It is enough to emphasize that during the year just expired, your organization has held two of its most successful meetings-one the largest in its history-has produced the largest number of papers, eliciting most interested discussions, has enjoyed its greatest income; and has received more than one thousand new members-passing the best previous record by more than one hundred, and exceeding the average increment of the, past five years by one third. It closes the year with 6528 members, the largest enrollment in its history. All of this might be true and yet the intellectual and social spirit, the loyalty of membership, the real life of the organization, might remain stagnant. As to these, it is for others than your speaker to testify. No comparison is feared.

Numerous investigators have studied the various factors that influence the ultimate strength of model mine pillars, such as ratio of height-to-least width; restraint or friction on the top and bottom; 1,2 the effect of stress distribution in pillars on their strength;3 and the scaling factors involved in applying the results of model pillars to full-scale pillars. However, the load-bearing capacity of pillars after initial failure does not appear to have been investigated. Yet many mines employ methods in which small pillars or pillar remnants are left systematically; these pillars crush as mining progresses and, of necessity, affect the behavior of surrounding rock even after initial failure. The effect of such crushed or crushing pillars depends largely on their load-deformation characteristics. This chapter presents the results of a preliminary investigation to determine the load-deformation characteristics of a few model mine pillars to and beyond initial failure. Various investigators have also studied the elastic and viscoelastic behavior of mine structures. In such studies, computers are frequently employed to obtain numerical results by the finite difference or finite element methods. It would be entirely feasible to write a program that would approximate the load-deformation characteristics of pillars to and beyond the crushing stage if these characteristics were known. More accurate information on the induced stresses and deformations in overlying strata and on surface subsidence could be obtained, information which should result in better strata control by enabling the engineer to calculate more accurately the effects of changes in pillar spacing, size, and shape.

Although the subject has no practical bearing on the metallurgy of the present day, it may not be entirely uninteresting to note how the art of silver-lead smelting has been, and in a few remote districts of Peru is still practiced by an old method, and under conditions widely different from our own. The subject will be considered under the following subdivisions,. viz.: The general conditions; construction and plan of furnaces;, fuels and ores; method of working; furnace products and slags. The mineral region of Peru varies in altitude from 10,000 to 16,000 feet above sea-level, comparatively few mines being locatedh above or below these limits. The timber-line in the valleys is at about 12,000 feet altitude on the western slope of the mountains, and even there the supply of wood is not sufficient to be utilized as fuel for furnaces. The sides of the mountains are either bare or covered with a hard bushy grass, which is most luxuriant during the latter part of the rainy season, from February to April. Agriculture on the western slope rarely reaches above 12,000 feet, while on the eastern slope its limit is at 14,000 feet; and in either case the height named is reached only in sheltered places. Transportation is slow, being carried on mainly by llamas, donkeys and mules; the former (taking 100 pounds at a load) are almost

The War Department is appealing to skilled workmen and scientifically or technically trained men to enlist in any one of a large number of engineering troops needed for immediate action in France. Any registrant under the selective service law, who has not actually been called to service, may be immediately inducted into an engineer organization at his own request. Application for induction should be made to the Chief of Engineers, giving a complete statement of the applicant's qualifications. Any man who is physically qualified, between the ages of 18 and 21, or between 31 and 40, may voluntarily enlist for an engineer organization, provided he proves to the recruiting officer that he is experienced or skilled in any engineering trade, or is a handy main who is' especially suited for engineering work. There are about 600 recruiting stations in the United States, and an officer at any one of these will enlist a candidate for an engineer organization if he is suitable. Enlistment is in the grade of private. Subsequent promotion to the rank of non-commissioned officer is secured by merit. It is intended to fill many of the vacancies which will occur from time to time among the commissioned officers by selection from the ranks. A few of the special services, of most interest to mining and metallurgical workmen, urgently needed by the army, are as follows: Crane Operating and Maintenance Regiments; Depot Detachments; Electrical and Mechanical Regiments; General Construction Battalions; Mining Regiments; Quarry Regiments; Battalions for the construction, maintenance, and operation of railways; Road Building Battalions; Sapper Regiments; Supply and Shop Battalions; Surveying, Ranging and Map Reproduction Regiments; Water Supply Companies; and many others. Early last March Mr. Jerome Coldren, an old miner add prospector, undertook a prospecting tour through the western part of Kansas, and discovered a very peculiar bed of rock, which yielded a white metal on fusion with soda. Mr. W. D. Church, city chemist at Topeka, examined the metal and found it to contain nickel. This discovery created much excitement, and was at first doubted. Many samples of the material, from a range of twenty miles, were sent to the Smithsonian Institution for examination ; and in every instance a qualitative test showed the presence of nickel, although the amount appeared to vary greatly. The ore is quite different from any other nickel-ore. It consists of a quartzose conglomerate from bean-size down, with much decomposed material between the pebbles, and the whole cemented by a more or less manganiferous limonite. In the qualitative tests, the nickel appeared to vary with the manganese. In all the tests, simple treatment with HCI dissolved a great deal of AI2O3. The principal deposit is near the top of a small hill on the divide between Smoky Hill river and Butte creek. The surface-rock is the conglomerate, and, at varying distances, stains of the limonite appear and gradually increase ; so that the ore is simply the lower portion of a bed of conglomerate which has been heavily charged with the manganiferous limonite. Below the conglomerate is a layer of selenite; below this, a soft sandstone, containing well-preserved fossils, and below the sandstone, a shale. From 2 to 6 per cent. of nickel in selected samples has been reported by different chemists; but the following two analyses on large samples show the average composition of the material:

"The earth is the Lord's and the fullness thereof." Science knows no national boundaries, knows no country. These views might be taken as premises for a discussion of the development of the mineral resources of the world. Yet how far man is removed from such broadminded ideals! In this day of jealousy and dread, of political machinations and statesmen's maneuverings, of rantings and crass ravings against fellow-beings, man's attitudes towards God's gifts are but the measure of the smallness of man. That the exploitation of mineral wealth should be for the common good, none will deny, but what is meant by "common"? Is it for the common good of The Pennsylvania State College, Pennsylvania, the United States of America, or the world? If man is big enough and honest enough to state categorically that by "common," as used in the context above, is meant that the utilization of the mineral wealth should be for the mutual benefit of all mankind, and that all concerned strive to see that such a viewpoint is executed, then there is brighter hope for the future. It is to be hoped that the world may have at least a few years or possibly a generation of peace. What can be done in these years to work towards the ultimate goal of human improvement? With some difficulty we framed the picture of the village on the mountain getting in the railroad bridge and tunnel at the base. It was a charming scene of red-tile roofs on a green mountain in the golden autumn sunshine with the black hole of the railroad tunnel looking like something out of the movie, "The Train." We clicked the shutter, advanced the film and started back to our rented Audi. At which point there was a hail from the other side of the railroad bridge. A man in uniform was brandishing an object in the air which looked suspiciously like a rifle. We peered around. We were the only other persons in view. He must be yelling at us. He was now closing the distance at a brisk, determined gait but was still 100 yards away. The car was handy but the road was straight, paralleling the railroad tracks for some distance. We dismissed the idea of running for it. Who knows, he might shoot. When he came up we didn't have much of a conversation because it had taken us a week to learn three words of Yugoslavian-zhiveli, long life, huhvalla, thank you, and schlivavitza, the national drink (plum brandy). None of these seemed appropriate. We got the Idea that photographs of railroad tunnels and bridges were prohibited. The guard, for such he seemed to be, took the Audi plate number, administered a last scowling reprimand and stalked off. This incident was the only one in a 15-day visit to Yugoslavia which we would have associated with "Iron Curtain restrictions."

Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

THESE brief notes respecting the properties of pure tin that make it useful as a pyrometric substance summarize information gathered by the writer In an extensive experimental investigation on the electrical properties of metals in the molten state. Tin in quantities sufficient for pyrometric purposes may be obtained at relatively low cost and in a state of high purity. The metal melts at 232° C. and, according to determinations made by Greenwood,. 1909, does not begin to boil until a temperature of 2270° C. is reached. The writer can assert, from personal observations carefully made, that tin shows no tendency to boil at a temperature of 1680° C. If Greenwood's observations are correct the temperature interval, 2038° C., in which tin exists as a liquid under atmospheric pressure, exceeds that of any other substance. It has never been observed, as far as the writer is aware, that tin forms any chemical union, as carbide, with carbon at the highest temperatures at which it can exist as a liquid. It is quite certain from the writer's personal observation that tin heated in Acheson graphite to 1680° C. remains chemically uncontaminated. Wires of pure tungsten do not dissolve in molten tin at temperatures at least as high as 1680° C. Tungsten wires or rods may, therefore, be used as electrodes dipping into molten tin when required for measuring the resistance of the molten metal at very high temperatures. When tin is raised to a high temperature in a covered graphite container, the CO atmosphere that exists above its surface has a reducing action, which maintains this surface of mirror brightness. Incidentally, tin maintained molten in a crucible of Acheson graphite makes a most excellent bath into which may be inserted several pyrometers that are to be intercompared at the same temperature.

The Institute makes liberal provision for inclusion of engineering students through individual Student Associate membership. Such members pay $2 per year, receive MINING AND METALLURGY, may purchase Technical Publications at reduced rates, have the privilege of attending all meetings and are furnished a distinctive badge in the form of a watch fob. Provision is also made for the affiliation of organized student societies in recognized schools of engineering chemistry, geology and related sciences. In order to qualify for affiliation it is not necessary that all members of the society become Student Associates since the individual members of the society are not listed as members of the Institute However, a large majority of the members of many of the societies are also Student Associate Members of the Institute. Among the things that the Institute does for the affiliated societies are the following: (a) A copy of each issue of MINING AND METALLURGY is furnished to the society; (b) Reports of the meetings and activities of the society are reported in MINING AND METALLURGY; (c) Assistance is given by the Institute in obtaining speakers for the meetings of the society; (d) The name of the society and of its officers is listed in the annual Directory and other publications of the Institute; and (e) Members of the society are given the use of the Engineering Societies Employment Service. Student organizations, desiring to be recognized as affiliated student societies of the Institute, should make application to the Secretary, giving particulars as to the nature of their organization, of their membership, and their officers. The accom¬panying list on page 24 gives the names of the affiliated student societies, their presi¬dents and their secretaries, as of April 17, 1931.

The results of drilling in Missouri in 1938 are overshadowed by the leasing activity in northern Missouri, which began about the middle of the year. Nothing like it has ever been witnessed by the oil industry. With no production except a minor amount of gas, and with no drilling except in Clay, Platte and Marion Counties, a leasing campaign has embraced most of the counties north of the Missouri River and spread into southern Iowa, southeastern Nebraska and northeastern Kansas. It is reported that nearly all farms that could be leased without payment of a bonus have been leased, mostly on 10-yr. contracts, and at the end of the year a policy of bonus paying is in effect. Many of the major oil companies are leasing in the area and at least 15 of them are represented by scouts. Similarity to the Illinois Basin, low-priced leases and low drilling costs are among the reasons advanced for the leasing activity. Drilling activity in Missouri increased nearly two-thirds over 1937, with a total of 164 completions. The main activity was the extension of the "shoestring" of the so-called Bartlesville gas pool in Jackson County. It now seems that this sand is probably at the horizon of the Burbank sand. A new Squirrel sand oil pool was discovered in Jackson County. Cass County had five oil wells, with 63 bbl. initial production, four gas wells with 542,000 cu. ft. initial open flow, and 15 dry holes. Jackson County had three oil wells, with 24 bbl. initial production, 56 gas wells with 52,021,168 cu. ft. initial open flow and 57 dry holes. In Vernon County seven oil wells, with about 36 bbl. initial production, and two dry holes were completed. The oil production dropped off very quickly. In counties where wildcatting was carried on, new production was found. Clay County had seven dry holes, Hickory and Marion one each; Platte, four and St. Clair, two.

The Pennsylvania-grade oil industry suffered a serious decline in 1938, which can be largely accounted for by the decrease in the use of lubricating oil. Production was considerably lower than in previous years and prices were very much lower. Operating profits undoubtedly were lower than the year 1933, for the average price of Bradford crude in 1938 was $1.898 as compared with $1.86 in 1933, and the difference in average price of $0.04 per barrel was more than offset by increased operating costs and taxes. Bradford Field Production in the Bradford field in the state of Pennsylvania averaged 36,759 bbl. per day in 1938 as compared with 41,300 bbl. in 1937. The decline in average daily production of 4541 bbl. can be attributed to low market price and pipe-line proration rather than to the actual physical capacity of the field. Pipe-line proration was in effect for the last eight months of the year and the daily average production per month fluctuated between a maximum of 41,852 bbl. per day in March 1938 and a minimum of 33,649 bbl. per day in November. Production figures for Bradford field have been corrected to include only the parts of the Bradford field that arc within the state of Pennsylvania, but the well-completion data for the Bradford field cannot be segregated and include those of the entire Bradford field, part of which is in Sew York state. Production from the Bradford field was obtained almost wholly by water-flooding and no radically new methods or practices occurred. Intensive research work was carried on both by individuals and companies and as a cpooperative enterprise, and minor improvements are gradually occurring in spacing, shooting, application of pressure and water conditions. Drilling Central and Southen Pennsylvania.—Pennsylvania production in central and southern Pennsylvania was obtained largely by air and gas repressuring together with the usual amount of natural production, and the repressuring operations in other than the Bradford field have not

The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. InteRmetallic compounds are formed in many binary metal systems. Some compounds are stable to their melting points, and others decompose at lower transition temperatures. Even those of the first class are dissociated in the liquid state, as indicated by the continuous form of their solubility curves at their melting points1. While the lattice structures of some of these compounds have been determined, their thermodynamic properties have not been investigated. In this paper is described the determination of the free energy and heat of formation of the compound CdSb, which is of the first class mentioned above, melting congruently at 455' C. This compound shows a rhombic structure, and the lengths of the edges of the elementary cell containing four molecules are: a = 6.52, b = 8.60, c = 4.16 A.' There are three possible methods of determining the free energy of formation of a compound of this type. Developments in oil refining were so varied during 1938 that a refiner had to be alert or be left behind. The long-talked-of conversion of oil refining into a true chemical industry using petroleum as a raw material was hastened, particularly in the realm of motor-fuel manufacture, by the increased understanding and use of catalytic processes. The petroleum refiner's vocabulary has been extended to include alkylation, cyclization, aromatization, and isomerization. There are other devel: opments of a similar nature, but these are now considered commercially feasible under proper conditions. New Equipment Less expensive equipment and processes encouraged new construction and replacement. Estimates of money spent in the United States on building new plants and remodeling existing installations during 1938 place the sum at not less than $200,000,000, a noteworthy amount in a year marked by a business recession. The commercial application of small-scale catalytic polymerization of refinery gases made one of the latest advances available to the smaller operators, who usually are faced with unit installation and production costs higher than the large refinery enjoys. Competition was thereby fostered. Outstanding in this respect was the construction of two or more polymerization plants in small refineries at extremely low installation costs, with amortization measured in months instead of years. Houdry Processes Bursting like a bombshell late in the year was the disclosure of the extent of the development of the Houdry processes of catalytic cracking, viscosity breaking, gasoline treatment, desulphurization, and polymerization, said to be applicable to almost any raw petroleum stock and yielding gasoline of exceptionally high octane number. Laboratory batch flotation rests are used for comparison of the floatability of ores and for comparison of the effect of various treatments on ore floatability. Although it is difficult to predict exact recoveries for continuous flotation on the basis of batch tests, considerable quantitative information can be obtained through their use. A simple method is presented which provides a convenient means of quantitatively evaluating results from laboratory batch tests. The information obtained is in the form of a discrete flotation rate distribution, which, if desired, can be used directly in a simulation of continuous flotation. Equation of Batch Flotation The validity for batch flotation of the first-order kinetic equation is accepted: [ ] where k is flotation rate of a class of articles and W (t) is weight of particles of the class in cell at time t.
